Helen Keller has been operating in Sierra Leone for nearly 20 years in support of the nutrition and neglected tropical disease components of the National Health Development Plan of the Ministry of Health and Sanitation, as well as food security component of the Ministry of Agriculture.

 

Scope of Work

The Communication Officer will support Helen Keller’s internal and external communication work in Sierra Leone through communication material creation, dissemination, and event coordination. The post holder will work very closely with all programs in country, the regional office, and the global team to ensure there is compliance to both donor and internal guidelines and expectations.




 

Essential Duties and Responsibilities

Communication Strategy

  • Develop, implement, and manage a communication and advocacy plan for the Sierra Leone country office.
  • Integrate gender equality and women’s empowerment in all activities related to communication, advocacy and branding.
  • Promote communication and advocacy through appropriate channels.

 

Content Development

  • Lead the content development, editing, production, and dissemination of communication and advocacy materials for programs and country office.
  • Actively take part in field activities to collect case studies and success stories.
  • Partner with the global Marketing and Communications team to develop stories of impact for website, social media, donor communication, media, etc.
  • Provide support to all programs to boost visibility and awareness, including identification of key stories, content, lessons learned, and outcomes.
  • Compile media coverage press package for programs as deemed necessary.

 




Branding  

  • Ensure that all branding and communication materials align with Helen Keller Intl global standards.
  • Ensure compliance with donor branding guidelines for all related program materials.
  • Represent Sierra Leone in the Communications Community of Practice and disseminate learnings to country office staff.

 

Community Management

  • Maintain and update all social media accounts.
  • Ensure proper documentation of events, meetings, and trainings.

 

Videography and Photography

  • Manage the video production calendar of program activities from concept development to final delivery of all content videos.
  • Responsible for tracking/reporting of video milestones and progress.
  • Identify and coordinate external operational needs, such as booking vendors, hiring casts, and securing locations, if needed.
  • Coordinate with Digital Marketing Manager to ensure photo and video assets are added to Helen Keller’s global media repository.

 

Qualification and Experience

  • A bachelor’s degree in communications or any other related field like journalism and/or advocacy.
  • At least 3 years of proven experience in a communications role.
  • Demonstrated knowledge in graphic design, videography, and photography will be added advantage.
  • Must be able to work in a dynamic and complex environment.
  • Ability to carry out responsibilities independently with minimal guidance.
  • Must be able and willing to work in a diverse office in terms of language, culture, etc.
  • Proven experience in research, analysis and publication an added advantage.
  • Excellent written and verbal English language skills.

The CB & CD Coordinator is responsible for the generation and development of content, production of diverse brand material for the official website, communication briefs, publications and publicity tools.

 

Actively participate in resource mobilization efforts through communication/brand initiates within proposal development.

 

Assume the responsibility of training the team about brand & communication and their roles and humanitarian principles.

 

S\He should maintain close and positive relationship with other departments, particularly Programme & M&E and ensures that projects align with organizational and communication goals and objectives.

 

Ensures the implementation of work plan and develops monitoring and evaluation tools that measures the impact and cost effectiveness of communication/brand/content development activities.

 

Responsible for Graphics & Content Development, in charge of the research, preparation, writing and edition of unique and creative content, both print & online, for marketing and front-end web development.

 

Skills, Qualifications and Experience:

  • BSc. In International relations, Marketing, Development studies, Mass Communications or other relevant field.
  • Minimum of 4 years of proven experience in Communication, Brand and Content Development.
  • MBA/M.Sc. is an added advantage
  • Diploma on Multimedia/Graphic Design is an added advantage

SOS Children’s Villages in Sierra Leone is recruiting an ICT Manager to lead the ICT development of the organization. In cooperation with the Regional ICT Advisor, he/she will implement the SOS- Children’s Villages International global and regional ICT goals, policies, strategies, standards and guidelines in the National Association (NA).

 

He/she designs the National Office (NO) and facilities ICT architecture and plans their long term ICT needs, ensuring that local long-term ICT requirements are met. He must also plan for short, medium and long term goals for ICT based on global organizational requirements of SOS.

 

The ICT Manager is responsible for the effective operations of information technology and information systems within the National Association / Sierra Leone. He provides functional supervision to ICT Officers / Teachers of programs.

 

Implements, and maintains all national ICT systems and standards in order to achieve a cost efficient and effective ICT environment in accordance with SOS Global ICT Standards.

 

Assume the responsibility for data security including the planning, design and implementation of security measures which safeguard access to the organization’s terminal files and data elements.

 

Define the ICT budget for the NO and facilities in accordance with existing needs.

 

Implements operating system enhancements that will improve the reliability and performance of the system as supervised by the Regional ICT Advisor.

 

Support NO and facilities to budget ICT investments and replacements of equipment in accordance with SOS Global ICT standards.

 

Ensures the installation, maintenance, configuration, and integrity of computer software across the National Association.

 

Participate in the conception and implementation of ICT4D projects in the NA. Give proper technical support for the choice of appropriate technology for the deployment of such projects.

 

Skills, Qualifications and Experience:

  • Bachelor degree in IT/ Computer Science or IT Security. Additionally, certificate in network or server administration would be an asset.
  • High level of integrity, and awareness of security, safety and cyber criminality
  • Five (5) years of proven experience in IT Management and ICT solutions development
  • Expertise in latest version of Microsoft Operating System and business applications (Off. 365)
  • Understanding of Server Management (Active directory) and virtualization (Hyper – V).
  • Good Knowledge in Network Administration (LAN, VLAN, network policies and protocols).

Responsibilities

The Community Relations and Social Performance (CRSP) Manager will play a key role in managing the team and ensuring that Good Industry International Practice (GIIP) is applied to all aspects of the FGG CRSP function. Such practices include the International Finance Corporation (IFC) Performance Standards, best practice regarding Artisanal and Small-scale Mining (ASM) Management, and the Voluntary Principles on Security and Human Rights.

The CRSP Manager will be ultimately responsible for ensuring that the team is fully resourced and trained to meet Project needs, including training, managing relationships with external stakeholders, ASM and resettlement activities, and community investment initiatives. With the support of the CRSP team and external specialists as required, the CRSP Manager will maintain and implement social plans and policies. The responsibilities include but not limited to:

  • Community Relations and Social Performance Management.
  • Land Access and Resettlement Activities.
  • Stakeholder Engagement.
  • Benefit Sharing.
  • Document control and reporting.





Skills and Experience

  • Qualification in sociology, international development, economics, or another social science-related degree mandatory.

  • Fluency in spoken and written English mandatory / Fluency in Mende is preferred.

Responsibilities

The Infrastructure Project Engineer is responsible for leading and supervising contractor QC and progress as they progress with construction of the works. The Infrastructure Project Engineer’s mission is to identify potential construction issues before they become problematic, implementing the necessary remedial, corrective and aversive actions to ensure safe, on time and within budget delivery according to design functionality. The responsibilities include but not limited to:

  • Lead and supervise contractors QC.

MAIN OBJECTIVES/ RESPONSIBILITIES OF THE POSITION:

Media Management

  • Under the supervision of the Field Communication Manager, the FCO establishes and maintains regular relations with key local media contacts (journalists, bloggers, photographers, and videographers).
  • He/ she will handle local media requests and contact local media proactively to pitch MSF materials.
  • He/she organizes events for local media (Press conference, Press briefing…).

Media Alert

  • The FCO monitors local media and flags significant articles, trends, news or reports of importance for MSF or on the context to Head of Mission and Field Communication Manager (FCM).
  • He/she produces reports on the local media landscape (key media, audience numbers, political affiliation, ownership, freedom of speech, use of social media) and regularly reports on new developments.

Content Diffusion

  • The FCO actively diffuses MSF content in the country in local languages and among local media. If judged applicable.





Content Production

  • The FCO supervises the production of local communication tools and products (leaflets, brochures, posters, radio spots, articles, photos, videos) according to local strategy and budget.
  • In particular, he/she will help identify the right communications tools and will adapt/translate communications materials to targeted local audiences.
  • The FCO will also support the production of communications materials (articles, photos etc.) for international audiences, if needed

Internal Communication

  • If needed, he/ she can edit the production of internal communication tools (newsletter, etc.) under the supervision of the FCM.

REQUIRED SKILLS:

  • Education: Essential: degree in Journalism, Communications or related university degree.
  • Experience: Essential: previous working experience of at least two years in communications, journalism or public relations in the country.
  • Essential: previous working experience in dealing with media in the country.
  • Essential languages: Krio and English- fluent
  • Excellent writing skills
  • Good networking and media relations skills
  • Essential computer literacy (word, excel and internet)
  • Experience with social media is an asset

Mission and objectives

The UN Resident Coordinator’s Office (RCO) in Sierra Leone aims to bring together different United Nations agencies to improve the efficiency and effectiveness of operational activities at the country level. The UNRCO supports the role and functions of the Resident Coordinator and the UN Country Team (UNCT) through shared vision, norms and standards, capacities and operating protocols to deliver together more coherent, effective and efficient support to global, regional and nationally agreed goals and priorities. It leads UN coordination, strategic policy, partnerships and investments around the Sustainable Development Goals (SDGs). The UNRCO also seeks to strengthen accountability for results and provide greater incentives for integrated action and support for the UNCT to deliver and report on in-country results at scale that respond to Sierra Leone’s national needs and priorities. The UN Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level.





Context

This UN Volunteer assignment will contribute to achievement of results under the RCO strategic objectives on strengthened partnerships and knowledge management. The UN Volunteer will work with the RCO Partnerships and Development Finance Officer (PDFO), as well as the RCO Team Leader, to support coordination of partnerships and knowledge management activities. In addition, the UNV will also contribute to coordination work in with UNCT and contribute to other deliverables and work of the RCO in order to accelerate the achievement of internationally and nationally agreed goals and commitments, such as the 2030 Agenda for Sustainable Development.

Task description

Under the direct supervision of the RCO Partnerships and Development Finance Officer (PDFO), the UN Volunteer will conduct the following tasks: 1.Provide support to coordinate UNCT partnership and joint programming activities:

  •  Research and compile background information on potential partners to support effective dialogue and engagement.
  •  Draft briefing notes, articles, and other communication tools for use in partnership building with Government and other partners.
  •  Identify potential funding opportunities for UN agencies by regularly consulting relevant websites and extracting key information.
  •  Support compilation of proposal material from different UN agencies, including budgets, work plans, and narratives as part of finalizing joint funding applications.
  •  Support compilation and review of periodic reports to donors associated with pro-grammes implanted jointly by more than one UN agency. 2.Support knowledge management activities and activities in and outside the UN System:
  •  Support coordination of knowledge sharing (including through training and facilitating peer exchange, and organization of round tables, discussion forums) amongst RCO staff and other UN staff, including amongst UNCT coordination groups
  •  Compile analysis of UN experiences, lessons learned and support knowledge network-ing to contribute to planning processes.
  •  Develop and maintains knowledge management database accessible to UN staff.
  •  Support sharing of best practices, trends, knowledge and lessons learned across the UN system and with external partners.
  •  Support organization of RCO multi-partner events, including preparation and distribu-tion of invitations, and provide on-site support during the event.
  •  Provide other administration support which may be required by the RCO.

The Electrician is a value member of the infrastructure team under the operations department. He or she will be responsible for installing and repairing complex electrical power, wiring, and lighting systems working from construction drawings.

4.) Community Liaison Officer

 

Position Overview:

The Community Liaison officer plays a vital role as the focal point of our community health workers program in Kailahun, and supports our overall Community-based programs as required. The PIH Liaison officer will coordinate and link all Community health worker programs in Kailahun to Partners In Health supported health facilities or projects. He / She will Provide day to day managerial and administrative tasks within the PIH community-based programs in Kailahun The candidate will be expected to work with all relevant clinical and other department teams within PIH, and also work with other external partners, government counterparts, stakeholders and community leaders to ensure that our activities are in line with the government requirements and that these activities are complimentary (and not duplicate) to the activities of other government partners/stakeholders. Additionally, the candidate will document and report on Key Performance Indicators (KPI’s), trainings, mentorships and supervisions performed both at facility and community level, as required.

  • Work closely with CBP manger and the Director of Primary Care to rollout a PIH Community Health Worker (CHW) support to the national CHW program in Kailahun as part of the QEHSSP program.
  • Work closely with the national CHW district lead to replicate Partners In Health CHW model in Kailahun, in terms of structures, supervision and referrals
  • Provides capacity building through trainings and systems implementation to the community Health worker program team
  • Collaborate and assist the national CHW program district lead to develop training curriculums and oversees logistics for trainings and program implementation.
  • Develop and implement a mentorship program to the community health care workers
  • Provide and support the development of a good and robust data systems, and promote data collection systems to ensure timely data use by the community health worker program.
  • Work closely with National CHW district lead and the PIH director of Primary Care to provide day to day supervision and performance reviews of community health workers.
  • Review regularly the national CHW KPIs in relation to the QEHSSP to ensure that the indicator targets are being met, and discuss with the PIH CBP leadership any concerns as they occur.
  • Work closely with the National CHW district lead and the PIH CBP leadership to institute and oversee a robust performance-based incentive program to the CHWs as appropriate.
  • Work closely with community stakeholders and members to raise awareness of Partners In Health activities and programs
  • Mentor and assist with work plan creation and timely implementation of activities
  • Work closely with the clinical team to address health challenges in the communities through organized community engagements and sensitization.
  • Provide appropriate feedback to community stakeholders and community leaders in relation to the PIH community health worker program.
  • Oversee all day-to day Partners In Health community health worker activities at both facility and community levels and report to the CBP manager and/or Director of Primary Care as required
  • Collaborate with the district CHW lead in doing spot-check supervisions in line with the national supervision schedules.
  • Coordinate closely with other community health stakeholders and organization on potential joint efforts aiming to improve the health and wellness of those in greatest need.
  • Participate in all district stakeholders meeting /engagement in relation to national Community health workers program /community development related to health, and promote the PIH social justice agenda in any given opportunity.

Context

Under the guidance and direct supervision of the RR, the Communications Specialist in a medium size office implements the corporate communications and publication strategy as well as provides inputs to design, manage and implement the Country Office communications and publication strategies which are geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UNDP. A communication’s strategy tightly linked to program priorities helps position the Country Office in key development markets as a leader in ways that boosts demand for various service lines and increase overall business opportunities.

Task description

Within the delegated authority and under the supervision of Resident Representative or his/her designated mandated representative(s), the UN Volunteer will: 1. Ensure planning and design of internal and external strategies for communication and outreach focusing on achievement of the following results: – Preparation and conduct of communication needs assessments for the CO (Projects, country programme and cooprorate change initiatives etc.) – Drafting/editing of CO communications and outreach strategy based on the corporate communications strategy. – Analyse requirements and synthesis of proposals on ways to integrate advocacy and communication strategies into all aspects of UNDPs development programme during programme formulations. 2. Ensure Implementation of the CO publications strategy and plan focusing on the achievement of the following results: – Implementation of the CO publications strategy and plan based o the corporate publications policy. – Identification of storylines for publications and drafting of substantive articles contributing to debates on key development issues. – Coordination and management of CO publication activities such as content management, norms for publishing, design etc. – Contact with printers and other suppliers to ensure production and ensure publication dissemination. 3. Supervision of the design and maintenance of the UNDP’S website, intranet, CO web-based knowledge management system focusing on achievement of the following results: – Supervision of the design and maintenance of the office web sites based on corporate requirements in cooperation with the ICT staff. – Preparation of the content for the websites to ensure consistency of the materials. 4. Support the business development focusing on achievement of the following results: Launches and campaigns – Promotion and maintenance of public information campaigns on UNDP activities, UN Reform. Results of MDGs in association with others. – Promotion and dissemination of corporate advocacy materials for launching flagship initiatives and publications such as the Human Development Report. – Packaging and submission of programme initiatives for donor review in collaboration with programme staff and supervisor. Outreach – Maintenance of increased coverage and understanding of UNDP’s work in the country or practice area through regular media contacts and provision of newsworthy information to national public and where possible donors. – Organization of roundtable discussions, press conferences, briefing sessions, interviews, launches etc. – Forging of a “one UN “image through publicizing the significance of local UN reform efforts, joint programmes, common services. – Organization and implementation of joint UN information campaigns (UN Day, World Aids Day, IVD etc) – Ensure access for journalists to subject matter experts. – Drafting/production of regular newsletter to donors. – Preparation of donor reports. Civil education and community awareness where appropriate to support projects. Public Information – Effective responses to inquiries for public information materials. 5. Ensure facilitation of knowledge building and management focusing on achieving of the following results: – Identification and synthesis of best practices and lessons learnt directly linked to programme country goals and activities. – Sound contributions to knowledge networks and communities of practice including corporate communications. -Provision of training, consultancy and advice to UNDP staff on communication for development.

Context

The Evidence, Policy and Social Protection Section supports the Government of Sierra Leone in producing and analyzing evidence on child poverty, social inclusion and fulfillment of children’s rights; analyzing levels and trends in investment in children and budget allocation for social sectors; strengthening national capacity for undertaking high quality evaluations; providing technical assistance for strengthening child and gender-sensitive social protection including development of polices and strategies; and supporting the capacity strengthening of local government for child-sensitive planning, budgeting and coordination.

Task description

Under the direct supervision of Chief Evidence, Policy and Social Protection, the UN Volunteer will undertake the following tasks: · Support the development of social protection policies and programmes in the context of post-COVID socio-economic recovery with attention to increasing coverage of and impact on children, with special attention to the most marginalized such as children and adolescents affected by HIV, child labour or out of school children. Identifies, generates and presents evidence to support this goal in collaboration with partners. · Promote strengthening of integrated social protection systems to aid post-COVID socio-economic recovery, providing technical support to partners to improve the design of cash transfer programmes and improve linkages with other social protection interventions such as social health insurance, public works and social care services as well as complementary services and interventions related to nutrition, health, education, child protection and Gender Based Violence (GBV). · Support capacity building for social protection stakeholders, particularly related to disability, GBV and gender. · Support the development of new social protection programmes for children and adolescents with a special emphasis on nutrition sensitive social protection, cash+ pro-grammes to aid post-COVID socio-economic recovery for children and enhancing objectives such as child marriage reduction and increased school attendance through integrated social protection. · Undertake innovative monitoring and research around social protection impact on child outcomes in the context of post-COVID socio-economic recovery, including health and nutrition in the context of universal health coverage (UHC), reducing child marriage and child labour and strengthening girls’ education, and ensure use of data and research findings for strengthening programme results. · Support the development of Country Office Procedures for Humanitarian Cash Transfer in emergencies and support programme sections to integrate Humanitarian Cash Transfers in their emergency response.

Freetown is a vibrant, hilly city, with a population of just over one million. Set on a peninsula, you can see the sea from almost any point in the city and you are never far away from some spectacular beaches for swimming and surfing. There are good supermarkets and restaurants, and mobile and internet services are available for a fair price. The number of international flight connections to Sierra Leone is increasing, with more airlines flying to Europe and within Africa. The general security situation is peaceful, and the overall Security Level in Sierra Leone is classified as Low (Level 2) as per the UN security management system. Crime is classified as moderate, with incidents primarily related to property thefts, house break-ins and robberies. Housing in Freetown ranges from independent houses to apartments – available furnished and un-furnished. Most long-stay accommodation are rented by the year or the half-year. Most staff stay in apartments, which come equipped with generators, a water supply, and security guards. The housing situation is constantly improving, with new apartment complexes being built to an increasingly high standard. There are a limited number of international schools in Freetown, with options including American and British international schools, as well as a few smaller independent schools which follow either American or British curricula. UN staff children attend a variety of schools. Staff can access a limited number of healthcare facilities.

SKILLS AND EXPERIENCE
Essential
Graduate degree in related field e.g. Public relations, Mass communications, Marketing, Media, Journalism
+2 proven media, marketing and or/ communications work experience
Demonstrated online marketing and social media experience
Excellent IT skills with competence in Microsoft Office and graphic design Programme (s) such as WordPress Canva, or Photoshop and HTML
Good skills in photography, voice recording and editing, video and radio production
Proven experience of managing and implementing media and communications projects from start to finish, including evaluating their impact
Excellent writing and presentation skills
Fluent in English, written and spoken
Desirable
Experience of volunteering/NGO’s or working with young people.
Experience from editing websites.
Experience of working with databases.
Established contacts with national print, broadcast journalists and Programme producers in place.
