1.) Health Program Officer

 

Purpose of The Job: The IRC, along with its Consortium partner has bid for a funding opportunity from ECHO in a Covid-19 Vaccination Implementation Consortium as a sub-agency. The Covid-19 Vaccination Consortium seeks to support the Ministry of Health and Sanitation (MoHS) by ensuring healthcare workers receive COVID19 vaccination and in turn reduce the risk of health personnel transmitting the virus to patients in their care, many of whom may already have underlying health conditions that could place them at an elevated risk for COVID19 mortality and severe morbidity.

Scope: The IRC is recruiting for a Health Program officer for the Covid-19 Vaccination program in Sierra Leone for Bonthe. The Health Program Officer will hold the overall responsibility for supporting the implementation of the Covid-19 vaccination program in Bonthe district. Working in close collaboration with the Senior Health Coordinator, Project Coordinator, the DHMT and other key stakeholders in the districts, the health program officer will play a key role in ensuring that the Covid-19 vaccination program is implemented to a high technical standard and is in full alignment with relevant national policies and protocols. The Covid-19 vaccination HPO will work under the oversight of the Project Coordinator.





Specific Duties and Responsibilities

  • Provide oversight to all district vaccinators activities, ensure excellent communication with the Project Coordinator and Senior Health Coordinator.
  • Ensure adherence to the district level monitoring plan and timeline
  • Conduct regular field visits to the targeted Community Health Centers (CHCs) in the respective districts to monitor performance of the Covid-19 vaccinators and provide on-the-job support to ensure quality, efficiency, and compliance with project standards/policies.
  • Provide support to the Project Coordinator to prepare all donor reports for the Covid-19 program, as needed
  • Work alongside the Project Coordinator and M&E Officer to provide technical support to HCWs on Covid-19 vaccination
  • Represent IRC at relevant COVID-19 consultations and meetings
  • Perform other duties as assigned by the Project Coordinator and Senior Health Coordinator
  • Ensure efficient utilization of the budget allocated to the district.
  • Promptly respond to all budget-related inquiries.

2.) M&E Officer – WGPE

 

SCOPE OF WORK

Under the overall guidance of the M&E Coordinator and direct supervision of the WGPE M&E Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Program Manager in preparing Monthly/Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer works in close collaboration with Saving Lives project team, Government officials, and partner organizations.

Job Overview/Summary

The M&E Officer will be responsible for all M&E related WGPE project actions (Initiation, project start-up, implementation, and close-out), providing technical M&E leadership for the WGPE project with specific attention to data quality and use. With direct support from the Project Coordinator, s/he will continuously assess the current M&E systems and capacity of staff related to Saving Lives M&E and based on this, address the identified needs through capacity building and technical support on data collection methods, data analysis, data quality assurance and result-based management. S/he will also ensure that quality data collected is entered into data collection platforms; data analysis is completed by project teams and will play a key role in the process of reporting on the impact of the IRC program to relevant stakeholders. S/he will conduct frequent visits to the field and assess the quality of the program, M&E work, ensure understanding and compliance with M&E procedures and provide guidance and coaching to staff.





Major Responsibilities

– Compile quantitative and qualitative data to showcase IRC’s WGPE project, covering all outlined program outcome areas.

– In close collaboration with the MEL Coordinator, WGPE M&E Manager, and Program Managers, lead the development & implementation of strong data collection tools and monitoring and evaluation plans for the protection program.

– Ensure efficient systems are in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required.

– Support the provision of technical training and capacity building in monitoring and evaluation to program staff.

– Perform regular field visits to ensure the quality of data collected by Program staff and to verify the accuracy of the data reported

– Support program teams in analyzing and interpreting monitoring and evaluation of data.

– Overview preparation of consolidated reports including concise narratives that capture progress against indicators and provide both management and donors with accurate and user-friendly information.

– With oversight from WGPE M&E Manager: o Assist in creating standards for capturing data and its storage in the database in accordance to the IRC Measurement universal expectation.

o Assist in the development of custom tables used to describe donor characteristics so that they are meaningful and not redundant.

o Manage electronic tools to prevent disorganization (Keep server data confidential).

o Support the program team to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.

o Assist the program team and program coordinator in implementing the IRC’s monitoring for Action standards.

– Provide to the supervisor, technical coordinators, program staff and districts with monthly reports on indicator trends.

Specific Responsibilities Program/Project Design and learning: – Develop and make sure the WGPE project has tested monitoring tools that capture both program activity and indicators progresses.

– Ensure records are checked during meetings for accuracy and provide support where necessary and share data with program managers.

– With support from the WGPE M&E Manager, establish and maintain project level information management system.

– With support from the WGPE M&E Manager, collect program field level information required by IRC, donors and/or stakeholders.

Monitoring

– Ensure the on-time execution of projects major monitoring and evaluation events including but not limited to data quality audit and field data supervision.

– Document findings from data quality audits and store in project files to ensure collective and sustainable access.

– Provide technical assistance to staff and or partner organization on information management system, proper data collection and record keeping.

– Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives.

– Update project M&E plan timely and provide feedback to program staff on status and quality of implementation.

– Provide M&E inputs for reports written during project implementation at the field level.

Reviews & / Evaluation

– Provide summarized monthly data analysis showing target against progress over time.

– Follow up with project teams on programme quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into programming; and verify entered data for completeness, correctness, and consistency and follow up on any data quality issues.

– Periodically leads in the presentation of M&E data trends during reflective practice forums at field office/ project level and gather lessons from project implementation processes.

– Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information.

– Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.

Database management, Information Management and Reporting

– Provide and maintain MIS content/requirements and feedback to project team and document progress on indicators/achievement of targets using Indicator Performance Tracking Tables (IPTT)

– Submit dataset to update country office wide program database, IPTT, & Comet on monthly basis.

– Maintain and regularly update project monitoring reports, including lessons learned, prepared by different projects and application of evaluation recommendations.

3.) Senior Education Project Coordinator

 

Job Summary: Under the supervision of the Education and Girl’s Empowerment Coordinator, the Education Project Coordinator will be responsible for the overall implementation and management of all education and girls’ empowerment programs in the core IRC districts of Kono, Kenema, and Bo and other districts as requested. S/he will be based in Kenema to ensure that the EAGER project team implements timely and high-quality education activities within the areas of operations. Moreover, the Education Project Coordinator will also support the Education and Girl’s Empowerment Coordinator in high-level meetings and management of education programs at the district level, including budget reviews and proposal development.

Presently, the Education Project Coordinator will supervise three District Supervisors and one M&E manager. This structure could change as future programs are added to the profile. This position is expected to support and encourage teamwork, create a collaborative working environment, and enable the field team to be proactive and solution oriented with the aim of delivering high quality education and girls empowerment programming.

Major Responsibilities

Technical

· Manage all the IRC activities under the EAGER project in accordance with IRC polices under the guidance of the coordinator.

· Develop and monitor clear work plans for education activities in coordination with district supervisors and M&E manager and staff in the field.

· Supervise the overall implementation of education activities through effective direct management.

· Develop actionable work plans to ensure the timely implementation of project activities in collaboration with the district supervisors, officers and field team.

· Provide technical leadership in development and ongoing monitoring of the District Annual Work plans

· Provide oversight and guidance to the District Supervisors to support planning and management of districts specific implementation plans and ensure learning and collaboration of best practices.

· Conduct regular field visits to the districts to ensure the delivery of high-quality programmes.

· Compile and develop monthly and weekly plans and any other reports according to donors’ requirements.

· Communicate with the Education and Girl’s Empowerment Coordinator and CCU team on a regular basis to ensure.

· In collaboration with the supervisor, review Budget vs. Actual expenditures on a monthly basis, providing relevant feedback to the finance department and adjusting activities as required.

THE ROLE: 

The main purpose of this role is to lead Save the Children Sierra Leone’s MEAL processes/procedures at Kailahun field office that will feed into the Country Office overall MEAL framework in line with the country’s strategic plan.  This role holder is required to take leadership in the development, roll out and implementation of SC’s standard MEAL packages at field level, corresponding tools and reporting requirements and build the culture of maximum utilization in the Field base.




The MEAL Manager will oversee the implementation of accountability procedures including community feedback and response mechanisms for both development and humanitarian programs and lead compliance and assessment of quality benchmark.  S/he will support Awards, Finance, PDQ/TAs, Internal controls, Advocacy and Operations to review and implement a compliance strategy towards donor commitments, especially in project start-ups, implementation, documentation, progress reporting and phase-outs. S/he will assume day to day leadership for the MEAL tasks for quality evidence-based programming.

S/he will provide MEAL supportive supervision in on-going project implementation. The MEAL Manager will be highly involved in project and MEAL planning and reviews, provide oversight on implementation of required MEAL actions, monitoring and evaluation processes ensuring high level of child participation in these processes in operational area.

S/he will guide SC and Partner teams in tracking outcome of projects which includes but not limited to documenting success stories/ case studies in line with project activities and expected outcomes. The MEAL Manager will build capacities of staff and partners in promoting accountability and participation in Field base. S/he will provide quality assurance for data and information (including progress reports) generated from their Field base.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.




 

QUALIFICATIONS DESIRABLE

  • A degree level in Social Science – Statistics, Economics or equivalent field experience.

  • Recommended a minimum of six years’ management and/or MEAL experience in both emergency and development contexts, preferably with solid experience in more than two of the Save the Children priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, and emergencies.

Overview

The Agriculture and Finance Consultancy (AFC) under the GIZ EPP IV project is seeking to engage the services of a local Monitoring and Evaluation (M & E) Expert, specialized in monitoring and evaluation with experience in agriculture, agribusiness agricultural school training, TEVET projects to serve on an evaluation team responsible for the design and implementation of an end-of-term performance evaluation of the GIZ EPP IV Agribusiness for Rural Development and Increasing Incomes.




The project is about developing training courses on agricultural value chain development and entrepreneurship for 4,000 farmers and on non-agricultural TVET courses (e.g. mechanics, welders, electricians, solar technicians, etc.) for 2,000 trainees. Many of the courses will be sub-contracted. The best 3.000 students will receive grants to start a business.

The project targets youth, especially poor youth in the rural eastern districts of Kailahun,

Kono, Falaba and Koinadugu.

The targeted group includes subsistence farmers, owners, managers and employees of Micro, Small and Medium Enterprises (MSMEs) including subsistence and small-scale producers in selected sectors or value chains and districts. The vast majority of beneficiaries are involved in agricultural value chains such as primary production or secondary processing of cocoa, coffee, rice, and vegetables

Program Goal:

Employment and income situation of young people in particular has improved.

 

Module Objective:

Youth employability is strengthened on both the supply and demand sides




 

Key Responsibilities:

  • Advise the Team Leader and the other Technical Advisors on all matters related to the M&E processes, providing support and guidance at all stages of the procurement cycle;

  • Develop – in close coordination with GIZ M&E staff, a M&E concept

  • Implement and supervise all M&E activities, assure performance quality;

  • Ensure compliance with GIZ’s M&E procedures during implementation of the assignment;

  • Guide and supervise district M&E staff

 

 

Tasks

Under guidance and supervision from the Team Leader / AFC HQ responsible for the M&E system and activities of the project:

  • Monitor the training of (project-wide) 2,000 youth in vocational skills. This includes:

    • monitor the enabling of local public authorities in cooperation with the finance and procurement staff, monitor the disbursement and use of local grants to support outstanding training graduates

  • Monitor the further development and application of the Integrated Farmer Training (IFT) for (project-wide) 4,000 advanced female and male farmers. This includes:

    • monitor the implementation of IFT trainings for the beneficiaries in the districts

  • Monitor the capacity building of RES Ltd. in cooperation with the finance and procurement staff, monitor the disbursement of funds for the (project-wide) 1,500 best beneficiaries and the further support provided by technical staff, including training and coaching activities, and in-kind goods in cooperation with the finance and procurement staff

  • Monitor the disbursement and financial implementation of development grants through local authorities to 290 MSME beneficiaries through local subsidies and other project funds




 

Further detailed Tasks

  • Study the project proposal and important project documents and support the development of a Monitoring Plan Including cluster planning and registration structures.

  • Support the development of the project operational plan.

  • Create data collection formats and questionnaires for field and training session monitoring.

  • Support the creation of the beneficiary database that can be linked with other project actor databases and ensure a unique identifier for each beneficiary, which is valid within the overall EPPIV program.

  • Inform concerned staff about the monitoring activities and support logistical work plans for field staff data collection and activity screening and facilitate strategies to increase the monitoring efficiency.

  • Follow-up and supervise monitoring plan and data collection, analyse data on regular base discuss analysed data results with concerned staff and provide feedback.

  • Provide Team leader with analysed data in a written report or raw data sets as requested.

  • Report on data analysis results and consecutive findings and recommendations as produced.

  • Provide short training courses for field staff on data collection tools and relevant software, as necessary.

  • Ensure the proper documentation and formatting of all collected data.

  • Support trainings on M&E activities for Service Providers and other project Partners (local authorities)

  • Gather, sort, clean and process all field-collected data and feed it in the right analysing tools to ensure a valid backing of project result reporting.

Person Specification and Qualification:

Job purpose:

The WASH Adviser will provide technical advice and support to management and project staffs of the partner organisation, WASAP, that ensures high quality technical implementation of the charity water funded project, mainstreaming of country and WHH standards and guidelines at partner project level, and facilitating experience-sharing and learning across Welthungerhilfe and partner projects. The incumbent will also deliver trainings to the partner – WASAP regarding water supply technologies, water quality and hygiene / sanitation approaches as well as related WASH project approaches at community level. The Monitoring, Evaluation, Accountability and Learning Officer role is a replacement role on the Trócaire Sierra Leone team. The MEAL Officer will be responsible for ensuring a systematic approach to Monitoring, Evaluation, Accountability and Learning (MEAL) in the Country Programme and will lead the implementation of the country programme M&E system, track outputs and outcomes throughout the project lifespan and manage data effectively, thus contributing to quality reporting, continuous learning, programme adaption, innovation and increased visibility of the impact of Trócaire’s work. The MEAL officer will work closely with partners on improving their internal M&E systems, providing coaching and accompaniment to partner staff in MEAL capacities, skills and tasks. Key Duties & Responsibilities

Technical support

  • Provide technical support to the programme team to implement and update the integrated Programme/Projects MEL plans and to design and implement Results Frameworks for new projects that contribute to a strong project result-oriented management
  • Provide training and technical advice on monitoring, evaluation, accountability and learning to programme staff, including data collection, analysis and interpretation including qualitative and quantitative methodologies.

  • Through training and close accompaniment, support partner staff to develop skills and competencies to gather, manage and analyse quality gender-sensitive data.
  • In coordination with the programme manager, conduct Data Protection Impact Assessments and implement relevant action plans with partners.
  • Mentor partners in their use of digital data collection and advise on data protection and security.
  • Support and mentor partner staff to analyse and interpret data to inform programme quality control, produce quality donor reports, document lessons learned and programme impact and to inform future project development.

Job Description





Job Summary

Under the supervision of the Chief of Party, the Monitoring & Evaluation (M&E) Manager focuses on surveillance and information management, monitoring programmatic IRS delivery, and evaluating associated epidemiological, entomological, and environmental impact in targeted communities.

Key Roles and Responsibilities

Specific duties and responsibilities include the following:

    • Lead the needs assessments and baseline surveys/data collection process prior to IRS campaigns.
    • Roll-out the new DHIS2 platform, in conjunction with the Database Manager, for use on the VectorLink project for IRS data collection, management and analytics.
    • Lead establishment of routine M&E systems to support tracking of IRS program activities, progress, and performance.
    • Lead the analysis and presentation of VectorLink program data.
    • Improve programmatic monitoring efforts through managing the data collection of routine spray activities from district-based spray teams and reporting the data for internal and client use.
    • Prepare and ensure timely submission of weekly progress reports and client deliverables.
    • Supervise/mentor the Database Manager and seasonal M&E Assistants hired on the project.
    • Work closely with the Operations Team and District Supervisors to provide routine feedback during the campaign to help increase data-driven decisions.
    • Design, review and test M&E tools for reporting formats and data collection. These can include mobile-based tools, digitally-enumerated satellite images or atlases, and other innovations to data collection, data quality, data entry, and data reporting.
    • Ensure appropriate skills are developed and maintained with the national and district IRS staff through focused trainings for continued maintenance of the established M&E tracking systems. This includes training temporary field VC staff on appropriate methods of data collection, entry, reporting, and quality.
    • Track and report data on all project indicators to the Abt Home Office, local clients and PMI/Washington. This includes regular updating of the project’s official Monitoring and Evaluation Plan.
    • Prepare monitoring and evaluation plans, including defining program indicators and sources of data, as well as annual reports and other project documents.
    • Conduct periodic internal Data Quality Assessments (DQAs) and prepare the project for possible external DQAs Audits to ensure validity, integrity, precision, reliability and timeliness of all performance data, identifying gaps and suggesting corrective actions on time.
    • The position requires frequent travel to VC implementing districts and field sites for routine monitoring, program supervision, and support and frequent communication with site and home office staff to report on VC campaign progress.





Preferred Qualification

  • BS or Masters Degree (preferred) in a relevant health sector field, such as Environmental Health, Public Health, Community Health, Health Information Systems, or Health Economics.
  • At least (8) years of relevant experience with BS or (6) years with a Masters in program monitoring and evaluation and in research, with previous IRS or other malaria program experience desirable.
  • Experience in MS Access, GIS applications;, GPS measurement data collection, the DHIS2 platform, and/or Tableau desirable.
  • Experience with mobile platforms (ODK, CommCare, KoboCollect, EpiInfo, Fulcrum, etc.), mobile data collection, and/or GIS satellite imagery are highly desirable.
  • Experience and familiarity with PMI program monitoring and evaluation, and performance monitoring.
  • Strong analytic and quantitative database management skills, budgeting and report writing.English language fluency.

ROLE:  

The M&E Officer leads the development and management of the Performance Monitoring Plan (PMP). Responsible for designing and implementing the M&E activities of the project, assisting the project Manager in preparing Quarterly/Annual report on project progress and will monitor the project activities on a regular basis.




Specific Functions 

  • Lead project team in the development and implementation of an M&E system and oversee routine program monitoring activities. Ensure the quality and relevance of the project’s monitoring and evaluation design.

  • Utilize the Collaborative, Learning and Adapting Approach to continually assess project progress and inform project management decision-making.

  • Provide support to performance evaluation process.

  • Ensure the quality of M&E related data to be collected throughout the program implementation.

  • Participate in the preparation and facilitation of informational meetings with BIOPAMA partners.

  • Document results of the M & E system and produce periodic reports required by Conservation Society of Sierra Leone and donor partner.

  • Assist the various program teams in data analysis.

  • Train staff in data collection methodology and in the M & E system, in general.




QUALIFICATIONS AND EXPERIENCE 

  • Minimum of Three years’ experience in M&E position responsible for implementing M&E activities of projects.

  • Bachelors’ degree in statistics, demographics, public policy, economics, or related field.

  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.

  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans.

  • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies.

  • Experience in planning and managing surveys.

  • Experience in developing and refining data collection tools.

  • Experience with data quality assessments and oversight.

  • Ability to facilitate and serve as a project liaison for externally-managed evaluations.

To succeed in this role, you will be experienced in statistical analysis and setting and monitoring program indicators with a Degree in Social Sciences, Public Health or equivalent in related field with at least three (3) years’ work experience. You will possess sound knowledge of district health systems in Sierra Leone and have experience in providing mentorship/trainings in Sierra Leone, including on RMNCAH-related areas will be preferred. Excellent English and Krio skills, both speaking and written, will be needed. Excellent computer skill in Access, Excel and Power Point is required.

GOAL is looking to recruit a qualified, flexible, and enthusiastic professional to work within the Quality Assurance Team and partners to improve the reproductive, maternal, and new-born child and adolescent health services in Sierra Leone.




 

To succeed in this role, you must have a professional certification in Accounting (ACCA, CIMA or CPA holder) and or have an academic degree in accounting, Economics and/or financial management. At least 3 years finance or auditing/compliance experience. Able to prepare presentations for GMMs – basic knowledge in grant management functions is required, Excellent computer skills in Microsoft Word, Microsoft Excel, Power Point, etc. Willingness to travel to field sites on a regular basis. Excellent communication skills while interacting with Colleagues and Partners. Previous INGO experience and knowledge of donors is an advantage.

Ability to conduct analysis on a wide variety of contract management and budget issues, synthesize information, and present findings in a cohesive and understandable format.

Ability to independently read and interpret contractual documents, operating instructions, policies, and procedure manuals. Excellent English and Krio skills, both speaking and written, will be needed.
