Program Summary

 

The country team has been engaged in Sierra Leone since 2015, initially supporting the Ministry of Health and Sanitation (MoHS) and the health sector’s recovery post-Ebola. In recent years, CHAI has expanded its support to the MoHS to include a focus on supply chain, sexual and reproductive health, and vaccines.




Immunization is one of the most successful public health interventions in history. National immunization programs reach >100 million infants every year and have averted globally two to three million deaths every year since the launch of the Expanded Program for Immunization (EPI) in 1974. The Clinton Health Access Initiative (CHAI) works to save lives and reduce the burden from vaccine preventable diseases by improving access to immunization services in resource-limited settings by strengthening national immunization programs and by leveraging its experience in-country to improve the global immunization ecosystem.

The CHAI Vaccines team began formally supporting MoHS in July 2019 in strengthening data systems to improve supply chain and vaccine coverage as well as supporting preparations for the introduction of the HPV vaccine. Our support is focused on improving data quality and completeness, addressing stock outs, and restructuring performance management to target challenges in information availability and vaccine supply chain. CHAI work in collaboration with government to confirm key routine performance indicators, conduct workflow optimization exercises and incrementally improve information systems, implement a system of performance management based on data review and response, use data to inform improved supply chain activities, and support EPI on coordination and planning for the rollout of the Covid-19 vaccine.




Based in Freetown, Sierra Leone, the Analyst, Vaccines will support the coordination of the introduction of the Covid-19 vaccine in Sierra Leone under Covax. This breadth of work requires a candidate with strong organizational and interpersonal skills, a curious mind, and an entrepreneurial approach to work. This is a 6 month position with an expected project duration from March to August 2021.

Responsibilities

New Vaccine Introduction

  • Covid-19 introduction delivery model optimization to inform robust decisions on when and how to introduce the Covid-19 vaccine based on evidence and thorough analysis
  • Rollout preparation to manage and implement the national introduction preparations, including anticipation of challenges to ensure accelerated uptake of Covid-19 vaccine. Substantial attention to the phases of introduction will ensure a timely and highly successful launch, activities will include:
    • Coordination of communication between stakeholders and partners to ensure that planning and execution of activities is carried out in a timely manne
    • Facilitation of communication between health and other key player
    • Assessment of cold chain needs to be prepared to inform the vaccine storage and distribution
    • Providing technical assistance to partners and working groups in preparation of training manuals, guidelines, job-aids, and communication tools on Covid-1
    • Identification of bottlenecks towards introduction and supporting strategic mitigation plans to ensure progress remains on track with established implementation timelines
  • Post-launch support to adjust after the launch so that Covid-19 vaccination reaches and sustains high coverage and is well integrated into the routine immunization program
  • Coordination of the post-introduction assessment(s) to identify bottlenecks towards Covid-19 uptake and develop mitigation strategies
  • Identification of methods to further optimize Sierra Leone’s delivery model such as the mix between various delivery channels, integration with other health interventions, and the efficiency of the cost structure
  • Collect and document key lessons learned and engage in Monitoring and Evaluation of the Covid-19 vaccine introduction (e.g., identifying appropriate data collection mechanisms, gathering the required data at the specified frequency, identifying issues, and taking appropriate actions)




System Strengthening Improvements

  • Work alongside the Vaccines Data Analyst to:
    • Provide analytical support to EPI National and selected-District teams, by supporting EPI to establish and improve regular performance management reports based on the data collected in their existing systems
    • Support EPI staff to implement routine processes towards improvement of data reporting rates, usage and management
    • Turn generated data insights into problem solving opportunities for National and District teams on how to target performance improvement

Qualifications

  • Bachelor’s degree in relevant field; 3+ years of work experience

1.) Monitoring Assistant SC5

 

JOB PURPOSE

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Support monitoring and implementation of the assistance programme at the sub-office /field level, in close collaboration with the cooperating partners;
  • Provide COMET related support at sub office level for Food Release Note (FRN) creation, inputting of distribution reports, distribution points of interest etc;
  • Monitor and review the distribution and redemption of cash and or vouchers, and verify that the related data management and reporting is accurate;
  • Supervise the efficient and proper distribution of food items and vouchers at the site and provide feedback to the WFP Officer and others on the distribution;
  • Undertake assessments, M&E/VAM data collection (Baselines, Tracking and Post- Distribution) and ensure that collected data for M&E/VAM purposes are handled in the proper way and according to methods and via tools designed and implemented;
  • Ensure that all field-data is collected in a timely and efficient manner while emphasizing accuracy
  • Assist in the coordination of regular meetings with local authorities and cooperating partners on the commodity pipeline, distribution arrangements, food entitlements and other relevant issues;
  • Assist in the implementation of the plan of action, review achievements and constraints/ challenges and provide feedback accordingly;

2.) Programme Associate (Crises Response), SC6

 

JOB PURPOSE

To provide effective coordination and specialized support to WFP’s emergency food assistance programme for COVID-19 response.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide specialized expertise and contribute towards the development of project activities, plans and processes for emergency food assistance activities, ensuring alignment with wider programme policies and guidelines.

Job Summary:

The principal responsibilities of this post are to provide Monitoring, Evaluation & Learning (MEAL), and assuring quality in data management systems – design, data collection/analysis, monitoring, evaluation, and research. He/she will guide policy and planning interventions to respond to child trafficking issues in Sierra Leone, in partnership with African
Programing & Initiative to End Slavery (APRIES) for the PARC-TIP Project.
Responsibilities:
• Setting up the MEAL system of the project and ensuring that the system and tools produce relevant, timely, quality data in accordance with the MEAL plan;

Job Summary:

The Field Officer is responsible for combatting trafficking of human beings (prevention, prosecution, and protection), including the existing practices, procedures, national legal framework, and the international human rights standards. He/she is responsible to collect, register, report and maintain information on project activities, follow up on all aspects of specific
projects, including the provision of functional support to project implementation; in coordination with implementation partners assess and report on program implementation and related issues.

• Attends and contributes to briefings and gives presentations to visiting delegations, with a particular emphasis on trafficking of human beings and human rights;
• Does field visits and participates fully in subsequent discussions and decision making regarding follow up actions on projects;
• Monitors and reports on the human rights issues related to trafficking of human beings, including gender aspects, with a focus on prevention, prosecution and protection;

The Operations Analyst will be responsible for supporting the Country Management team. This role will be responsible for a broad scope of research, analytical and operational work as well as providing resource support. S/he will also be responsible for coordinating efforts across the Investment and Advisory groups in support of the Country and Regional strategy implementation.





Duties and Accountabilities

  • Support the Country and Regional Management team with overall project management, planning and monitoring of deliverables to ensure timely and quality delivery of the work program.  S/he must maintain high degree of discretion and professionalism.
  • Help support pipeline development across all industry groups by providing industry contextual data, company analysis, comparator analysis, industry research etc.
  • Serve as the ‘go-to’ person for data/research and all operational/resource support work for the region as directed by the Country Manager and the MEA management team.
  • Extract data from internal and external databases, manipulate and present the data in a variety of formats for a variety of audiences to a high degree of accuracy and consistency and update/maintain the information in database regularly.
  • Prepare documents and reports to present information to a variety of audiences including: country strategy submissions, sections of World Bank Country Partnership Framework documents, inputs into business plans, work program agreements. Review and screening of relevant documents/reports for consistency with strategy documents. Provide research/analytical support to work products produced and on assignments that may arise as directed by the Country Manager.
  • Under the guidance of the Country Manager, advise project teams on the country context, IFC role, strategic fit, World Bank Group objectives, local markets, pipe-line and portfolio.
  • Maintain a good working knowledge of current advisory and investment operations and respond quickly to queries from HQ management and staff.
  • Provide support to the country team on IFC joint efforts with the WB and other development partners.
  • Liaise and interact effectively with an extensive network of contacts, at senior levels (both internal and external), and respond effectively to inquiries and to diverse situations that require tact and pragmatic problem-solving skills. Must have good network of contacts, both with government stakeholders and business community at large.
  • Provide support for select visiting missions.





Selection Criteria

  • Undergraduate degree in Economics, Finance, Business or similar, Masters’ Degree Preferred.
  • 2-3 years’ work experience in banking, consulting or another fast-paced, knowledge-based work environment.
  • Advanced Excel, PowerPoint and database skills.
  • Excellent writing and oral communication skills.
  • Strong attention to detail and quality.
  • Excellent teamwork skills, ability to take initiative and work across organizational boundaries. High on energy with strong professionalism/ maintaining confidentiality and using discretion when required.

2. Analysis and Commercial Appraisal
 Performing commercial appraisals/evaluations such as; rent vs buy, mined vs contracting, and alternative options for business decision making, and ensure that MEP applications have the required financial analysis to support the request (NPV, IRR etc.).
 Generate dynamic analysis on key cost drives (equipment utilisation, etc.), which will ensure that rigorous efforts are put where value can be created.
 Conducts regular health and safety talks with subordinates to reinforce EHS and related messages and decisions
 Ensures appropriate PPE and safety equipment is used and worn within the department/section
 Draws on guidance from EHS function to ensure adherence to EHS practices

3. Budgeting, Forecasting and Reporting
 Assist line managers and HODs in preparing quarterly cost forecasts and annual budget.
 Actively participate in the month-end accounting procedures (with particular focus on the accruals process), ensuring that all processes are align with Iluka Group policies, procedures, and deadlines.
 Responsible for bespoke COGNOS reports that meet the specific needs of the business owners and ensure that business owners receive these reports in a timely manner.
 Partake actively in the general finance month-end reporting process by ensuring that within 2- business day of the subsequent month, all costs (equipment, power, etc.) allocations are complete.
 Partake in fuel inventories counts in all areas within your scope and, conduct monthly fuel costs efficiency analysis to identify irregular pattern and report findings to line managers, heads of departments, and the FP&A Manager.
 Prepare a weekly report, which provides insight on ongoing activities in the operations for the FP&A Manager and the Finance & Supply Manager.
 Prepare cost presentation and presents at departmental meetings, discusses trends, agree on corrective actions, and records the reason for discrepancies.
