GOAL currently operates in Western Area Urban (Freetown), Kambia,  Bombali, Koinadugu, Moyamba and Kenema Districts, with funding from Irish Aid, Bill & Melinda Gates Foundation, the  European Union, Charity: Water and DFID.

GOAL has been engaged in implementing charity water funded project in rural communities in Gaura, Tunkia Dama,  Koya Noma Simbaru, Wandor and Gorama-mende chiefdoms in Kenema district since early 2018.

In line with Government of Sierra Leones Water and Sanitation policy, the National Rural Water Supply and Sanitation  Programme as well as the Sustainable Developmental Goals, GOAL is contributing towards government’s efforts of  increasing access to safe and sustainable water to the rural population of Kenema by refocusing its strategy which  seeks to strengthen its relationship and service delivery through a Public and Private Partnership approach. Therefore,  GOAL have been closely working with Ministry of health and Sanitation, Ministry of Water Resources and Kenema  District Council (KDC) through in ensuring that the above Government goals are met

Job Summary

Responsible for:  To manage WASH Program in Moyamba

 

Overview of the role 

The WASH Engineer will be responsible for all hardware components of the WASH programme and other  infrastructural works for GOAL and provide technical backstopping to districts where GOAL WASH projects are  currently ongoing which include assessment, design, construction and operation and maintenance.

Main responsibilities 

  1. Project Management  
  • Develop and revise weekly and overall work plans for construction activities and oversee their delivery  to ensure timely completion of projects.
  • Build and maintain good relationships with representatives of relevant organizations, including  GVWC, DHMTs, Councils, other NGOs and community-based organizations
  • Propose solutions or improvements for better performance of the project
  • Improve the capacity of the GOAL WASH team in relevant aspects of WASH engineering

  1. Technical  
  • Carry out feasibility assessments for all potential WASH and other infrastructure projects and  document results, ensuring technical, management and financial aspects are considered.
  • Develop designs for any construction work including costed BOQs and ensure these are approved by  the relevant person before procurement is initiated.
  • Produce in electronic form, the technical designs for all infrastructures to be constructed.
  • Ensure that all infrastructure is designed and constructed following national guidelines and where  these don’t exist use relevant international guidelines.
  • Raise, all OQRFs for new projects using the present GOAL technical operational guidelines
  • Ensure that all contractors hired by GOAL for any construction work follow technical guidelines and  work is completed on time, and the quality meets standard.
  • Ensure that appropriate health and safety procedures for construction projects are followed at all  times by all people on site, including GOAL staff, partners and contractors.
  • Ensure sufficient quality for all equipment and materials used at site, for both constructions done  through contractors or done directly by GOAL
  • Collaborate with the software team in all project locations in ensuring that MoUs are designed and  signed by relevant stakeholders prior to start of any construction/rehabilitation work and handing over  certificate are issued to and signed by both GOAL representative and the beneficiaries
  • In collaboration with the software team, design and supervise operation and maintenance training for  WASH facilities constructed/rehabilitated to ensure the sustainability of the projects GOAL supports
  1. Reporting 
  • Work with the MEAL team, WASH PMs and other relevant staff to develop simple tools and  databases, and monitor progress on activities
  • Ensure all information is stored electronically with all files suitably named and saved in appropriate  locations that are easily accessible to relevant staff members.
  • Provide accurate and complete weekly reports on activities completed to the WASH PM
  1. Reporting and compliance  
  • Prepare and submit weekly reports, success and case stories on progress and challenges of the project. • Carry out any other duties and responsibilities as assigned by the Programme Manager. • Always comply with GOAL’s Child Protection Policy.

Requirements (Person Specification) 

Essential

  • Candidate must have a minimum of HND in Civil Engineering or related field of study • Have a minimum of two years working with reputable organization in similar or related  capacity
  • Have a minimum of 3 years working on WASH programmes with an International NGO or  related training or experience
  • Experience in working with relevant line ministries, district councils and other government  authorities
  • Excellent interpersonal communication skill
  • Excellent in working as a group
  • Computer skills with sound working knowledge on Microsoft Office and relevant engineering  and survey related software like AutoCAD EPANET, QGIS Google Earth and Mwater portal.
  •  Excellent organizational skills, ability to work on own initiative with an innovative approach • Able to communicate effectively and build strong relationships with people in many different  environments.
  • Able to work independently and act on own initiative.
  • Good negotiation and conflict resolution skills.
  • Strong experience on conducting/organizing workshops, trainings, or meetings.
  • Capable of producing reliable and timely reports and familiar with community research  methods.

Desirable

  • Ability to ride a motorbike on rough terrain or willingness to learn is an advantage
  •  Ability to speak one of the local languages spoken in Kenema District
  • Able and willing to travel in the field, including at short notice

Overview of the role 

The role of the VSLA Facilitator is to work on the VSLA group’s activities in the communities selected for the project.

The VSAL Facilitator will work closely with Community Banks, District council, and Water Directorate to facilitate  discussions with community members and to promote VSLA activities and stimulate groups to drive to the VSLA  sustainability.

The VSLA Facilitator will be responsible for VSLA interventions which are essential component of the project. She /He  will assist in the definition and set up of VSLA activities according to the GOAL proposal, log frame and work plan,  this will include

MAIN RESPONSIBILITIES 

  1. Coordinate all VSLA activities, Coaching supervising and monitor the village agents. 
  • Conduct awareness/sensitization on VSLA groups and activities among communities and local leaders  • Facilitate community vulnerability process in target communities to assess community basic planning  for the VSLA groups.
  • Facilitate the identification, formation and mobilization of local structures such as VSLA groups,  Financial Institution and marketing groups in the village and district.
  • Facilitate beneficiary identification in consultation with the communities and local leaders using set  critical for the VSLA membership.
  • Facilitate the identification of the village level VSLA agents to ensure community awareness and  ownership/ sustainability of VSLA approach.
  • Oversee and regularly monitor where the VSLA groups are conducting the share purchase, social  Contribution and borrowing and repayment of loans to ensure proper documentation/ recording of the  VSLA field cash box.
  • Identify technical capacity and challenges of beneficiaries and village agent face and skill/ knowledge  they have in VSLA business development, income generating activities other engaged parties in  target communities.
  • Coach, supervise and mentor the village agent for effective facilitation and support of the VSLA and  income generating activities.
  • Ensure that VSLAs social funds are available to those members who face acute stress to serve as  emergency resources and ensure timely availability of project matching goal.
  • Liaise with the SBCC manager and Financial Inclusion Officer for all decisions related to VSLA and  carry out any other duties as may be assigned by the Manager.
  1. Monitoring, Evaluation, Documentation, Reporting and compliance  
  • Develop work plan (weekly, monthly and quarterly report) to ensure effective implementation of the  VSLA related activities outlined in the project document
  • Track progress of the savings groups, VSLAs activities to see if targets set in the annual work plan are  achieved.

The role of the Borehole Supervisor is to supervise the construction of boreholes by the contractors and to support the demand  creation approach being developed by the programme. This position will coordinate the work with the local community and the local leaders and government. The Borehole supervisor is ultimately responsible for ensuring the timely completion of high-quality borehole  construction in his/her designated operational area, and for regularly reporting progress and challenges to the WASH Engineer.

Reports to:  WASH Engineer
Responsible for:  Borehole construction

 

Main responsibilities 

  1. Coordinate monitor and supervise the drilling and construction of boreholes in communities, schools, and healthcare facilities.
  • Conduct on-site supervision of borehole construction in the assigned operational areas. Strictly monitor and  supervise all contractors hired for construction.
  • Develop action plans and supervision tools for the borehole construction in each community.
  • Track and monitor the supply of equipment and materials to the worksites, and monitor the functionality of all  equipment
  • Support the Engineer and Programme Manager with assessments, specifications and BOQs for new WASH works  • Support the WASH team with the demand creation approach (i.e., creating the platform that will allow  communities take the lead in water supply interventions and demand improved services, play the lead role in the  project to choose which facilities they want and how they want to manage them.)

  • Ensure compliance by the contractors to the National Standards for WASH infrastructure at the community,  SPHERE standards and other Standard Operating Procedures (SOPs).
  1. Formation and training of Water, school, and facility Management committees (WMC, SMC and FMC)
  • Guide community, schools, and healthcare facility on how to identify potential committee members
  • Help facilitate discussions and meetings with committee members and make visits to follow up on action plans • Receive and co-facilitate training of WMC SMC and FMC, including helping to organize training logistics  • Conduct regular follow up meeting with committee members
  • Liaise and collaborate with community leaders and other community agencies to gain local buy-in for the project  and facilitate local ownership of WASH infrastructure at the community level

  • Have a minimum of two years working on WASH programmes with an International NGO or related training or  experience
  • Previous experience supervising the construction or rehabilitation of the any listed water point sources  (boreholes, hand dug wells and gravity fed system).
  • Ability to supervise contractors and ensure that standards and specifications are being followed • Experience working with local communities on infrastructure projects and involving community members at all  stages of a project

The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking a qualified candidate to fill a Public Financial Management (PFM) resident advisor based in Freetown, Sierra Leone. The initial appointment will be for a period of one year, that may be extended subject to satisfactory performance.

The advisor will primarily provide capacity development and advice to the Ministry of Finance (MoF) in budget planning, control and reporting with the focus on:

  •  Budget preparation focusing on the development of a medium-term budget framework that supports the preparation of a credible annual budget.
  •  Budget execution focusing on strengthening expenditure controls and managing arrears.
  •  Financial reporting focusing on improving the quality of fiscal reports.

The advisor will work closely with MoF staff, mainly from the Directorate of Budget and the Office of Accountant-General, as well as with IMF headquarters staff and other IMF experts.

The advisor will: (i) develop tools and other relevant products for capacity development within MoF; (ii) guide and strengthen institutional arrangements within MoF that can contribute to the main objectives described above; (iii) organize and deliver training courses for country officials; (iv) contribute to headquarter-led capacity development activities; (v) coordinate with the IMF regional capacity center (AFRITAC West 2) and (vi) manage the work of IMF short-term experts.

Qualifications

Applicants should have a relevant University degree or equivalent (at least at master’s level), preferably in economics, finance, or accounting. Preference will be given to applicants with a minimum of ten years of practical experience in a senior line or advisory position within a ministry of finance, or a related budgetary institution; and have relevant experience of PFM reforms, in one or more of the PFM fields noted above. The applicant should also have:

  •  Strong oral and written communication skills (including electronic media)
  •  Excellent interpersonal skills and ability to work as part of a team, maintain effective and cooperative relations with national authorities as well as donors and other development partners, and handle sensitive issues with discretion in a multicultural environment.

Country Management Unit Context

The AWCW1 Country Management Unit (CMU) covers the countries of Ghana, Liberia and Sierra Leone. The Bank has been actively working in the human development sectors for many years through lending operations, analytical work and policy dialogue. The Sierra Leone education portfolio is large and is instrumental in contributing to the country strategy for improving human capital and increased employability and earnings. Despite significant improvements over the last decade, limited access and quality of education and other services, driven largely by system inefficiencies put Sierra at the bottom of Human Development Index (HDI) rankings.

HAWE3 Unit

The Education GP team in the AFW Region is divided into two units (HAWE3 and HAWE2), each covering three CMUs. HAWE3 covers nine countries mapped to three Country Management Units (CMUs): (i) Cameroon, Central African Republic, Equatorial Guinea, Gabon, Republic of Congo, (ii) Ghana, Liberia, Sierra Leone; and (iii) Nigeria. Clients range from low-income countries (LIC), among them several fragile and conflict-affected states, to a small but growing number of middle-income countries (MICs) but with weak human development indicators. Average annual per capita income varies widely, and inequalities persist in most AFW countries, with most of the Region’s population living in poverty. Despite the progress achieved in education, the AFW countries face major challenges with high level of learning poverty and out-of-school children, significant disadvantages adolescent girls face in terms of secondary education opportunities, and the low quality and limited relevance of skills programs for youth entering the labor market. The Education GP team in the region works with client countries – at the regional, national, and sub-national levels – to address their unique and shared challenges. We do this by addressing low quality at all levels of education, increasing the efficiency and accountability of education services, modernizing the higher end of the formal education continuum, integrating teaching and learning of science and technology at all levels, and aligning skills formation with the needs of a fast-growing Region, including LICs. It seeks to bring the best possible knowledge to bear on the practical challenges facing client countries and at the same time places a high priority on knowledge generation, including through rigorous impact evaluations of education interventions.

The HAWE3 Unit is responsible for policy, analytical and operational work in the education sector in the AFW region. The unit currently has a portfolio of regional and country projects and programs, analytical and technical assistance activities financed through IDA grants and credits, IBRD loans, Trust Funds, and using investment, including results-based financing (including Program for Results (PforR) operations). The portfolio spans the full spectrum of the education sector from early childhood development (ECD) to basic education, from secondary to technical and vocation education and training and to tertiary education, including the regional higher education projects.

Recent analytical and advisory work includes the development of an AFW Regional Education Strategy to improve education outcomes – specifically, reducing learning poverty, improving secondary education opportunities for girls and increasing opportunities for youth to acquire market-relevant skills. The operationalization of the regional strategy will require Bank Education teams to closely work with the relevant governments in developing their country-specific targets and implementation plans to achieve set those targets.

Education Sector in Sierra Leone

In Sierra Leone, the World Bank actively engages in policy dialogue, analytical work and operational investments in the education sector. The Bank support to the Government has ranged from primary and secondary education to skills and technical and vocational education and training (TVET). Through the IDA-financed Skills Development Project, the Bank is supporting the Government to develop a demand-led skills development system. The Bank-managed Korean Trust Fund complements the project and support to enhance policy dialogue on the labor market relevance and quality of vocational education and skills development and their contributions to fulfill the skills gap in country. The IDA-financed Free Education Project, which is co-financed by the EU, FCDO and Irish Aid through a Bank-administered multi-donor trust fund (MDTF), supports school- and system-level development in primary and secondary education to improve the management of the education system, teaching practices, and learning conditions. An additional financing of GPE COVID-19 Accelerated Funding to the Free Education Project supported covid-19 education responses and was closed successfully in December 2022. The Sierra Leone education team with the Government counterpart is preparing an additional financing (grants from IDA and Qatar Education Above All EAA) for the Free Education Project. Additionally, the team supports key education sector reforms through Sierra Leone Inclusive and Sustainable Growth Development Policy Operation (DPO).

The World Bank is also active in knowledge generation and technical assistance on key issues in the education sector in Sierra Leone, including Skills Assessment, support to improve foundational learning through Accelerator Program, and evidence-based teacher deployment exercise, etc. In collaboration with other GPs, the Sierra Leone education team has been working on cross-sectoral work such as the Human Capital Review and contributes relevant analysis and inputs to cross-sectoral and macroeconomic/public finance reports and strategic documents.

Duties and Accountabilities

In light of the above, the HAWE3 Unit is seeking a Senior Education Specialist/Economist, based in Freetown, Sierra Leone. The selected candidate will be expected to engage in high quality policy dialogue with government counterparts and stakeholders on key issues in education and skills development, provide timely and quality implementation support to the governments on the lending operations, lead or co-lead the preparation of new lending programs, and lead or co-lead analytical work and technical assistance. The candidate will further develop and support new business areas of engagement, including partnering with key stakeholders to attain results. The candidate must have: (a) strong education technical expertise and integrity; (b) ability and agility to identify areas for policy and/or institutional reforms that could be addressed through policy and evidence-based approaches; and (c) engage with other global practices to enhance Sierra Leone’s development trajectory. This position will be focused primarily on Sierra Leone, but depending on business need, the work program could occasionally extend to other countries in the unit.

The selected candidate will report to the Education Practice Manager for HAWE3 and will be expected to work in close collaboration with the CMU and other GPs. The selected candidate is expected to work with country office colleagues as well as other team members based in Washington DC working on the different programs. He/she will interact heavily with the Sierra Leone Country Manager in Freetown and HD Program Leader based in Accra, Ghana.

The main responsibilities include:

  •  Operations: Design and supervise operations, both as leader and as member of team, in the education sector or multi-sectoral operations, tapping into the Bank’s full range of lending instruments. Provide implementation support for the on-going portfolio. Provide timely advice and support to clients in implementing projects and help to build capacity of the education ministries and institutions and government officials.
  •  Policy dialogue and building client capacity: Conduct sectoral policy dialogue with clients at the highest levels, on a range of complex issues at different levels of education. Identify and nurture opportunities for participating in the broader policy dialogue in the country especially in so far as they impact on education or where the education sector can contribute. Build client capacity to use findings of policy research/ analytical work for developing new policies. Provide technical advice on key issues and strategic directions for the country’s education sector development, by bringing relevant international experience and research to assist in developing local solutions, on issues such as strategies to expanding access to quality primary and secondary education, girls education, improving the quality and relevance of skills development, and use of digital technology in education. Lead and contribute to policy dialogue with the government of Sierra Leone on a range of sector issues at different levels of education. Identify and nurture opportunities for participating in the broader policy dialogue in the country especially in so far as they impact on education or where the education sector can make a contribution. Build client capacity to use findings of policy research/ analytical work for developing new policies. Provide technical advice on key issues and strategic directions for the country’s education development, by bringing relevant international experience and research to assist in developing local solutions.
  •  Analytical work and non-lending services: Lead and contribute to the design, preparation and dissemination of analytical products (e.g. sector assessment, policy notes, impact evaluation, public expenditure reviews, country systems diagnostics, case studies, etc.); provide input on a range of issues (e.g., education finance, management and governance, teacher policies, skills development) to support education into the respond to critical policy questions identified by the client and which have an impact on policy and operational design. Work on cross-sectoral teams to contribute to products such as public expenditure reviews, service delivery surveys, impact evaluations. Contribute to the country diagnostics and other core analytic work. Contribute to the unit’s analytical work by generating “think pieces” and synthesis papers. Provide education sector input to regular Bank products and outputs (e.g., HD-wide analytical tasks, CMU tasks). Liaise with HD staff on integrated HD inputs and activities.
  •  Leadership: Work closely with the Practice Manager, the education team, the CMU and other sectors to identify, develop and support new business areas of engagement, including innovative financial products, technical advisory services and other services, as required.
  •  Education and human development sector work: Provide education sector input to regular Bank’s products/outputs (e.g. HD sector briefings and memos, background reports, project performance reviews, etc.). Liaise with HD staff on integrated HD inputs and activities. Respond to ad-hoc information requests from internal and external parties.
  •  Partnerships: Work closely with funding partners including MDTF participating donors and trust fund partners and lead coordination and collaboration among partners. Work constructively with Local Education Group (LEG), partners, including bilateral and multi-lateral donors, UN agencies, NGOs, and private sector partners. Contribute to alignment and coordination around country led priorities.

In performing these roles, the selected candidate will interact with counterparts in government and in a variety of international and other partner organizations and with Bank colleagues and managers within the GP Education sector, the CMU, as well as those in other GPs. She/he will be expected to work in close collaboration with the other members of the education team and colleagues in other GPs.

Selection Criteria

The Education GP is seeking an experienced, versatile, and highly motivated candidate to work on a large and growing portfolio as part of the education team based in Freetown, Sierra Leone. The ideal candidate will combine excellent team work and client dialogue skills, excellent technical skills, a capacity to translate analytical findings into policy and into innovative Bank operations to help clients shift policies in new directions or to pilot new approaches; and operational skills to provide effective implementation support for the Bank’s growing portfolio. The candidate should have:

  •  Education: A minimum of a Master’s Degree (preferably PhD) in economics, education (economics of education, education policy, etc.), public policy, or a related field.
  •  Experience: A minimum of 8 years directly relevant work experience in education; and demonstrated expert-level knowledge of education policy. Experience in World Bank operations as demonstrated through TTL-ship and or being core member for lending operations. Demonstrated experience on education policy. Experience working clients to build capacity and engage in dialogue on education service delivery. Experience working with development partners. Knowledge of the GPE and/or other trust fund processes is plus.
  •  Strong analytical/technical skills: Analytical and economics skills (e.g., education, labor economics), education policy analysis, including an understanding of the core education data sets, indicators, tools for analysis of these data, and the use of evidence for education policy.
  •  Strong client orientation. Ability to conduct high level policy dialogue with clients, including Ministries Education, Ministry of Finance and other stakeholders.
