Education: A secondary education is required, along with a valid driver’s license and knowledge of local driving rules and regulations. For this position, a bachelor’s degree from a recognized academic institution in a relevant field may replace two years of related work experience.

  •  Work Experience: A minimum of three years of work experience as a driver in an international organization, embassy or UN system with a safe driving record is required.
  •  Skills: Additional technical training in vehicle maintenance and repairs is an asset.

The purpose of this consultancy is to support primary health care and CHW programme hub in implementation of planned activities to build strong community health system with well institutionalized national community health worker program.

Specific Tasks:

The purpose of this consultancy is to conduct a feasibility assessment of the development and implementation of Management Information System for the disability registration and disability card and its interoperability with other relevant systems (such as Health, education, social protection, CRVS) to improve the registration and management of data related to persons with disabilities.

The primary objectives of the feasibility study are to:

  •  Assess the current data management related to disability registration process and benchmark with health, education and social protection MIS in Sierra Leone.
  •  Identify the financial, technical, and operational requirements for developing and implementing a disability MIS in line with the current proposal for disability registration being piloted that will be interoperable with other MIS as relevant.
  •  Provide possible options of institutional arrangement between MDAs for the development, implementation and interoperability of the DMIS in line with the draft PWDA and the current and reasonably expanded potential capacities of MDAs.
  •  Provide recommendations on the design, implementation, and management of the MIS.

Technical Expertise:

The purpose of this consultancy is to assist the implementation of planned activities jointly with Child Health Program, MoH and Kenema District Health Management Team (DHMT) in their efforts to operationalise the CSAP, more specifically in the below areas.

  •  Support in strengthening the child survival coordination mechanism (TWG-meetings) at national (quarterly) and Kenema (monthly) levels.
  •  Support mop-up training of PHU workers on IMNCI/iCCM strategy.
  •  Support for quarterly Integrated IMNCI/iCCM Supportive Supervision and Mentoring and capturing of assessment data presentation during TWG meetings.
  •  Technical support for Monthly and quarterly monitoring of quality improvement activities in PHUs using the IMNCI / iCCM guidelines and WHO QI standards.

How can you make a difference?

The purpose of this consultancy is to design an implementation framework for medical oxygen demand forecasting, develop a logistics management information system, and establish a hub-and-spoke supply model for health facilities. This initiative is intended to ensure the adequate availability and efficient delivery of oxygen to all targeted facilities providing oxygen therapy nationwide, in alignment with the oxygen strategy.

Scope of Work

The consultant will be expected to undertake the following tasks:

  •  Situational Analysis: Assess the current oxygen supply chain landscape, including existing forecasting methods, projected production capacity and demand, logistical arrangements, and infrastructure.
  •  Development of Medical Oxygen Demand Forecasting Framework

The consultant will be required to:

PURPOSE OF THE ASSIGNMENT

The Sierra Leone Education Innovation Challenge (SLEIC) programme is a partnership between the Government of Sierra Leone, outcome funders, education delivery partners and social investors. Five different delivery partners have been selected to support 325 schools across five implementation lots to improve learning outcomes for 136,000 children in partnership with school leadership and teachers in accordance with the Basic Education curriculum.

The program will run for nine school terms, starting September 2022 and ending in August 2025. The aim is to generate evidence to inform which interventions are the most effective in Sierra Leone context, which can then be scaled up by Government and donors. Using a result-based financing approach, service providers are expected to build sustainable capacity in schools, targeting interventions that improve learning beyond the life of the programme.

In addition to the SLEIC programme, the Education Outcomes Fund is working with the Ministry of Basic and Senior Secondary Education (MBSSE) to set up an outcomes fund that will support the rapid expansion of early childhood education (ECE) provision through community early childhood development (ECD) centres while ensuring that the ECE services provided are high quality and support holistic child development.

Background

Investing in human capital—education, skills, health, and economic welfare—leads to significant national development. The World Bank defines human capital as a mix of knowledge, skills, and health that enables productive societal contributions. However, Africa lags in human capital development due to various challenges, including political and economic instability. With the deadline for the Sustainable Development Goals (SDGs) approaching, in 2030, no country is on track to meet all targets, a situation worsened by the recent COVID – 19 pandemic and global conflict in Europe and other part of the world. Africa, already vulnerable in crucial sectors for human capital development, requires a coordinated, multi-layered advocacy approach to drive investment and reforms for improving human capital outcomes.

HCD+ is an independent platform funded by various donors, including the Bill & Melinda Gates Foundation (BMGF), and will have the capacity to serve as an African voice for advocacy, accountability, and transparency on HCD. It aims to incubate a regional advocacy and technical assistance hub on human capital development advocacy towards increasing African Governments’ commitment, decision-making, funding, and accountability to developing human capital across the continent in line with realising SDGs #1 – #16 in Sub-Saharan Africa. Many of these countries including Sierra Leone, have made HCD a national priority as part of their commitment the SDGs, but also as part pf their national medium-term plans. Despite this ambition countries still counting to struggle on how to move there HCD agenda forward.

Therefore, HCD+ is Leveraging a mix of advocacy methods, that will focus on five pillars: (i) Health and Health Security; (ii) Nutrition and Food Security (iii) Education, skills development, and labour participation; (iv) Entrepreneurship, financial inclusion, and digital transformation and (v) Gender transformative HCD.

As part of its overarching Advocacy Strategy, HCD+ has developed guiding messaging for different groups of stakeholders, including the Conference of Heads of State and Government, Ministries, Departments and Agencies, Communities, Civil Society and the Media and many others across its five pillars of focus. Scope of Work

The consultant/firm will be responsible for:

Background

It has been proven that the combination of knowledge, skills, and health, the human capital that people invest in and accumulate throughout their lives, enables them to realise their potential as productive members of society. Thus, countries around the globe are encouraged to pursue adequate and consistent investments in human capital development. These investments improve citizens’ productivity, resulting in faster economic growth and more inclusive societies.

Over the last 15 years, African countries have progressed in different sectors, contributing to human capital formulation and development. However, the African continent is lagging in human capital development compared to every other region in the world. Several drivers have been identified, which include inadequate investments in sectors that directly drive human capital development, multidimensional poverty, social cohesion, fragility, conflict, violence, quality of institutions and most significantly, inequality – income and gender.

Gender inequality has severe implications for human capital development on the continent. According to the African Development Bank, 62.8 per cent of the world’s extremely poor women live in Sub-Saharan Africa. 57 per cent of all maternal deaths occur on the continent, even though Africa has reduced maternal deaths by 41 per cent between 1990 and 2010. The gendered human capital performance, measured by various indices produced by reputable organisations such as the World Bank, the United Nations, the African Development Bank and the Economic Community of West African States (ECOWAS), shows profound disparities between human capital development for males versus females. According to McKinsey & Company, Africa could add $316 billion or 10 per cent to GDP by 2025 if each country advances in women’s equality to match the country in the region that has achieved the most progress towards parity. According to ECOWAS, closing the gender parity gap could bring about USD 105.7 billion to the ECOWAS GDP by 2030. It is evident that closing the gender gap across all human capital development pillars makes social and economic sense.

To contribute to correcting this situation, HCD+, an independent platform funded by various donors, including the Bill & Melinda Gates Foundation (BMGF), was established to serve as an African voice for advocacy, accountability, and transparency on HCD. It aims to incubate a regional advocacy and technical assistance hub on human capital development advocacy towards increasing African Governments’ commitment, decision-making, funding, and accountability to developing human capital across the continent in line with realising SDGs #1 – #6 in Sub-Saharan Africa. Brief Background

Sierra Leone has made significant strides in gender equality, particularly in education, health, and political participation. Key policies such as the National Gender Policy (2018) and the Gender Equality and Women’s Empowerment Policy (2020) have been instrumental in promoting gender parity and empowering women. Legislation like the Domestic Violence Act (2007), the Sexual Offences Act (2012, amended 2019), and the Child Rights Act (2007) provides a robust framework for protecting women’s rights and ensuring their safety. The recent Gender Equality and Women’s Empowerment (GEWE) Act (2022) aims to further accelerate progress by ensuring women’s representation in public and private sectors, promoting equal access to education, and enhancing women’s economic opportunities. Additionally, the new Child Marriage Act (2024) seeks to eradicate child marriage by setting a minimum age for marriage and implementing stricter penalties for violations. These efforts have contributed to increased enrolment rates for girls in schools, improved maternal health services, and greater representation of women in governance. Economic empowerment initiatives, including microfinance and vocational training programmes, have also supported women’s participation in the economy.

Despite these achievements, significant challenges persist. Gender-based violence remains pervasive, with cultural norms and stigma often preventing survivors from seeking justice. High rates of child marriage and adolescent pregnancy continue to undermine girls’ education and health outcomes. Women, particularly in rural areas, face substantial barriers to economic participation, including limited access to finance and markets. Furthermore, women’s political participation is hindered by socio-cultural attitudes and institutional biases. Addressing these challenges requires sustained and multifaceted efforts. Developing a gender transformative Human Capital Development (HCD) framework, results tracker, strategy, and workshop will be crucial in advancing gender equality and creating a more inclusive society in Sierra Leone.

Objectives of the Assignment

The objectives of this consultancy are to:

Background

It has been proven that the combination of knowledge, skills, and health, the human capital that people invest in and accumulate throughout their lives, enables them to realise their potential as productive members of society. Thus, countries around the globe are encouraged to pursue adequate and consistent investments in human capital development. These investments improve citizens’ productivity, resulting in faster economic growth and more inclusive societies.

Over the last 15 years, African countries have progressed in different sectors, contributing to human capital formulation and development. However, the African continent is lagging in human capital development compared to every other region in the world. Several drivers have been identified, which include inadequate investments in sectors that directly drive human capital development, multidimensional poverty, social cohesion, fragility, conflict, violence, quality of institutions and most significantly, inequality – income and gender.

Gender inequality has severe implications for human capital development on the continent. According to the African Development Bank, 62.8 per cent of the world’s extremely poor women live in Sub-Saharan Africa. 57 per cent of all maternal deaths occur on the continent, even though Africa has reduced maternal deaths by 41 per cent between 1990 and 2010. The gendered human capital performance, measured by various indices produced by reputable organisations such as the World Bank, the United Nations, the African Development Bank and the Economic Community of West African States (ECOWAS), shows profound disparities between human capital development for males versus females. According to McKinsey & Company, Africa could add $316 billion or 10 per cent to GDP by 2025 if each country advances in women’s equality to match the country in the region that has achieved the most progress towards parity. According to ECOWAS, closing the gender parity gap could bring about USD 105.7 billion to the ECOWAS GDP by 2030. It is evident that closing the gender gap across all human capital development pillars makes social and economic sense.

To contribute to correcting this situation, HCD+, an independent platform funded by various donors, including the Bill & Melinda Gates Foundation (BMGF), was established to serve as an African voice for advocacy, accountability, and transparency on HCD. It aims to incubate a regional advocacy and technical assistance hub on human capital development advocacy towards increasing African Governments’ commitment, decision-making, funding, and accountability to developing human capital across the continent in line with realising SDGs #1 – #6 in Sub-Saharan Africa. Leveraging a mix of advocacy methods, the platform will focus on five pillars: (i) Health and Health Security; (ii) Nutrition and Food Security (iii) Education, skills development, and labour participation; (iv) Entrepreneurship, financial inclusion, and digital transformation and (v) Gender transformative HCD.

The recent Gender Equality and Women’s Empowerment (GEWE) Act (2022) aims to further accelerate progress by ensuring women’s representation in public and private sectors, promoting equal access to education, and enhancing women’s economic opportunities. Additionally, the new Child Marriage Act (2024) seeks to eradicate child marriage by setting a minimum age for marriage and implementing stricter penalties for violations. These efforts have contributed to increased enrolment rates for girls in schools, improved maternal health services, and greater representation of women in governance. Economic empowerment initiatives, including microfinance and vocational training programmes, have also supported women’s participation in the economy.

Despite these achievements, significant challenges persist. Gender-based violence remains pervasive, with cultural norms and stigma often preventing survivors from seeking justice. High rates of child marriage and adolescent pregnancy continue to undermine girls’ education and health outcomes. Women, particularly in rural areas, face substantial barriers to economic participation, including limited access to finance and markets. Furthermore, women’s political participation is hindered by socio-cultural attitudes and institutional biases. Addressing these challenges requires sustained and multifaceted efforts. Duties and Responsibilities

The consultant will work under the supervision of the Head of Office with support from the Communications Officer.

The video producer will work with the Communications and Programme Team and any other relevant section to develop concepts and storyboards and produce powerful visual materials that highlight impact of programme interventions. She/He will be responsible for filming events, interviews and editing videos and photos.

The consultant under this contract is required to:

  •  Take videos of events/field visits/interviews of partners
  •  Be able to perform, editing and logging of footage linked to UN Women work.
  •  Perform video post-processing to edit videos to produce professional products.

Deliverables: The consultant will be required to collect, edit footages, and produce 5 minutes video on the One Stop Centres. Also support the compilation and editing of footages including photos and produce one (1) minutes, two (2) minutes and three (3) minutes videos for social media posting of key Women Economic Empowerment (WEE) events/activities.

Specific requirement for videography:

UN Women Sierra Leone is seeking the service of an international consultant to commission the evaluation of the IRISH Aid projects: 1) The Protection and Empowerment of Women for Equality, Resilience and Development (POWERED) from July 2021 – November 2022 and 3) the Promotion of Women Empowerment & Rights in Sierra Leone (POWER SALONE) Project August 2022 – September 2024. The evaluation will follow the OECD/DAC criteria for evaluations namely: relevance, effectiveness, efficiency, impact, and sustainability. The evaluation will further document lesions learnt and best practices for replicability of project’s intervention as well as challenges that arose from project implementation.

Duties and Responsibilities

The international consultant will be reporting to the Head of Office and will be supported by the Programme Specialist (EVAW) for contract management and contract payment. The Monitoring and Evaluation officer as the evaluation manager for this assignment will validate all deliverables

The scope is to conduct evaluation for the IRISH AID funded projects to assess the performance of the projects using OECD/DAC criteria. Below are the specific deliverables: Task 1: Inception phase: Evaluability assessment, development of survey methodology, tools, sampling plan, workplan, and incorporation of feedback on draft inception report

Task 2: Conduct field data collection including Conduct preliminary desk review of relevant documents and existing data and primary data collection.

Task 3: Data Analysis, synthesis, Interpretation, draft report, and Knowledge transition materials: Focusing on data analysis, synthesizing the data, interpretation of findings and drafting of an evaluation report and knowledge transition materials using a standard template.

Task 4: Final Evaluation Report and knowledge transition materials: A final evaluation report that addressed the comments and feedbacks from evaluation stakeholders (EMG, ERG) and Donor including a concise Executive Summary and knowledge transition materials will be produced and circulated internally including PPT, Executive summary.

Task 5: Submission to UN Women for EMG validation and approval. Consultant will submit the final report for validation by the EMG and further disseminate to stakeholders during a webinar and stakeholder engagement session.

This is a home-based consultancy.

The consultant is required to work 13 full days in UN Women office and 10 days on field work across the 7 operational districts.

The CPP project’s outcome statement is: “Governance systems and processes�are more inclusive, accessible, and responsive to people with disabilities, so that they can engage in decision-making and active citizenship.”

A qualitative data collection activity is planned in 2024 to support evidence generation and evaluability of the project’s outcome .

This work is to support evidence generation and evaluability across the ABW programme . Q ualitative data collection activities are being planned to collect in-depth narratives that help to understand change. The re are planned participatory workshops with initial activities that aim to set the scene to better understand the changes that occur during the project.

The focus of the data collection will be on understanding the recent/current perceptions and experiences of stakeholders in relation to the participation of youths with disabilities in local governance. This activity will purposively sample young women and men with disabilities and community leaders to discuss their perceptions and experiences.

The data collection activity will be qualitative and participatory, involving storytelling through workshops with the different stakeholder groups. The tools will be adapted and flexibly used to ensure appropriateness with the different stakeholders and accessibility for people with disabilities.

The consultant will be required to support with the primary data collection, as well as some aspects of preparation for data collection, and the data analysis and report writing. The consultant will bring experience and expertise in participatory methods and workshop facilitation. Organizational Context

As the Country Office is transitioning into a new CPD with potential increase in resource mobilization with targeted programme delivery of $20M per year, the need of a resident Operations Manager remains very critical to reinforce the existing capacities to efficiently and effectively deliver the country programmes and projects.
Thus, to ensure proper resources and results management, the Office intends to recruit a resident Operations Manager  with very strong programmatic and Operations profile under the direct supervision of the Deputy Resident Representative P/O in support of optimal results and resource management, transparency, accountability, clients delivery.

Under the guidance and supervision of the Deputy Resident Representative, the Operations Manager will advise Senior Management on all aspects of CO management and operations. The Operations Manager is responsible for strategic financial and human resources management, efficient procurement and logistical services, and ICT and consistency with UNDP rules and regulations. The incumbent supports policy settings and methods to maximize the CO performance in operations demonstrating capacity for innovation and creativity and providing advice to Senior Management on readjustment of the operations to consider changes in the operating environment as and when needed.
Job Purpose

The UNDP Operations Manager leads the Operations Team in delivering efficient, client-oriented support for program and project implementation, overseeing adherence to corporate requirements such as certifications, verifications, and sample testing to ensure compliance with office standards. The Operations Manager provides strategic guidance and advisory services on procurement, human resources, program finance, and enterprise risk management. The role ensures consistent service delivery to the Country Office (CO), UNDP programs and projects, and UN common services. The Operations Manager leads the CO Operations Team and fosters collaboration within the team and with other UN agencies, adhering to rules and maintaining a client-oriented approach. Working closely with program and project teams, as well as operations staff from other UN agencies and the Regional Bureau for Africa, the Operations Manager coordinates comprehensive operations and implementation support work streams. This includes accelerating the speed and quality of client-oriented services by identifying gaps and bottlenecks and devising new and improved ways of working. The role leverages UNDP’s enterprise resource planning (ERP-Quantum) systems, performance tracking tools, and global service centers for financial and other operational support services.
Duties and Responsibilities

1.) Lead the operational supports for the implementation of programmes and projects for optimization of initiatives:
  • Leads and ensures that the Operations Team acts as an efficient and client-oriented resource for programme and project implementation activities, guides and oversees corporate requirements, including certifications, verifications, sample testing are met by the office;
  • Provides authoritative advisory services on procurement, human resources, programme finance and enterprise risk management, in consultation with relevant RBA and Bureau of Management Services (BMS) staff.
  • Support the preparation of Annual Integrated Work Plan that includes benchmarks for programme delivery, resource allocation, and consolidated pipelines in collaboration with country office senior management and programme/operations teams;
  • As a member of the Country Office management team, provides advice to the Head of Office on financial sustainability, cost recovery and inter-agency operational issues;
  • Ensures provision of high-quality advice on programme resource management and revenue management;
  • Ensures compliance of project and programme management actions to ensure that they are implemented consistently and in accordance with corporate standards;
  • Responsible for office business processes mapping and development of key Standard Operating Procedures (SOP); identifies opportunities for converting business processes into web-based systems to enhance efficiency and accountability;
  • Performs delegated tasks and back stopping support as and when requested by office senior management.

2.) Oversees effective and accurate financial resource management, efficient procurement management, strategic human resources management and Assets and ICT Management.

  • Performs the function of Senior Manager in Quantum and works closely with the Global Shared Services Centre (GSSC) in Kuala Lumpur and performing oversight on financial transactions;
  • Manage the country office’s integrated work planning and budgeting process, including monitoring and reporting in partnership with other relevant teams in the country office.
  • Oversee the Delivery Enabling Services (DPC) and cost-recovery systems for services provided to projects and other UN agencies, including accurate forecasting, planning, and reporting of extra-budgetary income.
  • Manage the proper management of contributions, ensuring business process and accounting for contributions to ensure money due to UNDP is properly identified, uniformly classified, and received with sufficient supporting documentation.
  • Oversee country office cash management processes, including timely accounting and reconciliation of all transactions, and ensure security for cash assets on site in coordination with the GSSC.
  • Oversee the country office’s compliance with corporate rules and regulations in the field and establish and manage the CO procurement and contract management strategies.
  • Oversee country office compliance with corporate human resources policies and strategies, supporting senior management in ensuring optimal staffing of the office and projects.
  • Liaise with GSSC in Copenhagen and Malaysia to ensure offshored human resources services are provided without interruption to the office, including recruitment, contracting, and related tasks.
  • Facilitate knowledge building and management, documentation of lessons learned and good practices, and innovation and knowledge transfer at the country, regional, and global levels.
  • Manage UNDP assets, facilities, and logistical services efficiently and in line with corporate standards.
  • Plan and manage business continuity actions, including adequately planning for disasters and recovery.
  • Map office business processes and develop key Standard Operating Procedures (SOPs) for streamlined operations.
  • Identify opportunities to enhance efficiency and accountability through digital transformation and web-based systems.
  • Oversee the maintenance and security of ICT infrastructure in the country office, ensuring compliance with UNDP’s policies, protocols, and standards while supporting operational excellence.
  • Collaborate with the ICT team and global service centers to manage upgrades, resolve issues, and maintain optimal system performance, including cybersecurity and data protection measures.
  • Facilitate staff training and support on ICT tools and systems, ensuring they are equipped to effectively use technology while planning business continuity strategies for resilience and recovery.

3.) Efficient provision of UN common services, back-office support, security, and transactional services to clients

  • Coordinates UNDP actions in the UN inter-agency Operations Management Team (OMT);
  • Oversees efficient provision of client-oriented transactional services in human resources, procurement, finance and administration to UN agencies and the UN Resident Coordinator’s Office;
  • Elaborates strategic approaches to implementation of common services in line with the UN Development System reform, the latest developments in common services and relevant best practices;
  • Acts as UNDP lead on common services (as determined by UN Country Team), and is responsible for coordinated action to ensure integrated activities on common services and implementation of the UN reform;
  • Leads and supports inter-agency efforts towards or management of common premises and common back- office plans, as relevant;
  • Ensures the implementation of appropriate cost recovery measures for the provision of common services and other support to UN entities, as relevant; oversees common services budget and monitors Agencies’ contributions to the common services account, as relevant;
  • Responsible for efficient implementation of security measures mandated in the overall Security Plan and/or agreed in the Security Management Team.

4.3.2 Personnel Management Support for the #FREETOWNTHETREETOWN Project, Freetown, Sierra Leone

BACKGROUND AND RATIONALE

UNDP is supporting Freetown City Council to implement the #FreetownTheTreeTown project which includes a portfolio of community reforestation projects. Freetown, Sierra Leone, is among the world’s rainiest cities. They have also experienced rapid tree loss in recent years, estimated at some 555 hectares – or 500.000 trees – annually since 2011. The national government oversees the legal framework governing land use, limiting Freetown’s options for curbing tree loss, and requiring reforestation. Heavy rains, coupled with this deforestation, have resulted in devastating landslides, including an event in 2017 which claimed nearly 1,000 lives. #FreetownTheTreetown is an initiative to reforest the city and surrounding areas to reverse tree loss and reduce disaster risks

To address this serious issue, the Freetown City Council launched the #FreetownTheTreeTown campaign in January 2020. In the first four years of the project (2020 – 2024) 977,000 trees have been planted, digitally tracked and ‘tokenized’, with 1000 hectares of urban land in and around Freetown restored against a goal to plant and grow one million trees. At this stage a ‘token’ is created for each verified tree to give it a value which goes into Freetown’s digital wallet, from where it can go into a market and be sold to create revenue to fund the #TreeTown campaign. Attaching value (a ‘token’) to each tree has enabled an income for a household to look after that tree in the community where the reforestation is happening. Freetown is creating a market for reforestation to fund the trees’ growth and support further planting through the private and voluntary carbon markets.

The one million tree goal has been expanded to 5-7 million trees by 2030 and a 500,000-ton CO2 sequestration potential has been determined, but sustainable finance is required to meet this goal and people need to continue to be incentivized to continue to engage with the #TreeTown Campaign; as well as planting new trees to enable equitable and sustainable access to ecosystem services. #FreetownTheTreetown is helping to discourage environmentally harmful practices, such as sand mining, and to reduce deforestation and mangrove destruction in targeted areas. The full ecosystem services from the trees planted during the initial three-year campaign will come later, around 2030, once they are more established. There has already been a discernible reduction in flooding and landslide risk because of planting in the upper catchment areas. The Campaign has also directly and indirectly created over 1,500 green jobs along the value chain, from workers in tree nurseries to community growers – of whom 80% are youths and 48% are women.

UNDP is seeking a provider to provide Personnel management support to the City of Freetown to implement the #FreetownTheTreeTown including contracting and payment of personnel.

The project is one of the winners of the Global Mayors Challenge and has a completion date of 30th September 2025.

OBJECTIVE OF THE SERVICE

To provide Personnel management support to the City of Freetown to implement the #FreetownTheTreeTown, including contracting and payment of personnel though Long-Term Agreement (LTA).
