Job Vacancy at United Nations Volunteers (UNV) – Climate Promise Facilitator

Within the delegated authority and under the supervision of UNDP Climate Promise focal point in the Country Office or his/her designated mandated representative(s), the UNV Climate Promise Facilitator] will be expected to assist with the following activities and tasks:




  • Delivery, monitoring and reporting of Climate Promise activities (40 %)
  • Review and revise workplans and budgets and provide inputs to the preparation of results-based work plans;
  • Coordinate day-to-day implementation of climate promise activities
  • Support the preparation of project progress reports and related presentations, briefings, knowledge products and relevant documents, as required;
  • Support the quality assurance of the initiative through the substantive and financial monitoring of the Climate Promise activities, including through filed visits, to identify operational bottlenecks and develop recommendations for effective solutions;
  • Liaise with the Climate Promise country focal point on the implementation progress and advise of any deviations from the project plan;
  • Support the recruitment of consultants and the administration of contracts for specific Climate Promise activitie, through drafting TORs, finalizing advertisements, screening, long and short listing, interviews;
  • Maintain records of project files and other supporting documents;
  • Prepare project completion reports and ensure compliance with contractual obligations;

 

  • Stakeholder management, partnership coordination, and external relations (40 %)
  • Support the coordination and management of communications with donors, implementing partners, and other cooperation agencies that are engaged in NDC enhancement and implementation support.
  • Liaise and build relationships with government counterparts, other United Nations (UN) agencies, international non-governmental organizations (I/NGOS), academia, private sector, civil society, and other relevant stakeholders engaged in NDC support, including Climate Promise activities;
  • Support the establishment of strategic partnerships and management of external relations around NDC enhancement and implementation;
  • Co-ordinate/work in close co-operation with the partners supporting the NDC to ensure synergy
  • Facilitate meetings with stakeholders, as requested.




 

  • Knowledge management and innovation (20 %)
  • Contribute to knowledge building and sharing related to the Climate Promise implementation and NDCs;
  • Contribute to the compilation and dissemination of best practices and lessons learned through relevant knowledge platforms including the UNDP Global Community of Practices related to Energy, Climate and Environment;
  • Identify and synthesize of best practices and lessons learnt directly linked to the Climate Promise and NDC support;
  • Keep well-informed of new developments and innovative approaches/solutions in the areas of climate change and environmental management and actively contribute to the office learning process and corporate knowledge tools
  • Promote the work of UNDP Climate Promise in collaboration with UNDP communication team, including contact with civil society, private sector, government and the media.
  • Produce a post-NDC revision synopsis report, as requested.

Job Vacancy at Last Mile Health – CHW Training Package Development Consultancy

The Role

This position was posted on Sierra Leone’s National Community Health Workers (CHW) program of the Ministry of Health and Sanitation (MoHS) has transformed since the first policy was developed in 2012. A change in the national CHW program’s trajectory became eminent during the Ebola epidemic in 2014 when the activities of CHWs and the role they played in ending the outbreak demonstrated that they can contribute to health systems strengthening. A revision of the 2012 policy ensued, and a new national CHW policy (2016-2020) was developed and launched in February 2017. Implementation of the revised policy has been an integral component in the Directorate of Primary Health Care (DPHC) and has facilitated the CHW program’s institutionalization. The MoHS has undertaken the revision of the national CHW policy as the last cycle came to an end in 2020. The new national CHW policy (2021-2026) is set to be finalized which will inform the development of a revised, comprehensive and integrated CHW training package.





In partnership with the MoHS, Last Mile Health (LMH), is looking for a consultant to support the development of the national curriculum and training package for CHWs and their supervisors. The consultant will work under the Community Health Worker hub within the DPHC.

LMH and the MoHS are seeking an individual with exceptional content development, program design and implementation experience, strong organizational and facilitation skills, with a wide experience in developing community health workforce cadres in Sierra Leone. The consultant will work collaboratively with various expert teams in the development and launch of the full national CHW package.

The primary focus of the consultancy will be to review and develop an integrated national curriculum for the training of CHWs and their supervisors. The curriculum development is essential in continuing to institutionalize the CHW program, contributing to comprehensive healthcare delivery at the community level. This project is an essential requirement to ensure the sustainability of the National CHW program. Outputs from this consultancy will provide the foundation for sustainable community health interventions with an integrated approach. Additionally, the result will be a more comprehensive and coordinated national CHW program.

Project Details

  • Commitment – 3 months (ideally April 1 – June 30, 2021)
  • Location – Freetown, Sierra Leone
  • Remuneration – Maximum estimated fees upon completion are expected to total $12,000. The consultant will be paid upon completion of each deliverable or according to a mutually agreed-upon timeline.





What You’ll Do

  • Support the MoHS in the development of a comprehensive and integrated national Community Health Worker curriculum
  • Lead in the development of the CHW competency framework informed by the integrated approach of the National CHW Program.
  • Identify subject matter experts to lead training content consolidation and development of each module
  • Establish detailed plan and timeline for curriculum finalization and National CHW Program initial training schedule
  • Collaborate with DPHC/CHW Hub and partners to facilitate pre-service training of CHWs i.e. develop training plan, rollout master and cascaded trainings using the approved curriculum
  • Coordinate activities relating to curriculum development and training under the guidance of LMH
  • Facilitate complex multi-stakeholder conversations at both subnational and national levels, build consensus around decisions relating to the CHW program, and translate these decisions at multiple levels
  • Coordinate with MoSH, partners, and internal LMH team to spearhead development, finalization, review, and assembly of facilitator guides, job aids, community based information system tools, supervision toolkit, and other curriculum materials to ensure consistency with CHW curriculum, national policy and MoSH requirements while meeting MoSH deadlines and in response to MoSH needs
  • Support external relationship management in partnership with practice area lead, including regular communications, presentations, and thought partnership

Delivering quality education is a top government priority and a global priority (SDG4), and to that end, the Government of Sierra Leone intends to use an outcomes fund approach to determine which interventions and financing approaches work best to improve learning outcomes in government schools.





The outcomes fund – Sierra Leone Education Innovation Challenge (SLEIC) – is being established as a partnership between the Government, donors, education providers, and philanthropies/social investors. The main objectives of the program are to:

  • Improve learning outcomes (literacy and numeracy) and achievement of minimum thresholds in a representative sample of public schools (rural areas focused), aligned with the Ministry agenda, during and outside COVID-19. The program has a specific focus on improving girls’ learning, reflected in the pricing of girls’ outcomes at a 20% premium to those of boys. Interventions with a strong gender-inclusive focus will be prioritised. It will facilitate the implementation of distance-learning interventions (if required) and set ambitious learning targets to offset the setbacks in learning from school closures.
  • Build sustainable capacity in schools to deliver equitable learning outcomes during and outside COVID-19, working across Primary 1 and Primary 6 and targeting interventions that will ensure improved learning for a large number of children beyond the life of the program.
  • Inform which interventions and financing approaches are most effective to improve learning outcomes in education during and outside COVID-19, why, and at what cost, building on the work already underway as part of the EIC.
  • Develop a feasible set of solutions for scale: transition promising innovations to scale and provide government, funders, and providers with a model for replicating and scaling cost-effective interventions.
  • Build provider capacity so that a stronger, more outcomes focused pool of non-state providers available to support education delivery.
  • Increase outcomes-orientation in policy making and outcomes-based financing incorporated in future GoSL programming and international education financing.
  • Improve coordination of Ministry of Basic and Senior Secondary Education, education government agencies (procurement, assessment, inspection), and donors towards the achievement of equitable education outcomes.





SLEIC providers will be paid primarily based on results, rather than inputs, with maximum flexibility to respond to the needs of children Providers will focus their interventions on girls’ unique challenges and will be paid 20% extra for girls’ learning. The innovations will respond to the COVID-19 pandemic with distance learning and a focus on protecting girls. They consider the role of teachers and are fit for education delivery both during and outside emergency circumstances.

We are looking for a high-performing M&E Consultant to work closely with the Ministry and the evaluation firm and advance the development of the test and the evaluation design for SLEIC. Subject to satisfactory performance and availability of funding, the candidate will become an integral part of the program unit embedded into MBSSE.

PROPOSED PAYMENT SCHEDULE

Monthly payments: Lump sum payment will be made monthly, inclusive of all professional fees, daily allowances, living allowances, and other administrative costs.

International travel to deliver project objectives is expected once the Covid-19 travel restrictions have been lifted.

Should ‘mission travel’ be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.

Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org). The consultant must travel on UNICEF approved airlines.

How can you make a difference?

Sierra Leone has been polio free since 2010 but is currently facing an outbreak of circulating vaccine derived poliovirus type 2 (cVDPV2). As of January 2021, three cVDPV2 cases have been confirmed in three out of the country’s 16 districts. No cases of wild polio have been discovered.

As an immediate response to the polio outbreak, the Ministry of Health and Sanitation (MoHS) plans to conduct two rounds of the national polio vaccination campaign starting in February/March 2021 to stop the transmission of poliovirus. A total of 1,472,813 children under five years of age are to be vaccinated in each round. Vaccination will be house-to-house.

Objectives

The objective of the consultancy is to provide C4D support to the District Social Mobilization Coordinators at the District Health Monitoring Teams to plan, implement and monitor communication and social mobilization activities for polio vaccination campaigns in Sierra Leone.




Description Of The Assignment/Scope Of Work/Specific Tasks

Under the direct supervision of the International Polio C4D Consultant and the Country Office Communication for Development Specialist, the consultant will perform the following duties and responsibilities:

    • Before polio vaccination campaign
    • Provide technical assistance for the development of evidence-based communication micro-plans
    • Provide technically support to district and chiefdom social mobilization pillars;
    • Provide support to District Social Mobilization Coordinators to map out hard-to-reach areas,
    • Provide technical support to building capacities of District Social Mobilization Coordinators and other stakeholders in planning and implementation of advocacy and social mobilisation for polio vaccination;
    • Ensure that national communication guidelines are well received and understood at sub-national levels;

 

  • During Polio Vaccination Campaign (Round)
      • Oversee the implementation of communication and social mobilization activities especially in areas with underserved and hard-to-reach populations focusing on vaccine refusals and hesitancy;
      • Provide strategic support to address refusal cases and rumors/ misinformation;
      • Encourage and facilitate community participation in coordination meetings at all levels;
      • Encourage and facilitate participation of community and religious leaders;
      • Support the collection and reporting of communication data;
      • Monitor funds utilization at subnational levels.
  • After polio vaccination campaign

      • Provide support to active search and retrieval of NOPV2 in health areas;
      • Provide support to campaign independent monitoring with specific focus on lessons learned, good practices and recommendations for communication and social mobilization.

Purpose and Objectives

The graphic materials produced will highlight the impact of UNICEF supported programmes. They will demonstrate how UNICEF and Government, with support from various donors have put in place interventions to support the survival, growth and development of children across the country.

The materials will be used on local and global online and offline platforms to raise awareness on a range of child rights issues, highlight the work of UNICEF and demonstrate the current needs of children and their families





Methodology, technical approach

The graphic designer will work with the External Relations and Advocacy unit and the various programme sections to create powerful visual materials that help raise awareness on a range of child rights issues and highlight the impact of investments in the different programme areas.

Throughout the process, the contractor will receive regular input and feedback from UNICEF, until a final version is agreed upon.

The number and specifications of the various graphic materials required will be agreed on between the contractor and UNICEF.

TERMS OF REFERENCE FOR A CONSULTANT – PROGRAM MANAGER

WORLDREADER PILOT PROGRAM

Background and Objective

The impact of COVID-19 in Sierra Leone is far reaching and in addition to the high risk it poses to the education sector, measures to contain the epidemic such as lockdowns travel restrictions and economic disruptions has heightened socio-economic vulnerability. The most severe implications have been in the lives of school-aged kids particularly girls, who are bearing the largest burden of caring for their families while having their learning disrupted.

CARE Sierra Leone, WorldReader, and CRS Sierra Leone are coming together to implement a technology-based solution ‘BookSmart’ to provide learning accessibility and reduce learning loss due to the disruption caused by COVID-19. The solution encourages reading and other learning outcomes through access to digital books via a mobile application. This program will focus on primary school age students in grades 4-6, typically between the ages of 9-14, who are most at risk of dropping out and/or not continuing to secondary school.

The BookSmart solution allows parents and caregivers to access a library from their e-reader/tablet to support their children’s learning during this time of disrupted education. BookSmart’s reading facilitation can help children maintain their readiness, enhance their reading outcomes, and support their critical thinking, skills development and socio-emotional learning.

The Worldreader pilot program will be undertaken in Falaba and Koinadugu Districts in Northern Sierra Leone where the need for learning and e-integration has been identified as one of the most underserved communities in Sierra Leone.





SCOPE OF WORK

The objectives of this consultancy are to generate information and assess how students are learning with the reading materials provided by WorldReader and how this information shapes their world view on stigmatized societal issues such as peer pressure, menstrual hygiene management (if applicable), sexual and gender based violence (SGBV), gender equity etc in addition to assessing their reading skills and competency for both primary school boys and girls in classes 4-6.

III. Target Groups

  1. 1.   598 pupils in Koinadugu and Falaba Districts
  2. 2.   It is estimated the reading clubs will have 25-30 pupils in each group across 13 communities/schools.

Methodology:

  • The recruited consultant will be expected to propose a detailed methodology as part of the inception report (based on the information given in this ToR) suggesting adjustments to the methodology recommended below and to the available tools as necessary to meet the objectives of the evaluation as detailed above.
  • The consultant will be expected to review project documentation, interviews with a broad range of stakeholders including project management and field staff (in person or Skype calls), local partner organizations and government representatives where relevant and possible, as well as representatives of beneficiaries. Other methods including observations, documentation of the most significant change stories/case studies are also highly recommended.
  • For field assessments, monitoring and evaluation the consultant will conduct field trips, with support from the CARE’s staff in arranging for field evaluation works.
  • The consultants will be selected by CARE Sierra Leone based on the acceptance of the consultant on the above outputs and timeframe. The recruitment will be proceeded based on CARE’s  Administrative procedure.




Key deliverables are the following

  1. An inception report detailing out: methodology for evaluation, delivery schedule, and research tools.

2.Workshop to present the inception report for validation; to be approved before commencement of actual data collection.

  1. Soft and hard copies of draft of evaluation report / dataset.

4.Final evaluation report both soft and hard copies addressing all objectives, evaluation questions and including clear recommendations. The final evaluation report is the sole deliverable expected from the consultant.

DESIRED FIELDS OF EXPERIENCE OR KNOWLEDGE

  • Experience in primary education in Sierra Leone
  • Experience with Worldreader or other e-learning platforms with primary school pupils
  • Project Management including the capacity to implement agreed work plans with the various partners

  • Track the progress of students from the initial stage to the final stage.

QUALIFICATIONS AND SKILLS/ EXCLUSION CRITERIA

The required qualifications and skills for this job assignment are:

  • Must have a Bachelor’s in Education, Development studies or any related field. Masters will be a plus for the candidate.
  • Proven Experience in mobile applications for e-learning
  • IT experience and savvy
  • Proven experience in training or designing training curriculums
  • Minimum 3 years’ experience in the development sector either in education and programming.

Field visits play a large part of this role and as such, it is expected that the candidate is willing and able to take part in such activities.

Job Summary:

Catholic Relief Services Sierra Leone launched its vision 2030 strategy this year which aims to promote health, education, urban resilience, agriculture, and livelihoods in Sierra Leone.  Gender mainstreaming and social inclusion are key aspects of CRS 2030 priorities with the goal to retain boys and girls in schools and support them to reach their full potential. According to the United Nations, Sierra Leone has the 19th highest prevalence rate of child marriage globally, with 39% of girls married before their 18th birthday. The recent COVID-19 outbreak which led to the closure of schools across the world including Sierra Leone, with deepening economic and social stress, coupled with restricted movement and social isolation measures, increasing the risk of gender-based violence and Child, Early and Forced Marriage (CEFM) in particular.  Given the potential for – and past experience of – child marriage increasing during times of crisis and school closure, there is a need to assess current patterns, and where possible, to mitigate and engage communities on this form of SGVB in communities where CRS works.  Within this context, CRS is looking for a national consultant to conduct an assessment on child, early, and forced marriage in CRS operational areas to inform its programming.  The consultant will play an essential role working closely with the CP Communications Manager/Gender Focal Point, MEAL Coordinator, and Regional Technical Gender Advisor in conducting a literature review, designing data collection tools, collecting, and analyzing data, writing the report, and engaging stakeholders to collect and validate data on child, early, and forced marriage in Sierra Leone.

The national consultant will be responsible for the following tasks:




  • Develop and design data collection tools and questionnaire for the study.
  • Proactively engage all relevant line Ministries, Department and Agencies, individuals, and NGO’s.
  • Conduct a literature review of available information about legislative and institutional frameworks and policies on early marriage in Sierra Leone, as well as currently available reports and studies, to inform focused data collection tools and research questions.
  • Facilitate training for enumerators and provide overall supervision for enumerators.
  • Support the development of ethical protocols for the study.
  • Lead in conducting Focus Group Discussions and Key Informant Interviews with selected respondents in the target districts as per the assessment scope of work.

Background

Despite significant investment in health sector over the past several decades, Sierra Leone continues to have some of the worst health indicators in the world, with the third highest maternal mortality ratio in the world at 1,120 deaths per 100,000 live births, and high neonatal, infant, and under five mortality rates at 31, 81, and 109 deaths per 1,000 live births, respectively (WHO 2019; UNICEF 2020).





Purpose and objectives

The purpose of the consultancy is to support MoHS in introducing the application of AI approach as organizational and community transformation tools to strengthen management practices, staff motivation, and accountability among health planners/managers and service providers as well as community ownership and engagement and social accountability, and thereby improving quality of care.

The specific objectives of the assignment are to:

  • Lead the development of AI initiative for quality of care in 16 hospitals with SCBUs and facilitate its implementation along with other technical resource persons
  • Integrate AI approach into the local level planning (LLP) and Periphery Health Unit (PHU) business planning processes for MNCAH+N services in two selected districts and facilitate its implementation along with other technical resource persons
  • Lead the development of AI initiative for community engagement and facilitate its implementation as part of LLP and PHU business planning processes in the two selected districts

Activities, Tasks, Outputs and Deliverables

Under the overall guidance of Chief, Health and Nutrition, and working closely with Health Specialist (maternal and newborn health) and Health Specialist (Policy and Planning), the international consultant has the following tasks and responsibilities and more: Lead AI initiative for quality of care in 16 hospitals with SCBUs

Lead application of AI approach in the LLP, PHU business planning and community engagement processes for MNCAH+N services in 2 districts.





Facilitate evidence generation

Deliverables:

  • Inception Report
  • AI engagement strategy document, implementation plan (including AI based motivational and skill development capacity building plan), monitoring and evaluation (M&E) plan with indicators for two selected districts
  • Workshop report with action plans and training manual and report for the first 6 hospitals
  • Workshop report with action plans and training manual and report for the second 5 hospitals

Timeframe

Estimated number of working days required for this assignment is 190 days over a period of 18 months

UNICEF recourse in case of unsatisfactory performance: Payment will only be made for work satisfactorily completed and accepted by UNICEF.

Conditions of Work

  • The consultant will be working remotely with three missions to Sierra Leone, including visits to districts.
  • For Sierra Leone, the consultant must secure medical insurance (inclusive of medical evacuation) prior to assuming his/her duties with UNICEF (proof of insurance with med-evac clause is required).All travel will be reimbursed at economy class rates.

To qualify as an advocate for every child you will have…

Position Overview

Pact is part of the consortium implementing the MOMENTUM Country and Global Leadership (MCGL) project, a five-year global funded USAID project to provide targeted Maternal Newborn Child Health, Family Planning and Reproductive Health (MNCH/FP/RH) and Technical and Capacity Development Assistance to countries to facilitate countries’ journeys to self-reliance. MCGL aims to contribute to global technical leadership and learning, and USAID’s policy dialogue for achievement of global MNCH/FP/RH goals through support to globally endorsed MNCH/FP/RH initiatives, strategies, frameworks, guidelines, and action plans.

Pact seeks a long-term consultant to work closely with the MCGL team to develop and lead Pact’s capacity development strategy for the project in Sierra Leone. This includes support to local partners by using Pact’s approaches such as the Integrated Technical and Organizational Capacity Assessments (ITOCA), Organizational Performance Index (OPI) and others. Successful applicants will work closely with Pact and other consortium partners, and progressively manage tasks independently. They are responsible for the quality design and delivery of the program’s CD activities and ensuring that these are implemented in compliance with all donor, consortium, Pact, and project-specific policies.





Key Responsibilities

Technical support

  • Work with MCGL team and selected local partners to deliver high-quality technical and organizational capacity development activities for selected partners
  • Work with Pact team to learn and apply CD tools including ITOCA, OPI and action plans with partners in Sierra Leone
  • Develop materials and processes for topics identified for capacity development of partners, including training, mentoring, coaching, peer learning and other methods
  • Manage Pact’s Capacity Solutions Platform for partner organizations

2.) WABiLED Capacity Development Manager

Position Overview

Pact is seeking an experienced Capacity Development Manager for the anticipated USAID- West Africa Biodiversity and Low Emissions Development (WABiLED) Activity. The overall goal of WABiLED is to promote biodiversity conservation and climate resilient, low-emissions development in West Africa. The activity will be implemented across Economic Community of West African States (ECOWAS) member countries, with field work in terrestrial transboundary landscapes of Mano River Union countries (Guinea, Sierra Leone, Liberia, and CoÌ‚te d’Ivoire). WABiLED’s main components include: combatting wildlife trafficking; reducing deforestation, forest degradation and biodiversity loss; and reducing greenhouse gas emissions and increase carbon sequestration from improved land use. This is anticipated to be a five-year activity. This position is contingent upon award and location of office for the position will be in one of the four activity countries: Guinea, Sierra Leone, Liberia, and CoÌ‚te d’Ivoire.

The Capacity Development Manager will provide technical leadership and oversight of the project’s strategy to strengthen regional, national, and local partners’ operational and technical functions through the provision of high-quality, demand-driven support services. The Capacity Development Manager will lead in the coordination and articulation of capacity development activities to these partners across key landscapes in the Upper Guinean Forest region and aforementioned technical areas of focus towards achieving sustainable results. S/he will supervise a team with the shared responsibility to facilitate assessments, provide direct support, and coordinate the provision of support to regional, national and local partners.

Key Responsibilities

  • S/he will lead the development and implementation of the project’s comprehensive Capacity Development strategy to strengthen the organizational and technical capacity of regional, national, and local partners.
  • S/he will design and provide direct capacity development services to partners for a wide range of institutional areas including financial and administrative management, human resources, institutional governance, marketing and communication, monitoring and evaluation, etc.
  • S/he will also collaborate with technical specialists from across the project to support improvements in technical capacity for NRM and biodiversity conservation and provide direct support in said technical areas, as appropriate.

  • Seven to ten years of experience in strengthening of civil society, government institutions, and other relevant entities; community-based natural resource management; and/or other relevant programming, preferably for USAID natural resource management or biodiversity conservation programs.
  • Excellent grasp and demonstrated experience in participatory capacity development, organizational development, adult learning, and other related methodologies.

3.) Conservation Finance Specialist

This Activity will also explore private sector opportunities for achieving biodiversity and sustainable landscape objectives. It will be implemented across Economic Community of West African States (ECOWAS) member countries, with field work in terrestrial transboundary landscapes of Mano River Union countries (Guinea, Sierra Leone, Liberia, and Côte d’Ivoire).

Key Responsibilities

The Conservation Finance Specialist will work with stakeholders to increase financial investment in support of achieving national and regional conservation goals. S/he will provide direction for development of regional and country level strategies for partnerships that mobilize both private and public capital for conservation and sustainable land management and that incorporate landscape investment principles into business models.

The role will also require representing the Activity at meetings and events as required, and managing relationships with relevant USAID implementing partners and private sector partners.

S/he will develop a range of initiatives and investment products including but not limited to:

  • Map drivers for economic value created through sustainable land use and other conservation activities, including private sector cashflow modeling
  • Conceptualize, design and structure a range of products with different risk profiles to market to investors with specific risk tolerances
  • Structure green finance mechanisms with investors and other relevant stakeholders
  • Undertake natural capital and ecosystem services valuation alongside government and business entities
  • Increase green financing opportunities in the region by identifying and supporting opporutnities for sustainable forestry and agriculture production approaches
  • Increase opportunity for forest conservation, restoration offset trading
  • Work with the public sector to identify key areas to improve supportive policy environment for ESG investments





Basic Requirements

  • Master’s degree in economics, business administration, and/or equivalent transactional experience either structuring investment vehicles or making direct investments (CFA or equivalent).
  • Working experience/Strong familiarity with conservation finance vehicles (REDD+, Payment for Ecosystem Services, impact bonds, etc.).
  • 5+ years demonstrated experience working with stakeholders, at regional, national and local levels, to promote alternative finance, innovative business models, livelihoods interventions, sustainable income generation.
  • Experience in Western Africa, especially in Liberia, Sierra Leone, Guinea, Cote d’Ivoire.
  • French and English proficiency required.

Preferred Qualifications

  • Strong working knowledge of alternative finance trends and ESG investment standards, innovative deal structures and investment vehicles in global development, and preferably in biodiversity conservation.
  • Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the contract.
  • Understanding of financial management and ability to identify and propose strategies on risk management and mitigation
  • Sound knowledge of financial management, analysis, and reporting
  • Experience with transactional agreements and drafting terms for contractual documentation
  • A very good understanding of the biodiversity conservation sector
  • Experience with USAID-funded programs.

4.) National Mineral Processing Expert

Pact takes an integrated approach to its work in the mining sector: we link mining to livelihoods, governance, health, environment, and the strengthening of local, regional and national institutions. The M2M program is currently active in eleven countries, working with all scales of mining from large scale industrial operations (LSMs) to individual Artisanal and Small-scale Miners (ASMs) and their communities, in remote areas. Position Overview

Sierra Leone’s burgeoning artisanal and small-scale gold mining (ASGM) sector provides critical livelihoods for women, men and youth, but is largely informal and associated with a range of social and environmental challenges, including mercury use. In response to this, the Government of Sierra Leone (GoSL) developed a National Action Plan (NAP) for the country, which was recently endorsed (by the President), and outlines strategies for supporting reduction in mercury usage in the ASGM sector, through introducing better mining practices, formalizing the sector, and advancing gender equality in ASGM communities. Beyond mercury, the NAP aims to support the broader professionalization of ASGM, in line with national development priorities as outlined in Sierra Leone’s Medium-term National Development Plan 2019-2023.

Funded by GIZ, Pact’s work in Sierra Leone’s ASGM sector focuses on supporting stakeholders to “kick-start” implementation of Sierra Leone’s NAP. The Project aims to accomplish this by supporting responsible gold production and trade and improved formal market access for ASGM miners and gold traders. Interventions will target Sierra Leone’s Tonkolili district, where significant ASGM activity takes place with increasing mercury use, and little support has been provided to ASGM communities to date.

Key Responsibilities

Pact is seeking a part-time local consultant to assist with this project. The National Mineral Processing Expert will work report to and work closely together with Pact M2M’s Project Manager (Jorden de Haan), alongside two other national consultants. The consultant will support mercury abatement efforts and gold trader engagement in the field and in Freetown. Additionally, the consultant will support the Project teams with inception meetings, a field assessment, Mine Plan development (focusing on technical and environmental aspects), and gold trader/exporter engagements. The consultant will work for a period of performance up to 75 days’ LOE starting on February 8, 2021.

The position will support the Project Manager and National Coordinator and collaborate with the Project’s Technical Supervisor and National Gender and Social Inclusion Expert to ensure that all project activities and outputs related to mineral processing and environmental stewardship are technically sound and appropriate to the local ASGM context. Moreover, he or she will support selected project activities related to data collection, training and stakeholder engagement.

Specific responsibilities include:

  • Weekly coordination (‘check-ins’) with the Project Manager and National Coordinator about the project status and national ASM context, and responding to (small) ad hoc requests for advice, inputs and actions within this consultancy’s technical scope of work.
  • Review of the Project’s Technical Proposal and Implementation Workplan.
  • In-depth study of Sierra Leone’s National Action Plan and ASGM Overview; UNIDO’s Practical Guide for Reducing Mercury Use in ASGM; and ongoing monitoring of developments in Sierra Leone’s ASGM sector, especially in Tonkolili district.
  • Participating in inception meetings with the GIZ office in Freetown, the National Minerals Agency (NMA), Environment Protection Agency (EPA) and other project stakeholders.
  • Participating in a field study to assess local geology and ore potential, mining and mineral processing practices, mercury use, and opportunities for improving gold recovery, environmental stewardship and occupational health and safety; and documenting this in a field report.
  • Co-design and review of training, workshop and communications materials related to mineral processing, environmental stewardship and occupational health and safety.
  • Co-design and review of Mine Plans developed with selected ASGM communities, with a focus on issues pertaining to mineral processing, environmental stewardship and occupational health and safety.
  • Co-facilitation of workshop and training events, with a leading role in issues of mineral processing, mercury abatement, environmental stewardship and occupational health and safety.
  • Supporting the Project Manager and National Coordinator in engaging gold exporters with a view to understanding their needs and gauging their interest in joining the project’s CRAFT scheme.

Basic Requirements

  • An MSc in geosciences, mining engineering, or a directly related field;
  • At least 5 years of professional experience in the mining industry, including Sierra Leone’s ASGM sector;

Sierra Leone’s burgeoning artisanal and small-scale gold mining (ASGM) sector provides critical livelihoods for women, men and youth, but is largely informal and associated with a range of social and environmental challenges, including mercury use. In response to this, the Government of Sierra Leone (GoSL) developed a National Action Plan (NAP) for the country, which was recently endorsed (by the President), and outlines strategies for supporting reduction in mercury usage in the ASGM sector, through introducing better mining practices, formalizing the sector, and advancing gender equality in ASGM communities. Beyond mercury, the NAP aims to support the broader professionalization of ASGM, in line with national development priorities as outlined in Sierra Leone’s Medium-term National Development Plan 2019-2023.

Funded by GIZ, Pact’s work in Sierra Leone’s ASGM sector focuses on supporting stakeholders to “kick-start” implementation of Sierra Leone’s NAP. The Project aims to accomplish this by supporting responsible gold production and trade and improved formal market access for ASGM miners and gold traders. Interventions will target Sierra Leone’s Tonkolili district, where significant ASGM activity takes place with increasing mercury use, and little support has been provided to ASGM communities to date.

Summary of Role

Pact is seeking a full-time local consultant to assist with this project. The National Coordinator will work report to and work closely together with Pact M2M’s Project Manager (Jorden de Haan), alongside two part-time national consultants. The consultant will lead community engagement, training and CRAFT reporting efforts, liaise with local partners, and support the Project Manager in coordinating local project activities from Freetown with frequent field trips. The consultant will work for a period of performance up to 298 days’ LOE starting on February 08, 2021.

Duties and Responsibilities

The position will support the Project Manager and collaborate with the Project Technical Supervisor and local consultants to ensure coordination and provide administrative and technical support where required to ensure all project activities run smoothly and outputs are delivered in a timely fashion. Besides technical tasks, this will include day-to-day co-management of project activities, coordination with GIZ, the Government of Sierra Leone and other project stakeholders, and ongoing reporting and monitoring and evaluation of the project activities and context.

Specific responsibilities will evolve on an ongoing basis, but include among other things:

  • Daily coordination (‘check-ins’) with the Project Manager about the project status and responding to ad hoc requests for inputs and actions.
  • Ongoing monitoring of the institutional, policy, business, and security context of Sierra Leone’s ASM sector; and pro-active, regular reporting to the Project Manager.
  • Review of the Project’s Technical Proposal and Implementation Workplan.
  • In-depth study of Sierra Leone’s National Action Plan and ASGM Overview; the CRAFT Code; and Formalization Handbook; and ongoing study of developments in Sierra Leone’s ASGM sector, especially in Tonkolili district.
  • Regular communication and engagement with the GIZ office in Freetown, the National Minerals Agency (NMA), Environment Protection Agency (EPA) and other project stakeholders.
  • Co-design and review of training, workshop and communications materials, and translation into Creole or other local languages as appropriate.
  • Ongoing monitoring and evaluation of project activities, and co-drafting of bi-annual M&E reports.
  • Regular printing and scanning of Project materials; and proper maintenance of ‘home office’ equipment including laptop, printer, scanner and Wifi modem.
  • Regular coordination and meetings with the Project’s National Mineral Processing Expert and National Gender and Social Inclusion Expert, to obtain their timely advice and inputs to project activities out and deliverables.
  • Primary responsibility for making travel, accommodation, workshop, and other logistical arrangements for project staff in a timely and cost-effective manner. This will include, among other things, vehicle rental, engagement of drivers, venue rental, reservations of food, beverages, projectors, white boards, and so on.
  • In collaboration with the Project Manager and Finance Officer, quarterly forecasting of local project expenses, and requesting of advance payments for financing local project costs in relation to travel, accommodation, venue rental, etc.
  • Regular and accurate documentation of local expenses, and timely provision of expense reports to the Project Manager and Finance Officer.

  • Strong interpersonal and communicative skills, and the proven ability to maintain professional relationships with both government and non-government institutions involved in Sierra Leone’s mining sector;
  • MSc in public policy, international development, or a directly related field;
  • At least three years of work experience coordinating and engaging with the government and regional government institutions, non-governmental institutions, international development organizations, international research centers and communities including ASGM communities;
  • Proficiency in English and Creole, both in speaking and writing;
  • Sierra Leonian citizen/resident, or existing work permit to carry out this work in Sierra Leone.

Pact is seeking a part-time local consultant to assist with this project. The National Gender and Social Inclusion Expert will work report to and work closely together with Pact M2M’s Project Manager (Jorden de Haan), alongside two other national consultants. The consultant will support a rapid gold supply chain assessment, trainings with community members, and Project workshops. She or he will also review the Project’s training materials, reports and other outputs to ensure gender and other social inclusion considerations (e.g. regarding youth, disadvantaged ethnic groups, etc.) are mainstreamed. The consultant will work for a period of performance up to 50 days’ LOE starting on February 8, 2021.

Duties and Responsibilities

The position will support the Project Manager and National Coordinator and collaborate other project staff to ensure that all project activities and outputs related to women, youth and socio-economic development are technically sound and appropriate to the local ASGM context. Moreover, he or she will support selected project activities related to data collection, training and stakeholder engagement.

Specific responsibilities include:

  • Weekly coordination (‘check-ins’) with the Project Manager and National Coordinator about the project status and national ASM context, and responding to (small) ad hoc requests for advice and inputs within this consultancy’s technical scope of work.
  • Review of the Project’s Technical Proposal and Implementation Workplan; Sierra Leone’s National Action Plan and ASGM Overview; and UNITAR’s Socio-economic ASGM Research Methodology.
  • Regular monitoring of developments in Sierra Leone’s ASGM sector, especially in Tonkolili district; and sharing of relevant (research) findings with Project staff.
  • Participating in inception meetings with the GIZ office in Freetown, the National Minerals Agency (NMA), Environment Protection Agency (EPA) and other project stakeholders.
  • Participating in a field study to assess socio-cultural, socio-economic and gender dynamics, the role, challenges, opportunities and needs of women and children, and occupational health and safety considerations in targeted ASGM communities.
  • Co-design and review of training, workshop and communications materials related to organizational strengthening, formalization, business management and gender equality.
  • Co-facilitation of workshop and training events, with a leading role in issues of gender, social inclusion, socio-economic development, and other areas as appropriate to the Expert’s expertise and interest.
  • Review of Mine Plans developed with selected ASGM communities, with a focus on issues pertaining to gender, social inclusion, socio-economic development and occupational health and safety.

  • At least four years of professional experience on gender dynamics in artisanal mining, and broader expertise on women’s (in)access to justice and women’s participation and leadership in Sierra Leone;
  • Experience conducting field work in Sierra Leonian ASM communities and facilitating trainings and workshops in rural communities;
  • Demonstrated expertise on the subject matter, evidenced by multiple publications on the topic;
  • Proficiency in English and Creole, both in speaking and writing;
