How can you make a difference?

Sierra Leone has been polio free since 2010 but is currently facing an outbreak of circulating vaccine derived poliovirus type 2 (cVDPV2). As of January 2021, three cVDPV2 cases have been confirmed in three out of the country’s 16 districts. No cases of wild polio have been discovered.

As an immediate response to the polio outbreak, the Ministry of Health and Sanitation (MoHS) plans to conduct two rounds of the national polio vaccination campaign starting in February/March 2021 to stop the transmission of poliovirus. A total of 1,472,813 children under five years of age are to be vaccinated in each round. Vaccination will be house-to-house.

Objectives

The objective of the consultancy is to provide C4D support to the District Social Mobilization Coordinators at the District Health Monitoring Teams to plan, implement and monitor communication and social mobilization activities for polio vaccination campaigns in Sierra Leone.

Description of the Assignment/Scope of Work/Specific Tasks

Under the direct supervision of the International Polio C4D Consultant and the Country Office Communication for Development Specialist , the consultant will perform the following duties and responsibilities: A. Before polio vaccination campaign

  • Provide technical assistance for the development of evidence-based communication micro-plans
  • Provide technically support to district and chiefdom social mobilization pillars;
  • Provide support to District Social Mobilization Coordinators to map out hard-to-reach areas,

B. During Polio Vaccination Campaign (Round)

  • Oversee the implementation of communication and social mobilization activities especially in areas with underserved and hard-to-reach populations focusing on vaccine refusals and hesitancy;
  • Provide strategic support to address refusal cases and rumors/ misinformation;
  • Encourage and facilitate community participation in coordination meetings at all levels;





C. After polio vaccination campaign

  • Provide support to active search and retrieval of NOPV2 in health areas;
  • Provide support to campaign independent monitoring with specific focus on lessons learned, good practices and recommendations for communication and social mobilization.

D. Other duties and responsibilities

  • Provide support to social mobilization and communication activities for routine immunization (evidence-based planning, implementation and monitoring-evaluation);
  • Provide support to the development and implementation a community-based surveillance plan;
  • Develop Communication and SocMob innovations/ initiatives that should lead to ownership of vaccination activities

Deliverables/Expected Output

  • All districts have social mobilization and communication micro-plans.
  • Special populations and anti-vaccination groups at sub-national levels are mapped out and updated before each round.
  • Vaccine and vaccination refusals are duly and effectively addressed.

The consultant is required to have the following technical background, experience and competencies:

  • University 1st degree in one of the disciplines of social/behavioral/communication sciences or university degree in other fields with relevant certified trainings in behavioural and social communication.
  • A minimum of three years of professional experience in advocacy, social mobilisation and C4D programme planning and management at the national or sub-national level preferably in a developing country.
  • Relevant experience in immunisation programme, polio supplementary immunization activities (SIA), project development and management in any UN system agency or organization is an asset.

How can you make a difference?

Malnutrition remains prevalent in Sierra Leone. One third of children under-five years of age are stunted and approximately 5 per cent are suffering from acute malnutrition. Of these, 1 per cent are severely malnourished and at high risk of dying if left untreated. Children with acute malnutrition are 11 times more likely to die than well-nourished children. Thus, early identification, referral and treatment of severely malnourished children are routine practices that needed to be strongly put in place to control acute malnutrition.

The COVID-19 pandemic has impacted the food and nutrition security of the people of Sierra Leone especially young children resulting in increased household food insecurity thereby increasing rates of malnutrition. Coverage of essential health and nutrition services such as nutrition screening at the health facility and community levels has been impacted with constraints on providing these services due to social distancing and limited infection prevention and control (IPC) materials to name a few.

Application of active nutrition screening techniques through mid-upper arm circumference (MUAC) measurement and checking for nutritional oedema by caregivers is an important approach in employing IPC measures while addressing the need to regularly screen for malnutrition. Thus, an instructional video on the proper application of MUAC measurement and nutrition oedema assessment can support training, mentoring and coaching of caregivers even community health workers and mother support groups (MSGs)





Objective

The purpose of the assignment is to support the Ministry of Health and Sanitation (MoHS) efforts to strengthen essential nutrition services inspite of the COVID-19 pandemic through proper application of MUAC measurement and nutrition oedema assessment techniques. The specific objective of these activities is to improve nutrition screening coverage by supporting nutrition screening by caregivers through the development of a short tutorial film that gives instruction on the technique on how to take a MUAC measurement and conduct nutritional oedema assessment. The video will be used for orientation and trainings of health workers including community health workers. It will also be shared on UNICEF Sierra Leone social media platforms- Facebook, Twitter, and other outlets and platforms to support public education.

Activities, tasks, outputs and deliverables

  • Conduct a desk review of MUAC’s key documents including available human-interest stories. Based on the desk review, develop a concept of the video, scenario/shooting scripts. Submit script/story line for discussion. Deliverable- script or story line.
  • Film the programme focus areas – including interviews with Government partners, health workers, community members or UNICEF representative if required. Deliverable – filming of programme focus areas.
  • Use animation, infographics, sketches, diagrams, etc where appropriate. Deliverable – Evidence of insertion of these materials into the video.
  • Edit and produce video content and photo shots into final, publishable content using the UNICEF editorial style. (Two separate videos in English and Creole with the same content). Deliverable – 1st draft of the 3min video and the 7 * 1min video clips.
  • Edit and finalise the video clips. Deliverable – Incorporation of feedback and finalisation of the video clips.
  • A university degree Communication, Media, Journalism, Public Health, Business, Business Administration, Social Science, and any other relevant disciplines
  • A minimum of 5 years’ experience working on advocacy videos – with experience in similar assignment.
  • Additional relevant professional qualifications in media and communication (Including videography and editing) are required.
  • Ability to effectively grasp and incorporate inputs/feedback from multiple contributors.
  • Previous UNICEF, UN and/or INGO experience in a similar role is desirable.
  • Fluency in English and Creole is required.

The UNICEF WASH Programme seeks to hire a Consultant (Construction Engineer) to support the implementation of WASH in Institutions and in communities. The Consultant will work under the direct supervision of the Chief of Section, and in close collaboration with the Ministry of Water Resources, Ministry of Health and Sanitation, and District Councils. S/he will be responsible for the WASH construction administration in UNICEF supported Districts in Sierra Leone.





Presently, the WASH facilities’ construction is carried out through PCAs with I/NGO partners in compliance with UNICEF’s policy on partnership. While government counterparts will also monitor the construction of WASH in Healthcare Facilities, schools (including ECD Centers), and communities, however, to ensure quality and proper construction administration, as per design specifications and Terms of Agreement (ToA), UNICEF will make quality checks prior to payment at various stages of construction. Construction of the next stage will not proceed without clearance from UNICEF construction engineer. This requires frequent monitoring during the construction period. The construction component of the Programme is managed by the WASH Specialist/Officer under the guidance of the Chief of WASH. With the scaling up of the field activity, it is increasingly difficult for the current staff to cope up with the current workload to review the design and monitor the WASH construction activities for further corrective actions and timely payments. Moreover, a consultant is required by the Programme to ensure quality construction management to be able to suggest corrective actions as per the approved construction documents.

While Sierra Leone has made satisfactory progress in improving water and sanitation services in urban areas, it continues to face an even greater challenge for rural areas and particularly remote rural villages. Nearly 2.95 million people (39 percent of the population) still use unsafe water and 1.4 million people (17.6 percent of the population) practice open defecation. Access to basic hygiene services stands only at 19.3 percent of the household population (JMP 2019 update). Disparities between urban and rural populations further exacerbate the situation. Access to basic water supply services in rural areas is only 50 percent compared to 76 percent in urban areas. In sanitation and hygiene, 26 percent of people in rural areas practice open defecation compared to 6 percent in urban areas. WASH situation in public schools and health care facilities is equally dire, impacting the quality of learning and care at these facilities. According to JMP 2019, only one in every five schools can access basic water supply and sanitation services. The situation is the same in health care facilities, with just 21 percent having access to basic water supply services. WASH priorities for Sierra Leone are well articulated in the Government’s Medium-Term National Development Plan (MTNDP 2019-2023) and the 2018 Presidential Parliamentary address on national priorities. An emerging issue is the need to improve the quality and sustainability of WASH facilities. Further, the need of WASH services has increased largely because of the pandemic.




Against the above backdrop, UNICEF has secured funding from FCDO (UK), Islamic Development Bank (IsDB), AfDB, Government of Iceland mainly for the construction of WASH facilities in PHUS and Hospitals, schools and communities. Some of the activities are ongoing and others are at the planning phase, specifically the Comprehensive WASH package in 10 hospitals under IsDB support for COVIF-D-19 response. To deliver the results for children, UNICEF has ongoing partnerships with 8 I/NGOS as Implementing Partners-IPs under different funding. The project aims at ensuring inclusiveness (girls and boys), suitability for the use of children with disabilities, and adequate response to risks associated with extreme climatic events, particularly floods. However, some of the partners are facing challenges due to limited capacity to deliver the result on time. The Consultant is expected to provide technical guidance to the IPs on WASH engineering designs and ensure timely delivery of all the ongoing WASH installations.

Purpose and objective

In close collaboration with the Ministry of Water Resources and Ministry of Health & Sanitation, the Engineer (Consultant) will lead and manage the construction of WASH facilities in Healthcare facilities, Schools and communities. Further, S/he will provide technical assistance to IP and Government partners to build their capacity to monitor and supervise WASH facilities’ construction by ensuring the required standard and quality of construction as per designs and specifications.

Activities, Tasks, Outputs and Deliverables

The technical approaches to be employed by the Consultant include the following:

  • Review of existing designs/survey data for all the gravity-fed and solar-powered motorised systems.
  • Field visits – to verify technical feasibility/ appropriateness of the selected sites. Also, to identify alternate site if necessary.
  • Rectification of errors in the designs.
  • On the job training of UNICEF and Government partners.
  • Monitor construction activities.

To qualify as an advocate for every child you will have…

  • Advanced degree (Master’s or higher) in Civil/Sanitary engineering.
  • A minimum of five years of relevant professional experience at national and international levels in water infrastructure, including the design of GFS and WASH construction management.
  • Extensive experience on EPANET software and must have used EPANET to design or review water supply networks at least once in the past six months; experienced in ferrocement technology.
  • Experience working with optimization of design or water management capacity building in Rural or large-scale systems.
  • Experience with quality assurance and site monitoring for civil engineering projects, including review of change orders, inspection of works, and reporting discrepancies.
  • Experience in contract administration and working with multiple stakeholders, especially government partners, in the management of various components of infrastructure contracts.
  • Strong communication skills and flexibility working with various government stakeholders.
  • Previous work experience with UNICEF or other international organization working in the WASH Sector in developing countries is an asset.
  • Computer skills, including internet navigation and various office applications, including knowledge of AutoCAD and MIS/GIS applications.
  • Fluency in English is required.

Project Overview 

Pact is part of the consortium implementing the MOMENTUM Country and Global Leadership

(MCGL) project, a five-year global funded USAID project to provide targeted Maternal Newborn Child Health, Family Planning and Reproductive Health (MNCH/FP/RH) and Technical and

Capacity Development Assistance to countries to facilitate countries’ journeys to self-reliance. MCGL aims to contribute to global technical leadership and learning, and USAID’s policy dialogue for achievement of global MNCH/FP/RH goals through support to globally endorsed MNCH/FP/RH initiatives, strategies, frameworks, guidelines, and action plans.

Position Purpose

Pact seeks a long-term consultant to work closely with the MCGL team to develop and lead Pact’s capacity development strategy for the project in Sierra Leone. This includes support to local partners by using Pact’s approaches such as the Integrated Technical and Organizational Capacity Assessments (ITOCA), Organizational Performance Index (OPI) and others. Successful applicants will work closely with Pact and other consortium partners, and progressively manage tasks independently. They are responsible for the quality design and delivery of the program’s CD activities and ensuring that these are implemented in compliance with all donor, consortium, Pact, and project-specific policies.

Key Responsibilities

Technical support 

  • Work with MCGL team and selected local partners to deliver high-quality technical and organizational capacity development activities for selected partners
  • Work with Pact team to learn and apply CD tools including ITOCA, OPI and action plans with partners in Sierra Leone
  • Develop materials and processes for topics identified for capacity development of partners, including training, mentoring, coaching, peer learning and other methods
  • Manage Pact’s Capacity Solutions Platform for partner organizations
  • Remain up to date with latest methodologies, best practices, and donor requirements and ensure that the project capacity development efforts are consistent with the best practices of the industry
  • Perform other duties as needed, as the workplan evolves during this period

Management and coordination support

  • Contribute to the development of annual work plans, CD activities and program reporting
  • Coordinate with stakeholders in all aspects of activity planning, implementation, and monitoring and learning
  • Attend and contribute to relevant MCGL working groups, meetings, and workshops
  • Actively participate in Pact’s CD Community of Practice
  • Join Pact’s project check-ins and provide regular updates on progress





Qualifications

  • BA with 5+ years or MA with 3+ years of experience in global development, public health, organizational development, or related fields
  • Experience in implementing technical and organizational capacity building programs with grassroots organizations, civil society organizations, governments, private sector
  • Experience in facilitation, CD approaches and methods relevant to capacity development
  • Demonstrated flexibility, adaptability, and the ability to perform and collaborate in a fast-paced environment
  • Ability to work independently and in collaboration with a consortium of partners to produce timely and high-quality results
  • Prior USG project experience pertaining to capacity strengthening is a plus
  • Must be local to Sierra Leone

About the Position 

Our Client, GRID3, works with countries to generate, validate, and use geospatial data on population, settlements, infrastructure, and boundaries. GRID3 works closely with governments to generate open-source data, support for data applications to ensure effective impact, and training to strengthen the national geospatial foundation for future evidence-based development and humanitarian decision making.

We are looking for a consultant who is passionate about data and social impact programs.

A successful fit for this position will be an independent consultant who can multitask, collaborate, and communicate expertly with a variety of diverse stakeholders (high-level officials, international NGOs, local or sub-national authorities) and has an understanding of geospatial data. . It is a great position for someone who plays at the intersection of social impact and data for decision-making.





While this work will be variable, some of the tasks may include:

  • Manage stakeholder relationships across the government, GIS communities, and international organizations.
  • Help document data management processes with government officials
  • Use map document packages with vector and raster data
  • Lead, arrange, and coordinate stakeholder meetings on behalf of GRID3
  • Coordinate and lead workshops related to health work of GRID3

Required Skills 

  • Minimum of bachelor’s degree in economics, international affairs, geography, or related fields -with 5 years of relevant experience in project management. A master’s degree is an added advantage.
  • Demonstrated experience working with government MDAs
  • Excellent communication and interpersonal skills with the ability to manage high-level relationships
  • Have a strong understanding of geospatial concepts and principles; be able to articulate the value of geospatial data and understand its applications across sectors, especially in health

Useful Skills 

  • Understanding of donor organizations, development agencies, and global initiatives such as USAID, Gates, DFID, and multilateral agencies.

Background

According to UNICEF’s ‘Local Governance Approach to Programming; Guidance for achieving multisectoral results through working with local governments’ (2019): ‘Local governance refers to the way local decisions are made and implemented. This includes decisions regarding the prioritization, availability and delivery of local goods and services and ultimately – whether explicit or implicit – who will benefit. Local governance is shaped by formal national, regional and local government policies and by informal interactions and relationships among various levels of government and local actors (e.g., local government, private sector, civil society, communities, traditional or religious leaders). While decentralization is intended to formalize local governance, local governance takes place in both centralized and decentralized contexts.’

Purpose and objective

The overall objective of the consultancy is to create a local governance programme framework for the Sierra Leone Country Programme 2020-2023. UNICEF will not be advocating for any particular form of governance structure or increased/decreased levels of decentralization, but is rather seeking to understand how results for children can be more optimally achieved within the current model of local governance, how UNICEF can better support capacity strengthening and coordination at sub-national level, as well as how UNICEF can better integrate ongoing and planned activities at local level for enhanced convergence in capacity building and service delivery. An integral part of this will be to map out current discussions on local governance and the expected direction of decentralization, with its implications for children and communities.

Local government, along with other local stakeholders, plays a key role in ensuring access to social services, including for the most marginalized communities. Many of the Sustainable Development Goals (SDGs) targets are directly or indirectly related to the work of local actors. The overall goal of UNICEF engagement on local governance is: ‘To contribute to the realization of children’s rights by supporting local government, together with other local actors, to respond to the needs and priorities of children, adolescents and their families in an inclusive and equitable manner.’

Specific Objectives Will Be

    • Mapping the legal and policy framework which governs local governance in Sierra Leone, including the extent to which these have been implemented and the implications for achieving results for children
    • Mapping and analysing the current review processes of local governance policy framework, current stakeholder position, likely direction of decentralization, and implications for children and communities
    • Mapping the planning and budgeting processes at sub-national level and financing mechanisms for local governance, capacity of local government to undertake planning and budgeting, as well as implications for children and communities
    • Mapping the existing structures and entities at sub-national level and the level of coordination between them as well as existing coordination mechanisms, including the relationships between formal and informal structures (local council vs., traditional chiefs’ system)
    • Mapping the ongoing and planned activities of UNICEF programme sections at local level, the entities with which they work, the degree to which they work in synergy with each other to strengthen the capacity of local government entities
    • Identifying potential programmatic and geographic areas of convergence for UNICEF programming which would have a catalytic effect on programme implementation
    • Mapping development partners and stakeholders active at the sub-national level and their programme priorities
    • Conducting a mapping of capacity gaps at district level, particularly as regards planning and budgeting, to identify the most critical gaps which would enhance the achievement of results for children if met
    • Identifying the level of community engagement in local government, including planning and budgeting processes and providing recommendations for strengthening community engagement
    • Mapping out current social accountability mechanisms and providing recommendations for how to strengthen social accountability in local governance
    • Generating actionable recommendations for a comprehensive local governance programme which will strengthen capacity of local government to deliver sustainable results for children, enhanced social accountability and community engagement.

To qualify as an advocate for every child you will have…

    • An advanced university degree (Master’s or higher) in Social Sciences, Public Policy, Public Administration, Economics or related field
    • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
