CONTEXT OF THE CONSULTANCY 

We Are Purposeful is looking for a dedicated and dynamic Consultant to serve as Facility  Coordinator as Purposeful moves into a new Movement Building Hub in Freetown. The  building will be a home for the Purposeful team and bring together girls, allies, and  movement allies. The consultant will work closely with the Operations Manager to oversee  the facilities of the building, and its equipment and ensure that it is safe and functional.  The duties include working with service providers, inspecting facilities to meet safety  regulations, and coordinating renovations and updates.

ROLES AND RESPONSIBILITIES OF THE FACILITY COORDINATOR CONSULTANT 

  1. Facility Management
  • Manage and upkeep the different office spaces within the building. ● Manage the running of the conference hall for all Purposeful and external events and activities.
  • Work with caterers and office assistants in running the canteen.
  • Oversee the running of the playground.
  • Supervise the cleaning company responsible for cleaning the internal and external areas of the office.
  • Work with the gardener from the cleaning company or contract a gardener to install and maintain the flowers and green spaces on the property.
  • Oversee the maintenance and repairs of the organization’s equipment/assets ● Coordinate with various service providers on maintenance when required. ● Ensure there are proper records and filing of all maintenance requests. ● Monitor and ensure garbage is collected regularly.
  • Advise on and facilitate the fumigation of the office when required.
  1. Safety and Security
  • Ensure that the fire protection systems are in place (fire alarm and extinguishers)
  • Work closely with the Security company contracted by Purposeful to provide security services.
  • Work with the Operations Manager to obtain office insurance and payment of all council rates.
  • Work with the Operations manager to Identify safety and security training for staff.
  • Ensure the safety and security of staff and assets within the office premises
  1. Power and Water Supply
  • Ensure that the Solar Energy, Electricity Distribution and Supply Authority (EDSA), and Generator systems are working.
  • Confirm all electrical appliances are in good working condition. ● Ensure the Electricity Distribution and Supply Authority (EDSA) Meter is recharged regularly.
  • Work with the Operations Officer to regulate or track generator fuel consumption.
  • Oversee the servicing of the generator according to schedule. ● Handle the water supply system of the building and ensure there is always enough water.

REQUIRED SKILLS, EXPERIENCE, & QUALITIES 

  • Bachelor’s degree in business administration or relevant field.
  • Experience in technical/ operations and facilities management in an international NGO and corporate/social enterprise organization.
  • Ability to stay positive, think creatively, and be confident and calm when facing a challenge.
  • Strong time-management skills and the ability to manage multiple tasks and work  under pressure.
  • Ability to communicate and oversee service providers professionally and effectively.
  • Basic understanding of budgets.

The scope and deliverables of the Contract shall include but not be limited to the  following:

♦ Ensure that the security personnel deployed at the premises should be in good  health.

♦ Provide trustworthy staff, with integrity, who will ensure office property and staff are  always safe.

▪ Cleaning of office space, meeting rooms, stairways, and common areas daily. ▪ Cleaning of all Library, and Reception area

▪ Cleaning of art display center after events.

▪ Monitoring and cleaning of the playground to ensure a healthy and non-hazard  environment.

▪ Cleaning of the floor of all toilets, bathrooms, and their fixtures

▪ Cleaning of the Kitchenette, canteen, and balcony

▪ Cleaning of ceilings, windows, and glass doors – internal and external Waste  management.

▪ Cleaning of the car park area and compound

▪ Regularly emptying office bins and ensuring proper management and disposal of  waste in the building.

▪ Cleaning of the Conference Hall to ensure the venue is ready for events and even  after.

SUPPLIES AND EQUIPMENT 

The contractor will provide all equipment, as well as environmentally friendly cleaning  supplies required for carrying out the work. This comprises but is not limited to, such as  powder and bar soaps, scrubbing brushes, brooms, towels, mops, etc.

We are Purposeful will provide all the supplies for toilets, kitchenettes, and desk cleaning  including – toilet paper, paper towels, disinfectants, kitchen towels, kitchen paper towels,  washing-up liquid, soap and replacement, soap detergents for the kitchenettes,  dishwasher supplies, as well as hand sanitizer refills. We would provide a dedicated  storage room on the premises for keeping cleaning supplies and equipment.

Purposeful also recognize the lived experiences of non-graduates and how that ties into  the work we do. Thus, we encourage young women with outstanding experiences to  apply for a fellowship. Recent graduates i.e., who have graduated within a year, or who  are about to graduate (completing their final requirements) can also apply for this  fellowship with Purposeful. The duration of a Purposeful fellowship is 6 months with the  possibility of extension by an additional six months.

CONTEXT OF THE FELLOWSHIP 

We Are Purposeful is looking for a dedicated and dynamic young graduate who is  passionate about changing the game for girls to join our fourth (4th) Cohort of Purposeful  Fellows as Purposeful moves into a new Movement Building Hub in Freetown. The building  will be a home for the Purposeful team and bring together girls, allies, and movement  allies. The Fellow will work closely with the Special Project Manager who will oversee the  execution of new initiatives, planning, and coordination of activities and events of the  movement building hub.

ROLES AND RESPONSIBILITIES OF THE SPECIAL PROJECT FELLOW 

❖ Collaborate with the Special Projects Manager to plan and execute events,  workshops, book club, exhibitions, and wellness activities.

❖ Support with the coordination of logistical aspects, including venue setup,  catering, participant registration, etc.

❖ Provide administrative support to the Special Projects Manager in project-related  tasks.

❖ Maintain a neat and organized front desk area.

❖ Support and refer guests appropriately to team members within the office. ❖ Acknowledge receipt of letters, packages, and documents, and distribute them  accordingly.

❖ Ensure that the library is well organized, and books are properly cataloged and in  great condition.

Job Summary 

The ICT4D Manager is accountable for the management of ICT4D systems and services within  the Country Programme in accordance with established agency ICT policies, procedures, and  service standards to support high-quality programs serving the poor and vulnerable. The role

operates at the intersection of Operations and Programmes, providing overall strategic  coordination, day-to-day effective planning, and management, as well as key technical  oversight of and assistance for the responsible and impactful use of ICT4D in the Country  Programme and its projects. The incumbent will ensure that programs follow innovative best  practices using appropriate technology to increase impact and efficiency and will also be  responsible for delivering appropriate capacity-strengthening activities and support related to  ICT4D to relevant CP staff. They are a member of the global ICT4D community at CRS and  interface with the GKIM ICT4D team on a regular basis.

 

Roles and Key Responsibilities 

  • Develop the CP’s ICT4D Strategy and manage its implementation, ensuring the effective  use of digital technology across the CP’s program portfolio.
  • Partners with program staff to prioritize and support integration and evolution of ICT4D  solutions in improving program implementation. This will include supporting programs to  deploy, digitalize, analyze, visualize, and initiate the process of various surveys, reporting  forms, and systems.
  • Deploy, configure, and maintain ICT systems and databases, including networks, servers,  and telecommunications. Troubleshoot and address issues to ensure optimal  performance.

Job Summary:  

You will provide technical analysis and project support in the area of gender and protection in line with  Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best  practice to technical staff, and Country Program (CP) staff to advance the delivery of high-quality  programming to the poor and vulnerable. Working closely with the Regional Technical Advisor for Gender  Equality, your skills and knowledge will contribute to ensuring that the CP and its projects applies innovative  and best practices in gender responsive and gender transformative programming, and constantly works  towards improving the impact of its benefits to those we serve.

Basic Qualifications 

  • Masters in international development, gender studies, social sciences, or a field(s) related to gender  and/or protection required.
  • Minimum of three years of relevant work experience with an international NGO, with at least one  year of field-based programming experience.

Background

Violence against women and girls (VAWG), including sexual violence, remains a grave human rights violation worldwide and a critical societal concern in Sierra Leone. The numbers of reported cases are deeply concerning with an estimated 62 percent of women aged 15-19 having experienced physical or sexual violence. Common forms of VAWG in Sierra Leone include intimate partner violence, sexual assault, and harmful traditional practices, such as female genital mutilation and child marriage.

The prevalence of VAWG in Sierra Leone is a significant impediment to the nation’s economic progress. It occurs in the context of a society with pervasive gender inequality index of 0.67 by 2022. When girls and women are subjected to unsafe and abusive environments, they are unable to develop their full potential.

In response to the anticipated Spotlight Initiative that seeks to eliminate all forms of VAWG, encompassing harmful practices like female genital mutilation, the United Nations, seeks to engage an Individual Consultant to provide technical support towards the development of a Country Programme Document/Proposal for Sierra Leone.

This programme will be consultatively consolidated by four (4) UN agencies (UNFPA, UN Women, UNICEF, and UNDP under the leadership of the UN Resident Coordinator, working closely with the Government, CSOs, Women’s groups and development partners. UNFPA as Technical Coherence Lead will provide the operational and logistical support for this consultancy.

Specific Tasks of the Consultant will include to:

  •  Coordinate the timely development of a high-quality Technical Proposal/Country Programme Document for the anticipated Spotlight Initiative for Sierra Leone.
  •  Work closely with the UN interagency technical team to ensure timely formulation of an evidence-based Country Programme Document /proposal with situation analysis, Theory of Change(TOC), programme strategies, planned activities, including detailed budget, outcome framework and other supporting documents.
  •  Lead the relevant consultations internally with the UN, and collaborating partners especially Government, CSOs, Women’s Organizations and development partners for meaningful contributions, ownership, synergies, complementarity, and a multi-sectoral approach.

Job Overview:  

Reporting to the Administrative Officer, the Admin assistant will be responsible for the Administrative  aspect of Jhpiego’s operations in Sierra Leone. The Administrative Assistant will be responsible for  managing and coordinating office operations, supplies, and support services and ensuring country office  and project needs are met effectively and efficiently.

He/she will supervise transport and office management operations of the Sierra Leone office.  Duties and Responsibilities:  

∙ Serve as point of contact for all Office Administrative and logistics needs.

∙ Responsible for organizing and managing the physical condition of the office space, office  equipment, IT, mail, and security.

∙ Provide timely and responsive support to project procurement requests.

∙ Coordinate with the Admin Officer for ordering and shipping of materials to support program  activities (with Baltimore, as needed)

4.) Consultant Editor

Position Overview:

Jhpiego has an objective to support NACP in developing HIV guidelines in different thematic areas. In that  vein, we coordinated the first 5 day-workshop on 30th January – 3rd February 2023 at Makeni to review and  update the existing 2020 consolidated national HIV guidelines with current guidance from WHO, PEPFAR,  and other research. A first draft was developed by the end of the workshop. This was followed by review  meetings with a smaller team that critically reviewed the updates made by different section groups during the  workshop, and provided comments. A second 5-day workshop was held at Bo to address comments, finalize  updates and make any necessary changes. The next step for this third draft copy is to format, proofread and  have a clean copy for validation and signing.

About The Education Outcomes Fund (EOF)

There are few greater challenges faced by the global community than the twin crises of learning poverty and youth unemployment. In response, the Education Commission (chaired by Gordon Brown, former UK Prime Minister and UN Special Envoy for Global Education) and the Global Steering Group for Impact Investment (chaired by Sir Ronald Cohen) came together to create EOF. We aim to improve the education and employment outcomes of 10 million children and youth by supporting governments to utilize a range of innovative finance instruments at scale, including outcomes funds and other results-based financing (RBF) instruments.




EOF is backed by a range of world leaders who support this objective, as well as leaders in education and impact investing.

EOF supports improvements in the quality of education and skills programs, with a special focus on underserved populations, including the hardest to reach; rural populations, girls, children with disabilities, and refugees. It measures (and pays for) what matters – both core skills like literacy and numeracy, but also critical 21st Century skills such as socio-emotional skills, ICT skills, and other broader fundamentals of a quality education. It helps close the persistent gap between the skills needed by employers and those attained by today’s youth by paying for employment and retention outcomes.

Partnership with the Government of Sierra Leone

Delivering quality education is a top government priority and a global priority (Sustainable Development Goal 4), and to that end, the Government of Sierra Leone intends to use an outcomes fund approach. This outcomes fund will enable the government to deepen an evidence-based understanding of ‘what works’ in the local context, develop and improve existing interventions, and transfer much of the delivery risk to the non-state sector. Providers that are selected as part of this outcomes fund will be expected to work with – not replace – existing school management structures.

The outcomes fund – Sierra Leone Education Innovation Challenge (SLEIC) – has been established as a partnership between the Government, donors, education providers, and philanthropies/social investors. The main objectives of the program are to:

  •  Improve learning outcomes (literacy and numeracy) and achievement of thresholds of minimum competencies in a representative sample of primary schools, aligned with the Ministry’s agenda, during and outside COVID-19.
  •  Inform which interventions and financing approaches are most effective to improve learning outcomes in education during and outside COVID-19.
  •  Build sustainable capacity in schools to deliver equitable learning outcomes during and outside COVID-19.
  •  Build provider capacity.
  •  Increase outcomes-orientation in policy-making.

The key participants and their roles are as follows: SLEIC will serve children in 325 primary schools that will be spread across 5 contractual lots, each with its own service provider and unique intervention. The total funding for the programme is $18.389M USD. The programme started on 5th September 2022 and will run until August 2025. Year 1 of the programme will be funded on an input basis. This means that providers/social investors will be paid on the basis of activities completed according to their workplan, and budget spent. Years 2 and 3 will see a shift to outcomes-based funding, with payment based on provider/social investor performance against two outcome metrics: i) learning gains of students in Grantee schools (years 2 and 3), and ii) the increase in the number of children meeting minimum competencies in literacy / numeracy (year 3 only).

Since its early design stages, the SLEIC programme has been co-designed by EOF and the Government of Sierra Leone, represented by the Ministry of Basic and Secondary Senior Education (MBSSE) and the Directorate of Science, Technology, and Innovation (DSTI). This co-design feature has been key to successfully designing the programme, making it relevant to the Sierra Leonean context and contributing to the government’s goals for the education sector.

PURPOSE OF THE ASSIGNMENT

The Consultant (Technical Advisor) will support EOF by providing expert and strategic guidance for both the SLEIC programme that is being implemented and the development of a new programme in ECE.

For SLEIC, the assignment will focus on maintaining and building strong relationships with key stakeholders in the country, contribute to overcoming any challenges that may arise and provide advice for a smoother implementation. The Consultant (Technical Advice) will work closely with EOF´s Central and Sierra Leone Team to provide strategic guidance during implementation and thus contribute to the success of the programme.

For the ECE programme, the assignment will include providing technical guidance based on sector best practices, the context needs and government priorities. Additionally, to support the fundraising efforts of the programme.

The broad objectives of this consultancy are:

  •  To aid EOF´s Central and Sierra Leone teams in building successful relationships at the local level with key actors during programme implementation.
  •  To provide strategic advice to overcome any challenges that may arise during programme implementation and how to approach such specifically with the government of Sierra Leone.
  •  To contribute to the work of EOF in Sierra Leone by providing expert local knowledge and guidance during overall programme implementation.
  •  To provide technical advice to EOF’s central team on the design of an ECE programme in Sierra Leone.
  •  To support fundraising efforts for the ECE programme in Sierra Leone.

The Technical Advisor is expected to deliver the following:

  •  A stakeholder mapping and strategy on how to best involve the different stakeholders on the ground.
  •  Support the team in maintaining and building relationships with key stakeholders on the ground.

For the GoSL to fulfill its commitment MBSSE and MOF need to follow some steps which include: i) MBSSE to open an escrow account, and ii) MBSSE and MOF to commit the resources in the government’s budget each year, and iii) MOF to transfer the resources to the escrow account to be used to pay for outcomes.

The consultant should engage closely MOF and MBSSE to ensure these steps take place in a timely manner.

There are few greater challenges faced by the global community than the twin crises of learning poverty and youth unemployment. In response, the Education Commission (chaired by Gordon Brown, former UK Prime Minister and UN Special Envoy for Global Education) and the Global Steering Group for Impact Investment (chaired by Sir Ronald Cohen) came together to create EOF. We aim to improve the education and employment outcomes of 10 million children and youth by supporting governments to utilize a range of innovative finance instruments at scale, including outcomes funds and other results-based financing (RBF) instruments.

EOF supports improvements in the quality of education and skills programs, with a special focus on underserved populations, including the hardest to reach, rural populations, girls, children with disabilities, and refugees. It measures (and pays for) what matters – both core skills like literacy and numeracy, but also critical 21st Century skills such as socio-emotional skills, ICT skills, and other broader fundamentals of a quality education. It helps close the persistent gap between the skills needed by employers and those attained by today’s youth by paying for employment and retention outcomes.

The Government of Sierra Leone has already partnered with EOF to develop the Sierra Leone Education Innovation Challenge (SLEIC), an outcomes fund at primary education level to deepen an evidence-based understanding of ‘what works’ in the local context, develop and improve existing interventions, and transfer much of the delivery risk to the non-state sector.

Building upon this partnership, EOF and the Ministry of Basic and Senior Secondary Education (MBSSE) are collaborating to design an Outcomes Fund in Early Childhood Education (ECE). Supporting the policy initiatives of the Government of Sierra Leone, which frame ECE as a key area of expansion, this programme aims to use an Outcomes Fund approach to support the rapid expansion of ECE provision in the country through community Early Childhood Development (ECD) centres, while maintaining and monitoring quality to support holistic child development. A key facet of this approach is the development of community ECD centres within existing infrastructure.

PURPOSE OF THE ASSIGNMENT

The Consultant (Infrastructure Research) will support EOF by providing on-the-ground data collection and broader research activities to help answer the question of the existence of available space in primary school structures and/or community infrastructure in which community ECD centres may be established by service providers.

The broad objectives of this consultancy are:

  •  To aid EOF in understanding the availability and presence of existing infrastructure and the level to which it requires repairs to meet safety standards.
  •  To connect and collaborate with stakeholders to identify the best approach for gather this information.
  •  To map the districts or chiefdoms in which the infrastructure is more or less likely to exist.
  •  To conduct some field visits to gather insights into the infrastructure and help identify potential challenges that may be encountered in implementation.

The Consultant is expected to deliver the following:

  •  A workplan showing the intended approach for information gathering.
  •  Collected data on some infrastructure in each district showing its comparison to minimum criteria.
  •  A report on the findings on the general availability of infrastructure in communities, and the extent to which refurbishment is required. A recommendation on the feasibility of using existing infrastructure in this programme is needed, including an assessment of risks and mitigation strategies.

Lead work to visit communities and/or chiefdoms to engage with local stakeholders.

Through visitations and engagements, gather information on the existence of infrastructure and assess its current state, including criteria such as ownership, amount of space available, and adherence to standards, and willingness of communities to provide structure for ECE activities.

Provide checklist for each community visit with minimum criteria (to be developed with EOF central team), with written 1-2 page contact report of meetings with any officials.

Deliverable 4:

Draft a comprehensive report no more than 40 pages on the feasibility of using existing infrastructure in primary schools and community buildings to increase access to ECE at scale.

As a conclusion to the consultancy, write up the findings in a report, assessing the feasibility and risks of expanding ECE access at scale through existing infrastructure by non-state service providers in collaboration with communities. Include an assessment of key risks and challenges, and mitigation strategies that should be taken into account.

Background

The purpose of the U.S. Agency for International Development (USAID) funding for the Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone is to improve the performance and functionality of the health systems to deliver quality, integrated health services, with a focus at the district and community levels to promote optimal key health behaviors to prevent illnesses. Health services include delivery of primary health care at Primary Health Units (PHUs) and community outreach and district hospitals. The primary objectives of this Activity are to strengthen the health system to improve the delivery of high-quality Family Planning and Reproductive, Maternal, Newborn, Child, Adolescent health (FP/RMNCAH), and malaria services; increase adoption of selected key optimal behaviors to improve health in selected districts in Sierra Leone.

Scope of the Position

The Monitoring and Evaluation Lead (M&E Lead) will be responsible for the design, coordination and implementation of the monitoring and evaluation, research and learning framework of SIHSA in a manner that conforms to USAID Monitoring, Evaluation and Reporting guidance. Working closely with the Chief of Party and all relevant colleagues, the M&E Lead will be responsible for developing and implementing tools for tracking performance during SIHSA’s implementation and working with
stakeholders to ensure that project outcomes are achieved on time. The M&E Lead will oversee the
design and implementation of research as needed; and will be responsible for building the capacities of  project staff and relevant stakeholders on all areas related to M&E.
This position is expected to be based in Freetown. This five-year position is contingent on Helen Keller being awarded funding and is anticipated to begin in spring 2023.

Specific Responsibilities

The M&E Lead will be responsible for the following:

1. Designing the USAID SIHSA M&E Framework
• Lead in the development of the overall M&E framework for SIHSA. This includes:
o Design of the overall M&E system that meets the information needs of project staff, the donor
and other stakeholders.
o Design of data quality assurance procedures and tools, formative supervision tools, design of
surveys including sampling and questionnaires.
o Ensuring that monitoring data is systematically used by project staff to strengthen
implementation in a timely fashion.
• Using Helen Keller’s approval guidelines related to surveys and research, provide guidance and
support to SIHSA’s staff in design and conducting baseline, midterm and endline surveys to
ensure project learnings and alignment to donor requirements. This will include a review of
sampling methodology, questionnaire design, analysis plans, and final reporting.
• Lead the mid-term review of SIHSA, impact assessment, final evaluation, and develop SIHSA
monitoring plan with relevant data collection systems.
2. Implementation of M&E and Coordination
• Ensure that SIHSA’s monitoring plan is updated consistently to inform project progress and
performance.
• Lead all SIHSA’s M&E initiatives, including monitoring data quality and tracking the progress of
the project towards targets.
• Lead regular review meetings to assess progress against set targets, and provide
recommendations based on internal policies, USAID’s regulations and the Activity timeline.
• Lead in the identification and implementation of key performance indicators (KPI) as well as
monitoring them throughout the duration of the Activity.
• Lead project staff on ways to properly document, organize and capture SIHSA progress.
• Keep abreast of developments in grant/Activity changes and progress to advise and
recommend tools and strategies to increase the Activity’s performance and results.
• Perform regular field visits to ensure the quality of data collected by SIHSA’s staff and to verify
the accuracy of reported data.
• Lead in undertaking research and assessments.
• Ensure that verifiable data analysis is shared with relevant stakeholders to inform SIHSA review.
• Identify lessons learned and develop case studies to capture qualitative outputs of the Activity.
• Represent Helen Keller Intl at national and/or international level coordination forums.
Required Qualifications/Competencies
• Minimum of a master’s degree in a quantitative field (economics, development economics,
statistics, biostatistics, applied sociology, anthropology, or other relevant subject) with significant
training in quantitative methods.
• At least seven years of related work experience, or an equivalent combination of education and
experience.
• Knowledge of and experience with USAID monitoring and evaluation requirements, and of
USAID sanctioned indicators.
• Demonstrated ability to design and implement monitoring and evaluation systems for public
health programs in low and middle-income countries, including selecting appropriate indicators
for program activities and ensuring timely data collection, analysis and reporting.
• Experience in developing results frameworks, logical frameworks, program impact pathways or
similar tools for project design and implementation is required.
• Proven expertise in qualitative and quantitative research methodologies, as well as strong

• Demonstrated understanding of the health management information systems in low- and

BACKGROUND

Helen Keller is pursuing a competitive USAID-funded opportunity in Sierra Leone entitled
Strengthening Integrated Health Services Activity (SIHSA). This activity’s estimated cost is valued
at $25 – 49.9M over a five-year period. The anticipated release date for this solicitation is to be
determined, but it is expected in the fall of 2022. The goal of SIHSA is to contribute to the
Government of Sierra Leone’s overarching goal of improving the health of adolescents, pregnant
and postpartum women, and children less than five years old.

PLACE of PERFORMANCE: Flexible

Vendor must be available to overlap with standard business hours in both the US and Sierra
Leone on a flexible basis.

DURATION and TIMEFRAME

Total duration of engagement has been estimated to be 20 (twenty) days; however, this is
indicative in nature and subject to change as the assignment may demand higher or reduced
involvement.

SCOPE of WORK

The scope of work will include, but is not limited to:
• Lead the content development and copywriting of the technical narrative (activity design) and
specified annexes by closely working with country office staff, and relevant members of the
global Program Technical, Business Development and Finance teams.
• Engage with consortium partners as needed during the capture and proposal phases.
• Maintain an overall oversight of the proposal process and provide the necessary day to day
support for this opportunity.
• Review the donor guidelines for proposal development and ensure that the proposal package
meets the necessary requirements.
• Gather key resource documents and reference materials for the proposal development and
synthesize relevant information for the proposal.
• Analyze available assessments and secondary literature concerning context/problem

involving key program, technical, partner and operational staff to gain an in-depth

• Provide necessary directions to program and technical staff in order to produce/develop the

• Consolidate the content received from program and technical teams and write first draft of the
technical narrative and specified annexes as per USAID’s guidelines. Provide review and
input to other annexes as needed.
• Address comments from internal/external technical reviewers on the technical narrative and
annexes prior to final technical narrative, ensuring the final proposal is responsive to the
donor’s technical concerns and complies with all requirements.
• Submit all drafts of the proposal as per the proposal calendar dates
• As needed, ensure that the budget matches the activities described in the technical narrative
and annexes and that it is technically sound and competitive.

DELIVERABLES

The final deliverable will be a technical narrative and annexes for the proposal with key
milestones and intermediate deliverables to be defined throughout the process.
REQUIRED QUALIFICATIONS and EXPERIENCE
• Proven track record of writing technical sections of successful proposals for USAID.
• Specific technical expertise and training experience in an area relevant to the proposal
as represented by:
o Master’s degree in public health or other field directly related to the program, such
as nutrition, or food policy; and
o at least 8 to 10 years of relevant operational experience in the development field,
with emphasis on program design and implementation in Africa in the areas of the
consultant’s expertise; or
o equivalent combination of education and experience.
• Strong proposal management skills and ability to establish proposal timelines and manage
multiple task on strict deadlines.
• Knowledge of donor trends and strategies.
• Creative thinking and a problem solving with ability to work well in team settings and

  • Serve as the key point person on all issues related to financial transaction records. Basic Qualifications

Job Summary: 

CRS launched its work in Sierra Leone in 1963 supporting relief and development operations in the country. Today, the Country Program has a robust portfolio built around several major programs in Health, Nutrition, Education, and Urban Resilience. CRS has been implementing Global Fund grants in Sierra Leone since 2005 and has served as Principal Recipient (PR) since 2011. The NFM3 grant (2021 – 2024) continues to support the current national strategic plans for malaria, TB and HIV, and focuses on Community Systems Strengthening, as well as digitizing the 2023 mass ITN campaign in close collaboration with the National Malaria Control Program (NMCP).  As a long-standing partner of the health sector in Sierra Leone, CRS also participates in the design and development of services for the next round of Global Fund allocations.

As Senior Program Manager, you will provide overall leadership to CRS’ Global Fund project team in Sierra Leone and be responsible for the overall management of the project, including the quality of programmatic implementation (monitoring, evaluation, accountability and learning) and administrative elements of the project to serve the poor and vulnerable, as well as relationship with the Global Fund, Ministry of Health, the NMCP and different services and other public, private and non-government stakeholders. You are responsible for ensuring that project results are achieved on time and on budget, including strategies for capacity strengthening of Sub-Recipients (SRs) and overall sustainability. As a senior leader, you will proactively manage security and mitigate security risks.

 

Roles and Key Responsibilities:

  • Lead the development, implementation, and consolidation of the Global Fund project. Provide oversight for all aspects of program quality, program management, representation, and human resources. Serve as the primary point of contact to Global Fund as well as public, private and non-government stakeholders.
  • In coordination with the National Programs for Malaria, TB and the National AIDS Secretariat, and the Ministry of Health, ensure the project is designed and implemented to meet Global Fund expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability. Ensure coordination between program and operations leads. Ensure the CRS program quality standards through annual and quarterly activity planning and budget forecasts. Lead quarterly technical review of implementation plans.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and recruitment process of senior staff.
  • Coordinate with M&E department to oversee the design and implementation of the monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting, and reporting outcomes.
  • Manage and mitigate risk. Ensure compliance in Global Fund grants including oversight of partner budgets, finance, and administration, and reporting to Global Fund.
  • Coordinate relationships with consortium partner organizations. Contribute to coordination of roles and activities of staff from consortium member organizations in implementation in line with CRS partnership principles.
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.

 

Basic Qualifications

  • Master’s degree in International Development, International Relations or a related field.
  • At least 5 years of experience managing large scale development grants, preferably focusing on managing Global Fund grants.
  • Proven track record of successful other donor-funded program management, including management of multi-activity projects, complicated logistics and large budgets, as well as commodities.
  • At least 3 years of supervisory experience, including performance evaluation, coaching and mentoring.

 

Required Languages – English fluency required.

Background

The Sierra Leone Ministry of Health and Sanitation (MoHS), through the National Malaria Control Programme (NMCP), will implement a national insecticide-treated net (ITN) campaign in 2023. The campaign will target the total population of the country with two different types of insecticide-treated nets: ITNs with a piperonyl butoxide (PBO) synergist and dual active ingredient (Dual A.I.) ITNs. The ITNs will be targeted to different districts in the country in line with data on insecticide resistance and will be procured by two partners: the Global Fund (GF) and the United States President’s Malaria Initiative (US-PMI)

CRS, as Global Fund principal recipient II in the country, has been tasked with taking the lead role in the digitalization of the ITN mass campaign. Hence, CRS will engage the services of an International, as well as a national, Technical Assistant (TA) to provide a leading role in the digitalization project.

The overall purpose of the position is to contribute to health improvement through improved access to sustainable WASH services to host communities in Pujehun, Bo and Kailahun Districts. General:

Ensure the monitoring of targets and achievements, develop MEAL plan and other MEAL related tools that enhances the generation of qualitative data for effective learning and programing. Ensure value for money and quality assurance in the implementation as well as, being accountable to our donors, partners, beneficiaries and the organization we serve.

Giving the project a strategic direction:

With support from the Project Officer:

  • Monitoring of project activities and sites to enhance effective implementation
  • Monitor the project performance indicators taking into account the program M&E plan and quantitative progress report.
  • Ensure the proper use of data collection tools, and the conscious use of data while respecting beneficiaries’ confidentiality rules.
  • Ensure quality control of data provided by program teams and partners
  • Participate in activities related to evaluation/ impact studies of the project (baseline assessment, mid-term evaluation, final evaluation, including quantitative as well as qualitative evaluations);
  • Contribute to the design and revision of data collection tools
  • Organize data collection (qualitative and quantitative) of the program in the field and ensure the quality of data collected for evaluations
  • Ensure action points are followed up as needed and verify entered data for completeness, correctness, and consistency, following up on any data quality issues with the Project Officer
  • Maintaining a tracking spread sheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate

Brief background of the project: In January 2022, RADA received funds from German Doctors e,V (GD) to implement a WASH project in 20 communities in 4 chiefdoms in Bo district. The focus of the project was to work with communities to address WASH issues in these communities.  The pilot project was well implemented, which gave birth to a 3-year BMZ /GD funded project, with the same focus but to be implemented in 60 communities, in 16 chiefdoms across 3 Districts – Bo, Pujehun and Kailahun.  The 3-year project started on the 1st of March 2023 and RADA is at the stage of obtaining baseline information from these communities.

Full description of the Service: Rehabilitation and Development Agency needs a consultant that will support them to undertake a KAP survey in 40 communities in 2 districts. The purpose of KAP survey is to collect baseline information from the school and communities where RADA will be implementing a wash project funded by BMZ through German Doctors. This survey will be led by RADA with the support of the consultant. The role of the consultant is to assist with technical backstopping like assist in the development of appropriate tools, upload the tool into kobo, analyze the data and write the report.

Aim of the survey: The aim of the survey is to obtain baseline information on the knowledge, Attitude and Practices of the schools and the communities before the beginning of project activities. Findings will help project staff to identify where much effort is needed during the project implementation.  Recommendations from the survey can support the identification of necessary adjustments to increase the success of the project. The results of the survey will be used by RADA to develop training contents and methodology for the project participants.

 

Function of the consultant: The functions of the consultant are listed below:

    1. Assist in the development of the tools: RADA will develop the tools with support from GD and share with the consultants for his/her input. The consultant will advise on the relevancy and accuracy of the tools developed
    2. KoBoToolbox account and digitalizing tools: After receiving feedback and the tools, the Consultant will digitize the tools using KoBoToolbox platform and upload the questionnaire.
    3. Data analysis and report writing: After data collection; the consultant will analyze the data, generate tables,  write the draft report of the survey and discuss key finding with the project team.

ABOUT OUR BOARD OF TRUSTEES  :

 

The Restless Development Sierra Leone national Board of Trustees is the governance body for the organization in Sierra Leone, serving as stewards of its resources and responsible for oversight of strategy, operations and financial management.

The Trustees serve on a voluntary basis and currently meet quarterly in Freetown, attending additional meetings when required. The Trustees work closely with the Hub Director and Leadership Team of Restless Development Sierra Leone to achieve its goals. The Trustees also ensure that Restless Development Sierra Leone’s governance agreement with the global agency is upheld, supporting Restless Development’s international senior leadership team, Chief Executive Officer and International Board of Trustees as the ultimate management and governance bodies responsible for the organization.

 

The national Sierra Leone Board is specifically responsible for: –

  • Leadership oversight, including helping the global agency to appoint the Hub Director and feeding back on her/his performance;
  • Strategic guidance, including advising the Hub Director and global agency on the implementation of Restless Development’s global strategy in Sierra Leone;
  • Financial oversight, including review and monitoring of the organization’s annual budget and accounts;
  • Networking, including using personal and professional networks to assist the Hub Director and leadership team to gain high-level access to relevant individuals and institutions to support the operations and sustainability of the agency in Sierra Leone;
  • Fundraising, including assisting the Hub Director to gain high-level access to potential donors and supporters, and providing advice and practical assistance more generally on areas of fundraising.

 

TIME COMMITMENT  

 

Board members are currently expected to attend up to five Board meetings annually.   Board meetings currently take place on Saturdays in Restless Development’s Freetown office and will usually take up to four hours.

Board members may also on occasion be expected to contribute time in between meetings, including for example working as part of sub-committees or representing the agency.

 

PERSON SPECIFICATION  

 

In all of our Trustees, we look for dedicated professionals with fantastic interpersonal skills and a passion for development and the role of young people in Sierra Leone. We are looking first and foremost for someone who demonstrates the personal qualities consistent with our Values.

As well as bringing the important skills and competencies needed to carry out the Board’s responsibilities as outlined above, you will be prepared to dedicate time, effort and passion towards seeing Restless

Development Sierra Leone succeed in everything it does. You will have excellent knowledge and professional experience of working within Sierra Leone. Ideally, you will also be able to provide access to useful networks for Restless Development, whether that is with young people and youth networks, Sierra Leonean civil society, international partners, donors, government, academia or the private sector.
