Job Description

Purpose of the consultancy

Working under the supervision of the Deputy Director of Programs (DDP), the Consultant will be responsible for the development of the Business Development Strategy, supporting the IRC’s Strategic Action Plan (SAP). The position will liaise with the DDP, Country Director, Deputy Director Finance (DDF), Program and Grants Coordinators, and key awards management and technical staff based in HQ to triangulate donor information and leverage existing IRC resources.

The Consultant will analyze IRC Sierra Leone’s current and historical portfolio of funding, and conduct research to identify a pipeline of vetted potential new donors, including public foundations, private foundations, corporate philanthropy, and individuals, in support of new business development which aligns with the SAP.

The proposed assignment will start in March for a period lasting three (3) months, including a planned one (1) week of in-country time to facilitate a workshop, with the remainder of the work to be completed remotely.

Deliverables:

1.       Donor / fundraising mapping & competitive analysis

Develop donor database:  Identify, in collaboration with the Sierra Leone, regional and HQ teams, key donor contacts, taking note of particularly strategic donors and compile them into a list of key contacts.

Produce a detailed analysis of funding trends and key priorities and processes for identified donors.

Gather detailed intelligence on donor and partner perception of IRC from relevant sources including IRC staff, partners, key donors, and desk research to inform a competitive analysis of IRC

Produce high-level overview report of competitive landscape and funding landscape, taking into account and IRC’s SAP priorities and unique advantages and competitiveness in individual strategic donors.

2.  Facilitate in-country workshop

Building off of desk research and primary data collected lead a week-long in-country workshop with IRC Sierra Leone staff and partners to inform BD Strategy through participatory process

3.  Business Development strategy

Develop a business development strategy document for IRC Sierra Leone including the following:

Based on detailed review of the SAP, IRC sector Theories of Change, updated competitive landscape, and donor mapping, triangulate donor priorities and strategies into IRC’s priorities and strengths, noting key areas of overlap and key opportunities for greater engagement.

Compile and analyze feedback from in country workshop to inform gaps, priorities, and action points.

Present a SWOT analysis within the document to detail, in a digestible manner, strengths, weaknesses, opportunities and threats for IRC to engage donors based on the above findings.

Highlight key points for advocacy, capacity building, coordination and communications within the business development strategy.

4. Donor Engagement Plan

Based on the Business Development Strategy, devise a donor engagement and fundraising action pla for key identified donors with detailed breakdown for each quarter/ year of the strategy, specifying strategies for existing donors and for new donors, with a particular focus on rapidly diversifying the current portfolio.

 

Qualifications

Job Requirements:

Background:

The IRC has worked in Sierra Leone since 1999 and currently programs across three core sectors: 1) Health 2) Women and Girls’ Protection and Empowerment (WGPE), and 3) Education. Under the health sector, the IRC currently implements a growing number of projects across the four districts. To improve coordination and successful implementation of current and future projects, the IRC seeks to recruit a Senior Program Officer to provide ongoing support to the health team by linking the team with Supply Chain, Finance, Administration, Human Resources, etc. both in Freetown and across the district offices to ensure implementation of activities and financial documentation are well coordinated and in harmony. The Senior Program Officer will provide day-to-day logistic, finance, Admin, HR, and other related support to the health team to ensure smooth running of activities. The incumbent may also be requested to provide other programmatic support as needed. This is a full-time national staff position based in Freetown.

Scope of work 

Reporting to the Senior Health Coordinator, the Senior Program Officer will work in collaboration with support teams such as Grants, Finance, Supply Chain, Admin, HR, IT, etc. and to ensure the implementation of health-related activities within the organization. Key responsibilities for the position are summarized as follows:

  • Ensure the health team receives administrative and logistical support for the smooth running of activities.
  • In collaboration with respective project coordinators, maintain and update activity and budget trackers every fortnight to ensure activities are implemented within agreed upon timeframes and within allocated budget.
  • Work with the support team to ensure invoices from vendors are cleared and that all expenses are captured in relevant financial reports.
  • Support project coordinators to review and share inputs to relevant financial reports every month, ahead of BvA meetings.
  • Work with Finance, Grants, Supply Chain, Admin, HR, and programs to ensure adequate review and discussion of BvA reports every month and follow up on implementation of action items accordingly and discuss any emerging issues with the supervisor as needed.
  • Provide logistical and administration support during preparation and implementation of health-related workshops, meetings, events, and trainings.
  • In collaboration with the Senior Health Coordinator, assist with the preparation and submission of monthly management reports for the health team.
  • Perform other related duties and responsibilities to ensure that goals and objectives of projects are met and to support IRC program implementation.

Requirements:

  • Bachelor’s degree in a health-related field is required.
  • Advanced knowledge and skill in MS Excel, Word and PowerPoint are required.

 BACKGROUND

The IRC began emergency operations in Sierra Leone in 1998 during the civil war. In the post-conflict reconstruction period, the IRC consolidated its operations into three core programmatic areas: health, education, and women’s protection and empowerment. In addition, the IRC leads consortia in education and health working with 8 partners at national scale. The IRC has offices in Freetown, Bo, Kenema, Kailahun, and Kono Districts but implements programs in many other districts through partners and one of its consortium projects is implemented in all the sixteen districts in the country. The IRC is implementing projects in Health, Education and Women and Girls Protection and Empowerment (WPGE) across the country and is planning to introduce Water, sanitation, and hygiene (WASH) programming to its portfolio.

INTRODUCTION 

Water, sanitation, and hygiene are essential environmental determinants of health and well-being. Providing safe WASH services and adequate waste management is essential to ensuring the delivery of high-quality health care, community well-being and preventing infections. The WASH sector is also among the sectors that employ many people and creates new livelihood opportunities for vulnerable groups.

Sierra Leone’s health system has not yet fully recovered from the effects of the decade-long civil war, the Ebola epidemic, the COVID-19 pandemic; and other outbreaks such as measles, and cholera, among others. Despite investments in WASH during previous and current epidemics, the country still struggles with WASH infrastructure. The disease burden, due to poor hygiene practices, is extremely high. The country’s economic growth fluctuated from 4.6% in 2014 to 2.1% in 2015, and to 4.7% in 2020, and the country is still one of the poorest in the world. Poverty has a negative impact on the already weak health system and remote rural areas and marginalized communities are particularly prone to related shocks. The climate patterns in Sierra Leone have changed: average temperatures have increased by 0.8°C, and annual rainfall has varied. Between 2011 and 2018, Sierra Leone lost 151,873 hectares of tree cover and this has increased the levels of flooding across the country. It also led to increased soil erosion which not only affects the local population, but also downstream populations where soil deposits are built up.

The International Rescue Committee (IRC) conducted a WASH assessment in five districts including Bo, Kenema, Kailahun, Kono and Pujehun. The assessment covered the policy and strategy document review for WASH and provided an overview of WASH at the country level, in addition to specific findings for each of the five districts assessed.

Although the country reports an increase in access to basic (safely managed and basic) water sources from 59 per cent (2015) to 64 per cent (JMP, 2020), the disparities in rural and urban water are still high, estimated at 53 per cent and 79 per cent respectively. There is also high inequality in water supply in planned and unplanned settlements and poor quantile in urban areas. Many existing water systems are not functional. Out of the existing improved water sources, an estimated 28 – 30 per cent are not functional due breakdowns. Water contamination is also a serious concern where 85% of drinking water from improved water sources is contaminated with E. coli. Big cities like Freetown records high water rationing due to increase of the population of Freetown that is not proportional to the capacity of the dam. At the time of construction of the dam (1950s-60s) it was designed to serve around 500,000 and now the population is more than 1.2 million people. Freetown’s water distribution network has also significant leakages, resulting unacceptably in high rates of Non-Revenue Water (NRW) estimated at 56.5% during dry weather and 57.8% during wet weather periods.

Even though Sierra Leone‘s open defecation rate reduced from 26% in 2000 to 16% in 2020 it is still high. The portion of the population using unimproved sanitation is also still high (29%). Moreover, only 16% of Sierra Leone‘s population have access to at least safely managed and basic sanitation and 38% have limited sanitation. The majority (48%) of those with access to sanitation uses latrines while a limited number of the population use septic tank (6%) and only 1% in the cities have access to the sewer system.  In Freetown, an estimated 336,440 m3 of faecal sludge is generated annually by households in planned and unplanned dwellings, public toilets and businesses and institutions. Only 21% of generated sludge reaches and is treated at a faecal sludge treatment plant located at Kingtom which is the only one in Sierra Leone. The remaining 78% is disposed of by being buried onsite following manual emptying without transport to a designated treatment facility or discharged in waterways or the ocean without further treatment. Limited road accessibility deprives over half of Freetown‘s population of access to mechanized emptying technologies.

According to a study in 2019 by UNICEF, there is a massive need for WASH support in healthcare facilities. Despite the efforts of many actors, including the government, many wells in healthcare facilities are not functional. The same assessment revealed that only 36% have functional water supply systems and 49% have hand washing facilities with water and soap at all points of care. While the need to increase access to water, sanitation and hygiene in communities, schools, and healthcare facilities, across the five district remains necessary, the issue of water point efficiency is very urgent for schools and healthcare facilities. For the majority of schools and all HCFs, the water point efficiency was below the minimum standard of at least 15 liters per student per day (UNICEF) and 5 liters per out-patient and 40-60 liters per in-patient/day (WHO). It was also evidenced that the functionality of sanitation was very low. There is evidence that social behavior change programs focus on increasing access to sanitation facilities, but little emphasis is made on monitoring the use of attained facilities. Many HCFs do not have a reticulation system which is a disincentive to improving hand hygiene. Health facilities and schools do not have disability-friendly WASH facilities.

PURPOSE 

The purpose of this assignment is to develop an IRC WASH Strategy that will guide the organization’s approach to WASH programming for the next five years. This is part of the IRC’s strategic action plan and is related to the organization’s WASH objective namely “People have access to water, sanitation and hygiene and live enhanced environment”.

OBJECTIVE 

The overall objective of this assignment is to develop the IRC WASH strategy that will guide the development and implementation of WASH interventions for IRC in Sierra Leone for the next five years. The assignment will have the following specific objectives:

  • Identify key WASH constraints and challenges preventing different categories of people in Sierra Leone to have access to clean water, improved sanitation, and hygiene.
  • Propose strategies to address key WASH challenges while focusing on addressing localization, girls’ and women’s needs, social inclusion.
  • Develop a strategic implementation plan and a detailed monitoring, evaluation and learning framework with milestones.

 

PROPOSED METHODOLOGY AND APPROACH

This assignment will involve a literature search and review, consultative meetings, and validation meeting. No active data collection is expected. The assignment will be done in three phases:

  • Phase one: The inception phase will involve meetings with IRC to discuss and agree on methodology and approach, the strategy structure and components, preliminary presentation of the issues to be addressed from the WASH assessment and other relevant documents, workplan/timeline. The deliverable for phase one will be an approved inception report.
  • Phase two: After the inception phase, the next step will involve a thorough review of literature, context analysis, strategy development, presentation of different scenarios to the IRC, consultative meeting with the IRC, etc. The deliverable for this phased will be a draft strategy document with proposed strategic alternatives, goals and strategic objectives, success statements, and milestones/scenarios.
  • Phase three: Upon approval of the draft strategy document, phase three will involve development of an implementation plan and a clear MEAL framework building on Strategic Goals and Objectives. This will also involve consultative meetings with the IRC as needed.

EXPECTED DELIVERABLES

The consultant will be responsible for the following deliverables:

  • Approved Inception  Report.
  • Draft WASH Strategy for IRC Sierra Leone.
  • Implementation plan and MEAL Framework.

IRC ROLES

The IRC will be responsible for the following:

  • Providing background documentation on the IRC’s vision, mission, and values, and specifically for WASH.
  • Providing final report on IRC’s global WASH assessment.  the approved for the completed WASH assessment
  • Providing technical guidance and support during the assignment

 

CALL FOR PROPOSALS

The IRC invites interested individuals or consultancy firms to submit proposals to conduct this assignment. The proposals should include a technical proposal (with the consultant’s profile, their understanding of the assignment; a detailed description of the methodology they intend to use; the draft structure of the final document, and any other relevant sections). The Consultant should also submit a financial proposal, with daily rates.

REQUIREMENTS 

The successful consultant will be expected to demonstrate:

  • Advanced degree in Environmental Health or related field.
  • Experience in WASH programming in Sierra Leone
  • Experience in strategy planning and development, particularly for WASH.
  • Detailed knowledge of, and experience in, WASH issues with a focus on sustainability and integration of WASH into health systems specifically in low- and middle-income communities.
  • Strong analytical and communication skills.
  • Ability to mobilize in-country WASH sector partners and stakeholders in Sierra Leone.

Position Overview
The main purpose of the position is to provide support for PIH Microbiology Laboratory (ML) to ensure reliable results on time to Clinicians for management with targeted treatment rather than empirical treatment by WHO standards and project needs and ensure that the role of the microbiology laboratory in antimicrobial stewardship is enhanced.

  • Support the PIHSL Microbiology Lab team to be operational based on the Clinical Laboratory Standards Institute (CLSI) or European Committee on Antimicrobial Susceptibility Testing (EUCAST) to process blood cultures for patients.
  • Support the activities from the project side and be the link between PIHSL and project team.
  • Ensure competency of all Lab personnel and adherence to PIH/MOHS Quality Management System.
Essential Duties and Responsibilities: 
The Microbiologist will be responsible to oversees all aspects of PIH/MOH microbiology Lab at Koidu Government hospital in Kono District.

  • Train PIH/Ministry of Health (MoH) laboratory technicians on microbiology techniques in accordance with PIH/MOHS and international standards.
  • Ensure to provide timely, reliable, and reproducible identification of microorganisms and antimicrobial susceptibility results.
  • Actively participate in the antimicrobial stewardship committee and development of guidelines for the most common infectious diseases.
  • Ensure the implementation of an Internal and external quality control system in the laboratory.
  • Adapt the existing WHO Standard Operation Procedures for microbiology and other tools in accordance with MoH guidelines.
  • Ensuring proper registration and records of all microbiology lab-related activities, implementing the correct use of the surveillance program WHONET to have proper records of laboratory results.
  • Provide monthly reports based on extracted data from surveillance program WHONET.
  • Compile, analyze and report microbiology lab activities and results to the clinical team providing relevant information for AMR surveillance and IPC.
  • Plan and supervise, in close coordination with the project team, supply chain team for local and international orders for consumables and equipment needed for the microbiology laboratory.
  • Monitor laboratory stock ensuring that stock cards are updated to calculate proper Average Monthly Consumptions of commodities to avoid stock ruptures.
  • Collaborate with the M&E team in the development of data tools.
  • Ensure all equipment in the Lab is functional and report faults timely to the PIH Biomed and other reporting lines.
  • Ensure good collaboration with the MoH laboratory team.

Specific Tasks of the Consultancies:

  •  Build the capacity of health staff at district and health facility levels through training and supervision especially those at service delivery level and to monitor the overall implementation of integrated delivery of both COVID-19 and routine immunization services at district level in all aspects including cold chain, logistics and vaccine management through:
  •  Facilitating the distribution and optimal use of vaccines and consumables according to micro plans and ensure that receipts comply with the distribution plan.
  •  Ensuring the proper storage of vaccines and consumables at each level of the supply chain.
  •  Provide on the job orientation on the basic planned preventive maintenance (PPM) of cold chain equipment at district and health facility levels for enhanced effectiveness and long-term functionality of the equipment.
  •  Collect and analyze COVID-19 and routine vaccine stock and utilization status at all levels of the supply chain weekly. Work closely with DHMTs and ensure complete and timely submission of weekly reports on COVID-19 vaccination.
  •  Undertake field visits to the district health management teams (DHMTs) and health facilities to provide support towards the effective implementation of the campaigns, if any, and other activities of routine immunization services.
  •  To provide continuous on-the-job training, coaching, mentoring and supportive supervision for district staff on the use and reporting of monthly Stock Management Tool (SMT), including the newly introduced online version of the SMT (eSMT).
  •  To coordinate the conduct of monthly physical count of Immunization supplies (vaccines and syringes) and sharing such data with central level – both for routine immunization services and for COVID-19 vaccination.
  •  To support the updating of national cold chain inventory to inform future installation of CCE countrywide.
  •  To provide support to data management and timely reporting at district and health facility levels.
  •  To support the implementation of improvement plans for both the countrywide cold chain and EVM assessments at district and health facility levels.
  •  Undertake any other tasks assigned by the supervisor.

Methodology and Technical Approach:

The regional consultants will provide data-driven technical assistance through an effective coordination with district health management teams (DHMTs) and partners present at sub-national level, capacity building support including day-to-day on-the-job knowledge transfer, and document lessons learnt and recommendation (with clear prioritization) to improve vaccine stock management of both COVID-19 vaccination and routine immunization.

Management, Organization and Timeframe:

The consultants will be supervised by the Immunization Specialist, UNICEF Sierra Leone, under the overall guidance of Chief of Health & Nutrition Section. The three consultants responsible for Western, Northern, and Eastern/Southern regions of the country respectively will be based in Freetown (Western Area Urban DHMT office), Makeni UNICEF Field Office, and Kenema UNICEF Field Office. They will have regular interactions with DHMTs in districts under their responsibility and other partners. The monthly fees of the consultants will be processed by UNICEF upon submission of their monthly progress reports along with deliverables certified by the supervisor.

The duration of the consultancy is 11.5 months.

Specific Tasks of the Consultant:

  •  Map vaccine inventory tools and dataflows at all levels and support the national EPI Programme to develop and implement data collection Standard Operating Procedures (SOPs) and guidelines.
  •  Revalidate supply chain and waste management sections of National Vaccine Deployment Plan (NVDP) for COVID-19.
  •  Prepare performance monitoring and accountability checklists and SOPs so duty barriers at all levels are held accountable for Immunisation Supply Chain (iSC) related activities.
  •  Support NLWG to develop or revalidate supply and logistics plans.
  •  In collaboration with the National EPI Programme and Regional Office Focal Person to develop a robust supportive supervision plan along with budget breakdown.

  •  Prepare and share monthly vaccine accountability reports.
  •  Support the updating of national cold chain equipment (CCE) inventories on quarterly basis and support the development of CCE and UCC maintenance plans.

MOMENTUM Country and Global Leadership (MCGL) is part of a suite of innovative awards funded by the United States Agency for International Development (USAID) to holistically improve family planning (FP) and maternal, newborn, and child health (MNCH) in host countries around the world. Jhpiego is seeking a Family Planning and Maternal Newborn Health/Quality Improvement (FPMNH/QI) Technical Advisor to provide technical and program support in the areas of family planning, maternal and newborn health, with a wide range of potential activities, including support of the implementation of high-quality technical approaches to family planning, MNH service delivery continuity; translation of global guidance into recommended health system actions; and critical review of current evidence and corresponding gaps in policy, guidelines, and action at country level. The FPMNH/QI Technical Advisor will also work to improve the quality of health service implementation at district and facility levels by aligning interventions with the Ministry of Health and Sanitation (MOHS), District Health Management team, and facility teams and collaborating with relevant local partners including Sierra Leone Midwives association, FOCUS 1000 and Health Alert, ensuring the institutionalization of quality assurance and quality improvement.

The COVID-19 pandemic exposed many weaknesses in health systems across the globe and raised important issues in health security. USAID has provided support to many countries through the COVID-19 Response Mechanism (C19RM), including Sierra Leone. Three key areas for ongoing support, which were identified by USAID, the Ministry of Health and Sanitation (MoHS), Global Fund, and other partners, are: a) Integrated Waste Management (IWM), b) Community Led Services Assessment, (CLSA), and c) Medical Oxygen Ecosystem (MOE).

Background

Jhpiego aims to contribute to Gavi’s goal of sustainably reaching missed communities with zero-dose and under-immunized children and will provide technical assistance to the Ministry of Health in the development and implementation of the Zero-dose identification phase that will feed into the EAF proposal development.

Pact is part of the consortium implementing the MOMENTUM Country and Global Leadership (MCGL) project, a five-year global funded USAID project to provide targeted Maternal Newborn Child Health, Family Planning and Reproductive Health (MNCH/FP/RH) and Technical and Capacity Development Assistance to countries to facilitate countries’ journeys to self-reliance.

Position Purpose

Pact seeks a long-term consultant to work closely with the MCGL team to coordinate and lead the implementation of Pact’s capacity development activities with local partners for the project in Sierra Leone. This includes support to local partners by using Pact’s approaches such as the Integrated Technical and Organizational Capacity Assessments (ITOCA), Organizational Performance Index (OPI) and others. Successful applicants will work closely with Pact and other consortium partners, and progressively manage tasks independently. Recruitment of a consultant for the development of a National Oil Palm Value Chain Policy and Implementation Plan

Project Background and justification:

The demand for palm oil globally remains strong and has the potential to increase despite current volatility in the sector. This sustained demand provides the opportunity for Africa to transform the agricultural sector into an engine for socio-economic development and growth. Oil palm has pioneered world-class palm plantation and processing business in Africa through an innovative joint venture with the states, the local and foreign partners.




While traditionally oil palm development has been centered on Asia, particularly in Malaysia and Indonesia, it is important to note that Africa, including Sierra Leone, offers a unique blend of available land, rural labour, and an existing market that is currently serviced through imports. These attributes are in contrast to other more established palm-growing centres where both land banks and availability of trained labour are constrained. Sierra Leone is both a potentially attractive supplier and a significant market for palm oil.

 

Vegetable oil consumption is increasing, of which about 75% is palm oil, and consumption is expected to grow. Already, there are very few businesses that process palm oil into vegetable oil in the country. Sierra Leone stands out as a unique opportunity for oil palm production, processing and marketing. For the country to maximize this potential, the Ministry of Agriculture in Sierra Leone is in the process of developing a National Oil Palm Value Chain Policy and Implementation Plan, and Act and Regulations that will guide the process of production, processing, and marketing.

 

. The policy, policy instruments, and strategic/implementation plan will provide the enabling environment for investment in the sector. It will also ensure that the government commits to providing a considerable amount of land (in most cases deforested lands) as a sustainable land bank to attract agricultural development. It will also provide the opportunity for public-private joint venture agreement with the government of Sierra Leone to develop the sector. Investors will be encouraged to plant recommended high yielding varieties, which upon reaching full production yield of up to 24 metric tonnes of fresh fruit bunches (FFB) per hectare and 5.2 metric tonnes of oil per hectare. The potential for the production of palm kernel oil and bio-energy from the palm kennel will also be exploited as well. Investors will also be encouraged to include palm oil mills and related assets in their investment portfolio. The policy, policy instrument, and implementation plan will make provision for research and development in the investment portfolio of investors to ensure sustainability in their business plans.

Mission Title Formulation of Oil Palm value chain policy that will provide the framework and strategic direction to govern and regulate the development of the oil palm industry in Sierra Leone.
Background Despite the huge potential for oil palm production/export, the oil palm sector is neither structured nor organised in Sierra Leone and there is little information and strategic orientation in the sector. In that regard, the formulation of the oil palm policy is a necessary step to enhance the oil palm value chain for a better competitiveness and increase of palm oil exportation. This could be done through a literature review, interviews and focus group discussions, consultation with public and private stakeholders and actors as well as independent development practitioners and NGOs.
 

Description of Tasks

 

Under the overall supervision of the Chief Agriculture Officer, the consultant will work in close cooperation with the Ministry of Agriculture (MoA). The expert shall consult through interviews and focus group discussions, PCU technical staffs (Crops and Tree crops Division), National Oil palm Platform Technical Working Group, Ministry of Trade and Industry (MTI), Produce Monitoring Board (PMB), Sierra Leone Standards Bureau (SLSB), Farmers, producer groups, processors, Private Sector, Civil society organizations and other interested parties that may be provided by MoA, to realize the following goals:

General tasks

–   Conduct a general assessment of the oil palm sector, from the perspective of government / MoA (as principal service provider), small scale tree crop farmers, NGOs and the private sector (including planting material and seedling suppliers, private nurseries, Oil palm traders, small processing enterprises, etc.) to identify policy deficiencies (the formulation of comprehensive and  policies being a necessary requirement for the  enhancement of the oil palm value chains, with respect to improved productivity, greater competitiveness and increased oil palm exports); through

⮚     a) In-depth and detailed review of available literature (reports, studies, draft policies etc.),

⮚     b) Interviews with MoA officials and focus group discussions with other stakeholders,

⮚     c) Contact non-state actors operating in the oil palm sectors, such as World Bank – Smallholder Commercialization and Agribusiness Development Project (SCADeP), Oil Palm technical Working Group and the private sector Goldtree Holdings Ltd, Socfin Agricultural Company, interviews with farmers / plantation owners at village level to better understand their individual situations.

–   This will be conducted through:

o  Elaboration of a detailed work plan and task methodology in concert with the National Oil Palm Technical Working Group and MoA-PCU technical staff.

o  Review of secondary data / literature (reports, surveys, studies in oil palm value chains, sector organization policies, master plans and strategic documents, varieties cultivated, intercropping management, agroforestry, improved harvesting /processing/storage methods, tree crops training and services, certification, trade and marketing), from Sierra Leone and from other (similar) African countries such as Nigeria, Côte d’Ivoire, Ghana, Tanzania, Benin, etc.

o  Preliminary interviews with key stakeholders in Freetown – MoA /Sierra Leone Agricultural Research Institute (SLARI), NGOs, private sector, farmers’ organisations, etc.) to collect all information related to oil palm sector regulation.

o  Design of an assessment guideline and questionnaire to conduct a quick field survey for the collection of data related to oil palm production, processing and trade.

o   Field mission to major oil palm production rural districts to conduct the survey and interview key stakeholders especially farmers (individuals, cooperatives, unions), opinion leaders and experts in the industry.

–       Collect and analyse existing and similar Policies in other African countries, and more specifically in Nigeria, Benin, Ghana and Ivory Coast, all being major producers of oil palm with advanced experience in the sector organisation. And according to findings and interviews, to revise and finalise policy documents adapted to Sierra Leone context and oriented on future development perspectives of the oil palm/ sectors.

–       Adjust and review the already existing drafted document for the Oil palm sectors providing not only an overview and analysis of the whole value chain but also a medium-long term master plan for the development of the Sierra Leone oil palm industry with clear strategic goals and objectives.

Specific tasks

–   Identify all policies and aspects of the regulatory framework that has an impact on the Oil palm within the agricultural sector and within other sectors.  This may include national, regional and international policies and legislation.

–   Conduct an analysis of the implications of the policies and regulatory framework on the tree crop sub-sector policy.

 

ii)                  Analyse existing relevant policy and legislative tools used at national and local levels to support the tree crops sub-sector

 

–       Examples of such tools would include guidelines for commercial farmers; mechanisms for promoting “agricultural tree crops,” newly approved cocoa, coffee, cashew policies, projects, environmental impact assessment, life cycle assessment, amongst others.

–       The analysis would also include considerations of marketing and land tenure-related policy and regulatory framework.

–       Identify where such tools have been successfully developed and used within other countries in the West Africa region, critically assessing potential opportunities for adapting and applying similar tools in Sierra Leone.

 

iii)                 Assess and analyse needs, and propose options

 

–   Assess and analyse existing improved nursery sites or gardens in relation to the availability of improved planting materials. How previous interventions contributed in upgrading the local dura variety by providing the required planting materials currently needed by the farmers.

–   Assess, analyse and provide options for integrating a tree crops policy into government policies including, as applicable, agricultural, development, conservation, land use, commercial farming and other key impacting policies.

–       Analyse operational and technical capacities at national and local levels, and identify gaps and capacity building needs – this would be also undertaken in light of the expected output of establishing a national cross-sector oil palm, Cocoa, Coffee, Cashew coordination mechanism at policy making level with a strong value chain analysis component.

–       Identify and assess priority areas and alternative strategies for institutional strengthening of relevant institutions (including extension services).

 

iv)                 Prepare technical report

 

–       Guided by the NMTDP, NSDAP-CAADP, Sustainable Development Goals (SDG) 1 & 2, prepare a technical report assessing the policy and regulatory framework; capacity needs and institutional strengthening requirements for a conducive oil palm policy environment; identification of appropriate tools for mainstreaming the oil palm into national policy.

v)                  Perform the following tasks:

 

⮚     Elaboration of a detailed work plan and task methodology.

⮚     Data collection (as noted above, through a document review, interviews – using an assessment guideline and questionnaire to conduct a quick field survey – and meetings, inclusive the convening of stakeholder workshops at district level.

⮚     Interpretation / analysis of data using standard and easy to use computer programmes (preferably operated with open-source software) and compilation and publication of a report containing a detailed / deep analysis of the current status of the oil palm sector with recommendations.

⮚     Organisation of validation workshops in the Eastern, Northern, Northwest, Southern regions and in the Western Area, to present major findings to MoA, MTI, MLHCP, NAO, SLARI, PMB, SLSB, and other interested parties and to agree on the proposed intervention strategy that will promote the sector.

⮚     Analysis of field study and validation workshop results and synthesis in a final report containing recommendations on a) potential tree cash crops diversification and intercropping options b) how to further promote the role of the private sector in value chain development.

⮚     Production of an abridged version of the validated policy document for roll-out.

⮚ Provide the post -policy implementation strategies in collaboration with the policy officers and Ministry of Agriculture (latter according to the principles of Results Based Management).

 

Operational Modalities The (possibly International) Senior Expert will work with another Senior Expert specialised in Oil Palm, and a National (Sierra Leonean) or regional Expert will join the Team. One National Expert will be also appointed by the MoA Crops Division. The status of this Expert will be subservient to that of the Expert and the National Expert / MoA representative will adhere to and will help to achieve the successful completion of the detailed work plan and task methodology mentioned in the “Description of Tasks” above.

The National Expert will be supported with travelling allowances / per diems, at accepted government rates, financed from MoA. The budget committed to the assignment will also include the cost of all field activities (excluding team transport) to be conducted by the Senior Expert in the discharge of his / her tasks. For example, the cost of district-level consultation workshops, printing of questionnaires and handouts, the cost of the validation workshop etc.

Expenses incurred in the implementation of the assignment will be managed together by MoA staff member, consistent with GoSL procedures and the TAT staff member will not, unreasonably, withhold financial support from the Senior Expert where the proposed expenses relate to the published and agreed work plan, task methodology and activity budget, which will have been submitted to the MoA for prior approval.

The Expert will work with but independent from the MoA to provide objective advice.

The mission chronology will comprise:

o  Elaboration of a detailed work plan and task methodology in concert with MoA and the TWG.

o  Review of literature / secondary data (reports, surveys, studies of the oil palm value chains, crop varieties cultivation trials, tree cash crops diversification proposals, intercropping trials, agro-forestry pilot activities, improved harvesting / storage / processing techniques, tree crop-related training needs, certification, analysis of trade and marketing constraints), from Sierra Leone and other (similar) African countries.

o  Preliminary interviews with key stakeholders in Freetown (MAF / SLARI, MTI, PMB, SLPMC, SLSB, SLIEPA, NGO service providers, private sector, farmers’ organisations, etc.).

o  Design of an assessment guideline and questionnaire to conduct a quick field survey (if required), for the collection of data related to production and trade.

o  Field mission to the 15 rural districts (all agricultural districts) to conduct the survey and interview key stakeholders, including farmers, traders and SLARI technical / research personnel.

Deliverables –       Brief Inception Report, comprising a work plan and methodology; data collection tools / sample questionnaire (as required).

–   Report on District-level consultative, stakeholder meetings in the 15 rural districts.

–   Draft report on the formulation of oil palm value chain policy that will provide the framework and strategic direction which will govern and regulate the development of the oil palm industry in Sierra Leone through a literature review, interviews and focus group discussions with stakeholders including public and private actors as well as development projects and NGOs. The report must contain chapters on the general and specific project background; objectives of the MoA and priority issues; findings with respect to key strategic aspects on the sector policies, pertinent actions plan and activities to promote the sectors, role of the private sector and conclusions and recommendations

–       PowerPoint presentation of key findings and recommendations.

–       Stakeholder validation workshop for oil Palm with the MoA, MTI, EU, NAO, PMB, SLSB, NGOs, Farmers, Processors, Refineries, SLPMC and other relevant parties in all 4 regions and the Western area.

Terms of Delivery of the Mission Report Six (6) printed and bound, hard copies each of the main policy and abridged policy and 1 electronic copy each of the main and abridged policy on a flash disk delivered to MoA, 2nd Floor, Youyi Building Freetown.
Position Title Non Key Experts: Policy and Legislation (Oil palm Specialist)
Job Profile Minimum qualification requirements:

●     Master’s or Doctoral degree (or equivalent) in Development planning, General Agriculture or related fields (e.g., agroforestry, agricultural economics, farm economics), or similar.

●     Minimum of 10 years’ experience in policy design, analysis, implementation or M&E of tree cash crops programmes (with a focus on oil palm), processing and value addition, trading, certification or cooperation with rural farmers / stakeholders, preferably in Africa;

●     At least five (5) years prior experience in management or monitoring oil palm programmes and / or familiarity with tree cash crop programmes in West Africa and in particular in Sierra Leone;

●       Solid experience of agricultural policy issues, planning and monitoring of projects / programs

●       Good knowledge of the value chain approaches and concepts, in particular that concerning the oil palm sector;

●     In depth knowledge of development programmes and policies in West Africa;

●     Existing knowledge of and experience in sustainable agriculture, agro-forestry, tree crops diversification, climate change adaptation and intercropping of tree / food crops;

●     Good analytic and report writing skills;

●     Professional knowledge of the English language with strong oral and written communication and presentation skills;

●     Knowledge of the country context (Sierra Leone) preferred;

●     Knowledge of local languages (Krio) is an asset.

Number of Days of Benefit for the Expert The duration of the mission is estimated to be at most 6 weeks, broken down into eight phases, as follows:
