GOAL has been engaged in implementing charity water funded project in rural communities in Gaura, Tunkia Dama,  Koya Noma Simbaru, Wandor and Gorama-mende chiefdoms in Kenema district since early 2018.

In line with Government of Sierra Leones Water and Sanitation policy, the National Rural Water Supply and Sanitation  Programme as well as the Sustainable Developmental Goals, GOAL is contributing towards government’s efforts of  increasing access to safe and sustainable water to the rural population of Kenema by refocusing its strategy which  seeks to strengthen its relationship and service delivery through a Public and Private Partnership approach. Overview of the role 

The WASH Engineer will be responsible for all hardware components of the WASH programme and other  infrastructural works for GOAL and provide technical backstopping to districts where GOAL WASH projects are  currently ongoing which include assessment, design, construction and operation and maintenance.

Main responsibilities 

  1. Project Management  
  • Develop and revise weekly and overall work plans for construction activities and oversee their delivery  to ensure timely completion of projects.
  • Build and maintain good relationships with representatives of relevant organizations, including  GVWC, DHMTs, Councils, other NGOs and community-based organizations
  • Propose solutions or improvements for better performance of the project
  • Improve the capacity of the GOAL WASH team in relevant aspects of WASH engineering

  1. Technical  
  • Carry out feasibility assessments for all potential WASH and other infrastructure projects and  document results, ensuring technical, management and financial aspects are considered.
  • Develop designs for any construction work including costed BOQs and ensure these are approved by  the relevant person before procurement is initiated.
  • Produce in electronic form, the technical designs for all infrastructures to be constructed.
  • Ensure that all infrastructure is designed and constructed following national guidelines and where  these don’t exist use relevant international guidelines.
  • Raise, all OQRFs for new projects using the present GOAL technical operational guidelines
  • Ensure that all contractors hired by GOAL for any construction work follow technical guidelines and  work is completed on time, and the quality meets standard.
  • Ensure that appropriate health and safety procedures for construction projects are followed at all  times by all people on site, including GOAL staff, partners and contractors.
  • Ensure sufficient quality for all equipment and materials used at site, for both constructions done  through contractors or done directly by GOAL
  • Collaborate with the software team in all project locations in ensuring that MoUs are designed and  signed by relevant stakeholders prior to start of any construction/rehabilitation work and handing over  certificate are issued to and signed by both GOAL representative and the beneficiaries
  • In collaboration with the software team, design and supervise operation and maintenance training for  WASH facilities constructed/rehabilitated to ensure the sustainability of the projects GOAL supports
  1. Reporting 
  • Work with the MEAL team, WASH PMs and other relevant staff to develop simple tools and  databases, and monitor progress on activities
  • Ensure all information is stored electronically with all files suitably named and saved in appropriate  locations that are easily accessible to relevant staff members.
  • Provide accurate and complete weekly reports on activities completed to the WASH PM
  1. Reporting and compliance  
  • Prepare and submit weekly reports, success and case stories on progress and challenges of the project. • Carry out any other duties and responsibilities as assigned by the Programme Manager. • Always comply with GOAL’s Child Protection Policy.

Requirements (Person Specification) 

Essential

  • Candidate must have a minimum of HND in Civil Engineering or related field of study • Have a minimum of two years working with reputable organization in similar or related  capacity
  • Have a minimum of 3 years working on WASH programmes with an International NGO or  related training or experience
  • Experience in working with relevant line ministries, district councils and other government  authorities
  • Excellent interpersonal communication skill
  • Excellent in working as a group
  • Computer skills with sound working knowledge on Microsoft Office and relevant engineering  and survey related software like AutoCAD EPANET, QGIS Google Earth and Mwater portal.
  •  Excellent organizational skills, ability to work on own initiative with an innovative approach • Able to communicate effectively and build strong relationships with people in many different  environments.
  • Able to work independently and act on own initiative.
  • Good negotiation and conflict resolution skills.
  • Strong experience on conducting/organizing workshops, trainings, or meetings.
  • Capable of producing reliable and timely reports and familiar with community research  methods.

Desirable

  • Ability to ride a motorbike on rough terrain or willingness to learn is an advantage
  •  Ability to speak one of the local languages spoken in Kenema District
  • Able and willing to travel in the field, including at short notice

Overview of the role 

The role of the VSLA Facilitator is to work on the VSLA group’s activities in the communities selected for the project.

The VSAL Facilitator will work closely with Community Banks, District council, and Water Directorate to facilitate  discussions with community members and to promote VSLA activities and stimulate groups to drive to the VSLA  sustainability.

The VSLA Facilitator will be responsible for VSLA interventions which are essential component of the project. She /He  will assist in the definition and set up of VSLA activities according to the GOAL proposal, log frame and work plan,  this will include

MAIN RESPONSIBILITIES 

  1. Coordinate all VSLA activities, Coaching supervising and monitor the village agents. 
  • Conduct awareness/sensitization on VSLA groups and activities among communities and local leaders  • Facilitate community vulnerability process in target communities to assess community basic planning  for the VSLA groups.
  • Facilitate the identification, formation and mobilization of local structures such as VSLA groups,  Financial Institution and marketing groups in the village and district.
  • Facilitate beneficiary identification in consultation with the communities and local leaders using set  critical for the VSLA membership.
  • Facilitate the identification of the village level VSLA agents to ensure community awareness and  ownership/ sustainability of VSLA approach.
  • Oversee and regularly monitor where the VSLA groups are conducting the share purchase, social  Contribution and borrowing and repayment of loans to ensure proper documentation/ recording of the  VSLA field cash box.
  • Identify technical capacity and challenges of beneficiaries and village agent face and skill/ knowledge  they have in VSLA business development, income generating activities other engaged parties in  target communities.
  • Coach, supervise and mentor the village agent for effective facilitation and support of the VSLA and  income generating activities.
  • Ensure that VSLAs social funds are available to those members who face acute stress to serve as  emergency resources and ensure timely availability of project matching goal.
  • Liaise with the SBCC manager and Financial Inclusion Officer for all decisions related to VSLA and  carry out any other duties as may be assigned by the Manager.
  1. Monitoring, Evaluation, Documentation, Reporting and compliance  
  • Develop work plan (weekly, monthly and quarterly report) to ensure effective implementation of the  VSLA related activities outlined in the project document
  • Track progress of the savings groups, VSLAs activities to see if targets set in the annual work plan are  achieved.

General Description of the Programme 

GOAL has been engaged in implementing charity water funded project in rural communities in Gaura, Tunkia Dama, Koya Noma Simbaru,  Wandor and Gorama-mende chiefdoms in Kenema district since early 2018.

In line with Government of Sierra Leones Water and Sanitation policy, the National Rural Water Supply and Sanitation Programme as well as  the Sustainable Developmental Goals, GOAL is contributing towards government’s efforts of increasing access to safe and sustainable water to  the rural population of Kenema by refocusing its strategy which seeks to strengthen its relationship and service delivery through a Public and  Private Partnership approach. Overview of the role 

The role of the Borehole Supervisor is to supervise the construction of boreholes by the contractors and to support the demand  creation approach being developed by the programme. This position will coordinate the work with the local community and the local leaders and government. The Borehole supervisor is ultimately responsible for ensuring the timely completion of high-quality borehole  construction in his/her designated operational area, and for regularly reporting progress and challenges to the WASH Engineer.

Main responsibilities 

  1. Coordinate monitor and supervise the drilling and construction of boreholes in communities, schools, and healthcare facilities.
  • Conduct on-site supervision of borehole construction in the assigned operational areas. Strictly monitor and  supervise all contractors hired for construction.
  • Develop action plans and supervision tools for the borehole construction in each community.
  • Track and monitor the supply of equipment and materials to the worksites, and monitor the functionality of all  equipment
  • Support the Engineer and Programme Manager with assessments, specifications and BOQs for new WASH works  • Support the WASH team with the demand creation approach (i.e., creating the platform that will allow  communities take the lead in water supply interventions and demand improved services, play the lead role in the  project to choose which facilities they want and how they want to manage them.)

  • Ensure compliance by the contractors to the National Standards for WASH infrastructure at the community,  SPHERE standards and other Standard Operating Procedures (SOPs).
  1. Formation and training of Water, school, and facility Management committees (WMC, SMC and FMC)
  • Guide community, schools, and healthcare facility on how to identify potential committee members
  • Help facilitate discussions and meetings with committee members and make visits to follow up on action plans • Receive and co-facilitate training of WMC SMC and FMC, including helping to organize training logistics  • Conduct regular follow up meeting with committee members
  • Liaise and collaborate with community leaders and other community agencies to gain local buy-in for the project  and facilitate local ownership of WASH infrastructure at the community level

Requirements (Person Specification) 

Essential

  • The candidate must have a minimum of technical diploma in Geology/Engineering or related field of study, or  third level city and guilds qualification
  • Have a minimum of two years working with reputable borehole drilling company or supervising borehole drilling  while working with another organization or institution
  • Have a minimum of two years working on WASH programmes with an International NGO or related training or  experience
  • Previous experience supervising the construction or rehabilitation of the any listed water point sources  (boreholes, hand dug wells and gravity fed system).
  • Ability to supervise contractors and ensure that standards and specifications are being followed • Experience working with local communities on infrastructure projects and involving community members at all  stages of a project

  • Ability to ride a motorbike on rough terrain or willingness to learn is an advantage

POSITION SUMMARY: 

Project HOPE seeks an HIV Consultant to support the GF-funded KP Program. In collaboration with other technical staff, the consultant will provide technical support in the implementation and expansion of integrated quality HIV services to key populations (KPs) at program supported drop-in centers (DICs).

 

S/he will provide strategic support, oversight, and technical assistance to the implementation of comprehensive HIV services including PrEP, differentiated HTS, care and treatment, STI, and viral load testing. S/he will work collaboratively with the various DICs supporting different KP typologies. S/he will contribute to the improvement of access and quality of HIV services including the optimization of HTS, referrals/linkages with HIV/AIDS care and treatment other services (including lab) and the implementation of QI approaches.

 

PRINCIPAL RESPONSIBILITIES:

 

Program Support:

  • Work in collaboration with the HIV team to implement and coordinate of HIV-related activities.
  • Support the development and distribution of educational materials on HIV prevention, treatment, and care.
  • Help with the organization and execution of workshops, training sessions, and community activities.

Data Management:

  • Support in collecting, entering, and managing data related to HIV services, including weekly and monthly performance data.

Duties:

The incumbent oversees, directs, and executes all administrative functions and responsibilities for the Medical Unit as assigned by the Direct Hire Foreign Service Medical Specialists (Regional Medical Officer (RMO), Regional Medical Officer Psychiatrist (RMOP), and Medical Provider (MP)). The job holder serves as a senior Public Health Specialist supporting Division of Global Health Protection activities for the implementation, coordination, monitoring and evaluation of assigned public health program activities and studies.
Job holder plays an essential role in developing annual program strategies, budgets, and drafts regular progress reports related to program activities. Job holder’s duties include technical support, advice and guidance, day-to-day program and administrative management and coordination and collaboration with colleagues of other agencies and public health entities that administer similar public health programs in Sierra Leone. Primary Responsibilities – We are looking for a procurement officer to lead the  organizations strategic sourcing (PO sourcing of medical and non-medical) and on all  purchasing activities related to the medical supplies. Ensuring that purchased items are cost efficient of high quality and supplied in a timely manner.

To be successful as a procurement officer you should have an analytical mind and keep up  with product and service trends. Ultimately, the procurement officer should be able to  negotiate well and ensure that all purchases comply with company standards. This role will  also lead on contract management whilst will taking a proactive role in supplier relations,  selection and monitoring.

Handling and making payments required for the running the operations of AWC. The position has a six month probation period.

 

Main Responsibilities and Duties: 

  • Working with department heads (particularly the Clinical heads and Pharmacist) to  ensure plans are made for the purchase of supplies, services and equipment required  for the smooth running of AWC’s activities.
  • Ensuring that all procurement – sourcing and acquiring is done in line with AWC’s  procurement policies and procedures.
  • Ensure that all procurement is done with competitive analysis, cost efficiency, quality  control and in a timely manner.
  • Lead and maintaining good supplier relations, ensuring that all routine suppliers have  contracts.
  • Maintaining and updating supplier information such as qualifications, delivery times,  product ranges, etc.
  • Researching and evaluating prospective suppliers in coordination with the  Procurement Lead.
  • Assist with overseas donors, Americares, Direct Relief, etc in their donations release  from customs. Work with clearing agent and relevant Government agencies in the  clearing and forwarding of supplies from overseas.
  • In coordination with the Procurement Lead, ensure items that require to be procured  outside of Sierra Leone are requested from the UK well in advance to allow time to  source and ship.

Minimum Qualifications: 

  • Diploma in Procurement Studies or Logistics Management.
  • A minimum of 3 years post qualification experience in a Procurement Officer role,  preferably in the medical field, including supplier relations and / or contract management.
  •  Experience of Microsoft office products (Word, Excel and Outlook).
  • Experience using QuickBooks.

  •  Prepare weekly maintenance schedules and allocate work as per forecasted workloads and against the rolling maintenance programme.
  • Coordinate and supervise daily cleaning and maintenance activities.
  • Oversee all repairs and ensure that work is completed on time.

  • Comply with all health and safety regulations and practices on site (assist in  management of Health and safety throughout the site).

  • Check/delegate/supervise – vehicle licenses, insurance documentation in the glove  compartment and display discs and report one month prior to the expiry date.
  •  Review maintenance and mileage log book regularly and report whenever there is  abnormalities
  • Mentor and develop the Deputy Maintenance Team Lead and other team members.
  •  Responsible for maintaining cleanliness of all AWC properties (i.e. generators, vehicles,  fuel station and garage area, drainages…etc)
  • Report any safety issues, accidents or maintenance requirements promptly to the  Operations Manager and Country Director. 
  • Make sure both the interior and exterior of AWC compound is clean and maintained at  all times.

  • Participate when necessary, in the cover of the driving of the emergency vehicle.

Position Overview

The Maintenance Coordinator for Kailahun District will effectively facilitate maintenance related activities for all PIH vehicles, including motorcycles , and generators, whiles ensuring standard operating procedure of PIH values and leadership expectations are upheld . Essential Duties and Responsibilities: Team Work Responsibilities

  •  S/he keeps record of lubricants or vehicle consumables that were purchased and stock to facilitate vehicle movements and generator operation and maintenance while looking out for more efficient ways to do things better, avoiding wastage of resources and knowing when to Say no.
  •  The Maintenance coordinator of Kailahun effectively facilitates fleet maintenance activities to sustain vehicle support for program activities. He understands how to balance slowing down to deliver quality services whiles still working with urgency.
  •  S/he randomly drives PIH vehicles and ascertain technical problems that the driver may have failed to report whiles seeking to continually improve his work.
  •  S/he support drivers in carrying out their daily vehicle inspection activities correctly and ensure checklists are completed based on genuine observations whiles proactively bringing forth solutions to problems.
  •  S/he reviews vehicle checklists that were completed by assigned drivers to verify the technical problem as highlighted and confirms whether the vehicle requires either maintenance or repair services respectively.

Position Overview

The Logistics Assistant will have responsibilities essential to the day to day operations of the Supply Chain Team, including coordinating customs clearance of international shipments, confirming receipt of items physically and in OpenBoxes, and preparing outgoing shipments. The Logistics Assistant must also ensure that we follow our standard operating procedures in a timely and efficient fashion and maintain consistent and organized records. Koidu Government hospital (KGH) is a Ministry of Health secondary/tertiary hospital located in Kono district supported by Partners In Health. The hospital services include all clinical services: OPD, Internal Medicine, Non communicable diseases clinic, HIV/TB clinic, Infectious diseases Unit for MDR TB, Emergency department for children and adults, Surgery, Anesthesia, RMNH, Pediatrics, Mental Health and supportive central services such as Laboratory, Microbiology lab, Radiology, Pharmacy, Biomedical department, Infection Prevention Control (IPC). All the departments are working to deliver the highest standards of care possible and to set a Hub for clinical training for the country for different cadres of health care workers (e.g. nurses, midwives, CHOs, Clinical officers, Physician assistants, Medical students, Junior medical officers, Laboratory technicians and Laboratory scientists).

Essential Duties and Responsibilities: General duties:

  •  To work as part of the KGH Clinical Team (Internal Medicine, Surgery, OB/GYN, Pediatrics ) , providing high quality clinical care services to the local and regional population in conjunction with other health workers working cohesively within the multidisciplinary team.
  •  Complete daily rounds on the correspondent ward (Internal Medicine, Surgery, OB/GYN, Pediatrics) with the senior staff and in a collaboration with the rest of the clinical team: nurses, CHOs, Clinical officers, SACHOs, etc.
  •  Manage clinical cases according to national and international clinical guidelines

REQUIREMENTS

3.) Logistics Assistant (x2)

Position: Logistics Assistant

Supervisor: Logistics Coordinator

Specific duties:

  • Provides logistical support for IRS activities, including spray operations, transport, and distribution of materials to operation site.
  • Assists in managing the inventory, storage and irreparable materials, under the direction of logistics coordinator
  • Works closely with district coordinator to ensure vehicles daily use sheet is completed accurately by drivers.
  • Ensuring regular follow up of the hired project vehicles in the filed plan for any requirement for programme activities in liaison with the district Coordinator and logistics Coordinator.
  • Oversee the collection of used insecticide sachets/bottles and PPEs and ensure sorting and storage at operation stores in collaboration with Environmental Compliance and safety Assistant.
  • Plan and organize daily and weekly projections of logistics needs and movement.
  • Ensure regular restocking of insecticides and other materials is done on time and before stock runs out.
  • Verify completeness, accuracy and authenticate the ledger books at the operations sites stores.

 

Required qualifications:

  • Diploma in Logistics and supply chain management or relevant field.
  • Work experience in inventory control and warehouse/store management is preferred.
  • Possess Basic Knowledge of MS Excel.
  • Must be knowledgeable about the safe handling of insecticides and adherence to basic environmental compliance guidelines.

5.) Site Manager (x23)

6.) IEC Supervisor (x28)

Specific duties:

  • Coordinate mobilization of all communities in the assigned Chiefdom to increase acceptance of IRS
  • Lead implementation of communication strategies in assigned chiefdom to ensure ALL community-level stakeholders ACCEPT IRS BEFORE the spray campaign
  • Coordinate IRS mass mobilization activities by working closely with the District Coordinator, site managers and community mobilizers in assigned operation sites ensuring coordinate their visits well
  • Liaise with community leadership, district council officials, and respective DHMTs for assistance with community mobilization and IRS sensitization efforts
  • Ensure mobilization and IEC activities are implemented as per the mobilization calendar and spray calendar
  • Manage and work closely with community mobilizers to ensure households in each community are fully prepared and accept IRS
  • Facilitate training, coordinate, and supervise activities of IEC assistant and Mobilizers and all other actors involved in mobilization within assigned chiefdom during the implementation of IRS.
  • Take photos of IRS mass mobilization activities daily
  • Submit daily progress reports on (mobilization activities, challenges experienced lessons learned, and successes) and submit to IEC coordinator and district coordinator
  • Ensure all operation sites are well branded with IRS banners and other IEC materials
  • Work with site manager and other field staff to orientate community mobilizers on their roles and responsibilities
  • Ensure community mobilizers have functioning megaphones to carry out their activities

Specific Duties:

  • Assist in promoting the IRS activities in the community,
  • Coordinating IEC public relation activities

  • Assist in organizing mobilization campaigns for IRS activities in collaboration with PHUs and local authorities

9.) Storekeeper (x23)

Position: Storekeeper

Number required: 14 Bo District & 9 Bombali District

Supervisor: Site Manager

Specific duties:

  • Keep and update stock cards, ledger book for each item in the operation site store
  • Stick barcode serial numbers on insecticide bottles/sachets and scan the barcode for each of the insecticide bottles or sachets you are giving out to the Team Leader,
  • Submit weekly situational report on the operation site store
  • Take care of the cleanliness and the good maintenance of the operation site store
  • Oversee daily store operations and maintain stocks according to prescribed inventory system
  • Ensure proper storage and identification of all IRS materials,
  • Keep track of receipts, records and withdrawals of all IRS materials in the operation site store
  • Ensure timely replenishment of needed supplies in consultation with the Logistics Assistant and Warehouse manager,
  • Collaborate with district coordinator and site manager in facilitating training programs for IRS spray operators, washers, pump cleaners and guards at operation site.

 

Required qualifications:

  • Diploma in Logistics and supply chain management or relevant field.
  • Work experience in inventory control and warehouse/store management is preferred.
  • Possess Basic Knowledge of MS Excel.
  • Must be knowledgeable about the safe handling of insecticides and adherence to basic environmental compliance guidelines.
  • Willingness and flexibility to work long hours
  • Ability to work under pressure with little or no supervision.
  • Being a resident of the assigned operation site is an added advantage.
  • Female Storekeepers MUST not be pregnant or lactating mothers during the spray campaign.
  • Must be both physically and medically fit with no history of chronic respiratory infection or allergic to insecticides.

Position: Team Leader

Supervisor: Site Manager

Specific duties:

  • Ensure every morning that their spray teams have all the necessary personal protection equipment and that it is in good working order
  • Checks the amount of insecticide in serialized sachets that each spray operator requires and ensures that he/she has all the necessary information and SOP forms required for the day’s work
  • At the of each day, he/she ensures that each spray operator properly and safely disposes of any remaining insecticide following the progressive rinse method, and that he/she thoroughly cleans his/her spray pump at a designated wash area
  • At the end of each day, report on insecticide use and ensure they are properly recorded on the SOP and TL forms
  • Supervise spray team using spray Quality checklist provided to ensure spray quality
  • Ensure that all spray operators comply with the best IRS practices
  • Ensure spraying is done according to environmental, health and safety standards
  • Allocates a number of structures to each spray operator upon arrival in a targeted village
  • While in the field, sensitize households on IRS procedures, its importance benefits and support household members during house preparation
  • Supervise attendance and performance SOPs
  • Review and verify SOP daily

 

 

Required qualifications:

  • Have experience working as CHW, resident in the catchment communities
  • Experience working as CHW Peer Supervisor will be an advantage

11.) Spray Operator (954)

Position: Spray Operator

Supervisor: Site Manager

Specific duties:

  • Each spray operator prepares his/her hand-compression sprayer for review and inspection by the spray team leader.
  • Ensure to always wear the full set of clean PPEs before beginning to mix insecticide, during the spraying.
  • Ensure to follow the household preparation procedures before spraying.
  • Ensure the correct mixing of the insecticide.
  • Ensure the correct application of the insecticide on the wall of the structure.
  • Fill in the spray operator form neatly and correctly with defined variables.
  • Ensure to mark the structure after spraying.
  • Comply with the Environmental Best Management Practices
  • Perform triple rinsing of equipment at the end of each day.
  • Laise with the storekeeper to handover all IRS materials and equipment each day from the field.

 

Required qualifications:

  • Minimum academic qualification of Basic Education Certificate Examination (B.E.C.E)
  • Have experience working as CHW, resident in the catchment communities
  • Have proven numeracy skills and be able to read and write in English
  • Be able to collect and record information accurately following instructions
  • Have experience completing data forms
  • Be strong, weigh above 50Kg and able to carry a 10kg load for 5 hours

Specific duties:

  • Assist the spray team to achieve spray targets by diagnosing common problems with the sprayer.
  • Identify the root causes.
  • Perform the correct steps to fix common pumps problems and demonstrate proper calibration.
  • Contribute to good environmental compliance practices by ensuring proper maintenance and quick repairs of sprayer Pumps.

Required Qualification:

  • Excellent interpersonal communications and knowledge of Mende and Temne is compulsory.
  • Demonstrated knowledge of testing and calibrating the spray pump
  • Installation of Control Flow Valve and ability check the nozzle and the screen filters to ensure they are not clogged.

The incumbent reports directly to the HVAC/Cooling Systems Foreman. The position holder is employed as a Heating, Ventilation, and Air Conditioning (HVAC) Technician to accomplish skilled maintenance and repair work at the journeyman HVAC technician level, to International Building Code (IBC) standards, throughout all facilities on the Embassy Compound to include office buildings, out buildings, ancillary structures, and residential owned/leased properties.

Qualifications and Evaluations

Requirements:
EXPERIENCE: A minimum of three (3) years of journey-level experience in the installation, operations, repair and maintenance of commercial or industrial HVAC/mechanical refrigeration systems.
Minimum of 3 years’ work experience operating, maintaining, or repairing 100-ton chillers or larger, and large air-handling units is required. Work experience must demonstrate a progression of increased responsibility working on complex sophisticated equipment and components,including operation and maintenance, and troubleshooting.
JOB KNOWLEDGE:  The incumbent must have superior knowledge, exceptional technical skills, and a thorough understanding of heating, ventilation, and air-conditioning (HVAC) systems with an in-depth understanding of thermodynamics and how they apply to HVAC theories and principles. Must be well-versed in HVAC controls including motor starters, thermostats, humidistats, variable frequency drive (VFD) motors and controllers, motorized and gravity dampers, and building automation systems and sensors. Must have a thorough understanding of US or IBC standards, mechanical / ASHRAE standards, indoor air quality standards, building pressurization, ductwork sizing and air flow principles, and fire and life safety codes.
Education Requirements:
Completion of secondary school required. Successful completion of vocational training from an accredited institute recognized as producing journeyman level technicians with specialization in the HVAC field is required. The Incumbent will have completed a course of study covering the principles of air conditioning, heating, and ventilation (HVAC), system design, system maintenance and troubleshooting, the various types of Freon and their uses, building pressurization, indoor air quality, and other specialized applications is required.
Evaluations:
LANGUAGE: LANGUAGE:  Good working knowledge in Written/Speaking/Reading English is required. In order to translate local technical information, contract documents, and correspondences from the local language into English for the Supervising Building Engineer and the Senior/Deputy Facility Manager. Good knowledge in Speaking/Reading Krio is required. In order to communicate with local contractors and other LE Staff. This may be tested.

Performs Labor/Custodian Warehouse duties: Sweeps walkway, restrooms; removing refuse and debris from ground, working area and rest roomsPerforms unskilled manual labor tasks that has to do with moving furniture, lifting, carrying and moving other light to heavy objects from place to place;

Cuts grass and water lawns in immediate vicinity of Embassy and residences. Using hand trucks, wheelbarrows, shovels, brooms or simple hand tools, cleans driveways leading to the embassy and residences;

Requirements:
EXPERIENCE:  Six months Laborer experience.
