We are seeking for a highly skilled and experienced Health Advisor to join our team to provide expert guidance and support to the project “Health Systems Strengthening and Epidemic Prevention in Sierra Leone III” in the field of human resources for health, focus area 1.

 

The project is commissioned by the Federal Ministry for Economic Development and Cooperation and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It aims to support the Government of Sierra Leone to better align the health system with the gender-specific health needs of the population focusing on the districts Kailahun, Kambia, and Pujehun. To do so it works in 4 focus areas:

 

Focus area 1 provides technical and process advice to the district health management teams in the respective districts on institutionalised, gender-sensitive surveys of training needs for health personnel (e.g. via iHRIS Train), and on the development of annual gender-responsive training plans at district level, as well as processing of learning experiences for the development of a national training plan and a national rural retention strategy. Additionally, focus area 1 aims to strengthen selected competences of service providers in the health sector in Kailahun, Kambia and Pujehun in a gender-sensitive manner. In line with the needs identified, healthcare providers will be trained in areas of obstetric and neonatal emergency care, digital health, as well as pandemic prevention and One Health. Furthermore, the development of a gender policy, including a policy against sexual harassment in the workplace, will be supported with the involvement of the relevant departments of the Ministry of Health as well as specialists and managers at various levels.

 

The second focus aims to improve emergency maternal and neonatal care by ensuring staff have necessary skills, guidelines are followed, referral systems are in place, and equipment and infrastructure are available.

 

The thirst focus area to improve the quality of health facility through the means of integrated supportive supervision visits and the promotion of community participation and transparency in health service planning and management.

 

Finally, the last focus seeks to strengthen epidemic prevention and response by engaging all One Health actors and ensuring continuous disease surveillance and control.

 

Responsibilities:

  • Development and execution of work plans/activities for focus area 1 in in close collaboration with the GIZ Project Director, the project team, Ministry of Health of Sierra Leone, multi-stakeholder partners and other important actors in accordance with GIZ programme outlines
  • Support the development of concept notes for focus area 1, together with partners, and support the implementation of them
  • Knowledge and innovation management and dissemination of information to target groups, inclusive of workshops, seminars etc.
  • Support to results-based monitoring of the project
  • Reporting about the status-qua of the implementation and other reports required by GIZ
  • Support to processing of enquiries of the commissioner of the project or other relevant Stakeholders
  • Preparation and facilitation of presentations as needed
  • Facilitate logistical arrangements as the need may arise

 

Tasks:

You will provide technical and process advice to the first focus area in close collaboration with the GIZ Project Director, the project team, selected directorates of the Ministry of Health, the district health management team (DHMTs) in Kailahun, Kambia and Pujehun and other selected partners. This entails technical and process advice

  • to the district health management teams regarding an institutionalized, gender-sensitive survey of training needs for health personnel, and for the development of annual gender-responsive training plans at district level, as well as processing the learning experiences for the development of a national training plan and a national Rural Retention Strategy.
  • to strengthen digital competencies of health service providers at national and district level as part of the Sierra Leonean Digital Roadmap.
  • to the DHMTs on professional group-specific training on women-centred obstetric and neonatal emergency care (EmONC).
  • to the DHMTs as well as technical and managerial staff of the Ministry of Agriculture and Environment at district level regarding occupational group-specific training on epidemic prevention with a One Health approach and
  • toward the development and implementation of a gender policy, including the policy against sexual harassment at the workplace for the health sector

 

Extensive travel to the project regions (Kambia, Kailahun and Pujehun) of up to 70% of the total working time is required. 

Qualifications:

  • University degree (bachelor’s, master’s/doctoral degree or equivalent) in public health, medicine, or nursing/midwifery
  • Solid knowledge of human resources for health.

 

Professional Experience:

  • At least five years’ professional experience in a similar position.
  • Very good knowledge of health service delivery and human resources for health in Sierra Leone.
  • Proficient in HRIS (Integrated Human Resource Information System) software
  • Knowledge of key stakeholders and government institutions in charge of human resources for health.
  • Experience in working with DHMTs.

Other knowledge/skills:

  • Excellent management and organizational skills and the ability to work independently
  • Experienced in information and communication technologies and computer applications (such as MS Office)
  • Excellent in English, both orally and in writing

Overview

The Energizing Development Programme Sierra Leone (hereinafter EnDev) is an energy programme with the objective of increasing access to affordable modern energy services. It is a global initiative in more than 20 countries that GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Donor countries are Germany, the Netherlands, Norway, and Switzerland. EnDev has been active in Sierra Leone since more than 10 years, cooperating with government institutions, national and local non-governmental organization, donors, and the private sector.

 

In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems b) access to modern cooking systems through energy-efficient cookstoves, sustainable biomass production to avoid deforestation including efficient charcoal production. Moreover, the project has recently been commissioned to implement the “Transformational Energy Use for Sierra Leone – phase 1” (TEUSL-1) on behalf of the European Union and the German BMZ ministry. That project activity has a distinct focus on productive use of (renewable) energy (PUE).

The present position will support the implementation of the TEUSL-project and will be based in the soon to be established regional EnDev office in Kenema.

 

Responsibilities:

Overview

The Energizing Development Programme Sierra Leone (hereinafter EnDev) is an energy programme with the objective of increasing access to affordable modern energy services. It is a global initiative in more than 20 countries that GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Donor countries are Germany, the Netherlands, Norway, and Switzerland. EnDev has been active in Sierra Leone since more than 10 years, cooperating with government institutions, national and local non-governmental organization, donors, and the private sector.

 

In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems b) access to modern cooking systems through energy-efficient cookstoves, sustainable biomass production to avoid deforestation including efficient charcoal production. Moreover, the project has recently been commissioned to implement the “Transformational Energy Use for Sierra Leone – phase 1” (TEUSL-1) on behalf of the European Union and the German BMZ ministry. The present position will support the implementation of the TEUSL project and will be based in the soon to be established regional EnDev office in Kenema.

KEY ROLES AND RESPONSIBILITIES :

Transport people and equipment under good security conditions:

Activities: 

  • When transporting ACTION AGAINST HUNGER employees, respect the country’s circulation rules and follow the logistician’s planning and instructions;
  • In case of an accident, immediately get in touch with the closest police station and duly inform the logistics department;
  • Follow the instructions of the manufacturer and the ACTION AGAINST HUNGER rules when using the vehicle;
  • Keep all personal documents as well as those of the vehicle with you and check that they are valid.
  • Contact other organisations and road users to know road conditions before plying the route.
  • Make sure items on board are safe and properly packed in the Vehicle before leaving.

Ensure maintenance of the vehicle:

Activities:

  • Solve minor technical problems;
  • Inform the logistics department of any major repairs to be carried out;
  • Carry out daily checks before starting up the motor;
  • Keep the vehicle clean;
  • Ensure radio or mobile phone communications at all time;
  • Note down fuel consumption in the record book in the morning and at the end of the day as well as any information concerning the maintenance of the vehicle;
  • Check the security boots.
  • Always inform the Logistics Department when the service time is coming nearer.

Prepare Departures to the field:

Activities:

  • Inspect and prepare the vehicle the day before departure so as to be on time;
  • Prepare additional equipment to be brought along according to needs (fuel, stickers, flags, tools, medical kit, spare tyres fire extinguisher)
  • Communicate with the Logistics Department either by radio or by phone, to give information about your current location as you go to your intended destination.

BACKGROUND

The Child Health and Mortality Prevention Surveillance (CHAMPS) network aims to determine and track the causes of under-five mortality and stillbirths through epidemiologic surveillance, including reporting within 24 hours, clinical sampling, and use of advanced laboratory testing and diagnostics across a network of international sites. The areas selected for CHAMPS in Sierra Leone is Bombali Sebora and Bombali Siari chiefdoms in Bombali district (population 606,544), and Tikonko and Kakua chiefdoms in Bo district. The site area in Bombali has a population of 161,383 and is mostly urban, including the city of Makeni (population 125,970).

CHAMPS employs the Minimal Invasive Tissue Sampling (MITS) procedure for post-mortem diagnosis. MITS was developed to reduce the uncertainty regarding causes of death. The data collected from the CHAMPS Sierra Leone site will be added to that collected from other sites and will help reduce child deaths in lower- and middle-income countries (LMIC) by providing detailed evidence on the cause of death to influence policy of funders and stakeholders.

The Driver operates and maintains project vehicles to meet the transportation needs of Crown Agents and CHAMPS Project. S/he will provide secure and timely driving services using Crown Agents or CHAMPS vehicles to transport staff, supplies, beneficiaries, samples, and equipment for CHAMPS activities as well as maintaining vehicle safety and cleanliness.

CHAMPS Driver (Based in Makeni – One Position)

This is a 12 months’ position and will be based in Makeni and will report to the Logistics & Operations Manager.

As a driver, you are expected to drive in a safe manner in compliance with all Crown Agents policies and procedures and obeying all local road Traffic Acts; You will ensure that passengers are driven to and from their destination in a safe manner; You will ensure that loads are secured, transported safely and meet with vehicle capacity; You are responsible for vehicle safety and will ensure that the vehicle is parked safely at all times.  If necessary stay with vehicle when parked; You will carry out daily and weekly maintenance checks on vehicles as well as check that vehicles have the standard accessories present i.e. Fire Extinguisher; First Aid kit; Wheel brace, Jack, Basic tools and Spare wheel); You will maintain a clean, tidy and roadworthy condition vehicles; You will ensure that the vehicle movement board is completed before any journey commences; You will fill out the Vehicle Log Book and have it signed for each journey.

Requirements.

Completion of Secondary School is highly desirable. At least five-year prior experience in official or commercial driving.

Thorough knowledge of local traffic laws and traffic patterns. Must be able to monitor and do minor maintenance and check on vehicles. A valid Sierra Leone Driver’s License is required. Must be able to fill logbook and make basic reports as may be required. The ability to communicate in basic English is desirable, excellent driving record and experience in traveling through the base location and other key areas of the country. Previous work experience on a development project is desirable.
