International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Moyamba Field Office and Liberia Country Office.

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as a Driver to transport people and equipment safely, and to ensure the maintenance of the vehicle under his responsibility

KEY ROLES AND RESPONSIBILITIES :

Transport people and equipment under good security conditions:

Activities:

When transporting ACTION AGAINST HUNGER employees, respect the country’s circulation rules and follow the logistician’s planning and instructions;
In case of an accident, immediately get in touch with the closest police station and duly inform the logistics department;
Follow the instructions of the manufacturer and the ACTION AGAINST HUNGER rules when using the vehicle;
Keep all personal documents as well as those of the vehicle with you and check that they are valid.
Contact other organizations and road users to know road conditions before plying the route.
Make sure items on board are safe and properly packed in the Vehicle before leaving.

Ensure maintenance of the vehicle:

Activities:

Solve minor technical problems;
Inform the logistics department of any major repairs to be carried out;
Carry out daily checks before starting up the motor;
Keep the vehicle clean;
Ensure radio or mobile phone communications at all time;
Note down fuel consumption in the record book in the morning and at the end of the day as well as any information concerning the maintenance of the vehicle;
Check the security boots.
Always inform the Logistics Department when the service time is coming nearer.

Prepare Departures to the field:

Activities:

Inspect and prepare the vehicle the day before departure so as to be on time;
Prepare additional equipment to be brought along according to needs (fuel, stickers, flags, tools, medical kit, spare tyres fire extinguisher)
Communicate with the Logistics Department either by radio or by phone, to give information about your current location as you go to your intended destination.

Gender Action

Activities:

Works with field teams to ensure access and participation of women, men, girls and boys at risk to Action Against Hunger’s response, recovery and rehabilitation work.
Supports local stakeholders in organizing and carrying out advocacy and campaign for greater gender equality and equity in social protection programmes.
Engages with State and local Women’s rights organizations and mobilize collective voice around gender discrimination in the post conflict setting.
Proactively represent Action Against Hunger and participate in Gender and protection working

Job Summary

Under the supervision of the Finance and Administrative Officer (FAO), the Logistics Assistant is tasked with managing the motor vehicles, assets and mails of the organization.

The position’s main responsibilities and tasks are:

Vehicle management

  • Routinely oversee the Vehicle’s mechanical conditions and servicing periods;
  • Responsible for the management of the motor vehicle Log Book;
  • Coordinate with suppliers for car maintenance and refueling;
  • Drive AISPO staff within Sierra Leone and the inner country for professional purpose.
  • Responsible to communicate expiring of insurance, road license,
  • Will support some project’s activities (participation in blood collection, drive M&E NSBS staff in their field visits, etc.)

 

Office routine supports 

  • Provide logistical support to Freetown based activities; generator running, water pumps and parking.
  • Development of staff transport plans for field activities (identifying the service providers, contracting, security checks etc.);

  • Ensure security & safety of assets and staff within and outside Sierra Leone

Job Requirements 

– Secondary education/ Certificate/ diploma

– Minimum of 12/15 years of experience in driving, including at least 1 year in a similar role preferably with an INGO

Job Summary

 

The Finance and Administration Assistant (FAA) contributes to the work of finance and administration department of Italian Association for Solidarity Among People (AISPO). The Position holder is responsible for the overall financial planning, financial monitoring and reporting, maintaining financial, administrative services and support operations of the organization in Makeni. In addition, the FAA oversees the general administration of AISPO Makeni office; ensures compliance to finance policies and procedures, supports capacity building of other staff on all matters of finance and administration of AISPO. The FAA shall align financial management and reporting to established international standards, policies and protocol in compliance with AISPO Finance and Administration guidelines. The position reports to the Finance and Administration Officer (FAO), in close collaboration with Programs Coordinator and Coordinates externally with the NRA/Banks/ Immigration/NSBS Program, etc in Sierra Leone. The FAA will base in AISPO Office in Makeni and maybe required to travel to Freetown and other towns in the country whenever need arises.

 

 

Roles and key responsibilities :

1.1. Financial Planning and Management 

  • Compiles quarterly projections of expenditure and cash flow for the organisation and running projects to ensure that sufficient funds are available for project activities according to established procedures
  • Maintains an accurate database of project funding, including contracts, project budgets and donor-specific procedures and regulations

 

 

1.2. Monitoring and managing expenditures

  • Ensures that all expenditures are made in accordance with established procedures, standards and requirements including verification of supporting documents
  • Ensures that expenditure posted is correct, and is assigned to the correct project code, fund/grant and account codes, and where problems are found ensures that these are resolved with the appropriate staff
  • Prepares and submits payment to relevant bodies like utilities companies, NRA and familiar with NRA systems
  • Ensures complete accounting records are maintained including vouchers, authorizations and reconciliations, in both paper and electronic records.
  • Supervises regular petty cash counts out on a weekly basis
  • Ensures proper tracking of project activities advances to staff, ensuring that advances are accounted for in a timely and quality manner according to AISPO procedures, and that an accurate balance sheet is kept of each staff member’s outstanding advances.

 

 

1.3. Reporting

  • Ensures efficient financial monitoring and reporting (including monitoring expenses and revenues, reviewing and upgrading existing procedures, ensuring production of appropriate financial reports for internal and external clients)
  • Prepares and submit accounting and reporting on all project expenditures according to AISPO established procedures and deadlines to FAO.
  • In consultation with the FAO and the Project Coordinator, ensures communication, reporting and administrative/compliancy requirements of HQ are met. (Mastrino, scanning)





1.4. Staff Administration

  • Supports FAO in the evaluations of current staff levels and competence and assist in training and recruiting of new staff.
  • Monitors leave taken by staff, ensure all leave is approved by supervisors and track leave taken by each staff on an annual basis.
  • Oversees staff administration and logistics (Driving, ridding permits, mileage log, Perdiems and travel scheduled)

 

 

1.5. General administration and logistics

  • Oversees the management of sub offices including payment of rent, procurement of office supplies, furniture and equipment, security arrangements, and supervision of maintenance and cleaning
  • Oversees management of the project vehicle (registration, insurance, repairs and maintenance, and trip scheduling); ensure that vehicles are used according to AISPO vehicle regulations, and that fuel use is properly monitored
  • Maintain and update all AISPO inventories and assets;
  • Reports to the FAO on the Status of Assets (i.e. needs for servicing, damaged and obsolete)
  • Assist the international expertise in orienting and processing their work as schedules according to their need

 

 

1.7. Capacity Building

  • Promotes the relevance of the Finance and Administration policies to the programs and departments.
  • Trains and builds capacity of all staff in matters of Finance and Administration procedures for easier administration.
  • Participating in project activities (Prepare Report, doc. for training, act as a bridge to facilitate project activities between expert and local partner)





Job Requirements :

  • A University degree in Commerce, Statistics, Economics or related field is required. Masters is an added advantage.
  • At least 4 years work experience in managing budgets and the corresponding International NGO’s acceptable reporting formats.
  • Strong experience in existing and applicable laws and statutory obligations of Sierra Leone

Opportunity:

CARE Sierra Leone is seeking experienced three (3) Drivers for its SHE project that drives safely, obey the traffic laws, and respect the right of other drivers. Not only should you concentrate on your own driving, but you should also be well aware of the other vehicles around you. Driving safely also includes how and where you park your car.

 

 

The key responsibilities of the Drivers are:

  • iTo drive in a safe manner complying with all CARE Sierra Leone’s regulations and obeying all local Road Traffic Acts.
  • Carry out daily and weekly checks on assigned vehicle.
  • Always check the vehicle movement board to know Programme assigned before any journey commences and clean the board on arrival back at base.
  • Keep assigned vehicles free from damage, in acceptable condition, and consistently clean. The Driver must ensure that the vehicle is in a proper and safe condition prior to use and accept responsibility to report any damage or mechanical malfunctions that exist.
  • Be willing and able to work on-call 24 hours a day, 7 days a week.
  • Accurately complete the Vehicle Log Book and have it signed for each journey.
  • Record the number of kilometers covered, and also fuel consumption.
  • Report any damage, mechanical faults or mishaps that occur to the vehicle.
  • Ensure that passengers are driven to and from their destination in a safe manner.
  • Comply fully with CARE Sierra Leone procedures on the reporting of accidents involving CARE Sierra Leone vehicles.

1. Ensures provision of reliable and secure driving services by; 

  • Driving office vehicles for the transport of authorized personnel and delivery and collection of mail, documents and other items and;
  • Meeting official personnel and visitors at the airport, visa and customs formalities arrangement when required;

  • Picking up VIPs from the airport and driving them to their hotels or other destinations, delivering visa letters to embassies, etc.;

JOB PURPOSE

To provide efficient and safe transportation of authorized personnel and/or commodities.

KEY ACCOUNTABILITIES (not all-inclusive)

  •  Provide transportation of authorized personnel including translation of basic conversations from/to the local language, and/or delivery of various items/commodities following authorized routing and UN safety and security rules and regulations to ensure safe and efficient services.
  •  Meet official personnel and visitors at the airport or other entry points and provide basic assistance with visa and customs formalities to facilitate smooth and safe entry and arrival to the authorised destinations.
  •  Responsible for accurate maintenance of the vehicle log books, and daily reporting to the supervisor on mechanical status, to ensure efficient vehicle use and fuel consumption supporting accurate accounting and cost-efficiency.
  •  Responsible that the assigned vehicle is kept clean and in a good condition including all equipment, the maintenance is done on time, vehicle is fully equipped with required travel authorisations and supplies, and any mechanical issues are reported to the supervisor to ensure safe and efficient services.
  • Follow established rules and regulations for field deliveries and/or in cases of an accident, and report immediately to the supervisor on any apparent problems, to seek for instructions and facilitate informative decisions on the way forward.
  •  Outside driving duties, perform basic office related tasks such as filing, photocopying and maintaining stores when required including delivery/collection of various items, mailing service and payment of office telephone and other bills to ensure administrative support to clients.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Formal drivers training with a valid driver’s license/certification to operate assigned vehicle following local rules and regulations. Experience: Two or more years of work experience as a Driver, preferably in an international organization, embassy or UN system with a demonstrated safe driving record. Experience in driving a variety of makes and models of vehicles, including vans, trucks and other kinds of motorised vehicles. Experience in defensive driving is desirable. Knowledge & Skills:




    •  Knowledge of driving rules and regulations, chauffeur protocol and courtesies, local roads/waterways and conditions, and security issues.
    •  Knowledge of the vehicle loading capacity and other parameters.
    •  Knowledge of driving/boat operating rules and regulations whichever applicable.
    •  Knowledge of safety standards and safety equipment (e.g. fire extinguishers, buoyant wearable safety devices, etc.).

1.) Driver

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as a driver, to transport safely people and equipment, and to ensure the maintenance of the vehicle under his responsibility

KEY ROLES AND RESPONSIBILITIES :

Transport people and equipment under good security conditions:

Activities:

When transporting ACTION AGAINST HUNGER employees, respect the country’s circulation rules and follow the logistician’s planning and instructions;
In case of an accident, immediately get in touch with the closest police station and duly inform the logistics department;
Follow the instructions of the manufacturer and the ACTION AGAINST HUNGER rules when using the vehicle;
Keep all personal documents as well as those of the vehicle with you and check that they are valid.
Contact other organizations and road users to know road conditions before plying the route.
Make sure items on board are safe and properly packed in the Vehicle before leaving.

Ensure maintenance of the vehicle:

Activities:

Solve minor technical problems;
Inform the logistics department of any major repairs to be carried out;
Carry out daily checks before starting up the motor;
Keep the vehicle clean;
Ensure radio or mobile phone communications at all time;
Note down fuel consumption in the record book in the morning and at the end of the day as well as any information concerning the maintenance of the vehicle;
Check the security boots.
Always inform the Logistics Department when the service time is coming nearer.

Prepare Departures to the field:

Activities:

Inspect and prepare the vehicle the day before departure so as to be on time;
Prepare additional equipment to be brought along according to needs (fuel, stickers, flags, tools, medical kit, spare tyres fire extinguisher)
Communicate with the Logistics Department either by radio or by phone, to give information about your current location as you go to your intended destination.

Summary of the position:

This role will support staff movement for various project activities across districts in Sierra Leone and contribute to Plan International Sierra Leone’s adherence to Sierra Leone’s driving rules and regulations.

Key Responsibilities

1. Keep documents related to the car up to date

  • Maintain a file wherein the registration document, licensing evidence and insurance papers are kept for reference
  • 3 months before expiration of insurance and license, alert Supervisor and follow up until timely renewal
  • Print and keep in the vehicle folder invoices of all works completed on it
  • In case of accident, inform the supervisor by phone and comply with any national requirement
  • Within 24 hours following an accident, prepare for supervisor’s review a report that informs on the circumstances of the accident, the witnesses, the time and place where the accident has taken place.

2. Apply Plan International Sierra Leone’s rules regarding fueling and reporting

  • Use the TOM card related to the assigned car to fuel it
  • Alert supervisor after 70% of the amount of the TOM card is used and trigger the replenishment process
  • Complete the car logbook and submit it every Monday morning to supervisor for review
  • Make sure the column related to the project to charge costs to on the mileage recording form is well filled in
  • Prepare for supervisor’s review every Monday morning the breakdown of km run per project for the week before.

  • Conduct customary daily verification on the car: oils, water, lights;
  • Keep the car in a constant neat state
  • Share with the in-house mechanic any observed abnormal situation

  • Make sure the car goes for servicing every 5,000 miles
  • Follow up with external partner garage on any reparation to ensure the required work is conducted in the respect of quality standards.

Welbodi Partnership is a UK-registered charity working to reduce maternal and child mortality and  morbidity in Sierra Leone. Since 2008, Welbodi Partnership has worked in partnership with hospital  management, health facility staff, and the Ministry of Health and Sanitation to improve maternal and  child health outcomes in the Western Area of Sierra Leone. We do this through a range of health system  strengthening activities, staff training, hospital improvement projects, and community engagement.

Our vision is that all women and children in Sierra Leone will have access to effective essential  healthcare services characterised by respect and dignity for all, including patients, communities and  staff. Our mission is to build the capacity of the health system in Sierra Leone to reduce the number of  women and children who are sick, suffer, or die unnecessarily. The position is under the supervision of the Logistics Officer and is responsible to transport the WP  personnel and materials while maintaining the integrity of the fleet. This function supports all  programmes and is essential to the implementation of operations in Sierra Leone. The driver is  responsible for the security of the vehicle and staff on board during each movement and should  therefore maintain a constant communication with the WP office as required for security reasons.

SPECIFIC RESPONSIBILITIES: 

∙ The driver must follow all WP rules governing the utilization of the vehicles. ∙ The driver must follow applicable Sierra Leonean traffic law.

∙ The driver must remind WP rules to all passengers (seat belt, no smoking, no alcohol and  adherence to hand hygiene and social distancing measures in line with WP’s COVID-19  policy).

∙ The driver must be in possession of a valid driver’s license at all times.

∙ The driver must inspect their vehicle prior to each departure and report any damage to  the vehicle or any missing equipment.





∙ The driver must clean outside and inside of the vehicle when instructed to do so by the  Logistics Officer or if it is quite obvious that the vehicle is in need of cleaning, and at the  end of every trip, the driver will clean out all rubbish from the inside of the vehicle, and  wipe down any spillage stains etc.

∙ The driver must check that all the documents (vehicle license and insurance) are in date  and in the vehicle, notifying the Operations team in advance, when renewal is needed. ∙ The driver must refuel the vehicle when the tank is half empty.

∙ The driver must fill for each trip, short or long, the vehicle log sheet.

∙ The driver must check for any security notice for the area where he/she intends to travel  before departure.

∙ All vehicle log sheet must be presented weekly on an assigned day to the Logistics Officer  and Operations Manager.

∙ The driver must comply with all security directives issued by the security department for  the area where he/she is traveling, ensuring that the vehicle is secured at all times  (appropriately parked, locked etc.).

∙ The driver must return the keys to the guards at the end of each shift for safe keeping in  the box provided for this.

∙ The driver must fill a written report for any accident or incident in which he/she is  involved.

∙ Travel between cities is not permitted after dark.

∙ Performs other miscellaneous duties at the request of the Logistics Officer. ∙ The driver should ensure that the vehicle is not used for any purposes not relating to WP  work without the knowledge of the Country Director.

QUALIFICATIONS

Experience: 3-4 years working experience in a humanitarian setting as a driver and experience in  the use of HF and VHF radios communication.

Skills and Abilities: Must be a good team player and troubleshooter, good communication skills  both written and verbal. Must know how to operate HF and VHF radios. Must be physically fit.

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1990 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and operating under a single management structure until December 2021. In 2022, the two missions approach on a transitional process and will continue up to 2023. Until this time, the both missions will share human resources with priorities focus. The coordination office for Sierra Leone Mission is located in Freetown, overseeing the operations in Moyamba Field Office and the Liberia Country Office is located in Monrovia overseeing the operations in Nimba Field Office. We are a small team that aims to grow fast.





Action Against Hunger is recruiting a suitably qualified Sierra Leonean national for the position of Driver to transport people and equipment safely, and to ensure the maintenance of the vehicle under his/her responsibility.

KEY ROLES AND RESPONSIBILITIES :

Transport people and equipment under good security conditions:

Some of the key tasks will be:

  • He/ she will transport ACF employees, respect the country’s circulation rules and follow the logistician’s planning and instructions;
  • In case of an accident, he/she can immediately get in touch with the closest police station and duly inform the logistics department;
  • He/she should follow the instructions of the manufacturer and the ACF rules when using the vehicle;
  • He/She should keep  all personal documents as well as those of the vehicle with you and check that they are valid.
  • He/She should contact other organizations and road users to know road conditions before plying the route.
  • He/She should make  sure items on board are safe and properly packed in the Vehicle before leaving.

Ensure maintenance of the vehicle

Some of the key tasks will be:

  • He/ she should Solve minor technical problems
  • He/ She should inform the logistics department of any major repairs to be carried out.
  • He/ She must Carry out daily checks before starting up the motor;
  • He/She must Keep the vehicle clean
  • He/She should note down fuel consumption in the record book in the morning and at the end of the day as well as any information concerning the maintenance of the vehicle;
  • Always inform the logistics department when the service time is coming nearer





Prepare departures to the field:

Some the key tasks will be:

  • He/ she should  inspect and prepare the vehicle the day before departure so as to be on time
  • Always  prepare additional equipment to be brought along according to needs (fuel, stickers, flags, tools, medical kit, spare tyres)
  • Communicate with the logistics capital and tell him your location as you go to your intended location, either by Radio or Mobile phone.

  • Contributes to the development of necessary gender methods and tools, such as overall guidelines and guidelines for specific processes.
