JOB OVERVIEW

Supply Chain Manager is a key position to the success and delivery of quality programs. IRC defines Supply Chain as those systems and support function ns necessary to implement programs effectively, inclusive of procurement, logistics, inventory management, property and asset management as well as vehicle and fleet management. The Supply Chain manager will support the Supply Chain Coordinator in designing, planning, execution and monitoring of supply chain activities in Sierra Leone program including rollout of organization multiyear investment in an Enterprise Resource Planning (ERP) project called INTEGRA.

KEY RESPONSIBILITIES

  1. Supply Chain Planning

The Supply Chain Manager is responsible for implementing supply chain activities and plans to support program implementation. Supply chain planning includes INTEGRA procurement plans, warehousing plans and transport plans, distribution plans and training plans.




  • Implement INTEGRA procurement for active grants in collaboration with supply chain coordinator, program Coordinators/Managers.

  • Support in developing and implementing transport & distribution plan for supplies and assets.

  • Proactively communicate with supply chain field staff ensuring that there is sufficient plans & spaces in the warehouses before sending program supplies to the field sites.

  1. Inventory Management

The Supply Chain Manager is accountable for directly managing and controlling all inventory and warehouses operation in the Freetown head office and ensure excellent records keeping, Impalement inventory standard operating procedures and control as provided by GSC.

  • Ensure Implementing IRC inventory SOPs in Freetown

  • Ensure warehouse documents are accurate & updated in timely manner.

  • Ensure warehouse physical conditions & safety.

  • Ensure cycle and quarterly stock take, reconciliation, grant ending inventories and yearend count for items in the store are done.

  • Ensure Cold chain & pharmaceutical quality assurance of medical supplies.

  • Support, visit field office and check warehouses/stores safety is IRC standard through supply chain assessment tool.




  1. Logistics: Fleet/Transport

The Supply Chain Manager is accountable for logistics and fleet management operations for the Freetown Office.

  • Supportive of all transportation needs for equipment, staff both domestically and international.

  • Supervise Fleet department to set up a formalize weekly vehicle request and schedules

  • Conduct transport need assessments and put in place management for all Drivers

  • Review all vehicle reports and data log sheets by coordinating with all sites to ensure all reports are accurate and filed appropriately.

  • Understanding local department of transport requirement

  • Manage vehicle insurance and registration and has good understanding on customs clearance procedure.

  • Develop vehicle management cost analysis and Repair management

  • Work with Supply Chain Coordinator to analyze data & reports related to vehicle fuel consumption, vehicle maintenance schedules, fleet capacity and operating cost for all sites and feedback to field Logistics monthly.

  1. Procurement

The Supply Chain manager work with the Supply Chain Coordinator to implements country procurement strategies, Standard Operating Procedures (SOPs). The Supply Chain manager will ensure all country program procurement needs are met on time in accordance with GSC standards.

Tender (Above 20,000)

  • Support Field SC to prepare RFP and specifications

  • Participate in tender committee to open, sign off received tenders.

  • Support the field SC to carry out tender data entry, analysis, reference checks, ATC

  • Compile the tender documents as per enhanced checklist to box folder

  • Identify and report red flags in procurements

  • Actively participate in negotiations meetings with suppliers

  • Submit the tender documents to Supply Chain coordinator for review.




Tender ($1 -19,999)

  • Support Field SC to prepare RFQ and specifications.

  • Participate in Bid Analysis review meeting and ensure evaluation criteria are objectively analyze

  • Support the SCO to carry out tender data entry, analysis, reference checks, ATC

  • Review procurement file and sign JOA /bids analysis as SC representative in Freetown. Identify and report red flags in procurements.

  • Actively participate in negotiations meetings with suppliers

Contracts management

  • Ensure contracts file is kept updated

  1. Assets Management

Work closely with the Asset Officer on all aspect’s fleet asset management in accordance with IRC and donors’ rules and regulations.

  • Ensure the Implementation of IRC Fleet and Equipment policy .

  • Recommend vehicle for assets for disposal as per policy.

  1. Compliance and Ethics

The supply Chain manager is responsible for identifying, analyzing, and reporting compliance risk in supply chain process, implement strong controls of department he/she directly supervise, red flags, implementation of internal and external audit corrective action plans and ensure all supply chain activities are conducted in ethical manners.

  • Implementation of IRC Fleet and Asset Manual/ polices

  • Be willing to attend grant management meetings (Opening, review & closing meetings)

  • Implementation of corrective actions plans

  • Carry out SCAT assessments at IRC Freetown office.

  • Compile monthly supply chain reports from all field offices (Inventory, Vehicle, PRTS, and Assets) and submit to supply chain coordinator for verification.

  • Training and coaching skills

The position is under the supervision of the Kenema Fleet officer and is responsible to transport the IRC personnel and materials safely between the IRC Sierra Leone offices while maintaining the integrity of the fleet. This function supports all programs and is essential to the implementation of operations in Sierra Leone. The driver is responsible for the security of the vehicle and staff on board during each movement and should therefore maintain a constant communication with the base IRC office and other offices as required for security reasons.

SPECIFIC RESPONSIBILITIES:

The driver must follow all IRC rules governing the utilization of the vehicles.

The driver must follow applicable Sierra Leonean traffic law.

The driver must remind IRC rules to all passengers (seat belt, no smoking, no alcohol…)

The driver must inspect their vehicle prior to each departure and report any damage to the vehicle or any missing equipment.

The driver must clean outside and inside of the vehicle when instructed to do so by the Senior Driver or if it is quite obvious that the vehicle is in need of cleaning.

At the end of every trip, the driver will clean out all rubbish from the inside of the vehicle, and wipe down any spillage stains etc.

The driver must refuel the vehicle when the tank is half empty.

The driver must check that all the documents are in the vehicle and they are in order.

The driver must fill for each trip, short or long, the vehicle log sheet

The driver must check for any security notice for the area where he/she intends to travel before departure.

The driver must fill the travel information boards before departure. The information must be clearly printed so that in the case of emergency, the security staff can read the information.

The driver must comply with all security directives issued by the security department for the area where he/she is traveling

The driver must return the keys to the guards at the end of each for safe keeping in the box provided for this.

All vehicle log sheet must be presented weekly on an assigned day to the Senior Driver

The driver must fill a written report for any accident or incident in which he/she is involved.

Travel between cities is not permitted after dark.

Performs other miscellaneous duties at the request of the Senior Driver

Position Overview

The driver is responsible to drive PIH vehicle in a secure and defensive driving manner for the safety of the vehicle, people onboard the vehicle and other road users, while facilitating their movement, goods, equipment and, or supplies in accordance with PIH-SL values and expectations. The driver actively finds ways to meet the needs of our patients during referrals, remaining flexible and open to creating possibilities on how to serve them better. Essential Duties and Responsibilities:

Job Description
WHI is launching a pilot for district-wide cervical cancer screening using the See-and-Treat method across Bombali District (through a mixture of static clinics and a mobile clinic). The Nursing Auxiliary will be trained on the visual inspection with acetic acid (VIA) and the See-and-Treat method. This position will be part of a team that includes the Technical Lead, Clinical Lead, and a State Enrolled Community Health Nurse that will support cervical cancer screening activities. S/He will work under the supervision of the Clinical Lead to support cervical cancer screening activities.




Main Duties and Responsibilities
Willing and able to be trained in the VIA method
Be part of a screening team that will rotate between static clinics in Makeni and mobile clinics that will visit PHUs across the entire Bombali District
Support the SECHN and Clinical Lead to set-up for clinic days, prepare the patient for screening, etc.
Prepare and clean inspection area (at static and mobile clinics) for screening activities
Other duties as identified by the SECHN and Clinical Lead

Qualifications and Competencies
At least three (3) years of professional work experience, with one of those years working in women’s health (experience with an NGO is a plus)
Excellent communication and interpersonal skills
Flexible to travel and work in different locations within Bombali (e.g. mobile clinic days)

WHI is launching a three (3) year pilot project for district-wide cervical cancer screening using the See-and-Treat method across Bombali (through a mix of static clinics and a mobile clinic) and will need a dedicated driver for the project.

Main Duties and Responsibilities
Drive project and project affiliated staff in Makeni and to health facilities throughout Bombali
Observe WHI’s vehicle use policy, which includes using log books, maintaining the cleanliness of the vehicle, completing a daily vehicle checklist, etc.

Qualifications and Competencies
Valid Sierra Leone Driver’s License
At least two (2) years prior experience with commercial driving (experience with an NGO a plus)
Good driving record and experience driving long distances

3.) Community Mobilizers (x2)

 

Job Description
WHI is launching a pilot for district-wide cervical cancer screening using the See-and-Treat method across Bombali (through a mix of static clinics and a mobile clinic). The Community Mobilizer(s) will be responsible for community participation in health facilities and mobile clinics for cervical cancer screening. S/he will engage with communities, PHUs, and other stakeholders for health education on cervical cancer prevention, treatment, and the importance of screening (particularly among the target population, women between the ages of 25-64). They will be required to write about their mobilization activities at PHUs and communities.

Main Duties and Responsibilities
Create awareness materials and/or messaging on cervical cancer screening
Liaise with community leaders and within community structures and PHUs for all mobilization activities
Organize and lead awareness activities at communities
Organize and lead awareness activities at PHUs
Monitor and track attendance rate at community mobilization meetings
Submit weekly and monthly reports on all community outreach activities and statistics
Perform any other project related duties as specified by the Project Lead or Technical Lead

4.) Clinical Lead

 

Job Description
WHI is launching a pilot for district-wide cervical cancer screening using the See-and-Treat method across Bombali (through a mix of static clinics and a mobile clinic). The Clinical Lead will be trained on how to screen using the visual inspection with acetic acid (VIA) and the See-and-Treat method to identify cervical lesions S/He will lead a screening team which includes a State Enrolled Community Health Nurse (SECHN) and Nursing Auxiliaries. The main purpose of the position of Clinical Coordinator will be the head of the screening team, also guiding the rest of the team on day-to-day tasks as related to cervical cancer screening.

5.) State Enrolled Community Health Nurse (SECHN)

 

Job Description
WHI is launching a pilot for district-wide cervical cancer screening using the See-and-Treat method across Bombali District (through a mixture of static clinics and a mobile clinic). SECHNs will be trained on how to screen targeted populations at the clinics using the visual inspection with acetic acid (VIA) and the See-and-Treat method to identify cervical lesions. The SECHN will be part of a team that includes the Technical Lead, Clinical Lead, and Nursing Auxiliaries that will support cervical cancer screening activities. S / He will work under the supervision of the Clinical Lead to support cervical cancer screening activities.

KEY ROLES AND RESPONSIBILITIES :

Transport people and equipment under good security conditions:

Activities:

When transporting ACTION AGAINST HUNGER employees, respect the country’s circulation rules and follow the logistician’s planning and instructions;

In case of an accident, immediately get in touch with the closest police station and duly inform the logistics department;

Follow the instructions of the manufacturer and the ACTION AGAINST HUNGER rules when using the vehicle;

Keep all personal documents as well as those of the vehicle with you and check that they are valid.

Contact other organisations and road users to know road conditions before plying the route.

Make sure items on board are safe and properly packed in the Vehicle before leaving.

Ensure maintenance of the vehicle:

Activities:

Solve minor technical problems;

Inform the logistics department of any major repairs to be carried out;

Carry out daily checks before starting up the motor;





Keep the vehicle clean;

Ensure radio or mobile phone communications at all time;

Note down fuel consumption in the record book in the morning and at the end of the day as well as any information concerning the maintenance of the vehicle;

Check the security boots.

Always inform the Logistics Department when the service time is coming nearer.

Prepare Departures to the field:

Activities:

Inspect and prepare the vehicle the day before departure so as to be on time;

Prepare additional equipment to be brought along according to needs (fuel, stickers, flags, tools, medical kit,spare tyres fire extinguisher)

Communicate with the Logistics Department either by radio or by phone, to give information about your current location as you go to your intended destination.

Works with field teams to ensure access and participation of women, men, girls and boys at risk to Action Against Hunger’s response, recovery and rehabilitation work.

Supports local stakeholders in organizing and carrying out advocacy and campaign for greater gender equality and equity in social protection programmes.

Collect accurate data using digital data collection device or paper.

3.) Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

 

KEY ROLES AND RESPONSIBILITIES :

Program Monitoring and Evaluation:

Monitoring of project activities and sites to enhance effective implementation

Monitor the project performance indicators taking into account the program M&E plan and quantitative progress report.

Ensure the proper use of data collection tools, and the conscious use of data while respecting beneficiaries’ confidentiality rules.

Ensure quality control of data provided by program teams and partners

Participate in activities related to evaluation/ impact studies of the project (baseline assessment, mid-term evaluation, final evaluation, including quantitative as well as qualitative evaluations);

Job Purpose

The Nutrition officer is expected to provide field level nutrition education to improve knowledge of LANN women groups and project communities using the LANN approach. Key Functions/accountabilities

To drive the vehicle in a safe manner, ensuring the safety at all times of passengers, the vehicle and loads for SLaDA programmes assuring efficient utilization of human, material and financial resources in consistency with SLaDA’s procedures and policies.





Main duties & Responsibilities:

To drive in a safe manner complying with all SLaDA regulations and obeying all local Road Traffic Acts.
Carry out daily and weekly checks on assigned vehicle.
Always check the vehicle movement board to know Programme assigned to before any journey commences and clean the board on arrival back at base.
Keep assigned vehicles free from damage, in acceptable condition, and consistently clean. Employee must ensure that the vehicle is in proper and safe condition prior to use, and accept responsibility to report any damage or mechanical malfunctions that exist.

Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 24 African countries where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.

Job Summary

Under the supervision of Country Operations Manager, the Warehouse Manager is responsible for inventory management, and assuring that commodities used in IRS campaigns are secure and safely stored at the project’s main warehouse. This position will help arrange for the logistics of delivering of all IRS commodities to IRS campaign camp sites in various locations, and assuring accurate inventory counts for all IRS commodities being used during the IRS campaign. The Warehouse Manager will be expected to liaise regularly with the store keepers at each IRS operation site to assure all needed IRS campaign commodities are in-stock, and collections of IRS campaign wastes are on-going and transported back to the central warehouse.





Key Roles and Responsibilitie s

    • Receipt and quality control of delivered goods to project warehouse.
    • Processing appropriate supply chain documentation and updating stock cards to assure an accurate count of IRS commodities at the central warehouse.
    • Managing the project’s inventory control system during the IRS campaign, including storage, quality control, inventory record-keeping, and inventory reporting.
    • Working with the project staff to supervise the storage, distribution, and transport of IRS commodities to all IRS campaign camp sites, to assure they have the necessary equipment to complete IRS.
    • Working with the project staff to supervise store keepers and operation site store rooms.
    • Assuring accurate and exact knowledge of IRS commodities at the central warehouse, and at each camp site store room at any given time.
    • Ensuring that at the end of the IRS campaign, the personal protective equipments (PPEs) and commodities are retrieved from the districts and are accurately recorded in the stock register.
    • In collaboration with the Environmental Compliance Officer:
      • Ensuring that all health and safety measures are in place and followed at all store and spraying locations.
      • Ensuring the clearance and proper disposal of all waste material and excess items from project stores.
      • Complete on timely manner with high accuracy any others actvities assigned by the Operation manager or Chief of Party.

Preferred Qualifications

      • High School Diploma or Bachelors Degree in Logistics, Business, Supply Chain Management, Administration, or other relevant field with at least 2 years’ relevant experience (desireable).
      • Significant experience in supply chain management and the storage of health commodities.
      • Demonstrated experience in warehouse/stores management.
      • Excellent management, supervisory, organizational, computer, and writing skills.
      • Experience with international donor projects preferred.
      • English language fluency.

  • Work closely with the Finance & Administration Manager to establish and implement proper accounting procedures, systems and internal controls following the financial procedures manual of the company.
  • Prepares payroll for seasonal staff and other regular payments with due consideration to deductions (for advances, loans, taxes, etc.).
  • Checks petty cash payments and periodically reconciles petty cash balances for the main office and field offices.
  • Prepare financial documents for mobile payment.

Key Roles And Responsibilities

Support implementation of the following set of entomological field activities:

  • Establishment of sentinel sites
  • Monitor vector behavior on monthly basis in the targeted sentinel districts using World Health Organization (WHO) standard mosquito sampling methods
  • Participate in other field activities as required
  • Assist with procurement requests related to the field entomological activities
  • Conduct the morphological identification of the mosquitoes collected and label them properly
  • Conduct ovary dissection on the unfed malaria vectors
  • Make proper and timely recording on the data collection forms and data entry
  • Conduct larvae collections
  • Assist in monitoring vector susceptibility tests of currently used and candidate insecticides on an annual basis
  • Follow standardized protocols for rearing of mosquito colonies
  • Assist with daily care of the mosquito colony maintained in the insectary
  • Ensure that required supplies and equipment are in stock and organized
  • Maintain the cleanliness in the insectary, laboratory and all supported areas
  • Maintain the cleanliness and order of the insectary storage areas
  • Follow all insectary practices in compliance with health and safety directives
  • Assist in rearing of animals for mosquitoes blood feeding
  • Adhere to the Standard Operational Procedures for these activities
  • Support Entomology Field Coordinator, when required, in managing the laboratory activities and insectary operations

In Sierra Leone, under the supervision of the Finance and Administration Manager the Driver operates and maintains project vehicles to meet the transportation needs of the VectorLink Sierra Leone Project. This position is based in Freetown with frequent travel to other provinces.





Key Roles And Responsibilities

  • Drive project, and project affiliated personnel to project sites within the base location, and throughout the project implementation area for project activities, including official site visits
  • Maintain up-to-date record keeping systems for vehicle issues, including fuel, mileage, and trip logs
  • Observe all company vehicle utilization policies, in country traffic laws
  • Responsible for maintenance of project vehicle, keeping accurate records, and following a schedule of routine maintenance, cleaning, etc.
  • Ensure the readiness of the vehicle for transport service by checking oil, water, fuel and other parts of the vehicle prior to driving
  • Perform project routine business around the province, such as receiving and delivering official project documentation to and from district office, general office purchasing
  • Purchase of basic cleaning and kitchen supplies and assist in the purchase of other project authorized items

Project Description

Abt Associates, a major American business and government research, technical assistance, and consulting company, manages the USAID-funded PMI VectorLink Project. The project will support the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control approach with the overall goal of reducing the burden of malaria. Abt has implemented indoor residual spraying (IRS) for PMI since 2011, delivering high-quality IRS programs and gathering the most comprehensive vector control entomological data in the world. Under this contract, Abt will expand entomological monitoring to guide programs focused on insecticide-treated mosquito nets and IRS and continue to assist PMI in reducing the burden of malaria through IRS and capacity building in 24 African countries, Cambodia, and Colombia where malaria is endemic. Abt also will continue to support PMI in IRS monitoring and evaluation, as well as environmental compliance.

Job Summary

In Sierra Leone, under the supervision of the Finance and Administration Manager the Driver operates and maintains project vehicles to meet the transportation needs of the VectorLink Sierra Leone Project. This position is based in Freetown with frequent travel to other provinces.





Key Roles And Responsibilities

  • Drive project, and project affiliated personnel to project sites within the base location, and throughout the project implementation area for project activities, including official site visits
  • Maintain up-to-date record keeping systems for vehicle issues, including fuel, mileage, and trip logs
  • Observe all company vehicle utilization policies, in country traffic laws
  • Responsible for maintenance of project vehicle, keeping accurate records, and following a schedule of routine maintenance, cleaning, etc.
  • Ensure the readiness of the vehicle for transport service by checking oil, water, fuel and other parts of the vehicle prior to driving
  • Perform project routine business around the province, such as receiving and delivering official project documentation to and from district office, general office purchasing
  • Purchase of basic cleaning and kitchen supplies and assist in the purchase of other project authorized items
  • Perform relevant general service activities such as collection of proforma, processing customs duty clearances and tax exemptions
  • Make arrangements for repairs, maintenance, and improvements to the office, as requested by the project management
  • Regularly check post office boxes, collect and dispatch letters, parcels and other correspondence, and perform other local errands

Preferred Qualifications

  • Completion of Secondary School is highly desirable
  • Valid Sierra Leone Driver’s License
  • At least one year prior experience in commercial driving
  • Thorough knowledge of local traffic laws and area traffic patterns
  • Excellent driving record and experience in traveling through the base location and other key areas of the country
  • Previous work experience on a development project is desirable
  • The ability to communicate in basic English is desirable
