Purpose Of The Position

The School Coaches/Facilitators will support school-based program management functions and program activities. He or she will support the creation, implementation and adoption of processes that enable the knowledge capture, real time collaboration, problem solving and organizational learning across program. The School Coaches/Facilitators will work with the Teaching staff at all level both in the Cluster Area Programme offices and at field level. Positions requires flexibility and willingness to assume varied duties and project with an emphasis on project activities.

Our newest programme is Catalysing Youth Leadership for Education Reform project

Catalysing Youth Leadership for Education Reform is an innovative and exciting new pilot project for Restless Development Sierra Leone, funded by the Postcode Education Trust. The project will focus on making education systems fit for purpose and equipping young people for the world of work. We know that education is a top priority for young people all over the world – since the start of the pandemic young leaders have been telling us that the disruption to their education and livelihoods has been one of the most significant impacts of the pandemic on their lives. Tapping into the findings and recommendations from a piece of youth-led research that Restless Development conducted in 2021 – By Us, For Us – this pilot project will:

Establish a youth collective for Education – linking to the global Youth Collective
Co-create and launch an Education Youth Fund
Deliver youth-led education projects; and
Host a learning event at the end of the project to discuss and share the findings.
The pilot will integrate the three strands of Restless Development’s new strategic direction; strengthening youth civil society, resourcing youth-led development and co-creating programmatic models with young leaders.

We are looking for a proactive individual with creativity, energy and vision – someone who can oversee and manage the new Catalysing Youth Leadership for Education Reform project in Sierra Leone and link the learning from this project back into the global agency. We need a flexible team player with great interpersonal skills and strong programme management skills, and someone who can focus on community involvement and local ownership so that youth leadership truly lies at the heart of this innovative pilot.

The Senior Manager for Education and Living will have strong coordination, team management, education and livelihoods technical expertise. As well as delivering the Catalysing Youth Leadership for Education Reform project, the successful candidate will be a member of Sierra Leone’s senior leadership team and will be expected to work with the rest of the team to manage the Hub’s essential standards, key performance indicators and risks.





KEY PRIORITIES

  1. Leadership 
  • Manage the Catalysing Youth Leadership for Education Reform, supporting the Youth Collective and Grants Coordinator as well as the wider project team to deliver the programme on time with maximum impact.
  • Share learning from the pilot project, and best practice from Education and Living projects, across the global agency through information sessions, and by contributing to Strategy Leadership Team meetings.
  • Develop and support mechanisms for effective collaboration with Finance, MEL, Operations, and Administration, within Restless Development Sierra Leone and with partners.
  • Contribute to strategy implementation and overall management of the Sierra Leone Hub as part of the Senior Leadership Team and Management Team.
  • Represent Restless Development at stakeholder engagement meetings and present our work when called upon.
  1. Programme Management 
  • Be accountable for the implementation of the Catalysing Youth Leadership for Education Reform project to ensure it is implemented to the highest quality, according to agreed budgets and timelines.
  • Draw on Education and Living experience to guide the project.
  • Ensure that participatory, power restoring and community led approaches are utilised for the delivery of the project.
  • Lead quality and timely reporting processes on performance, progress against strategic ambition, and learning.

Build the organisational capacity of civil society organisations and networks working in urban slum communities in Freetown to reduce the negative effects of adolescent pregnancies





2. Introduction 

Save the Children and Partners have been implementing a four years’ project from 2018-2021 in eight slums communities within the Western Urban Area. The project has been implementing several activities in the operational communities and have directly reached 320 adolescents among other beneficiaries. As a team, it will be good to hear from the beneficiaries especially the adolescents, parents and stakeholders on how the project has changed their lives and communities. It is on this we are hiring a consultant who will identify the beneficiaries that can testify significant changes that have occurred in their lives.

3. Project background

The DANIDA Strategic Partnership Framework project in Sierra Leone (known as the Second Chance Project) aims to address teenage pregnancy through a range of interventions that will shift attitudes and cultural norms to create an environment that tackles the contributing factors to teenage pregnancy, encouraging men and boys to take a more active role in prevention efforts; whilst ensuring that adolescent girls and boys have access to appropriate sexual and reproductive health services.  It is similarly aimed to shift harmful attitudes and social norms that place blame on adolescent girls for their situation, and encourage families, communities, service providers and policy makers to increase their support to adolescent mothers and their children, with a view to expanding their opportunities for a healthy future. This will include creating spaces for adolescent mothers to advocate on their own behalf and speak to the reality of their situation, as well as their rights as children and as carriers of children.  The project was implemented jointly by Advocacy Movement Network (AMNet) at the initial stage  and Children’s Advocacy Network (CAN)with technical oversight from Save the Children.





4a. Objectives of the Post Qualitative Assessment

In general, the exercise will investigate how the Second Chance Project has impacted the lives of the adolescent’s girls and other beneficiaries in all the eight slum communities in Western Urban Areas. Specifically, for the following;

1 To assess how the Second Chance project improved the economic status of adolescent girls in operational slum communities through various project interventions

2. Assess factors that were responsible for the change including project support, family support and government and community structures

3. Assess challenges that impeded changes in the lives of beneficiaries that do not report a significant change.

4. Recommend successful strategies/ interventions that promote achievement of projects in similar context.

4b. Assessment questions

Where there improved access to health facilities for adolescent girls for beneficiaries that experienced change and those that did not?

3. To what extent are stakeholders and communities receptive to adolescents/beneficiaries that experienced change and those that did not?

4. What is the level of involvement for adolescent girls in decision making at home and in communities; for beneficiaries that experienced change and those that did not?





5. Scope of the Post Qualitative Assessment

To collect data from Second Chance Project beneficiaries (direct and indirect) in eight slum communities (Kuntolor, Rokupa, Kanikay, Mabella, Susan Bay, Kroo Bay, Grey bush and Dwarzack)  in Freetown –  Western Urban using qualitative data collection methods with a focus on the impact the project on girls and how their lives have been transformed,  adolescent girls’ access to education, health services, livelihood, decision-making, participation and involvement at home and in the communities. The Partners and SCI staff will be responsible for mobilizing beneficiaries as well as supervise FGD sessions including completion of Risk Assessment and Consent forms for interviews.

The consultant will be responsible for data collection, collation for the report and development of success stories.  It is expected that this assignment (field work, analysis, report, success stories, presentation to SCI) should be completed by the 15th of April 2022

6 Methodology of the Post Qualitative assessment

Save the Children would like a detailed descriptive analysis of project impact on selected beneficiaries lives before, during and after the project and the most significant change identified and documented (case studies, success/impact stories). Therefore, the following approach is recommended;

  • Selection of data collection methods and development of tools.
  • Conduct interviews with direct project beneficiaries to assess project impact and identify follow up actions for validation.
  • Conduct follow up interviews with peers, parents and stake holders
  • Write detailed impact stories on adolescent girls, parents and stakeholders. Consultant will work with SCI Advocacy team to adapt existing success story format.

7 Audience of the Post Qualitative assessment

The audience include but not limited to:

  1. Donor and Member
  2. SCI
  3. Direct project beneficiaries
  4. Community stakeholders including health service providers.

8. Expected outcomes/ Deliverables and Use

  • This assessment will provide data and evidence on how the project has changed the lives of beneficiaries and communities and specific deliverables will be:
  • Post assessment report including;
    • Finalized tools for all interviews
    • Data from interviews
    • Stories of most significant changes selected for impact documentary and other impact stories.
    • Photos.





The final products will be used to develop a collection of communication materials stories for internal and external dissemination, and video.

9. Recruitment of Consultant

This concept note will be sent to SCI pre- qualified Consultants for assessments and evaluation through Procurement Unit for them to express interest on this piece of job by producing a brief implementation strategy/methodology, workplan/ timeline and budget. Based on the submission, procurement and MEAL will support the DANIDA team to select the Consultant for the exercise on the following criteria.

  • Possibility of working within the required time frame and available budget
  • Clarity and appropriateness of strategy/ approach that will deliver the expected outcome.

Save the Children is recruiting for an experienced Education Technical Specialist that will lead strategy development and the technical design and implementation of high-quality programmes that deliver change for children in both emergency and development programming.

The Education Technical Specialist will use their in-depth contextual understanding, technical expertise, and relationship building skills to define and deliver our strategic ambition for education in Sierra Leone. The role will support national advocacy and influencing, while driving strategic partnerships for new business development. S/he will support the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across our programmes, teams and partners.  The role will work closely with operations colleagues and partners in Sierra Leone building their capacity and ownership and agency of local organisations.  This role will also include focusing on external representation on priority issues such as: early childhood care and development: foundational learning and uninterrupted learning (education in emergencies) to ensure all children have access to education leading to learning and wellbeing outcomes.   In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.





QUALIFICATIONS:

EXPERIENCE AND SKILLS

Essential

  • At least 5 years’ experience of leading the design and implementation of education programmes in development and/or humanitarian settings
  • In-depth understanding of the education sector in Sierra Leone and the different stakeholders within the sector.

The Health and Nutrition Technical Specialist will be responsible for ensuring that Health and Nutrition responses in Sierra Leone is supported with quality technical inputs and to drive the child survival breakthrough, drawing upon Health and Nutrition strategic priorities. The role would be expected to support emergency preparedness, DRR and support the assessment, design and implementation of humanitarian responses with other Public Health staff in the country setting. QUALIFICATIONS:

AWC is looking to hire a Teacher to provide literacy and numeracy classes, as well as other educational  programmes, on a full-time basis. The NEVIS project is a 3-year project, with a possibility of extension.





Job Overview

The Teacher is directly under the supervision of the Programmes Manager. The Programmes Manager  would provide support supervision and direction of all line activities in line with AWC philosophy and  mode of operations.

Responsibilities and Duties:

 Provide basic schooling (literacy & numeracy) for the AWC patients.

 Work one on one with the fistula women and girls for teaching purposes.

 Provide teaching on community health issues: diarrhea, malaria, VVF, HIV, worms, and  others in collaboration with the ward supervisor and nurses.

 Coordinate the arts and crafts programme to teach the women new skills and crafts.   Collaborate with the Programmes Manager and share ideas for activities.

 Inform the Fistula Programmes Officer when new supplies are needed.

 Maintain a proper and clean working environment.

 Any other duties as assigned

 





Qualifications

 1-2 years’ previous experience working for an NGO/humanitarian work, preferably in maternal  and sexual reproductive health.

 Experienced teacher in numeracy & literacy, social sciences

 HTC – Higher Teachers Certificate – Primary school

Job Overview

Under the Leadership of Aberdeen Women’s Centre (AWC), the PO will provide support to AWC Fistula projects  in Sierra Leone. The PO will remain flexible to the needs of the service and also assist in day-to-day organisation  of AWC operations. The PO will support, coordinate these programs and report directly to the Programmes  Manager, Country Director or any designated senior manager.

Specific Roles:

Project Management

 Provide oversight and coordination for internal projects and develop team community for AWC  programmes and staff, ensuring that the vision, core values and philosophy are well understood  and modeled.

 Serve as a member of the Programmes Team to promote communication and coordination with all  partners and stakeholders involved in AWC in order to represent the needs and realities of Sierra  Leone for program development, implementation and accountability.

 Manage and coordinate the teenage empowerment programme at AWC.

 Support the Programme Manager in management of internal projects and programme activities namely the patient rehabilitation, education and empowerment programme (PREP), the teenage  programme (Dream Girls) and AWC Skill Training Centre .Oversee the management and  coordination of the Girls’ Rescue Centre Project in Freetown, Sierra Leone.




 

Fundraising and Communications

 Support senior management and UK Headquarters (HQ) in the development of proposals, concept  notes and reporting documents.

 Assist the Programme Manager in developing media and communications output, including patient  stories.

Internal Operations

 Be responsible for ensuring effective and efficient stewardship of all resources at the disposal of  AWC.

 Liaise with all Department Supervisors to support their services and help develop supervisors  administratively.

 Lead administrative capacity development of AWC departments and support Supervisors in the  effective management of their teams.

 Help and support AWC departments with the input to, and preparation of, UK reporting  documentation.

 Keep abreast of emerging issues across AWC

 Work closely with the physiotherapy and VVF team to improve patient rehabilitation.

Bixal is seeking a monitoring, evaluation, and learning (MEL) specialist fora short term, international evaluation assignment in the public financial management sector in Sierra Leone. The work location will be the consultant’s home if based in Sierra Leone, or with travel to Sierra Leone if based outside of Sierra Leone as required by this specific assignment.

The MEL specialist will support the evaluation team as a team member and will be an expert in the local context of Sierra Leone. Primary responsibilities include setting appointments for field work, collecting relevant local documentation and reports, producing field notes for interviews, and supporting the analysis and report writing for evaluation reports as assigned by the Evaluation Team Leader. The right candidate will have extensive experience in Sierra Leone and speak fluent French and English.





Responsibilities

  • Be solution oriented, problem-solving, and a great person to work with on an assignment
  • Oversee or collaborate in the design and execution of monitoring, evaluation or learning activities as per the scope of work assigned
  • Collaborate in the development of the workplan, inception report, facilitation guide or evaluation design as required
  • Work on-the ground in Sierra Leone to set appointments for field work with finance agency staff and advisors
  • Participate in data collection and the production of field notes for interviewsin English
  • Work as a solution-oriented team member
  • Collaborate on the development of presentations to disseminate findings and conclusions to a wide audience, including high-level forums





Qualifications

  • Bachelor’s degree or Master’s Degree in the social sciences or a related field with at least 2 years of practical experience conducting monitoring assignments, evaluations or learning activities
  • Experience conducting evaluations in Africa, with a strong preference for previous experience in Sierra Leone, and superior intercultural skills and political sensitivity
  • High level expertise with quantitative and/or qualitative methodologies and evaluation approaches
  • Demonstrated experience collaborating with intercultural evaluation teams
  • Excellent verbal communication and professional writing skills in English
  • Excellent verbal and written communication skills in French
  • Robust organizational skills to manage or collaborate with evaluation teams
  • Strong attention to detail
  • Ability to follow through on tasks in a fast-changing environment
  • Willing to learn from team members, coach and be coached as appropriate
  • Familiarity with computer assisted qualitative and quantitative data analysis software such as Atlas.ti, NVivo, MAXQDA, SPSS
