Achieving universal access to safely managed WASH services in Sierra Leone by 2030, in line with the sustainable development goals (SDGs), will require dramatic acceleration in current progress rates with a concerted effort to reach those at risk of being left behind. In recognition of these facts, there is a critical need to mobilize more investments to the sector to sustain the gains made so far and accelerate access to WASH services to the teeming vulnerable population in rural and peri-urban households, schools, and health facilities at risk of being left behind. Key to investment mobilization for the sector in evidence generation for making investment case for the sector as well as improvement in sector coordination to ensure that every investment count.

Purpose of Assignment : Information management and evidence generation remains a critical need in the WASH sector in Sierra Leone as evidenced from recent ASHWA evaluation as one of the key setbacks in driving evidence-based planning, investment mobilization, and results management in the sector. In the recent past, UNICEF supported the Ministry of Water Resource to develop a national Monitoring and Evaluation Framework and implementation plan. This followed a national WASH infrastructure mapping exercise conducted in 2016 with and follow-up in 2019. Subsequently, in 2019, the Ministry launched a national digital WASH platform (built on Akvo-Flow) for managing WASH data. The Ministry of Water Resources equally deployed mappers at the various districts to strengthen district-level capacity to collect, collate and input data. Despite these efforts, the uptake and implementation of the M&E framework remain a challenge. Currently, routine data collection and updates are not taking place at any level, while the existing data has become stale and obsolete. This situation has also been worsened by the weak coordination amongst the sector actors, which has often led to duplication, wastages, and lack of coherent approaches. There has equally been a high level of staff attrition as most staff trained on data management had moved on to other endeavours. To reverse this trend the Ministry has requested for an inhouse individual contractor to provide technical support to the Ministry in the area of coordination and evidence generation.





Objectives of the Assignment:

The coordination and monitoring contractor will facilitate all intra-sectoral and inter-sectoral engagements between the Ministry and other sector actors and line Ministries, Departments and Agencies (MDAs). The individual contractor will also support routine data collection process and the updates that will be taking place all level in the Ministry. He will work in close liaison with UNICEF WASH Team to support the Ministry to roll out key strategies and activities on evidence generation and sector coordination. He will work closely with the management of the Ministry and other key technical staff to ensure that activity proposals are promptly articulated, implemented, and liquidated. The Individual contractor will also organize in house trainings, coaching and mentoring for key staff of the Ministry. The individual contractor will also organize and facilitate routine training of the district WASH engineers and mappers to collect, collate and input data on the national system.

S/He is expected to support content management for all existing sector information management platforms and provide overall quality control for the platforms. He will also support in documentation of key process and output, including sector performance reports and ensure wider dissemination amongst stakeholders. S/He will ensure that data is always updated and translated to useful information to inform advocacy and management decision through the development and dissemination of analysis, infographics, and synthesis reports.

Scope of Work:

  •  Provide Support to the Ministry of Water Resources to strengthen sector coordination.
  •  Support the Ministry of water resources to revamp sector wide monitoring and reporting system and grow WASH database.
  •  Support the Ministry to build the capacity of the district engineers and mappers on data collection, collation, and input to the database.
  •  Support the Ministry to review the sector medium term development plan.

To qualify as an advocate for every child you will have…

  •  An advanced university degree (i.e. master’s degree or equivalent) in one of the following fields is required: Geographic Information Systems, Information Management, Computer Science, Statistics, geology/hydrogeology, sanitary engineering, or another relevant technical field from a recognized University/Institution.

Purpose of Assignment: Since 2014, UNICEF Sierra Leone has been championing the use of innovation to help identify and address the issues that affect the children and women of Sierra Leone. Work done over the past 6 years has established UNICEF Sierra Leone as the leading agency for innovative programming to help deliver results for children in Sierra Leone.

In 2018, the Government of Sierra Leone established a new Directorate of Science, Technology and Innovation (DSTI). DSTI’s mandate is to use Science, Technology and Innovation to support the Government of Sierra Leone to deliver on its national development plan effectively and efficiently; and to help transform Sierra Leone into an innovation and entrepreneurship hub. UNICEF Sierra Leone has already established a workplan with DSTI to promote and enable the use of Innovation in Sierra Leone for improved results for children.

The Digital Public Goods Alliance (DPGA) aims to facilitate the discovery, development, use of, and investments in DPGs of high relevance for attainment of the Sustainable Development Goals (SDGs).

Digital Public Goods are defined as open-source software, open data, open AI models, open standards and open content that adhere to privacy and other applicable best practices, do no harm and are of high relevance for attainment of the Sustainable Development Goals (SDGs).

Objectives of the Assignment:

As part of Sierra Leone’s role as a co-champion of the DPGA, and to strengthen the existing collaboration between UNICEF and DSTI on DPGs, this assignment aims to:

  •  Provide product development support to selected DPGs created and/or curated by DSTI (60%).
  •  Provide open-source-community management support to the same projects to strengthen local capacity & talent (40%).

The Digital Public Goods (DPG) Technical Consultant reports to the Innovation Specialist for general guidance and direction.





Scope of Work:

Under the general guidance and supervision of the Innovation Specialist, the post has the following key responsibilities including, but are not limited to:

  •  Provide product development/programming support to digital public goods such as, OpenG2P, GoSL USSD Services Platform
  •  Coordinate the engagement and technical cooperation with the UNICEF Office of Innovation.
  • Support any solution development to be prepared to meet the DPG Standard and to be included in the DPG Registry.
  •  Provide technical assistance to each solution as outlined in the description of the assignment below.
  •  Provide opensource community management support to digital public goods projects to strengthen local capacity & talent.
  •  Identify key open-source community organizations, academia and/or private sector to be engaged in each of the projects
  •  Advocate for the adoption of open-source best practices in the development and maintenance of these projects’ software repositories
  •  Develop and deploy clear and structured documentation for all project repositories
  •  Develop, deploy and manage issue and pull request templates for each of the projects and position these projects overall to welcome external contributions
  •  Regularly review and incorporate community contributions functions/accountabilities:

The ECD Specialist reports

to the Chief of Section for guidance and general supervision. The Specialist supports the coordinated development, planning, implementation, monitoring and evaluation of ECD programmes/projects within the Country Programme. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on ECD related programmes/projects.

The Specialist contributes to the achievement of concrete and sustainable results on ECD related programmes/projects according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

Summary of key functions:

1. Support to ECD programme/project development and planning

  •  Support the preparation, design and updating of the situation analysis and assessments on ECD related issues.
  •  Keep abreast of national, regional and international development priorities to identify opportunities where ECD can enhance inter-sector partnership, integration and linkages.
  •  Participate in CO programme discussion to determine areas for ECD integration/intervention.
  •  Establish specific goals, objectives and strategies and implementation plans for the ECD programmes/projects using results-based planning terminology and methodology (RBM).
  •  Work closely and collaboratively with colleagues and partners to discuss strategies and methodologies.

  •  Participate in monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts
  •  Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programme management.

3. Technical and operational support to programme implementation

  •  Draft ECD policy papers, briefs and other strategic programme materials for management use, information and/or consideration.

4. Networking and partnership building

Support market research in relevant areas for UNICEF and assist in gathering evidence on the best approaches to sustainable and best value for money procurement.
  •  Prepare requests for award including submissions to Contract Review Committee. Prepare purchase orders and contracts in SAP (ERP – Enterprise Resource Planning system), and submit for relevant approvals, ensuring completeness of documentation in UNICEF systems.

In-country logistics:

  •  Provide input on the logistics component of the supply plan, including advising on infrastructure constraints (e.g. customs clearance, port capacity, transport options and warehousing capacity) and different delivery mechanisms. Keep track of demurrages and detention charges. Negotiate with Airport/Port/Shipping Line for waiver of demurrage/detention charges whenever required. Calculate budget requirements for various delivery modalities and ensure establishment of budget with the colleagues from the respective programme sections.
  •  Provide support in logistics, following standard processes and contributing, directly or indirectly, to the effective delivery of programme supplies. Liaise with internal and external stakeholders to support logistics operations management and contribute to effective service delivery.





Warehousing and inventory management:

  •  Following UNICEF policies and procedures, assess warehousing capacity including facilities, conditions of equipment, manpower, and processes. Propose corrective actions to supervisor. Assess new warehouse facilities when required. If necessary, assists the implementation of new warehouse facilities which may include installation and assembly of temporary warehouse structures (e.g. Wiik-Halls/Rub Halls type structures).
  •  Prepare stock reports. Monitor inventory to track trends and account for the inventory status from source to beneficiary. Carry out regular physical counts of inventory in the warehouse. Prepare documentation for commodity disposal through Property Survey Board committee. Keep track of near to expiry supplies ensuring FIFO and FEFO approaches.

Alternative delivery mechanisms and procurement services:

  •  Ensures continuous availability of data related to procurement, including forecasting, requisitions received, orders placed, incoming goods, actual delivery schedules. Prepares periodic reports, and ad-hoc reports as needed.

1.) Technical Advisor – Training and Capacity Lead

 

Job Location: Freetown, Sierra Leone

Position Overview:

The Technical Advisor- Training and Capacity Lead will serve as the lead technical advisor for all Global Reach II Project’s trainings and capacity building activities across the project and will also offer technical support to various HIV programming areas.  The position will provide technical leadership and project oversight in the areas of building capacity of national and district leaders, developing project staff training and mentorship approaches, designing health care worker/community health volunteer (HCW/CHW) training and capacity building approaches in HIV service provision include HTS (including index testing), PrEP, Care and Treatment, Linkage to Care, Counseling, NIMART, TB,  Quality Improvement/Quality Assurance (QI/QA), KP friendly services, digital health systems, networks of care, community led monitoring, laboratory, and data quality and use as it relates to comprehensive HIV programming.   S/he will work with the Global Reach II Country Lead and the Project Team to ensure that KP friendly HIV programming is implemented to meet the PEPFAR requirements with a focus on building and sustaining quality HIV programming across the district and national government structures, and local CSOs. Duties and Responsibilities:

  • Provides technical oversight, strategic direction and definition of appropriate project activities with a focus on capacity building health care workers, community health workers and local and national level government authorities.

  • Supports implementation of a system to ensure capacity and technical quality of trained health care workers, managers and supervisors to ensure high quality provision of comprehensive HIV services across the continuum of care

Position Overview:

The Technical Advisor – HTS and Prevention Lead will serve as the lead technical advisor for HTS and prevention activities (including PrEP) under the Global Reach II Project’s HIV programming but will also offer technical support to care and treatment, laboratory support, PMTCT, key population and paediatric HIV care programming as needed. S/he will lead the design and oversee the implementation of culturally-appropriate, and KP friendly HTS and prevention programming across the 95-95-95 treatment cascade at the national and district level to support national and district led efforts toward epidemic control. The Technical Advisor-HTS and Prevention Lead will oversee the GRII team that will be based in Port Loko providing overall oversight, managerial and leadership support to this team.

 

The position will provide technical guidance and assistance to the National AIDS Control Program, DHMTs, CSOs, Drop-in Centers (DICs), project supported health facilities alongside other partners and stakeholders in Sierra Leone. S/he will work with the Global Reach II Country Lead and the Project Team to ensure that comprehensive HIV prevention, care and treatment programming with a focus on building and sustaining quality HIV programming across the district and national government structures, and local CSOs. The Technical Advisor- HTS and Prevention Lead will also work closely with the National AIDS Control Program (NACP) and National HIV/AIDS Secretariat (NAS), cooperating partners and other stakeholders in the areas of HIV/AIDS prevention, care and treatment to support the implementation of national level health policies and strategies in relation to HIV-programming with a focus on key populations. Position Overview:

The Technical Advisor – Key Populations (KP) Lead will serve as the lead Technical Advisor for KP activities under the Global Reach II Project’s HIV programming but will also offer technical support to HTS, HIV prevention, laboratory support, PMTCT, and pediatric HIV programming as needed.  S/he will lead design and oversee implementation of culturally-appropriate, and KP friendly programming across the 95-95-95 treatment cascade at the national and district levels to support national and district led efforts towards epidemic control.

 

The position will also provide strategic thinking, technical assistance and support to the National AIDS Control Program driving KP policy, guidance, advocacy and operationalization of KP focused HIV programming at the national level. S/he will work with the Global Reach II Country Lead and the Project Team to ensure that KP friendly HIV programming is implemented to meet the PEPFAR requirements with a focus on building and sustaining quality HIV programming across the district and national government structures, and local CSOs. The Technical Advisor – KP lead will provide technical guidance, monitoring and technical assistance to the DHMTs, CSOs, RHIV/ AIDS care and treatment partners, and other KP-focused stakeholders in Sierra Leone. S/he will work with the Technical Advisors, Sr Technical Officers and Technical Officers to ensure that KP friendly and focused approaches are comprehensive integrated within the HIV program so that KP focused services are built and sustained across the local and national government structures, and local CSOs. The Advisor will also work closely with the National AIDS Control Program (NACP), National AIDS Secretariat, UNAID and cooperating partners and other stakeholders in the areas of KP policy and guidance development to support HIV/AIDS KP programming. S/he will promote and ensure proper integration of HIV and other health services with other activities particularly those related to KP focused needs.  The Technical Advisor- KP Lead will work engage and work closely with KP CSOs and the project support KP advisory group to ensure KPs voices and desires are heard and integrated into HIV programming at national, district and site level. The Technical Advisor- KP Lead will work closely with KP stakeholders to ensure community led monitoring includes KP members and their feedback is integrated into the larger CLM approaches.

 

Duties and Responsibilities:

  • Leads GRII Project’s KP focused HIV portfolio, collaborating with the NACP NAS, UNAIDs and other implementing partners, CSOs and other key stakeholders

  • Supports the National AIDS Control Program in establishing the KP Advisor Group and having an active KP TWG.

  • Works closely with senior level counterparts in the NACP and other government and non-governmental partners to advance HIV programming designed for KPs at National level.

  • Ensures that the GRII Project’s HIV programming are evidence-based and KP friendly and meet the NACP national guidelines and PEPFAR minimum standards

  • Trains, mentors and supervises Advisor, Senior Technical Officers, Technical Officers, Healthcare Providers, Community Counselors, R/CHMTs, CSO staff to address their attitudes and beliefs towards KPs, as well as improve the capacity of providers and R/CHMTs to a comprehensive packages of HIV services that are KP friendly

  • Leads the operationalization of the National Guidelines for Comprehensive Package of HIV Interventions for the GRII Project

  • Advocates and designs differentiated service delivery models for KPs at health facilities and DICs  and explore, with the NACP and DHMTs, the development of KP centers of excellence at select health facilities

  • Advises on the design, piloting and implementation of various biomedical interventions including HIV Self Testing, PrEP provision, index partner testing and DIC HIV interventions

  • Represents GRII Project in national and international technical, policy, management and strategic working groups and other platforms

  • Provides technical leadership to revise or adapt products and documents in the areas of HIV/AIDS prevention, care and treatment

The Senior (Sr.) Technical Officer in collaboration with the Technical Advisors (Tas), will provide strategic oversight and technical support in the implementation and expansion of integrated quality HIV services to both the general and key populations (KPs) at program supported health facilities and drop-in centers (DICs). One (1) Sr Technical Officer position will be KP focused will closely with the KP Technical Advisor on KP friendly programming.

 

The Sr Technical Officer positions will provide strategic support, oversight and technical assistance to the implementation of comprehensive facility-based HIV services including PrEP, HTS (including index testing and HIVST), Care and Treatment and linkage to care. They will also provide strategic support to DICs and health facilities conduct specific mobile and outreach services and services targeting populations (e.g., KPs, men). S/he will work closely with the technical officers to directly support health facility staff and volunteers at site and DIC level and contribute to the improvement of access and quality of HIV services including the optimization of HTS, referrals/linkages with HIV/AIDS care and treatment, other services (including lab) and the implementation of QI approaches. S/he will provide mentorship and support to health facility staff and volunteers at health facilities and DICs in the provision of HIV prevention (including PrEP) optimized HTS (including HIVST and index testing),  adherence counseling, TB screening and prevention, laboratory services, other health screening and referrals and QI/QA activities.

 

The position will work with Technical Officers and Advisors to identify capacity and skills gaps and implement targeted on-the-job trainings and mentorship for the provision of comprehensive and high-quality HIV, and KP-friendly services.  S/he will, in collaboration with the health facility and DIC staff, provide oversight and mentorship to the project Technical Officers alongside the volunteers at the health facility and DIC that are supporting demand creation for services, linkages to care, partner tracing, loss to follow up and peer support.  S/he will also collaborate with other organizations and the communities to support HIV services across the continuum of care.

7.) Laboratory Advisor

 

Job Location: Freetown, Sierra Leone

Reports to: GRII Country Lead

 

Position Overview:

The Laboratory (Lab) Advisor will work closely with the Global Reach II Country Lead to provide technical assistance, oversight and strategic direction for GRIIs lab strengthening approaches to support a PEPFAR funded comprehensive HIV program in Sierra Leone.

 

The primary responsibility of the Lab Technical Advisor will be to strengthen the specific laboratory systems (National, select District and facility level labs), lab capacity and quality improvement approaches with a focus on HIV specific lab services (e.g. TB, biochemistry and viral load testing).  The Lab Advisor will work closely with the NACP’s Laboratory QA Advisor and the Public Health and Clinical Laboratory teams to strengthen the clinical laboratory systems to support high quality laboratory services to meet PEPFAR minimum requirements and the national HIV guidelines and standards.  The Lab Advisor will be the primary technical lead for Lab Services as part of the GRII HIV project and ensure that the project meets required PEPFAR targets related to laboratory testing, including viral load testing requirements. The laboratory advisor will work with the clinical and public health lab teams and the NACP Lab QA advisor to develop long term, sustainable solutions for laboratory services that support HIV programming including sample logistics/transport, QI/QA systems, forecasting and quantification of laboratory commodities and equipment needs, equipment oversight and maintenance, electronic results and tracking, data entry, use and data for decision making, training and mentorship of laboratory personnel.

 

Duties and Responsibilities:

    • Conducts site assessment and develop action plans outlining support required for select laboratories to meet the standards required for PEPFAR HIV program implementation

    • Offers technical leadership in creating and strengthening laboratory management at facility, district and national levels and ensuring there is seamless implementation of activities leading to improved health outcomes

    • Provides guidance to public and clinical laboratory teams for developing and maintaining key HIV laboratory systems and services including use of data to identify priority technical areas of support.

    • Promotes the use of best laboratory practices in the PEPFAR focal districts, including infectious diseases and quality assurance/improvement

    • Provides oversight and ongoing support for sustainable integrated sample networking required from GRII supported health facilities and drop-in centers to clinical laboratories and national laboratory including the expedited return of results to the sites.

    • Provides technical oversight and required specifications of laboratory equipment procurements, refurbishment and laboratory commodities in consultation with the NACP, clinical and public health laboratory staff

    • Supports the public health and clinical labs to conduct ongoing HIV test QA approaches as required

    • Builds capacity of laboratory personnel to accurately forecast and order laboratory commodities to prevent stock outs

    • Attends related HIV TWG and provides inputs on lab specific areas




  • Develops and coordinates mentorship and training activities in collaboration with NACP, national and district laboratory teams to remedy irregularities observed in practice during supervision visits

  • Serves as a liaison between the GRII project, National Laboratory of Public Health and district level clinical laboratories for training and other quality improvement efforts across laboratory services

  • Coordinates and identifies the training needs related to improving the practice of laboratory sites. Develop technical training programs to meet specific laboratory training needs in all areas of laboratory testing, laboratory safety, laboratory management, etc.

  • Supervises the lab specific activities of implementation of HIV testing and make corrections if necessary

  • Works with the clinical laboratory teams to ensure all equipment is functional, takes action when they are down and ensures appropriate documentation

  • Creates, monitors and reviews the standard operating procedures, job aids, guidelines and technical procedures in collaboration with the NACP Lab QA advisor, public health and clinical lab staff

  • Contributes to annual work planning, training plans and quarterly reports and other required technical reports.

  • Works in close collaboration with the SI Advisor to strengthen Laboratory Health Management Information Systems and use of program data to improve commodity reporting at all levels of the project.

  • Liaises with relevant stakeholders on performance of Proficiency testing, site supervisions, site audits, staff competency assessment, and capacity building.

  • Identifies, documents and disseminates lessons learned, best practices, evidence and success stories related to the process of improving the quality and performance.

Job Summary 

You will provide technical oversight and lead the development and implementation of the Country Program  (CP) urban resilience programming, particularly for large and complex projects, ensuring effective systems  and processes are in place that support high-quality program design and implementation advancing Catholic  Relief Services’ (CRS) work in serving the poor and vulnerable.   • Lead activities related to disaster risk reduction and ensure integration with emergency response  and resilience programming
  • Work with the Water Fund Director to ensure the successful implementation of a Water Fund in  Freetown by liaising with lead technical partner The Nature Conservancy to ensure that a robust  business case is delivered, key stakeholders are convened, and donors contribute to the Water Fund.
  • Oversee the slum regeneration consortium led by CRS in partnership with AAH, GOAL, Concern  Worldwide and CARE International. Support coordination of the consortium, donor engagement, and  program development activities.
  • Represent CRS at all platforms related to urban resilience with government, private sector and civil  society engagement
  • Produce and review documentation related to urban resilience to facilitate growth and investment in  high-quality interventions to transform Freetown and other urban areas in Sierra Leone
  • Oversee technical assistance and capacity strengthening activities in urban resilience for staff and  partner organizations to enhance program quality and impact.
  • Support the use of MEAL tools and practices in program development and implementation to ensure  that projects activities, outputs and outcomes comply with the objectives and expected  outputs/outcomes on an ongoing basis
  • Oversee the identification, assessment and strengthening of partnerships relevant to urban  resilience and the appropriate application of partnership concepts, tools and approaches.

Typical Background, Experience & Requirements: 

Basic Qualifications

  • Master’s Degree in International Development, International Relations or in the field of urban  resilience required.
  • At least 5 years working in the area of urban resilience, with preferably a minimum of 7 years’  experience in relevant field-based project management experience.
  • Direct experience managing initiatives, programs and projects related to slum regeneration, waste  management, DRR, WASH and water security
  • Experience in managing moderately complex projects preferably with an international NGO.
  • Experience in driving and delivering high-profile urban resilience initiatives with multiple stakeholder  engagement and facilitation of investment

Personal Skills

  • Good experience in project grants management, including project design, preferably for grants from  multiple public donors, including USAID.

You will help coordinate and contribute to the implementation of the Country Program’s (CP’s) accounting  systems, policies and procedures in compliance with CRS’ established accounting standards, Generally  Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support  high-quality programs serving the poor and vulnerable. You will efficiently perform accounting services  through documenting financial transactions by compiling, analyzing, and verifying account information;  preparing account entries; and delivering financial reporting services.

Job Responsibilities:

  • Review and validate supporting documentation before processing of financial transactions to ensure  all required documents are accurate and complete and authorizations are in place.

o Review accuracy of POET coding for processing financial transactions for assigned accounts in  Insight.

  • Ensure setup and maintenance of all data required for processing financial transactions for assigned  accounts in Insight financial accounting package.
  • Record financial transactions following appropriate authorizations. Review and analyze various  accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and  adjustments, as necessary.
  • Monitor disbursement/receipt schedules, alert relevant staff of due payments/liquidations, and  maintain appropriate communication and follow-up to facilitate timeliness of financial resource  management.
  • Prepare various, periodic and ad hoc financial reports, as needed, and perform variance analyses to  assist with decision-making and proper management of financial resources.

o Prepare Bank Reconciliation statements for Freetown and Kabala Sub-Offices. Ensure proper  follow up and clearing of outstanding unreconciling items in a timely manner in accordance with  policy.

o Serve as back-up to the Deputy Finance Manager for the preparation of FLCAT and ensure  Severance is printed and approved monthly.

o Provide relevant support for month and year-end close process.

o Prepare Quarterly Cash Forecast

  • Provide information to subrecipients and staff on financial accounting policies and procedural  compliance issues and contribute to capacity strengthening.
  • Perform assigned treasury (cash payment/receipt, cash forecast, etc.) duties, as long as segregation  of duties is ensured.

Basic Qualifications 

  • B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting,  or a qualification in accounting (CPA/ACCA or equivalent).

Abt Associates seeks qualified Monitoring, Evaluation and Learning (MEL) Director for an upcoming USAID-funded opportunity in Sierra Leone, the Integrated Health Activity. improving health systems, service delivery capacity, and service quality in the country .





Under the supervision of the Chief of Party (COP), the MEL Director is responsible for designing the project’s monitoring, evaluation, and learning agenda and creating systems to measure and document program process, output and impact data results by routinely and systematically collecting, analyzing and presenting program data for project staff, partners and donors. The MEL Director is responsible for tracking progress towards goals and fidelity to implementation design as well as recommending appropriate subjects for operations research. Responsibilities Include

  • Lead the design, development, and implementation of the project MEL Plan, indicators, and learning agenda, including developing relevant indicators;
  • Manage a rigorous approach to M&E to measure performance toward specific goals and objectives, including quantitative, qualitative, and participatory methodologies;
  • Design data collection tools, schedules, analysis methods, and applied learning approaches for stakeholder training;
  • Develop mechanisms to establish feedback loops to ensure that learning approaches and trainings inform and contribute to achievement of objectives under communications and training activities;
  • Oversee implementation of a baseline study on the indicators, including review of tools and survey methodology and review of data quality and analysis;

  • Contribute to quarterly strategy reviews as well as drafting core components of program progress reports to the client;
  • Drive the project’s overall learning agenda to derive lessons learned and best practices from project activities, and contribute to quarterly program evaluations;

Qualifications

  • Bachelor’s degree in statistics, social science, development economics or a related field. Masters preferred;
  • At least twelve years of experience in data management and analysis for M&E, learning and adaptive management;
  • Skills in qualitative and quantitative analytical methods, data collection and analysis, and establishing MEL systems. Demonstrated ability to lead baseline data collection and analyses;
  • Knowledge of and experience with M&E frameworks, and reporting systems;
  • Experience with USAID programming highly preferred;
  • Proficiency in Excel, Word, and other MS Office software; data analysis software, e.g. SPSS or Stata;
  • Demonstrated leadership skills and ability working collaboratively and independently;

Overview

King’s Sierra Leone Partnership is launching an exciting new project focused on improving care in emergency rooms in hospitals across Sierra Leone.

Through training and systems change, this project will ensure that patients access the best possible emergency care. We are recruiting a collaborative team of 5 experienced clinicians to lead this work: 3 international volunteers and 2 Sierra Leonean team members. Together the team will together deliver a ‘Training of Trainers’ session; mentor trainees in 16 facilities nationwide; and review emergency care processes to establish best practice.





The opportunity

This is a fantastic opportunity to be involved in a small, high-impact team in Sierra Leone. Between September 2021 and November 2021, this team will:

Run a Training of Trainers for 70 emergency room health workers in South African Triage Scale (SATS), Basic Emergency Care (BEC), Primary Trauma Care (PTC) and pedagogy

Support these 70 emergency room health workers to roll out their training to 250 multidisciplinary health workers in 16 hospitals

Work with the Medical Superintendents and Matrons to review emergency care systems in 16 facilities and make recommendations for system improvements

Run a learning conference to establish action plans for each facility





The team will work in partnership across all activities. There is a strong emphasis on learning from and working with the healthcare workers in facilities, collaboratively designing solutions and training packages which are appropriate for the environment.

The team will be supported by King’s Global Health Partnership’s team in the UK and in Sierra Leone, with operations, logistics, financial and project management support.

Who do we want?

We are seeking a Sierra Leonean Clinical Training Volunteer who will implement training, mentorship and systems review. Working with a Clinical Project Lead Volunteer and Clinical Training Volunteers from the UK and Sierra Leone, the Clinical Training Volunteers will:

Develop high-quality context-specific training materials (SATS, BEC, PTC and pedagogy)

Run a ‘Training of Trainers’ course for 70 emergency room health workers

Mentor these health workers through on-site or remote visits across 16 health facilities

Review emergency room systems and develop recommendations for system changes to enable high quality patient care

Essential:

Substantial post medical or nursing experience (4 years or more)

Minimum 1 year experience working in an emergency/outpatient department in Sierra Leone

Experience in delivering training or teaching

Experience in using the SATS

Desirable:

Experience in working as part of a multi-cultural team

Experience in systems change

Experience in designing or adapting training material

Experience in the specific training packages (SATS, BEC, PTC and pedagogy)





When?

This project will run from late September 2021 to 30 November 2021. We are happy to discuss your circumstances if you are interested in the post; the information below is provided as a guide.

Stage 1: Remote volunteering: The first few weeks of the project will establish training plans and can therefore be done remotely. It is expected to be part-time during this period (2-3 days/week).

Stage 2: In Sierra Leone: We anticipate that the first in-person activity (the training event) will be held in Sierra Leone in early October. It’s therefore essential that the post holder is available to facilitate the activities from the end of September until the conclusion of the activities in early November.

Stage 3: Remote volunteering or in Sierra Leone: From late October to end of November, this role could be either remote or in Sierra Leone. If remote, it is expected that this will be part time during this period (1-2 days/week).

This role is advertised as part time, approximately 15 days per month, it will still include significant cross-country travel as well as dedication and enthusiasm from the post holder. We will have a cohort of training volunteers who will rely on the successful candidates’ continued involvement in this project.

How can you make a difference?

A. Provide technical and operational support to GPE program implementation

  • Facilitate regular coordination and component meetings with MBSSE, and partners and internal GPE meetings with the UNICEF GPE team.

Purpose and Coverage

The purpose of the training is on building an independent and high performing team. The heads of units/departments/locations will be engaged in developing their teams and improving on the overall performance of their units/location/department. The participants at the training/workshop will be heads of units/locations/ departments from all our four locations (National Office, Freetown, Bo and Makeni) targeting managers and coordinators in different professions (HR, Finance, ICT, Program, Principals and Care professionals).

 

Methodology and scope of work

Under this section, the proposed methods for organizing the training on building an independent and high performing team will help to create a more professional, dynamic, effective work team that enjoys the work environment and consistently achieves more. Under the supervision and in close co-operation with the HROD Manager, the trainer and facilitator will implement the following tasks:

 

Creation of the methodology and training schedule, based on the assessment document:

Interactive, engaging teaching matrix e.g. Discussions, games, activities.

Drafting the methodology and training schedule and submission to the National Director for approval;

Finalizing the methodology and training schedule;

Conducting the 6 (six days) trainings – 2 days in each location with the training team moving to each location.

Selection of the training dates in collaboration with the HROD department;

Propose a budget for the training to the ND for approval through the HROD

Based on the adopted methodology and training schedule, conducting the training;

Conduct the evaluation of the training.

Report on the conducted trainings.

The facilitator will be engaged to conduct 3 sets of trainings (two days session per location).




 

Trainer/facilitator deliverables

The following will be the expected deliverables of the Trainer/facilitator:

 

Work plan for developing the trainings, including strategy and proposed methodologies, as well as quality assurance plan;

Evaluation of the trainer/facilitator work, based on evaluation forms received from participants;

Successful facilitation of the training.

Technical advice and support to participants during the training.

Final report on the implementation of the tasks after finishing the training.

 

Duration and time frame

The training shall be expected to be completed within one week (two training session, for each location).

 

Six (6) days after signing of the contract the trainer/facilitator will have to provide to SOS Children Village Sierra Leone with plan for implementing trainings that will articulate the overall requirements of the ToR including proposed methodology, work plan with clear timelines, and division of labor.

 

Consultancy Competencies, Experience and Skill Requirements:

 

Minimum university degree in Social Science or other relevant field;

Extensive experience (at least 5 years) experience in completing trainings/workshops for organizations;

Extensive knowledge of the humanitarian sector in Sierra Leone;

Extensive experience on building capacities;

Demonstrated high level of professionalism and an ability to work independently and in high pressure situations under tight deadlines;

Excellent inter-personal communication skills including experience of facilitation of trainings/workshops and presentation;

Evaluation and Selection Process




 

This application is open to trainers/facilitators who are specialized in completing trainings/workshops and have proven and demonstrated broad knowledge of and ability to utilize the principles, methods, techniques and systems of building an independent and high performing team. The selected trainer/facilitator will be responsible for designing and executing all the activities described in this TOR in collaboration with SOS Children’s Villages HROD department.

 

The selection process of the trainer/facilitator will be based on the set of criteria developed by SOS Children Villages Sierra Leone Evaluation Committee to evaluate the proposals. The Evaluation Committee will evaluate the proposals by using the combined scoring method. Technical proposal will be evaluated on 60%; whereas financial proposals will be evaluated on 40%. The short-listed bidding consultant or firm will be expected to submit and conduct a formal presentation prior to the final selection.

 

Final report

This section outlines expectations in terms of inception and final reporting, as well as interim process updates.

 

The Final report will document the context in which the trainings took place.

 

The deadline for sending the report is 5 days after completion of trainings. Approval of the final report by the Contracting Authority will be the basis for issuing the final payment as indicated in the Special Conditions.

Key Roles and Responsibilities

Specific duties and responsibilities include the following:

  • Lead the needs assessments and baseline surveys/data collection process prior to IRS campaigns.
  • Roll-out the new DHIS2 platform, in conjunction with the Database Manager, for use on the VectorLink project for IRS data collection, management and analytics.
  • Lead establishment of routine M&E systems to support tracking of IRS program activities, progress, and performance.
  • Lead the analysis and presentation of VectorLink program data.
  • Improve programmatic monitoring efforts through managing the data collection of routine spray activities from district-based spray teams and reporting the data for internal and client use.
  • Prepare and ensure timely submission of weekly progress reports and client deliverables.
  • Supervise/mentor the Database Manager and seasonal M&E Assistants hired on the project.
  • Work closely with the Operations Team and District Supervisors to provide routine feedback during the campaign to help increase data-driven decisions.
  • Design, review and test M&E tools for reporting formats and data collection. These can include mobile-based tools, digitally-enumerated satellite images or atlases, and other innovations to data collection, data quality, data entry, and data reporting.
  • Ensure appropriate skills are developed and maintained with the national and district IRS staff through focused trainings for continued maintenance of the established M&E tracking systems. This includes training temporary field VC staff on appropriate methods of data collection, entry, reporting, and quality.
  • Track and report data on all project indicators to the Abt Home Office, local clients and PMI/Washington. This includes regular updating of the project’s official Monitoring and Evaluation Plan.
  • Prepare monitoring and evaluation plans, including defining program indicators and sources of data, as well as annual reports and other project documents.
  • Conduct periodic internal Data Quality Assessments (DQAs) and prepare the project for possible external DQAs Audits to ensure validity, integrity, precision, reliability and timeliness of all performance data, identifying gaps and suggesting corrective actions on time.
  • The position requires frequent travel to VC implementing districts and field sites for routine monitoring, program supervision, and support and frequent communication with site and home office staff to report on VC campaign progress.





Preferred Qualification

  • BS or Masters Degree (preferred) in a relevant health sector field, such as Environmental Health, Public Health, Community Health, Health Information Systems, or Health Economics.
  • At least (8) years of relevant experience with BS or (6) years with a Masters in program monitoring and evaluation and in research, with previous IRS or other malaria program experience desirable.
  • Experience in MS Access, GIS applications;, GPS measurement data collection, the DHIS2 platform, and/or Tableau desirable.

Your contribution

Working under the supervision of PMI-IM COP , the Malaria Technical Advisor (MTA) will provide technical, practical hands-on support to MOHS and NMCP to plan, implement and monitor evidence base malaria service delivery with particular focus on malaria diagnosis, malaria treatment and malaria in pregnancy. The MTA will work with NMCP and Partners to achieve the following:

 

  • Provide overall technical and programmatic support to PSI SL and NMCP management and technical leadership to implement evidence-base malaria control through the adaptation of  global policy and guidance to the Sierra Leone context,
  • Provide technical support to NMCP to develop funding proposals to major donors like PMI and Global funds whilst identify new funding opportunities,
  •  Provide high quality technical expertise and assistance to NMCP for the development of policies, strategies, and implementation plans related to case management, malaria in pregnancy (MIP), and chemoprevention
  • Contribute to technical working groups advising on and interpreting NMCP-led operations research studies on case management, MiP, diagnoses and other innovative interventions,
  • Provide technical and operational assistance to PSI SL and NMCP in designing and implementing case management-related activities and MiP recommended by NMCP malaria strategic plan,
  • Contribute to finalization and rollout of revised national guidelines, including technical inputs, dissemination, and orientation of health workers in all districts,
  • Coordinate with other PMI/USAID-funded Implementing Partners to allign support to NMCP in order to avoid duplication and promote seamless and client-centered malaria service delivery,
  • Provide technical and operational support to NMCP towards  the implementation of a monitoring and evaluation framework and information systems to track progress, outcomes, and impacts against targets set, to demonstrate success and influence decision making in coordination with the PMI-Measure Malaria  Project and Directorate of Policy, Planning, and Information(DPPI) ,
  • Work with the NMCP to liaise with other MOHS directorates, PMI, Global Funds and stakeholders, in the public and private sectors to ensure the program is in line with best practices, delivered under national leadership, integrated with other programs  and as efficient as possible.

 

What are we looking for?

  • At least five(5)years of experience working with public health programs in developing countries, both at central and district  levels,

  • Provide overview of Global malaria prevention, control, and elimination strategy as per the WHO Global Technical Strategy, Roll Back Malaria and Sustainable development Goals
  • Provide in depth overview of Sierra Leone National Malaria Control Strategy as contained in the draft 2021-2025  strategic plan in the context of MOHS policies including universal health package.
  • Provide hands on training on  guidelines and practice of   key malaria interventions comprising.

i. Malaria Case Management at facility and community level,

ii. Prevention of Malaria  in Pregnancy at facility and community level,

iii. Malaria prevention interventions like  LLINs, IRS etc.

iv. Surveillance, monitoring and evaluation of malaria interventions including NMCP  targets and performance framework

 

Training strategy

Training will target two sets of cadres.

First level training will cover senior level staff responsible for mentoring and supervision of field staff in Freetown.

Second level training will  be provided to field level staff in Bo and Makeni.

Pre-training preparation will take I day

Training will take 2 days.

Post training report writing will take 1 day

 

Key deliverables

Before training the vendor will share with PMI-IM the following

  1. Training plan highlighting the agenda, methodology, schedules, and session plans.
  2. Training materials including facilitators and learner’s manual, job aids and treatment charts
  3. Samples of antimalaria medicines, diagnostic kits, and medicine for Intermittent Preventive Treatment of Malaria in Pregnancy.

The vendor will provide PMI-IM  the following documents not later than 3 working days after the training

  1. Training report highlighting the training methodology, training process, content ,feedback from learners and analysis of pre-post tests results
  2. Key knowledge and skill improvement for individual staff and recommendations on improvement plans for same
