PURPOSE OF THE JOB: The LNGB Basic Literacy and Numeracy (BLN) Skills Officer will work under the supervision of the LNGB District supervisor. S/he will be mainly responsible for coordinating, facilitating and monitoring implementation of the Basic Literacy and Numeracy curriculum within the Program through capacity building, networking, partnership and participation of the communities. S/he will work in partnership with young girls, their families and peers, to monitor learning progress, including track girls performance and provide tailored support to girls who are underperforming.

Specific Duties And Responsibilities

Major Responsibilities

Technical responsibilities, planning and management

With oversight from the Senior Program Manager and support from the M&E Manager, work closely with the District Supervisor, the M&E officer and Local Councils to carry out needs assessment in targeted communities that inform the BLN curriculum and classes planning process, identify risk and protective factors to inform and produce risk assessments and contingency plans, as needed; this includes participating in and supporting a market analysis to identify available opportunities in the targeted communities and how to best link the BLN curriculum contents to the context and market’s needs;

Work closely with the District Supervisor, the LBS officers and Local Councils to better understand the local communities and governing bodies, as well as identify any other key stakeholders at local level that would have leverage on the development of the implementation of BLN activity;

Participate in beneficiaries mapping in the targeted communities to ensure participation of young girls and their families. This includes ensuring that the most marginalized girls are adequately identified (including girls who do not possess foundational numeracy and literacy skills) and outreached in line with beneficiaries’ selection criteria, and receive support from the Program enrolling and staying in the BLN course;

  • Bo District Work closely with Local Councils and MBSS to review and activate the BLN curriculum and implement BLN classes in Program-identified safe spaces; Ensure that the BLN course is delivered on time, in accordance with the BLN curriculum, schedule, tools and approaches approved by the Program, respecting quality standards and principles of equity and inclusion; Closely work with LBS officers to ensure that one-on-one guidance is delivered to adolescents girls upon completion of the BLN and LBS courses and that each girls receive adequate and holistic support to identify transition goals and develop individual business plans; Work with the M&E officer and LBS officers to support identifying safe spaces for young girls attending BLN courses. This includes ensuring that the spaces are girl-friendly, protective and conducive to effective learning; Ensure that all safe spaces identified and/or established by the Program to host BLN classes have the approved teaching and learning materials and other relevant tools/equipment; Identify, resource, train and coach BLN facilitators. This includes working closely with the local community key stakeholders to identify retired teachers/individuals with prior teaching experience, train them on the BLN curriculum and coach them to support adolescent girls throughout the learning program; Ensure that BLN facilitators master the use of BLN materials and curriculum and provide feedback and capacity building when weakness are identified. This includes ensuring that facilitators have a clear scheme of work, prepare lesson plans using agreed standard formats and methodologies; Monitor the individual work plans/schedules of BLN facilitators and assist them to create a professional community/network of practice in which they can share experiences and learn from each other; Ensure that instructional materials are effectively used by young girls and safely kept by the custodians of the safe spaces; In conjunction with the LBS officers, closely work with BLN facilitators, young girls and the communities to develop individual self-identified transition pathways for each girl and support BLN facilitators to provide regular follow-ups to ensure the implementation of the identified plans for each girl; Ensure that regular termly meetings with communities and young girls are held and that meetings have agenda, issues and action points, all of which are documented; Participate in community mobilization and sensitization activities in relation to Basic Literacy and Numeracy topics in line with the approved curriculum; Ensure that cases or suspicions of violence or abuse against adolescent girls as well as any protection risks are reported through Program-established referral pathways and receive proper case management; Effectively obtain, allocate and utilize resources allocated to the Program’s BLN component. This includes supporting the District Supervisor in providing the LNGB Senior Program Manager with all needed data and information to produce timely and quality monthly/quarterly spending and procurement plans; Submit weekly work plans to the District Supervisor, including needs for any logistics and procurement arrangement for the purpose of the implementation of BLN courses.

Monitoring

With the support of the M&E officer, track and record young girls and BLN facilitators attendance on a daily basis;

Work closely with the local communities and BLN facilitators to ensure that actions are taken against facilitators and girls engaged in truancy;

Conduct regular follow-up on BLN activities and give feedback to the District Supervisor. This includes working with M&E officer and Data clerk to monitor and track the attendance, retention and progress of young girls attending the BLN course;

Work closely with the M&E officer and Data clerk to ensure accurate data are available from activities records and other means of verification to document progress on indicators/achievement of targets using Indicator Performance Tracking Tables (IPTT);

Work closely with the local communities and BLN facilitators to ensure that Child Safeguarding and Do Not Harm principles and requirements are respected rigorously throughout the Program implementation with regards to the delivery of the BLN curriculum.

Reporting

Provide the District Supervisor with required inputs for reports written during project implementation at the field level with regards to BLN activities;

Work closely with the M&E officer and Data clerk to ensure accurate data are timely submitted to the M&E Manager for reporting purposes;

Prepare, produce and present BLN activity reports, with analyzes and summaries, to the District Supervisor;

Contribute to capture data, pattern and trends from the field and relay feedback to the District Supervisor that would inform documentation of lessons learned, best practices and success stories for sharing with the Senior Program Manager.

Education (Knowledge)

Qualifications

At least a Professional Teaching/Training certificate/Diploma;

A Diploma in Social Work or relevant Professional Qualification





Experience

Strong experience working with youth, including adolescent girls, and local communities and Education and Social Welfare governing bodies;

Knowledge in principles and practice of education;

Experience in training delivery and facilitation;

At least two years’ experience working in Basic Literacy and Numeracy programs for youth/adults;

Experience working in education programs and in rural settings.

Previous experience working with NGOs a plus.

BACKGROUND

The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The IRC has worked in Sierra Leone since 1999. The IRC currently programs across three core sectors 1) Health 2) Women and Girls’ Protection and Empowerment (WGPE), and 3) Education. The IRC is committed to supporting the Government of Sierra Leone in the strengthening of the country. We seek to build upon our programming experience and introduce new programs that are adaptive, collaborative and evidence-driven, leading to a more educated, safe, healthy and empowered Sierra Leone.

SCOPE OF WORK

Building on this work over the years, the IRC in Sierra Leone developed a program framework, strategy and vision for 2016 – 2020. The country program has committed to ensuring that children, both in and out of school, have appropriate literacy, numeracy, social-emotional skills, and will work towards the reduction and elimination of barriers to ensure that girls are equally skilled and safe as boys. In line with this commitment, and in partnership with Concern International, Restless Development and BBC Media Action, the IRC will implement the four-year EAGER (Every Adolescent Girl Empowered and Resilient) Program which targets out-of-school girls and aims to ensure they have significantly improved learning outcomes and transition to education, training or employment. Upon completion of the learning program, girls will receive one-on-one mentorship to develop their individual transition plans.

Job Overview/Summary

The LNGB District Supervisor will work under the direct supervision of the Senior LNGB Program Manager. S/he will assume responsibility for overall coordination and management of LNGB Program activities, funds and resources, and operations in the site of Kenema. This includes direct management of seven (7) Basic Literacy and Numeracy (BLN) officers, as well as seven (7) Life Skills (LS) officers based in this District. Moreover, s/he will be responsible for coordination with IRC’s other programs and representation of the LNGB program in external meetings and related events at the District Level.

Areas of responsibilities

Technical supervision and program management





This Includes But Is Not Limited To

Overall coordination of LNGB Program activities in Kenema in line with the Program’s implementation plans and objectives, under the supervision and guidance of the Education Coordinator.

Assist with developing monthly implementation plans and forecasting in the District of Kenema ensuring they are adapted to the site level and in accordance with the Program workplan, as well as implement any adjustment as required based on Program’s needs;

Monitoring: work closely with the M&E officer to ensure regular monitoring is carried out at the District level. This includes but is not limited to:

Assist the M&E manager to implement the M&E plan at the District level as needed. This includes providing all logistic and technical support as required by the M&E team to carry out Endline evaluations at the District level;

Work closely with BLN and LS officers to assist with the roll-out of the BLN and Life Skills earning programs in the District, working in close collaboration with adolescent girls, families and the overall community; this includes ensuring that sessions are planned to meet adolescents girls specific needs;

Assist with identifying and establishing/rehabilitating safe spaces in the District to host BLN and LS learning programs, in close collaboration with adolescent girls, families and the overall community;

Ensure that all Program-identified/established safe spaces in the District are equipped with learning and teaching materials and these are well maintained and stored; this includes supervising LS and BLN officers and making sure they have accurate inventory of materials;

Closely supervise the BLN and LS officers to ensure that materials are used properly by BLN facilitators and mentors;

Closely supervise the BLN and LS officers to ensure BLN and LS curriculum-related activity schedule and spending is on track and aligned to the agreed Program work plan and spending plan;

Under the guidance of the Senior LNGB Program Manager, closely supervise and assist BLN and LS officers with identifying and recruiting BLN facilitators and mentors;

Under the guidance of the Senior LNGB Program Manager, assist with planning and organization of BLN and LS trainings of BLN and LS officers, as well as with cascading these trainings to mentors and BLN facilitators in the District;

Closely supervise BLN and LS officers to ensure individualized support and mentoring is provided to adolescent girls completing the BLN and LS learning programs, including the provision of small cash transer to implement individual transition plan, in line with the IRC policy and procedures;

Takethe lead in planning, organizing and preparing the cash and in-kind distributions that are planned for girls after the end of the learning sessions, and work closely with Officers, M&E and Finance teams to ensure coordinated and efficient distribution plans.

Proactively assist with the planning, organization and monitoring of all community sensitization activities at the District level, ensuring that all logistic and operational support is in place.

With support from the M&E officer, ensure that District program data are regularly updated and submitted to the District data clerk and feedback is relayed to the M&E Manager as appropriate;

Ensure that the District team gathers, collates, and submits all required data on program activities as relevant and required;

Ensure that field monitoring is carried out regularly and in line with the M&E plan. This includes supporting the preparation of and participating in donor’s monitoring visits, as required by the Senior LNGB Program Manager.

Reporting: compile and submit to the Senior LNGB Program Manager all monthly and quarterly reports with regards to the Program implementation in the District, cash projections, and any other required updates, reports and information, as requested and required by the IRC office and/or LNGB Program. This includes both financial and program related information;

Financial management: with support from finance, logistics, and administration units, oversee all Program financial activities at the District level, such as:

Limited signatory/approval authority for all LNGB transactions and activities at that site;

Monitoring Program budget and burn rate in line with available financial resources, program objectives and implementation plans in that District, and liaise promptly with the Senior LNGB Program Manager to provide regular updates and flag any anticipated challenge;

Lead on all Program-related procurements, including submission of PRs for program activities, purchase of supplies, maintenance and repairs, and related expenses;

Ensure that all Program advances are liquidated properly, in line with IRC policies and procedures, and with required supporting documents;

Under the guidance and supervision of the Senior LNGB Program Manager, submit monthly cash forecasts to the finance department in the District;

Help ensure all LNGB staff in the District are familiar with and adhere to all financial & procurement policies and procedures applicable to that District.

Human resources management

Liaise with the HR/admin units to ensure all required administrative procedures and paperwork is completed for all LNGB staff, such as time sheets, leave planning, contractual issues, etc. Ensure all staff are informed on all IRC policies and procedures and kept updated of any changes;

Address any specific staff performance and/or disciplinary issues as they arise, seeking help and guidance from the Senior LNGB Program Manager where appropriate; this includes ensuring that all staff is mindful of and rigorously adhere to Do Not Harm and Child Safeguarding principles and requirements, as per the IRC and donor’s policies;

Support the Senior LNGB Manager and District office to ensure that all LNGB staff adhere to all security protocols and procedures, and report incidents in a timely and accurate manner.

External Representation

Serve as the main LNGB focal person for external relationships with both government and non-government stakeholders at the District level (with support from the Field Coordinator/Manager). This includes attending meetings and special events; maintaining external relationships, regular communications and information-sharing; helping to support referral systems; supporting the Education Working Team.

Serve as a key focal person for arranging support for all LNGB program-related visitors to the District;

With support from the Field Coordinator/Manager, serve as a key focal person for engaging with the media at the District, ensuring oversight of all radio/TV programs, messages, etc.





Qualifications

Diploma, preferably in Education, or social work, social services, community development or related fields.

At least 2-3 years experience in implementation of Education and Gender programming and/or service.

At least 1-2 years experience in basic administrative, logistical, and financial management, including basic budgeting, resource management, and procurement processes.

Ability to plan in advance and maintain an organized working style, yet able to handle new events and situations effectively as they arise. Able to work calmly and lead teams successfully in stressful and sometimes chaotic situations.

Able to work independently, multi-task, and take initiative, but also able to delegate responsibilities, harness team efforts, and ask for help as needed.

Strong communication skills and ability to engage positively with a wide range of diverse groups and stakeholders at multiple levels, ranging from community groups to government agencies.

SCOPE OF WORK

IRC, along with its Consortium partners has bid for a funding opportunity from DFID – Saving Lives (Phase II) as the lead for the NGO consortium. The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone. The programme duration is August 2021 – March 2022.

The IRC is recruiting for one (1) District Clinical Mentor (DCM) for the Saving Lives programme in Sierra Leone based in Kono. The DCMs are the most crucial link in the programme, providing direct clinical mentorship to facility and hospital staff in the respective districts. The Saving Lives DCM will work under the oversight of the District Delivery Senior Manager in the respective districts.

AREAS OF RESPONSIBILITY

Provide Intensive Direct Clinical Mentorship And On-the-job Training To Staff At The Targeted Community Health Centres (CHCs) Through The Programme Period On (in Line With The National Policies/guidance)

Emergency Obstetric and Neonatal Care (EmONC)

Integrated Management of Neonatal and Childhood Illness (IMNCI)

Emergency Triage Assessment & Treatment (ETAT)

Values clarification and attitudes transformation (VCAT) for family planning and;

Adolescent Youth Friendly Services (AYFS)

Provide direct clinic mentorship and on-the-job training for hospital staff[1] on (in line with the national policies/guidance):

Provide feedback loop to the communities about improvement of healthcare workers’ competencies in collaboration with Community Based Mobilisers of the NGO Consortium partner and the Community Health Workers in country

Carry out regular joint outreach visits (monthly) to Child Health Posts and Maternal Child Health Posts with the CHC-in charge

Contribute to the monthly PHU-in charges meetings and feedback perspectives and analysis of health data from facilities

Provide inputs/suggestions from field to the District Delivery Senior Manager on potential ideas for use of flexible funding and/or innovation fund available for the district

Support and contribute to the baseline assessment for the programme





Qualifications

To effectively deliver this engagement, the applicant should meet the following requirements;

CHOs/Midwifes

At least 5 years’ experience of working in a clinical setting

Demonstrated ability to mentor and supervise others

Experience in providing clinical mentorship/trainings in Sierra Leone, including on RMNCAH-related areas is preferred

Job Summary:

This is a hands-on supervisory position responsible for promoting health and dietary practices as part of CRS’ efforts to realize Strategic Objective 2 of the McGovern-Dole Food for Education and Child Nutrition project. The incumbent in this role will lead efforts to promote meal planning, school health and nutrition education, school health clubs, social behavior change communication (both at school and community level), deworming, WASH in schools and supporting the national government develop relevant school health and nutrition policies. You will further support coordination efforts between relevant ministries and departments as well as support assessments to identify health and nutrition needs of vulnerable groups. You will provide oversight to health and nutrition initiatives of the program and will take the lead in the design, implementation, monitoring and reporting of all training related activities of the MGD project either implemented directly by CRS or in collaboration with government and sub-recipient.

  • Provide technical oversight and direction for health and nutrition activities as an integral part of the project and build on existing health and nutrition initiatives in Sierra Leone.

  • Assess nutrition gaps and develop nutrition-sensitive activities to enhance the health and nutrition of project beneficiaries, especially in the area of meal planning, dietary diversity and nutrition and health practices amongst pupils in project schools.

  • Lead the development of materials, key messages and trainings in schools and communities to promote health and nutrition.

  • Lead the development of SBCC materials and coordinate implementation of initiatives by project sub-recipient.

  • Address the nutritional needs of pregnant and lactating women and children under five years of age, as applicable.

Country: CRS-Sierra Leone.

Job Summary

  • Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyse implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.

  • Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

  • Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.

  • Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.

Other Specific Responsibility:

Under the overall supervision of the Global Fund Project Director and directly reporting to the Program Manager, the Zonal Coordinator will serve as a team member and responsible to support and ensure implementation of all Global Fund NFM3 project activities in an assigned Zone. A Zone is made up of 3 or more districts. In particular, the Zonal Coordinator will support and monitor implementation of IEC/BCC (Mass Media and Community Outreach) by Sub Recipients as well as the implementation of national surveys under the Global Fund grant.

 

Support implementation and Coordination:

  • Ensure objective selection of clubs when sampling.

  • Coordinate with Program Manager, M & E Coordinator and the Global Fund NFM3 Project Director to report on barriers to implementation in the field and provide inputs to problem solving.

  • Participate in and coordinate with SRs and SSRs to report progress during DHMT monthly coordination meetings.

  • Actively seek to understand the main interventions being promoted by other development actors in assigned operational area and ensure coordination.

  • Compile, analyze and present zonal level information on BCC/IEC activities for reporting of program progress.

  • As part of risk management, verify implementation and review SRs and SSRs reports to ensure accuracy of reports and field operations.

  • Consistently use recommendations from trip reports to structure partner capacity building.

  • Capture and report on program challenges, major decisions, lessons learned, and best practices gathered from monthly DHMT coordination meetings.

  • Provide a copy of the agreed monthly summary data as part of their report to the CRS M&E Coordinator.

  • Identify and report on any gaps or weakness in BCC and mass media reporting and monitoring systems.




 

Monitoring, Evaluation and Research:

  • Monitor Sub-Recipients and Sub-Sub Recipients at a district level to report to M&E officer on program implementation.

  • Conduct monitoring visits to project implementation sites:

 

  • Observe 5SHC and 11 CHC every month

  • Observe outreach activities, verify supporting documentation

  • Provide supportive supervision, sharing observations

  • Document observations during visits and make recommendations

 

  • Consistently conduct entry meetings prior to monitoring SRs and SSRs explaining objectives

  • Consistently conduct exit meeting/ debrief with key SRs and SSRs staff to share and validate findings and recommendations

  • Systematically ensure the timely and quality reporting by SRs and SSRs in operational area.

  • Monitor the use of standardized CRS reporting forms and suggest adaptations as required.

  • Monitor and document BCC/IEC activities implemented through the media (Radio, TV etc.)

Capacity Strengthening of Sub and Sub-sub Recipients:

  • Support the development of program implementation and monitoring tools and lead the roll out of the tools in assigned districts.

DHMT Support:

  • Work closely with District Medical Officers and other key partners to ensure that BCC and outreach activities are included in the planning and management of for the districts

  • Ensure linkages between PHU staff and / or CHWs (or CBPs) with SHC and CHC as appropriate

  • Linkages between DHMT, SRs, SSRs and other partners

 

Representation:

1.) Health Program Officer

 

Purpose of The Job: The IRC, along with its Consortium partner has bid for a funding opportunity from ECHO in a Covid-19 Vaccination Implementation Consortium as a sub-agency. The Covid-19 Vaccination Consortium seeks to support the Ministry of Health and Sanitation (MoHS) by ensuring healthcare workers receive COVID19 vaccination and in turn reduce the risk of health personnel transmitting the virus to patients in their care, many of whom may already have underlying health conditions that could place them at an elevated risk for COVID19 mortality and severe morbidity.

Scope: The IRC is recruiting for a Health Program officer for the Covid-19 Vaccination program in Sierra Leone for Bonthe. The Health Program Officer will hold the overall responsibility for supporting the implementation of the Covid-19 vaccination program in Bonthe district. Working in close collaboration with the Senior Health Coordinator, Project Coordinator, the DHMT and other key stakeholders in the districts, the health program officer will play a key role in ensuring that the Covid-19 vaccination program is implemented to a high technical standard and is in full alignment with relevant national policies and protocols. The Covid-19 vaccination HPO will work under the oversight of the Project Coordinator.





Specific Duties and Responsibilities

  • Provide oversight to all district vaccinators activities, ensure excellent communication with the Project Coordinator and Senior Health Coordinator.

2.) M&E Officer – WGPE

 

SCOPE OF WORK

Under the overall guidance of the M&E Coordinator and direct supervision of the WGPE M&E Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Program Manager in preparing Monthly/Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer works in close collaboration with Saving Lives project team, Government officials, and partner organizations.

Job Overview/Summary

The M&E Officer will be responsible for all M&E related WGPE project actions (Initiation, project start-up, implementation, and close-out), providing technical M&E leadership for the WGPE project with specific attention to data quality and use. With direct support from the Project Coordinator, s/he will continuously assess the current M&E systems and capacity of staff related to Saving Lives M&E and based on this, address the identified needs through capacity building and technical support on data collection methods, data analysis, data quality assurance and result-based management. S/he will also ensure that quality data collected is entered into data collection platforms; data analysis is completed by project teams and will play a key role in the process of reporting on the impact of the IRC program to relevant stakeholders. Major Responsibilities

– Compile quantitative and qualitative data to showcase IRC’s WGPE project, covering all outlined program outcome areas.

– In close collaboration with the MEL Coordinator, WGPE M&E Manager, and Program Managers, lead the development & implementation of strong data collection tools and monitoring and evaluation plans for the protection program.

– Ensure efficient systems are in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required.

– Support the provision of technical training and capacity building in monitoring and evaluation to program staff.

– Perform regular field visits to ensure the quality of data collected by Program staff and to verify the accuracy of the data reported

– Support program teams in analyzing and interpreting monitoring and evaluation of data.

– Overview preparation of consolidated reports including concise narratives that capture progress against indicators and provide both management and donors with accurate and user-friendly information.

– With oversight from WGPE M&E Manager: o Assist in creating standards for capturing data and its storage in the database in accordance to the IRC Measurement universal expectation.

o Assist in the development of custom tables used to describe donor characteristics so that they are meaningful and not redundant.

o Manage electronic tools to prevent disorganization (Keep server data confidential).

o Support the program team to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.

o Assist the program team and program coordinator in implementing the IRC’s monitoring for Action standards.

– Provide to the supervisor, technical coordinators, program staff and districts with monthly reports on indicator trends.

Specific Responsibilities Program/Project Design and learning: – Develop and make sure the WGPE project has tested monitoring tools that capture both program activity and indicators progresses.

– Ensure records are checked during meetings for accuracy and provide support where necessary and share data with program managers.

– With support from the WGPE M&E Manager, establish and maintain project level information management system.

– With support from the WGPE M&E Manager, collect program field level information required by IRC, donors and/or stakeholders.

Monitoring

– Ensure the on-time execution of projects major monitoring and evaluation events including but not limited to data quality audit and field data supervision.

– Document findings from data quality audits and store in project files to ensure collective and sustainable access.

– Provide technical assistance to staff and or partner organization on information management system, proper data collection and record keeping.

– Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives.

– Update project M&E plan timely and provide feedback to program staff on status and quality of implementation.

– Provide M&E inputs for reports written during project implementation at the field level.

Reviews & / Evaluation

– Provide summarized monthly data analysis showing target against progress over time.

– Follow up with project teams on programme quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into programming; and verify entered data for completeness, correctness, and consistency and follow up on any data quality issues.

– Periodically leads in the presentation of M&E data trends during reflective practice forums at field office/ project level and gather lessons from project implementation processes.

– Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information.

– Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.

Database management, Information Management and Reporting

– Provide and maintain MIS content/requirements and feedback to project team and document progress on indicators/achievement of targets using Indicator Performance Tracking Tables (IPTT)

– Submit dataset to update country office wide program database, IPTT, & Comet on monthly basis.

– Maintain and regularly update project monitoring reports, including lessons learned, prepared by different projects and application of evaluation recommendations.

3.) Senior Education Project Coordinator

 

Job Summary: Under the supervision of the Education and Girl’s Empowerment Coordinator, the Education Project Coordinator will be responsible for the overall implementation and management of all education and girls’ empowerment programs in the core IRC districts of Kono, Kenema, and Bo and other districts as requested. S/he will be based in Kenema to ensure that the EAGER project team implements timely and high-quality education activities within the areas of operations. Moreover, the Education Project Coordinator will also support the Education and Girl’s Empowerment Coordinator in high-level meetings and management of education programs at the district level, including budget reviews and proposal development.

Presently, the Education Project Coordinator will supervise three District Supervisors and one M&E manager. This structure could change as future programs are added to the profile. This position is expected to support and encourage teamwork, create a collaborative working environment, and enable the field team to be proactive and solution oriented with the aim of delivering high quality education and girls empowerment programming.

Major Responsibilities

Technical

· Manage all the IRC activities under the EAGER project in accordance with IRC polices under the guidance of the coordinator.

Overview of the project

Education Partnerships Group (EPG) is a non-profit consultancy that supports governments in low and middle-income countries to shape and strengthen their education systems. EPG partners with governments to enable their decisions by generating and using research to ensure policy is informed by evidence, facilitating the design and effective implementation of policy, and advising on the piloting and scaling of new policy reforms.




EPG, in collaboration with the Education Workforce Initiative (EWI), have been supporting the Ministry of Basic and Senior Secondary Education (MBSSE) in Sierra Leone with their policy reform agenda for over two years. Working closely with the Ministry’s Operations Policy and Planning Pillar, the consortium focuses on strengthening the policy development process by ensuring compliance and coherence to standards and supporting the drafting and implementation of policies.

To date, EPG and EWI have/are supporting the development of the:

  • Radical Inclusion Policy (approved by Cabinet)

  • School Feeding Policy (approved by Cabinet)

  • Early Childhood Development Policy (approved by Cabinet)

  • School Infrastructure Planning Policy (approved by Cabinet)

About the role

EPG is looking for a highly motivated candidate, with excellent analytical, communication and problem-solving skills, and knowledge of education programming and policy to support the ongoing development of policies and guidelines, as well as the implementation of policies recently promulgated.

The candidate will support EPG work alongside the MBSSE to ensure that policies are carefully and thoughtfully developed and implemented across the country. This will require the ability to oversee, and quality assure the development of policy and policy guidelines and develop templates and training tools to roll out implementation, in consultation with the MBSSE.

  • Supports EPG Programme Manager with programme management tasks including monitoring and evaluation, work planning, financial management and donor reporting.




Candidate requirements

  • A Master’s Degree in Social Sciences (Law, Public Administration, Economics, Education, or related field).

  • 4+ years of professional experience.

  • Excellent policy analysis skills.

  • Strong analytical and problem-solving skills.

  • Proven ability to synthesise and analyse qualitative data.

  • Experience in education policy and/or programming.

  • Experience in project management including planning, monitoring and reporting.

  • Exceptional organisational skills with excellent attention to detail.

  • Strong stakeholder engagement skills including government counterparts, donors and implementing partners is desirable.

  • Experience with the professional use of the Microsoft Office Suite (i.e. Word, PowerPoint, Excel, Outlook)

  • Strong written communications and presentation skills in English.

  • Strong interpersonal skills with a sense of humility and willingness to work with diverse team members, often remotely.

  • A commitment to improving education quality for all children.

The Opportunity   

Plan International is currently prepositioning for an anticipated donor-funded opportunity in Sierra Leone which aims to improve access to education, learning, and sexual and reproductive health information for over 800,000 adolescent girls and children with disability over the life of the programme.

We are currently seeking interested national candidates for the following positions: 

  • Deputy Team Leader – DTL (with a technical background in education and girls’ learning or a technical background in SRHR/CSE, ideally FCDO commercial contracts experience, experience managing large programmes, experience of working in Sierra Leone or the region)

  • Education and Girls’ Learning Expert [relevant technical background (in school and out-of-school settings expertise would be a bonus), experience implementing or advising large-scale, multi-year education/ girls` learning programmes in Sierra Leone or the region]

  • Comprehensive Sexuality Education (CSE) Expert (CSE in-school setting expertise, experience implementing or advising large-scale programmes, experience working in Sierra Leone or the region)

  • SRHR Expert (relevant technical background, experience implementing or advising large-scale programmes, experience working in Sierra Leone or the region)

  • Gender and Inclusion Expert (relevant technical background in gender and inclusion mainstreaming, experience implementing or advising large-scale programmes, experience working in Sierra Leone or the region)

  • Safeguarding Expert (relevant technical background in safeguarding mainstreaming, experience implementing or advising large-scale programmes, experience working in Sierra Leone or the region)
