The Water and Sanitation Promotion (WaSAP) Company (SL) Ltd was established as a social business to provide WaSH services in rural and peri-urban communities in Sierra Leone. WaSAP commenced operations in 2021. Since we started, our main revenue stream has been sales from donor-funded projects, which has created an over-reliance on these institutions that are giving us the projects and risks our sustainability because of the nature of projects. To strengthen our business model starting in 2023, we want to have a strong focus on retail sales such that we grow that segment and diversify our revenue streams. Accordingly, the company is hiring a Director of Technology to bring the required innovations to improve the existing technologies and products of WaSAP and develop other low-cost technology to deliver on our promise to our customers.

 

Contract Duration:

Job Objective(S):

Based in Crossing with frequent travels, the Director of Technology (Senior WaSH Expert) will work closely and collaboratively with the Managing Director, Director of Retail Sales, and other senior technical leads. This role will focus on building on the current WaSAP technology systems and infrastructure to meet the needs of Emerging Market opportunities in the Water Sanitation and Hygiene sector in Sierra Leone.

 

Key Responsibilities:

Under the overall supervision of the Managing Director and working in close collaboration with the Director of Retail Sales, WaSAP Project Managers, and Technicians, the Director of Technology will perform the following tasks:

  • Creating plans for new technological innovations and recommending updates to existing products and services based on the new technology trends.
  • Ensure that the organization is adopting current technology standards.
  • Evaluate new technology/innovation to determine its usefulness for the organization.
  • Develop relevant products and strategies to prevent cross-contamination to ensure that products and services are safe to the highest quality standards.
  • Develop strategies to ensure that products and services are safe for our customers.
  • Develop strategies to propose new project development that involves WaSAP products.
  • Develop or recommend new products adapted to consumer needs.
  • Ensure the smooth, efficient, and effective start-up and introduction of new products into the market.
  • Work with WaSAP staff to map and develop list of private WASH partners for WaSAP staff to meet as part of its WASH programming and potential partnership activities.
  • Actively engage in WASH sector development to the maximum benefit of the company.
  • Engage private sector relating to WASH financing, business growth, market assessment, product creation, and commercial and business development.
  • Develop a strategy to address water quality issues by working with relevant stakeholders.

 

Desirable Qualifications, skills, and Competencies

  • Extensive experience managing water, sanitation, and hygiene programs in developing country contexts.
  • Experience in WASH marketing, including franchising, demand and supply side dynamics, behavior change communication and social marketing.
  • Experience integrating WASH and Nutrition programs is highly desirable.
  • Minimum of MSc/master’s in civil engineering, Water Supply and Sanitation Engineering, Environmental Engineering, Water Resources Management, or qualifications that demonstrate relevance to WASH project management.
  • Demonstrated knowledge and background in community mobilization and engagement.
  • Demonstrated problem-solving skills, collaboration experience, creativity, and willingness to innovate.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Demonstrated ability to address behavior change issues in improving household WASH.
  • Demonstrated experience in working with various water supply and sanitation technologies.

Role and Responsibilities

In this role, the engineer will be responsible for consistently monitoring and troubleshooting the Metro Cable infrastructure, responding to network issues, escalating to the technical team for intervention. You will also be required to configure system hardware and manage system back-ups.

Key Responsibilities:

  • Metro Cable infrastructure monitoring and troubleshooting through dedicated OSS systems.

Donor countries are Germany, the Netherlands, Norway, Sweden, Switzerland, and the United Kingdom. EnDev has been active in Liberia since 2012; in 2014, the project activities were expanded to the neighboring countries of Sierra Leone and Guinea. EnDev cooperates with government institutions, national and local non-governmental organization, donors and the private sector.

 

In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems and mini-grids and b) access to improved cooking energy systems through energy-efficient cookstoves, sustainable biomass production. The present position will support the cooking energy component. In the area of cooking energy, EnDev Sierra Leone is supporting the implementation of the Cleaner Cooking Energy Compact of Sierra Leone. EnDev is supporting market development through capacitating Improved Cookstove (ICS) or sustainable biomass fuel producers, supporting innovation in cooking energy efficiency measures, support standardization and testing procedure for cooking energy products, supporting smart finance systems and developing strategies towards sustainable biomass fuel production.

Overview:  

Jhpiego, an affiliate of Johns Hopkins University, has strengthened public health programming for  five decades in more than 150 countries through evidence-based, quality-focused public health  interventions. Jhpiego has worked closely with the Ministry of Health and Sanitation, Sierra Leone  (MOHS) since 2018 through Momentum Country and Global Leadership Program focusing on  Reproductive Maternal Newborn and Child Health and IPC/WASH projects, the US-CDC-funded  Global Health Security project, the Health Resources and Services Administration-funded Global  Reach II, and the USAID-funded Impact Malaria project

The COVID-19 pandemic exposed many weaknesses in health systems across the globe and raised  important issues in health security. USAID has provided support to many countries through the  COVID-19 Response Mechanism (C19RM), including Sierra Leone. Three key areas for ongoing  support, which were identified by USAID, the Ministry of Health and Sanitation (MoHS), Global  Fund, and other partners, are a) Integrated Waste Management (IWM), b) Community Led Services  Assessment, (CLSA), and c) Medical Oxygen Ecosystem (MOE).

MOHS has an existing National Medical Waste Management Policy and Strategy. However, with the  advent of COVID-19, the policy and strategy need to be updated to interventions on the transport,  storage, and destruction of Covid-19 and other infectious diseases related medical waste. Meanwhile,  US$ 600,000 has been approved and allocated in the C19 RM grant for medical waste management,  but with a pre-condition that requires MoHS to develop a detailed workplan and budget for the US$  600,000 for review and approval by Global Fund. The Directorate of Environmental Health of the  MoHS is thus seeking the services of a TA to provide technical assistance in updating the National  Medical Waste Management Policy and Strategy to include Covid-19 and other infectious diseases  medical waste management, and at the same time develop a detailed workplan and budget for  implementation of the updated policy and strategy document.

Through C19RM funding from USAID, Jhpiego will recruit a Technical Advisor to provide technical  assistance to MoHS National Integrated Medical Waste Management Strategy to include COVID-19  and other infectious diseases, SOPs development, capacity building and other areas

The Technical Advisor will work in close collaboration with the Director of Environmental Health,  Program Manager for Waste Management, MoHS, the Jhpiego team in Sierra Leone, and  representatives from different Jhpiego departments to support the successful implementation of the  project.

Specific responsibilities include:  

Technical

∙ Review and update the scopes of practice for CHW and community-led services to include  Covid-19

∙ Review community-led services in the C19RM proposal and align interventions with the  CHW Strategy and international best practices.

∙ Map out current activities in the C19RM proposal to identify those with the highest impact  for eventual scale up and de-prioritize those with the least impact and make relevant  adjustments in the C19 RM grant to accommodate changes.

∙ Conduct an assessment of existing and needed community-led health services, identify and  map existing financial and non-financial gaps in community-led health services and highlight  opportunities for future GF investments in Sierra Leone. The focus may include but is not  limited to:

∙ Analyze the linkages between community-led services and various programs  ∙ Investigate and document key challenges in community-led service provision/service  delivery and service utilization for HIV, TB, MCH, and other related programs  ∙ Assess various community-led monitoring mechanisms; existing community-led advocacy  (including strengths and weaknesses) and the roles of communities in advocacy.  ∙ Investigate and document lessons learned from implementation under C19RM  ∙ Assess compensation mechanisms for various community-led services.

∙ Conduct broad stakeholder assessment for community-led services. – community and their  decision makers, private sector, NGOs and MDAs

∙ Review functions and scope of the Facility Management Committee

∙ Investigate strategies for community engagement in national public health campaigns (e.g  ITN distribution, immunization campaigns)

∙ Assess existing and potential school structures and their roles in community-led health  activities/ services

∙ Assess the critical issues around the occurrence and prevention of teenage pregnancy,  SGBV, and social behavior change in the community

∙ Support the development of a costed operational plan based on assessment findings

Program Support and Compliance

∙ Contribute to/draft project documents such as weekly, monthly, quarterly reports and final  technical reports

 

∙ Facilitate Core Technical Working Group/multi-stakeholder engagement meetings  ∙ Capture insights from stakeholders through engagement: interviews, workshops, field visits  ∙ Support monitoring of progress on key deliverables and activities outlined in the work plan  ∙ Support planning and execution of workshops and activities

∙ Support timely deliverables of project activities

∙ Ensure compliance with Jhpiego and JHU operational policies and regulations

∙ Ensure compliance with Donor policies and regulations

∙ In coordination with project leadership, provide management support for routine and ad hoc meetings, including agenda planning and development, and follow-up on key action  items, etc.

 

Required Qualifications and Experience  

∙ Masters in Community Health, Community development, Public Health or Business  Administration with 5 years plus work experience

∙ Extensive knowledge of Sierra Leone Community Health Program

∙ Experience in conducting landscape assessments and development of costed implementation  plan

∙ Prior management consulting experience is desirable

∙ Experience implementing similar programs funded by USAID preferred  ∙ Experience handling program tasks across project phases (e.g., workplans, reporting)  ∙ Strong organizational skills and attention to detail

∙ Ability to work proactively, organize and manage own work and assist others to do the same  ∙ Experience preparing high-quality reports for donors/funders preferred  ∙ Excellent written and oral English language skills,

∙ Good communication skills with diverse groups

Context

BBC media action is the BBC international development organization use media and communication to reduce poverty and promote human right in developing countries. The aim is to ensure proper repairs of the country office in line with the standard specification, to guarantee quality of work and value for money. The key function of the freelance engineer /clerk of works are summarized below:

  •   Assessment of the nature and extent of works to be carried out in the office building (1 day)

Duties and Responsibilities:

  • Provide technical advice and direct implementation support for learning or performance approaches that include digital health or mobile technology solutions
  • Support moderation, digital content identification, creation or management on various technology platforms with a focus on mobile platforms. This may include learning management system, messaging or social media software platforms

Position Overview: 

The Senior (Sr.) Technical Officer in collaboration with the Technical Advisors (Tas), will provide strategic oversight and technical support in the implementation and expansion of integrated quality HIV services to both the general and key populations (KPs) at program supported health facilities and drop-in centers (DICs). One (1) Sr Technical Officer position will be KP focused will closely with the KP Technical Advisor on KP friendly programming.

 

The Sr Technical Officer positions will provide strategic support, oversight, and technical assistance to the implementation of comprehensive facility-based HIV services including PrEP, HTS (including index testing and HIVST), Care and Treatment and linkage to care. They will also provide strategic support to DICs, and health facilities conduct specific mobile and outreach services and services targeting populations (e.g., KPs, men). S/he will work closely with the technical officers to directly support health facility staff and volunteers at site and DIC level and contribute to the improvement of access and quality of HIV services including the optimization of HTS, referrals/linkages with HIV/AIDS care and treatment, other services (including lab) and the implementation of QI approaches. S/he will provide mentorship and support to health facility staff and volunteers at health facilities and DICs in the provision of HIV prevention (including PrEP) optimized HTS (including HIVST and index testing), adherence counseling, TB screening and prevention, laboratory services, other health screening and referrals and QI/QA activities.

 

The position will work with Technical Officers and Advisors to identify capacity and skills gaps and implement targeted on-the-job trainings and mentorship for the provision of comprehensive and high-quality HIV, and KP-friendly services.  S/he will, in collaboration with the health facility and DIC staff, provide oversight and mentorship to the project Technical Officers alongside the volunteers at the health facility and DIC that are supporting demand creation for services, linkages to care, partner tracing, loss to follow up and peer support.  S/he will also collaborate with other organizations and the communities to support HIV services across the continuum of care.

 

Duties and Responsibilities:

  • Supports Technical Officers and health facility and drop-in center staff in the coordination, supervision and provision of optimized HTS (HIVST and index testing), HIV prevention (including PrEP), linkages to/and care and treatment support, TB and other health services at health facilities.
  • Mentors and trains Technical Officers, health facility staff and volunteers on comprehensive and quality HIV services across the continuum of care and the clinical management of people living with HIV, integrated TB screening and prevention, and counseling provided at health facilities and outreach sites
  • Ensures all clinical procedures at health facilities and outreaches follow national guidelines and protocols developed by the NACP and meet PEPFAR minimum requirements.
  • Provides on-going coaching, mentoring and hands-on supervision to technical officers, health facility staff and volunteers
  • Develops patient flow, protocols and supports site level standard operating procedures for comprehensive HIV services
  • Ensures linkages of newly diagnosed clients to care, in collaboration with health facility staff and volunteers,
  • Supports health facility and drop-in center staff to conduct weekly data review meetings and determines pivots or adjustments to implementation, in collaboration with the SI officers and SI assistants,
  • Provide logistic support and oversight of laboratory sample transport and commodities and supplies for HIV services
  • Provides technical assistance and participate in supportive supervision of clinical staff to ensure quality health care delivery; support the DHMTs to do the same in select sites
  • Trains counselors and volunteers in HIV, HIVST, PrEP, community and adherence counseling, patient advocacy, case management and partners tracing
  • Contributes to monthly, quarterly and annual reports with progress as per donor requirements.

Knowledge, Skills and Experiences:

  • Robust clinical experience in HIV/AIDS testing and counseling, care and treatment

Position Overview: 

The M&E Officer will assist in the design, implementation and supervision of monitoring and evaluation activities at the field offices. S/he will ensure that the quality of program/project monitoring and evaluation in the sites by supporting the development and implementation of appropriate mechanisms and tools to ensure quality. The candidate will produce monthly, quarterly and annual monitoring and evaluation reports based on agreed indicators that will guide decision-making and program implementation.

 

Duties and Responsibilities:

  • Work with program teams to implement monitoring strategies and action plans to ensure continued monitoring of program achievement against targets
  • Conduct routine monitoring visits to project sites, including the conduct of data quality assessments using official tools, assist in the preparation of monthly reports, and provide supportive supervision.
  • Work with local partners to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting.

Required Qualifications:

  • A first degree in Statistics/Mathematics, Epidemiology, Public Health or related disciplines;
  • Minimum of 3 years’ experience in handling biostatistics and/or monitoring and evaluation programs
  • Experience in Monitoring and Evaluation of reproductive health or HIV/AIDS programs in developing countries;
  • Experience working with local partners, including NGOs and CBOs, and knowledge of the local context essential, familiarity with USG programs preferred.
  • Previous experience providing M&E expertise on donor-funded programs especially PEPFAR is advantageous
