Mission and objectives

The UNDP Sierra Leone Country Office was established in 1978 and has over the years grown to a total staff strength of over 140 and with an average annual delivery of USD 25 million. UNDP has established a Planning and Support Unit (PSU) to provide effective and efficient management advisory support services to senior management and to programme and operations Units. It specifically leads on programme quality assurance, results-based management, resource mobilization, and donor relations and reporting. Under the overall guidance of the Resident Representative and direct supervision of the Team Leader of the PSU, the Donor Relations and Reporting Specialist leads on partnership building and ensuring donor compliance and high-quality donor reporting. He/she will: (i) identify and explore potentials for strategic partnership and programme synergies, (ii) coordinate donor relations and development assistant (iii) ensure donor reporting compliance and consistency with UNDAF/CPD and other corporate documents (iv) develop and enhance partnerships and (v) mobilize resources. He/she will also support knowledge management and information dissemination in a coordinated, systematic, client-oriented and timely manner for all programmes. The Donor Relations and Reporting Specialist works in close collaboration with Senior Management, Team Leaders in the Programme and Operations Units. He or she is expected to coordinate with relevant colleagues in other UN Agencies.

Context

UNDP SL developed the project “Promote the creation of an enabling environment for the conduct of peaceful elections and the strengthening of social cohesion in Sierra Leone”. As part of this project, UNDP will work with key stakeholders such as the media, civil society organizations (CSOs) and the government to monitor, analyse and prevent or mitigate disinformation and hate speech before, during and after the elections. Within the project, the 2nd outcome “An inclusive civic space is fostered and peaceful, accurate and timely communications for participatory and well-informed discourse are promoted” includes an activity designed to support implementation of social and online media monitoring mechanism through the deployment of a digital platform, training of journalist and agreements with social media platforms to enable them to analyse information with regard to their level of accuracy and respond adequately to questions. At a global level, UNDP has developed an IT solution called iVerify to the promotion of information integrity. Following the assessment carried out in September 2022, the project and UNDP Country Office decided to implement the iVerify System in support of the media sector in Sierra Leone for the upcoming 2023 elections.

Task description

Within the delegated authority and under the supervision of the Deputy Resident Representative or his/her designated mandated representative(s), the UN Volunteer will ensure:

    •  Support the UNDP Election project peace component/JTF in the day to day in-country management and implementation of the project activities as specified in the iVerify System workplans.
    •  Support to the iVerify System includes:
    •  Act as focal point for the JTF and Peacebuilding Project, including with relevant national and international actors, on the implementation in-country of the iVerify System.
    •  Liaise national actors involved in the development of the iVerify System to ensure agreement on roles and responsibilities and support the drafting of necessary documents.
  •  Assist and coordinate in any procurement/logistic processes as well as the development and roll-out of IT tools linked to the implementation of the iVerify platform.
  •  Support the development of materials and delivery of trainings during the roll-out of the iVerify System. Under the overall supervision of the UNDP Election Project Chief Technical Advisor (CTA), and in close collaboration with the EC-UNDP Joint Task Force (JTF), the UNV will have a dual matrix reporting line to the JTF project leads and the Chief Technical Advisor for day-to-day tasks.

Strategy Development and Implementation

3.) Livestock Technical Officer

 

Position: Livestock Technical Officer

Purpose:

Assist Programme Manager to translate & communicate the BAFS-EU supported “Improving Food Security and Increasing Income for smallholder farmer (mostly youth & women) through sustainable livestock production” in Sierra Leone.

To ensure the quality and timely smooth implementation of targeted activities through effective facilitation, guidance on proper plan and follow up and MEAL reporting.

Purpose of the Role:

The CTO will be in charge of outlining the company’s technological vision, implementing technology strategies, and ensuring that the technological resources are aligned with the company’s business needs.  This will involve setting the technical direction for product development; creating and executing a strategic plan; identifying the exact resources necessary to put the plan into action; and overseeing the entire process from start to finish.  They will also oversee the company’s information technology and computer systems with duties including assessing current processes, recommending software upgrades, cyber security and directing the executive team on the best processes. Areas of Responsibility

  1. Research and development of products and services

This is going to be the main role of the CTO at iDT Labs. The CTO will have the responsibility to lead in research and development of new & existing products and services. The CTO will be expected to use creative abilities and research methods to improve existing products & services based on user feedback and also develop new products and services to meet the demands of our target markets.

 

  1. Project Management

Due to the nature of the work that we do, the CTO will be the overall project owner of the different ICT projects that we will be working on. This requires that they have strong project management skills from planning projects and budgeting to project execution and time management. Projects may include internal software development and external development assignments from our client. For external assignment, the CTO will be responsible to lead in the research, planning, and implementing of ICT projects won by the company. Tasks may include proposal development, research & discovery, software design & development, product testing and trials, integration of user feedback, and managing support & maintenance after deployment.

 

  1. Manage Operations

The CTO will be responsible for managing operations which will consist of mainly two areas – managing the team and managing the clients. We are looking for an inspirational leader who has a fairly good business sense and is able to recruit, mentor and guide a team of tech development enthusiasts. We also know that our clients may need some hand holding or otherwise guidance and we expect the CTO to come up with solutions that address their needs proactively.

Though the product’s overarching vision is a culmination of the company’s leadership team, the CTO needs to develop a technical strategy for iDT Labs that will make that vision a reality. The strategy should include clear goals, obstacles, as well as risk analysis. This technical strategy needs to align with the startup’s overall business objectives. In order to craft a strong vision, a CTO needs to have profound technical skills and a thorough understanding of business. CTOs need to have the proper tools to create and channel this vision into something real.

  • Establish department goals and priorities in collaboration with Operations.
  • Lead the research & development of new products to support the company business goals.
  • Analyze and review existing products/services, gather and integrate end user feedback to improve existing products/services.

The IRC through its WGPE sector will be implementing the “Adolescent Girls Empowerment and Protection Project” (AGEPP) Phase 2 from 2022 to 2024, and its main aim is ‘to support the empowerment of Adolescent Girls through relevant education, knowledge, and skills for obtaining their full potential and inclusive participation in society’.  This project will be implemented in Bo District and is a follow-on project from AGEPP Phase 1 (2019-2022).  It will primarily focus on adolescent girls over a 3-year period, with the recognition that their empowerment cannot be fully achieved without change occurring within the family and the community. Therefore, this project will also target female caregivers of the girls, male leaders within the community, boys, and the community at large. Using learning from the period of the COVID 19 pandemic, Ebola and other natural disasters that have occurred in previous years, which resulted in increased vulnerability and incidence of adolescent girls to SGBV, teenage pregnancy and FGM, the project will seek to bring about changes that will build resilience in the communities and will allow them to take full ownership of the problems and solutions of their adolescent girls leading to the reduction of early marriage and teenage pregnancy. To be able to achieve this effectively, the project will also explore through research, how climate change affects adolescent girls.




 

JOB SUMMARY

Reporting to the WGPE Senior Program Manager, the Project Manager will assume responsibility for management of the WGPE project field staff and implementation activities in Bo for AGEPP Phase 2.  S/he will coordinate with IRC’s other programs; and represent the WGPE program in external meetings and related events in the Bo district.

KEY WORKING RELATIONSHIPS

  • Position directly supervises:  3 WGPE Senior Officers (Bo District)
  • internal: WGPE Coordinator, Bo Field Manager, M & E Manager

SPECIFIC RESPONSIBILITIES: 

Project Implementation

  • Supervise and manage the Project Officers, building their capacity in project implementation and ensure a positive team spirit is fostered encouraging innovative and quality programming.
  • Oversee project implementation including logistics support and organization of activities – trainings, meetings, and workshops for staff, clients, and other stakeholders, in line with donor requirements
  • Develop actionable work plans to ensure the timely implementation of project activities, in collaboration with project team members
  • Develop and maintain effective and productive working relationships with key stakeholders and represent IRC at meetings with stakeholders
  • Report on performance and lead regular team meetings aimed at ensuring activities of the team members are coordinated and performed in a timely manner.
  • With support from finance, logistics and administrative staff, oversee financial activities including monitoring of the project budget through Budget vs. Actual monthly reviews, item forecasting and procurement for project activities.
  • Provide monthly written and regular verbal reports on progress on activities to supervisor

 

Monitoring, Evaluation, and reporting:

    • Monitor progress towards the objectives and intended outputs of the project using routine data, spot checks, observation, and other methodologies.
    • Ensure timely data collection by project officers for analysis and use in periodic reporting and to inform project activities
    • Based on monitoring and feedback mechanisms, strengthen the quality, effectiveness, and responsiveness of program interventions.
    • Contribute to IRC and donor reports as per set schedules (monthly, quarterly, and annually) on grant activities, indicators, and achievements.
  • Support compilation of learning from project implementation to inform the design of future programs
  • Promote an environment of best practice and knowledge sharing with other IRC sectors, and with partners.

QUALIFICATIONS

Education:

  • Bachelor’s Degree in International Development, Education, Sociology, or a related field.

Experience:

  • Proven practical work experience and knowledge on GBV, gender, economic empowerment, livelihoods, skills building and men, boys and community engagement.
  • At least 3 years’ experience of managing, coordinating or leading teams.
  • At least 2 years’ experience in basic administrative, logistical, and financial management, including basic budgeting, resource management and procurement processes.

General Description of GOAL’s Work in Sierra Leone

GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban WASH focusing on faecal sludge management and promoting social inclusion, empowerment and the promotion of decent work through systems-based Programme approaches and community led social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Bombali, Koinadugu, Moyamba and Kenema Districts, with funding from Irish Aid, UNICEF, Charity: Water and FCDO.

 

Overview of the role:

The post holder will be responsible for the participation in the provision of high quality administrative, logistic, and procurement services in the Freetown office, but will be expected to travel when needed to support all GOAL field offices. The post holder is expected where necessary to work on his/her own initiative and as part of a team. S/he will be reporting directly to the Logistics Manager in Freetown.




Overall Objective:

The IT Officer will ensure the proper usage and functioning of the IT services within GOAL SL.

 

Key Duties and Responsibilities:

1) REACTIVE SUPPORT

  • Provide technical support to all staff Freetown, and (field offices) with computer, network, internet, email & printer problems
  • Carry out or supervise sub-contracted repair of devices & ensure service schedules are adhered to.
  • Keep log of problems & be responsible for addressing them either in person, with contractor or hardware agent.
  • Liaise with relevant service providers in diagnosis & resolution of problems.
  • These duties may involve travel to field offices.

 





2) PROACTIVE

  • Roll out, on a scheduled basis, all relevant and necessary security, firewall and anti-virus updates to all offices and users
  • Ensure all critical data on all devices is securely backed up, both on- and off-site
  • Setup & configure, to a standard specification, all current and new equipment
  • Schedule the servicing/upgrade of equipment when necessary, if possible at times of minimum impact (e.g. when user is on leave or is handing over to new user).
  • Disseminate, where appropriate, support & how-to documents to new & existing users.
  • These duties may, on occasion, involve travel the field offices.

 

3) PROCUREMENT SUPPORT

  • Advise on technical specifications for IT procurement
  • Check all purchased IT equipment on receipt and report to Logistics department if it doesn’t match the specification.
  • Advise and support Procurement Team in selecting preferred supplier for purchases and repairs of equipment.

 

4) ADMINISTRATIVE SUPPORT

  • Manage email users of – setup, maintenance, monitoring, clean-up
  • Manage passwords & security on all networks & devices
  • Liaise with the Logistics department in maintaining an up-to-date asset registry for all devices
  • Maintain IT-related reference documents for all devices and their configurations/passwords
  • Maintain documentation on IT processes & procedures

 

5) TRAINING SUPPORT

  • Support all departments in the identification & evaluation of training needs
  • Support all departments in the identification of external training providers
  • Liaise with the HR department in the scheduling of training courses with external service providers

 





6) POLICY AND REPORTING

  • Report weekly to line manager on work complete & priorities of work outstanding
  • Implement a tracking sheet for problems (calls and equipment) received
  • Provide advice, when required, to GOAL Sierra Leone management on IT issues
  • Document GOAL Sierra Leone IT policies & disseminate to GOAL staff as necessary.

About the role

PROGRAMME OVERVIEW The Child Health and Mortality Prevention Surveillance (CHAMPS) site aims to determine and track the causes of under-five mortality and stillbirths through epidemiologic surveillance, including reporting within 24 hours, clinical sampling, and use of advanced laboratory testing and diagnostics across a network of international sites. The area selected for CHAMPS in Sierra Leone is Bombali Sebora chiefdom in Bombali district. In the last one-year CHAMPS has been collaborating with COMSA in Bo district to collect mortality data on Under-five deaths. The Minimal Invasive Tissue Sampling (MITS) procedure used by CHAMPS was developed to reduce the uncertainty regarding causes of death. The data collected from the CHAMPS Sierra Leone site will be added to that collected from other sites and will help reduce child deaths in LMICs by providing detailed evidence on the cause of death to influence policy of funders and stakeholders.

Qualifications • Holder of BSc/BA, preferably MSc. in Computer Science, Information Technology, Statistics, Biostatistics or related discipline with extensive practical experience. • At least 5 years of data management in medical research Abilities • Fluent in written and spoken English • Proficiency in statistical software used for data analysis, such as STATA, SAS, and R • Experience in use of EDC Systems including REDCap, SurveyCTO or OpenClinica including designing and developing data collection tools using these systems • Experience with cloud computing patforms desirable • Experience with programming and coding software such as C++, Java, VBA, VB.Net • Proven experience and knowledge of database systems/software MySQL, Ms. Access.
