INFORMATION COMMUNICATION AND TECHNOLOGY(ICT) SUPPORT SERVICE  FOR PURPOSEFUL SIERRA LEONE.

The Purpose and Scope of the Service

The Consulting firm will provide engineer-level ICT Staff  support to staff at the Purposeful office. The staff should  consist of ICT engineers with good communication and technical skills, coupled with industry certification and substantive experiences in providing first line support in installation, configuration,  troubleshooting,  and repairing  PC, Mac book(apple laptop) chrome books,  android phones and tablets.  The firm will work closely with existing Purposeful Global IT support consultant in addressing or working on issues relating to staff MacBooks and mentors’ Android phones and tablets. The Consulting firm will also advise on the effectiveness of internet services or help to address internet issues at Purposeful office.




Deliverables and Timeline

The ICT consulting firm   should undertake the following:

  1. work  with the Purposeful Global IT support consultant to

  • set up new starters on G-Suite cloud

  • set up laptops (including MacBooks) for new starters with G-Suite access and applicable software requirements

  1. troubleshooting of laptop issues, and advice on whether they require manufacture return (if under warranty) or repair. This should be communicated to and coordinated with the Global IT consultant.

  2. maintenance and repair of hardware in the office, no longer under warranty (e.g. printers, laptops, photocopiers)

  3. ad hoc service desk IT queries as they occur

  4. maintenance of Android phones and tablets.

  5. maintaining updates of online software and data protection as relevant

  6. administer network and data security, including directory, group policy, firewalls, virus protection, and email security

  7. install and update network system improvements

  8. install and configure wireless networking equipment

  9. monitor servers, LAN/WAN, and Wi-Fi to ensure full coverage

  10. evaluate connectivity issues, equipment, and software and hardware




Requirements for the firm

  • Legally registered firm with requisite professional experience and knowledge of Network technologies including Microsoft Windows, corporate ICT security and viral protection systems, ERP, PC/LAN operating systems.

  • A firm that  consist of ICT engineers with good communication and technical skills, coupled with industry certification and substantive experiences in  installation, configuration,  troubleshooting,  and repairing  PC, Mac book(apple laptop) chrome books and android phones and tablets.

  •  At least 5 years’ experience in troubleshooting, networking, hardware and software maintenance.

  • The firm should be based in Sierra Leone

Time frame

  • The services provided by the firm shall be on-call basis, 24/7.

  • The firm will also conduct monthly check ups of laptops and other electronic machines in the office.

How can you make a difference?

Medical equipment is the vital component in the hospital care delivery. With support from multiple donors, Ministry of Health and Sanitation (MoHS) procured and distributed across the country a number of expensive medical equipment for maternal, neonatal and child health care such as infant warmer, oxygen concentrator machines, respirators/ambu bags, infant incubators, monitors, infusion pumps, ventilators. However, return on investment for the equipment is not always optimal because of poor management and maintenance coupled with over-utilization and inappropriate use of these equipment.

Against this backdrop, the MoHS has requested UNICEF to provide support to establish the Computerized Maintenance Management System (CMMS) for medical devices in the district and referral hospitals. While the International Biomedical Engineer has worked on the concept and basic design of the CMMS, there is a need for information and technology (IT) specialist to support the software development and operationalization. This is a vital step to continue building the system to manage and maintain medical equipment in Sierra Leone, as part of both regular health system strengthening work and COVID-19 emergency response.





Objectives Of The Assignment

The purpose of the consultancy is to establish a functional Computerized Maintenance Management System (CMMS) for medical devices at hospitals to ensure and improve availability and performance of medical equipment and devices, at the least possible cost and with all safety considerations through proper maintenance and management. This is expected to contribute toward improving quality of hospital care delivery and ultimately reducing the mortality and morbidity of mothers, new-borns, and children.

Specific Objectives Include

  • To develop a country specific CMMS software application (inventory of equipment, preventive maintenance, and repair and maintenance of non-functional medical equipment) and establish a network.
  • To develop capacity at the of the Maintenance Unit members, key health facility department heads, district health management teams (DHMTs) and MoHS central staff in the operation and use of the software application.

Scope Of Work

  • Consult and confirm with the relevant MoHS managers, UNICEF staff, and other stakeholders to define the needs for functionality and scope of the CMMS software application.
  • Review the existing third-party developed commercial software which was pilot tested in Sierra Leone and understand the customization requirements for the Work Order System, Scheduling, Inventory of equipment and Maintenance Human Resources, Monthly accomplishment reporting generation, display of Asset Registry, and performance indicator monitoring.
  • Design, develop and test a country-specific customized system software application based on the above by simplifying the existing commercial software application and adjusting some functions to the country needs.
  • Design a network for CMMS in the MoHS, district Hospitals, referral hospitals, and DHMTs; either cloud or internet based.
  • Develop list of hardware to establish the network and estimated cost.
  • Establish a network as per the above design.
  • Establish a system that manages the users and software, control the users’ accounts, system documentation and resolve technical issue at the MOHS level.
  • Develop capacity of the Maintenance Unit, key health facility department heads, DHMT, and MoHS in the operation and use of the software.
  • Liaise and link up with the MOHS ICT manager and related Directorates to establish interoperability with other systems.
  • Develop a brief user manual for CMMS software application, along with administration guidelines, including a clear documentation for all components of the system with full details of the hardware, software, operating procedures, upgrades/modifications procedures, and backup and data security policy.
  • Install and operationalize CMMS at all special care baby units (SCBUs) in the country.





Deliverables

  • A customized CMMS software application.
  • Cost estimate for establishing the CCMS and the network along with the list of the hardware required for network development.
  • User manual for CCMS software application.
  • Training of biomedical technicians at the hospitals, DMOs and M&E officers at DHMTs, IT officers at Directorate of Policy Planning and Information (DPPI), and users at MOHS directorates / programmes on CMMS use.
  • Installation and operationalization of CMMS at all SCBUs in the country.

To qualify as an advocate for every child you will have…

  • An advanced degree (Masters) in the relevant professional area, particularly the degree in IT is an advantage. *A first level university degree with an additional two years of experience may be accepted in lieu of the advanced university degree.
  • At least 2 years’ experience in IT system installation, maintenance, and software development.

  • Experience in hospital and public health setting.
  • Experience working in local hospitals as IT expert is an advantage.
  • Good English communication skills, both written and verbal.

  • Coordination skills with the key health stakeholders.

This is a hands-on supervisory position responsible for promoting health and dietary practices as part of CRS’ efforts to realize Strategic Objective 2 of the McGovern-Dole Food for Education and Child Nutrition project. The incumbent in this role will lead efforts to promote meal planning, school health and nutrition education, school health clubs, social behavior change communication (both at school and community level), deworming, WASH in schools and supporting the national government develop relevant school health and nutrition policies. You will further support coordination efforts between relevant ministries and departments as well as support assessments to identify health and nutrition needs of vulnerable groups. You will provide oversight to health and nutrition initiatives of the program and will take the lead in the design, implementation, monitoring and reporting of all training related activities of the MGD project either implemented directly by CRS or in collaboration with government and sub-recipient.

  • Provide technical oversight and direction for health and nutrition activities as an integral part of the project and build on existing health and nutrition initiatives in Sierra Leone.

Work Conditions/Environment Conditions

The position is based in Kabala in the Northern Part of Sierra Leone and requires approximately 25% travel, sometimes to hardship locations and for extended periods of time that can last several weeks. This is an unaccompanied position due to the remoteness of the field location and require flexibility.

Job Summary

  • Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyse implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.

  • Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

  • Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.

Other Specific Responsibility:

Under the overall supervision of the Global Fund Project Director and directly reporting to the Program Manager, the Zonal Coordinator will serve as a team member and responsible to support and ensure implementation of all Global Fund NFM3 project activities in an assigned Zone. A Zone is made up of 3 or more districts. In particular, the Zonal Coordinator will support and monitor implementation of IEC/BCC (Mass Media and Community Outreach) by Sub Recipients as well as the implementation of national surveys under the Global Fund grant.

 

Support implementation and Coordination:

  • Ensure objective selection of clubs when sampling.

  • Coordinate with Program Manager, M & E Coordinator and the Global Fund NFM3 Project Director to report on barriers to implementation in the field and provide inputs to problem solving.

  • Participate in and coordinate with SRs and SSRs to report progress during DHMT monthly coordination meetings.

  • Actively seek to understand the main interventions being promoted by other development actors in assigned operational area and ensure coordination.

  • Compile, analyze and present zonal level information on BCC/IEC activities for reporting of program progress.

  • As part of risk management, verify implementation and review SRs and SSRs reports to ensure accuracy of reports and field operations.

  • Consistently use recommendations from trip reports to structure partner capacity building.

6.Devise accurate, realistic, and inclusive budgets for MSSL’s programme, for donor funding
bids and for sub-departments

  • Prepare annual operational and capital budgets to guide and plan the optimal use of MSSL’s and donors’ resources to achieve the organisation’s objectives and maximise impact.
  • Monitor and manage expenditure trends and provide timely advice and analysis of potential over or under spends to the SMT and budget holders, to allow managers to make required adjustments to meet financial goals.
  • Monitor programme support costs and ensure MSSL is maximising on cost efficiencies and recoveries.
  • Provide annual training and continuous support to the SMT, budget holders and project managers to ensure proper understanding, ownership of and engagement with financial results and programme budgets.
  • Provide sound financial advice to the country director, the programme board, and other SMT colleagues as appropriate.

7. Ensure procurement is planned, well managed, in line with MSI procurement standards and is good
value for money.

  • Ensure procurement is thoroughly planned and monitored on a regular basis
  • Develop and execute improved procurement strategies, policies, and procedures across all channels of purchasing/procurement in MSSL to meet MSIs procurement standards and ensure value for money.
  • Manage every aspect of the supply chain and notify senior management team of any possible obstacles to ideal procurement efficiency
  • Perform procurement cost analysis and set appropriate benchmarks
  • Ensure procurement team are coordinating procurement deliveries with support from stores and the correct procured items are being received into MSSL stores





8.Effective management and oversight of MSI working capital and financial obligations.

  • Oversee cash flow management and forecasting to ensure that adequate funds are available for programme needs. Monitor the cash requirements and amounts drawn down against programmatic requirements.
  • Manage debtors, creditors, advances from local donors and End of Service funds and their accurate recording and regular monthly reconciliation on the Balance Sheet. Ensure that working capital is managed efficiently and proactively. ·
  • Ensure that all statutory requirements are met on time, including payroll taxes, VAT (sales tax), income tax, pensions or other retirement obligations, insurance etc. Ensure that the programme complies with all regulatory requirements of local statutory bodies.
  • Ensure contractual obligations are financially sound and appropriate for the organisation.
  • Be accountable for the safeguarding of the country programme’s assets.

Qualifications:

  • Qualified accountant (ACCA, CIMA or CPA)
  • Bachelor of Accountancy or Finance or equivalent
  • Master’s degree or equivalent senior-level work experience in financial management

  • Minimum seven years of post-graduate relevant work experience with at least three years of experience in a significant senior management/director position

You will possess sound knowledge of district health systems in Sierra Leone and have experience in providing mentorship/trainings in Sierra Leone, including on RMNCAH-related areas will be preferred. To succeed in this role, you must have a professional certification in Accounting (ACCA, CIMA or CPA holder) and or have an academic degree in accounting, Economics and/or financial management. At least 3 years finance or auditing/compliance experience. Able to prepare presentations for GMMs – basic knowledge in grant management functions is required, Excellent computer skills in Microsoft Word, Microsoft Excel, Power Point, etc. Willingness to travel to field sites on a regular basis. Excellent communication skills while interacting with Colleagues and Partners. Previous INGO experience and knowledge of donors is an advantage.

PROGRAM BACKGROUND:

Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations and private sector – to provide improved social services, decrease youth unemployment and mitigate gender based violence.  IRC do this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, Youth and Women’s Protection and Empowerment programming.  IRC operates in its Regional Field Office in Kenema, a Field Office in Kono and Field Offices in Kailahun and Bo and has a Country Program office in Freetown.




 

REPORTING

Reporting to the Senior IT Officer or Senior IT Manager, the IT Assistant will provide desktop support services to end users and be in charge of basic Networking and system administration services, including computers and end users applications installations, mobile devices configurations, installation and configuration of printers and other computers peripherals and local domain users’ accounts management. A key aspect of this role is ensuring all technology implementations in-country conforms to the global IT policies and procedures hence working closely with Country IT and Regional IT lead is vital.




 

RESPONSIBILITIES:

  • Work in collaboration with the Country and Regional IT lead to ensure that end users computers are setup and configured with the IRC standard Operating system and applications versions (IRC image).
  • Ensure that computers peripherals such as scanners, printers, monitors, mouse and others are configured and properly working for all field staff members.
  • Work with the Country IT Lead to ensure that all users are connected to the LAN and have access to Internet.
  • Work with the supply chain person in charge of assets management and with Country IT Lead to ensure that computers are assigned to users, decommissioned or disposed following IRC standard procedures and maintain computers documentation and assets list up to date.
  • Provide assistance to end users for the configuration and troubleshooting of Microsoft suite products such as Outlook, Word, Excel and PowerPoint.
  • Add, update and remove user accounts in Active Directory based on staff members movement in the Country program, upon approval from Country IT Lead, Field Coordinator or Snr. Operations Coordinator
  • Provide assistance to end users for their mobile devices configuration on the network and with their professional emails
  • Observe and uphold the IRC IT Acceptable Use Policy.
  • Act as the IT focal point for the area under your responsibility for the roll out of specific tasks as requested by the Country and/or Regional IT lead.
  • Perform other duties as directed by the Snr. Operations Coordinator.




 

Qualifications

 

Education: Bachelor’s degree in Computer Engineering and/or equivalent in relevant field

 

Technical Skills & Experience:

  • At least 1 year experience in IT Service Management

The duties of the IT Officer shall include, but not be limited to, the following:

Managing & Maintaining IT infrastructure:

  • Manage and maintain the IT Infrastructure (Hardware & Network) component of ILCUF Ltd, NaCCUA and their affiliate credit unions.
  • Manage and maintain ILCUF Ltd, NaCCUA and affiliate credit union software and databases under the supervision of ILCUF Ltd.
  • Support the procurement of hardware and introduce hardware.
  • Ensure the maintenance of ILCUF Ltd systems, including, general computer support, software installations, license management, server setup and management, database administration, web applications and contents management, network, printers, audio and audio conferencing and remote support.
  • Support ILCUF Ltd. and credit unions to achieve optimal connectivity from local ISPs.
  • Manage and maintain a database of all software and hardware assets within ILCUF Ltd.
  • Maintain the security of ILCUF’s IT environment using best practice security measures including but not limited to the use of passwords, anti-virus software.

Support the Credit Union movement on use of appropriate software:

  • Support the process of identifying and procuring a suitable credit union software for credit unions.
  • Liaise with credit union software providers to support NaCCUA and their affiliate credit unions in their use of the software.
  • Provide technical assistance and support to credit unions in computers and credit union management software, especially the GnuCash accounting software.

 

  • Develop and deliver training courses in basic computer literacy (operating computers, computer maintenance & Troubleshooting, internet Applications and Video conferencing, Microsoft Office suite) and credit union management software.

IT Policy and Security:

  • Develop IT Policy and Procedures for ILCUF Ltd. office and monitor progress with the General Manager.
