Action contre la Faim has been working continuously in Sierra Leone since 1991. The organization is well recognized as a key actor in both humanitarian/emergency response (civil war, Ebola virus epidemic 2014-2016, COVID-19 pandemic) and now in a more development setting. ACF currently plays a strong role in Health System Strengthening, working on national level policies and plans, building capacities national and district level to deliver improved services. Climate Change Adaptation and Mitigation has also become a central element of ACF interventions in country. Due to Sierra Leone’s vulnerability to climate change, seen through changing rain patterns and increasing incidence of major floods and landslides, ACF works to increase local community resilience to climate related shocks through dissemination of knowledge related to climate resilient agricultural practices and sustainable land management, and increased access to meteorological information.

Sierra Leone is currently ranked 182nd/189 on the Human Development Index, and for the period March-May 2022, 1 605 719 people were in IPC Phase 3 (Crisis) or worse, with a worsening of the situation projected for the period from June-August 2022. Due to repeated shocks, such as Ebola, COVID-19, and the war in Ukraine, food insecurity and poverty are increasing. Additionally, almost 1 in 3 children under 5 suffer from chronic malnutrition.

Votre poste et vos responsabilités

Under the supervision of the Country Director, you will manage the support department (Finance, HR and Logistic teams), ensure compliance with ACF and donors’ policy, and contributed to the growth of the country office.

More precisely your missions will be to:

  •  Lead the definition / update of mission’s HR, finance and logisitcs strategy
  •  Finance – Ensure quality of financial controls including accountancy, cash management, financial and budgetary management
  •  Human Resources – Ensure quality recruitment process, contract management and retention efforts aligned with mission planning
  •  Identify, prevent and manage departmental risks (including fraud, corruption and other misconduct issues)
  •  Oversee financial, HR and logistics strategy for partnership management
  •  Manage the Finance, HR and logistics team in the coordination office and be Technical/Support Manager of Finance and HR teams in the bases
  •  Coordinate logistics according to AAH standards Contribute to security management

Votre profil

With a master degree in accounting, Finance or management with previous experience of managing the support functions in a humanitarian or development context. Note that Action Against Hunger’s experience as a Field Coordinator, Base Support Manager (with experience in Finance, HR and logistics) or a Finance HoD willing to shift to multi-sectorial senior management position will be considered as an asset.

Fluent in spoken and written English.

With a strong leadership and capacity building skills, a real ability to manage the priorities, you have already managed various teams.

Main Purpose:

Planning, coordinating and monitoring all logistics related activities in the hospital according to MSF protocols, standards and procedures in order to provide support for its medical activities and to ensure the optimal management of the project.

 

Main Responsibilities

  • Leading and directing all support activities in the hospital, in close collaboration with the clinical and nursing leadership, and developing, assessing and implementing the logistics strategy, policies, tools and procedures specifically in the areas of Biomedical, Mechanical, Construction, Energy, Transport, Hospital Supply Applied Security and EPREP. Assisting the hospital management and Logistics Team Leader in defining the yearly planning, budget and the hospital activities in order to identify and respond to the needs of the population. When required, bidding and managing the hospital improvements, maintenance and construction budget and directing construction requirements
  • Responsible for the implementation and ensuring the proper functioning of the hospital facilities and structures whether linked to development, installation, maintenance and improvement (e.g. structure, energy, WHS, medical and non-medical materials, communication, cold chain, biomedical equipment, portering and transfer systems, laundry system, etc.) in accordance with MSF standards and development protocols.
  • Ensuring that hospital occupational health and safety systems are in place, maintained and updated when needed (e.g. fire safety including emergency planning, hospital access and security).
  • Supporting the project and hospital logisticians in the implementation of the Hospital Logistics Tool Kit (HLT) and provide training for its efficient implementation. Ensuring that all staff in the project are informed of the proper use of the hospital’s infrastructure, equipment and communication tools.
  • Ensuring that the installation and maintenance of the functional spaces of medical offices are in adequate conditions.
  • Planning and supervising in collaboration with the Logistics Team Leader , L&D and the HR processes (recruitment, training, performance evaluation and internal, external communication) of the logistics personnel of the project in order to ensure both the sizing and the amount of knowledge required for the activity. Providing technical reference to all logistical/technical problems and providing guidance to the logistics staff under his/her responsibility. When applicable, supervising the LOG (Biomed, ICT and Maintenance team).
  • In coordination with the Logistics Team Leader, reviewing the current hospital logistical management strategies, tools and procedures and recommending possible amendments or revisions in order to achieve effectiveness and efficiency of the hospital support structures
  • Defining and monitoring the technical aspects of, transportation, communication, protection, identification and preparation of the technical aspects of security policy and guidelines, evacuation plans and contingency, monitoring daily the application of safety rules and report to the Logistics Team Leader and/or Project Coordinator any problem that may arise.
  • Participating in the writing of the monthly reports according to guidelines.

  • Managing Rehabilitation and maintenance work for Hospital and follow up on project Kenema construction Rehabilitation and maintenance work when needed
  • Follow up on hospital fire safety and evacuation plan are in place and included in PMP, ensure traning is provided for all NS and IMS of safety procedures and EAP.
  • Manage Hospital security gaurds, refreshment traning for watchement SOPs and provided and monitord, security incidents reports are recorded and action points are followed and implented immediately.
  • Work in collaboration with LTL, Facilities log manager, EH team workshop manager to coordiante project activties and needed support.
  • Followed up on delegated logistics tasks from LTL and LogCo.

 

Required Criteria

Education: Essential secondary education and technical diploma or technical university degree preferably as  an engineer

Languages: Mende, Krio and English

Experience: At least 4 years work experience in logistics related to activities, or facilities management

Essential thorough understanding of logistics issues in developing countries (e.g. communications, energy, building maintenance) and management of a multi-skilled

Desirable previous experience with MSF or other NGOs, and working experience in developing countries

Knowledge: Computer literacy – MS Office, Visio, AutoCAD knowledge is desirable

The US President’s Malaria Initiative (PMI) is supporting Sierra Leone in implementing Indoor residual Spraying since 2021. For the 2024 IRS campaign, PMI through Evolve Project is looking for interested candidates for seasonal workers for the following positions: Storekeepers, Logistics Assistants, Warehouse Assistants, Site Manager, Brigade Supervisors, M&E Assistants, Data Entry Clerks, IEC Supervisor, IEC Assistants, Team Leaders and Spray Operators.

 

 M&E Assistants

Number required: 16 Bo district & 11 Bombali District

Supervisor: MEL Senior Assistant

Specific duties:

  • Train SOPs, Team Leaders and Brigade Supervisors on data collection using the approved M&E tools
  • Ensure correct use of data collection tools and supervise data collection at operation sites
  • Responsible for overall monitoring of data collection activities in the assigned site
  • Ensure all data are reviewed and verified by Team leaders/Brigade supervisor for their respective teams and reported according to the approved data flow and timelines
  • Identify and report data errors to MEL Senior manager via data collection tool provided
  • Take corrective actions as required for quality improvement at site level
  • Perform data collection verification in project-supported communities as required
  • Ensure timely delivery of data (paper forms) from the field to the data center
  • Submit daily spray progress reports for the assigned operation sites

2.) Data Entry Clerk (x37)

Position: Data Entry Clerk

Number required: 19 Bo district & 12 Bombali District

Supervisor: Database Manager/MEL Senior Manager

Specific duties:

 

  • Reviewing all data on SOP forms for accuracy, completeness; then enter project database
  • Sort and organize paper records following data entry according to project data filing protocols
  • Updating database daily as per the data entry protocols
  • Perform regular and extensive data cleaning
  • Provide feedback to Data Entry Clerk Supervisors on data collection errors
  • Update Data Error and Forms tracker daily
  • Make sure all data forms are entered according to defined variables;
  • Working closely with project Database Manager to correct data entry issues;
  • Syncing the database on daily basis;
  • Maintain database security;
  • Mark and file entered forms in the cabinets or box files;
  • Perform any other duties that may be assigned by MEL Senior Manager

 

Requirements

  • Minimum of Diploma in Computer/ IT Science, Social sciences, statistics, Public Health or related fields (students are encouraged to apply)
  • Must be able to focus for long periods and perform quickly and adequately
  • Must have excellent touch-typing skills
  • Knowledgeable and experienced in data entry and management
  • Good organizational and communication skills
  • Excellent interpersonal skills and ability to work as part of a team
  • Experience in the use of DHIS2 preferred
  • Ability to work under pressure
  • Previous experience in IRS data entry will be added advantage
  • Must be a resident of Bombali or Bo

3.) Logistics Assistant (x2)

Position: Logistics Assistant

Number required: 1 Bo district & Bombali District

Supervisor: Logistics Coordinator

Specific duties:

  • Provides logistical support for IRS activities, including spray operations, transport, and distribution of materials to operation site.
  • Assists in managing the inventory, storage and irreparable materials, under the direction of logistics coordinator
  • Works closely with district coordinator to ensure vehicles daily use sheet is completed accurately by drivers.
  • Ensuring regular follow up of the hired project vehicles in the filed plan for any requirement for programme activities in liaison with the district Coordinator and logistics Coordinator.
  • Oversee the collection of used insecticide sachets/bottles and PPEs and ensure sorting and storage at operation stores in collaboration with Environmental Compliance and safety Assistant.
  • Plan and organize daily and weekly projections of logistics needs and movement.
  • Ensure regular restocking of insecticides and other materials is done on time and before stock runs out.
  • Verify completeness, accuracy and authenticate the ledger books at the operations sites stores.

 

Required qualifications:

  • Diploma in Logistics and supply chain management or relevant field.
  • Work experience in inventory control and warehouse/store management is preferred.
  • Possess Basic Knowledge of MS Excel.
  • Must be knowledgeable about the safe handling of insecticides and adherence to basic environmental compliance guidelines.
  • Willingness and flexibility to work long hours
  • Ability to work under pressure with little or no supervision.
  • Being a resident of the assigned operation site is an added advantage.
  • Female Storekeepers MUST not be pregnant or lactating mothers during the spray campaign.
  • Must be both physically and medically fit with no history of chronic respiratory infection or allergic to insecticides.

4.) Warehouse Assistant (x4)

Position: Warehouse Assistant

Supervisor: Warehouse Manager & Logistics Coordinator

Specific duties:

  • Assist in overseeing daily operations of warehouse and maintain proper inventory records system at proper levels.
  • Ensure proper storage and identification of all items in the warehouse.
  • Inspect IRS materials received in the warehouse to verify quality and quantity of items delivered.
  • To keep track of receipts, issues records and withdrawals of all IRS related materials in the Warehouse.
  • Follow up on supply requests from operation site and liaise with the Warehouse Manager and site Manager to monitor progress.
  • Assist warehouse manager to ensure proper material and equipment storage to avoid damages and ensure rotation of short shelf-life items.
  • Assists in updating the logistics database in the warehouse

 

Required qualifications:

5.) Site Manager (x23)

Specific Duties:

  • Coordinate all IRS site activities (morning mobilization of IRS teams and end of the day clean-up of equipment and personnel)
  • Populate Spray Performance Tracker with spray results at the end of each day
  • Lead coordination and planning of next-day movement for IRS teams and mobilizers through evening meetings with IRS site team
  • Compile community-level IRS data at the end of each day to guide next-day movement of IRS teams and mobilizers
  • Responsible for timely dispatch of IRS teams to the communities every morning of the IRS campaign
  • Report ALL incident of side effect related to insecticide to the District Coordinator and environmental Compliance Assistant.
  • Responsible for daily preparation of a soak pit for IRS activities
  • Ensure food for IRS teams is provided on time
  • Ensure water for washing and cleaning is always provided
  • Ensure all IRS equipment is well-functioning daily
  • Ensure environmental compliance and good sanitation at the IRS site at all time
  • Ensure personal protective equipment of personnel is cleaned and washed daily and organized for next day use.
  • Supervise daily distribution of insecticides to spray operators
  • Ensure weekly meetings at site to improve the performance
  • Serve as master trainers for team leaders and spray operators

 

Required qualifications:

  • Minimum academic qualification of a Diploma in any field
  • Ability to manage groups of people and/or tasks under pressure with little or no supervision
  • Previous experience in an IRS operation is preferred but not required
  • Good verbal communication skills in English
  • Knowledge of a local language is an advantage
  • MUST be able to use a mobile phone to perform basic functions such as sending SMS

6.) IEC Supervisor (x28)

Position: IEC Supervisor

Number required: 16 chiefdoms Bo district & 12 chiefdoms Bombali District

Supervisor: District Coordinator

Period: March to May 2024

Specific duties:

  • Coordinate mobilization of all communities in the assigned Chiefdom to increase acceptance of IRS
  • Lead implementation of communication strategies in assigned chiefdom to ensure ALL community-level stakeholders ACCEPT IRS BEFORE the spray campaign
  • Coordinate IRS mass mobilization activities by working closely with the District Coordinator, site managers and community mobilizers in assigned operation sites ensuring coordinate their visits well
  • Liaise with community leadership, district council officials, and respective DHMTs for assistance with community mobilization and IRS sensitization efforts
  • Ensure mobilization and IEC activities are implemented as per the mobilization calendar and spray calendar
  • Manage and work closely with community mobilizers to ensure households in each community are fully prepared and accept IRS
  • Facilitate training, coordinate, and supervise activities of IEC assistant and Mobilizers and all other actors involved in mobilization within assigned chiefdom during the implementation of IRS.
  • Take photos of IRS mass mobilization activities daily
  • Submit daily progress reports on (mobilization activities, challenges experienced lessons learned, and successes) and submit to IEC coordinator and district coordinator
  • Ensure all operation sites are well branded with IRS banners and other IEC materials
  • Work with site manager and other field staff to orientate community mobilizers on their roles and responsibilities
  • Ensure community mobilizers have functioning megaphones to carry out their activities
  • Monitor and report on IRS radio discussion programs and Jingles
  • MUST collect and report community mobilization data for communities visited after each community meeting using the recommended electronic tools and mobilization forms prior to the start of the IRS campaign

 

Required qualifications:

  • Diploma in communication, community development, public health, social science, or related discipline.
  • Training in participatory approaches and community mobilization is preferable.
  • Excellent interpersonal skills and ability to work as part of a team.
  • Ability to write news stories and take good photos.
  • Ability to work independently with minimum supervision.
  • Proficiency in English and ability to speak the common local language in Bo and Bombali districts.
  • Very good knowledge of the geographical setup of the targeted Chiefdom and must be residents of the targeted Chiefdom.

 

Expectation:

  • Increase in IRS acceptance in the targeted communities/villages.
  • IRS-targeted villages have been visited at least once before and during the IRS campaign.
  • Community mobilization forms are properly filled in for all targeted villages and submitted to the M&E team.
  • IEC Assistants are well supervised and ensure they are performing their tasks accordingly.
  • Attendance sheet signed daily at the operational sites.

7.) Brigade Supervisor (x64)

Specific duties:

  • Supervise IRS teams to ensure spray quality according to best IRS practices
  • Ensure that all spray operators and team leaders comply with the best IRS practices
  • Ensure spraying is done according to environmental, health and safety standards
  • While in the field, work with communities on IRS procedures, help in the house preparation, during spraying.
  • Supervise attendance and also enforce robust community awareness about the benefit of spraying and all necessary preparations required for safer spraying
  • Supervise performance of IEC Mobilizers
  • Report ALL incident of side effect related to insecticide to the Site manager and environmental Compliance Assistant.
  • Assist IRS teams in the field if any operational or performance problems arise
  • Participate in planning of next-day IRS team movements led by a site manager
  • Develop and monitor teams’ weekly logistics and supplies and report to site managers (i.e. spray pumps, pump parts, flashlight and transportation schedule etc.)
  • Serve as master trainers for team leaders and spray operators
  • Review and verify SOP and team leader forms before dispatching to the data centers

8.) IEC Assistants (x218)

Specific Duties:

  • Assist in promoting the IRS activities in the community,
  • Coordinating IEC public relation activities
  • Ensure proper distribution of IEC materials at village levels
  • Assist in organizing mobilization campaigns for IRS activities in collaboration with PHUs and local authorities
  • Facilitate coordination and trainings for community mobilizers at village level,
  • Assist in supervising and monitoring of Mobilization and IRS interventions in the field
  • Distribute IEC materials mobilizers for door-to-door mobilization,
  • Lead and supervise IRS activities as agreed with District coordinator,
  • Document all mobilization activities and share results with the IRS team

 

 

Required qualifications:

  • Must possess good communication and interpersonal skills
  • Proficiency in any of these languages is compulsory (Mende, Krio, Limba and Theme)
  • Willingness and flexibility to travel to difficult locations/communities and working long hours
  • Previous knowledge of IRS will be added advantage
  • WASCCE/GCE O Level
  • Must be a resident of the work communities.
  • MUST have a valid identification card.
  • Working as a Community Health Worker in the catchment area of the PHU is an added advantage

9.) Storekeeper (x23)

Position: Storekeeper

Number required: 14 Bo District & 9 Bombali District

Supervisor: Site Manager

Specific duties:

  • Keep and update stock cards, ledger book for each item in the operation site store
  • Stick barcode serial numbers on insecticide bottles/sachets and scan the barcode for each of the insecticide bottles or sachets you are giving out to the Team Leader,
  • Submit weekly situational report on the operation site store
  • Take care of the cleanliness and the good maintenance of the operation site store
  • Oversee daily store operations and maintain stocks according to prescribed inventory system
  • Ensure proper storage and identification of all IRS materials,
  • Keep track of receipts, records and withdrawals of all IRS materials in the operation site store
  • Ensure timely replenishment of needed supplies in consultation with the Logistics Assistant and Warehouse manager,
  • Collaborate with district coordinator and site manager in facilitating training programs for IRS spray operators, washers, pump cleaners and guards at operation site.

 

Required qualifications:

  • Diploma in Logistics and supply chain management or relevant field.
  • Work experience in inventory control and warehouse/store management is preferred.
  • Possess Basic Knowledge of MS Excel.
  • Must be knowledgeable about the safe handling of insecticides and adherence to basic environmental compliance guidelines.
  • Willingness and flexibility to work long hours
  • Ability to work under pressure with little or no supervision.
  • Being a resident of the assigned operation site is an added advantage.
  • Female Storekeepers MUST not be pregnant or lactating mothers during the spray campaign.
  • Must be both physically and medically fit with no history of chronic respiratory infection or allergic to insecticides.

  • Proper record and management of All IRS material movement
  • Ensure proper reconciliation of physical stock and document record

10.) Team Leader (x191)

Position: Team Leader

Number required: 111 Bo district & 80 Bombali District

Supervisor: Site Manager

Specific duties:

  • Ensure every morning that their spray teams have all the necessary personal protection equipment and that it is in good working order
  • Checks the amount of insecticide in serialized sachets that each spray operator requires and ensures that he/she has all the necessary information and SOP forms required for the day’s work
  • At the of each day, he/she ensures that each spray operator properly and safely disposes of any remaining insecticide following the progressive rinse method, and that he/she thoroughly cleans his/her spray pump at a designated wash area
  • At the end of each day, report on insecticide use and ensure they are properly recorded on the SOP and TL forms
  • Supervise spray team using spray Quality checklist provided to ensure spray quality
  • Ensure that all spray operators comply with the best IRS practices
  • Ensure spraying is done according to environmental, health and safety standards
  • Allocates a number of structures to each spray operator upon arrival in a targeted village
  • While in the field, sensitize households on IRS procedures, its importance benefits and support household members during house preparation
  • Supervise attendance and performance SOPs
  • Review and verify SOP daily

 

 

Required qualifications:

  • Have experience working as CHW, resident in the catchment communities
  • Experience working as CHW Peer Supervisor will be an advantage
  • Have minimum academic qualification of GCE O Level/WASSCE
  • Demonstrated ability to lead and/or manage people
  • Be able to work under pressure with little/no supervision
  • Have good communication skills, speak one of the local languages
  • Be willing to work extra hours; have integrity and be accepted in the community

Position: Spray Operator

Number required: 553 Bo district & 401 Bombali District

Supervisor: Site Manager

Specific duties:

  • Each spray operator prepares his/her hand-compression sprayer for review and inspection by the spray team leader.
  • Ensure to always wear the full set of clean PPEs before beginning to mix insecticide, during the spraying.
  • Ensure to follow the household preparation procedures before spraying.
  • Ensure the correct mixing of the insecticide.
  • Ensure the correct application of the insecticide on the wall of the structure.
  • Fill in the spray operator form neatly and correctly with defined variables.
  • Ensure to mark the structure after spraying.
  • Comply with the Environmental Best Management Practices
  • Perform triple rinsing of equipment at the end of each day.
  • Laise with the storekeeper to handover all IRS materials and equipment each day from the field.

 

Required qualifications:

  • Minimum academic qualification of Basic Education Certificate Examination (B.E.C.E)
  • Have experience working as CHW, resident in the catchment communities
  • Have proven numeracy skills and be able to read and write in English
  • Be able to collect and record information accurately following instructions
  • Have experience completing data forms
  • Be strong, weigh above 50Kg and able to carry a 10kg load for 5 hours
  • Not be pregnant (Female) or lactating mothers during the spray campaign
  • Be physically and medically fit with no history of chronic respiratory infection or allergic to insecticides

Position: Pump Technician

Supervisor: Site Manager

Specific duties:

  • Assist the spray team to achieve spray targets by diagnosing common problems with the sprayer.
  • Identify the root causes.
  • Perform the correct steps to fix common pumps problems and demonstrate proper calibration.
  • Contribute to good environmental compliance practices by ensuring proper maintenance and quick repairs of sprayer Pumps.
  • Responsible of lifespan for the spray pumps by ensuring the care and proper handling of sprayer pumps at operation sites
  • Communicate with spray operators and supervisors to help the spray team to achieve spray targets.

Required Qualification:

  • Excellent interpersonal communications and knowledge of Mende and Temne is compulsory.
  • Demonstrated knowledge of testing and calibrating the spray pump
  • Installation of Control Flow Valve and ability check the nozzle and the screen filters to ensure they are not clogged.
  • Ability to understand the internal and external parts of sprayer pumps by name.
  • Willingness and flexibility to work long hours.

Minimum qualifications:

  • Vocational training
  • Able to read and write.
  • Training/certificate in spray pump maintenance

MAIN PURPOSE

Organizing and supervising the daily supply chain activities and the teams associated, in the coordination or project level, according to MSF protocols and standards in order to ensure the optimal running of the mission.

Accountabilities

  • Supervising and organizing the daily activities of the Supply Chain team, and ensuring they perform the tasks linked to their role
  • Being responsible for the order, purchase, stock and freight management in the project level, monitoring and ensuring an efficient implementation of the overall daily supply chain activities
  • Monitoring and ensuring a smooth-running supply administration and the respect of the implemented supply procedures, proposing adjustments where needed.
  • Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data
  • Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs
  • Collecting claims from the field, analyzing causes and making corrective actions.
  • In coordination with the HR department, supervising the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
  • Informing the Project Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making
  • Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission

MAIN OBJECTIVES/ RESPONSIBILITIES OF THE POSITION:

Procurement (any of  the below task can be delegated to the Purchasing Officer if any at the project level)

  • Collect quotations based on the line manager request – ensuring that there is the following information on it (Validity of the quotation, GST information, Specification of the items, unit price, company name, stock availability, delivery conditions, lead-time, payment terms)
  • Enlarge the market research whenever possible – making sure to bring new potential suppliers in the bid
  • Negotiate  with Suppliers to ensure the best price/quality is found in the market
  • Inform the Project Supply Manager in case of huge discrepancies in the market
  • Organize meeting with Suppliers and Project Supply Manager for negotiation
  • Prepare CBA (Comparative Bid Analysis) with all criteria (price but also availability, lead-time, quality, payment terms…) and get the approval from the line manager
  • Prepare Default of procedure whenever needed
  • Prepare “Advance Request sheet” in order to get an advance from the finance – making sure to write down the PL/PO/PU number
  • Explain to any suppliers MSF rules and the Goods Purchase Conditions of MSF ; the principle of Withholding Taxes above 500,000 SLL making sure that they are always collected when needed
  • Maintain the Purchase Order Follow-up up to date at least once a week
  • Support the Procurement Manager whenever needed to assess the market, find new sources and report any challenge with existing contracts

Communication with Suppliers/Supply team/Requestors

  • Collect signature on the PO/PL/PU of the relevant person based on the Validation Purchase Level. If the validation should be obtained by email – make sure to attach the mail validation to the PO//PL/PU with the below details information (PO/PL/PU number, total number of lines, total amount)
  • Inform the Suppliers about any purchases in order to have the items ready to be delivered/released at the convenient time
  • Inform the warehouse team of the arrival of the items delivered directly by Suppliers  and make sure the Storekeeper as a copy of the PO/PL/PU and a copy of the Reception Control (Status Control)
  • In the case – the items are brought directly by the Purchaser – sign on the Delivery Note of the supplier (if any)
  • Prepare Invoice payment to Finance – ensuring that the invoice has all important information on it (GST, Date, signature, stamp, currency, detailled of items/prices/quantity/specification, PO/PL/PU number, contract number if related to an existing contract, Delivery note if anY and that the Reception Control has been properly signed
  • Provide information to the line manager about the Cash Request for the next month

General Stock Management

  • Ensure that all stock cards are in place and being filled on a weekly basis (conduct spot check on a regular basis)
  • Inventory part:
    • Prepare the inventory making sure that the stock is cleaned, all items are correctly organized, expired items are removed…
    • Communicate with the stock owner and requestor to inform of the closure of the stock for the duration of the inventory
    • Make sure there is enough HR to proceed with the inventory (respecting at least 2 persons per team)
    • Member of counting team
    • Look for explanation during the inventory
  • Implement the stock strategy defined by the mission
  • Define – based on MSF Standard – the cleaning schedule of each warehouse

Medical Stock Management

  • Ensures that the tools needed to control the temperature/humidity are available in each location
  • Monitor randomly that the temperature is taken twice per days
  • Inform immediately the supervisor in case of a temperature out of range (for keep cool – below 2 degree Celsius or above 8 degrees Celsius ; for normal items – not above 25 degrees)
  • Collect and read the LogTag once per month – or anytime they are flashing red (if they flash red – they should read in order to analyze the reason)
  • Configure LogTags via the Log Tag Reader whenever needed
  • Knows the rules and responsibilities linked to the stock management of Regulated Items (Narcotics, Precursors, Psychotropics) – ensuring that the register book (or Stock Card) are filled properly
  • Put in place – with the support of the Warehouse Manager – a system to ensure the use of the picking strategy First Expired First Out for items with an expiry dates and First In First Out for items without expiry dates

Logistics Stock Management

  • With the support of the Warehouse Manager – define the storage condition for all types of items (DGR, Expiry..)
  • Put in place – with the support of the Warehouse Manager – a system to ensure the use of the picking strategy First Expired First Out for items with an expiry dates and First In First Out for items without expiry dates

Transport Responsibility:

  • Create the transport document (Software Freight Manifest/Packing list and/or manual WayBill /Packing List)
  • With the support of the line manager – define the priority of shipment for the projects
  • Make sure that any shipment leaving the warehouse is properly identified (label) and accompanied by a Packing List and Freight Manifest (or WayBill or Release Note)
  • Send information about the shipment (pdf or word file) the day before the departure of the truck/car
  • Make sure to communicate to the project once per week their dispatch situation (including OR number, code, description, quantity, weight, volume, number of parcels)
  • Liaise with the Log Department to ensure the transport availability

 

Reception Responsibility:

  • In relation with the line manager and the team in charge of purchase/delivery– organize the reception of important cargo (especially International or 2 months medical order) in order to ensure the space and the resources to ensure a safe/timely offloading
  • Sign on the Freight Manifest/WayBill coming from others locations in order to confirm the reception of the parcels – add a comments when needed (in case of damages/missing boxes for example)
  • In case of items delivered are not falling under any Technical Families – sign on the Reception Control as “Control by”
  • Fill the claim form in case there is any problem with the items delivered and collect signature from the Project Supply Manager

Supply Kit/Document Flow/Archive/Software

  • Respect the Memo/SOP/Tools/Template present in the Supply Kit Sierra Leone and request explanation if anything is not clear
  • Respect the document flow system (tray system if in place) in order to ensure that all documents are correctly located and ease the follow-up
  • Respect the Archive system in place in the mission
  • Ensure that the follow-up tools (Internal Request, Purchase Order) are filled once per week and used to share information with requestors
  • Ensure that the Back-Order Monitoring is properly fill and sent on time to Coordination Supply Team
  • Is responsible of the overview of the opening/closure of all document in the software – making sure that a back-up is taken once a week, all documents are closed on time and the stock is accurate
  • Is responsible to prepare the Supply Monthly Report – including sharing the tools and database

Human Resources Management:

  • Request for Dailyworker in the warehouse when needed – bringing justification for the needs

In relation with the line manager – define the priority of the day/week in order to fulfill the activity in a timely manner

Main Purpose:

Planning, coordinating and monitoring all logistics related activities in the hospital according to MSF protocols, standards and procedures in order to provide support for its medical activities and to ensure the optimal management of the project.

Main Responsibilities

Leading and directing all support activities in the hospital, in close collaboration with the clinical and nursing leadership, and developing, assessing and implementing the logistics strategy, policies, tools and procedures specifically in the areas of Biomedical, Mechanical, Construction, Energy, Transport, Hospital Supply Applied Security and EPREP. Assisting the hospital management and LogCo in defining the yearly planning, budget and the hospital activities in order to identify and respond to the needs of the population. When required, bidding and managing the hospital improvements, maintenance and construction budget and directing construction requirements in collaboration with Construction Log (if available).

Purpose of the Job – Ensure effective monitoring & management of the MSC container equipment while inside & outside the terminal in line with MSC Policies, as well as international Maritime Standards, and in accordance with the laws regulations of Sierra Leone.

 

– Proper coordination of the activities in the Logistics Department in order to deliver the best results by effective cost control, always adhering to the standards set out by MSC HQ and the laws and regulations of Sierra Leone.

– Maintain, manage & monitor the movement of containers from Freetown terminal to its destination.

 

Key Responsibilities – Monitor and control all container moves, ensuring the EDI files are exchanged with Freetown terminal manner in order to meet MSC GVA’s deadlines for reporting.

– Coordinate with the customers, keeping a detailed track record using the MSC system in order to prevent loss, theft, or damages to the equipment.

 

– Register the vessel in the Asycuda at Customs 24 hours before the vessel’s arrival.

– Prepare daily accurate container stock report, to provide visibility to MSC GVA as well as local management of each unit while in Sierra Leone.

– Enforce proper SMS (Seal Management System) according to MSC’s guidelines, keeping track of each seal and reporting the status to HQ.

 

– Inform clients and PoL’s on a regular basis whenever containers in terminal past the free time in order to prevent UAC’s.

 

Minimum Qualifications – Minimum of a Diploma in any of the Business-related fields of study or any discipline

 Experience - Minimum of 3 years’ experience in the Shipping, Clearing and Forwarding Agency.

 

 - Strong and effective communicator, both written and verbal with interpersonal skills.

🇸🇱 Job Vacancy @ International Institute for Democracy and Electoral Assistance (International IDEA) – Driver and Logistics Assistant

Context

Sierra Leone will hold its fifth consecutive democratic elections since the end of the civil war, in June 2023. International IDEA is designing a 3-year donor funded programme to support the electoral process in Sierra Leone. The project aims to support democracy institutions and civil society (including the media) in Sierra Leone towards the credible and peaceful conduct of the 2023 elections and provide support to reform processes in the years after the elections to contribute to further consolidation of democratic gains in Sierra Leone’s transition trajectory.

The programme will support the active and inclusive participation of traditionally marginalised persons in electoral and political processes; strengthen the capacity of the election management bodies (EMBs) in Sierra Leone to conduct credible and inclusive elections in 2023 and beyond; improve the capacity of the EMBs and relevant civil society organisations capacities to contribute to resolving election disputes; and enhance stakeholder capacity for electoral and legal reforms beyond 2023.

The Driver and Logistics Assistant provides driving and logistical support, assists with the preparation of correspondence, bill payments and other office errands for the Sierra Leone Office.

Duties and Responsibilities

  •  Carries out driving missions as assigned; Ensures passenger safety and adherence to traffic rules and regulations;
  •  Takes responsibility for the maintenance of the vehicle;
  •  Ensures all relevant paperwork including vehicle registration and insurance documentation is up to date;
  •  Follows up with relevant Government Ministries for the approval of exemption and regulatory documents, issuance of motor vehicle number plates and logbooks and other official documentation as necessary;
