General Duties and Responsibilities

 

  • Team Management – Providing leadership, direction and management of the operations, logistics and after-sales teams in Sierra Leone and Liberia
  • Supply Chain – Creating and managing the policies, procedures, systems and controls for effective supply chain operations across the company and its geographies
  • Inventory Management – Overseeing inventory controls and materials accuracy, create sound security policies and procedures consistent with good accounting and distribution practices
  • Planning – Establishing Demand, Supply and S&OP processes in the business
  • Logistics – Overseeing the management of logistics operations including fleet management, transportation and distribution systems and procedures to ensure timely, efficient and economical delivery of products

Required Qualifications

 

Required Education & Experience

  • Bsc/Msc in Supply Chain or Engineering related field is required
  • Minimum of 7 years’ supply chain experience related to logistics, inventory management, ideally having worked for a technology / FMCG company
  • Experience defining and driving a logistics and distribution strategy, including metric definition and alternative testing methodologies are extremely important
  • Demonstrating a sense of urgency is essential as this position requires a hands-on, problem solving, a multitasking team member who has a strong understanding of logistics, customer service, quality, and supply chain management
  • Ability to clearly communicate and present status, action, recommendations, and other technical information at all levels
  • Ability to build strong relationships with, and influence suppliers, logistics and sales personnel.
  • Hold a high level of proficiency in managing last-mile logistics in regions with poor infrastructure, with expertise in African geographies preferable
  • Technical knowledge of solar modules, batteries, energy storage and LEDs is a plus
  • Strong analytical skills with the ability to define problems, collect data, establish facts, and draw valid conclusions

The post holder provides overall leadership and management of the Supply Chain department across the country including matrix management to support to all field offices.

 

The purpose of this position is to develop and implement Save the Children’s supply chain strategy and manage its delivery and systems. The position will assume responsibility for internal and external coordination, ensuring value for money approach across the supply chain functions, providing technical guidance to various functions. A key part of this role to provide strategic and timely advice to the Senior Management Team.   • At least 7 years of relevant Supply Chain work experience, with at least 3 years at a managerial level.

  • Experience in working in a complex logistical and security context, with minimal infrastructure.

  • Experience in managing medical supply chains will be an advantage.

  • Experience in developing and implementing a complex international Supply Chain operations strategy to support different types of programs and coordinating resources to meet program objectives.

  • Significant prior INGO experience in Supply Chain & operational management, within a complex/large scale country program, preferably in emergency response/humanitarian environments.

  • Substantial experience in all technical areas of Supply Chain operations including procurement, transport, distribution, warehousing and stock management, fleet management and asset management

  • Experience of working in remote field bases with limited infrastructure

The IRC, along with its Consortium partner has bid for a funding opportunity from ECHO in a Covid-19 Vaccination Implementation Consortium as a sub-agency. The Covid-19 Vaccination Consortium seeks to support the Ministry of Health and Sanitation (MoHS) by ensuring healthcare workers receive COVID19 vaccination and in turn reduce the risk of health personnel transmitting the virus to patients in their care, many of whom may already have underlying health conditions that could place them at an elevated risk for COVID19 mortality and severe morbidity.

SCOPE OF WORK

Under the overall guidance of the M&E Coordinator and direct supervision of the Saving Lives M&E Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Program Manager in preparing Monthly/Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer Works in close collaboration with Saving Lives project team, Government officials, and partner organizations.

Job Overview/Summary

The M&E Officer will be responsible for all M&E related ECHO Covid-19 project actions (Initiation, project start-up, implementation, and close-out), providing technical M&E leadership for the Saving Lives project with specific attention to data quality and use. With direct support from the Project Coordinator, s/he will continuously assess the current M&E systems and capacity of staff related to Saving Lives M&E and based on this, address the identified needs through capacity building and technical support on data collection methods, data analysis, data quality assurance and result-based management. S/he will also ensure that quality data collected is entered into data collection platforms; data analysis is completed by project teams and will play a key role in the process of reporting on the impact of the IRC program to relevant stakeholders. S/he will conduct frequent visits to the field and assess the quality of the program, M&E work, ensure understanding and compliance with M&E procedures and provide guidance and coaching to staff.





Major Responsibilities

Compile quantitative and qualitative data to showcase IRC’s ECHO Covid-19 project, covering all outlined program outcome areas.

In close collaboration with the MEL Coordinator, Saving Lives M&E Manager, and Program Managers, lead the development & implementation of strong data collection tools and monitoring and evaluation plans for the protection program.

Ensure efficient systems are in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required.

Support the provision of technical training and capacity building in monitoring and evaluation to Covid-19 Vaccination program staff.

Perform regular field visits to ensure the quality of data collected by Program staff and to verify the accuracy of the data reported

Support program teams in analyzing and interpreting monitoring and evaluation of data.

Overview preparation of consolidated reports including concise narratives that capture progress against indicators and provide both management and donors with accurate and user-friendly information.

With Oversight From Saving Lives M&E Manager

Assist in creating standards for capturing data and its storage in the database in accordance to the IRC Measurement universal expectation.

Assist in the development of custom tables used to describe donor characteristics so that they are meaningful and not redundant.

Manage electronic tools to prevent disorganization (Keep server data confidential).

Support the program team to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.

Assist the program team and program coordinator in implementing the IRC’s monitoring for Action standards.

Provide to the supervisor, technical coordinators, program staff and districts with monthly reports on indicator trends.

Specific Responsibilities

Program/Project Design And Learning

Develop and make sure the ECHO Covid-19 project has tested monitoring tools that capture both program activity and indicators progresses.

Ensure records are checked during meetings for accuracy and provide support where necessary and share data with program managers.

With support from the Saving Lives M&E Manager, establish and maintain project level information management system.

With support from the Saving Lives M&E Manager, collect program field level information required by IRC, donors and/or stakeholders.

Monitoring

Ensure the on-time execution of projects major monitoring and evaluation events including but not limited to data quality audit and field data supervision.

Document findings from data quality audits and store in project files to ensure collective and sustainable access.

Provide technical assistance to staff and or partner organization on information management system, proper data collection and record keeping.

Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives.

Update project M&E plan timely and provide feedback to program staff on status and quality of implementation.

Provide M&E inputs for reports written during project implementation at the field level.

Reviews & / Evaluation

Provide summarized monthly data analysis showing target against progress over time.

Follow up with project teams on programme quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into programming; and verify entered data for completeness, correctness, and consistency and follow up on any data quality issues.

Periodically leads in the presentation of M&E data trends during reflective practice forums at field office/ project level and gather lessons from project implementation processes.

Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information.

Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.

Database management, Information Management and Reporting

Provide and maintain MIS content/requirements and feedback to project team and document progress on indicators/achievement of targets using Indicator Performance Tracking Tables (IPTT)

Submit dataset to update country office wide program database, IPTT, & Comet on monthly basis.

Maintain and regularly update project monitoring reports, including lessons learned, prepared by different projects and application of evaluation recommendations.

Assets Management

BACKGROUND

The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The IRC has worked in Sierra Leone since 1999. The IRC currently programs across three core sectors: 1) Health 2) Women and Girls’ Protection and Empowerment (WGPE), and 3) Education. SCOPE OF WORK

The Senior Grants and Partnerships Coordinator will assist the international Senior Grants Coordinator in leading the grant management and program development for the IRC in Sierra Leone. The position reports to the Senior Grants Coordinator. This position is based in Freetown with frequent trips to field sites. The Senior Grants and Partnerships Coordinator will act as the focal point for IRC implementation and mainstreaming of the partnership principles and IRC Partnership Excellence for Equality and Results System (PEERS). This role will work collaboratively with the IRC’s senior management team, the technical coordinators, measurement team, finance, programs and operations teams, and partners.

Main Responsibilities

Grant Management

Review sub-award agreements and amendments as needed, and follow the IRC internal review process of all sub-award documentation;

Review and lead on the process of coordinating the development and revision of IRC and partner’s budgets;

Facilitate grants management meetings including awards start-up and close-out meetings. In addition to regular partnership project meetings in line with the IRC PEERS, in coordination with support functions, Program teams and the Senior Grants Coordinator;

Lead the planning and organization of, and participate in, partnerships/sub-awards technical and financial partnerships’ monitoring visits to partner offices (including field offices) to assess Partners’ performance and compliance against their Partnership agreement, donor’s regulations and overall Program plans, in line with the IRC PEERS. This includes; leading on tools development, coordinating inputs ahead of review meetings/ visits to ensure that the IRC commitments to the donor are met and working closely with Program Managers and Finance teams to make sure that partnerships’ monitoring schedules are rigorously followed, and supporting documentations are prepared for review;





Support the planning and organization of, and participate if/when requested in donor’s monitoring visits, as per the agreed schedule;

In close collaboration with Supply Chain units, maintain accurate records of Programs assets; this includes managing the IRC and Partners assets registers, leading on assets disposal process when required, monitoring assets during regular partners’ monitoring visits, in line with the IRC PEERS and donor’s regulation on assets management;

Support the Senior Grants Coordinator with any other tasks and responsibilities when and where required.

Ensure all donor and partner special conditions and any requirements are completed in a timely manner through close coordination and follow-up with various departments within IRC and the different partners.

Partnerships and Sub-Awards Management

Under the direct supervision of the Senior Grants Coordinator, ensure that IRC Programs follow the IRC PEERS that sets out efficient and responsive processes, delineates clear roles and responsibilities, and articulates IRC’s strategic approach to partnerships;

Maintain regular communication and schedule regular visits to the partner offices to ensure consistent relationships, up to date information, and ongoing two-way feedback is being provided and received;

Promote an atmosphere of mutual respect and development among partners – including facilitating information sharing between partners and establish relationships based on the IRC partnership principles;

Work effectively with the IRC various departments including Program, Supply Chain and Finance partners’ teams to ensure that sub-granting mechanisms are in-line with the PEERS;

Lead on the process of due diligence process and ensure quality and timely update in line with PEERS guidelines and tools;

In the event of partner issues, work closely with the Senior Grants Coordinator to advice on the appropriate progressive corrective action, assisting in alerting partners’ Senior Management Teams/Boards and the IRC Ethics and Compliance Unit, as required; This includes promptly reporting any suspicion or ascertained case of violation of Do Not Harm and Child Safeguarding requirements that may arise from partnerships/sub-awards reviews meeting and/or monitoring visits;

Develop processes and tools to monitor partner performance against set indicators in line with IRC’s principles and way of working;

Mobilize, train and provide on-going technical support to Technical focal points in the Program Teams on working with partners.

Reporting

Ensure reporting timelines and reminders are prepared and shared across the IRC grants;

Collect and review of IRC and partners’ program narrative reports and ensure timely submission and quality assurance;

Consolidate feedback on partners’ reports and act as the focal point for partner communication;

In conjunction with Finance, ensure the timely review of partners’ and IRC financial reports in accordance with the terms of their partnership/ donor agreements, coordinated with the review of financial reports with Finance and Program.

Partners Capacity Building

Review the capacity building/development plan for the partners based on the pre-award assessment result, ensure capacity building/development plan is tailored, targeted and responsive to their organizational needs and priorities;

Design tools and create systems to effectively monitor progress made against partner capacity building plans and to partners in their organizational development; particularly around safeguarding;

Review partner submission and progress reports against capacity building plans and ensure they are completed in a timely manner.

Information Management & Communication

Ensure all IRC grants files are maintained and filed on IRC Box system and in line with the set archiving system;

Ensure tools are developed and maintained to record and track essential grants information and deadlines;

Together with the Senior Grants Coordinator work on improving policies and developing SoPs and tools to explore and pursue new and innovative ways of working;

Contribute/lead as/if required to collate lessons learned on a regular basis and disseminate these among IRC and its partners to maximize the Programs’ impact and contribute to future Programs’ strategy and direction;

Develop processes to produce and maintain communication materials and factsheets for IRC’s work in line with IRC internal policies and donor compliance

JOB SUMMARY: The Logistics and Procurement Manager will report directly to the Director of Finance, Logistics and Procurement and will work closely with Senior Management and Technical Team leads in supporting and overseeing Procurement and Logistics services from a management perspective to ensure required supplies of goods, works and services needed for program activities are mobilized efficiently and in a timely manner. He/she will lead the setting up of strategic contracts, supplier-prequalification exercise leading to the development of framework agreements for the national society, supporting programs in procurement planning, process and award of contracts. He /She will also work closely with branch offices to support procurement and logistics functions as well as capacity building at the branches. Main Duties

Procurement and Supply Chain Management Responsibilities:

  • Manage the entire process in the planning of procurement of goods, works and services.

  • Responsible for Supply chain activities, inventory control, logistics and distribution, customs clearance, ensuring effective-functioning processes to avoid costly delays and lost opportunities.

  • Ensure effective lines of communication to ensure timely delivery of supplies using the most appropriate procurement procedures.

  • Be responsible for introducing process improvements in the supply chain and identify new vendors/suppliers without jeopardizing quality and service delivery.

  • Ensure full compliance with SLRCS procurement rules and regulations and as well as donor procurement policies and procedures.

  • Prepare monthly, quarterly and annual procurement plans, and progress reports as required.

  • Organizes and leads the bid solicitation process including drafting and issuing RFQ, RFP, RFI, Tenders, developing bid evaluation criteria and guiding clients on processes involved.

  • Ensure records are kept for mileage driven/fuel added and the vehicle logbook maintained, including for hired vehicles

  • Prepare Fuel consumption and utilization reports and ensures fuel vouchers and chits are managed in line with SLRCS policies

  • Responsible for vehicular movement from one location to another ensuring that the vehicles are always road worthy and equip with all requisite safety equipment (a safety belt for each seat, first aid box and extinguisher) is in place and working as described in any SLRCS or rented vehicle.

  • Maintain an updated list of all assets (including inventory) present in every location with all requested information (brand, model, SN, reference of reception’s documents, condition, tags etc)

  • Ensure that asset forms are completed for new assets and the inventory list updated immediately.

  • Track and update movement/transfer of all assets/inventory/equipment accordingly Share with Finance on a monthly basis the updated asset list for all assets meeting the capitalization thresholds on a monthly basis for reporting in the Accounting system.

  • Ensure the proper protection, use, maintenance and storage condition of all equipment

  • Facilitate the repairs of all equipment as required by the Supervisor

  • Ensure a permanent functioning electrical supply through EDSA power and generator backups through hardware maintenance procedures, including ensuring a minimum stock of fuel and electricity bills paid in good time.

SLRCS is seeking a talented, hard-working, and dynamic Sierra Leonean for the position of Finance Officer – BRC Funded Projects

Date required: August. Duty station: Freetown with frequent travels to provinces as and when required.

Fixed term – 1 year with possible extension based on performance.

 

JOB SUMMARY:

The main purpose of this role is to support the Head of Finance in ensuring the effective and efficient financial management of the SLRCS projects funded by the British Red Cross (BRC). This position will be based at the HQ and will support the day to day running of the BRC projects in ensuring that all project overall objectives are met thereby delivering efficient and effective humanitarian responses to the most vulnerable people in its operational areas.

 

Main Duties and Responsibilities

Financial Management

  • To support operational branches and departments prepare annual budget and budget revisions in close collaboration with the Head of Finance (HoF)

  • To prepare timely and accurate monthly financial reports including those of the branches.

  • To work together with programme staff and prepare project quarterly reports with BVA in line with project agreements.

  • To receive and review all payment requests and ensure they are accurate before submitting to the Head of Finance for approval and processing thereafter.

  • To receive all Liquidations/Returns and ensure that they are supported by appropriate supporting documents and submit to the Head of Finance for approval.

  • To prepare Cashbook and monthly bank reconciliations of all project bank accounts

  • To ensure timely accounting and monthly reconciliation of staff working advances, monthly specification, and age analysis of open WAs

  • To prepare quarterly reports of all operational project staff and branch working advances for the attention of the Head of Finance

  • To check the accuracy of all payments and ensure they are supported by the appropriate supporting documents.

  • To ensure all Taxes -PAYE, NASSIT and Withholding relating to SLRCS staff for the projects  are paid on time.

  • To prepare monthly reconciliation of staff NASSIT thereby ensuring that all payments due are settled as required by law.

  • To work closely with the HR unit to ensure all project staff salaries are paid on time.

  • To work with the HR to ensure all project staff contracts are up to date and copies filed accordingly.

  • To ensure accuracy of all accounting documentation, and that the required supporting documentation is attached.

  • To maintain accurate records of all payables and receivables and report on same on a monthly basis.

  • To ensure that all expenditure is in line with authorized Project budgets and  SLRCS finance guidelines.

  • To record the transactions in the Financial Accounting System

  • To prepare for and assist in audit of the SLRCS BRC funded projects books of accounts

  • To prepare and update the asset/inventory register on a quarterly basis as per SLRCS procedures.

  • To support the Head of Finance in the management of all BRC Projects bank accounts at HQ as well as branches

  • To prepare fund confirmation receipt and share with the donor upon receipt of funds by the donor.

  • To prepare Cash Forecast and Request for the attention of the Head of Finance on a quarterly basis.

  • To support the Head of Finance during external audits

  • To ensure the Financial Management and Procurement procedures are followed as per the Grant Agreement Documents (GAD) signed between SLRCS and the BRC

  • Any other duties assigned by the Head of Finance




 

Education and Experience

  • BSc Applied Accounting with + ACCA part qualified (6 of 13 modules) or other equivalent education.

  • BSc Applied Accounting with + ACCA

  • Minimum 3 years’ experience in accounting,

  • Experienced in using accounting software like Microsoft Dynamics Nav or similar

Working within a Country Office environment and in close collaboration with programme and project staff, the Logistics Associate delivers quality services in logistics and provides guidance and support to internal and external clients, in full compliance with all relevant rules, guidelines, processes and procedures. The Logistics Associate provides logistics guidance and support to the country office and implementing partners. You will facilitate a fully accountable, smoothly functioning, well-managed and results-oriented delivery and distribution of reproductive health commodities procured by UNFPA.

Main Tasks & Responsibilities

  • Supporting the documentation on procurement needs based on national forecasting and quantification exercise for UNFPA supported inventory, including reproductive health (RH) commodities, dignity kits and medical equipment;
  • Providing the necessary support to recipients of UNFPA procurements to respond to challenges regarding ordering and delivery of the procured commodities;
  • Monitoring shipments and regularly reporting on the status within an effective inventory management system for UNFPA poured commodities; timely monitoring OTS data for information on status of shipments and any evidence of issues requiring field office follow-up action;
  • Maintaining continuous and accurate and up to date flow of information between UNFPA HQs and the country office; review and update Country Profile Database on bi-annula basis ensuring its accuracy and completeness;
  • Working in close collaboration with the Procurement Services Branch (PSB) for delivery schedule, liaising with local consignees and medical stores to ensure adherence to schedules. This includes pre-shipment coordination acitivities (e.g. warehouse readiness checks, notifying IPs, obtaining customs clearance documentation, authorizing shipments);
  • Providing the necessary support to recipients of UNFPA procurements to respond to challenges regarding delivery of the procured commodities. This involves coordination of all steps necessary to successfully receive, inspect and handover incoming shipments as well as the documentation of receipt, inspection, handover, discrepancies, damages, temperature deviations, transportation deviations and delays in receipt during receiving and inspection;
  • Collaborating with the RHCS Specialist in order to ensure effective representation of UNFPA in inter-agency meetings and working groups regarding procurement and supplies; ensure coordination with national authorities, international and national NGOs and UN agencies related to logistics as appropriate;
  • Liaising with local clearing agencies to ensure the timely customs clearance procedures and delivery of commodities to the designated implementing partner;
  • Working with government counterparts and partners to ensure appropriate warehousing and in-country transportation of programme supplies (e.g. maintenance of temperature logs, cold chain) at all levels of distribution to service delivery points;
  • Preparing and monitoring financial transactions for RH commodities, equipment and supplies in accordance with UNFPA financial rules and procedures;
  • Ensuring the effective financial recording and reporting system, internal controls and audit follow-up; inventory stock counts and reconciliations and serve as point of contact for inventory write-offs
  • Supporting the resource mobilization and advocacy efforts of the country office related to the national RH commodity requirements;





Contributing to the corporate reporting for core and non-core funds related to RH commodities and other inventory items. Coordinate safe disposal of expired and damaged programme supplies Perform all relevant last mile assurance (LMA) process activities

Qualifications and Experience

Education:

Completed secondary level education required; first university degree or diploma in Logistics management, Accounting, Business or public administration, Finance or similar discipline is highly desirable. Additional certification in Logistics/Procurement will be an added advantage.

Knowledge and Experience:

· Seven years of relevant logistics management experience in the public or private sector;

· Training on certification in Logistics Management

· Familiarity with UN administrative procedures and the ability to interpret the rules, regulations and procedures and explain them clearly and concisely is desirable;

· Previous experience in the UN an advantage;

· Proficiency in web-based systems/ERP (PeopleSoft), MS Office (Word, Excel, PowerPoint); and other computerized applications required;

· Good writing and communication skills.
