Job Summary :

Masanga Hospital is a Government Partnership Hospital with the sole aim of promoting the health system of Sierra Leone. One of our fundamental principles is the provision of  effective cost recovery service to our patients and to maintain financial sustainability in the running of the Hospital.

Massing Hospital is also a teaching Hospital hosting the Surgical Training Program STP and the Tonkolili District College of Health Sciences TDCHS. These programs therefore offer amazing learning opportunities for growing Health Care workers.

We are currently seeking qualified Community Health Officer CHOs to fill relevant gaps in the Hospital and to Support the Medical Team in the delivery of effective and quality health care service to our patients.





Main Duties :

The post holder shall perform but not limited to the following:

  • Responding to medical/ health problems presented by patients as the first point of contact in  the OPD of the Hospital
    • Do investigations, diagnosis, treatments and admissions of patients as and when appropriate
    • Admitting patients and ensure clinical care followed by diagnosis, investigations and treatment. Liaising with other medical and non-medical staff in the hospital to ensure quality treatment is giving to the patients
    • Working long and unpredictable hours in the Hospital depending on the patients’ need and for the purpose of saving lives.
    • Perform other duties related to the roles and department as may be required by the Medical Doctor or clinician in charge

    Supervise other nurses in the ward and ensure the correct medical treatment of the hospitalized patients is administered.




 

Minimum Requirements

(ESSENTIALS)

Requirements and qualifications:

Applicant must at least completed a Higher Diploma in Community Health & Clinical Studies (CHO) or its equivalent

  • Must have good diagnostic and treatment skills
  • Demonstrate high sense of confidentiality and patients’ care
  • Excellent written and Communication skills
  • At least 2 years of Clinical practice

The Role
The overall responsibility of the Centre Nurse is to provide a high quality standard of care in all aspects of service delivery to clients. The Centre Nurse is a key operational and clinical role dedicated to the daily operations of the centre. The Centre Nurse’s core objectives will be support the Centre Manager to deliver quality services and to develop a multi-purpose “centre of excellence” for men and women seeking low-cost comprehensive FP, SRH, and complementary services. The Centre Nurse is required to have a high level of both business and clinical skills to support the running of the centre as a clinic business. The Centre Nurse will be required to ensure a high level of client satisfaction and quality.
Key Responsibilities

Service delivery

  • Support the Centre Manager to provide a multi-purpose centre for men and women seeking low-cost comprehensive FP and SRH service.
  • Comply with minimum healthcare standards, Global Goods, policies and donor requirements and take immediate action on any areas identified for improvement.
  • Working closely with the Quality Assurance team, support changes in clinical practice and the delivery of clinical services.
  • Provide a comprehensive range of FP services with emphasis on implants, IUCD and permanent FP methods.
  • Run antenatal and postnatal clinics under the supervision of the Centre Manager.
  • Support the Centre Manager to run the gynae clinic
  • Work closely with the Centre Manager in service delivery especially in delegated areas of duty.
  • Work closely with EPI team attached to the Centre and administer vaccines when necessary.
  • Provide general medical consultations and treatment. Administer drugs prescribed to clients.
  • Promote the concept of family planning through health education
  • Support MSSL in achieving its various targets.
  • Cleaning and sterilisation of instruments. Dilution of lotion for instrument processing.
  • Assist in the provision of Tubal Ligation services.
  • Ensure pain management and vocal local as per MSSL protocols.
  • Work with the centre team and ensure that standards and objectives are met at all times. This includes wait times, quality of care, ongoing training etc.
  • Lead on managing the process for correcting or improving service provision where appropriate and for ensuring the implementation.
  • Monitor and enforce standards of client care, including routine checks, post-op queries, correcting or improving performance where appropriate with the appropriate centre nurses.
  • Ensure that each area adheres to current Health and Safety legislation in accordance with MSI and MSSL processes and procedures.
  • Maintain centre equipment in good working order at all times including maintenances and repairs.





Clinical excellence and client care

  • Ensure that clients remain at the centre of everything we do and that clients are always properly counselled on their rights, treatment methods and choices, with appropriate referral whenever suitable and necessary.
  • Ensure high quality service standards are maintained and a high level of client satisfaction is achieved at all times.
  • Adhere to MSSL clinical protocols and guidelines.
  • All service providers to ensure that they strictly adhere to MSI clinical policies and guidelines

  • Utilise findings from community level data to inform health promotion interventions.

Recording and reporting 

  • Support Centre Manager to prepare and submit monthly reports and financial details of the centre performance.
  • Ensure that CLIC is used record all client visits.
  • Actively participate in preparing relevant narrative reports.
  • Maintain stock and bin cards and inform line manager of low stock level or shortages of supplies.
  • Assist in maintaining equipment and bring to the attention of the Centre Manager any damage or renewals required.
  • Protect and maintain MSSL properties/equipment.
  • Follow strict, consistent and documented procedures relating to clients, confidentiality, data protection, working hours, income and expenditure, the management of stock, equipment and assets.
  • Ensure compliance to MSI and MSSL set standards and procedures/policies.
  • Ensure proper accountability of the MSSL’s finances.
  • Work with the Admin and Finance Assistant to maintain accurate records of client receipts on a daily basis and make cash payments into the designated MSSL bank account.
  • Maintain records of FP methods and other services provided on a daily basis.
  • Maintain records of client needs with a view to improving and extending service delivery. Conduct client exit interviews.
  • Maintain MoHS regulations and MSI minimum standards regarding drugs recording and storage.
  • Immediately report any breach (or suspected breach) of MSSL policy to the appropriate manager.
  • All other duties as reasonably requested by management.
  • MSSL HAS A ZERO TOLERANCE POLICY TO FRAUD & BRIBERY.

Position Overview
PSEAH is a component of PIH PSEAH/Safeguarding team Work plan to identify like-minded organizations in PSEAH, Safeguarding and Protection for collaboration especially referral of cases. To fast-track, the process and meet deadlines, the PSEAH team will hire 12 enumerators for four (4) working weeks to conduct a mapping of existing PSEAH Safeguarding as well as other institutions that are implementing programs on Human rights, justice, and psychosocial related programs. The biggest gap in working with PSEAH is inconsistent use of formal referral mechanisms between Government and humanitarian agencies working on PSEAH. Many agencies report implementing activities around Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH). However, there is little or poor condonation and collaboration to ensure formal referral mechanisms. In some locations, there were informal referral pathways, but understanding and use of those mechanisms varied according to organization. At the end of the mapping exercise, the team of enumerators will develop a partners’ directory and submit it to PIH for PSEAH/Safeguarding program.

Essential Duties and Responsibilities:
Specific Responsibilities:The main objective of this service Activity/Assignment is in twofold: TO conduct referral mapping and develop Partners Directory for PIH operational District thereby, identifying institutions and organizations for coordination and collaboration on PSEAH and Safeguarding activities through mapping of partner activities and establishing a database To have a directory of partners for effective reference and referrals when there is a concerns of PSEAH.This Terms of Reference document sets out the scope and details of the work to be undertaken.
Prevention of Sexual Exploitation, Abuse and Harassment

The Nurse Educator will serve as a role model, advocate, and provide guidance, while also sharing their clinical experiences to help nurses develop and gain confidence in their roles, most importantly thinking critically and solving problems independently. The Nurse Educator also acts as both adviser and role model for the nursing students, assisting them in their journey toward become successful practicing nurses. The Role

The overall responsibility of the Medical Doctor is to provide a high quality standard of Clinical and specialist care in all aspects (General, gynaecological, paediatric, SRH, TL and Ultrasound sacn) of service delivery to clients. S/He will be maintaining close working relationships with the CHO Center Managers and Centre Channel Lead.His/her Core objectives will be to provide high level competent client-centred care that addresses health needs and promotes wellness. S/He will be conducting general medical consultation, laboratory and comprehensive routine check-ups to patients to assess their health conditions, discover possible diagnosis and writing of medical reports. Conducting examinations to clients and evaluate symptoms to determine their condition. The post holder will lead monthly continuous medical education and providing mentorship and OJT to the Centre Managers across the Country program.





Key Responsibilities

Clinical care and Service Provision

    • Providing high level skilled health assessment, diagnosis and treatment services (including contraception & SRH services) to patients.
    • Prescribe medications or drugs and provide comprehensive instructions for administration
    • Ordering diagnostic tests as needed, checking and informing patients of results in a timely manner
    • Referring patients appropriately to other providers if their needs exceed the range of care  s/he  is  able to provide
    • Consulting and collaborating with colleagues service providers (CHO Center Managers) to provide optimal Client Centered care
    • Documenting all care provided and education/information given to patients within their health record, as per professional and MSSL standards procedures
    • Conduct detail Ultra Sound Scanning and give feedback/report to clients on their results.




  • Ensure that s/he  adheres to current Health and Safety legislations in accordance with MSI and MSSL processes and procedures
  • Provide support, monitor and enforce standards of client’s care, including routine checks, post-op queries, correcting or improving performance where appropriate with  all center staff.
  • Deliver a high standard of service to the community.
  • Work with the Quality Assurance team to ensure full compliance in accordance with MSI, MSSL / MDT clinical guidelines and procedures.
  • Ensure corporate clients base increase and are contributing to the overall center revenue generation.
  • Conducting and leading monthly Continuous Medical Education (CME) sessions with the Center teams
  • Proving one-to-one Clinical mentorship on all services to the Centre team on a regular basis to improve their medical skills and knowledge.

Leadership and capacity building

  • Coach, develop, mentor and provide clinical inservice training for Center team members and influence them to take positive action and accountability for their work and ultimately making the team a high performing center
  • Work closely with the Clinical Laboratory Service Manager to suggest strenthning of the Laboratory department in each centers.
  • Remain up-to-speed with developments and best practices in medicine by improving on clinical skills.
  • Work closely with centre team to ensure that clinical excellence and client satisfaction are achieved.





Recording and reporting 

  • Work with the Center Manager to maintain accurate records of clients seen
  • Ensure effective systems for the timely and accurate management and reporting of information through efficient collection, analysis and reporting of activities within the centers.

The Role

The overall responsibility of the Junior Outreach Nurse is to ensure increased access to and utilisation of long term and permanent FP methods through the establishment of MSSL outreaches of excellence, promote the concept of FP through health education and to deliver a high standard of care in all aspects of service delivery. The Junior Outreach Nurse is a key operational and clinical role dedicated to the daily operations of the outreach team.

Key Responsibilities

Service delivery

  • Support the Senior Outreach Nurse to deliver low-cost comprehensive FP and SRH services at roving outreach locations.
  • Comply with minimum healthcare standards, Global Goods, policies and donor requirements and take immediate action on any areas identified for improvement.
  • Working closely with the Quality Assurance team, support changes in clinical practice and the delivery of clinical services.
  • Provide a comprehensive range of FP services with emphasis on implants, IUCD and permanent FP methods.
  • Work closely with EPI team and administer vaccines when necessary.

  • Assist in maintaining equipment. Protect and maintain MSSL properties/equipment.
  • Follow strict, consistent and documented procedures relating to clients, confidentiality, data protection, working hours, income and expenditure, the management of stock, equipment and assets.
  • Ensure compliance to MSI and MSSL set standards and procedures/policies.
  • Ensure proper accountability of the MSSL’s finances.
  • Maintain accurate records of client receipts on a daily basis and make cash payments into the designated MSSL bank account.
  • Maintain records of FP methods and other services provided on a daily basis.
  • Maintain records of client needs with a view to improving and extending service delivery. Conduct client exit interviews.
  • Maintain MoHS regulations and MSI minimum standards regarding drugs recording and storage.
  • Immediately report any breach (or suspected breach) of MSSL policy to the appropriate manager.

Position Summary:

The Handmaid Sisters of the Holy Child Jesus based in Pendembu Kailahun District has secured funding from the Vastenactie (Dutch Lenten Campaign) to implement a project title “Reducing Preventable Deaths Caused by Malnutrition and Infectious Diseases” in the Kailahun District. In that light, the Handmaid Sisters of the Holy Child Jesus is looking out to recruit a Nutrition/Health Officer to support the Programme Manager in the implementation of the Project. He/she will be responsible for planning, implementing, and monitoring nutrition and health activities of the project. He/she should be result driven, experienced, diligent, talented, resourceful, and highly organized.





MAJOR DUTIES AND RESPONSIBILITIES

  • Manage and supervise the Field Officers in the implementation of the project activities, including conducting team meetings, annual appraisals and where necessary disciplinary procedures.
  • Monitor the implementation and progress of the project against it set aims and objectives and advise on the implementation changes as requires in corporation with donors

The World Health Organization is a specialized agency of the United Nations responsible for international public health. The WHO Constitution states its main objective as “the attainment by all peoples of the highest possible level of health”.

Context

Currently, countries are facing gaps in the availability and use of health intelligence to guide and inform decision making for countries health agenda, and in implementation of the WHOs 13th General Programme of Work. These gaps arise because of inappropriate generation of data and statistics, limited country capacities for analysis of the existing data/statistics and the lack of knowledge products that translate these information into products that decision makers can utilize. WHO has been requested by Member States and partners to prioritize this capacity in country offices. This expectation has been reflected in the WHO Country office functional review processes, where the strategic health information capacity has been identified as a core capacity needed. Coupled with this is the current drive by the WHO Regional Office to open more opportunities for technically competent persons to have an opportunity to work with the WHO Regional Office, as part of its talent search and provision of opportunities to persons building careers in public health to enhance their international experiences. The WHO is therefore seeking technically competent United Nations Volunteers to work as Strategic Health Information Officers in multiple countries across the region.





Task description

Under the guidance and overall supervision of the WHO Representative, and working under technical guidance of the team responsible for Data, Analytics and knowledge translation at the Regional Office level, the persons shall contribute to the generation and use of strategic health information in the Country. The incumbent is assigned all or part of the following responsibilities which are performed according to the needs and agenda: 1) To proactively support the development of required capacities in the country to generate intelligence for health. This involves strengthening of systems for routine health facility data collection, birth death and cause of death, surveillance data, facility and community-based surveys including demographic and health surveys. This involves the development of norms and standards, regular country capacity assessments to identify gaps and provision of support to address these gaps, and regularly provide status updates through scorecards, statistics atlas and other methods to consolidate the country status 2) To lead work with countries and technical experts on analysis of existing data and statistics in order to discern trends and patterns, plus build attribution and prediction models for the direction of health in the country. These analytics are at facility, sub national, national and cross-country levels. The emerging information shall be consolidated in periodic publications that will need to be produced, such as state of health in a member state or the sub-region, or specific program analyses. In addition, the support to sector monitoring and evaluation processes in the sub region. 3) To support the generation of evidence to guide decision makers, through development of health policy briefs, documentation of good / best practices, writing health blogs on key events, and other methods for evidence sharing. 4) Support the work on innovative approaches to ensuring strategic health information is available, specifically focusing on functioning of health observatories in the country and harmonizing the work on digital health. 5) Facilitate strengthening of governance of health information systems, particularly in assessing state of health information systems, and supporting initiatives to address gaps in the capacity to generate, analyze and use health information for decision making; establishment and supporting data collaboratives for better use of existing health information resources’ and mobilizing resources for health information 6) Guide the generation of institutional data, analytical and knowledge products relating to the work of WHO and partners in countries such as SDG monitoring, Global Action Plan status, and the WHO Global Program of Work impact framework within the sub region. 7) To perform other related responsibilities as assigned by the WHO Representative and/or the Data analytics and knowledge translation team.

SUMMARY

  • To provide leadership for effective management of the health programme through strategic visioning, operational efficiency, and effective development amongst communities where CHILDFUND works; and provides direct technical advice to all health-related programme interventions. The Health Specialist will support the achievement of health interventions within ChildFund Country Program across all stages of the program cycle through relevant, timely and effective support to the program teams. The Health Specialist is accountable for the provision of nutrition technical support to governments to mobilize “catch-up campaigns”. He/She will be responsible for supporting the Ministry of Health at national and sub-national levels to plan, budget and implement child health days/events, including high-level advocacy, training, support for microplanning, supply chain planning, monitoring and supervision, and post-campaign surveys. The goal is to ensure that catch-up campaigns are implemented according to national guidelines and drawing on best practice to ensure that high coverage is achieved safely.





DUTIES/RESPONSIBILITIES

Child Safeguarding

  • Remain alert and responsive to any child safeguarding risk, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.

Focal Point for the “Savings Lives Through Vitamin A” program 

• Be the primary focal point and lead for NI in the country

•Build strong relationships with and engage regularly with senior government officials to ensure programming gaps and needs are clearly articulated and coordinated with other partner support.

• Ensure visibility of Nutrition International’s support to national and sub-national authorities

• Identify new programming needs and opportunities

• Develop additional networks and collaborative relations to facilitate and reinforce sharing of   best practice.

Support the planning, budgeting, and implementation of emergency VAS programming:

Support the government to adapt GAVA COVID-19 protocols to the local context to ensure that campaigns are delivered safely.

• Conduct a rapid landscape assessment to map the extent of COVID-19 in-country and the level of disruptions to service delivery platforms for our programming, status of service.

delivery platforms, including frontline health workers; impact of COVID-19 on gender dynamics and implications to our program; availability of supply and access to nutrition commodities; effects on care-seeking and coverage.

• Support the Ministry of Health to develop and implement a plan to improve coverage of vitamin A supplementation, wherever possible looking to deliver integrated packages of essential child survival and health services as part of this catch-up effort.

• Develop training curricula, tools, guidance, and recommendations to strengthen the capacity of health workers to ensure that VAS is delivered safely.

• Provide guidance and technical support to the Ministry of Health to improve their capacity to deliver quality catch-up campaigns.

Improved monitoring of emergency VAS programming

  • Assess VAS coverage and identify areas with low coverage and conduct post-event coverage surveys to understand who is being reached and not reached and why. Once bottlenecks are defined advocate for greater focus of efforts and resources on these areas.

Strengthened procurement of Vitamin A and other nutrition-related commodities/supplies

• Ensure that supply is not a barrier to coverage by working with government to ensure sufficient supplies of Vitamin A capsules, other commodities/supplies that will be co-delivered as part of the catch-up campaigns (deworming tablets, bed nets, etc.) and PPE supplies.

Improved management of emergency VAS programming 

• Provide guidance, training, and recommendations to relevant staff on preparing Technical and Financial reports to account for Nutrition International funding provided in accordance with the quality standards outlined in the grant agreements.

• Critically review VAS monthly reports and provide feedback to relevant staff with recommendations for appropriate action and provide follow up advice as needed to help ensure that appropriate action is taken.

Key Deliverables 

• Agreed quarterly work-plan

• Monthly activity report.  Includes a narrative explaining progress against agreed deliverables.

• Monthly, Quarterly and Bi-annual VAS coverage report submitted and summarized. Coverage data should be presented as numerator and denominator, resulting percentage, and disaggregated by Age (6-11 months) and (12 to 59 months), by Gender and by mode of delivery (EOS, CHD, Routine).

• Report on the bottlenecks to high coverage.

  • Work with Programme teams to improve quality of programming by facilitating integration of areas of excellence in program designs using the Organizational program theory of change, and holistic approach in addressing risks and vulnerabilities of infants, children, and youth.
  • Support the Local Partners in the technical design of their Strategic plans, annual operating plans, and budgets.
  • Leads the development, implementation and monitoring of the strategies in the program areas regarding the health program interventions.
  • Liaises with M&E KML Specialist to ensure the development of key indicators for quality program delivery.
  • Participates in monitoring and evaluating programs to ensure effectiveness, timeliness and efficiency, and compliance with organizational standards.
  • Leads in supporting the evaluation process of all programs/projects under the area of expertise and supervision (as may be assigned).
  • Liaises with the M&E Specialist to ensure programs and projects are regularly documented and learnings shared broadly with the key stakeholders.
  • Coaches key staff assigned to the health grants.
  • Regularly builds and nurtures relationships with donors, and like-minded non-government organizations to build and maintain strategic networks.
  • Participates in the development of concept notes and grant project proposals for the health programme portfolio.
  • Performs any other duties that may from time to time be assigned by the immediate supervisor.

QUALIFICATIONS/EXPERIENCE

Master’s in public health, Nutrition or Food Science 

•At least 8 years working experience nutrition and health systems strengthening  

•Experience in program management and evaluation 

•Experience providing technical assistance to Ministries of Health in the region 

•Experience in VAS programming would be an advantage
