Position Overview
The State Enrolled Community Health Nurse (SECHN) is a critical member of the Clinical staff in PIH. SECHNs work collaboratively alongside physicians, SCMs, CHOs, MCH Aides, TBAs and Support staff to provide high quality care to patients and their families





Essential Duties and Responsibilities: 
The nurse will be an integral part of the NCD team at KGH. Responsibilities will include: Provide NCD care in the NCD clinic (Diabetic Management, Management of High Blood Pressure, Management of Hepatitis B); Support the call back system of missed appointments; Organization of the NCD clinic to ensure that it functions efficiently. Rotate to In-patient units as the need arises Delivering high standards of care in collaboration with the rest of the clinical team. Maintaining confidentiality and impartiality. Ensures that all emergency cases are prioritized and seen appropriately regardless of the time of the day. Other responsibilities: Be willing to work long and unpredictable hours dictated by the needs of the patients.Participate in different programs of research and related studies that could imply delivery of care to patients Perform other duties related to the role, department or project as may be required by the NCD team

2. Introduction 

Save the Children and Partners have been implementing a four years’ project from 2018-2021 in eight slums communities within the Western Urban Area. The project has been implementing several activities in the operational communities and have directly reached 320 adolescents among other beneficiaries. As a team, it will be good to hear from the beneficiaries especially the adolescents, parents and stakeholders on how the project has changed their lives and communities. It is on this we are hiring a consultant who will identify the beneficiaries that can testify significant changes that have occurred in their lives.

3. Project background

The DANIDA Strategic Partnership Framework project in Sierra Leone (known as the Second Chance Project) aims to address teenage pregnancy through a range of interventions that will shift attitudes and cultural norms to create an environment that tackles the contributing factors to teenage pregnancy, encouraging men and boys to take a more active role in prevention efforts; whilst ensuring that adolescent girls and boys have access to appropriate sexual and reproductive health services.  It is similarly aimed to shift harmful attitudes and social norms that place blame on adolescent girls for their situation, and encourage families, communities, service providers and policy makers to increase their support to adolescent mothers and their children, with a view to expanding their opportunities for a healthy future. This will include creating spaces for adolescent mothers to advocate on their own behalf and speak to the reality of their situation, as well as their rights as children and as carriers of children.  The project was implemented jointly by Advocacy Movement Network (AMNet) at the initial stage  and Children’s Advocacy Network (CAN)with technical oversight from Save the Children.





4a. Objectives of the Post Qualitative Assessment

In general, the exercise will investigate how the Second Chance Project has impacted the lives of the adolescent’s girls and other beneficiaries in all the eight slum communities in Western Urban Areas. Specifically, for the following;

1 To assess how the Second Chance project improved the economic status of adolescent girls in operational slum communities through various project interventions

2. Assess factors that were responsible for the change including project support, family support and government and community structures

3. Assess challenges that impeded changes in the lives of beneficiaries that do not report a significant change.

4. Recommend successful strategies/ interventions that promote achievement of projects in similar context.

4b. Assessment questions

Where there improved access to health facilities for adolescent girls for beneficiaries that experienced change and those that did not?

3. To what extent are stakeholders and communities receptive to adolescents/beneficiaries that experienced change and those that did not?

4. What is the level of involvement for adolescent girls in decision making at home and in communities; for beneficiaries that experienced change and those that did not?





5. Scope of the Post Qualitative Assessment

To collect data from Second Chance Project beneficiaries (direct and indirect) in eight slum communities (Kuntolor, Rokupa, Kanikay, Mabella, Susan Bay, Kroo Bay, Grey bush and Dwarzack)  in Freetown –  Western Urban using qualitative data collection methods with a focus on the impact the project on girls and how their lives have been transformed,  adolescent girls’ access to education, health services, livelihood, decision-making, participation and involvement at home and in the communities. The Partners and SCI staff will be responsible for mobilizing beneficiaries as well as supervise FGD sessions including completion of Risk Assessment and Consent forms for interviews.

The consultant will be responsible for data collection, collation for the report and development of success stories.  It is expected that this assignment (field work, analysis, report, success stories, presentation to SCI) should be completed by the 15th of April 2022

6 Methodology of the Post Qualitative assessment

Save the Children would like a detailed descriptive analysis of project impact on selected beneficiaries lives before, during and after the project and the most significant change identified and documented (case studies, success/impact stories). Therefore, the following approach is recommended;

  • Selection of data collection methods and development of tools.
  • Conduct interviews with direct project beneficiaries to assess project impact and identify follow up actions for validation.
  • Conduct follow up interviews with peers, parents and stake holders
  • Write detailed impact stories on adolescent girls, parents and stakeholders. Consultant will work with SCI Advocacy team to adapt existing success story format.

7 Audience of the Post Qualitative assessment

The audience include but not limited to:

  1. Donor and Member
  2. SCI
  3. Direct project beneficiaries
  4. Community stakeholders including health service providers.

8. Expected outcomes/ Deliverables and Use

  • This assessment will provide data and evidence on how the project has changed the lives of beneficiaries and communities and specific deliverables will be:
  • Post assessment report including;
    • Finalized tools for all interviews
    • Data from interviews
    • Stories of most significant changes selected for impact documentary and other impact stories.
    • Photos.





The final products will be used to develop a collection of communication materials stories for internal and external dissemination, and video.

9. Recruitment of Consultant

This concept note will be sent to SCI pre- qualified Consultants for assessments and evaluation through Procurement Unit for them to express interest on this piece of job by producing a brief implementation strategy/methodology, workplan/ timeline and budget. Based on the submission, procurement and MEAL will support the DANIDA team to select the Consultant for the exercise on the following criteria.

  • Possibility of working within the required time frame and available budget
  • Clarity and appropriateness of strategy/ approach that will deliver the expected outcome.

THE ROLE: Education Technical Specialist

Save the Children is recruiting for an experienced Education Technical Specialist that will lead strategy development and the technical design and implementation of high-quality programmes that deliver change for children in both emergency and development programming.

The Education Technical Specialist will use their in-depth contextual understanding, technical expertise, and relationship building skills to define and deliver our strategic ambition for education in Sierra Leone. The role will support national advocacy and influencing, while driving strategic partnerships for new business development. S/he will support the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning across our programmes, teams and partners.  The role will work closely with operations colleagues and partners in Sierra Leone building their capacity and ownership and agency of local organisations.  This role will also include focusing on external representation on priority issues such as: early childhood care and development: foundational learning and uninterrupted learning (education in emergencies) to ensure all children have access to education leading to learning and wellbeing outcomes.   In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

THE ROLE: Health and Nutrition Technical Specialist

Save the Children is recruiting for an experienced Health and Nutrition Technical Specialist that will lead strategy development and the technical design and implementation of high-quality programmes that deliver change for children in both emergency and development programming.





The Health and Nutrition Technical Specialist will be responsible for ensuring that Health and Nutrition responses in Sierra Leone is supported with quality technical inputs and to drive the child survival breakthrough, drawing upon Health and Nutrition strategic priorities. The role will support national advocacy and influence while driving strategic partnerships for new business development.  S/he will support the design and implementation of monitoring and evaluation systems to demonstrate impact while sharing learning across our programmes, teams and partners. The role will also link with regional health, nutrition and WASH capacities where they exist, and contribute to regional learning, evidence generation and knowledge management where appropriate. The role will work closely with operations colleagues and partners in Sierra Leone, building the capacity, ownership and agency of local organisations in health programming design and implementation.

This position will be expected to engage with the country’s health and nutrition sector, and coordination mechanisms, as well as represent the organisation with key stakeholders such as the Ministry of Health, UN agencies, and key INGO / CSO. The role would be expected to support emergency preparedness, DRR and support the assessment, design and implementation of humanitarian responses with other Public Health staff in the country setting. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly





QUALIFICATIONS: 

  •  Masters degree in Health, Nutrition, Public Health or related field or equivalent experience
  • Nutrition, Health, Medical or Public Health undergraduate or related qualification

EXPERIENCE AND SKILLS

  • At least 5 years’ experience of working in the Health & Nutrition in emergency or development settings, with preference for experience in Sierra Leone

We want to document our success stories, showcase the meaningful impact the project has made on the lives of girls throughout the eight operational communities.





The video documentaries will be the views of Adolescent Mothers who are beneficiaries of the project, their reflections on problems and challenges they encountered, what steps were taken through or by the program to address them.

We are looking out for a video documentary at most 15 minutes looking at the core themes of the Project:

  • Livelihood
  • Education
  • TVET
  • Access to Health

DEADLINES: All video documentaries, photos and case stories should be ready and turned in before 31st March 2022 

RESPONSIBILITIES

The Videographer will be accompanied by a member of ACCM team/Project officer to the field to gather content for documentary and case stories. They will be responsible for editing materials to produce one documentary on the project and a series of short case stories on selected girls whose lives have been transformed by the project.

  • Develop the documentary film’s overall concept and scenario;
  • Interview selected interviewees for the film who will include beneficiaries of DANIDA
  • Visit the project sites and interact with the local communities who’ve been impacted by the project.
  • Develop the documentary storyboard.
  • Conduct filming and photography. Shoot interviews with beneficiaries and stakeholders.
  • Ensure B-rolls, raw footage is available (content for documentary and case stories) for review with ACCM and project teams. Agree on structure of the documentary, select case stories and photographs before editing
  • Produce a FINAL documentary film, case stories/success stories.





EXPECTED OUTCOMES

The consultant will produce a FINAL documentary film, interviews with beneficiaries, stakeholders, partners and Second Chance Project Manager as outlined in the brief.

REQUIRED QUALIFICATIONS & EXPERIENCE

The consultant/consultancy firm will be required to have:

  • 5 and above years video and photographic experience.
  • Extensive experience in producing materials (videos, photographs) for international organizations with the aim of reaching both local and international audiences.
  • Experience in working with international organizations and donors.
  • Local Knowledge of Sierra Leone particularly Save the Children project areas.
  • Excellent technical capacity (including filming/photography/production equipment) for high-quality products.
  • Experience in producing communication materials for donors and international organisations.

The Role 

The overall responsibility of the Centre Nurse is to provide a high quality standard of care in all aspects of service delivery  to clients. The Centre Nurse is a key operational and clinical role dedicated to the daily operations of the centre. The Centre Nurse’s core objectives will be support the Centre Manager to deliver quality services and to develop a multi purpose “centre of excellence” for men and women seeking low-cost comprehensive FP, SRH, and complementary  services. The Centre Nurse is required to have a high level of both business and clinical skills to support the running of the  centre as a clinic business. The Centre Nurse will be required to ensure a high level of client satisfaction and quality.

Key Responsibilities 

Service delivery 

• Support the Centre Manager to provide a multi-purpose centre for men and women seeking low-cost comprehensive  FP and SRH service.

• Comply with minimum healthcare standards, Global Goods, policies and donor requirements and take immediate  action on any areas identified for improvement.

• Working closely with the Quality Assurance team, support changes in clinical practice and the delivery of clinical  services.

• Provide a comprehensive range of FP services with emphasis on implants, IUCD and permanent FP methods.

• Run antenatal and postnatal clinics under the supervision of the Centre Manager.

• Support the Centre Manager to run the gynae clinic

• Work closely with the Centre Manager in service delivery especially in delegated areas of duty.

• Work closely with EPI team attached to the Centre and administer vaccines when necessary.

• Provide general medical consultations and treatment. Administer drugs prescribed to clients.

• Promote the concept of family planning through health education

• Support MSSL in achieving its various targets.

• Cleaning and sterilisation of instruments. Dilution of lotion for instrument processing.

• Assist in the provision of Tubal Ligation services.

• Ensure pain management and vocal local as per MSSL protocols.

• Work with the centre team and ensure that standards and objectives are met at all times. This includes wait times,  quality of care, ongoing training etc.

• Lead on managing the process for correcting or improving service provision where appropriate and for ensuring the  implementation.

• Monitor and enforce standards of client care, including routine checks, post-op queries, correcting or improving  performance where appropriate with the appropriate centre nurses.

• Ensure that each area adheres to current Health and Safety legislation in accordance with MSI and MSSL processes  and procedures.

• Maintain centre equipment in good working order at all times including maintenances and repairs.

Clinical excellence and client care 

• Ensure that clients remain at the centre of everything we do and that clients are always properly counselled on their  rights, treatment methods and choices, with appropriate referral whenever suitable and necessary.





• Ensure high quality service standards are maintained and a high level of client satisfaction is achieved at all times.

• Assist in maintaining equipment and bring to the attention of the Centre Manager any damage or renewals required.

• Follow strict, consistent and documented procedures relating to clients, confidentiality, data protection, working hours,  income and expenditure, the management of stock, equipment and assets.

• Ensure compliance to MSI and MSSL set standards and procedures/policies.

• Ensure proper accountability of the MSSL’s finances.

• Work with the Admin and Finance Assistant to maintain accurate records of client receipts on a daily basis and make  cash payments into the designated MSSL bank account.

• Maintain records of FP methods and other services provided on a daily basis.





• Maintain records of client needs with a view to improving and extending service delivery. Conduct client exit  interviews.

• Maintain MoHS regulations and MSI minimum standards regarding drugs recording and storage.

• Immediately report any breach (or suspected breach) of MSSL policy to the appropriate manager.

4. Objective of the Position

This position performs a variety of clinical and administrative duties in support of the Health Unit. The Medical Assistant (MA) works under the guidance of Peace Corps Medical Officers (PCMOs) and reports to the Country Director (CD) for administrative issues (unless CD authorizes PCMO supervision).

The MA is responsible for providing administrative support and, to the extent credentialed, clinical support, including but not limited to; working as the health unit receptionist, actively assisting the PCMOs in clinical care*, screening phone calls, taking messages, coordinating requests, scheduling medical appointments, distributing of medicines to Peace Corps Volunteers (PCVs) under PCMO oversight, and other clerical and administrative functions in support of the PCMOs.

* Clinical duties will be performed with clinical oversight by the PCMOs and only as approved by the Medical Director through the Credentialing Committee/Office of Health Services (OHS).

5. Tasks & Deliverables





MAJOR DUTIES AND RESPONSIBILITIES

ATTACHMENT I

Support to the Health Unit

The Medical Assistant coordinates responsibilities directly with the PCMOs. The MA must adhere to confidentiality regarding PCVs medical issues and possess excellent interpersonal and administrative skills. Clinical Support

∙ Performs a variety of non-invasive routine clinical and technical services under the supervision of the PCMOs, which may include clinical tasks such as taking vital signs, administering immunizations, performing laboratory tests, etc. These privileges must be approved by the Medical Director/OHS. Supervising PCMOs are responsible to ensure that MAs perform appropriate health care services. Even under supervision, MAs are not allowed to assist with or perform any unapproved services.

∙ Responsible for sterilization of equipment.

∙ Serves as chaperone for PCMOs during PCV medical examinations and procedures.

Administrative Support

∙ Screens phone calls and takes messages when PCMOs are unavailable.

∙ Places and returns telephone calls for the Health Unit, including scheduling, modifying, and canceling appointments in coordination with PCVs, PCMOs, and others (including consultants and laboratories). ∙ Follows-up on outstanding consultant and laboratory reports, ensuring this information is relayed to the PCMOs for review.

∙ Drafts correspondence such as letters, memos, and fax covers, etc. at the request of the PCMOs to consultants, PCVs, laboratories, hospitals, etc.

∙ Routes incoming correspondence to PCMOs, stamps and files correspondence.

∙ Utilizes PCMEDICS to assist the PCMOs and backup provider in the documentation and delivery of PCV health care, and to document clinical care given as trained.

∙ Responsible for scanning, labeling, uploading and filing all documents into PCMEDICS after PCMO review and signature, also ensures that three PCV identifiers are on each page of each document.

∙ Prepares envelopes and packages, including laboratory samples and medical supplies, to be sent to PCVs, training sites, and other destinations, and forwards them to the appropriate administrative staff for delivery. ∙ Responsible for photocopying health forms, medical presentation materials and other related documents. ∙ Responsible for requesting office supplies and materials for use in the Health Unit.

∙ Regularly updates the list of medical facilities and medical service providers under the instruction and oversight by the PCMOs.





∙ Assists PCMOs in reviewing the Volunteer Health Handbook given to PCVs during Pre-Service Training (PST). Updates medical facilities and medical providers’ addresses, contact information, and any other information required in this Handbook.

∙ Manages the health information materials in the Health Unit available to PCV, stocking brochures, pamphlets and books. Keeps a detailed list of any books and/or media materials loaned out.

∙ Responsible for receiving and registering all medical bills submitted by PCVs and local medical service providers. Submits bills to PCMOs for approval, verifying name of PCV, date of services rendered, and that all billed services were requested by the PCMOs.

∙ Keeps updated files of all medical bills presented by PCVs and others.

∙ Maintains Volunteer database with up-to-date information regarding PCVs out of site for medical purposes. ∙ Uploads PCV passport face pages and visa pages into PCMEDICS, monitoring regularly to assure accurate and current information.

Medical Supply Duties

∙ Maintains internal medical inventory for the medical unit, ensuring an adequate supply of disposable materials and keeping PCMOs informed.

∙ Responsible for updating internal medical inventory system (as determined by the PCMOs) when medication/supplies are delivered, dispensed and destroyed.

∙ Assists the Acceptance Point Clerk (APC) when medical supplies are received.

∙ Provides documentation to the Medical Supply Inventory Control Clerk (MSICC) on receiving, dispensing and disposing of specially designated medications and controlled substances.

∙ Keeps an accurate control of the expiration dates of all medicines and alerts the PCMOs of upcoming expired medications. Removes expired items from the pharmacy and logs all items scheduled for disposal. ∙ Responsible for organization and shelving of Health Unit supplies.

∙ Assists PCMOs with PCV medical supply requests.

∙ Prepares draft orders for medical supplies, with PCMO guidance, based on needs, historical data, and inventory availability. Assists the PCMOs in ordering medical supplies from PC/HQ and local/regional vendors.

ATTACHMENT I

∙ Maintains files, according to fiscal year, of all ordering, receiving and dispensing documents in compliance with Technical Guideline 240: Medical Supplies and Equipment.

∙ Assists PCMOs in the monitoring of the medical supplies budget.

Other Duties

∙ Attends staff meetings, in-service trainings, and retreats when indicated.

∙ Understands and complies with Peace Corps safety and security policies and procedures. ∙ Understands and complies with Peace Corps code of ethics, privacy and confidentiality policies. ∙ Files all documents produced by the position in accordance with the Peace Corps Records Management policies. ∙ Performs other assignments considered as necessary by the PCMOs in consultation with the CD, as indicated.





6. Standard Roles and Responsibilities

A. OMH:

∙ Occasional Money Handler may be requested to courier cash and /or purchase orders to various vendors who furnish supplies and/or services to PST/IST training site, or other locations as directed by the Contracting Officer. The PSC may also be requested to courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. 4. Objective of the Position

The Programming and Training Assistant (PTA) serves as the principal technical associate for Peace Corps Sierra Leone’s Health Project. The incumbent will support the Program Manager (PM) and works as part of a team collaborating with the Programming and Training Unit. The PTA will actively contribute to the design, implementation, and evaluation of program activities and correlated trainings for the health project. The Health PTA will support the PM in the planning, researching, managing and evaluation of the Health program and assists in providing technical and administrative support to Peace Corps Volunteers (PCVs) and Trainees. The Health PTA also serves as the head technical trainer during Pre-Service and In-Service trainings (PST/IST), enabling training and programming to be fully integrated into the Health program. Additional responsibilities include managing the Volunteer Reporting Process which includes training, trouble shooting, reporting and coordination with all post staff and Volunteers. The incumbent is authorized to act as Occasional Money Handler.





5. Tasks & Deliverables

Trainings:

∙ Coordinate with PM and the other training staff on the design, implementation, and evaluation of the Pre-Service and In-Service Training events for Health project. This includes identifying relevant competencies, identifying human and material resources, assessing PCT/V needs, and drafting a training continuum for PCVs.

∙ Design, deliver, and evaluate the technical training for Health project. All training must be aligned with project goals and objectives including collaboration with all facilitators, solicitation of guest speakers, and communication with the TM on any training costs.

ATTACHMENT I

∙ Participate, as agreed upon with the PM, and TM, in all training events. This would include preparatory Training of Trainers (TOT), ongoing evaluation meetings, and debrief meetings.

∙ Leads the Training of Trainers for the Health component of the training group.

∙ Monitor and evaluate qualifications of each Peace Corps Trainee (PCT) during and at the end of PST, particularly as related to the technical component of training.

∙ Collaborate with the PM, and training staff to assess PCT competence for service.

∙ Assist the PM to complete timely initial and site placement interviews with PCTs.

∙ Assist the PM to conduct PCV meetings

Volunteer Support:

∙ Travel regularly throughout the country to establish and maintain effective working relationships with sponsoring organizations and community officials.

∙ Visit Volunteers periodically at their sites to offer advice and assistance to them and their counterparts/supervisors in order to enhance working relationships and performance.

∙ Document activities and results in regular site visit reports.

∙ Assist Volunteers in improving their job performance and their social and cultural adaptation through the provision of technical support, cultural insights, and direction to relevant and available resources.

∙ Support Volunteers with personal and cultural counseling and guidance on various policies and procedures. ∙ Coordinate with the safety and security staff as well as with the medical unit to advise Volunteers on safety and security issues.

∙ Maintain up-to-date information regarding relevant legislation; national policy changes; contact lists of relevant local organizations, institutions, and agencies; and other published resources including reference texts, professional journals and other similar information; and make the information readily available to Volunteers.

∙ Serve as resource person for PCVs regarding technical, logistical and moral support for PCVs.





Program Development and Management:

∙ Assist the PM to develop potential assignments for PCVs through community visits and meetings with local representatives of the Ministry of Health and Sanitation (MoHS), potential host health facilities, and community members. Explain Peace Corps Sierra Leone’s development philosophy and the role of the PCV to these stakeholders.

∙ Negotiate and evaluate job viability, available housing, the work environment, the level of host health facility’s interest, and the engagement of the local community.

∙ Assist the PM to initiate and maintain close and effective contacts with national and local representatives of the MoHS, other appropriate government agencies, Non-Governmental Organizations (NGOs) engaged in community health work, and other organizations and groups, public and private, utilizing or likely to utilize PCVs at both the national and local levels.

∙ Monitors MOHS and NGO activities and initiatives in malaria, nutrition, water, sanitation and hygiene. Explores and provides input concerning potential collaboration between Peace Corps, GoSL, and implementing partners. ∙ Represent Peace Corps in negotiations with these stakeholders on the qualifications, numbers, and placement of PCVs. ∙ Assist the PM to design and implement project monitoring and evaluation tools and activities with the participation of appropriate officials, local counterparts, other education agencies, and PCVs. Assure that PCV activities advance Project goals as intended.

∙ Work with the PM to utilize the Volunteer Reporting Tool (VRT) for the entire PCV reporting process: create, send, receive, edit, and acknowledge PCV reports; provide written feedback to PCV; input data from the Volunteer Report Form (VRF) to the Volunteer Report Database. While the Primary and Secondary Education PTA will assist with this duty, final responsibility rests with the PM.

∙ Conducts field visits to provide technical support to PCVs.

∙ Provide site visit reports in a timely manner to PCVs. As requested, provide site visit reports to other Peace Corps Sierra Leone staff and make recommendations regarding Volunteer performance and problems.





Other Duties

∙ Attends staff meetings, in-service trainings, and retreats when indicated.

The nurse mentor is an experienced nursing staff, who will serve as a rol e model, advocate, and provide guidance, while also sharing their clinical experiences to help nurse s develop and gain confidence in their roles, most importantly thinking critically and solving problems independently. For new nurses, the Nurse Mentor will get them acclimate d to the clinical setting . The Nurse Mentor will provide formal and informal training, support, and counseling to nurses within safe environments, inside and outside of clinical settings. Nurse mentors demonstrate compassion and humility in their interactions and develop trust-based relationships with the ir mentees. N urses who rely on their mentors for guidance, wisdom, and knowledge sharing often see their mentors as role models, teachers, and friends.

Strategies nurse mentors can use to help develop the skills and confidence of new and inexperienced nurses include coaching, teaching, counseling, advocating, and providing support. Additional strategies include sharing success stories, assisting new nurses in social situations, and getting them to think critically and solve problems. There are also opportunities to show them informal traditions in the workplace. New nurses may not be aware of social norms in the nursing profession, and they may be uneasy about approaching fellow nurses, physicians, and other professionals. To ease their transitions, mentors can introduce their mentees to others when walking around the facility or in meetings. And nurse mentors can teach new nurses how to socialize at work.





Essential Duties and Responsibilities: Specific Responsibilities:

  •  Collaborate with the Director of Nursing, Director of Clinical Education and Koidu Government Hospital Matron to assist with developing and facilitating a Nursing Orientation curriculum, to ensure nurses at the facility are aware of, and comply with standard nursing policies and protocols, and use best practices while providing nursing care.
  •  Collaborate with the Directors of Nursing and Clinical Education and Koidu Government Hospital Matron to develop and facilitate a Student Nurse Orientation curriculum to ensure th at student nurses develop good nursing practice skills; supervision and mentorship of nursing students who are posted to the facility for clinical practicum is required.
  •  Provide nursing care alongside nurses in the wards, while being observant for opportunities for mentoring and c oaching in nursing competencies; this may include working in varying shifts as required.
  •  Work collaboratively with the Nurse-in-Charge of the wards to identify gaps in nursing care and developing a plan to systematical ly address such gaps; this may also include identifying professional and clinical development opportunities for high performing nurses in the wards.
  •  Identify and implement Quality Improvement projects that would improve on the ward’s Key Performance Indicators (KPIs), while also improving patient outcomes and developing nursing practice and clinical skills.
  •  Facilitate In-Service trainings and nursing clinical presentations as a means to encourage and develop a culture of continuous learning among the nursing teams.
  •  Create and maintain a safe and open learning environment for nursing staff including for student nurses.
  •  Collaborate with the Directors of Nursing and Clinical Education to facilitate annual Nursing Skills competencies check-offs.
  •  Effectively manage the wards in the absence of the Nurse-in-Charge and with the support of the Hospital Matron and other Nursing leadership.
  •  Provide supervision of nursing staff in the wards in collaboration with the Nurse-in-Charge to ensure that nursing policies and protocols are followed and that nurses provide competent, evidence-based care.

  •  Conduct surveys to Identify training needs for nurses and students while also seeking feedback from clinicians working in those wards.
  •  Provide training and mentorship at other PIH-supported facilities as may be required.
  •  Collaborate with the M & E team to collect data, compile and share activity and monthly reports required by the grant with the Directors of Nursing and Clinical Education and others.
  •  Other responsibilities as deemed required by the Directors of Nursing and Clinical Education.





Education and Work Experience Requirements:

  •  State Registered Nurse (SRN).
  •  5 or more years of experience as a SRN, practicing in a hospital setting.
  •  Experience as a preceptor or tutor or of mentoring others, a plus.
  •  Basic knowledge and proficiency in using Microsoft Office – Word, Excel, PowerPoint – and also using Email.
  •  Ability to communicate both orally and in writing in English
  •  Ability to work well with others in a team and be creative
  •  Pursue attention to detail

WHI is launching a pilot for district-wide cervical cancer screening using the See-and-Treat method across Bombali (through a mix of static clinics and a mobile clinic). The Community Mobilizer(s) will be responsible for community participation in health facilities and mobile clinics for cervical cancer screening. S/he will engage with communities, PHUs, and other stakeholders for health education on cervical cancer prevention, treatment, and the importance of screening (particularly among the target population, women between the ages of 25-64). They will be required to write about their mobilization activities at PHUs and communities.

Main Duties and Responsibilities
Create awareness materials and/or messaging on cervical cancer screening
Liaise with community leaders and within community structures and PHUs for all mobilization activities
Organize and lead awareness activities at communities
Organize and lead awareness activities at PHUs
Monitor and track attendance rate at community mobilization meetings

The Clinical Lead will be trained on how to screen using the visual inspection with acetic acid (VIA) and the See-and-Treat method to identify cervical lesions S/He will lead a screening team which includes a State Enrolled Community Health Nurse (SECHN) and Nursing Auxiliaries. The main purpose of the position of Clinical Coordinator will be the head of the screening team, also guiding the rest of the team on day-to-day tasks as related to cervical cancer screening.

Main Duties and Responsibilities
Willing and able to be trained in the VIA method and eventually screening women on VIA and See-and-Treat
Lead / be part of a screening team that will rotate between static clinics in Makeni and mobile clinics, visiting PHUs across the entire Bombali District
Complete daily activity forms which will support reporting and data management
Raise any procurement requests as related to the project in collaboration with the Project Lead, Procurement Officer, etc.

The IRC does this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, and Women’s Protection and Empowerment programming.





SCOPE OF WORK

IRC, along with its Consortium partners has bid for a funding opportunity from DFID – Saving Lives (Phase II) as the lead for the NGO consortium. The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone. This programme’s duration is April 2021 – September 2022.

The IRC is recruiting for one (

  •  District Clinical Mentor (DCM) for the Saving Lives programme in Sierra Leone based in Kenema. The DCMs are the most crucial link in the programme, providing direct clinical mentorship to facility and hospital staff in the respective districts. The Saving Lives DCM will work under the oversight of the District Delivery Senior Manager in the respective districts.





AREAS OF RESPONSIBILITY

  •  Provide intensive direct clinical mentorship and on-the-job training to staff at the targeted Community Health Centres (CHCs) through the programme period on (in line with the national policies/guidance):

– Emergency Obstetric and Neonatal Care (EmONC)

– Integrated Management of Neonatal and Childhood Illness (IMNCI)

– Emergency Triage Assessment & Treatment (ETAT)

– Values clarification and attitudes transformation (VCAT) for family planning and;

– Adolescent Youth Friendly Services (AYFS)

  •  Provide direct clinic mentorship and on-the-job training for hospital staff [1] on (in line with the national policies/guidance):

– EmONC

– IMNCI

– VCAT

– AYFS

  •  Provide support to troubleshoot for their respective mentees on the mentorship topics
  •  Provide feedback loop to the communities about improvement of healthcare workers’ competencies in collaboration with Community Based Mobilisers of the NGO Consortium partner and the Community Health Workers in country
  •  Support the DHMT and facility staff on meaningful supportive supervision under the guidance from the District Delivery Senior Manager
  •  Carry out regular joint outreach visits (monthly) to Child Health Posts and Maternal Child Health Posts with the CHC-in charge c2bx3k8 DmluZH
  •  Contribute to the monthly PHU-in charges meetings and feedback perspectives and analysis of health data from facilities

Minimum Qualifications

REQUIREMENTS

To effectively deliver this engagement, the applicant should meet the following requirements.

  •  CHOs/Midwifes
  •  At least 5 years’ experience of working in a clinical setting
  •  Demonstrated ability to mentor and supervise others
  •  Experience in providing clinical mentorship/trainings in Sierra Leone, including on RMNCAH-related areas is preferred
