JOB LOCATION:

It is a field base position in Tonkolili District, but shall travel to Magburaka field office for meetings and trainings when required.

JOB PURPOSE:
The PHU Officers will be responsible for providing support and delivering training to PHUs and CHWs on adolescent friendly reproductive health services in conjunction with the DHMT and National Adolescent and School Health Unit. They will conduct monitoring and supportive supervision visits and organise mystery client visits.

 

Main duties & Responsibilities:
General Responsibilities:
Promote accountability and ensure compliance with Concern’s Programme Participants Protection Policy, Anti- Fraud Policy and Humanitarian Accountability Partnership (HAP) standards, including the complaint and response mechanism (CRM), to ensure maximum protection of programme participants and the efficient and transparent use of Concern’s resources.
Promote Equality, especially gender, within the organisation and across programmes, in line with Concern’s Equality Policy and, and ensures targeting and project implementation is informed by How Concern Understands Extreme Poverty (HCUEP).
Promote and protect the reputation of Concern in external settings, ensuring that the organisation’s experience and expertise is well communicated and consistently presented, and that we are looked upon as a professional organisation, guided by organisational policies and Concern’s Code of Conduct





SPECIFIC RESPONSIBILITIES:

Work in collaboration with the DHMT and National Adolescent and School Health Unit to deliver the training of PHU staff in adolescent-friendly sexual and reproductive health (AFSRH) services using a standard curriculum
Support the DHMT to deliver training and certification for PHU staff on the insertion of contraceptive implants
Support the implementation of a Chiefdom-level mentorship programme, including a training plan, and the identification of Chiefdom master trainers and supervisors to supervise implant insertion at PHU level.
Roll out a checklist to aid PHU staff in adhering to key protocols
Support the execution of mystery client visits to check PHU staff compliance with protocol
Contribute to the development of monthly and weekly work plans with the team based on the overall project work plan and timeframe and provide weekly progress reports as requested by the PHU Team Leader
Carry out routine monitoring and supervision at PHU level and ensure standard protocols of AFSRH services are being upheld and provide critical and constructive feedback to PHU staff
Build and maintain effective professional relationships with DHMT and PHU staff to aid successful programming.
Participate in project planning and review meetings
Effectively obtain, allocate and utilise resources.
Any other task assigned to you by your supervisor
OTHER:
Actively participate in collective exercises under the integrated Safe Learning Model Project
Be aware of, understand and comply with all of Concern’s policies and procedures (P4, the child safe guarding, Anti-trafficking in Persons, concerns Code of Conduct, finance, logistics, HR, security management etc).
Contribute to ongoing security management and planning as necessary.
Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
Undertake other related duties as may reasonably be assigned by the line manager or other managers and coordinators within the Safe Learning Model project

Integra is the largest investment in systems that the IRC has ever made and will change the way we work.





Job Overview/Summary: The Integra Regional Hyper Support Coordinator, CRRD is crucial to the IRC’s successful transition to its first ever global ERP system; this person will be responsible for leading the support of the region through each country or RAI office’s go-live and months after during a hyper support phase. The Integra Regional Hyper Support Coordinator will report into the Sr. Application Support Officer with a manager-in-partnership reporting line to the Integra Regional Deployment Lead and may fully transition to the Integra Operations team once the region has been fully deployed. Qualifications

1.) State Enrolled Community Health Nurse

 

Project and Position Overview

In 2021, PIH-Sierra Leone (PIH-SL) has set a goal to drive down TB cases by 90% over the next five years. TB is a curable and preventable disease, so no person in Sierra Leone should suffer or die from TB. Our first step will be to close the TB case detection gap in Kono district – an impoverished rural district with a population of 500,000 residents, and which was previously was the center of the diamond trade and seat of the country’s civil war. This is where we want to rapidly diagnose people suffering from TB and put them on life-saving treatment.

To achieve dramatic gains in diagnostics and treatment, PIH SL will replicate and adapt a strategy used by PIH in Peru, conducting community-level screening for TB using portable X-ray machines. These units can be transported by a 4×4 vehicle to difficult-to-reach locations in the hills and without paved roads. Our ability to bring this diagnostic tool is essential because even short distances can require hours of travel due to lack of adequate infrastructure. In addition, for many patients the transportation cost of making visits to the hospital exceeds daily incomes. Through our partnerships with traditional chiefs, we have built trust which has also driven demand to our services.





The portable X-ray machines the project will use for this project are digital and use AI algorithm-based image recognition technology, allowing for reliable screening without a radiologist at hand, giving screening results in minutes. For patients with abnormal chest X-rays, we will collect sputum samples on the spot and transport them to modern GeneXpert machines for testing. Patients who test positive will receive treatment at PIH-supported government facilities. Community health workers will conduct home visits to ensure treatment completion.

PIH-SL is planning to conduct a community based TB screening project in Kono district using a portable X-ray. Through this project we aim to find missing TB cases. The nurse working with this project will play a big role in ensuring that all people to be screened are well prepared physically, psychologically pre and post screening. He/she is expected to do this with utmost compassion and respect to humanity and also ensure all those diagnosed are properly linked to TB care.

Essential Duties and Responsibilities:

Taking patients’ demographic history during the screening exercises.

Tuberculosis symptom screening and filling of the paper form data tools

Preparing patients for X-ray taking including explaining the procedure and its purpose.

Sputum sample collection from people with positive TB screen, either by X-ray or by symptom screen

Explaining results from the X-ray images to the subjects.

Ensuring that all people diagnosed with TB are linked to care through phone calls and through the CHW network.

Pre and Posttest HIV counseling in liaison with the HIV counselor.

Ensuring adequate infection Prevention and Control

Maintaining confidentiality and impartiality.

Cover duties at the isolation ward as required.

Ensure and maintain the medical database in collaboration with the MEQ team.

Liaising with other medical and non-medical staff in the hospital to ensure quality treatment is giving to the patients, and also promotes health education.

Ensures that all emergency cases are prioritized and seen appropriately regardless of the time of the day.

Perform other duties related to the role, department or project as may be required by the Medical Director or Clinician in Charge.

2.) Nurse Mentor (4)

 

Position Overview

The Nurse Mentor will be an integral part of the clinical team, working collaboratively with others to ensure that nurses consistently deliver high quality, patient-centered care. It is also important that the Nurse Mentor seeks to develop and maintain relationships with nurses and clinical leadership of the MOHS and to promote PIH model of social medicine in healthcare.

The nurse mentor is an experienced nursing staff, who will serve as a role model, advocate, and provide guidance, while also sharing their clinical experiences to help nurses develop and gain confidence in their roles, most importantly thinking critically and solving problems independently. For new nurses, the Nurse Mentor will get them acclimated to the clinical setting. The Nurse Mentor will provide formal and informal training, support, and counseling to nurses within safe environments, inside and outside of clinical settings. Nurse mentors demonstrate compassion and humility in their interactions and develop trust-based relationships with their mentees. Nurses who rely on their mentors for guidance, wisdom, and knowledge sharing often see their mentors as role models, teachers, and friends.

3.) Monitoring & Evaluation Officer

 

Position Overview

The principle objective of the Monitoring and Evaluation Officer is to strengthen M&E systems and processes for NCDI Commission activities and engagements. S/he will work closely with Data Quality and Program Manager, M&E Manager, M&E Associate and partner staff; representatives from primary stakeholder groups; external consultants and field staff when appropriate. The role will be providing technical support to the NCDI commission in facilitating data collection, documenting activity reports and report on the progress of the PEN-PLUS activities that will be implemented by PIH SL in 2022. The role will be providing data management, monitoring, reporting and research support to the NCD clinic in Kono District. The role will continuously promote data use for NCD related services.

Project and Position Overview

The GAIN project aims to reduce preventable maternal and infant death during childbirth by providing clinical and leadership training to nurses and midwives in high-risk communities. We currently partner with the Global AIDS Interfaith Alliance (GAIA) and Partners in Health (PIH) to equip nurses and midwives with the expertise and skills they need to save lives through:

Comprehensive curriculum delivery, including leadership training and maternal and neonatal clinical training in safe childbirth.

Year-long bedside mentoring from expert nurse midwives.

A UCSF support team to (1) collect data on nurse-midwife clinical practices and mentorship activities and (2) track maternal and infant complications and deaths to observe project impact.

5.) Data Clerk

In 2021, PIH-Sierra Leone (PIH-SL) has set a goal to drive down TB cases by 90% over the next five years. TB is a curable and preventable disease, so no person in Sierra Leone should suffer or die from TB. Our first step will be to close the TB case detection gap in Kono district – an impoverished rural district with a population of 500,000 residents, and which was previously was the center of the diamond trade and seat of the country’s civil war. This is where we want to rapidly diagnose people suffering from TB and put them on life-saving treatment.

To achieve dramatic gains in diagnostics and treatment, PIH SL will replicate and adapt a strategy used by PIH in Peru, conducting community-level screening for TB using portable X-ray machines. These units can be transported by a 4×4 vehicle to difficult-to-reach locations in the hills and without paved roads. Our ability to bring this diagnostic tool is essential because even short distances can require hours of travel due to lack of adequate infrastructure. In addition, for many patients the transportation cost of making visits to the hospital exceeds daily incomes. Through our partnerships with traditional chiefs, we have built trust which has also driven demand to our services.

The portable X-ray machines the project will use for this project are digital and use AI algorithm-based image recognition technology, allowing for reliable screening without a radiologist at hand, giving screening results in minutes. For patients with abnormal chest X-rays, we will collect sputum samples on the spot and transport them to modern GeneXpert machines for testing. Patients who test positive will receive treatment at PIH-supported government facilities. Community health workers will conduct home visits to ensure treatment completion.

1.) e-Health Manager

 

Position Overview

Our vision is to build health information systems that are aligned with the Government of Sierra Leone eHealth strategy and that are able to offer interoperability with existing systems, such as DHIS2.

The eHealth Manager will be part of the Strategic Health Information System (SHIS) team based in Koidu City, Kono District, Sierra Leone and will work closely with the Boston-based Health Information Systems team. Current initiatives include: expanding implementation of the Electronic Medical Records (EMR) system at multiple health care facilities; supporting the use of a CommCare-based mobile tool for community health workers; and deployment of a CommCare data collection for hospital triage. Ensuring robust systems are in place to facilitate data use, maintain data quality and smooth functioning of the electronic systems is a key part of this role.

The OpenMRS EMR is a platform that PIH have supported and contributed to for many years. The eHealth Lead will be critical in leading its continued development, as well as collaborating with teams on the UX design to ensure an EMR system that meets the end user needs. Our objective is to demonstrate how OpenMRS can assist in the delivery of quality healthcare and realise the benefits of digital health.

The eHealth Manager will actively participate in strengthening efficient health information system in two teaching health facilities in the Western Area of Sierra Leone: the Lakka Government Hospital and the Sierra Leone Psychiatric teaching Hospital (SLPTH) in Kissy. The eHealth Manager will oversee and manage the digital health implementation components of the Maternal Center of Excellence (MCOE)

A significant function of the job is to build the technical capacity of the local staff in IT and health information management amongst PIH and Ministry colleagues and staff. 2.) State Enrolled Community Health Nurse (Maternity)

 

Position Overview

The State Enrolled Community Health Nurse (SECHN) for Maternity is a critical member of the PIH staff. SECHNs work collaboratively alongside physicians, SCMs, SRN’s, CHOs, MCH Aides and TBAs to provide high quality care to pregnant, laboring, and postpartum women, their infants, and their families. Because KGH Maternity department is a growing, busy unit built on teamwork, you will also be expected to assist in other clinic areas including Triage, Outpatient ANC/PNC/Gynecological clinic, Family planning, theatre and delivery room as needed under the direction of the RMNH program Manager/Director and the Director of Nursing, as well as the MOHS Sister in charge.

Essential Duties and Responsibilities:

Specific Responsibilities:

Provide antenatal, and postnatal care services including performing patient assessments, screenings, and treatment of common conditions in pregnant and lactating mothers admitted in the Maternity ward or seen in the outpatient gynecological, antenatal or postnatal clinics.

Provide labor & delivery nursing care, including basic emergency obstetric and neonatal care to mothers and babies as needed.

Provide clinical assessment, initial treatment according to the protocols and standard of care established in the Maternity Unit, Sierra Leone National Protocols and Guidelines for Emergency Obstetric and Newborn Care and according to the responsibilities of the position.

Provide acute nursing care to sick pregnant and lactating mothers and newborn’s admitted/born in the department.

Give health promotion talks to in and out patients accessing services at the Maternity department.

Provide supervision and support to other Maternity Center staff including MCH Aides and TBAs with oversight from the RMNH program manager and physicians.

Diploma or Certificate in Nursing or (2-3) year’s course in related field and registered member of Nurses and Midwife board of Sierra Leone with a valid license to practice.

Position Overview

The Midwife Mentor is a critical member of the PIH Sierra Leone team and will work collaboratively with the clinical and support services staff to provide high-quality, comprehensive maternal and newborn health services at KGH and PHU’s supported by PIH. Strengthen the clinical skills of Midwives, Nurses, CHO’s, MCHA’s and students at Koidu Government Hospital and other project sites in the delivery of normal maternal care, BEMONC, CEMONC, RMNCAH best practices, compassionate and respectful maternity care, health and safety, Infection Prevention and Control, PMTCT and Family Planning through theoretical and on-the-job training, coaching and mentorship.

Facilitate the professional and clinical development of the individual members working within the team as well as ensuring that the resources and skills of all members of the team are used to optimal effect.

Utilize the full skills of a midwife as laid down in the WHO’s definition of a midwife and the Sierra Leone Nursing and Midwifery Board and provide patient care as needed at KGH and other PIH supported sites.

Provide clinical maternal and newborn normal and emergency obstetric care both in a mentoring and caregiving capacity, including providingcover for on call and weekend hours as needed.

Be capable and able to effectively manage the Maternity department and all its staff in the absence of the In-Charge and other leadership personnel.

Position Overview

She will work to improve the quality of maternal and newborn health services in Kono District and reduce maternal and neonatal morbidity and mortality with a specific focus on labor and delivery services at KGH and WBC. Esential Duties and Responsibilities:

Specific Responsibilities:

Provide high quality antenatal, intrapartum and postnatal care to pregnant women, new mothers and their babies, including provision of the full package of antenatal care services as per the Sierra Leone national protocols and guidelines for emergency and obstetric and newborn care.

Actively participate in the identification and management of antenatal complications requiring treatment, follow-up and clinical management.

Provide high quality and timely basic emergency care for obstetric complications during antenatal, intrapartum and postnatal periods.

Provide high quality normal and delivery care including ensuring proper monitoring of labor through the use of the partograph and other monitoring tools in use in the department.

Supervise clinical maternity staff at the department, ensuring all patients are properly cared for and monitored, vital signs checked, medications given as prescribed, partograph’ s completed accurately and acted on as needed.

Provide daily essential newborn care to all infants born at the Maternity department at KGH and/or Wellbody Delivery Center. Identify, liaise with the neonatal team and transfer sick babies as needed to Pediatric resus for further treatment as needed.

Provide routine daily postnatal care for women and infants through to 6 weeks postpartum.

Evaluate postnatal patients prior to discharge and provide discharge counseling to ensure that mothers are able to care for their newborns competently and confidently.





Ensure proper documentation is maintained in all maternal and newborn records, health registers and clinic registers.

Collaborate with the RMNH program manager and the rest of the staff to ensure clinical staff can provide CEmONC services in line with MOHS and WHO standards.

Prepare documentation and participate in MDSR monthly reviews, including presentations for KGH and DHMT.

Provide clinical assessment, birth plan development, and on-going care for patients at the Wellbody Birth Waiting Home if required.

Provide leadership, supervision and support for maternity staff to provide quality maternal and newborn health services at KGH and Wellbody Clinic including BEmONC/CEmONC services, ANC, PNC, Delivery Care, Essential Newborn Care, PMTCT, AYFS and Family Planning.

Lead and enforce health & safety standards, Infection Prevention and Control protocols, including ensuring the availability of PPE and cleaning supplies.

Ensure and maintain daily stock checks for the availability of medicines, consumables, supplies and equipment for the Delivery Department to avoid stock outs, including during nights and weekends.

Support maternal and newborn health outreach activities in collaboration with the RMNH program manager.

Collaborate with the RMNH program manager, Obstetrician and the Midwife mentors to provide training on maternity care for clinic staff.

CARE Sierra Leone is seeking a talented visionary to assume the opportunity of Health and Nutrition Project Manager. Reporting to the Project Director, this role will be integral in providing direction for the field health staff and partners, planning, implementation, coordination, monitoring, evaluation and documentation in the health and nutrition projects.

 

The key responsibilities of the Health and Nutrition Project Manager are:

  • Project field operations and management (60%): Lead health and nutrition project field operations through planning and execution in collaboration with relevant sector and team leads. Lead programmatic and provide technical guidance to project officers, District Health Management Teams (DHMT) and IPs on the implementation of health and nutrition sector activities at district and community level.

  • Monitoring, evaluation, reporting and documentation (15%): Monitor health stocks within intervention zone of infection prevention control medical equipment and supplies, and FP commodities for improvement of safe delivery; Monitor partners’ activities at district and community levels and ensure compliance to health and nutrition project deliverables.

  • Representation, coordination, and networking (15%): Collaborate and coordinate with DHMTs to ensure the prevention, response, investigation and reporting of any disease outbreak and other salient health issues/hazards in the district in a timely and coordinated manner. Serve as champion in promoting CARE’s health and nutrition program at field level; and Strengthen partnership networks at district and community levels with relevant organizations and government authorities e.g., NNGOs, INGOs, DHMT etc.

  • Leadership and Staff Development (10%): Support monitoring of staff and partners’ compliance to safeguarding principles on protection against sexual harassment exploitation and abuse (PHSEA) at district and community levels while adopting CARE’s Annual Performance processes and guidelines.Support recruitment of health and nutrition project staff as needed.




 

To be successful in this role you will:

Possess Health and Nutrition skills.  have a bachelors’ degree in Public Health. A Master’s is desirable, supplemented by demonstrated relevant practical public health and nutrition experience in relation to the job, bringing with you a minimum of years of experience as a Public Health and Nutrition Manager or similar experiences with most of those years working in a non-profit environment.

To be successful in this role you will:

Possess experience and education in renewable energy modeling.  Have a bachelors’ degree in Renewable Energy Engineering, Environment, Economics, and related field with relevant experience. At least 3 years of relevant experience at national level in programming, research and policy-level analysis and provision of technical support to field teams. Have experience in Sierra Leone and/or within the West Africa region.

Have the communication, and negotiating skills needed to manage international donor funded projects, donor partners and stakeholders. Initiate and develop partnerships with renewable energy actors/ stakeholders in Sierra Leone and possess the ability to maintain these partnerships.

KEY ROLES AND RESPONSIBILITIES

Support the planning, implementation, monitoring and coordination of activities at DHMT and PHU level for the provision of high-quality health services

Support the PM in the plaining of activities by proposing quarterly and monthly action plan for the project, and in forecasting budget needs;

Including, where appropriate, target populations and local actors in the identification of needs and ways of responding to them.

Ensure the monthly data collection from the DHMT (DHIS data) and their consolidation;

Propose a quarterly analysis of the data and indicators trends to the PM, along with recommendations (good practices, mitigation measures, adjustments, etc.);

Support the PM in preparing and animating the Project Quarterly Review Meeting with DHMTs including by consulting the local implementing partners;

Support the PM in monitoring monthly expenses for the activities with DHMT and PHUs;

Ensure the availability of attendance lists and signing sheets for trainings and activities, and signing of participants, ensure pre and post-training tests are conducted and analyses and ensure the signing of all donation certificates done to PHU/Hospital

Collect and consolidate activity-based data for activities at DHMT and PHU level (trainings, supervision, coaching, support to PHUs….);

Reports monthly to the PM (narrative and quantitative reports) on activities at DHMT and PHU level;

Support the conception and conduction of any study realized during the project;

Report any issue affecting the activities or relationships with stakeholders to the PM and proposes solution;

Ensure constant information sharing with the DHMT and PHUs as well as with local implementing partners;

Ensure that all AAH procedures (HR, Logs & IT and Finances etc.) are respected in the project implementation.

Cross-cutting activities

Support training and capacity-building of other project staff and local implementation partners’ staff on RMNCAH as per project needs;

Ensure the project and activities promote a gender approach and the inclusion of boys, girls, women and men;





Participates in coordination meeting (forums, bilateral meetings) as needed;

Support the Programme Manager, Health and Nutrition Head of Department on other tasks as needed.

Position Overview

A Community Health Officer (CHO) generally applies his/her medical knowledge and skills to the diagnosis, prevention and management of patients that flows into the Wellbody Clinic or Koidu Government Hospital and any of the Wellbody Alliance/Partners in Health affiliated health facility. Essential Duties and Responsibilities:

Responding to medical/health problems presented by patients including proper history taking, investigations, diagnosis, treatment and referral as appropriate.

Maintaining confidentiality and impartiality.

Promoting continuous medical education and provide mentorship to other junior clinical staff.

Admitting patients requiring special care followed by investigations and treatment with coverage of the wards based on the roster.

Carrying out specific procedures as lumbar puncture, paracentesis, and thoracentesis when necessary under the supervision of the Internal Medicine Consultant.

Give lectures and participate in clinical education sessions about specific topics related to the medical pathology of patients.

Ensure and maintain the medical database in collaboration with the MEQ team.

Covering the NCD clinic and the TB/HIV clinic if it is required.

Liaising with other medical and non-medical staff in the hospital to ensure quality treatment is giving to the patients, and also promotes health education.

Ensures that all emergency cases are prioritized and seen appropriately regardless of the time of the day.

Be willing to work long and unpredictable hours dictated by the needs of the patients.

Perform other duties related to the role, department or project as may be required by the Medical Director or Clinician In Charge.

Qualifications

Diploma in community Health Medicine with 2-3 years’ work experience in a Clinical setting.

Ability to work in a team

Ability to demonstrate clinical practices and ethics in line with the Medical and Dental Council of Sierra Leone

Proven ability to exercise good judgement, demonstrate political astuteness, and tact.

Excellent verbal and written communication skills, including ability to effectively communicate with internally and externally.

This is a location based recruitment, no accommodation or relocation allowance is available for this assignment.

Ability to live full-time in Kono required.
