Today, the Country Program has a robust portfolio built around several major programs in Health, Agriculture, Nutrition, Education and Urban Resilience. CRS/Sierra Leone currently implements projects in Education, Emergencies, Health and Urban Resilience sector area, including: the USDA/McGovern Dole Food for Education funded All Pikin for Learn (APfL) project, and is a co-principal recipient of the Global Fund malaria grant to the country. Other funding includes the EU-funded COVID response project, the Coca Cola-funded RAIN project, and the DFID-funded waste management project. In addition, the country program is working on several high-profile opportunities included establishing a Freetown Water Fund, supporting the Freetown City Council to deliver its Transform Freetown strategy through slum regeneration, and emergency response to COVID-19 funded by USG/OFDA.  CRS Urban malaria research project anticipate that by incorporating malaria activities in the Transform Freetown Project, a more holistic and sustainable approach to improving the health and reducing malaria prevalence can be achieved.

1.) Education and Literacy Program Manager

Department: MGD Food for Education Project Unit

Job Summary:

You will manage programming in the Country Program (CP) for the Education Program area of the McGovern-Dole International Food for Education and Child Nutrition project, designing and implementing projects advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.




 

Job Responsibilities:

Roles and Key Responsibilities:

  • Manage and implement all activities throughout relevant project cycles – project design, start-up, implementation, and close-out – to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.

  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.

  • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.

  • Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.

  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.

  • Help identify, assess and strengthen partnerships relevant to education, applying appropriate application of partnership concepts, tools and approaches.

  • Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources

 

Typical Background, Experience & Requirements:

Basic Qualifications

  • Master’s Degree in Education, International Development or International Relations required. Additional experience may substitute for some education.

  • Minimum of 4 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.

  • Additional experience may substitute for some education.

Preferred Qualifications

  • Project management experience in Education is highly desirable.

  • Experience engaging with partner organizations.

  • Experience contributing to the development of technical proposals.

  • MEAL skills and experience preferred.

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

2.) Health and Nutrition Program Manager

 

Department: MGD Food for Education Project Unit

Reports To: Chief of Party – MGD Food for Education Project Unit

Country: CRS-Sierra Leone.

Duty Location: CRS Office Kabala with 25% travel to program sites

 

Job Summary:

This is a hands-on supervisory position responsible for promoting health and dietary practices as part of CRS’ efforts to realize Strategic Objective 2 of the McGovern-Dole Food for Education and Child Nutrition project. The incumbent in this role will lead efforts to promote meal planning, school health and nutrition education, school health clubs, social behavior change communication (both at school and community level), deworming, WASH in schools and supporting the national government develop relevant school health and nutrition policies. You will further support coordination efforts between relevant ministries and departments as well as support assessments to identify health and nutrition needs of vulnerable groups. You will provide oversight to health and nutrition initiatives of the program and will take the lead in the design, implementation, monitoring and reporting of all training related activities of the MGD project either implemented directly by CRS or in collaboration with government and sub-recipient.

Job Responsibilities:

Roles and Key Responsibilities:

  • Provide technical oversight and direction for health and nutrition activities as an integral part of the project and build on existing health and nutrition initiatives in Sierra Leone.

  • Assess nutrition gaps and develop nutrition-sensitive activities to enhance the health and nutrition of project beneficiaries, especially in the area of meal planning, dietary diversity and nutrition and health practices amongst pupils in project schools.

  • Lead the development of materials, key messages and trainings in schools and communities to promote health and nutrition.

  • Ensure effective partnerships, coordination and collaboration between key project stakeholders, particularly sub-recipient and departments of line ministries.

  • Lead the development of SBCC materials and coordinate implementation of initiatives by project sub-recipient.

  • Develop and maintain effective and mutually beneficial relationships with other key health and nutrition stakeholders.

  • Address the nutritional needs of pregnant and lactating women and children under five years of age, as applicable.

Work Conditions/Environment Conditions

The position is based in Kabala in the Northern Part of Sierra Leone and requires approximately 25% travel, sometimes to hardship locations and for extended periods of time that can last several weeks. This is an unaccompanied position due to the remoteness of the field location and require flexibility.

3.) Zonal Coordinator (Project Officer)

 

Department: Global Fund Project Unit – Programs

Reports To:        Health Program Manager (Deputy Project Director) Global Fund Project Unit

Country: CRS-Sierra Leone.

Duty Location:CRS Country Office – Freetown with 20% travel to program sites

 

Job Summary

  • Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

  • Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Analyse implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules.

  • Coordinate and oversee working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact.

  • Supervise and perform ad-hoc inspections of various processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project activities through periodic budget reviews and follow-up with and assistance to implementing partner.

  • Support and coordinate capacity building and technical support activities to ensure assigned project activities are implemented per project guidelines and standards.

  • Coordinate provision of any logistical and administrative support to staff and partners.

  • Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices

 

Other Specific Responsibility:

Under the overall supervision of the Global Fund Project Director and directly reporting to the Program Manager, the Zonal Coordinator will serve as a team member and responsible to support and ensure implementation of all Global Fund NFM3 project activities in an assigned Zone. A Zone is made up of 3 or more districts. In particular, the Zonal Coordinator will support and monitor implementation of IEC/BCC (Mass Media and Community Outreach) by Sub Recipients as well as the implementation of national surveys under the Global Fund grant.

 

Support implementation and Coordination:

  • Ensure objective selection of clubs when sampling.

  • Coordinate with Program Manager, M & E Coordinator and the Global Fund NFM3 Project Director to report on barriers to implementation in the field and provide inputs to problem solving.

  • Participate in and coordinate with SRs and SSRs to report progress during DHMT monthly coordination meetings.

  • Actively seek to understand the main interventions being promoted by other development actors in assigned operational area and ensure coordination.

  • Compile, analyze and present zonal level information on BCC/IEC activities for reporting of program progress.

  • As part of risk management, verify implementation and review SRs and SSRs reports to ensure accuracy of reports and field operations.

  • Consistently use recommendations from trip reports to structure partner capacity building.

  • Capture and report on program challenges, major decisions, lessons learned, and best practices gathered from monthly DHMT coordination meetings.

  • Provide a copy of the agreed monthly summary data as part of their report to the CRS M&E Coordinator.

  • Identify and report on any gaps or weakness in BCC and mass media reporting and monitoring systems.




 

Monitoring, Evaluation and Research:

  • Monitor Sub-Recipients and Sub-Sub Recipients at a district level to report to M&E officer on program implementation.

  • Conduct monitoring visits to project implementation sites:

 

  • Observe 5SHC and 11 CHC every month

  • Observe outreach activities, verify supporting documentation

  • Provide supportive supervision, sharing observations

  • Document observations during visits and make recommendations

 

  • Consistently conduct entry meetings prior to monitoring SRs and SSRs explaining objectives

  • Consistently conduct exit meeting/ debrief with key SRs and SSRs staff to share and validate findings and recommendations

  • Systematically ensure the timely and quality reporting by SRs and SSRs in operational area.

  • Monitor the use of standardized CRS reporting forms and suggest adaptations as required.

  • Monitor and document BCC/IEC activities implemented through the media (Radio, TV etc.)

  • Support the conduct of surveys (small- and large-scale studies)

 

Capacity Strengthening of Sub and Sub-sub Recipients:

  • Support the development of program implementation and monitoring tools and lead the roll out of the tools in assigned districts.

  • Support the Project Staff to facilitate capacity building sessions with the SRs and SSRs especially in reporting and project implementation.

 

DHMT Support:

  • Work closely with District Medical Officers and other key partners to ensure that BCC and outreach activities are included in the planning and management of for the districts

  • Ensure linkages between PHU staff and / or CHWs (or CBPs) with SHC and CHC as appropriate

  • Linkages between DHMT, SRs, SSRs and other partners

 

Representation:

  • Establish strong working relationships with SRs, SSRs, DHMTs and other stakeholders.

  • Participate in District Health Management coordination meetings, technical working groups and general meetings.

  • Represent the program at various levels as delegated by supervisors.

 

Typical Background, Experience & Requirements:

Basic Qualification:

  • Bachelor’s degree in related field preferred.

  • Minimum of five years’ experience in data collection and/or capacity strengthening.

  • Experience in financial statement preparation, budgeting and grant reporting

  • Experience with the Global Fund, UNAIDS, Rollback Malaria or Stop TB a plus

4.) Information Communication Technology for Development Officer

 

Department:Global Fund Project Unit

Reports To:        Program Director – Global Fund Project Unit

Country:CRS-Sierra Leone.

Duty Location:CRS Country Office Freetown with 20% travel to program sites

 

Job Summary:

You will coordinate and deliver various ICT and ICT4D (ICT) related services in accordance with established agency ICT policies, procedures, and service standards to support high-quality programs serving the poor and vulnerable. You will provide responsive, professional service and technical support to Global Fund staff and partners (SRs/SSRs) to ensure efficient operation and use of project information sharing, communication, and collaboration technologies.

 

Job Responsibilities:

Roles and Key responsibilities

  • Deploy, configure, and maintain ICT systems and databases, including networks, servers, and telecommunications. Troubleshoot and address issues to ensure optimal performance.

  • Configure and maintain applications and user devices. Provide timely and quality service delivery, technical support, and advice to user requests to ensure proper user access to agency business data and information.

  • Maintain inventory of ICT equipment, hardware, and software and ensure adequate supply and functionality, in collaboration with relevant staff.  Provide input to budget for ICT related expenses.

  • Coordinate relationships with suppliers to facilitate delivery of ICT-related services that meet CRS business requirements and needs.

  • Partner with program staff to support integration and evolution of digital solutions in improving program implementation.

  • Support building capacity of program staff by supporting use and integration of digital data collection tools with ICT4D solutions (CommCare & Power BI) to facilitate and track data collection done by Global fund staff and partners.

  • Prepare statistical reports on ICT-related data and metrics. As needed, implement measures to ensure required standards are met by staff and partners.

 

Typical Background, Experience & Requirements:

Basic Qualifications

  • Bachelor’s degree in IT-related field (Computer Science, Computer Networking, Programming, and Information Systems) required. Significant work experience in a directly related field combined with appropriate training/certificates may substitute for degree.

  • Desired certifications include Microsoft Certified Solutions Associate or equivalent, Cisco Certified Network Associate or equivalent, Microsoft SharePoint Foundations or equivalent and ITIL Foundation Certified.

  • Minimum of three years’ work experience in a position with similar responsibilities.

  • Experience in introduction, design, implementation, and adoption of relevant technology and data management tools.

1.) Health Program Officer

 

Purpose of The Job: The IRC, along with its Consortium partner has bid for a funding opportunity from ECHO in a Covid-19 Vaccination Implementation Consortium as a sub-agency. The Covid-19 Vaccination Consortium seeks to support the Ministry of Health and Sanitation (MoHS) by ensuring healthcare workers receive COVID19 vaccination and in turn reduce the risk of health personnel transmitting the virus to patients in their care, many of whom may already have underlying health conditions that could place them at an elevated risk for COVID19 mortality and severe morbidity.

Scope: The IRC is recruiting for a Health Program officer for the Covid-19 Vaccination program in Sierra Leone for Bonthe. The Health Program Officer will hold the overall responsibility for supporting the implementation of the Covid-19 vaccination program in Bonthe district. Working in close collaboration with the Senior Health Coordinator, Project Coordinator, the DHMT and other key stakeholders in the districts, the health program officer will play a key role in ensuring that the Covid-19 vaccination program is implemented to a high technical standard and is in full alignment with relevant national policies and protocols. The Covid-19 vaccination HPO will work under the oversight of the Project Coordinator.





Specific Duties and Responsibilities

  • Provide oversight to all district vaccinators activities, ensure excellent communication with the Project Coordinator and Senior Health Coordinator.
  • Ensure adherence to the district level monitoring plan and timeline
  • Conduct regular field visits to the targeted Community Health Centers (CHCs) in the respective districts to monitor performance of the Covid-19 vaccinators and provide on-the-job support to ensure quality, efficiency, and compliance with project standards/policies.

2.) M&E Officer – WGPE

 

SCOPE OF WORK

Under the overall guidance of the M&E Coordinator and direct supervision of the WGPE M&E Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Program Manager in preparing Monthly/Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer works in close collaboration with Saving Lives project team, Government officials, and partner organizations.

Job Overview/Summary

The M&E Officer will be responsible for all M&E related WGPE project actions (Initiation, project start-up, implementation, and close-out), providing technical M&E leadership for the WGPE project with specific attention to data quality and use. With direct support from the Project Coordinator, s/he will continuously assess the current M&E systems and capacity of staff related to Saving Lives M&E and based on this, address the identified needs through capacity building and technical support on data collection methods, data analysis, data quality assurance and result-based management. S/he will also ensure that quality data collected is entered into data collection platforms; data analysis is completed by project teams and will play a key role in the process of reporting on the impact of the IRC program to relevant stakeholders. S/he will conduct frequent visits to the field and assess the quality of the program, M&E work, ensure understanding and compliance with M&E procedures and provide guidance and coaching to staff.





Major Responsibilities

– Compile quantitative and qualitative data to showcase IRC’s WGPE project, covering all outlined program outcome areas.

– In close collaboration with the MEL Coordinator, WGPE M&E Manager, and Program Managers, lead the development & implementation of strong data collection tools and monitoring and evaluation plans for the protection program.

– Ensure efficient systems are in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required.

– Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information.

– Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.

Database management, Information Management and Reporting

– Provide and maintain MIS content/requirements and feedback to project team and document progress on indicators/achievement of targets using Indicator Performance Tracking Tables (IPTT)

– Submit dataset to update country office wide program database, IPTT, & Comet on monthly basis.

– Maintain and regularly update project monitoring reports, including lessons learned, prepared by different projects and application of evaluation recommendations.

3.) Senior Education Project Coordinator

 

Job Summary: Under the supervision of the Education and Girl’s Empowerment Coordinator, the Education Project Coordinator will be responsible for the overall implementation and management of all education and girls’ empowerment programs in the core IRC districts of Kono, Kenema, and Bo and other districts as requested. S/he will be based in Kenema to ensure that the EAGER project team implements timely and high-quality education activities within the areas of operations. Moreover, the Education Project Coordinator will also support the Education and Girl’s Empowerment Coordinator in high-level meetings and management of education programs at the district level, including budget reviews and proposal development.

Presently, the Education Project Coordinator will supervise three District Supervisors and one M&E manager. This structure could change as future programs are added to the profile. This position is expected to support and encourage teamwork, create a collaborative working environment, and enable the field team to be proactive and solution oriented with the aim of delivering high quality education and girls empowerment programming.

Major Responsibilities

Technical

· Manage all the IRC activities under the EAGER project in accordance with IRC polices under the guidance of the coordinator.

· Develop and monitor clear work plans for education activities in coordination with district supervisors and M&E manager and staff in the field.

· Supervise the overall implementation of education activities through effective direct management.

· Develop actionable work plans to ensure the timely implementation of project activities in collaboration with the district supervisors, officers and field team.

· Provide technical leadership in development and ongoing monitoring of the District Annual Work plans

Position Overview

The Psychosocial Rehabilitation Technician will perform a comprehensive assessment of a patient’s social, emotional, environmental, financial, and support needs which may affect the patient’s health and well-being and make a comprehensive rehabilitation/recovery plan to improve patients functioning and promote reintegration into the society. This person’s function is to assess patients and develop individualized plans of care and also provide therapeutic activities or psycho-education services to patients and coordinate patient’s referrals to appropriate persons or facilities.





Essential Duties and Responsibilities:

To do a complete psychosocial assessment on all patients referred for social work services by the psychiatrist.

To lead occupation therapy sessions and recovery oriented programs for patients admitted at SLPTH – support the group discussions, participate in drug rehabilitation care, provide individual counseling, help patients determine their appropriate health care decisions

To work with the patient, families’ and other health professionals to develop a discharge plan – that includes a rehabilitation recovery plan to promote their reintegration into the society.

To implement the plan by arranging for the home care services, coordinating transportation, working with the family to facilitate the discharge, and providing other appropriate services/referrals for the patient’s care at home.

To provide psychosocial rehabilitation support to the homeless and abandoned patients at SLPTH and link them to other existing community service provider agencies to support their rehabilitation in the community

To help coordinate referrals and follow-up of patients referred to other facilities for medical care

To work closely with the Addiction Specialist to build their own skills to provide basic addiction rehabilitative services to patients at SLPTH

counseling services to individual patients and their families; provide support groups for patients and/or caregivers; collaborate with other social service provider agencies; link individuals to resources; and help restore individuals, families, and groups to successful social functioning.

The mental Health Community Health Worker provides facility and home based care, they have a big role to play in supporting patients and communities, including: educating patients and community members, providing psychological and social support, serving as the link between the clinic and the community, and performing home and street visits. He/she works as part of a large clinical team of doctors, nurses, pharmacists, and social workers. A CHW should seek information from other team members when necessary. Poor road facilities and shortage of clean water at households and public facilities level are among the key obstacles to human development and school attendance. Poor water, sanitation and hygiene are also among the main causes for under-five of age mortality. Lack of proper WASH conditions is an impediment to economic development of a country. It is with this background that Action Against Hunger is implementing its WASH project in Freetown operating at community and health facility levels coupling hardware initiatives (Construction / rehabilitation) with software activities aiming at triggering behavioural change particularly in vulnerable communities.

Scope

The IRC is recruiting for a Health Program officer for the Covid-19 Vaccination program in Sierra Leone for Bonthe. The Health Program Officer will hold the overall responsibility for supporting the implementation of the Covid-19 vaccination program in Bonthe district. Working in close collaboration with the Senior Health Coordinator, Project Coordinator, the DHMT and other key stakeholders in the districts, the health program officer will play a key role in ensuring that the Covid-19 vaccination program is implemented to a high technical standard and is in full alignment with relevant national policies and protocols. Specific Duties And Responsibilities

    • Provide oversight to all district vaccinators activities, ensure excellent communication with the Project Coordinator and Senior Health Coordinator.

MISSION:

The Field Coordinator will be expected to lead the operational aspects of the field base in Kabala including management, team coordination, relationship with local institutions and partners, logistics and security. The role will support the design if effective monitoring systems for community health programmes and will demonstrate high level of capacity to deliver Health Programmes, including reports, on time.





Additionally, this role is expected to lead on Safeguarding at Country Level. To ensure the coordination of training, support and guidance on Safeguarding matters to colleagues and partners and to ensure organizational Safeguarding Policy is adhered to at Country Level.

The role is also expected to support the development, coordination, implementation, and monitoring of the organization’s gender action plan with a priority on ensuring Gender Equality and Social Inclusion (GESI) in all our Programme work.

The role requires a self-motivated, dynamic and innovative person with extensive knowledge in Health, Safeguarding and GESI issues to support the team in providing technical input and ensuring effective management and development of programme quality.





Key outcomes

Timely and effectively execution of health programmes through a strong portfolio of partners to be able to respond and support Christian Aid’s advocacy, fundraising and communications agenda. Work on grant proposals based on strong planning and evaluation procedures using Christian Aid’s internal systems. Support the Country Office as focal person on Christian Aid’s safeguarding policy and procedure and facilitate regular opportunities to discuss concerns about practice within teams to help develop a safe working environment and an open and supportive management culture adherence at Country level. Work with relevant colleagues to ensure that awareness is regularly raised amongst communities we work with to ensure they understand safeguarding issues and the behaviours they should expect of representatives of Christian Aid and how they can give feedback and complaints confidentially.

Work with programme managers / staff to ensure that programmes where we directly implement are integrated into local plans and priorities and that interventions are coordinated with relevant stakeholders at national and local levels. Ensure that constructive links are maintained with relevant stakeholders and external agencies, including concerned government departments.

Monitor and analyse developments on Health at national level and work closely with the Programme Manager and other colleagues on the Programme team to ensure a sound health programme design and management and identify strategic actions to be undertaken to improve the quality of programme implementation. Distil and document lessons for policy dialogue, public advocacy and future programming and organise dissemination of learning within the country programme.





Exercise quality assurance oversight and institute early warning systems to detect weaknesses in project implementation and advise management on corrective interventions. Provide technical assistance to partners in assessing the strength of their approach to health, ensuring gender mainstreaming across the programme cycle. Provide advice on appropriate health approaches, and ensure appropriate indicators in the performance measurement framework, including monitoring and reporting of programme results/outputs and objectives against agreed indicators.

Monitor and report on the implementation of the strategic health priorities and develop and maintain positive working relations with a wide network of partners, including Government, development partners, parliament, media and NGOs.

Role context

The role will report to the Programme Manager. It will not have direct reports but will be required to oversee the implementation of our corporate response to Health and supporting Safeguarding and GESI across elements of Christian Aid’s programme in Sierra Leone. This role holder will be required to build a network of key contacts both inside and outside of Christian Aid. The role will be expected to support the local team and will have the necessary interpersonal skills and a proven track record for doing this. The role will involve travel nationally to ensure the effective implementation of health serving as focal point for safeguarding and GESI work across the country programme portfolio.

PURPOSE OF THE POST

To evaluate and catalyse the implementation of the National Bridging Workshops roadmap and identify challenges in the operationalization of the collaboration at the human-animal interface for complying with the International Health Regulations (IHR, 2005)

Background

The health of humans and animals is vitally interlinked. A majority of emerging and endemic human diseases have their origins in animals, be they transmitted directly, through food or via the environment. Animal-specific diseases can also have indirect implications for human health through food security and other impacts on livelihood. There is therefore a shared responsibility and synergic potential for collaboration between public and animal health sectors to deal with zoonotic diseases and other threats at the animal-human interface.

WHO Member States adopted the International Health Regulations (IHR, 2005), for the prevention and control of events that may constitute a public health emergency of international concern. The IHR Monitoring and Evaluation Framework (MEF) has been developed to assist countries in strengthening minimum national core public health capacities to detect, assess, notify and respond to such threats under the IHR.





The OIE is the international organization responsible for developing standards, guidelines and recommendations for animal health and zoonosis. OIE’s Performance of Veterinary Services (PVS) Pathway is a range of tools to assist countries in the evaluation and strengthening of the capacities of their veterinary services.

The joint use of WHO IHRMEF tools and OIE PVS Pathway can result in better alignment of capacity building approach and strategies between human and animal health services of a country. For this purpose, the IHR-PVS National Bridging Workshops (NBW) were developed. A NBW is a three-day event which enables the animal health and the human health sector in countries to explore overlapping areas and develop, where relevant, appropriate bridges to facilitate coordination. A structured approach using user-friendly material, case studies and group exercises enables the identification of synergies, review of gaps and the definition of operational strategies to be used by policy makers for concerted corrective measures and strategic investments in national action plans for improved health security.

The key output of these NBW is the NBW Roadmap, a joint action plan that the animal health and human health sectors have developed jointly to improve their collaboration.

As part of the NBW Follow-up strategy, a nationally-recruited NBW Sherpa will be positioned at the interface between the two sectors to advocate, catalyse, and provide technical and financial assistance to the country for the implementation of the NBW Roadmap activities.





DESCRIPTION OF DUTIES

The work of the SSA will be to: Active liaising between the human health and animal health sectors following the IHR-PVS National bridging workshop (NBW).

Advocate and push for the implementation of activities jointly defined during the NBW and listed in the NBW Roadmap.

Provide technical assistance for the implementation of roadmap activities and NBW surveys.

Organize meetings at national level to monitor the implementation of One health roadmap.

Identify challenges in the operationalization of the collaboration at country level, propose solutions and possible tripartite support opportunities.

Identify low-cost high-impact NBW roadmap activities which could be funded by the tripartite;

Participate in the animation of the NBW network via online forums.

Attend the yearly NBW network consultative meeting.

Serve as technical focal point and advocate for other tripartite activities (Joint risk assessment tool, Multisectoral Coordination Mechanisms tool, etc);

Any other duty as required.





Deliverable:

A compilation of the results from the NBW Follow-up questionnaire (I attach the latest version for your information) which aims to assess, with key stakeholders from the relevant ministries, the status of implementation of the NBW roadmap activities, the bottlenecks encountered and the opportunities for potential support from the Tripartite.

A short presentation (5-10 slides) for the NBW Follow-up tripartite consultations that will occur every 6-months.

Three short quarterly technical reports 3 months, 6 months and 9 months after initiation to update on activities and challenges encountered (This report can be in bullet points, it will help to update partner organizations and the donor).

A final technical report at the end of the consultancy, summarizing all activities conducted, giving an overview of the status of implementation of the NBW roadmap activities and providing recommendations on the way forward.

Technical supervision

Under the overall supervision of the head of WHO Country Office in Sierra Leone and the direct supervision of the WHO HSE Cluster Lead, the Consultant will work in close collaboration with the HSE cluster, the One Health Secretariat, the Directorate of Health Security and Emergencies of the MOHS, the Ministry of Agriculture and Forestry and the Environmental Protection Agency (EPA) and other relevant stakeholders involved in strengthening implementation of One Health in the country.

REQUIRED QUALIFICATIONS

Education:

Essential: University degree in medical or veterinary studies

Desirable: Master’s degree in Public Health or Epidemiology

Experience:

Essential:

At least 5 years’ experience in zoonotic diseases prevention, surveillance and control.

Experience with public health or animal health systems in host country.

Very good understanding of the One Health approach and its implementation through multi-sectoral coordination in countries.

Good working knowledge of Microsoft Powerpoint, Word and Excel

Good command of the English and excellent report writing skills

Desirable:

  • Previous experience of working with one health stakeholders
  • Experience in implementation, monitoring and evaluation of plans and roadmaps
