SCOPE OF WORK

Under the overall guidance of the M&E Coordinator and direct supervision of the Saving Lives M&E Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.





The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Program Manager in preparing Monthly/Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer works in close collaboration with Saving Lives project team, Government officials, and partner organizations.

 

Job Overview/Summary

The M&E Officer will be responsible for all M&E related ECHO Covid-19 project actions (Initiation, project start-up, implementation, and close-out), providing technical M&E leadership for the Saving Lives project with specific attention to data quality and use. With direct support from the Project Coordinator,  s/he will continuously assess the current M&E systems and capacity of staff related to Saving Lives M&E and based on this, address the identified needs through capacity building and technical support on data collection methods, data analysis, data quality assurance and result-based management. S/he will also ensure that quality data collected is entered into data collection platforms; data analysis is completed by project teams and will play a key role in the process of reporting on the impact of the IRC program to relevant stakeholders. S/he will conduct frequent visits to the field and assess the quality of the program, M&E work, ensure understanding and compliance with M&E procedures and provide guidance and coaching to staff.




 

Major Responsibilities

  • Compile quantitative and qualitative data to showcase IRC’s ECHO Covid-19 project, covering all outlined program outcome areas.
  • In close collaboration with the MEL Coordinator, Saving Lives M&E Manager, and Program Managers, lead the development & implementation of strong data collection tools and monitoring and evaluation plans for the protection program.
  • Ensure efficient systems are in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required.
  • Support the provision of technical training and capacity building in monitoring and evaluation to Covid-19 Vaccination program staff.
  • Perform regular field visits to ensure the quality of data collected by Program staff and to verify the accuracy of the data reported
  • Support program teams in analyzing and interpreting monitoring and evaluation of data.
  • Overview preparation of consolidated reports including concise narratives that capture progress against indicators and provide both management and donors with accurate and user-friendly information.

 With oversight from Saving Lives M&E Manager:

  • Assist in creating standards for capturing data and its storage in the database in accordance to the IRC Measurement universal expectation.
  • Assist in the development of custom tables used to describe donor characteristics so that they are meaningful and not redundant.
  • Manage electronic tools to prevent disorganization (Keep server data confidential).
  • Support the program team to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.
  • Assist the program team and program coordinator in implementing the IRC’s monitoring for Action standards.
  • Provide to the supervisor, technical coordinators, program staff and districts with monthly reports on indicator trends.




 

Specific Responsibilities

Program/Project Design and learning:

  • Develop and make sure the ECHO Covid-19 project has tested monitoring tools that capture both program activity and indicators progresses.
  • Ensure records are checked during meetings for accuracy and provide support where necessary and share data with program managers.
  • With support from the Saving Lives M&E Manager, establish and maintain project level information management system.
  • With support from the Saving Lives M&E Manager, collect program field level information required by IRC, donors and/or stakeholders.

 

Monitoring

  • Ensure the on-time execution of projects major monitoring and evaluation events including but not limited to data quality audit and field data supervision.
  • Document findings from data quality audits and store in project files to ensure collective and sustainable access.
  • Provide technical assistance to staff and or partner organization on information management system, proper data collection and record keeping.
  • Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives.
  • Update project M&E plan timely and provide feedback to program staff on status and quality of implementation.
  • Provide M&E inputs for reports written during project implementation at the field level.

 





Reviews & / Evaluation

 

  • Provide summarized monthly data analysis showing target against progress over time.
  • Follow up with project teams on programme quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into programming; and verify entered data for completeness, correctness, and consistency and follow up on any data quality issues.
  • Periodically leads in the presentation of M&E data trends during reflective practice forums at field office/ project level and gather lessons from project implementation processes.
  • Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information.
  • Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.

Database management, Information Management and Reporting

  • Provide and maintain MIS content/requirements and feedback to project team and document progress on indicators/achievement of targets using Indicator Performance Tracking Tables (IPTT)
  • Submit dataset to update country office wide program database, IPTT, & Comet on monthly basis.
  • Maintain and regularly update project monitoring reports, including lessons learned, prepared by different projects and application of evaluation recommendations.

 





Qualifications

Requirements
Excellent computer skills, including proficiency in Microsoft Excel, Access and Word;
Strong data collection, analysis and report writing skills;
Ability to work independently, think analytically and take initiative in solving problems;
Familiarity with result framework analysis and M&E plan implementation;
Experience in conducting assessments;
Strong experience working with community groups;
Good verbal communication skills in local languages and working knowledge of English;
Ability to clearly convey concepts to populations with limited numeracy and literacy skills;
Excellent training and mentoring skills with ability to work as part of a team with diverse backgrounds;
Willingness to travel frequently to field sites;

Preferred Qualities
At least three years’ experience working in monitoring and evaluation;
Experience working in Health programs.

Qualifications: 

  • Degree in Statistics, Computer Science/IT/or any sector or sub-sector related field.
    At least 2 years’ experience in a similar role either in humanitarian or development settings with proven success in implementing M&E systems from project initiation to close-out stages.
    Good level of proficiency in Windows Excel, power point and quantitative analysis
    Ability to design M&E tools.
    Experience in continuous quality improvement processes.
    Experience in data analysis, trend analysis and interpretations.
    Good report writing skills.
    Ability to enhance good interpersonal relationship.
    Good communication skills.

SCOPE OF WORK

IRC, along with its Consortium partners has bid for a funding opportunity from DFID – Saving Lives (Phase II) as the lead for the NGO consortium. The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone. The programme duration is April 2021 – March 2022.




 

The IRC is recruiting for one (1) District Clinical Mentor (DCM) for the Saving Lives programme in Sierra Leone based in Kenema. The DCMs are the most crucial link in the programme, providing direct clinical mentorship to facility and hospital staff in the respective districts. The Saving Lives DCM will work under the oversight of the District Delivery Senior Manager in the respective districts.

 

AREAS OF RESPONSIBILITY

 

  • Provide intensive direct clinical mentorship and on-the-job training to staff at the targeted Community Health Centres (CHCs) through the programme period on (in line with the national policies/guidance):

–          Emergency Obstetric and Neonatal Care (EmONC)

–          Integrated Management of Neonatal and Childhood Illness (IMNCI)

–          Emergency Triage Assessment & Treatment (ETAT)

–          Values clarification and attitudes transformation (VCAT) for family planning and;

–          Adolescent Youth Friendly Services (AYFS)

 

  • Provide direct clinic mentorship and on-the-job training for hospital staff[1] on (in line with the national policies/guidance):

–          EmONC

–          IMNCI

–          VCAT

–          AYFS




  • Provide support to troubleshoot for their respective mentees on the mentorship topics
  • Provide feedback loop to the communities about improvement of healthcare workers’ competencies in collaboration with Community Based Mobilisers of the NGO Consortium partner and the Community Health Workers in country
  • Support the DHMT and facility staff on meaningful supportive supervision under the guidance from the District Delivery Senior Manager
  • Carry out regular joint outreach visits (monthly) to Child Health Posts and Maternal Child Health Posts with the CHC-in charge
  • Contribute to the monthly PHU-in charges meetings and feedback perspectives and analysis of health data from facilities
  • Provide inputs/suggestions from field to the District Delivery Senior Manager on potential ideas for use of flexible funding and/or innovation fund available for the district
  • Support and contribute to the baseline assessment for the programme

Purpose of The Job: The IRC, along with its Consortium partner has bid for a funding opportunity from ECHO in a Covid-19 Vaccination Implementation Consortium as a sub-agency. The Covid-19 Vaccination Consortium seeks to support the Ministry of Health and Sanitation (MoHS) by ensuring healthcare workers receive COVID19 vaccination and in turn reduce the risk of health personnel transmitting the virus to patients in their care, many of whom may already have underlying health conditions that could place them at an elevated risk for COVID19 mortality and severe morbidity.

 

Scope:

The IRC is recruiting for three (3) Health Program Managers (PM) for the Covid-19 Vaccination programme in Sierra Leone for Pujehun, Bonthe and Moyamba Districts. The PM will hold the overall responsibility for supporting the implementation of the Covid-19 vaccination programme in their respective districts. Working in close collaboration with the Senior Health Coordinator, Project Coordinator, the DHMT and other key stakeholders in the districts, the PM will play a key role in ensuring that the Covid-19 vaccination programme is implemented to a high technical standard and is in full alignment with relevant national policies and protocols. The Covid-19 vaccination PM will work under the oversight of the Project Coordinator.




 

Specific Duties and Responsibilities

  • Provide technical oversight to all district vaccinators activities, ensure excellent communication with the Project Coordinator and Senior Health Coordinator
  • Provide ongoing technical advice and mentorship on implementation of the Covid19 vaccination plan
  • Provide support to DHMT on how to interpret and interrogate the covid19 qualitative and quantitative data for decision making

GOAL was first operational in Sierra Leone in 1999, the current country programme has a strategic focus on health (health system strengthening and adolescent sexual reproductive health), water and sanitation systems (faecal sludge management, sanitation marketing & water infrastructure) and Protection. Innovations for Poverty Action (IPA) Recruitment – Health and Behavioral Economics Student Volunteer

IPA’s office in Sierra Leone (SL) and the Principal Investigator, Anne Karing (University of Chicago), are looking for remote student volunteer(s) to support ongoing research on the intersection of health and behavioral economics.

In Sierra Leone, where immunization is valued, but not fully adhered to, researchers worked with the Ministry of Health and Sanitation to test the impact on immunization rates of highly visible bracelets for children, signaling whether and to what extent children had completed their immunization schedules. The study found that bracelets signaling timely completion of all immunizations increased vaccination rates by 14 percentage points. The aim of the follow-up research is to assess the long-term impacts of the signals on immunization and other health behaviors, its social welfare effects, and to identify a path to scale for the intervention.





The research team is further working on new projects in health in the urban setting of Freetown. The research investigates e.g. the demand for informal markets for medicines, physical pain and its impacts of labor supply, the operation of pharmacies and impact of market competition on altruistic preferences.

Position Summary: The Student Volunteer will work closely with a research staff and communicate with the PI team to:

  • Support the cleaning and analysis of survey data
  • Support High Frequency Checks and other data quality assurance processes
  • Design and refine survey instruments, and code them on Survey CTO
  • Support with the training and monitoring of field teams
  • Distil critical information from discussions and academic research into briefs to drive policy formation
  • Support capacity building and trainings with local staff
  • Engage in frequent communication with the PI, Research Manager, and the field team
  • Perform other tasks assigned by the supervisor





Qualifications

    • Bachelor’s degree in economics, social sciences, public policy, health, or related areas of study

Position Overview
The State Enrolled Community Health Nurse (SECHN) is a critical member of the clinical staff at PIH. SECHNs work collaboratively alongside physicians, SCMs, CHOs, MCH Aides, TBAs and support staff to provide high quality care to patients and their families.

Essential Duties and Responsibilities:
• Respond to medical/health problems related to neonatal health in the SCBU (including primary health) or any of the medical departments in collaboration with MoHS and DHMT staff if needed, or at any of the PIH-affiliated facilities.
• Provide care to the premature and ill neonates, including basic needs (ex. feeding, comforting)
• Obtain patients’ vital signs, recognizing and responding to abnormal vital signs appropriately.
• Ensure that all emergency cases are prioritized and seen appropriately regardless of the time of the day.
• Deliver high standards of neonatal care in collaboration with the rest of the clinical team.
• Maintain confidentiality and impartiality and involve families in the plan of care.
• Demonstrate respectful communication with colleagues, patients, and patients’ families.
• Provide clear information to the patients’ families, and educate them about the care of the neonates.
• Ensure stewardship by ensuring appropriate use of medical supplies and equipment within department.

Scope Of Work

The IRC is recruiting for District Clinical Mentors (DCMs) for the Saving Lives programme in Sierra Leone based in Kailahun. The DCMs are the most crucial link in the programme, providing direct clinical mentorship to facility and hospital staff in the respective districts. The Saving Lives DCMs will work under the oversight of the District Delivery Senior Manager in the respective districts.

Women and girls’ safety, significance and solidarity have emerged as the benchmarks for both their protection and empowerment, and it is these aspects that this new program embraces through five cross-cutting themes: 1) adolescent girls protection & empowerment; 2) women and girls’ leadership, voice, advocacy, and movement building; 3) education and economic empowerment; 4) health, well-being, and psychosocial support (PSS); and 5) access to justice, social justice.





Job Summary

This position of Adolescent Girls Officer will form part of the health program team and will be based in Kono district. The Adolescent Girls Officer will be responsible for working day to day on continuing to establish and develop informal adolescent girls’ groups, outside of the school setting, within communities. Working closely with girls and communities, the Adolescent Girls Officer will ensure the selection of safe spaces, where girls meet regularly and relate to other girls and assigned a mentor. The safe spaces will allow girls to reduce their social isolation, build supportive friendships and solidarity. Girls will be encouraged to think, imagine, create and act will develop confidence and voice. Building their social, health and economic assets will enable girls to process their experiences and be empowered to make informed choices about their health. The reinforcement of their social and human capital will enhance girls’ safety and security, thus preventing violence. These groups will also aim to provide a route to disclosure for the girls with appropriate support and follow up .

Specific Responsibilities

Program implementation and quality

  • Work directly on the implementation of the Adolescent Girls Protection and Empowerment program in their district, and manage associated day-to-day tasks, including:
    • Work closely with the IRC health officers to provide practical and hands-on support to ensure that the resources developed for mentors and girls, and any activities and programming have a psychosocial and well-being component, and that girls in the program are provided with strong and regular psycho-social support

Budgeting

  • Know and understand program-related lines across all budgets to ensure all activity spending is in line with the money budgeted for those activities
  • Raise appropriate Purchase Requests (PRs) for activities, with correct budget codes and in-line with the allocated budget for those activities, and track until fully processed and complete





Monitoring and reporting

  • Provide the District Delivery Senior Manager with regular updates on your work (daily/ weekly)
  • Work closely with the health team and partner organizations to ensure systems and tools are in place to monitor the project
  • Ensure that participatory monitoring and evaluation (M&E) is conducted for all girls group activities

Overview

Malaria Technical Advisor (MTA-MIP) will provide technical input and oversight t for implementation of the MIP scope of work outlined in the work plan and annual Task Order for IMPACT MALARIA. Responsibilities

  • Provide overall technical guidance and leadership for implementation of MIP activities at national, facility and community level
  • Provide leadership for Quality Assurance and Quality Improvement strategies in MIP including community-based activities
  • Identify and use opportunities for integration of Impact Malaria support across wider MOHS

  • Develops and maintain excellent relationships with colleagues in all the program objectives, donors, local organizations and partners in the county
  • Represent Impact Malaria for the Malaria in Pregnancy component in relevant stakeholder meetings





Required Qualifications

  • Diploma or Adanced degree in public health, medicine or nursing
  • 7+ years’ field experience and in-depth malaria and/or maternal health technical knowledge
  • 4 years’ senior level experience designing, implementing or managing large, complex malaria and RMNCH programming (e.g., maternal health, neonatal health, family planning, quality improvement, research, etc.)
  • Midwifery experience a plus
  • Familiarity with Sierra Leone’s health system, key stakeholders and relevant government policies/strategies
  • Understanding of public health and development approaches particularly in Sierra Leone context
  • Experience working with MOH systems and personnel
  • Experience working with donor funding agencies including USG and/or private sector foundations
  • Clinical and community-based training skills
  • Experience implementing quality assurance or quality improvement approaches preferred
  • Ability to manage projects, set priorities, and plans for the successful implementation of programs
  • Ability to work well with others and a team player
  • Excellent analytical, communication, presentation and report writing skills
  • Strong change management, results oriented and decision making skills
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Ability and willingness to learn the technical side of program implementation
  • Excellent communication, presentation and writing skills
  • Excellent skills in facilitation, team building and coordination
  • Field oriented and comfortable with a team approach to programming
  • Ability to interact with established networks of senior level global health professionals
  • Ability to travel independently in new environments on short notice
  • Computer literate with skills in MS Office Suite
