OBJECTIVES OF THE PROGRAMME

The objective is to enhance the ability of all levels of the health system to detect and respond to diseases and hazards that cause high levels of death, illness and disability by providing timely and reliable information for taking action. This will subsequently lead to the reduction of the health consequences of serious public health emergenciesAs lead agency in the area of health, WHO works closely with the Ministry of Health and Sanitation, other UN agencies and partners to improve the health outcomes for the people of Sierra Leone. The country has a number of pressing health challenges, including high rates of maternal and child mortality, a severe communicable disease burden, and a rising incidence of non-communicable diseases.The Ebola virus disease outbreak in 2014/15 presented a severe shock for the health system of Sierra Leone. A 24-month recovery phase is coming to an end in 2017 and the health sector is emerging from the emergency to a focus on delivering quality health services to the people. WHO is supporting this transition from Ebola to Health through work in four broad areas of work: (1) reproductive, maternal, newborn, child and adolescent health; (2) public health security and emergencies; (3) communicable and non-communicable diseases; and (4) health systems strengthening.

DESCRIPTION OF DUTIES

i. Provide technical advice to the Ministry of Health and Sanitation (MOHS) and partners, in the development and implementation of strategies and programmes related to the epidemiological needs for public health surveillance and response, within the context of the Integrated Disease Surveillance and Response (IDSR).ii. Provide technical support to MOHS in cooperation with technical partners to develop surveillance guidelines, protocols, tools and standard operating procedures (SOP) for detection, verification and response to public health events.iii. Support MOHS to develop appropriate training plans for building the core surveillance, alert and response national capacities in accordance with the requirement for IHR 2005; provide trainings for MOHS staff at national and Sub national levels including Points of entry/cross border.iv. Conduct real-time analysis of outbreak intelligence data (multiple sources) on infectious diseases with other team members for epidemic forecasting and detection, use of data for monitoring of trends and Triggers (Alert and Action thresholds) and guide MOHS on data quality improvement as well as methodologies for performing Data Quality Audit (DQA).v. Provide technical support during field investigation, management of public health events as well as strengthening coordination through Public Health Management Committee (PHEMC).vi. Provide technical support to MOHS to carry out vulnerability assessment, risk mapping and development of preparedness / contingency plan.vii. Support strengthening/implementation of e-IDSR and Community Based Surveillance (CBS) for priority diseases, conditions and events.viii. Facilitate the national quarterly surveillance review meeting including the tracking of performance indicators related to the implementation of IDSR and IHR 2005ix. REQUIRED QUALIFICATIONS

Education

Essential: First university degree in Medicine, Epidemiology, Public Health or Community Health with substantial training in Epidemiology.
Desirable: An advanced university degree in Epidemiology, Public Health or Community Health

Experience

Essential: At least five years related experience at the national and international level in implementation of public health surveillance. Proven experience in implementation of Integrated Disease Surveillance and Response (IDSR) and International Health Regulations (2005) is a requirement.
Desirable: Experience in the areas of outbreak investigation and response for emerging and re-emerging infectious diseases in developing countries. Previous experience of working with UN Agencies and Ministry of Health (MOH) is an added advantage.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2853 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Background

The World Health Organization and the Global Fund to Fight AIDS, Tuberculosis and Malaria collaborate to implement strategic initiatives to accelerate the end of AIDS, tuberculosis and malaria as epidemics and strengthen systems for health. The partnership aims to address some persistent challenges that impede progress against the three diseases and protect hard-won gains from new pandemics like COVID-19.  WHO and the Global Fund have a long and successful partnership working together to scale up HIV, TB and malaria interventions and strengthen health systems in many countries. Through focused efforts and catalytic investments, this collaboration has contributed to significantly reduce the disease burdens of HIV, TB and malaria worldwide, saving millions of lives since 2002.

1.1 World Health Organization and the Global Fund support to Sierra Leone

Sierra Leone receives support from both the World Health Organization and the Global Fund. The relationship between Sierra Leone and Global Fund came into existence in May 2005, whilst that with WHO started on 9 May 1956 when it was admitted as Associate Member and became an official member of WHO at its Independence on 27 April 1961 and currently a Member State of the WHO African Region.

The Global Fund currently classifies Sierra Leone as a CORE country. Based on the Global Fund Board’s decision in November 2022 on the funding available for the 2023-2025 allocation period, Sierra Leone has been allocated US$126,444,674 for HIV, tuberculosis (TB), malaria and building resilient and sustainable systems for health (RSSH). This process involves country dialogue between all actors involved in the response and selecting a principal recipient to implement the grant.   In this context, the RSSH grant from the Global Fund was integrated into the disease components (HIV/AIDS, TB, and Malaria for the period July 2021-June 2024. The RSSH grant is implemented by the Principal Recipients –Ministry of Health.

To mitigate the negative impact of the COVID-19 pandemic on programs to fight AIDS, tuberculosis (TB) and malaria and initiate urgent improvements in formal and community health systems, Sierra Leone has benefitted from Global Fund’s COVID-19 Response Mechanism (C19RM) since April 2021. As the pandemic evolves and countries transition from an emergency response, the C19RM funding continues supporting resilient and sustainable systems for health (RSSH) and pandemic preparedness with an extension to 30 June 2023 and through C19RM Portfolio Optimization for implementation through to 31 December 2025.

In preparing and submitting Funding Requests and Grant Makings, Sierra Leone bas been benefitting from WHO’s technical assistance the latest one being under WHO’s “South-South Learning and Strategic support to countries”, where the country, among 10 other countries received support to develop a resilient and sustainable systems for health (RSSH) component in a HIV, TB, or malaria funding request to the Global Fund.

To increase and to sustain the implementation of activities under the NFM3/GC6, the Ministry of Health as the main PR has invited WHO and other agencies in Sierra Leone with the comparative advantage to support the country to main the tempo for implementation.

  1. Justification

Considering the increasing need to fight HIV/TB/Malaria and strengthen the health system in general in Sierra Leone, and in accordance with the Global Fund procedures, Sierra Leone has identified the need for extra support to be able to implement the activities agreed between the Principal Recipients through CCM and the Global Fund. WHO, being associated with the Global Fund, the CCM and the Principal Recipient MOH, is seen as a reliable partner to the Ministry on its programmes with the Global Fund through the provision of technical assistance in various forms and thereby being in the known of the challenges confronting the implementation of the Global Fund’s funded initiatives and activities.

The Ministry of Health is seeking technical assistance from WHO to support the implementation of some of its Global fund activities under GC6 and C19RM till June 2024.  With prior discussions with the parties involved and given the short time of the grant, there is an understanding for the recruitment of two RSSH Experts as consultants (One international and one National) to support the Ministry in the implementation of the Grant Cycle 6 with focus on RSSH component of the agreements.

  1. Scope of Work

Under the supervision of the Coordinator of Health Systems and working closely with Health teams, the Resilient and Sustainable Systems for Health (RSSH) ATM program Manager, the National Consultant shall work to facilitate and support the PR with issues related to the implementation of a component of their national ATM and general systems strengthening programmes. The programmes and the strengthening of systems present highly complex technical, epidemiological, and political contexts for implementing ATM control and elimination embedded in an equally complex health system.

The Consultant(s) is expected to have a clear understanding of WHO policies and guidelines on the specific intervention area and an in-depth knowledge of the technical aspects of ATM prevention and control in endemic countries and the relevant health systems components required for success. The assignment also requires highly developed negotiation skills and a proven track record in achieving consensus across multiple stakeholders. The consultant must have vast experience in pharmaceuticals and procurement of health products based on local and international standards. The consultant(s) will be expected to be onsite.

 

  1. Duties and responsibilities

 The objective of the assignment:

The Consultant(s) must have expertise in at least one of the intervention areas listed below to provide the targeted support required. In addition, experience in contextualizing these health system pillars within or complementing the ATM programmes is needed.

  • Health product management, supply chain and systems strengthening.
  • Laboratory systems
  • Health sector governance and planning
  • Integrated service delivery and quality of care (ex. RMNCAH: malaria prevention in pregnancy – IPTp and ITNs, diagnosis and treatment)
  • Planning, direction, and governance of the health sector

  • Community systems and responses
  • Other cross-cutting considerations: private sector involvement

The Consultant will be expected to carry out the following tasks to meet the objectives mentioned above:

  • Provide strategic and technical support for the development of national policies, guidelines and plans for TB, HIV and Malaria prevention and care; laboratory strengthening,
  • Provide strategic and technical support on assessing the epidemiological and programmatic situation, designing, and implementing interventions, and mobilizing resources for effective implementation of the priority activities, from the Global Fund for AIDS, Tuberculosis Malaria and RSSH.
  • Strengthen community systems and community-led programs and help integrate them into health systems.
  • Strengthen the supply chain to ensure that medicines, laboratory services and health products are available when and where needed.
  • Facilitate the quantification, technical specification, and procurement process of Equipment for Regulatory/Quality Assurance
  • Strengthen the creation and use of health data at all levels so that Sierra Leone and communities can make decisions based on the latest evidence.
  • Provide technical support to monitor and facilitate the implementation of the GC6 f RSSH and ATM   activities by conducting programme reviews and technical missions, facilitating capacity-building activities, collecting, and analyzing programmatic and surveillance data, designing and supporting programmatic and operational research, as well as preparing documents for various purposes including policy recommendations, technical communications, advocacy materials, donor proposals and reports.
  • Strengthen collaboration with international technical and funding partners, including technical institutions, financial institutions, and bilateral donors, and facilitate the timely Mobilization of more multisectoral opportunities to improve services’ scope, quality, and affordability.
  • Strengthen partnerships between different sectors and harmonies and integrate GC6 disease programmes with overall health systems, strengthening strategies and interventions so that programs and services are sustainable and can reach more people.

 

  1. Deliverables

Under the coordination of WHO, MOH and CCM, the consultant(s) will have to carry out the main deliverables as follows:

To be determined based on the specific assignment up to June 2024 with possible examples:

  • Provide a clear plan on GC6 and C19 activities, including RSSH components of a Global Fund funding that can be implemented within the required period of June 2024
  • Give an updated operational plan to support the Pharmacy Council in implementing its key priority activities with GF funding.
  • Updated operational plan on how to support the implementation of prioritised activities under GC 6
  • Final report to WHO/MOH/CCM analysing support provided, including recommendations for improving future support to Sierra Leone.
  • The Consultant shall prepare monthly activities report outlining procurements executed and status.
  • At the end of each month, the Consultant shall produce a report outlining the implementation status of GC6/C19 Procurement activities.

 

  1. Qualifications, experience, skills, and languages

(1) Education

Required:

  • Medical Degree from a recognized university and or with a postgraduate degree or equivalent in public health/pharmacy and/or social sciences or any other relevant field.

Desirable:

  • A senior expert with extensive experience in public health, pharmacy, medicine, statistics and health systems.

(2) Work experience

Essential

  • Minimum of 5 years’ experience working on multilateral grants, including experience with the Global Fund for RSSH, TB, HIV, and malaria control at subnational, national, and international levels in developing countries
  • Minimum five years of experience in public health, pharmacy, medicine, statistics, or health systems at the national and international levels.
  • Experience in processing procurement in line with national and international SOPs.
  • Experience in the practice of procurement of goods and works and the acquisition of services under donor funding conditions. +

Main responsibilities of the position

The main objective of the MIDWIFERY clinical mentor is to directly support midwives and learning activities in the MSF Hospital / Maternity Wards (and partly in CHC Hangha), as part of their continuous professional development (CPD). S/he will provide mentoring – bedside observation, formative assessments and bed-side teaching.

The midwifery clinical mentor will also be required to propose improvement of clinical mentoring tools, and to assist the MWLD to deliver it in theory sessions and to participate in the evaluation of learning activities and skills acquired by the learners. All the above will be conducted according to MSF values, policies and protocols and universal health standards, in order to provide a high-quality Sexual and Reproductive Health (SRH) services to the population.

 

Accountabilities

  • Progress the content of learning activities consistent with the skills targeted to be developed (according to the learners’ curriculum), in coordination with the MWLD, and with Maternity PMR and with the support of the Midwifery referent of the MSF Academy for Healthcare (who consults with SRH advisors).
  • Deliver these contents in an active way, through interactive learning sessions, alternative pedagogical methodologies and by providing bedside training.
  • Mentor learners – develop individual mentor-mentee relationship, monitor closely the progress of the learners, in order to adapt the implementation of the learning activities accordingly.
  • Support midwives in the ward areas with completing personal learning journals and maintaining professional practice and continuing professional development.
  • Identify priority subjects/techniques to be addressed during the following training sessions and participate in developing the content of these training courses.
  • Methodically support supervisors in maternity wards in their mentoring approach and involve them in bedside observations and mentoring.
  • Keep the MSF Academy Representative well informed of the learning activities and discuss any difficulties or challenges encountered in order to find solutions together.

Main responsibilities of the position

Planning, coordinating, implementing and monitoring all logistics activities in the project related to Water, Health and Sanitation, according to MSF protocols and standards in order to ensure an optimal running of the project

 

Accountabilities

  • In collaboration with the Deputy PMR, planning, elaborating and reviewing the annual budget for the WATSAN activities in order to identify and give a response to the needs of the project and the targeted population.
  • Monitoring on a day-to-day basis the implementation of the WATSAN activities in the project ensuring compliance of MSF standards, protocols and procedures, and reporting to the Deputy PMR on the development of the ongoing programmes including the following:
    • Designing, implementing, and managing all WATSAN interventions in the project. (Including, but not limited to water supply, excreta disposal, waste management, hygiene, and infection control
    • Conducting routine WATSAN assessments in collaboration with project medical teams to identify WATSAN needs at project level and making recommendations for response activities to the line manager. Ensuring the WATSAN contribution to the development and planning of emergency response strategies and resources, in collaboration with the medical and logistical teams
    • Ensuring availability, proper purchasing, and appropriate technical specifications of required materials and equipment through planning, organizing and overseeing the inventory of the WATSAN stock
  • Providing technical support to the medical team in identifying possible “risk factors” (e.g., behavioural practices, environmental sources of infection, and transmission routes) and offers solutions for infection control. Actively contributing to the integration of WATSAN activities in the medical intervention offering project proposals and work plans.
  • Ensuring proper collection and monitoring of WATSAN data. Ensuring multidisciplinary data availability. Providing analysis of data and regular reporting of results (as requested by line management)

 

Required Criteria

Education: Academic background in engineering or an equivalent relevant training, Computer literacy

Experience: Previous experience in technical aspects of water and sanitation works.

Minimum of 6-months of hands-on field emergency WHS professional experience in a humanitarian or international development setting.

Desirable: experience in or familiar with implementing and promoting the use of two or more of the following activities (water supply, excreta disposal, waste and waste water management, vector control, and dead bodies management) in two or more different contexts (conflicts, natural disasters, refugee/IDP camps, etc.)

Desirable: public health background or experience

Scope of Work:

Under the general guidance and supervision of the Innovation Specialist, the post has the following key responsibilities including, but are not limited to:

  •  Provide product development/programming support to digital public goods such as, OpenG2P, GoSL USSD Services Platform
  •  Coordinate the engagement and technical cooperation with the UNICEF Office of Innovation.
  •  Support any solution development to be prepared to meet the DPG Standard and to be included in the DPG Registry.

We are seeking for a highly skilled and experienced Health Advisor to join our team to provide expert guidance and support to the project “Health Systems Strengthening and Epidemic Prevention in Sierra Leone III” in the field of human resources for health, focus area 1.

 

The project is commissioned by the Federal Ministry for Economic Development and Cooperation and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. It aims to support the Government of Sierra Leone to better align the health system with the gender-specific health needs of the population focusing on the districts Kailahun, Kambia, and Pujehun. To do so it works in 4 focus areas:

 

Focus area 1 provides technical and process advice to the district health management teams in the respective districts on institutionalized, gender-sensitive surveys of training needs for health personnel (e.g. via iHRIS Train), and on the development of annual gender-responsive training plans at district level, as well as processing of learning experiences for the development of a national training plan and a national rural retention strategy. Additionally, focus area 1 aims to strengthen selected competences of service providers in the health sector in Kailahun, Kambia and Pujehun in a gender-sensitive manner. In line with the needs identified, healthcare providers will be trained in areas of obstetric and neonatal emergency care, digital health, as well as pandemic prevention and One Health. Furthermore, the development of a gender policy, including a policy against sexual harassment in the workplace, will be supported with the involvement of the relevant departments of the Ministry of Health as well as specialists and managers at various levels.

The second focus aims to improve emergency maternal and neonatal care by ensuring staff have necessary skills, guidelines are followed, referral systems are in place, and equipment and infrastructure are available.

The thirst focus area to improve the quality of health facility through the means of integrated supportive supervision visits and the promotion of community participation and transparency in health service planning and management.

Finally, the last focus seeks to strengthen epidemic prevention and response by engaging all One Health actors and ensuring continuous disease surveillance and control.

 

Responsibilities:

  • Development and execution of work plans/activities for focus area 1 in in close collaboration with the GIZ Project Director, the project team, Ministry of Health of Sierra Leone, multi-stakeholder partners and other important actors in accordance with GIZ programme outlines

The main workstreams include:

 

  • Expert advice on the institutionalization of feedback mechanisms (e.g. as part of ISSVs, feedback boxes, community score cards) for users of peripheral health facilities and district hospitals and their use in order to increase the quality of the health facilities.
  • Strategy and process advice to the Ministry of Health and district health management teams to consolidate and scale up digital Integrated Supportive Supervision Visits (ISSV) including data quality audits.

We are seeking for a highly skilled and experienced Health Advisor to join our team to provide expert guidance and support to the project “Health Systems Strengthening and Epidemic Prevention in Sierra Leone III” in the field of quality assurance of health facility through the means of integrated supportive supervision visits and the promotion of community participation and transparency in health service planning and management, focus area 3.

 

The project is commissioned by the Federal Ministry for Economic Development and Cooperation. It aims to support the Government of Sierra Leone to better align the health system with the gender-specific health needs of the population focusing on the districts Kailahun, Kambia, and Pujehun. To do so it works in 4 focus areas:

 

The first focus is on gender-sensitive training for health service providers to enhance competencies and increase healthcare quality.

The second focus aims to improve emergency maternal and neonatal care by ensuring staff have necessary skills, guidelines are followed, referral systems are in place, and equipment and infrastructure are available.

Focus area 3 aims to strengthen the quality assurance and evidence-based management of health services, including the gender-sensitive participation of the communities in Kailahun and Kambia by means of supporting the implementation of systematic, digitally integrated supported supervision visits (ISSVs) and by providing advice on how the communities can be actively involved.

Finally, focus area 4 seeks to strengthen epidemic prevention and response by engaging all One Health actors and ensuring continuous disease surveillance and control.

 

Responsibilities:

  • Development and execution of work plans/activities for focus area 3 in collaboration with multi-stakeholder partners and other important actors in accordance with GIZ programme outlines
  • Support the development of concept notes for focus area 3 together with partners, and support the implementation of them
  • Knowledge and innovation management and dissemination of information to target groups, inclusive of workshops, seminars etc.
  • Support the results-based monitoring of the project
  • Reporting about the status of the implementation and other reports required by GIZ
  • Support the processing of enquiries of the commissioner (Federal Ministry for Economic Cooperation and Development) of the project or other relevant Stakeholders
  • Preparation and facilitation of presentations as needed
  • Facilitate logistical arrangements as the need may arise

 

You are based in Kambia.

Tasks:

As a Health Advisor for Focus Area 3, you will manage and oversee the main workstreams of this intervention area in close collaboration with the GIZ Project Coordinator and Health Advisor of focus area 3, the M+E Officer of the project, selected directorates of the Ministry of Health, the district health management team (DHMTs) in Kailahun and other selected partners. The main workstreams include:

 

  • Expert advice on the institutionalization of feedback mechanisms (e.g. as part of ISSVs, feedback boxes, community score cards) for users of peripheral health facilities and district hospitals and their use in order to increase the quality of the health facilities.
  • Strategy and process advice to the Ministry of Health and district health management teams to consolidate and scale up digital Integrated Supportive Supervision Visits (ISSV) including data quality audits.
  • Provide technical advice to the district health management teams on how to involve the facility management committees and the population more effectively in the annual budget planning for district health services

 

Qualifications, skills, and experience required.

 

Qualifications:

  • University degree (bachelor’s, master’s/doctoral degree or equivalent) in public health, medicine, or nursing/midwifery
  • Solid knowledge of quality assurance and community participation in the health sector

 

Professional Experience:

  • At least three years’ professional experience in a similar position.
  • Very good knowledge of health service delivery and quality assurance of health facilities and means of participation of the population in Sierra Leone.
  • Knowledge of key stakeholders and government institutions in charge of quality assurance and means of participation of the population for the health sector in Sierra Leone
  • Experience working with DHMTs.

 

Other knowledge/skills:

  • Excellent management and organizational skills and the ability to work independently
  • Experienced in information and communication technologies and computer applications (such as MS Office)
  • Excellent in English, both orally and in writing

 Serve as focal point for all integrations, partnering with finance on payroll and all vendor
payments, and ensure all record keeping is up to date and compliant; creating new systems
that help to track record keeping;
 Support all Coordinators and administration including: preparation and submission of all
invoices; onboarding/off boarding of employees from payroll and benefits; ensuring all
benefit information is up to date and posted in HRIS;
 Maintain accurate and up to date HR related vendor contracts/agreements (including
consulting firm, third party administrators, consultants, etc.);
 Develop and maintain up to date benefits onboarding materials for new employees;
 Establish and maintain positive working relationship with all vendors and service providers.
Compliance, Administration & Management
 Ensure the organization is ahead of federal, state and local policy and compliance changes
and best practices; ensure all employee handbooks and policies are up to date; and
recommend new policies and changes as the field and organization evolves; develop
processes and metrics that support assessing the impact of HR systems;
 Ensure the integrity of all employee data in HRIS.
 Maintain employee records according to policy and legal requirements;

Basic Qualifications:
  BSc/BA in Business Administration, Social Studies, Human Resource or relevant field; further

About Ministry of Health  

The Ministry of Health (MOH) is the government institution responsible for providing healthcare services to the public sector and regulating healthcare in the private sector. Although the Ministry is making progress in healthcare service delivery with declines in maternal mortality ratio, infant and child mortality rates, including under-five mortality rate, the health indices remain unacceptably high, with poor health status of the citizenry as depicted by average life expectancy of 54 years.

 

To improve the functionality of the Ministry and the entire health sector, an independent review of the management and functions of the Ministry of Health (MOH) and the entire health sector was conducted at the direction of His Excellency, the President of the Republic of Sierra Leone. This was due to a Cabinet Conclusion dated 10 June 2020. The World Health Organization (WHO) country office in Sierra Leone, with coordination and oversight support of the Public Sector Reform Unit (PSRU), conducted the Independent Management and Functional Review (IMFR).

 

The office of the Minister will require an experienced executive to track and report to the Minister on the progress of implementation action plans, assisting the Minister in managing the processes and relationships required to achieve the recommendations of the independent management and functional review of the Ministry and the health sector objective under the Medium-Term National Development Plan (MTNDP), 2019-2023.

 

Position Description

The Ministry of Health is in search of a consultant to serve as Senior Advisor who will drive the implementation of strategies to achieve the Ministry’s goals. The Senior Advisor will play a crucial broad and multidimensional role in operationalizing short, medium, and long-term quality of care initiatives. The Senior Advisor will work with the Minister of Health and Sanitation to support bottom-line healthcare planning and financing, strengthen health information management, monitoring, and evaluation for accountability and learning, guide staffing and talent management, support change management and management for results, and ensure effectiveness and efficiency of health systems.

 

The Senior Advisor will be responsible for fast-tracking interventions and streamlining operational processes while providing strategic leadership to fulfil the Ministry’s mandate of providing quality health care services to the population. Additionally, the Senior Advisor will provide technical leadership and strategic guidance to the MOH in implementing the recommendations of the functional review conducted by the WHO. Working closely with the MOH core management team, the Senior Advisor will expedite operational interventions that enhance the health system’s effectiveness and efficiency.

 

Position Summary 

The Senior Advisor for the Ministry of Health is responsible for providing strategic and operational support to the Minister of Health and Sanitation in the delivery of their mandate. The successful candidate will be responsible for ensuring that the Minister’s office functions efficiently and effectively, and that the Minister is kept informed of key developments and issues related to the health sector. The Senior Advisor will also work closely with other senior officials within the Ministry of Health, as well as with external stakeholders, to ensure that the Minister’s priorities are advanced.

 

Duties and Responsibilities

The Senior Advisor will be responsible for the following duties and responsibilities:

  • Manage day-to-day operations of the Minister’s office including scheduling, correspondence, and briefing preparation
  • Oversee the work of the Office of the Minister’s staff, their performance management, and professional development
  • Develop, maintain relationships with and liaise with internal and external stakeholders including other government departments, media, and senior government officials, stakeholders, and members of the public on behalf of the Minister
  • Advise the Minister on policy matters and assist in the development of policy proposals
  • Provide leadership, direction, and effective operational strategies for designing, implementing, and evaluating healthcare policies and programs
  • Monitor and analyze key developments and issues related to the health sector, and provide regular updates to the Minister

  • Ensure compliance with relevant legislation, policies, and regulations related to healthcare delivery in collaboration with the office of the Permanent Secretary and work with stakeholders to identify and implement innovative approaches to healthcare service delivery
  • Provide technical leadership and strategic guidance to the MOH core management team in implementing recommendations from the functional review carried out by the WHO including coordination of actions and ensuring tasks are facilitated promptly
  • Lead the design and implementation of operational delivery strategies, tools, plans, and procedures to enhance operational processes improvement, effectiveness, and efficiency

  • A Bachelor’s degree in health management, public health, or a related field. Possession of an MD, MB, BS or MB, ChB degree is an added advantage

Reporting Line  

The Senior Advisor will report directly to the Minister of Health and will work closely with the MOH core management team, including the Permanent Secretary, Chief Medical Officer, Chief Nursing and Midwifery Officer, Directors, and Program Managers.

 

Deliverables

The Senior Advisor will be responsible for delivering the following:

  • An operational plan that aligns with the MoH’s strategic objectives and outlines the specific activities and milestones required to achieve them.
    • A performance monitoring and evaluation framework that measures progress against agreed targets and benchmarks and identifies areas for improvement

Main Purpose:

The main objective of the Healthcare Educators is to ensure the facilitation, mentoring and implementation of the MSF Academy learning activities in the selected MSF projects in the country according to MSF’s protocols, standards and procedures and ensure the delivery of quality medical care for patients and their communities and improve the health condition of the population.

 

The Healthcare Educator prepares, organizes and delivers learning activities in the clinical areas and trains the learners in the MSF projects as part of a continuing education process. The Healthcare Educator will also be required to propose adaptations to training content, to deliver and evaluate it, as well as to assess the acquisition of skills by the learners..

 

Main Responsibilities

 

  • Implements on the long-term clinical mentoring activities and tools, monitors MSF Academy Midwifery activities – in the projects, according to MSF protocols, standards and procedures (can involve various departments)
  • Participates in the Training of clinical Facilitators (TOF) and Training of clinical Mentors (TOM) as part of their induction
  • Provides active clinical mentorship to the assigned learners by facilitating mentoring sessions and providing side-by-side teaching to the learners based on the training objectives, the specific trainee needs and the material provided by MSF Academy, with largest percentage of time in the ward, coaching and training at the bedside
  • Monitors closely the progress of the learners and provides regular feedback to the L&D Midwifery Manager.  Performs assessment of learners using competency gap assessment

MSF Academy

The MSF Academy for Healthcare aims to professionalize the training of health care workers in MSF projects. Midwifery care is one of the main priorities to health care provision. MSF has the ambition through professional medical training to bring a positive contribution to the Human Resources for Healthcare situation in Sierra Leone.

The curriculum is competency based and covers the Midwifery Curriculum. The training includes didactic classroom sessions and bedside mentoring.

Context Specific Responsibilities

 

  • Carries out supply management on the project (orders, follow-up of the stock, storage conditions, inventories, consumption, security of the stock, etc.) for the training activities
  • Contributes to the assessment of the transference of the learning in the workplace, using tools and methodologies in collaboration with the L&D manager for Midwives and Maternity nurses (including observation, reporting, questionnaires, learning portfolios).

  • Planning and supervising on a day-to-day basis the Pharmacy Warehouse and Medical Stock Management activities in the project, ensuring compliance of MSF standards, protocols and procedures. These activities include but are not limited to the following:
    • Physically and administratively managing medical stocks in conjunction with project pharmacy manager and end-user unit supervisors and assuming responsibility for the warehouse and its contents

Over the past 7 years, PIH has been working with the MOHS and District Health Management Team in Kono District, Sierra Leone, to implement comprehensive health systems strengthening in the district’s secondary hospital, multiple primary care sites as well as through a comprehensive community-based programs system.

The MCH Aid is a critical member of the PIH Sierra Leone team and will work collaboratively with the clinical and support services staff to provide high-quality, comprehensive maternal and newborn health services at all PIH supported and affiliated sites as required. The MCH Aid will work closely and under the supervision of the facility midwife.

Essential Duties and Responsibilities:

  •  Provide high quality antenatal, intrapartum and postnatal care to pregnant women, new mothers and their babies, including provision of the full package of antenatal care services as per the Sierra Leone national protocols and guidelines for emergency and obstetric and newborn care.
  •  Triage and monitor the vital signs of patients when needed
  •  Actively participate in the identification and management of antenatal complications requiring treatment, follow-up and clinical management.

Position Overview

The Nurse/Midwifery Educator will be an integral part of the clinical team, working collaboratively with others across all of the PIH-supported facilities to ensure that staff nurses consistently deliver high quality, patient-centered care and that nursing students meet their core clinical objectives during placement. It is also important that the Nurse/Midwifery Educator seeks to develop and maintain relationships with all of the clinical leadership, both within PIH and MOHS and to promote the PIH model of social medicine in healthcare.

The Nurse/Midwifery Educator will be responsible for promoting evidence-based nursing practice through staff development, formal and informal training within and outside the clinical setting and ensuring optimal patient outcomes. He/she will serve as a role model, advocate, and provide guidance, while also sharing their clinical experiences to help nurses and midwives develop and gain confidence in their roles, most importantly thinking critically and solving problems independently. The Nurse/Midwifery Educator also acts as both adviser and role model for the nursing and midwifery students, assisting them in their journey toward become successful practicing practioners . They must have a commitment to lifelong learning and to the scholarly progression of the nursing/midwifery profession. The Nurse/Midwifery Educator must also have a strong knowledge base in theories of teaching, learning, and evaluation, be able to design curricula and programs, be able to assess a student’s needs, be innovative, and thoroughly enjoy, didactic and bedside/clinical teaching.

Essential Duties and Responsibilities: Specific Responsibilities: The Nurse/Midwifery Educator is responsible for maintaining and developing the following key performance areas: Clinical Practice:

  •  Perform nursing and midwifery practices in accordance with Sierra Leone’s Nursing and Midwifery standards of practice, policies and guidelines
  •  Practice within own abilities and maintain accreditation in mandatory and extended skills

She will also be responsible for providing preoperative, Intraoperative and Postoperative care and maintaining records on anaesthetic procedures. Teaching training and mentoring staff on safe anesthetic procedures and pre/post of care of clients. He/She will also play a lead role in caring for critically ill patients in the High Dependency Unit and other areas of the hospital as required. Provide anesthesia/analgesic options for all procedures within the unit and hospital as required. Maintaining a safe and clean work environment that will ensure the highest standard or care and support to the clients and staff.

Main Duties and Responsiblities

  •  Work in collaboration with the Clinicians, SACHO to provide comprehensive anesthetic care according to current guidelines.
  •  Provide pre-operative, Intra operative and Post-operative anaesthetic care for patients:

1) Administer anesthesia to patients for surgery or diagnostic procedures.

2) Use intravenous, local, caudal or spinal methods to administer sedation or pain medications during surgical and other medical procedures

3) Prepare preoperative assessments including health histories and physical examinations.

4) Complete postoperative evaluations in accordance with department policies.

  •  Carry out post-operative rounds on different surgical wards and provide post- anaesthetic care.
  •  Support the theatre teams and others surgical teams in different aspects of daily surgical care.
  •  Support to implement and maintain the infection Prevention Control protocols by directly supervising care the care in surgical wards, minor, main theatres and wound care clinic.
  •  Ensures proper care, storage and maintenance of Anesthetic equipment and supplies.
  •  Ensures proper record keeping for usage of anesthetic agent and support in quantification of the drugs and supplies needed for provision of anesthesia .
  •  Writes reports on anesthetic procedures during and after any surgical intervention.
  •  Ensure and maintain the anesthesia database in collaboration with the MEQ team.
  •  Participate in the development, documentation and administration of policies and procedures involving the administration of anesthesia for the facility. d6GIMu3 B2Mjon
  •  Provide training and mentorship as needed for all staff cadres
  •  Work in conjunction with the Clinical Teams to ensure that quality evidence based care is given to all clients

Education and Work Experience Requirements

  •  State Registered Nurse with Diploma in Anaethesia from recognized College or University with current registration with at least 3 years of experience. Preference for personnel with more than 5 years of experience.
  •  Ability to work as an autonomous practitioner.
  •  Ability to work well in a team, be dependable, flexible, time conscious and hard working.
  •  Able to consistently produce high quality work.
