SOS Children’s Villages Sierra Leone is recruiting a Resident Nurse to provide the front lines of primary health care delivery within the Freetown Village location in line with the organisation’s vision, mission, values, policies, strategies and available resources. The role will support programme development in alternative care service delivery using the Family-like Care setting.

 

The resident nurse will be responsible to monitor the health (Physical, Mental, Psychological) conditions of participant within Freetown location.

 

He/she is also responsible to ensure there is ongoing sensitize for children/youth, Mothers and Aunties about health issues according to the organisation’s policies and procedures.

 

Support the process of referrals to the Hospital, follow up properly and coordinates annual medical check-up for children, youth and staff.

 

S/he is to advise Mothers and Aunties in areas such as nutrition, basic hygiene, sanitation and immunisation of children in the Village. Advise and educate Mothers and Aunties as to the adequate nutrition for the special group of children in the Village (Malnutrition, Ulcers, etc.).

 

Be familiar with the health history of every child/youth in the Children’s Village. Fill the child’s file with basic clinical data such as height, weight, blood pressure, blood type, general physical condition; and so on.

 

Supervise health issues in Family house by visiting family houses every day to check for overnight illness.

 

Prepare and presents twice a year a comprehensive health statistical report of the Village, by Identifying major diseases and other health incidences analysing the causes/prevention/effects.

 

Must ensure that the Children’s Village have adequate stock of relevant drugs and medical supplies to carry out basic medical treatment.

 

Must organise periodic counselling sessions with children, youth and staff in areas of STD’s, other health related issues, prevention and cures.

 

Qualifications and Experience

 

The position demands the service of either a State Registered Nurse or a State Enrolled Community Health Nurse, or any other diploma deemed equivalent.

 

Minimum 3 years professional experience.

 

Experience working with a protection agency is a plus.

 

Knowledge of GBV and TIP issues is a plus.

 

Must have a willingness to closely follow child and vulnerable adult protection policy and procedures.

 

Good written and spoken English are required.

 

Trustworthiness and confidentiality as well as modelling principled behaviour.

SOS Children’s Villages Sierra Leone is seeking a trained, qualified and professional driver to join the team of dedicated and committed staff in Bo. Reporting to the Administrative Secretary, the Driver will assist SOS Children’s Villages in Sierra Leone to fulfil its mission of working for the well-being of children by providing safe driving support and general administration and logistics work.

 

He/she is responsible for the safety condition of the vehicle and equipment (presence of e.g. jack and tools, first aid box etc.).

 

He/she carries out routine vehicle inspections and refills air, diesel, lubricant, water and brake fluid, etc. as required.

 

Ensure that safe driving practices are adhered to including local driving codes and internally agreed standards. Observing the road and traffic laws and regulations of Sierra Leone.

 

He/she is to ensure the vehicle is kept clean, tidy, secure and in good working condition at all times.

 

Perform minor repairs and arrange for other repairs, prepare vehicle spare parts inventory.

 

Assist the Admin Secretary to ensure vehicle insurance and registration is updated according to schedule.

SOS Children’s Villages in Sierra Leone is recruiting a Cleaner to take care of our facilities and carry out cleaning and maintenance duties. Under the general supervision of the Administrative Secretary, the Cleaner is responsible for the general cleaning of the entire compounds of the Village and all other areas as assigned by the supervisor.

 

She/he ensure the beautification of the compound at all times; planting of flowers and trimming of wild trees.

 

The Cleaner is responsible for all basic cleaning in and around the facility or office building. This can entail dusting, mopping, sweeping, vacuuming, and cleaning smudges off windows and doors.

 

Ensuring restrooms are cleaned, sanitized, and restocked is another important responsibility of a cleaner. Notify management of occurring deficiencies or needs for repairs.

1.) Clinical Maternal Newborn Health Specialist

TITLE:  Clinical Maternal Newborn Health Specialist

ROLE PURPOSE: 

Save the Children is anticipating funding from, Latter-day Saint Charities, a humanitarian arm of The Church of Jesus Christ of Latter-day Saints. This project seeks to reduce maternal, neonatal, and child mortality, stillbirths and morbidity in Sierra Leone by strengthening the capacity of district health management teams and health care providers. At community level the project will support community-led solutions to improve quality, coverage and accountability of maternal, newborn and child health care, for the uptake of MNACH and nutrition services. The project will also utilize a digital application to improve quality of care.

The Clinical Maternal Newborn Health Specialist position will report to the Project Manager. The incumbent will lead the design and implementation of all Maternal and Newborn interventions across two operational districts. She/ He will provide quality technical assistance to national and district stakeholders and program staff to ensure technical design and approach align with the Ministry of Health protocols and global MNH guidelines such as Helping Mother Survive and Helping babies Breathe.  She/ He will also provide technical support to build capacity of district health management teams and service providers to review and use MNH data for decision making to improve quality of care. In line with Save the Children’s mandate, in the event of a major humanitarian emergency, the role holder may be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Budget Responsibilities: No 

Role Dimensions: Works closely with the Health and Nutrition Technical Specialist, MEAL Team, US Based Technical Team, and other relevant project teams. Supports representation of Save the Children in health sector meetings with donors, partners, and relevant line ministries.

KEY AREAS OF RESPONSIBILITY 

  • Provides quality technical assistance to national/district stakeholders and program staff, to ensure that technical approaches used align with the needs and priorities of the Ministry of Health, and in line with Save the Children’s Common Approaches/evidence-based practices.
  • Leads the design and implementation of clinical trainings within global / national guidelines.
  • Leads on coaching and mentoring activities to build the capacity of service providers at all levels across the project’s operational districts.
  • Adapts global learning and emerging evidence into local and context-specific solutions to sustainably improve services, including antenatal care, intrapartum care, postnatal care, respectful maternal and newborn care, maternal perinatal death surveillance and response, and others as needed.
  • Represents Save The Children at national technical working group meetings, in collaboration with the Health Technical Specialist / PDQ team.
  • Work with staff teams and partners to develop and monitor workplans, ensuring that they integrate the appropriate technical approaches and methodologies. Provide quality assurance in managing and updating all project information in PRIME and in the use of PMM tools.
  • Provides technical review of donor reports and other critical documents to ensure they are accurate and of high quality.
  • Monitors program data and results, to inform decision-making, learning and modification to technical strategies as appropriate; and to share learning with others.
  • Ensures quality assurance for the technical unit by contributing to the development of standards for technical interventions and routinely utilizing program data to identify program and country quality issues and trends and recommends strategies to resolve them.
  • Manages the implementation of activities; contributes to the development of materials/ tools used to implement key technical interventions; and to adapt them as needed.

QUALIFICATIONS 

Master’s degree in public health, or a clinical degree is ideal; bachelor’s degree is required.

EXPERIENCE and SKILLS 

  • At least 3-5 years of experience in leading complex, multi-intervention health development training in collaboration with national/local health ministries and international partners.
  • Strong technical knowledge and substantive experience in planning and leading key clinical trainings in line with Sierra Leone Ministry of Health protocols, as well as and global technical approaches, such as Helping Babies Breath, Helping Mothers Survive, and so forth.
  • Advanced knowledge of international maternal and neonatal health best practices.
  • Experience in M&E with a focus on MNH data collection, analysis and report-writing
  • Excellent planning, management and coordination skills, with the ability to organize a demanding workload comprised of diverse and challenging tasks and responsibilities.
  • Excellent oral and written skills. Proficiency in writing technical and programmatic reports that document program directions and results.
  • Strong skills in building a team, supervision, training, and mentoring.
  • Strong computer skills (i.e. Word, Excel, Outlook, Powerpoint).

Role Dimensions: Works very closely with the MEAL Manager, Field Managers as well as TA advisers and project teams. External representation of SCI in meetings that are relevant to this project with donor, partners and relevant line ministries.

KEY RESPONSIBILITIES:

Project Management:

  • Overall leadership and management of the program delivery, budget, staff, and other resources, ensuring that the project delivers its intended objectives on time, on budget, and with quality across all implementation areas.
  • With support from the Clinical Maternal Newborn Health Specialist and technical teams from Save the Children, and in collaboration with government institutions, ensure that the project is implemented in line with global and national quality standards, as well as Save the Children’s common approaches as relevant.
  • Ensure clear understanding of project objectives, results framework, and methodologies is fully understood among the project team and partners.
  • Ensure that the project is fully and effectively managed and updated in the PRIME system; and is implemented using the SCI Program Management Methodology tools as relevant.

The Internal Control and Compliance Officer will support the Internal Controls and Compliance Manager to ensure compliance with all Save the Children policies & procedures, donor rules & regulations and local laws. Main Purpose :

 

Defining, coordinating, monitoring all midwife and maternity related activities in a project area (Outreach activities), according to MSF policies, protocols and standards in order to provide a high-quality Mother and Child Health (MCH) care to the population.

 

Main Responsibilities :

  • Planning, organizing and ensuring the implementation and supervision, in close collaboration with other medical staff, all Sexual and Reproductive health activities. Participating in the definition and update of annual project planning and budget, and if needed, in any emergency activity or exploratory visit in or out of the project area
  • Informing other medical managers or doctors about any possible serious problem or complication (i.e. worsening of state of patients, problems in medicines, etc.). Coordinating and assessing the feasibility for referral of pregnant women to receive further medical evaluation, in order to manage efficiently the resources needed for delivering MCH care while keeping good quality levels.
  • Assisting and collaborating with the field doctors and nurses when required (normal or complicated deliveries, SV cases, etc.), to complement the existing human resources and contribute to the resolution of complicated cases. Ensuring the new-born babies are followed up correctly since delivery and until discharge and that all pregnant women and new-born children are referred to the Extended Program on Immunization (EPI).
  • Managing the midwifes at outreach level and can be called to support maternity staff in the project (Hospital). Planning and supervising the associated HR processes (recruitment, training, performance evaluation, motivation, internal/external communication, etc.) in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
  • Ensuring and supervising the implementation of protocols by all staff under his/her responsibility in order to improve the quality of the healthcare given to population and to prevent any infection due to staff malpractices
  • Supervising the proper distribution of drugs and use of materials, keeping track of consumption patterns and supply orders, and monitoring inventories, together with the project logistician. Training the outreach midwifes and maternity staff if needed in order to ensure having minimum levels of stock to carry out the activities of the project and a rational and appropriate use of material resources
  • In coordination with the project biomedical service supervising the appropriate use of outreach medical devices and anticipating and communicating future needs.
  • Supervising administrative procedures and documents, analysing routine data for monitoring purposes, and being responsible for the collection and analysis of medical statistics and reporting of outreach SRH activities (participation in epidemiological reports and monthly reports according to guidelines) in order to have updated and correct information about the day-to-day activity in the project and to provide support in the decision-making

ORGANIZATION CHART

The Health Officer will be part of the Field mission team and will report directly to the Base Coordinator.  He/she will have direct link with the Health Technical Referent in HQ.

FUNCTIONS

Representation, communication and coordination 

– Works in coordination with the Base Coordinator and the Programme Manager to ensure that the health activities from the different projects are well planned and implemented, following the Logical Frameworks.

– Represents MdM for health-related issues with different Ministries such as the Ministry of Health and Sanitation, Ministry of Gender and Children’s Affairs and the Ministry of Education, with other NGOs and with donors if required.

– Develops and maintains positive relationships with all relevant stakeholders.

– Coordinates health activities with other NGOs and partners in the same area of intervention.

Program Management:

– Participates in the development and implementation of MdM’s Strategy together with the Coordination Team.

– Contributes with the identification of new projects’ interventions while participating in health needs assessments if needed.

– Provides epidemiological monitoring and technical support in emergency responses in the area of Intervention

– Supervises and ensures health/GBV quality sensitisation activities through overseeing the work of the MdM Community Development Officers in the communities and ensuring a high quality level of messaging.

– Ensures the follow-up and technical-medical report of the activities in compliance with the conditions and project stipulations and MdM procedures and principles.

– Supports the organization and planning of Capacity Building to health care workers training together with the Ministry of Health and Sanitation.

– Conducts Supportive Supervisions after the training to ensure that Quality of Care Services is provided.

– Ensures that national and international guidelines and protocols, related to MdM health activities, are followed up and supports to develop and/or update medical protocols and tools if necessary.

– Ensures and contributes to the integration of cross-cutting gender, human rights, anthropological and environmental protection approaches in all projects in MdM’s mission in Sierra Leone.

 

– Ensures and oversees the quality of the activities in the programs.

– Contributes with data collection and analysis.

Management of medical and non-medical material and supplies:

– Conducts technical validations in the definition of logistics procedures for the procurement of equipment and supplies.

– With the health staff in the health facilities, and the support of the logistics team, identifying material needs (pharmaceuticals, equipment, and consumable materials) and ensuring a consistent stock.

Team Capacity Building

– Identify priorities for capacity building training and facilitate internal training for MdM team.

– Holding technical meetings, briefings, and debriefings with MdM team.

Medical safety

– Leads the process of updating and implementing the MdM health guide, the medical evacuation protocol, first aid kits, etc. of the mission

– Ensures the existence, knowledge, updating and application of security rules concerning the health of MdM staff

– Supports the definition and implementation of the health policy for MdM teams

MINIMUM REQUIREMENTS

REQUIRED QUALIFICATIONS:

– Registered Community Health Officer, Nurse or Midwife

DESIRABLE:

– Clinical experience at Primary health care level, sexual and reproductive health programs, epidemic response, Nutrition, with desirable knowledge in public health

Solthis is an international health NGO which contributes to the strengthening of health systems to improve the access to quality care in countries with limited resources and/or with the vulnerable populations. Solthis is registered and has been operating in Sierra Leone since 2011 where our teams have been providing comprehensive technical support at both health facility, national and community levels to improve quality of HIV care.

From 2022, Solthis will support the implementation of the New Funding Model 3 (NFM3) to accelerate the achievement of 95-95-95 targets in Sierra Leone by 2024.

The intervention through quality-oriented capacity building approaches, will complement the national healthcare workers’ capacity building activities such as on-site training, clinical mentorship, supportive supervision and coordination planned by the NACP and NAS in the NFM3. It will focus on strengthening the capacity of healthcare workers (HCWs) (at Health Facilities (HF) and Key Population Drop-In Centers (DIC)) levels and DHMT staff to provide quality of HIV services delivery including prevention, HTS, ART, eMTCT, DSD, EID, Viral Load, TB/HIV etc. It will also strengthen the Supply chain management and laboratory component to improve the accessibility and availability of HIV commodities at health facilities and DICs, and to support DHMT to allocate the available resources in the best possible way to minimize service provision disruption. Finally, the intervention will support data management system and usage of data to improve HIV related indicators. The intervention will be implemented in seven districts including Wester Area (Rural and Urban, Port Loko, Bombali, Tonkolili, Bo and Kenema Districts)

RESPONSIBILITIES AND TASKS

ROLE AND RESPONSIBILITIES

  1. Support the MEAL Coordinator in monitoring the proper reporting process in diverse projects;
  2. Support the MEAL Coordinator in planning, developing, implementing, and testing system updates; and following up on the proper implementation of data generation processes;
  3. Provide timely, cleaned and organized data to support and guide the 4 DHMTs and program team in the decision-making process.

SPECIFIC TASKS/MISSIONS

Mission 1: Capacity building of HCWs and DHMTs for data collection, management and analysis

  • Assess the HIS gaps, identify data quality challenges and design interventions to strengthen capacities, including knowledge and skills of professionnals involved in data collection and management of HIV care services;
  • Facilitate trainings  to strengthen healthcare workers capacities on data collection and reporting tools use and data analysis and visualization in collaboration with national stakeholders and DHMTs ;
  • Conduct mentoring, on the job training and supportive supervision focusing on record & documentation, reporting  and data usage, in collaboration with DHMTs;
  • Support the Solthis medical teams and HCWs in the monthly and quarterly data collection process at the facility level;
  • Provide support to HCWs during reporting period to ensure summary reports are of accurate and of quality and reported on time.

 

Mission 2: Coordination with and technical assistance to DHMTs

  • Liaised with DHMTs and NACP to ensure the availability of reporting tools at health facility;
  • Attend monthly in charges and coordinating partners meeting to support HIV focal person.
  • Prepare and conduct data review meetings at the supported districts

 

Mission 3: Data management, monitoring, evaluation and learning

  • Analyse data collected and contribute to data quality with audit;
  • Ensure feedback on the data collected at the different levels of the health pyramid in order to improve pratices;
  • Support project team members in the use of the M&E tools and in the organization of data collection activities, particularly with regard to the scores adapted;
  • Provide support to DHMTs’ M&Es and HIV focal person to analyze reports coming from health facility and data entry into the DHIS2.

 

Mission 4: Project management

  • Contribute to the update of project management documents (action plan, project narratives, etc.) and to other programming exercises;
  • Contribute to the internal monthly reporting process as well as donor reports;

Context Specific Responsibilities

  • Aligned with the aim of capacity building of the hospital and to encourage each staff member to grow their professional skills, we are promoting each unit to put effective delegation system in place. The effectiveness of this system will rely on the flexibility and motivation of each staff member to carry on extra responsibilities (e.g.: pharmacy stock management, IPC focal point, team leader per shift) identified by the Midwife Activity Manager or the Midwive Supervisor. This will contribute the unit to keep functionning independently in the absence of the supervisors and will impact positively the professional development of the staff.   • Considering the nature of the identified midwifery responsibilities as well as the set-up of the hospital and activities (several buildings within the same unit, high patient flow, night shift, internal transfer of staff if operationnal need, support in referrals, …) ; a subsequent level of flexibility and mobility will be expected for each staff occupying this position.

MSF Academy
