The Position:

Job Purpose:

Qualifications and Experience:

The Position:

General Description of GOAL’s Work in Sierra Leone

GOAL has been present in Sierra Leone since 1998, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban faecal sludge management and promoting social inclusion, empowerment and decent work through systems-based programme approaches and community led social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia and Kenema Districts, with funding from Irish Aid, Bill & Melinda Gates Foundation, the European Union and USAID through John Snow, Inc.

 

Scope Of Work

GOAL, in collaboration with Kenema//Kambia DHMT piloted decentralized clinical mentorship using the current MOHS structure, using chiefdom supervisors and midwives to provide mentorship in CHPs and MCHPs. This is contributing to the programme Government of Sierra Leone’s effort (GoSL) to improve the quality, availability, and accessibility of reproductive, maternal, new-born, child, and adolescent health services.  There is also a focus on improving the quality of data especially at the PHU level.

GOAL is recruiting for one District Clinical Supervisor (DCS) for the Irish Aid Clinical mentorship pilot in Kenema. The DCS will be responsible for ensuring that core components of the clinical mentorship by chiefdom supervisors and midwives are followed, document any adaptation to the original concept and act as the main focal point at the district level.

This position is needed urgently so applications will be processed as they are received.

 

AREAS OF RESPONSIBILITY 

  • With support from the HPM, work with the DHMT to support the clinical mentorship pilot providing   direct mentorship and on-the-job training to the chiefdom supervisors and midwives in 2 chiefdoms of Bombali District.
  • Provide direct support in collecting, collating and of all monitoring data related to the clinical mentorship pilot.
  • Provide support to troubleshoot mentees on the mentorship topics.
  • Link with the community facilitators to provide feedback loop to the communities about improvement of healthcare workers’ competencies in collaboration with the DHMT.
  • Support the DHMT and facility staff on meaningful supportive supervision under the guidance from the health programme manager.
  • Carry out regular spot checks to PHUs to see how the mentors are delivering the mentorship package.
  • Contribute to the monthly PHU-in charges meetings and feedback perspectives and analysis of health data from targeted facilities.
  • Support and contribute to the regular on going monitoring of the clinical mentorship and documentation to prove the concept of the clinical mentorship.
  • Ensure that regular updates on the progress of the mentorship pilot is shared with the DHMT and senior GOAL team.
  • Ensure that senior members of the DHMT and especially those chosen to lead on this are aware of what is going on with regards the mentorship
  • Document learning and share with senior GOAL health team colleagues.
  • Submit weekly, monthly, quarterly and annual reports to the HPM.

REQUIREMENTS

To effectively deliver this engagement, the applicant should meet the following requirements.

  • CHOs/Midwifes
  • At least 5 years’ experience of working in a clinical setting.
  • Demonstrated ability to mentor and supervise others.
  • Experience in providing clinical mentorship/trainings in Sierra Leone, including on RMNCAH-related areas is preferred.
  • Demonstrated knowledge and/or experience of having worked with district health systems.
  • Excellent English and Krio speaking/writing skills required.

General Description of GOAL’s Work in Sierra Leone 

GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban WASH focusing on faecal sludge management and promoting social inclusion, empowerment, and the promotion of decent work through systems-based program approaches and community led social and behavioural change. GOAL currently operates in Western

Area Urban (Freetown), Kambia, Bombali, Koinadugu, Moyamba and Kenema Districts, with funding from Irish Aid, Charity: Water and FGDO.

 

GOAL’s Health Programs 

GOAL is implementing a Health System Strengthening (HSS) approach in 18 PHU areas in the western area, 10 PHU areas in Kambia, 16 PHUs in Kenema, will also be working in 10 PHUs in Bombali district. In collaboration with the Kenema DHMT GOAL and Eastern Technical University a decentralized mentorship using chiefdom supervisors and midwives (this approach will be the same Between GOAL and School of Midwifery/Ernest Bai Koroma University). HSS activities are focused on training, mentoring, monitoring, and technical assistance.  Community Health Facilitators that facilitate dialogue sessions on health and accountability issues in the community work closely with clinical mentors providing support in health facilities.  GOAL is also looking to strengthen health accountability, through facilitation of dialogue between facilities and the catchment community. Each PHU has a community-based Health Management Committee (HMC), which GOAL staff provide mentoring, guidance, and support to.

 

Description of the Role 

The Community Health Facilitators is responsible for the implementation at the community level, Community engagement activities to Promote ASRH Behaviours in Western Urban, Kambia, Kenema and Bombali Districts. S/he will work closely with the Community Health Workers and the Facility Management Committee or Village Development Committees to ensure health promotion and communities are engaged and create demand for health services through SBCC. S/he will work with Community Health Workers (CHWs) to organize community platforms and facilitate regular and frequent interface with communities, health facility staff and schools to discuss issues around adolescent and health accountability.

 

Key Responsibilities 

  • Implementation of Community Engagement Activities to Promote ASRH behaviours including teenage pregnancy reduction.
  • Together with other team members and in close collaboration with community stakeholders map out and select adolescence who will serve as positive or role model for the promotion of ASRH including TP reduction Actively participate in organizing, planning and facilitation of community engagement meetings to explain project and its relationship with ongoing work
  • Organize community stakeholders dialogue forum to discuss ASRH issues and TP reduction
  • Liaise with stakeholders of schools, to organize and set up school adolescent health clubs.
  • Support the community resource person to facilitate community dialogues
  • Support adolescent mentors to facilitate engagement with both in and out of school adolescent

  • Work closely with clinical mentors to document the percentage of community referrals that go for treatment at the health facility
  • Collect and submit high quality data used to monitor the progress of the project against set objectives and indicators
  • Plan and undertake ongoing monitoring of project activities and share data with the MEAL team for analysis
  • Submit weekly, monthly and quarterly reports to the Community engagement supervisor and or other senior members of the health team as may deem necessary.

Facilitator.

  • Link up with other staff working on other project to organize meetings with Facility Management committees (FMCs) and Village Development Committees (VDCs) on ASRH and teenage pregnancy reduction activities and strategies to encourage community to take actions that will address issues relating to adolescent health including teenage pregnancy.
  • Properly file all field and project reports, plans and other documents in a well-organized manner that will ensure easy or user-friendly access to document as and when the need arises.
  • Attend and actively participate in weekly or biweekly internal program review meetings.
  • Establish and maintain excellent and professional working relationships with relevant community stakeholders, community groups, school/community authorities, PHU staff and any other body or individual that will be essential for the progress of the project activities
  • Ensure the highest standards of safe guiding by abiding to GOAL’s safe guiding Policy and Code of behaviour. Sign and commit to GOAL’s conflict of interest.
  • Other responsibilities as assigned by the Community Health supervisor and by the Health Programme Manager.

  • Responsible for the collection of   community engagement data using Android devices
  • Responsible for verification of data collected from the field before imputing it into their Android devices.

Position Overview
The Architect will support the day-to-day planning and management of various new-construction and rehabilitation projects at multiple Primary Health Units across multiple districts in Sierra Leone.

 

This position will work hand-in-hand with the Ministry of Health and Sanitation towards the successful designs for the renovation and expansion of 12 primary health units.

 

Essential Duties and Responsibilities:
 

  1. Documenting of Existing Facilities
    • Evaluates existing building conditions to understand spaces, integrity of structure, staff and patient flows
    • Compiles existing conditions into as-built documents; architectural floor plans, building elevations, ceiling plans, window and door schedules, site layout plans. All drawings and details shall be produced to-scale
    • Generates reports of all existing building conditions, surrounding areas
  2. Facility Layout and Design
  • Works with hospital clinical and administrative staff to understand spatial needs of the facility
  • Assess if there is need for extension or expansion of the facility in order to accommodate clinical services
  • Document required renovation works for each facility i.e., wall patching, painting, ceiling repairs, floor refurbishing, window and doors replacements, electrical works, plumbing works etc…
    • Drawing Creation – Responsible for the creation of all necessary construction drawings for renovation and expansion, i.e., floor plans, building elevations, ceiling plans, window and door schedules, site layout plans, construction details, finish material schedules
    • Creates building designs in 3D design software, i.e., Revit, SketchUp, to allow for in-depth understanding of space by clinical and administrative teams
    • Collaborates with clinical and administrative teams on the determination of future clinic layout and staff/patient flow, working through multiple review and approval periods (Schematic Design, Design Development, Construction Documents)
    • Undertakes multiple design projects concurrently

Position Overview
PIH-Sierra Leone is supporting the Ministry of Health and Sanitation in the implementation of the five-year World Bank funded QEHSSSP health systems strengthening project that will implement a comprehensive Hub-and-Spoke approach in 5 districts in Sierra Leone through focused investments in staff, stuff, space, systems and nutrition.

Through the project, Partners in Health, in the leadership of Ministry of Health and Sanitation, will be supporting 3 health facilities in the district (Jojoima, Buedu and Bandajuma) through comprehensive health systems strengthening approaches to develop these sites as sites for comprehensive Reproductive, Maternal, Neonatal, Child Adolescent Health and Nutrition services.

The positions will be based in one of the health facilities in Kailahun: Jojoima CHC, Buedu CHC or Yawei Bandajuma CHC

The assistant nutritionist will work under the supervision of facility in charge and will support in delivering high quality nutrition services to the patients. She/ he will also be responsible for monitoring the standards of food being provided at the birth waiting home. The incumbent will also be responsible for providing counselling on Maternal, Infant and young child nutrition and providing nutrition support to clients identified with under nutrition.

Main duties and responsibilities
  • Ensure the standards and operational procedures regarding the delivery of nutrition services are adhered to.
  • Collate individual and monthly reports on nutrition support provided through the facility.
  • Monitor the availability and usage of food supplies and develop a system for reordering so as to avoid stock out of nutrition commodity
  • To assist in maintaining dietetic standards and provide diet counselling to patients at the health facility.
  • To monitor the standard of food being prepared at the birth waiting home.
  • Provide counselling to clients on maternal, infant and young child feeding practices.
  • Ensure appropriate nutrition specific behaviors are being promoted at the Postnatal wards and in the OPDs
  • Support growth monitoring OPD and provide appropriate counselling to the mother.

The Award and Compliance Manager will provide focused support to PIH Sierra Leone on a five-year award from the World Bank to strengthen the quality of essential health services and systems, in partnership with the Ministry of Health and Sanitation Sierra Leone, ensuring internal controls are strong.
Sitting outside day-to-day operations, the Award and Compliance Manager will work closely with PIH Sierra Leone staff to ensure strong management of program, finance, procurement, human resource, and operational functions in line with the Project Implementation Manual and donor regulations. In each of the foregoing areas, the Award and Compliance Manager will play a pivotal role in ensuring the implementation of internal controls and donor requirements to deliver on time, on scope, and on budget. This position will be a primary grant compliance resource for the implementation and oversight of project operations and compliance systems and processes in accordance with PIH policies, the Project Implementation Manual, MOHS and donor requirements. This work includes ongoing monitoring, accompaniment, and training of staff for clear and accurate demonstration of results on the project’s goals, financial management, donor assessments, and audits.

Essential Duties and Responsibilities:
  • Ensure PIH Sierra Leone has adequate policies, procedures, systems, and staff capacity to operationalize the quality essential health services and systems project in accordance with the requirements of the project implementation manual.
  • Act as the primary point person for matters arising from the project implementation manual including comprehensive consideration of donor regulations into the activities and project operations. This work includes donor’s prior, post-approvals, and waivers for exceptional needs and circumstances.
  • Train and equip project implementation and administrative staff to effectively implement and oversee procurement, finance, and human resource functions. Oversee cost allocations and assets including underlying inventory and stock records.
  • In addition to the Senior Grant Specialist, serve as an additional control for conducting regular spending and budget reviews, identifying risks, assessing revenue and expenditures variances.
  • In coordination with award management and compliance staff at PIH Boston Coordination site, perform periodic spot checks, and guide and support PIH Sierra Leone on areas of development.
  • Implement tools and training to enhance efficiency and effectiveness of project implementation, award management, and compliance activities. Provide guidance and support to resolve any specific issues expeditiously and effectively.
  • Enhance visibility of achievements (e.g., programmatic deliverables, procurement, supply chain, audits, funds flows etc.) and strengthen coordination among PIH Sierra Leone and PIH Boston Coordination site teams for continued support for project activities.
  • Perform review of and organize due diligence checks on financial and audit reports, agreements, including other contractual, Human Resources, procurement, and financial documents. As required, organize appropriate approval of these documents through donor and PIH systems.
  • Communicate project progress, areas of improvement, and other recommendations to the PIH Sierra Leone leadership team.
  • Support project teams to plan, prepare, and respond to the donor or PIH audits and organizational capacity assessments. Follow up on audit findings and assessment recommendations to address and close any observations in a timely manner.
  • Support project teams to plan and implement award start up and closeout processes, including timely submission of final deliverables and formal receipt and acknowledgement by the donors.
  • Perform other tasks including donors and collaborators communication, recommendations to the PIH Sierra Leone leadership team on important matters, and participation in awards design, grant negotiations, budgeting, and record keeping.

Position Overview
 

The main purpose of the position is to provide support for PIH Microbiology Laboratory (ML) to ensure reliable results on time to Clinicians for management with targeted treatment rather than empirical treatment by WHO standards and project needs and ensure that the role of the microbiology laboratory in antimicrobial stewardship is enhanced.

  • Support the PIHSL Microbiology Lab team to be operational based on the Clinical Laboratory Standards Institute (CLSI) or European Committee on Antimicrobial Susceptibility Testing (EUCAST) to process blood cultures for patients.
  • Support the activities from the project side and be the link between PIHSL and project team.
  • Ensure competency of all Lab personnel and adherence to PIH/MOHS Quality Management System.

 

 

Essential Duties and Responsibilities:
The Microbiologist will be responsible to oversees all aspects of PIH/MOH microbiology Lab at Koidu Government hospital in Kono District.

 

  • Train PIH/Ministry of Health (MoH) laboratory technicians on microbiology techniques in accordance with PIH/MOHS and international standards.
  • Ensure to provide timely, reliable, and reproducible identification of microorganisms and antimicrobial susceptibility results.
  • Actively participate in the antimicrobial stewardship committee and development of guidelines for the most common infectious diseases.
  • Ensure the implementation of an Internal and external quality control system in the laboratory.
  • Adapt the existing WHO Standard Operation Procedures for microbiology and other tools in accordance with MoH guidelines.
  • Ensuring proper registration and records of all microbiology lab-related activities, implementing the correct use of the surveillance program WHONET to have proper records of laboratory results.
  • Provide monthly reports based on extracted data from surveillance program WHONET.

Background

The purpose of the U.S. Agency for International Development (USAID) funding for the Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone is to improve the performance and functionality of the health systems to deliver quality, integrated health services, with a focus at the district and community levels to promote optimal key health behaviors to prevent illnesses. Health services include delivery of primary health care at Primary Health Units (PHUs) and community outreach and district hospitals. Scope of the Position

The Monitoring and Evaluation Lead (M&E Lead) will be responsible for the design, coordination and implementation of the monitoring and evaluation, research and learning framework of SIHSA in a manner that conforms to USAID Monitoring, Evaluation and Reporting guidance. Working closely with the Chief of Party and all relevant colleagues, the M&E Lead will be responsible for developing and implementing tools for tracking performance during SIHSA’s implementation and working with
stakeholders to ensure that project outcomes are achieved on time. The M&E Lead will oversee the
design and implementation of research as needed; and will be responsible for building the capacities of  project staff and relevant stakeholders on all areas related to M&E.
This position is expected to be based in Freetown. This five-year position is contingent on Helen Keller being awarded funding and is anticipated to begin in spring 2023.

Specific Responsibilities

The M&E Lead will be responsible for the following:

1. Designing the USAID SIHSA M&E Framework
• Lead in the development of the overall M&E framework for SIHSA. This includes:
o Design of the overall M&E system that meets the information needs of project staff, the donor
and other stakeholders.
o Design of data quality assurance procedures and tools, formative supervision tools, design of
surveys including sampling and questionnaires.
o Ensuring that monitoring data is systematically used by project staff to strengthen
implementation in a timely fashion.
• Using Helen Keller’s approval guidelines related to surveys and research, provide guidance and
support to SIHSA’s staff in design and conducting baseline, midterm and endline surveys to
ensure project learnings and alignment to donor requirements. This will include a review of
sampling methodology, questionnaire design, analysis plans, and final reporting.
• Lead the mid-term review of SIHSA, impact assessment, final evaluation, and develop SIHSA
monitoring plan with relevant data collection systems.
2. Implementation of M&E and Coordination
• Ensure that SIHSA’s monitoring plan is updated consistently to inform project progress and
performance.
• Lead all SIHSA’s M&E initiatives, including monitoring data quality and tracking the progress of
the project towards targets.
• Lead regular review meetings to assess progress against set targets, and provide
recommendations based on internal policies, USAID’s regulations and the Activity timeline.
• Lead in the identification and implementation of key performance indicators (KPI) as well as
monitoring them throughout the duration of the Activity.
• Lead project staff on ways to properly document, organize and capture SIHSA progress.
• Keep abreast of developments in grant/Activity changes and progress to advise and
recommend tools and strategies to increase the Activity’s performance and results.
• Perform regular field visits to ensure the quality of data collected by SIHSA’s staff and to verify

Required Qualifications/Competencies
• Minimum of a master’s degree in a quantitative field (economics, development economics,

training in quantitative methods.
• At least seven years of related work experience, or an equivalent combination of education and
experience.
• Knowledge of and experience with USAID monitoring and evaluation requirements, and of
USAID sanctioned indicators.
• Demonstrated ability to design and implement monitoring and evaluation systems for public
health programs in low and middle-income countries, including selecting appropriate indicators
for program activities and ensuring timely data collection, analysis and reporting.
• Experience in developing results frameworks, logical frameworks, program impact pathways or
similar tools for project design and implementation is required.
• Proven expertise in qualitative and quantitative research methodologies, as well as strong

BACKGROUND

Helen Keller is pursuing a competitive USAID-funded opportunity in Sierra Leone entitled
Strengthening Integrated Health Services Activity (SIHSA). This activity’s estimated cost is valued

Vendor must be available to overlap with standard business hours in both the US and Sierra

DURATION and TIMEFRAME

Total duration of engagement has been estimated to be 20 (twenty) days; however, this is
indicative in nature and subject to change as the assignment may demand higher or reduced
involvement.

SCOPE of WORK

The scope of work will include, but is not limited to:
• Lead the content development and copywriting of the technical narrative (activity design) and
specified annexes by closely working with country office staff, and relevant members of the
global Program Technical, Business Development and Finance teams.
• Engage with consortium partners as needed during the capture and proposal phases.
• Maintain an overall oversight of the proposal process and provide the necessary day to day
support for this opportunity.
• Review the donor guidelines for proposal development and ensure that the proposal package
meets the necessary requirements.
• Gather key resource documents and reference materials for the proposal development and
synthesize relevant information for the proposal.
• Analyze available assessments and secondary literature concerning context/problem

annexes prior to final technical narrative, ensuring the final proposal is responsive to the
donor’s technical concerns and complies with all requirements.

• As needed, ensure that the budget matches the activities described in the technical narrative
and annexes and that it is technically sound and competitive.

DELIVERABLES

The final deliverable will be a technical narrative and annexes for the proposal with key
milestones and intermediate deliverables to be defined throughout the process.

Position Overview
The Environmental Health Worker is a key member of the Operations department in ensuring that our janitorial services are regularly maintained, especially at the welbodi or KGH health facilities. The Environmental Health Worker will work closely under the supervision of the Environmental Health Team Supervisor to help provide janitorial support to our facilities, thereby creating a conducive and healthy environment for all. The Environmental Health Worker will be required to perform regular and daily deep cleaning activities both internally and externally at the Welbodi or KGH health facilities, check on cleaning supplies and replenish stock; wipe down furniture’s using different cleaning products; and strictly follow all IPC protocols. Under general direction of the Environmental Health Team Supervisor, cleans all areas of the hospital by performing routine cleaning of patient rooms, nursing units, offices, clinical areas, waiting areas, lobbies, lounges, restrooms, and corridors. Demonstrate ability to utilize the appropriate chemicals and supplies according to procedure.
Essential Duties and Responsibilities: 
  • General cleaning of the building and keeping it maintained and in good condition.
  • Using various cleaning chemicals and disinfectants, environmental health staff is responsible to wipe equipment, clean furniture, floors, windows, ceiling, and the outside facilities environment

Position Overview
The Neonatal/Child health Mentor will be an integral part of the clinical team, working collaboratively with others to ensure that nurses consistently deliver high quality, patient-centered care in the SCBU/NICU units once the MCOE is operational.  It is also important that the Nurse Mentor seeks to develop and maintain relationships with nurses and clinical leadership of the MOHS and to promote PIH model of social medicine in healthcare.

The nurse mentor is an experienced nursing staff, who will serve as a role model, advocate, and provide guidance, while also sharing their clinical experiences to help nurses develop and gain confidence in their roles, most importantly thinking critically and solving problems independently. For new nurses, the Nurse Mentor will get them acclimated to the clinical setting. The Nurse Mentor will provide formal and informal training, support, and counseling to nurses within safe environments, inside and outside of clinical settings. Nurse mentors

demonstrate compassion and humility in their interactions and develop trust-based relationships with their mentees. Nurses who rely on their mentors for guidance, wisdom, and knowledge sharing often see their mentors as role models, teachers, and friends.

Strategies nurse mentors can use to help develop the skills and confidence of nursing staff include coaching, teaching, counseling, advocating, and providing support. Additional strategies include sharing success stories, assisting all nurses in social situations, and getting them to think critically and solve problems.

Essential Duties and Responsibilities: 
Specific Responsibilities:

  • Collaborate with the Neonatal  Clinicians, RMNH Clinical Manager and Koidu Government Hospital Matron to assist with developing and facilitating a neonatal care curriculum and Induction pack, to ensure nurses at the facility are aware of, and comply with standard nursing policies and protocols, and use best practices while providing nursing care.
  • Ensure that student nurses develop good nursing practice skills; supervision and mentorship of nursing students who are posted to the facility for clinical practicum is required.
  • Provide nursing care alongside nurses in the wards, while being observant for opportunities for mentoring and coaching in nursing competencies; this may include working in varying shifts as required.
  • Work collaboratively with the Nurse-in-Charge of the wards to identify gaps in nursing care and developing a plan to systematically address such gaps; this may also include identifying professional and clinical development opportunities for high performing nurses in the wards.
  • Identify and implement Quality Improvement projects that would improve on the ward’s Key Performance Indicators (KPIs), while also improving patient outcomes and developing nursing practice and clinical skills.
  • Facilitate In-Service trainings and nursing clinical presentations as a means to encourage and develop a culture of continuous learning among the nursing teams.
  • Create and maintain a safe and open learning environment for nursing staff including for student nurses.
  • Collaborate with the Child health Clinical team and RMNH Manager to facilitate annual Nursing Skills competencies check-offs.
  • Effectively manage the wards in the absence of the Nurse-in-Charge and with the support of the Hospital Matron and other Nursing leadership.
  • Provide supervision of nursing staff in the wards in collaboration with the Nurse-in-Charge to ensure that nursing policies and protocols are followed and that nurses provide competent, evidence-based care.

• Collaborate with the Child Development Clinic to identify babies in need of follow-up and to ensure appointments are set-up, with links to care prior to discharge from the facility.

• Conduct surveys to identify training needs for nurses and students while also seeking feedback from clinicians working in those wards.

• Provide training and mentorship at other PIH-supported facilities as may be required.

• Collaborate with the M & E team to collect data, compile and share activity and monthly reports required by the grant with the Directors of Nursing and Clinical Education and others.

• Other responsibilities as deemed required by the RMNH Clinical Manager and the Neonatal and Child Health Clinicians.

  • Experience in working in Pediatric and Child Health departments as the incumbent will need to provide support in these areas as needed
  • Evidence of additional training/specialization in neonatal care
  • Experience as a preceptor or tutor or of mentoring others, is a plus
  • Experience in QI processes and data collection for monitoring and evaluation as there is a need to generate monthly reports and regular unit QI projects
  • Basic knowledge and proficiency in using Microsoft Office – Word, Excel, PowerPoint

General Description of the Programme/GOAL

GOAL has a 24-year presence in Sierra Leone with activities in Western Area Urban, Kenema, Karene, Koinadugu, Falaba, Moyamba, Bombali and Kambia Districts. The GOAL Sierra Leone program contributes to poverty and vulnerability reduction and building long term resilience through the implementation of multi-sectoral, integrated Programmes. GOAL SL has implemented programmes and projects in WASH, Health and Emergency. GOAL had been heavily engaged in all areas of the Ebola Virus Disease (EVD) response.

The GOAL Sierra Leone health Programme specifically focuses on systems strengthening and community level behaviour change Programming with the aim of improving maternal & child health, integrated with nutrition components and a Water Sanitation & Hygiene (WASH) Programme. These complement child protection and empowerment interventions. GOAL mainstreams gender, child protection, HIV and environment across all Programmes and operations. GOAL is engaged in direct implementation of hardware and software activities as well as supporting a mix of national and international partners including community-based organizations which require significant capacity building of operational and technical capacity.

GOAL is engaged in NGO consortia as a com-implementor and aims to work with a local NGO in the Health sector to support processes where local actors take the centre stage in development as well as pursue the localization agenda.

Purpose of the Role-Overall Objectives

The Assistant Health Coordinator (AHC) is deputizing the Country Health Coordinator (CHC) for providing strategic insight, technical guidance, and leading the implementation and operationalisation of the Health Component of the Country Strategic Plan.  THE AHC works with CHC also to provide leadership, management, and technical support to the health Programme in Sierra Leone. The post holder ensures the effective implementation, monitoring and evaluation of GOAL health Programming in line with approved Programme proposals and budgets. The AHC will also assist the CHC to maintain external relationships with critical government and non-governmental actors in the Health Sector at different levels. S/he will also deputise the CHC in representing GSL externally and promote our approach and advocate for improvements in the overall health Service Delivery and quality. The AHC also assistant the CHC to coordinate with Global Health Advisor and SBCC Advisor and ensures TA is provided on a regular and consistent basis with the aim to ensure quality delivery of the Programmes.

Detail Responsibilities of the role: 

Leadership 

  • Work closely with CHC to Develop and maintain a coherent Programme strategy that contributes to GOAL’s inter sectoral strategy, in close coordination with the WASH Coordinator, PD, the CD and the GOAL Programme team.
  • Deputize the CHC in coordination and management pf the overall planning and direction of GOAL’s health activities at country level.
  • Work with relevant partners in the implementation and delivery of GOAL’s Health strategy.

Programme Development 

  • In conjunction with the CHC, HQ Health Advisors, PD and CD supports the development and update of a multi-year country plan for 2023-2025 and ensure that the health component is developed and budgeted with a clear implementation plan and results framework for the three years.
  • Assist the CHC to further promotes GSL system analysis and Health system strengthening approach with the view to  align and complement i on national priorities, standards, strategies and policies.
  • Assist in the conduct of in-depth analysis of context and health systems, rapid needs assessments, and supervision of research initiatives as necessary.
  • In coordination with the relevant health team members, and the PDQM , support the CHC in preparation of accurate and timely Programme proposals and donor reports.
  • Work with the CHC to monitor GOAL’s emergency preparedness capacity in relation to the context in country and in the region.
  • Assist the CHC in ensuring that Goal country health programming adopts the evidence-based approach and support internal processes for GSL to become a learning organization by conducting, amongst others, SWOT analysis, Lesson learned practices, research etc…).
  • Deputize CHC to liaise with GOAL’s Global Health team on policy development and strategy. 

Representation 

  • Deputize the CHC in representing GOAL’s health work at the national level to in country donors, UN agencies, NGOs and other stakeholders, as required.
  • Contribute towards the dissemination of GOAL’s health work through publications (general public, health sector actors, academic institutions) in consultation with the ACD-P and GOAL’s Global health and Monitoring, Evaluation Accountability & Learning (MEAL) teams.

Programme Management/Support 

  • Support project managers in the implementation of the Health project-related activities in the operational districts(Meso) and communities (Micro).
  • Oversee all operations for the ICSP activities, with support from the CHC as needed and ensure follow up internally with procurement and logistics departments.
  • Provide technical and management support for ICSP programming in Kambia, Kenema, Bombali and Western area.
  • Ensure that GOAL’s ICSP programmes and any new grant are in line with Government and donor priorities for Sierra Leone and reflect the actual needs for each district and in line with district annual health plans and Health system strengthening.
  • Support Health programme managers to facilitate the development of fully costed district health plans that reflect the priorities of individual districts.
  • Project development and management responsibilities for the ICSP programme, including budget management, donor compliance and staff management.
  • Responsible for submission of timely, accurate and high-quality donor reports in collaboration with country Health Coordinator and Grants unit.
  • In conjunction with MEAL team in Country provide support to the development and implementation of M&E framework and implementation plan with advice from Country Health Coordinator if necessary.
  • Working with M&E team and with support from the Country Health Co, ensure there is a strong and robust M&E system in place for the health program in Sierra Leone (SL). Work with managers to build a culture of using the health dash boards and other information for reporting and development of new grants
  • Participate in formation of alliances and consortia with key strategic partners including INGOs, local NGO, and private sector to facilitate joint fundraising and implementation opportunities.
  • Attend relevant national meetings in Freetown including various working groups and technical meetings. Actively participate in discussions relating to survivor care and the transition plan,
  • In collaboration with the Safeguarding coordinator/ Mainstreaming Focal points ensure the mainstreaming of key issues including but not limited child protection, SGBV, gender and all other related safeguarding policies.
  • Identify technical gaps on the health team and partners and oversee the capacity building.
  • Ensure that lessons learnt, success stories and best practice are being documented by the programme and that GOAL’s Health Programme is incorporating organizational developments for health.
  • Any other duties as assigned by the country Health Coordinator and Senior Management, including support on complementary emergency projects in Freetown as needed.

Staff Management / HR

  • Coordinate and support the Country Health Coordinator, Health Programmme Managers and Officers and ensure that the individuals work plans are developed and are effectively aligned with and support achievement of the Programme objectives.
  • Line manage and provide technical support to health staff (Health Programme Managers, Surveillance Coordinator etc…), including performance management and appraisals.
  • Assist the CHC on supervising recruitment of health staff in coordination with HR in Sierra Leone, London and Dublin.
  • Enhance technical and health management skills of the GOAL health team in Sierra Leone.

Requirements of the Position:

Essential :

  • Educational Level:  A degree on medical training: CHO, SRN, Midwife, SECHN with field experience.
  • At least 5 years of experience coordinating and managing health programmes.
  • Proven expertise and experience in reproductive, maternal, newborn, child and adolescent health (RMNCAH), and other related areas.
  • Strong understanding of health systems strengthening and system approach.
  • Very strong demonstrable experience in all aspects of project management including project planning, implementation, monitoring and evaluation, financial management and the design/utilization of appropriate project management tools, and the capacity to transfer this experience to others.
  • Demonstrable skills and experience in resilience analysis and community engagement approaches i.e. social accountability and community dialogue and conversations.
  • Excellent interpersonal, motivational and management skills with extensive experience and staff mentoring capacity.
  • Effective communication, networking, analysis and writing skills.

Desirable :

  • A master’s degree level in public health or other appropriate disciplines; clinical background is highly desirable.

Position Overview
We are looking for a dependable Pharmacy Technician that will process and fill prescriptions of NCDs medications to patients. You will also undertake other tasks under the direction of a Pharmacist Manager to provide excellent patient service and ensure the pharmacy runs smoothly. As a pharmacy technician, you must be detail-oriented and reliable since the job has high responsibility. You must possess excellent communication skills as well as an aptitude for using computers and other Microsoft applications. This role will be based in Kono district at the Koidu Government Hospital-KGH fully working and supporting PEN-Plus Non-Communicable Diseases-NCD Unit.
Essential Duties and Responsibilities: 
  • Sterilize surfaces and equipment and prepare the NCD pharmacy for opening and keep it clean and organized
  • Put our patients’ NCD first, and answer questions relating and complaints around NCDs
  • Receive prescriptions, check their validity and dispense accordingly
  • Process prescriptions electronically and ensure all information is complete and accurate
  • Resolve issues when they arise irrespective of their complaints and backgrounds around NCDs
  • Select the appropriate medicine and measure dosages to fill prescriptions
  • Sort, stock shelves, label all NCD medication and monitor inventory on daily, weekly and monthly basis as well ensure an adequate supply of medication and consumables.

Position Overview
For a World-Bank financed health systems strengthening project, the Procurement Officer will have responsibilities for procurement essential to the day to day operations of the Supply Chain Team, including obtaining quotations, performing quote analysis, and creating and sending purchase orders, in compliance with donor regulations. The Procurement Officer must also ensure that we follow our standard operating procedures in a timely and efficient fashion and maintain consistent and organized records. This position requires a high level of integrity, analytical skills, and attention to detail. The Procurement Officer is responsible for entering requests into PIH and donor procurement trackers and keeping the trackers up to date. The Procurement Officer plays an essential role in ensuring that data is entered accurately and on time, which directly contributes to the accuracy of PIH’s reorder and budget forecasts, as well as the success of PIH’s annual audit.
Essential Duties and Responsibilities:

Title of position: Infection Prevention and Control Supervisor (Level 7) 

Status of position: Full Time Position

Location: MSF Hangha Hospital, Kenema

Implementing and supervising an infection control program in a project or health facility, according to MSF protocols, safety and  IPC measures, in order to ensure quality of care and safety of patients, caretakers and staff.

Main responsibilities 

  • In collaboration with each service activity manager, maintaining and supporting the day to day implementation by the ward  supervisor of the standard precautions in health structures in all departments including sterilization, laundry and kitchen, and  providing technical supervision, training and support to the staff on IPC related issues using existing tools such as audits,  checklist, surveillance.
  • Implementing and monitoring adherence to additional precautions for air, droplet and contact transmissible diseases when  indicated. Based on a given patient-diagnosis, evaluating the need and supporting the implementation, if needed, for additional  precautions in collaboration with the medical team and act accordingly
  • Supporting in the implementations planned, the correct ‘clean and dirty flows’ inside the health facility. Ensuring that  environmental standards and administrative measures in the facility are respected (bed spacing, number of handwashing  stations etc.) and together with the Hospital Facilities Manager and WHS Supervisor, that the essential requirements are  available in the health structures
  • Guaranteeing compliance to aseptic care techniques and to the correct use of antiseptics, disinfectants and detergents,  through trainings and audits.
  • Checking the consumption and the quality of IPC materials and equipment, including cleaning materials and equipment, PPE,  etc.
  • As member of the Infection Control Committee, participating actively in the lively and pro-active tenue of the meeting,  supporting the development and following up the Infection Control Action Plan.
  • Supervising the team under his/her responsibility and participating in the associated HR processes (e.g. recruitment,  training/induction, evaluation, potential detection, coaching, development and communication) in order to ensure both the  sizing and the amount of knowledge required.

  • Transmission-based Precautions (TBP): are the second level of basic infection control and are to be used in addition to  standard precautions for patients who may be infected or colonized with certain infectious agents for which additional  precautions are needed to prevent infection transmission (contact, droplet, airborne).

MSF Section/Context Specific Accountabilities 

  • primary focus on nurses through a thorough curriculum in basic clinical nursing care (BCNC) developed and delivered  by the MSF academy. Required Criteria 

Education Mandatory: Nurse or midwife (or equivalent) diploma / EPI / pharmacist diplomas with IPC background  experience or diploma

Required: Computer literacy is required especially good knowledge of MS Word, Excel, and  outlook.

Language Required: Mende and English.

Desirable: Krio

Experience Desirable: Previous working experience working with MSF or other NGOs Experience in OT, Intensive Care Unit is an asset
