Jhpiego Sierra Leone Country Office seeks a candidate for a full-time analyst position focused on carrying  out a full range of complex epidemiologic and surveillance activities associated with event-based surveillance  (EBS) systems and associated alert and response operations (ARO) at the Sierra Leone EOC. This position  works 40 hours a week.

The analyst will be hired by Jhpiego and assigned to the 117 Call Centre and/or Event-Based Surveillance  unit at the Directorate of Health Security and Emergencies in Freetown, Sierra Leone. This is an outstanding  opportunity to work with the nation’s lead agency charged with protecting Sierra Leone’s public health.

The following vacant position is available for immediate filling:

Duties and Specific Responsibilities: 

Technical:  

∙ Support the development and review of scripts and checklists for call agents

∙ Conduct routine surveillance using digital surveillance platforms, such as EIOS and other sources to  detect signals of unusual or unexpected events

∙ Support signal detection, verification, risk assessment and escalation from both digital and non digital sources

∙ Facilitate or participate in regular public health intelligence meetings

∙ Support the Call Centre/EBS Surveillance unit the verification of events

∙ Support the Call Centre/EBS Surveillance unit in outbreak investigation and response activities  ∙ Register and log signals/events and their associated follow up actions into EBS’s event management  system

∙ Support the development and implementation of epidemic intelligence products, such as daily EBS  reports, situation reports, maps, dashboards, and other data visualizations

∙ Monitor and evaluate uptake and performance of new and existing EBS technologies and products

Required Qualifications and Experience

∙ Strong skills in disease surveillance and public health intelligence

∙ Experience in designing and implementing an Event-based surveillance program, signal mining  products like EIOS

∙ Knowledge of digital disease surveillance platforms like eCBDS, DHIS2, event management system  ∙ High proficiency in Microsoft Office products and Information Technology

∙ High proficiency in software for analyzing/interpreting surveillance data (e.g Epi Info, Excel, SAS,  STATA, R, Tableau, Microsoft BI)

Duties and Specific Responsibilities: 

Technical:  

∙ Contribute to the development and improvement of technical documents; call agent’s call scripts for  different priority diseases, standard operating procedures, manuals, guidelines, checklists, and other  work-related documents.

∙ Strengthen the linkage of 117 call center with the surveillance unit, and other one health stakeholders  ∙ Develop and disseminate weekly 117 call center reports with management.

∙ Keep and maintain a rumor log to track conversations and follow trends of happening in the  communities.

∙ Log on signals received from calls on the signal platform and share weekly report to include number  of escalated signals, the number of signals confirmed as events, number of investigations done.  ∙ Facilitate daily/weekly meetings to discuss signals detected through the call center  ∙ Coaching and mentorship of 117 call center staff on disease and signal detection, verification,  escalation and documentation

Purpose of the Job

The WASH officer will support the country office to achieve the WASH-related output results of the country programme and will contribute immensely to the adoption of safe sanitation and hygiene behaviours (including effective menstrual hygiene management), in communities and institutions (schools and PHUs). Education

  •  A first university degree in one of the following fields is required: public health, social sciences, behaviour change communication or another relevant technical field.

Experience

  •  Two years of professional work experience in WASH related programme with key partners including national and sub-national government agencies, non-government organizations (NGOs) and the private sector.

KEY RESPONSIBILITIES

Planning and Forecasting

  • Communicate and coordinate with MGD relevant departments to estimate needs and ensure appropriate logistical preparations for program activities.
  • Collaborate on program development, including provision of logistics-related resource estimates (human, material and financial), input on logistical constraints on program implementation, etc.
  • Provide input for the in-kind commodities component of the Annual Program Plan (APP) and review both actual spending and forecast for GIK through the e-Budget Maintenance process.

 

Sourcing

  • Research and analyze suppliers of logistics-related services as needed and maintain records to efficiently meet potential services provision needs.
  • Support the definition of specifications, delivery terms and delivery management in close coordination with the procurement unit.

 

Service Delivery, Capacity Strengthening, Staff Safety and Security:

  • Coordinate call forwards, port reception, freight forwarding, customs clearance and surveying in close coordination with HQ Shipping and Life Link Logistics.
  • Ensure coordination and communication with departments requiring service delivery and provide status updates as needed.
  • Ensure proper disposition per established standards and procedures.
  • Develop and share knowledge and best practices and provide technical assistance and capacity strengthening to staff and partners in the areas of logistics and commodity management.

Systems and Reporting

  • Oversee and monitor logistics and commodity management systems and processes to ensure timely provision of quality services, following established standards, policies and requirements for management and distribution.
  • Ensure strong management and coordination of infrastructure, systems and processes to manage data/transactions recording and prevent and/or reduce losses.
  • Ensure and maintain a filing system with required records for all logistics services for control and reference.

  • Coordinate with program staff to support tracking of commodity pipelines and disbursement/usage of other in-kind resources.

Financial Management:

  • Provide Budget Management expertise for all cash budgets directly associated with transport, handling, storage and distribution of in-kind commodities
  • Ensure regular monitoring and reporting on stock levels and status, including the provision of information required by finance department.
  • Collaborate with finance and other operations staff to ensure that finance and logistics/commodity policies and procedures are aligned for seamless accounting of in-kind commodities;
  • Review the physical and financial commodities pipeline, and coordinate with Finance in reconciling accounting vs. physical records in line with project objectives.

Compliance/Audit:

  • Ensure commodity management and tracking practices are in compliance with agency policies, donor regulations, and local law.
  • Perform control activities, analyze commodity management service requests, systems and processes, and advise on compliance matters and improvements needed to mitigate risk.
  • Ensure that claims are filed against transporters and other responsible parties for commodity losses.
  • Make periodic visits to the field to inspect warehouse facilities and ensure compliance with accepted procedures/principles
  • Lead efforts to prepare for and respond to logistics and commodity components of audits.

 

Monetization (where relevant):

  • Ensure that monetization activities are implemented with the highest degree of transparency and efficiency, in accordance with donor regulations and CRS policies and procedures.
  • Support related planning and reporting.
  • In coordination with the CRS regional monetization team (Regional Advisors and Monetization Managers), maintain awareness of relevant issues and best practices in monetization.

Qualifications and Work Experience:

The Sierra Leone Association of the Blind (SLAB) is a national civil society Blindness engagement hob registered with government at all levels, with a membership of more than Four Thousand (4000) Blind and Low Vision Persons. EnDev has been active in Liberia since 2012; in 2014, the project activities were expanded to the neighboring countries of Sierra Leone and Guinea. EnDev cooperates with government institutions, national and local non-governmental organization, donors and the private sector.

 

In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems and mini-grids and b) access to improved cooking energy systems through energy-efficient cookstoves, sustainable biomass production. The present position will support the cooking energy component. In the area of cooking energy, EnDev Sierra Leone is supporting the implementation of the Cleaner Cooking Energy Compact of Sierra Leone. EnDev is supporting market development through capacitating Improved Cookstove (ICS) or sustainable biomass fuel producers, supporting innovation in cooking energy efficiency measures, support standardization and testing procedure for cooking energy products, supporting smart finance systems and developing strategies towards sustainable biomass fuel production.

SOS Children’s Villages Sierra Leone is recruiting a Female Youth Supervisor to guide the SOS Children Villages youth according to SOS CV policies and procedures towards self-reliant, so that when they leave the care of SOS CV they shall be self-sufficient contributing members of society. In achieving this, the youth supervisor should be seen as a role model providing advice, guidance, support and a positive example to the youth in their development from adolescence to adulthood.

 

The youth supervisor is to fosters good relationships with internal co-workers particularly mothers, aunties, social workers and education staff, and externally with partner organisations, relevant government departments and the local community.

 

She should live close to or in the youth facility/village, and is present during weekday evenings, weekends and holidays in order to develop close and meaningful relationships with the youth.

 

She helps in budget preparation and administration.  Accounts for all financial transactions as instructed by his/her manager or the operations department ensuring responsible financial planning at all times.

Produces good quality regular and ad-hoc reports in line with requirements from his manager and/or the national office.

 

Helps the youths in developing and maintaining good relationships with their wider families and communities.

 

Supports the youths to have regular and on-going contact with their families of origin, facilitating specific opportunities for them to visit where possible.

 

Motivates the youths to play an active part, both academically and socially, in the school/education facility.  Helps them to see their individual strengths and weaknesses and encourages them to be responsible for their own development.

 

Encourages the youths to continue as an active and supportive member of the SOS village community, attending events and supporting the SOS mothers in their family lives and homes.

 

Qualifications and Experience

  • Minimum of Higher national diploma from a recognised institution, preferably in the area of community development, social work/gender studies.
  • At least 2 years’ experience implementing community-based projects or programmes, preferably in the area of community development.
  • Knowledge, experience or training in the integration of gender equality and/or the empowerment of women and girls into programming activities.
  • Experience in community-based programming, inclusive, gender equitable and participatory approaches.
  • Experience in managing activity budgets and related financial resources.
  • Experience in external relations with government, community stakeholders and civil society.
  • Strong written and spoken English, report writing and documentation skills.
  • Excellent interpersonal, communication and presentation skills, as well as training/facilitation skills.

Job Summary: 

You will help coordinate and contribute to the implementation of the United Nations Peace Building Fund  (UNPBF) policies and procedures in compliance with CRS’ established accounting standards, Generally  Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support  high-quality programs serving the poor and vulnerable. You will efficiently perform accounting services  through documenting the UNPBF financial transactions by compiling, analyzing, and verifying account  information, preparing account entries, and delivering financial reporting services throughout the UNPBF life  cycle.

  • Set and monitor sound accounting and financial reporting procedures for UPBF subrecipients and  partners following established standards. Ensure setup and maintenance of all data required for  processing financial transactions for assigned UNPBF accounts in Sun Systems financial accounting  package.
  • Review and validate supporting documentation before processing of financial transactions to ensure  all required documents are accurate and complete and authorizations are in place.  • Record financial transactions following appropriate authorizations. Review and analyze various  accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and  adjustments, as necessary.
  • Assess, evaluate and monitor subrecipient financial management processes in accordance with  policy and strengthen capacity of partner in financial accounting and transactions.
  • Monitor disbursement/receipt schedules, alert relevant UNPBF staff of due payments/liquidations,  and maintain appropriate communication and follow-up to facilitate timeliness of financial resource  management and compliance with set deadlines.
  • Prepare various periodic and ad hoc financial reports and perform variance analysis to assist UNPBF  staff with decision-making. Assist with budget maintenance for proper management of financial  resources.

Job Summary: 

The purpose of this position is to manage, strengthen, and provide technical direction to the Global Fund MEAL system, ensure learning, build the capacity of MEAL staff, and support the implementation of CRS MEAL  policies and procedures. The MEAL Manager will support the Global Fund program team and partner staff to  develop high-quality monitoring systems and tools which measure progress toward indicators. He/she will  ensure that accountability and learning are systematically captured and used in the Global Fund and the  Country Program.

 

Roles and Key Responsibilities: 

  • Manage and implement all MEAL activities throughout relevant project cycles – project design, start-up,  implementation, and close-out to ensure efficient and effective implementation in line with CRS program  quality principles and standards, donor requirements, and good practices. Ensure project teams and  partner staff use the appropriate systems and tools.
  • Effectively manage talent and supervise the MEAL assistant. Manage team dynamics and staff well being.
  • Champion learning with project staff, partner teams, and other project MEAL staff within the CP. Analyze  and evaluate project performance data following MEAL policy. Proactively identify issues and concerns  and use participatory processes to overcome implementation obstacles.

  • Compile, analyze and present project summary data and progress reports to Global Fund Director to  generate progress updates for reporting.

  • Monitor the use of standardized CRS reporting forms and suggest adaptations as required.

Basic Qualifications 

  • Master’s Degree in International Development, International Relations or in the field of Statistics,  Mathematics, or Computer Science required.
  • At least 3 years of relevant experience
  • Experience working with large donors e.g.: European Union, OFDA, USAID (including PEP FAR, FFP, FtF,  offices), USDA, Global Fund, Bill and Melinda Gates Foundation.
  • Familiarity with principles and current approaches to MEAL of development programs using both  quantitative and qualitative methods.
  • Experience with participatory MEAL systems.
  • Proficiency in database development/management, SPSS, Access, Excel, and skills in analyzing, interpreting, and communicating information to various stakeholders.
  • Experience using ICT for data collection and information visioning and mapping using GIS.  • Significant experience in conducting quantitative and qualitative assessments and surveys (including sound understanding of sampling issues).
  • Previous experience with leading and managing studies and consultants.
  • Experience with facilitation, capacity strengthening, and partnership building, with the capacity to  empower staff through opportunities for growth & development.

  • Support the Senior Project Officer-School Meals in the coordination and implementation of all  assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

CONTEXT 

Sierra Leone records one of the highest maternal mortality rates (MMR) in the highest in the world with  1,165 deaths per 100,000 live births – six times the global average. Maternal deaths account for 36%  of all deaths in women aged between 15-49 years, the majority of whom will die in a health facility  (81.8%). Sierra Leone is a challenging training environment for effective maternal health services, with  limited transportation links to the nearest health facilities for antenatal visits, poor availability of well

trained midwifery staff, inadequate resources and diagnostics to monitor pregnancy. Having the right  diagnostic equipment to monitor pregnancy at its onset is critical, as it allows for early detection of  abnormalities, such as pre-eclampsia, pregnancy induced hypertension, bleeding or infection – amongst the key causes for maternal mortality in Sierra Leone. Early detection ensures that expecting  mothers and unborn children get suitable treatment early and locally, and more complicated obstetric  conditions are quickly referred to advanced health facilities, where they can be treated before resulting  in near misses or death. Yet, availability of blood pressure devices to enable effective vital signs and  patient monitoring during ante natal care (ANC) visits is limited in PHUs across the country.

In response, the CRADLE VSA (Community blood pressure monitoring in Rural Africa & Asia: Detection  of underlying pre-Eclampsia and shock Vital Signs Alert) measures BP and heart rate (HR) and was  developed for use in low-income countries (LMICs) by King’s College London. It has now been used in

over 50 countries. It is portable, cheap, charged with a micro-USB and easy- to-use, even by healthcare  providers (HCPs) who are not medically trained. A novel, in-built traffic light system alerts the HCP to  abnormal readings, assisting the recognition of hypertension and shock (bleeding or infection) and  alerting to the need to act. The traffic lights aid effective prioritization and treatment, to support timely  referrals. Since 2017, Welbodi Partnership has been supporting KCL with scaling up the device and  associated training package across Sierra Leone. The second phase of rollout implementation targeting  the second half of the country is being implemented under the CRADLE 5 clinical research trial – a  randomized effectiveness-implementation type 2 trial, undertaken to evaluate the intervention across  eight rural districts in a stepped-wedged design.

The scale up is intended to serve as a flagship programme to assess whether and how CRADLE can  and should be rolled out to other countries around the world.

 

 

Main purpose of the role 

The Programmes Manager is primarily responsible for overseeing Sierra Leone’s national CRADLE 5  programme and associated CRADLE5 Clinical Research Trial under the National Institute and Health  Research (NIHR) grant in partnership with King’s College London, University of Sierra Leone and the  Ministry of Health and Sanitation.

The CRADLE programme seeks to introduce novel blood pressure measuring devices and an  associated Emergency Obstetric Management training to all health care facilities in Sierra Leone, and  coordinate sustainability planning in collaboration with the Ministry of Health and Sanitation, district  health medical teams and partners.

Reporting to, and supported by, the Welbodi Country Director and NIHR Consortium Coordinator /  CRADLE Research Coordinator, the Programmes Manager will be responsible for ensuring the  delivery of high-quality project and research activities, coordinating data collection and monitoring of  all research streams under the associated clinical trial and supervising relevant programmes &  research staff, whilst supporting donor reporting, overseeing budget spend and maintaining  relationships with partners within Sierra Leone. They are responsible for the planning, development,  co-ordination and implementation of projects and activities to improve the quality of care delivered at  maternal and child health facilities supported by Welbodi Partnership under CRADLE in Sierra Leone.

The main project that the Programmes Manager will oversee is the national CRADLE programme,  however they may also be the responsible for other Welbodi projects, including novel associated  projects to reduce maternal mortality, working closely with stakeholders to identify potential areas of  need.

Specific responsibilities are listed below but will also include other duties necessary for the success of  individual projects and of Welbodi Partnership.

▪ Supports HGROC and FM with the  development of timely and high quality financial reports for donors,  working alongside project teams, the  Welbodi Partnership Finance team  and King’s College London research  and finance teams.

∙ Responsible for managing the  programmes teams for CRADLE and  CRADLE5, including national and  international staff.

∙ Building the capacity of programme  and research teams by developing  and designing regular training  sessions.

CRITERIA FOR CONSIDERATION 

Qualifications 

∙ Bachelors and/or master’s qualification/degree(s) in public health, medicine or related fields,  business administration/project management, data sciences management, biomedical  sciences and other relevant disciplines.

∙ Additional Post-graduate certifications in project management are an added advantage. (and/or background of relevant pedigree in fast-paced performance-driven social enterprise  organizations is also equivalent).

Experience 

∙ Previous experience overseeing research implementation projects is key.

∙ Familiarity with the Sierra Leone development and/or humanitarian context is a plus.

∙ At least four years’ upper middle/senior management experience is preferred.

∙ Management- level experience to include performance tracking, OGSMs and/or OKRs in  projects and personnel oversight.

Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position Overview

 

The Social worker will perform a comprehensive assessment of a patient’s social, emotional, environmental, financial, and support needs and informs other members of the team about these factors, which may affect the patient’s health and well-being. He/She is a critical member of staff at Lakka Hospital considering the vulnerability of the patients being managed at this facility, a free Health care facility.

Social Workers work collaboratively with the clinical and non-clinical staff to ensure that high quality social support is provided to patients and their families.

Essential Duties and Responsibilities: 

  • Assess and identify the most vulnerable patients and help to coordinate their social support within the facility.
  • Provide social and emotional support to all vulnerable patients that present at the facility.
  • Act as patient advocate.
  • Coordinate patient referrals to other facilities within and outside Freetown in liaison with the clinical team/DRTB lead
  • Facilitate blood transfusion processes for patients that need transfusion as suggested by the clinicians
  • Witness the verification of medication during its distribution from the pharmacy tech to the nurses in charge/representatives of the ward.
  • Attend to Clinicians prescriptions for medicines that are not available in the Lakka Pharmacy. This involves purchase of medicines as from pharmacies outside the hospital
  • Request, Disburse and reconcile petty cash with the PIH Freetown Finance team
  • Actively participate in nutritional rehabilitation of severely malnourished patients including advocacy for extra nutrition and supplying them with Plumpy nut.
  • Ensure proper accountability of the plumpy nut and inform the Program Officer before it’s out of stock for restocking
  • Work with the Program Officer to follow-up patients in ambulatory care that are enrolled in social/Acute Needs support
  • Conduct home visits to vulnerable patients when necessary or as needed
  • Undertake any other related duties as may be assigned by your supervisors/line managers

  • Diploma required. Bachelor’s degree preferred
  • Experience in Social Work is a must.
  • Strong communication, interpersonal, and organizational skills, must be able to take initiative and problem-solve, be a creative thinker, and must be flexible.
  • Ability to work well with a team, be dependable, and hard-working.
  • Commitment to social justice and human rights.
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple priorities simultaneously.
  • Ability to work with patience, humility, and a sense of humor.
  • Ability to live in Sierra Leone full-time required
  • Must NOT hold dual employment from private or national consolidated funds.
