1.) Monitoring Evaluation Accountability and Learning Manager( MEAL Manager)

TITLE: Monitoring Evaluation Accountability and Learning Manager
TEAM/PROGRAMME: CECIE (FCDO SSEIP II Pillar 3) LOCATION:  Freetown with frequent field visit

ROLE PURPOSE: 

The MEAL Manager will provide leadership to the MEAL component of the FCDO SSEIP II Pillar 3  NGO consortium on Community Engagement for all Children’s Improved Education (CECIE) which seeks to reach at least 110,000 12-17 girls and children with disabilities across 6 districts (Kailahun, Pujehun, Bo, Moyamba, Falaba, and Tonkolili) in Sierra Leone to improve their access, safety, learning, and sexual and reproductive health (SRH) outcomes. The project will take place over 5 years, with a value of GBP 10,000,000. Through an expert and equitable consortium of 6 national and international partners, this CECIE project will address key barriers that hinder access, retention and attainment of the educational goals of adolescent girls and children with disabilities in Sierra Leone, providing opportunities for both to thrive in education and learning. The project will target and measure results at three levels: i) selected catchment communities, ii) Junior Secondary Schools (JSS), Senior Secondary Schools (SSS) and SRH catchment areas, and iii) district wide. The proposed project embeds a crosscutting inclusion strategy on child participation, gender equality and disability from design to inception and throughout implementation. We centre children’s voice in our strategy; involving them in proposal development, in design and delivery of programme activities, strengthening their voice in schools and communities, and working with MBSSE’s Youth Advisory Group and Youth Advisory Panels. To ensure meaningful participation of people with disabilities, especially adolescent girls, our disability inclusion strategy has been developed with Sight savers’ expertise on supporting inclusive education for children with diverse functional difficulties.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

Technical Leadership

  • Lead in the implementation of the CECIE project’s MEAL system, ensuring the highest standards in monitoring, evaluation, accountability, and generation of learning across the components of the programme.
  • Provide hands-on technical and managerial support to and oversight of MEAL activities, and provide technical assistance and guidance to Consortium Partners to implement the CECIE MEAL system.
  • Serve as the focal point for the use of new technology in support of monitoring, evaluation, research, learning and quality improvement initiatives in the CECIE program.
  • Collaborate with Country Office MEAL and other technical specialists at regional, center and member offices, seeking relevant technical assistance and recommendations.
  • Lead the development and maintenance of a robust MEAL system and database of all project component indicators and information, sharing with program staff as necessary.

MEAL Planning

  • Oversee development/review of MEAL packages for the project (to include results framework, MEAL plan (indicator matrix), MEAL timelines and budget, Indictor Performance Tracking Tables, quality benchmarks and mapping of standard data collection tools to activities)
  • Participate in Project Kickoff at coordination and field offices and share draft MEAL package, capacity building MEAL officers to understand and implement the MEAL package
  • Finalize/update MEAL package based on baseline information and budget

Collaboration and Staff Development 

  • Establish and Lead or Co-Lead relevant MEAL Working Group for the Consortium Partners.
  • Support any MEAL staff of the TWG and provide technical oversight.
  • Conduct coaching and mentoring sessions for all those who directly report to him/her and facilitate professional development opportunities
  • Coordinate and facilitate learning events and activities for all Education and Child Development MEAL staff.
  • Work closely with colleagues within the MBSSE to strengthen MEAL to capture more comprehensive, accurate and better disaggregated education data

Reporting, Publications and Representation

  • Ensure that timely and accurate information on indicators is provided for all quarterly, biannual and annual reports to donors and other audiences.
  • Systematically compile and share project and program data during departmental and project review and planning meetings as well as with external partners and stakeholders.
  • Collaborate with advocacy, communications and media colleagues to ensure that all data and information used for publications and media products are accurate and acceptable.
  • Support Communication team with the documentation and dissemination of project and program achievements, success stories and lessons learned to a broad range of audiences.
  • Collaborate with the PQD Director and Head of MEAL on the development of the Country Annual Plans (CAP), Country Annual Reports (CAR), and cross-thematic learning and knowledge management activities.
  • Ensure that high quality analysed reports to illustrate SC’s impact and assessment findings are produced, including evidence of good practice and replicable programmes, and that they are communicated at appropriate events
  • Support Interagency forums at the local level, advocating for the specific needs of children and to enhance inter-agencies best practices sharing and learning. This may involve participating in interagency coordinated joint MEAL activities as relevant

Quality Assurance

  • Provide quality MEAL review of project progress reports, ensuring that the report meets or exceeds the expectations and requirements of funding SCI members and donors.
  • Triangulate and validate data submitted by Field office and Consortium Partners and ensure submission on all data quality dimensions.
  • Conduct Quarterly Data Quality Assessments across project including Consortium Partners.
  • Lead quality benchmarks assessment, analysis and reporting, sharing of the information and follow up on action points.

Organizational MEAL Culture

  • Participate in the Save the Children Sierra Leone’s MEAL taskforce sessions
  • Support implementation of project team commitments to CO MEAL actions
  • Lead the roll out and utilization of standard CO MEAL packages and tools for the project.

Evaluations and Assessments

  • Work with the Project Director to prepare the TOR for the recruitment of study consultants (baseline, midline and end line as well as other research pieces) and facilitate associated activities.
  • Ensure all studies achieve the design objectives such that research questions, learning agenda and values for indicators are produced.
  • Support the validation of research findings and debriefing of the procedures and outcome/ dissemination to SCI and stakeholders including beneficiaries.
  • Lead the MEAL team to collect, validate, analyse, present and use information about programme progress, quality of implementation and emerging results in school capacity and learning outcomes. This will include both quantitative and qualitative data analysis.

Accountability and Child Participation

  • Support field office to implement feedback and response mechanisms – and ensure its documentation, analysis for appropriate response and decision making.
  • Maintain the quality of information generated from community feedbacks for real time response and proper oversight of the response.
  • Support field teams maintain the minimum standards of humanitarian relief in accordance with the SHERE, Red Cross Code of Conduct, and Interagency Network in humanitarian program delivery.
  • Support Awards to monitor and maintain a calendar of donor narrative and financial reports, project baselines and evaluations, other MEAL related actions for timely delivery.
  • Support integration of child participation in projects and programs implementation in line with SCI minimum standards for child participation.

Management of MEAL resources

  • Develop MEAL AAPs, DIP with corresponding phased budget, in line with MEAL master budget, work plan and country MEAL framework.
  • With support from other Programme staff, identify MEAL activities supply needs and coordinate with logistics team to ensure materials arrive in good time.
  • With support from other Programme staff, identify MEAL activities financial needs and coordinate with the Head of MEAL and finance team to ensure adequate funds and timely payments.
  • With support from other Programme staff, identify MEAL activities IT needs and coordinate with the IT team to ensure adequate technological support.
  • Liaise with logistics and asset managers to track and safeguard MEAL assets.

 

Supportive supervision and capacity development of staff

  • Identify MEAL training needs of staff to address MEAL capacity gaps, in collaboration with the Head of MEAL – line-manager, Field manager and the human resources department.
  • Provide technical oversight to MEAL and program staff in applying standardized MEAL practices for efficient generation and documentation of relevant data and information.
  • Support mandatory MEAL orientation for existing and new project staff on SC Sierra Leone’s standard MEAL procedures, processes tools and guides

Knowledge Management; Learning and sharing  

  • Oversee the implementation of Save the Children Sierra Leone’s document management and information security procedures and systems including electronic and hard copy filing and transfer and sharing of information across field offices and Coordination.
  • Manage and maintain a master IPPT and activity tracker for the project.
  • Participate in the inputting of output and outcome data in the Project on track Power app.
  • Review progress on project indicators against targets and provide timely snapshots status of achievements against set targets.
  • Manage sensitive information generated from community feedback, such as level 3, 4, 5 and 6 complaints.
  • Lead the operationalization of an integrated web-based Monitoring & Evaluation/Geographic Information Database System.
  • Collate, document and share lessons leant from project delivery, evaluations and research
  • Seek opportunities for information sharing and learning exchanges with local actors/INGOs at local level.
  • Lead learning initiatives including learning agenda, lessons learnt and Project Reviews.
  • Institute tracking of project outcome during project implementation through follow up on project beneficiaries on success stories/case studies.
  • Undertake the sharing of project successes, findings, challenges and lessons learnt.
  • Contribute to Save the Children Global Impact reporting through sharing of Sierra Leone’s results on Global indicators, Total reach, output and outcome tracking, impact stories etc.
  • Take lead in generating quarterly KPI reports including quality benchmark, accountability, common approach and periodic Country Strategic Plan Milestone/ score card review.

Promoting Learning for Strategy Development and Decision Making

  • Ensure that data brought together and findings from across thematic and operational regions to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organisation.
  • Lead on monitoring and improving the synergy and integration of thematic programmes to enhance delivery of outstanding results for children and their communities
  • Communicate top level learning / analysis reports and monitoring data to ensure that management is able to make informed decisions on a timely basis to scale up and face operational challenges
  • Support the Head of MEAL to analyse progress against organisational objectives and strategies

QUALIFICATIONS AND EXPERIENCE

  • A minimum of a Bachelor Degree in Statistics, Education, Economics, or any other relevant discipline, or equivalent experience.
  • An advanced degree or post graduate certificate in Statistics, Monitoring and Evaluation or Educational Testing and Measurement, is desirable, or equivalent experience.
  • Experience in education MEAL is an added advantage.
EXPERIENCE AND SKILLS

  • At least 5 years hands-on experience in monitoring evaluation and research work in education sector or related development fields.
  • Significant experience in designing and maintenance of program management information systems and tools
  • Understands and able to develop terms of reference (ToRs) for, independent consultants, supervision of independent consultants, and reviewing research/evaluation reports.
  • Significantly demonstrated programme management and/or advisory experience in educational measurement, monitoring, evaluation and research-related roles.

2.) Senior MEAL Manager

THE ROLE: Senior MEAL Manager

Save the Children is recruiting a Senior MEAL Managers to be based at the Coordination Office that will provide technical support to the Sierra Leone MEAL Team. This position will closely support the Head of MEAL. This position will work with both the Country Office and the Field Offices to ensure quality MEAL system design and implementation; evaluations and researches; MEAL budgeting; recruitment as well as support proposal writing and log frame development at national level. The post holder will support capacity building of staff and partners and ready to fill in gaps in the MEAL structure at all levels. Women and persons with disabilities are encouraged to apply.

The Senior MEAL Manager will work across sector programs to ensure that MEAL is fully integrated into implementation. The post holder will support the Country Office to deliver on MEAL responsibilities to the Region and SCI Global.

The Senior MEAL Manager will support the implementation of accountability procedures including community feedback and response mechanisms for both development and humanitarian programs, Support compliance and assessment of quality benchmark. build capacities of staff and partners in promoting accountability and participation in Country Office s. S/he will support Awards, Finance, PDQ/TAs, Internal controls, Advocacy and Operations to review and implement a compliance strategy towards donor commitments, especially in project start-ups, implementation, documentation, progress reporting and phase-outs. S/he will assume day to day support for MEAL tasks for quality evidence-based programming.

S/he will provide MEAL supportive supervision in on-going project implementation. The Senior MEAL Manager will be highly involved in project and MEAL planning and reviews, provide support on implementation of required MEAL actions, monitoring and evaluation processes ensuring high level of child participation in these processes in operational area. S/he will guide SC and Partner teams in tracking outcome of projects which includes but not limited to documenting success stories/ case studies in line with project activities and expected outcomes. S/he will provide quality assurance for data and information (including progress reports) generated from their Country Office.

QUALIFICATIONS 

  • A degree level in Social Science – Statistics, Economics or equivalent field experience.
  • Recommended a minimum of six years management and/or MEAL experience in both emergency and development contexts, preferably with solid experience in more than two of the Save the Children priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, and emergencies

The Role:  District Health Project Coordinator – Western Urban and Rural

The District Health Project Coordinator This position will support the government efforts in healthcare system strengthening especially with a focus on RMNCH +FP services at the district level. S/he will represent the project at district level forums, meetings and consultations on policy and technical issues related to the project’s objectives. S/he will work closely with both the technical and programmatic teams based in the field office and country office. S/he will ensure the regular monitoring of indicators and coordinate with relevant stakeholders at the district and national level

Momentum Country Global Leadership (MCGL) project is a five-year global project funded by the USAID to provide targeted RMNCAH + FP technical and capacity development assistance (TCDA) to countries to facilitate countries’ journeys to self-reliance. MCGL also aims to contribute to global technical leadership and learning, and USAID’s policy dialogue for achievement of global RMNACH + FP goals through support to globally endorsed MNCH/FP/RH initiatives, strategies, frameworks, guidelines, and action plans.

 KEY QUALIFICATIONS 

  • Qualified health professional with strong background in RMNCH.  Female applicant with clinical qualification, nurses and midwives are encouraged to apply.

EXPERIENCE AND SKILLS

  • Experience in program management with least 3 years in managing public health projects/programs; leading and managing RMNCH projects and programs will be given priority

  • Objective of the Position

Peace Corps Volunteers (PCVs) who come to work with Sierra Leoneans need to be trained. The incumbent will work in close collaboration with the Programing and Training Department through the Programing Manager, Programing and Training Assistants and Training Manager to help Peace Corps Trainees better understand Sierra Leonean culture and learn to speak the language(s). This position will work in close collaboration with the Language and Cross-Culture Coordinator (LCC) to plan, implement and evaluate with a specific focus on language and cross-cultural learning by Peace Corps Trainees (PCTs) and Volunteers (PCVs). The functions include: coordinating the development of language materials, testing for appropriate language level and cross-cultural competencies, and assisting in the development of training activities associated with these tasks.

 

The Language and Cross-Cultural Facilitator (LCF) is responsible for the planning, delivery and evaluation of the daily language learning activities of Peace Corps Trainees (PCT). The LCF assists in the development of language learning material, including the weekly design and revision of session plans as needed.  The LCF conducts language learning activities both in and outside of the classroom using techniques, methods and training materials developed and provided by Peace Corps Sierra Leone. The LCF assists with the design and delivery of the cross-cultural training for PCTs and serves as a cultural role model and guide for them within the community, providing guidance on social norms, behavior, dress, customs, etc. On a regular basis, the LCF advises the LCC on PCTs’ progress in language acquisition, ability to interact within and adapt to a new cultural context, and overall performance in the training program. The LCF makes recommendation when PCT progress is not adequate and provides additional support to PCTs as agreed upon.

 

Tasks & Deliverables 

Facilitation, Monitoring, and Evaluation:

  • Design and implement lesson plans based on acquisition of specific language and cross-cultural competencies that Trainees should achieve.  They are to be developed based on the Peace Corps lesson planning format (4MAT) and incorporate language, cultural and technical language objectives.
  • Conduct formal/informal language training classes with small groups of Trainees using a variety of language training methods and material; making appropriate change based on feedback received and learning needs of the Trainees.
  • Develop Trainees’ cross-cultural skills by acting as a language and cross culture information resource.
  • Serve as a cultural role model and “guide” monitoring and evaluating Trainee community integration on social norms, behavior, dress, customs, etc.
  • Be available outside classroom hours to assists with language learning (individual tutorials, cross cultural trips/activities, field visits).
  • Assist in design and evaluation activities (simulation activities and out-of-classroom language tasks) to provide timely and regular feedback to Trainees about their progress in language. Inform the language team regarding these evaluative processes, and actively participate in evaluation sessions.
  • Evaluate the success of each lesson and document comments, ideas and suggestions, to assist with future implementation.
  • Conduct routine visits to host families and Trainees to provide support as needed.
  • Assist other staff members in implementing sessions that complement and or integrate all Pre-Service Training (PST) components.
  • Support the In-Service Training (IST) team efforts and decisions as per request.
  • Dress according to the PST dress code and interact professionally with staff and Trainees during working hours.

 

Material Design and Development:

  • Design learning materials designed for all Sierra Leonean languages as needed.
  • Develop lesson plans and training topics as well as creating new training materials (weekly/as needed).
  • Design appropriate training session plans, visual aids, and cultural materials that support the health program.  Technical content will include Malaria, Nutrition, Water, Sanitation and Hygiene topics.
  • Create language manuals to include, but not limited to, greetings and introductions, family, market-place transactions, and community development/medical nomenclature e.g. signs and symptoms, diseases, treatment, breastfeeding, health care workers, etc.
  • Design all learning material in accordance with Peace Corps guidance and templates; and, all materials developed are proprietary and belong to Peace Corps Sierra Leone.

 

Preparation and Training:

  • Participate in the preparation of the training site, including class location for the language training program.
  • Actively seek resources within the community to assist Trainees in language learning and the performance of cultural objectives.

 

Management controls:

  • LCC will discuss LCFs performance with the Training team and PCTs/PCVs during and after training.
  • One on-one performance review evaluation with LCC/Training Manager (TM) if necessary. b
  • Attend the Mandatory Language Training of Trainers (LTOT) and the mandatory all staff General Training of Trainers (GTOT), which includes goals and Peace Corps philosophy, concepts of integrated training, time for refining session plans, specific LCF training and team building.

 

Reports:

  • Submit weekly reports to the LCC that include: evaluation of Trainee’s progress in language, general description of group adaptation and overall cultural competency development.
  • Notify the LCC about any classroom management challenges that might occur during language class facilitation.
  • Written reports are required to be submitted upon request of event/activity or at the end of any training.

 

Required briefings and meetings:

  • Meet regularly with the LCC and other training staff to discuss Trainee and Volunteer progress as well as plan any upcoming events.
  • Participate in language team meetings and staff meetings when required.
  • Participate actively in team building activities that foster teamwork.
  • Participate in all briefings as requested.

 

Other Duties

  • Attend staff meetings, in-service trainings, and retreats when indicated.

Logistics & Level of Effort & Duty Station

The duty station is the training site in Kambia. PSC may be required to work in another town during training (typically taking place over 11 weeks in the summer, subject to revisions as needed). PSC may also be required to work intermittently throughout the year during ISTs or other periods as needed by the agency. May also be required to travel up country as needed, including on short notice.  Performs duties during a 48 hour work week. Events may require occasional work in the evenings and on weekends and holidays. May carry a duty phone.

Program Overview:

 

The team in Sierra Leone was engaged in 2015 by the Ministry of Health and Sanitation (MoHS) to support the health sector’s recovery after the devastating Ebola crisis. CHAI began support to the MoHS with focus in two areas: strengthening the supply chain for drugs and medical supplies and improving human resources for health. The team closely collaborated with the Government of Sierra Leone to strengthen national health systems and played a vital role in post-Ebola recovery efforts. In recent years CHAI has expanded its support to the Government to include programs on sexual and reproductive health, vaccines delivery, assistive technology, geospatial data use (GRID3), and medical oxygen.

 

Position Overview:

 

The Senior Associate, Oxygen Access will support the government in increasing access to oxygen therapy in Sierra Leone. The Senior Associate will lead a liquid oxygen pilot project that involve trucking liquid oxygen (LOX) in LOX cylinders – micro-VIE tanks from regional suppliers in neighboring countries, to selected facilities in Sierra Leone, and the implementation of a tracking system to communicate needs and cylinder logistics/location in real time. This position is a unique opportunity to gain experience in health systems strengthening and work across all critical systems building blocks. The Senior Associate will provide technical support across multiple workstreams – background research and analysis, procurement, supply chain, and inventory management; clinical training and mentoring, and oversee day-to-day operations of program activities.

 

The position requires an individual with a self-starter attitude with the ability to apply systems thinking to their everyday work. The individual must be able to function independently and flexibly in a swift manner. The ideal individual will possess cultural sensitivity skills and demonstrate high emotional intelligence, as they will be working closely with government and external partners. The Senior Associate will report to the Program Manager and will provide technical assistance in overall LOX pilot project including:

 

  • Establishment of a Memorandum of Understanding (MOU) with at least 2 willing regional LOX suppliers
  • Support the establishment of systems that guarantee safe LOX importation and distribution routes
  • Lead the procurement of LOX and all other oxygen equipment related to the pilot
  • Set up a well-functional LOX cylinder filling, retrieval and tracking system
  • Lead and facilitate discussions for scaling up the pilot including establishing a depot, increasing LOX importation volumes, and increasing the network of distribution points
  • Sett up of a national plan to officially incorporate LOX into product mix

This position will be based in Freetown and the anticipated end date is December 31, 2023.

Responsibilities

Coordination

  • Provide ongoing support to strengthen the MoHS Oxygen TWG as a coordination platform and build the capacity of relevant MoHS staff to lead the platform; act as secretariat to the TWG, which may include drafting presentations, meeting agendas, taking meeting minutes and information dissemination to participants and other stakeholders.
  • Regularly liaise with MoHS units, other government agencies, NGOs, and international multilateral organizations for oxygen-related work, and serve as focal person at relevant workshops and meetings
  • Support broader advocacy and resource mobilization efforts for oxygen access in general and LOX (e.g., drafting grant proposals, concept notes, presentations, budgets)
  • Systematically track implementation, outputs, measure effectiveness of the project to document and submit bi-monthly and end of project success stories

Training and Mentoring

  • Support clinical training and mentoring in oxygen: training planning and implementation, tracking capacity gaps and progress, ensure integration with other CHAI Sierra Leone programs, etc.
  • Develop guiding and training tools to support capacity strengthening for both BMEs responsible for running and maintaining LOX systems, and health care workers (HCWs) working in critical care services at the pilot facilities
  • Work with the MoHS and key stakeholders to develop standard operating procedures (SOPs) for LOX systems to better guide HCW and operations teams within the pilot health facilities

Supply Chain

  • Support the MoHS in setting up infrastructure for LOX including facilitating supplier negotiations for LOX, network design for supply chain and return logistics for cylinders and equipment procurement,
  • Set up a well-functional LOX cylinder filling, retrieval and tracking system
  • Support national quantification review exercises for oxygen equipment and supplies
  • Support development of technical specifications for oxygen technologies, and ensure integration into revision of national donation guidelines
  • Identify opportunities to introduce inventory management systems and tools for oxygen technologies; develop standard operation procedures (SOPs) as needed

Generating evidence 

  • Develop the overall framework for the project’s M&E systems, in collaboration with project staff, including partner MEL requirements and reporting.

The Role: MEAL Coordinator – Western Rural and Urban Areas

Save the Children is recruiting for a MEAL Coordinator to support Save the Children Sierra Leone’s MEAL processes/procedures at Western Rural and Urban Areas that will feed into the Country Office overall MEAL framework in line with the country strategic plan.  This role holder is required to support the Government of Sierra Leone and local partners to maintain the population’s access to and use of essential MNCH services, family planning, and reproductive health care within the current context and; ensure the provision of safe water, sanitation and hygienic (WaSH) conditions, and adherence to evidence-based hygiene behaviors. The MEAL Coordinator will lead on the implementation of the MEAL plan, systems and processes for the project, including accountability and feedback mechanisms, and all learning, review and evaluation activities in the district. The MEAL Coordinator will work under line management of MEAL Manager and with all other departments as relevant. S/he will provide MEAL supportive supervision in on-going project implementation. The MEAL Coordinator will be highly involved in project and MEAL planning and reviews, provide oversight on implementation of required MEAL actions, monitoring and evaluation processes ensuring high level of child participation in these processes in operational area.

S/he will guide SCI and Partner teams in tracking outcome of projects which includes but not limited to documenting success stories/ case studies in line with project activities and expected outcomes. S/he will provide quality assurance for data and information (including progress reports) generated from their respective western area.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

  • At least four years of relevant MEAL/M&E experience, preferably in an INGO setting, and demonstrating a diverse range of skills beyond data entry and analysis.

Chief of Party – Sierra Leone Strengthening Integrated Health Services Activity (SIHSA)

IMA World Health, a member of Corus International, is seeking a Chief of Party (COP) to lead an anticipated 5 year $25-$50 million USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone.

SIHSA’s goal is to contribute to the Government of Sierra Leone’s overarching goal of improving the health of adolescents, pregnant and postpartum women, and children less than five years old. SIHSA’s objectives are 1) improve the quality of family planning, maternal newborn child and adolescent health, and malaria services sustainably; 2) promote adoption of crucial health behaviors, and 3) strengthen the stewardship and governance of the Ministry of Health and Sanitation, both at central and district levels, so it is better prepared to plan, budget, allocate resources and monitor health programs. SIHSA seeks to promote the integration of health services, including malaria services, to rapidly scale-up evidence-based interventions to address preventable causes of maternal, newborn, child, and adolescent morbidities and mortality. SIHSA seeks to demonstrate innovative models to catalyze community-driven solutions and show models to promote private sector engagement.

Summary of the Position

The COP will have overall responsibility for the management and coordination of all project activities, staff, and leadership to achieve sustainable results in accordance with the contract and donor guidelines. S/he will serve as the primary liaison with USAID, the Government of Sierra Leone, IMA headquarters and other relevant project stakeholders. S/he will ensure the project’s goals, objectives, and strategy are achieved and that contractual requirements are met on time and within budget. S/he is responsible for directing the project team with an integrated vision, applying effective leadership and strategic planning skills, management experience, outstanding interpersonal skills, and strong written and oral communication skills. The COP also ensures that all management systems, from technical to M&E to finance actively support timely and accurate project reporting and cost effectiveness for successful implementation of the project. Additionally, S/he is responsible for ensuring compliance with Corus’s policies and procedures and USAID rules and regulations, including responsibility for ensuring sub-awardee compliance and monitoring the quality of program implementation. The position will be based in Freetown. S/he will report directly to the Senior Regional Director, West Africa and Haiti.

Actual hiring is contingent upon successful activity award and USAID approval.

Responsibilities:

  •  Provide overall program, strategic and technical leadership and supervision of all project activities, including sub-awardees and project personnel, to ensure program activities maximize project objectives.
  •  Lead all project planning responsibilities, including the production of annual workplans and budgets and performance monitoring plan, ensuring alignment of the budget to expected results and ensuring cost-effective use of resources.
  •  Lead the Program Management Unit, providing overall leadership and supervision of all project activities, including sub-awardees/contractors and project personnel.
  •  Evaluate program effectiveness and determine corrective action needed to improve goal achievement, in accordance with the Senior Regional Director and the Technical Program Manager at headquarters.
  •  Identify lessons learned and best practices for external dissemination.
  •  Serve as the primary point of contact with USAID, project partners, the Ministry of Health and Sanitation, and key stakeholders.
  •  Liaise with USAID partners and other donors, as well as implementing partners and stakeholders, to ensure coordination of and harmonization with other relevant activities in Sierra Leone.
  •  Oversee responses to donor reporting, including periodic technical and financial reports specified in the award to ensure high-quality and timely deliverables.
  •  Ensure compliance with USAID award and IMA World Health headquarters requirements, policies, and regulations.
  •  Ensure the development and implementation of key project deliverables, including the Monitoring and Evaluation (M&E) plan.
  •  Monitor staff performance and provide capacity strengthening support when needed.
  •  Ensure visibility of project results, achievements, and lessons learned through presentations at conferences and workshops and/or by publishing articles through professional journals.
  •  Recruit and directly supervise local project staff in line with IMA World Health HR policies; oversee the management and development of project office human resources to ensure a diverse, skilled, and productive workforce; an effective leadership team; and an organizational culture where IMA’s values are practiced.
  •  Manage funds and subawards; closely monitor project expenditures.
  •  Together with field and project staff, prepare annual budgets; ensure and supervise regular financial reporting; keep USAID apprised of significant variances.
  •  Ensure project expenses are reasonable, allocable, prudent, and spent in accordance with USAID rules and regulations; support annual audit procedure.
  •  Oversee property and equipment acquisition, disposition, and management.

Qualifications:

  •  Master’s degree or higher in Public Health, Business Administration, International development, or similar field is required.
  •  10 years of demonstrated experience in implementing, leading, and managing large health programs is required. Familiarity with and expertise in overseeing financial and contractual management aspects of project management is crucial, requiring outstanding organizational skills.
  •  At least 5 years of prior experience as a COP, Deputy COP or equivalent (preferably on a USAID-funded project) is required.
  •  Experience overseeing development and implementation of M&E and knowledge management strategies relevant to international public health projects.
  •  Experience overseeing sub-awardees to achieve project results.
  •  Outstanding written and oral communication and interpersonal skills in English are required.
  •  Deep knowledge of the health context of Sierra Leone required, with experience working in Sierra Leone strongly preferred.
  •  Demonstrated experience leading diverse teams to achieve successful project implementation, financial management, and reporting.
  •  Experience collaborating and coordinating with local and national host government agencies, and aligning program activities and results with national strategies
  •  Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with regional/district governments, representatives from other key stakeholders (such as NGOs, CSOs, etc.), and the private sector.
  •  Demonstrated ability to operate at advanced levels of authority and accountability for achieving results.
  •  Awareness of USAID cooperative agreements, and the related policies, procedures, and regulations; deep understanding of USG federal compliance requirements and evidence of experience in their application.

The Gender Equality Technical Specialist role will lead strategy development and the technical design and implementation of high-quality programmes that advance gender equality and ensure that children, girls and boys can equitably access, participate within, benefit from and act as decision makers for both emergency and development programming. The postholder will use their in-depth contextual understanding, technical and practical expertise, and relationship building skills to define and deliver our strategic ambition for advancing gender equality in Sierra Leone. The role supports national advocacy and influencing, while driving strategic partnerships for new business development.  It provides leadership to ensure our work is grounded on intersectional gender and power analysis, and supports the design and implementation of gender transformative monitoring and evaluation systems to demonstrate impact, while sharing learning across our programmes, teams and partners.  The role will work closely with operations colleagues and with partners, especially women’s/girls’ rights and gender equality-focused organizations, in Sierra Leone, fostering the building of ownership and agency of local organisations.  S/he is responsible for supporting the integration of SCI gender equality approaches in the country office new and ongoing projects. This may include ensuring gender mainstreaming throughout the project’s results-based management frameworks, strengthening and supporting gender equality strategies and facilitating gender equality capacity strengthening for partners and SCI staff including tool development. It will provide leadership to design/adapt and deliver gender transformative content for capacity building and system strengthening. This role includes a focus on external representation on priority issues including child-centred gender and power analysis, girls’ empowerment, gender-based violence and other topics central to gender transformative child rights-based approaches across thematic areas. MAJOR RESPONSIBILITIES

         

Strategy Development: 

 

  • Ensure the project contributes to the achievement of the National Office overall strategy.
  • Ensure compliance with United Nations Peace Building Fund (UNPBF) funding guidelines, local laws, regulations, policies, and procedures.
  • Develop and maintain effective collaborations with program partners and key stakeholders.
  • Work directly with local partners to facilitate capacity assessments, develop, or update capacity development plans, and support the adaptive implementation of the capacity development plans.
  • Supply technical expertise on Sierra Leone’s civil society sector
  • Manage financial and administrative functions; monitoring, evaluation and reporting of program activities; and management.

 

Capacity Building: 

  • Map out and conduct capacity gap assessment for women-led CSOs.
  • Provide Gender and Peacebuilding capacity development to Women-led CSOs Coalition through targeted training, tools and resources to facilitate timely and quality delivery of programmes.
  • Provide guidance and mentorship to women-led CSOs on political participation and inclusion, leadership, conflict prevention and mitigation, peacebuilding and social cohesion.

 

Stakeholder Relationship Management:

  • Serve as the primary liaison between World Vision, government, stakeholders, and implementing partners, on all program-related activities.
  • Network to broker new partnerships and build new relationships with INGOs in the country, civil society organizations, local partners and marginalized groups in Sierra Leone.
  • Maintain regular dialogue and conduct regular meetings with all relevant partners within and outside World Vision, and donors to build relationships, trust and an excellent reputation.
  • Develop approaches and plans for effective and sustainable stakeholder relationship management in the country.
  • Work collaboratively with all units to ensure that project deliverables are met and achieved on a timely basis considering deadlines and priorities.

 

Women CSOs Management:

  • Support women CSOs coalitions mapping to inform project interventions.
  • Enhance Women CSO’s coordination mechanism, especially in the last mile communities of the project district.
  • Support Women-Focused CSOs and women’s advocacy for sustainable policy influencing and dialogue.
  • Work with the government and all relevant stakeholders to address existential barriers faced by women CSOs and women aspiring for political processes.
  • Facilitate the establishment of an information Hub to support awareness-raising campaigns and referral pathways.
  • Provide technical guidance in addressing violence faced by women before, during and after the electioneering process.
  • Support women CSOs in designing early warning signs of violence and enhancing peace-building initiative in the country with a gender lens.

 

Monitoring, Evaluation & Planning: 

  • Ensure timely implementation of project activities as per Detailed Implementation Plan.
  • Support gender and peacebuilding advocacy programs planning, monitoring, evaluation, accountability and learning.
  • Ensure timely and quality reporting processes in line with project agreed timelines.
  • Establish and maintain an accurate and up-to-date dashboard of all programme documents, resources, lessons and good practices, and facilitate their circulation and use within the NO, across the partnership, consortium partners and stakeholders.

 

Innovation:

  • Facilitate the introduction of new, innovative practices, methodologies or concepts in World Vision International Sierra Leone Gender and Peacebuilding programming.
  • Support the World Vision Gender Equality and Social Inclusion project model with an innovative approach.

 

Partnerships and Networking: 

  • Establish and maintain visibility of World Vision International Sierra Leone on all Gender, Peacebuilding and women-led CSOs coalitions and advocacy platforms.
  • Develop and maintain a strong relationship with relevant government Ministries, Departments and Agencies, consortium partners, women-led CSOs coalitions, academic institutions, stakeholders and community actors that will complement WVISL Peacebuilding, gender and advocacy programming.

 

Programme Management: 

  • Provide overall oversight on the implementation of the project as per the agreed work plan in the approved PD with UN Women and UNDP.
  • Manage and Support the development of detailed implementation plans and coordinate implementation among other consortium partners.
  • Support relationship-building initiatives, integrated planning implementation and sustainability of the program, continued partnership and sharing best practices in various fields.
  • Ensure the inclusion of key project indicators in all stages of the DME process.
  • Coordinate with the Design, Monitoring and Evaluation to review peacebuilding reporting indicators and reporting tools/standards.
  • Produce consolidated quarterly, semi-annual and annual project reports for sharing with the donor, partners and other stakeholders.
  • Collaborate with other stakeholders within the National Office for the achievement of the project objectives.

Helen Keller Intl partners with communities that are striving to overcome longstanding cycles of poverty and is devoted to scaling up evidence-based, cost-effective solutions to improve care practices and ensure that basic health interventions reach vulnerable people, with a focus on women, youth, and children.

 

Helen Keller Intl has been operating in Sierra Leone for nearly 20 years in support of the Nutrition, Reproductive, and Child Health Services and Neglected Tropical Disease (NTDs) components of the National Health Development Plan of the Ministry of Health and Sanitation, as well as the food security component of the Ministry of Agriculture.

 

Sierra Leone has the worst maternal and child mortality rates worldwide, at 717 per 100,000 live births and 122 per 1,000 live births respectively. Infant and neonatal mortality stood at a rate of 75 and 31 per 1000 live births respectively. Maternal deaths accounted for 23% percent of all deaths among women aged 15-49. The lifetime risk of maternal death indicates that one in 31 women in Sierra Leone will have a death related to maternal causes. Of the total maternal deaths in the country, 20 % are adolescents. The adolescent birth rate was reported to be 105 births per 1000 women aged 10-19 years (SLDHS 2019).

In Sierra Leone, between 2017 and 2021, Helen Keller and UNICEF supported the Ministry of Health & Sanitation (MoHS) to transition from a campaign-based to a routine approach to Vitamin A supplementation delivery. Routine VAS is part of a package of services that include immunization, provision of deworming tablets, growth monitoring, weekly demonstrations of the preparation of nutritious complementary food (for children 6-23 months of age), and routine quality counseling of all mothers on modern contraception.  In addition, VAS is delivered by health workers in the peripheral health units (PHUs) and outreach services coupled with defaulter tracing by community health workers (CHWs).

The Field Officer (Nutrition) will be responsible for planning, implementing, and monitoring Helen Keller nutrition activities in their designated district.

Key Responsibilities

  • Support implementation of the six-monthly contact point program in your respective district with a special focus on strengthening the integrated platform on routine VAS, deworming, counseling on IYCN, and food demonstration and family planning at health facilities;
  • Lead the coordination of relevant program activities in your respective district;
  • Attend district monthly in-charges meetings and other coordination meetings, as needed;
  • Support the planning, training, and reporting on all training done at the district level;
  • Monitor monthly health facility data and provide the support needed before submission to the M&E at the district level;
  • Establish and maintain good working relationships and regular communication with DHMTs, transitioning from mass VAS to routine 6MlyCP in your respective district;
  • Support the communications team by updating FAQs, planning, and reporting on radio panel discussions, as needed;

Helen Keller Intl has been operating in Sierra Leone for nearly 20 years in support of the Nutrition and Neglected Tropical Disease (NTDs) components of the National Health Development Plan of the Ministry of Health and Sanitation, as well as food security component of the Ministry of Agriculture.

 

The Monitoring, Evaluation & Learning (MEL) Manager will provide leadership to the HKI Sierra Leone Country Office (CO) to meet its monitoring, evaluation and learning commitments as per our internal strategy and donor agreements. The MEL Manager will lead the M&E team in the CO, support harmonization of M&E efforts ongoing in HKI, contribute to evidence-based program design and build a culture of data for decision making in the CO as the main responsibilities.

 

Key Responsibilities

  • Lead development of all new MEL related initiatives for the CO;
  • Establish and rollout a common M&E approach across the different programmatic areas in the CO;
  • Ensure proper monitoring of all programs including but not limited to donor commitments;
  • Ensure high quality (complete, accurate, consistent and regular) data collection and analysis across the CO portfolio;
  • Encourage and support use of technology driven tools and systems for MEL;
  • Develop and roll-out KPIs for CO performance in consultation with program leads and senior management;
  • Lead on planning, implementing and managing all program evaluations, impact studies, lessons learned, etc.;
  • Contribute to the proposal and program design, as needed;
  • Lead development of program logframes, indicators, M&E tools, etc.;
  • Manage the M&E team by supervising and mentoring direct reports following internal HR guidance for managers;
  • Actively collaborate with the region and global counterparts, as needed;
  • Serve as CO focal point for all M&E initiatives;
  • Carry out additional tasks, as delegated by the Program Director/Country Director.

 

Qualification and experience

  • A bachelors’ degree in a relevant field – social science, statistics, international development, etc. A post-graduate degree will be an add on
  • Minimum of 5 years’ of proven experience in monitoring and evaluation of multi-program portfolio in an office of similar size
  • Strong measurement, analytical and data skills including demonstrated experience in developing both quantitative and qualitative data collection tools;
  • Excellent skills in data visualization, information management systems including different software;
  • Experience in managing staff and teams
  • Must be able to work in a dynamic and complex environment
  • Ability to carry out responsibilities independently with minimal guidance
  • Must be able and willing to work in a diverse office in terms of language, culture, etc. Proven experience in research, analysis and publication an added advantage
  • Excellent written and verbal English language skills.

Key Duties and Responsibilities: 

  • Will lead technical advice on family planning for all relevant country office (CO) projects with the aim to increase FP services at primary healthcare and community levels
  • Lead/co-lead introduction of new FP initiative in the relevant districts
  • Ensure donor commitment and compliance are met for all FP components of the program(s)
  • Actively participate in all relevant technical committees/meetings as needed and contribute actively to the discussion on family planning
  • Work with the Program Coordinator to contribute to meeting the objectives and targets of the program effectively and efficiently
  • Work closely with the Communication team to develop relevant communication materials as needed
  • Co-lead the FP related trainings for healthcare workers with the relevant Ministry officials
  • Work closely with different teams in the CO for proper implementation of FP activities
  • Conduct field/monitoring visits to do post training follow up and provide supportive supervision for the delivery of quality FP services
  • Collaborate with MoHS and the DHMTs during implementation of the FP activities
  • Carry out additional tasks, as delegated by the Program Coordinator and/or the Program Director.

 

Qualification and experience

  • Nurse/midwife with recent experience in maternal health particularly family planning
  • At least 5 years of proven health facility-level implementation
  • Experience in conducting community-based interventions
  • Demonstrated proficiency in competency-based clinical training
  • Willingness to travel to the field
  • Must be able to work in a dynamic and complex environment
  • Excellent written and verbal English language skills
  • Good computer skills, including competence in word processing, internet/e-mail

General mission  

The Regional Advocacy and Communication Officer works under the direct supervision of the  regional programme coordinator (Chief of Party), and in close collaboration with the different  programme country teams of her/his region as well as both the HI federal advocacy team (AIR),  and the HI federal communication team (Info Fed) at headquarter level.

She/He primarily contributes to the implementation of the global advocacy strategies on the  federal priority topics as seen fit in the region, and produce adequate tools to feed the global  communication and fundraising processes, in compliance with HI quality and ethical standards  and procedures (80% of the time). She/He will also contribute to the implementation of the  regional programme operational strategy by developing context-specific advocacy and  communication action at the regional level (20% of the time)

Missions/responsibilities  

Mission 1: STRATEGY AND STEERING  

Responsibility 1.1: Contribute to the design and review of the CPP2-TMRD advocacy strategies  towards global policy changes

  • Feed in the regional advocacy strategies design processes, as requested  • Continuously monitor and share updates on the political and policy environment in the  countries part of the regional programme, and relevant to the federal advocacy strategies, led  by the AIR team.

Responsibility 1.2: Design and steer the advocacy strategy of the regional programme towards  national and regional policy changes

  • Support the Regional Programme Coordinator in the preparation and monitoring of the  components of the regional programme Operational Strategy relating to advocacy and  communication.

Mission 2: OPERATIONAL IMPLEMENTATION.  

Responsibility 2.1: Contribute to the implementation of the CPP2-TMRD advocacy strategies in  the region.

  • Ensure that the programme produces reliable and consistent data for advocacy purposes, and  where needed, directly collect data and testimonies, as needed by the AIR team  • Contribute to the preparation of CPP2-TMRD advocacy tools (e.g. reports, briefing papers,  factsheets, talking points), in collaboration with the AIR team.

Responsibility 2.2: Contribute to the communication and fundraising efforts of the HI global  network with inputs from the region

  • Produce content for the visibility of the projects as part of the regional programme, or specific  content for fundraising (raw information, articles, photos, films), in collaboration with Info Fed  and other relevant colleagues.

Responsibility 2.3: Contribute to the implementation of the regional programme operational  strategy in the fields of advocacy and internal and external communication  • Lead or contribute to the preparation of advocacy tools for regional and national advocacy as  per the action plans (reports, briefing papers, talking points, media/social media tools), in support  of project teams where relevant

Responsibility 2.4: Contribute to support or to implement the programmer’s emergency  preparedness actions, and, in case of emergency, adapt her/his way of working in order to  contribute to an efficient humanitarian response from HI.
