SOS Children’s Villages in Sierra Leone is recruiting an ICT Coordinator to lead the ICT development of the organization. In cooperation with the Regional ICT Advisor, he/she will implement the SOS- Children’s Villages International global and regional ICT goals, policies, strategies, standards and guidelines in the National Association (NA).

 

He/she designs the National Office (NO) and facilities ICT architecture and plans their long term ICT needs, ensuring that local long-term ICT requirements are met. He must also plan for short, medium and long term goals for ICT based on global organizational requirements of SOS.

 

The ICT Coordinator is responsible for the effective operations of information technology and information systems within the National Association / Sierra Leone. He provides functional supervision to ICT Officers / Teachers of programs.

 

Implements, and maintains all national ICT systems and standards in order to achieve a cost efficient and effective ICT environment in accordance with SOS Global ICT Standards.

 

Assume the responsibility for data security including the planning, design and implementation of security measures which safeguard access to the organization’s terminal files and data elements.

 

Define the ICT budget for the NO and facilities in accordance with existing needs.

 

Implements operating system enhancements that will improve the reliability and performance of the system as supervised by the Regional ICT Advisor.

 

Support NO and facilities to budget ICT investments and replacements of equipment in accordance with SOS Global ICT standards.

 

Ensures the installation, maintenance, configuration, and integrity of computer software across the National Association.

 

Participate in the conception and implementation of ICT4D projects in the NA. Give proper technical support for the choice of appropriate technology for the deployment of such projects.

 

Skills, Qualifications and Experience

  • Bachelor degree in IT/ Computer Science or IT Security. Additionally, certificate in network or server administration would be an asset.
  • High level of integrity, and awareness of security, safety and cyber criminality
  • Five (5) years of proven experience in IT Management and ICT solutions development
  • Expertise in latest version of Microsoft Operating System and business applications (Off. 365)
  • Understanding of Server Management (Active directory) and virtualization (Hyper – V).
  • Good Knowledge in Network Administration (LAN, VLAN, network policies and protocols).
  • Good Knowledge of computer’s hardware and maintenance process. IT security best practices and IT service management tools (ITSM).
  • Have experience in the design and implementation of ICT and ICT4D projects.
  • Skills on App design/creation and knowledge on renewable energy/ tech solutions would be considered as assets
  • Have the ability to work independently and collaboratively.

SOS Children’s Villages Sierra Leone is recruiting an Institutional Partnership Development Coordinator to support and advise the National Association in the development of partnership with institutions, in order to significantly diversify and increase the financial resources available for national programmes. Under the leadership of the Fund Development & Communications (FDC) Manager, the IPD Coordinator will directly support the team in seizing funding opportunities.

 

He/she will develop and implement institutional partnership strategies and will be a key contributor to the growth of the funding portfolio as well as day to day donor relations management with bilateral donors, international organizations, governmental institutions, embassies and any other relevant national or international organizations.

 

The incumbent will also support sound grant management of donor–funded project and ensure compliance with donor regulation and SOS policies.

Develop and implement an institutional fundraising and partnership strategy in line with the needs of the organization

 

To coordinate grant management for institutional funded projects, within a focus on donor compliance and donor reporting, in collaboration with Programme & Finance colleagues, this also includes the preparation of high-quality donor proposal, concept notes and reports.

 

Stay abreast of current trends in partnerships and governance in Sierra Leone and share learning with country Senior Management Team (SMT), as well as linking with the Regional and Global IPD Focal Persons.

 

Establish and maintain regular contact with donors, and participate in regional IPD networking and training.

 

Qualifications and Experience

  • Bachelor/ University degree or Master in International Development, Project Management or related field.

 

  • Minimum 5 years working experience in a similar role, with 2 years’ experience in the humanitarian sector.

 

  • Strong understanding of project management (PCM, LFM, RBM) and grant management.

 

  • Strong understanding of the donor environment in the humanitarian context and track record in identification and securing humanitarian funding opportunities (eg. UN, ECHO, Europe Aid, USAID/OFDA, USAID/FFP, SIDA, GAC, AA)

 

  • Broad network of UN, donor and NGO contacts in Sierra Leone, with proven experience development and maintain effective stakeholder relationship.

Purpose of the Role

The CSW will report to the Programmes Manager to design and deliver specialized counselling services and provide crucial support to AWC’s teenage girls, fistula patients, SGBV survivors and in-facility patients. The CSW will predominately work with AWC’s teenage girls and SGBV survivors in case management and information filing. The CSW will monitor all court cases of AWC’s SGBV survivors and liaise with partners including the Family Support Unit and Ministry of Social Welfare to ensure the child’s welfare and care is upheld to the highest standard.

 

Main Responsibilities and Duties:

  • With the support of Programmes Manager, monitor all SGBV cases closely and provide them with the support they need including attending all court sittings.
  • The CSW will provide extensive and timely reports to the Programmes Manager regarding each court sitting.
  • Provide regular therapeutic and guidance counselling services to teenage girls, fistula patients, SGBV survivors and in-facility patients
  • Do daily routine checks with Maternity and Fistula Units to identify patients counselling needs
  •  Enhance coping capacities of patients challenged with feelings of loss, grief, family disorder, depression, anxiety disorder
  • Conduct case and background profiling on identified less privilege teenage girls booked into the AWC teenage program
  • With support from the Programmes Manager, facilitate the family reunification process for child rape victims, ensuring AWC’s protocols are adhered to regarding discharging a child rape victim to keep the child’s safety and welfare the priority
  • Prepare detailed notes and monthly progressive reports on all activities completed, including counselling sessions
  • Support the team at the AWC Skill Training Centre (AWC STC) and liaise between the parents and girls whilst they are participating
  • Do other assigned jobs as required

 

Personnel Specifications Required

Minimum Qualifications:

  • Holds a minimum qualification of a Diploma in Social Work Studies or in a specialty in patient and guidance counselling
  • At least three (3) years demonstrated knowledge and skills in counselling services
  •  At least two (2) years practical knowledge in residential care and guidance counselling
  • 1-2 years’ previous experience working for an NGO/humanitarian work, preferably in maternal and sexual reproductive health
  • Shows an in-depth understanding of local child protection regulations
  • Knowledgeable in cultural competence and the process of patient growth

Innovations for Poverty Action seeks a qualified Embedded Labs Coordinator to collaborate closely with the Ministry of General Education in Sierra Leone to strengthen its capacity to use evidence to improve its programs and policies.

Responding to Ministry’s demand for support beyond impact evaluations, IPA his working to develop an embedded evidence lab with MoE, putting a strong focus on equipping them to regularly use evidence to improve their decision-making, policies, and programs. This position will support these activities, reporting to the IPA Sierra Leone’s Associate Research Manager and dotted line oversight from the Global Policy team.

Responsibilities

The Coordinator will perform a variety of tasks related to leveraging existing data and developing new research projects to drive greater use of evidence within the Ministry. For example, the Coordinator may conduct activities including but not limited to:

  • Mapping the data needs of various directorates within the Ministry against the existing data available, complemented with an assessment of its quality
  • Assessing existing datasets and indicators according to criteria of relevance, objectivity, and reliability
  • Identifying opportunities to test low cost “nudges” to improve service delivery
  • Developing and executing opportunities to leverage administrative data for analysis to inform key MoE programs and decisions
  • Developing and executing “learning-by-doing” capacity building projects with MoE counterparts
  • Developing opportunities to leverage administrative data for research; connecting local and international researchers to pursue these openings
  • Producing “policy briefs” on key policy questions that can be answered using the Ministry’s own data
  • Developing a policy-driven research agenda for the lab and facilitating the development of research projects to respond to the agenda

Qualifications

  • Master’s degree in international public policy, education, social science, or related fields.
  • 2-5 years of relevant work experience

  • Experience in quantitative and qualitative data collection, management, and analysis

The US President’s Malaria Initiative (PMI) VectorLink Project, which implement Indoor Residual Spraying (IRS) campaign in Bo and Bombali districts for malaria elimination and prevention informs interested candidates for seasonal positions of the 2023 IRS campaign to apply for the following positions: Storekeepers, Logistics Assistants, Warehouse Assistants, IEC Assistants, IEC Supervisors, Site Manager and Brigade Supervisors.

INFORMATION ON EACH POSITION

 

  • Brigade Supervisor (67 positions; 41 Bo and 26 Bombali) – the seasonal IRS Brigade Supervisor will be responsible for timely and high-quality supervision of Team Leaders and Spray Operators (SOPs) to ensure daily spray targets are achieved.  Basic requirements for this position include the following:   
  • Minimum academic qualification of a Diploma in any field.
  •  Ability to manage groups of people and/or tasks under pressure with little or no supervision.
  • Previous experience in IRS operations, ability to work both as a team leader and as a team member and follow the Vectorlink District Coordinator instructions/guidance.

  • Experience working with Community Health Workers (CHWs) and being an indigene/resident in the catchment area of the assigned operation site is an added advantage.

INFORMATION ON EACH POSITION

 

IEC Supervisors (204 positions; 120 Bo and 80 Bombali) – The candidates will ensure timely and quality coordination of all IRS mass mobilization and awareness-raising activities in the assigned chiefdom. Basic requirements for this position include the following:   

  • Certificate in nursing, community development, community health, public health, or related discipline.
  • Proven experience working with communities and their leadership, managing IEC and community outreach/mobilization activities for local health programs is essential, experience with malaria prevention programs is preferred.
  • Excellent interpersonal skills and ability to work as part of a team.
  • Ability to work independently with minimum supervision.
  • Ability to communicate in English and ability to speak the common local language of the assigned chiefdom.
  • Working as a PHU staff in the areas of intervention is a plus.
  • MUST have a valid driving license, be able to ride a motorbike, and own a motorbike.

Warehouse Assistant (4 Positions; 2 Central Warehouse in Western Area Rural district Newton, 1 district Store in Bo, and 1 district store in Makeni)- the seasonal Logistics Assistant will work closely with District Coordinator, Site Managers, and Storekeepers to ensure timely and high-quality management of all operation site logistics within the assigned district. Basic requirements for this position include the following:   

  • Minimum of Higher National Diploma in purchasing and supply or another relevant field.
  • Previous experience in logistics management is preferred.
  • Good communication, analytical, and negotiation skills.
  • Team player able to work under pressure to meet deadlines.
  • Must have basic knowledge in computer literacy with a good understanding of the use of MS office applications and experience of operating electronic gadgets such as tablets and smartphones.
  • Previous work experience in IRS and residents of the work district will be an added advantage.
  • Female Logistics Assistants MUST not be pregnant or lactating mothers during the spray campaign.
  • Must be both physically and medically fit with no history of chronic respiratory infection or allergic to insecticides.

  • Work experience in inventory control and warehouse/store management is preferred.
  • Possess Basic Knowledge of MS Excel.
  • Must be knowledgeable about the safe handling of insecticides and adherence to basic environmental compliance guidelines.
  • Has basic numeracy level, record keeping, and organizational skills.
  • Ability to work under pressure with little or no supervision.
  • Good English language writing, reading, and speaking skills.
  • Being a resident of the assigned operation site is an added advantage.

ABOUT US

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in Sierra Leone in 1991 and since then has been implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods & Climate Change adaptation /mitigation and advocacy geared towards the reduction of the prevalence rates of under-nutrition. Action Against Hunger collaborates with other international organizations, National organizations, the private sector, the line ministries and authorities at all level as well as the communities. ACF has people centred approach and works with the affected communities in program development and implementations. Currently Action Against Hunger is implementing integrated food security, nutrition, health and WASH and climate change adaption /mitigation projects in Moyamba, Bonthe and Western area districts.

The coordination office is based in Freetown, Sierra Leone overseeing the operations in Moyamba Field Office and Bonthe Sub Field Office.

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as Food Security and Livelihoods Program Manager to oversee/monitor the overall implementation of the project in Moyamba District  consistent with standards set by Action Against Hunger and national policies

KEY ROLES AND RESPONSIBILITIES :

  • Lead the implementation of the project activities related to climate change adaptation and mitigation in the target communities

Activities:

  • Organizing and supervising project activities taking into account the project narrative, the logical framework, the budget, and the logistical and administrative processes of Action Against Hunger
  • Organizing kick-off meeting at District level involving key stakeholders including project staff, partners, community leaders and a cross section of beneficiaries
  • Refining the implementation plan in consultation with project staff and the partners, as well as roles and responsibilities of each partner during implementation.
  • Implementing and supervising project activities, in coordination with the partner. Activities encompass:
  • Organizing regular project progress review with the partners, on the progress, lessons learned, and the plan for the next period.
  • Organizing, planning and supervising monitoring activities
  • Ensuring procurement plan is developed and updated
  • Reviewing the monthly Budget Follow-Up (BFU) produced by finance, take part in the monthly budgetary monitoring exercise, produce budgetary plan and forecasts
  • Preparing project progress reports and ensure their timely provision and compliance with Action Against Hunger and donor requirements (internal and external reports – Activity progress reports, Project Interim and final Narrative reports)
  • Implementing technical recommendations concerning the project (from Head of Department, Technical Advisor at Headquarter, partners, evaluators)
  • Ensuring visibility and communication in accordance with donor rules
  • Ensuring that donor rules and procedures are understood and respected by Action Against Hunger team and partners.

Manage the project staff, beneficiaries and capacity development

Activities:

  • Supporting the recruitment of the projects staff (in liaison with Human Resources department, FSL HOD, Field Coordinator and partners)
  • Training the project staff (including partners’ staff) on the expected roles, project scope and process of implementation
  • Ensuring members of staff have clear individual work plan, plan of action and clear roles and responsibilities
  • Ensuring timely and supportive supervision to the staff
  • Work with HR on the staff management process- performance management and appraisal
  • Liaising with Field coordinator and logistics for staff safety while in the field
  • Ensuring timely provision of progress update by each staff, and provide timely feedback
  • Providing technical support to the project staff and develop project staff skills
  • Liaising with the Partners’ staff for timely implementation and completion of activities under his scope
  • Leading the development of training materials and training of beneficiaries on Climate Change Adaptation and Mitigation, Sustainable Land Management (SLM, analysis and production of weather information for smallholder farmers, and other related trainings as necessary.

Part Participate  in the coordination, representation and partnerships of Action Against Hunger in /hi/her area of intervention

Activities:

Ac

    • Coordination of activities with other sectors and departments of Action Against Hunger in order to ensure rational use of resources and optimum integration
    • Participation in visits by funding bodies whenever requested
    • Representing Action Against Hunger and ensuring coordination with partners, authorities, agencies of the United Nations and NGOs in his/her sector, in collaboration with the Field Coordinator
    • Ensure participation of the district level coordination
    • In liaison with the FSL HOD, ensure project information sharing with the Ministry of Agriculture, Ministry of Environment, Environmental Protection Agency, SLARI and SL Met at national level, organize visits for key national team to participate in key project events etc
  • Organization of workshops at district and national level for evidence sharing with stakeholders

Contributing to capitalization and technical development in his/her project and sector

Activities:

  • Documenting the lessons learned, provide analysis of the enabling factors of success and contribute to Action Against Hunger learning platform (newsletter, best practices etc).
  • Dissemination of the technical and operational expertise acquired in the course of the project.
  • Contributing to the transmission of data from the ground to better to inform Action Against Hunger communications.
  • Compile all documents dealing with the essential techniques and methodologies involved in the project (including the list of beneficiaries and distribution etc.) for capitalization and audit purposes
  • Write a handover report at the end of the mission.
  • Ensure that the Field Coordinator and the FSL HoD are supplied with essential documents for archiving in digital form during their tenure and while exiting their position (if applicable).
  • Ensure that all project photographs are shared with the communications department at debriefing sessions and saved on NAS.

Contribute to definition of strategy, needs identification and the positioning of the FSL Department

Activities:

  • Upon request, contribution to the analysis of the situation with respect to FSL and in the context of climate change in the target area
  • Identify needs in his/her area of activity
  • Become familiar with Action Against Hunger strategy
  • Take part in the strategic review of the mission and contribute to FSL strategy definition
  • Identify the presence and the strategic orientations of other partners in the field with a view to improving coordination and effective working.
  • Upon request, participating to the definition of possible future projects especially those related to climate change adaptation and mitigation.
  • Gender Action
    • To ensure that all data is sex and age disaggregated throughout the project cycle from assessment and implementation, to monitoring and evaluation.
    • To ensure that different needs, capacities and vulnerabilities of women, men, girls and boys are understood and acted upon in all supported communities.
    • Demonstrate experience and/or personal commitment to promoting gender equality within the ACF work environment
    • Ensures that project activities are carried out with cultural sensitivity, promotes gender equality and inclusion of marginalised groups;

    • Ensure integrating gender into MEAL processes in operation areas; setting of specific indicators for process monitoring and follow up that, advising team in getting gender specific information through spot monitoring and Post Distribution Monitoring (PDM) process,
    • Initiates innovative documentation process to capture learning and changes, support team to get sex, age and gender disaggregating data.
    • Supports local stakeholders in organizing and carrying out advocacy and campaign for greater gender equality and equity in social protection programmes.
    • Engages with State and local Women’s rights organizations and mobilize collective voice around gender discrimination in the post conflict setting.
    • Conduct capacity assessments and facilitate capacity building for the project teams to enhance their motivation and effective implementation of gender strategies.

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as Food Security and Livelihoods Head of Project (FSL HoP), to organize, implement, supervise and monitor the project activities in the field in collaboration and coordination with the partners

KEY ROLES AND RESPONSIBILITIES :

Organize, implement, supervise and monitor the project activities:

  • Contribute to prepare the work plans to implement the project activities in collaboration and coordination with the project partners;
  • Support the implementation of the activities at community level;
  • Supervise and monitor the implementation of the activities conducted by the partners;
  • Sensitize the stakeholders at the chiefdom and community level on project activities;
  • Establish good communication with the communities and beneficiaries;
  • Mobilize/organize the beneficiaries;
  • Coordinate with the Ministry of Agriculture and Forestry (MAF) field officers and link them with the beneficiaries;
  • Monitor, supervise, evaluate and follow-up the project activities;

The impact of COVID19 has triggered a sharp increase in pre-existing food insecurity and vulnerability among the population. An estimated 6.1 million people in the population is currently food insecure. There are significant economic gaps, inequities and disparities among communities and various components of the population in rural and urban areas; the poorest segments of the population reside in deplorable conditions. Economic activities including businesses, remittances, employment, and revenues at both national and household level have declined due to the impacts of the COVID-19 outbreak and now the war in Ukraine which is compounding the effects of pre-existing shocks related to the Ebola epidemic in 2014/15 and the reoccurring mudslides. Women and children, particularly those from poor households are worse affected by these compounding stressors to food security.

 

WFP Sierra Leone Country Office is seeking professionals for four Field Monitoring Assistant positions to be based in the following districts of Sierra Leone; Pujehun, Bonthe, Kambia, Karene.

JOB PURPOSE

To perform monitoring activities within a specific coverage area (Districts of Sierra Leone) and provide support to the effective delivery of assistance activities. They will be conducting monitoring visits to WFP activity implementation sites and complete various monitoring surveys on each site at this level work is carried out under minimum supervision.

KEY ACCOUNTABILITIES (not all-inclusive)

Selected candidates will report directly to Heads of Sub-Offices in coordination with Programme Policy Officer (VAM&M&E). The reporting lines may change based on changes in organizational structure. They will be expected to follow the monitoring visits plans created by the Head of Sub-Offices in their respected regions and ensure adherence to minimum field monitoring visits requirements within their coverage area.

Monitor the implementation of various assistance activities in close collaboration with partners and the community. Enter all monitoring data collected (General Distribution /School Feeding/Asset Creation and Livelihood, Nutrition activity questionnaires) in the MODA platform using tablets. Document good operational practices and any concerns regarding gender and environmental implications observed on the ground. Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services. Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas. Contribute to missions, market assessments, donor’s missions, rapid need assessments, Food security assessment and nutrition surveys. Report monthly on concerns and comments from beneficiaries and cooperating partners to support identifying programmatic issues. Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes. Follow set emergency response processes and procedures for emergency food assistance. Perform any other monitoring tasks as needed.

Education: Completion of secondary school education. Preferably university degree in Statistics, Computer Science or other related field is required.

The Market Access and VSLA Team leader will provide day-to-day supportive supervision of the Field Officers to ensure that project activities are being carried out as per the agreed work plan. S/He will ensure that agreed targets are on track to be met fully and with high quality. Programme Cycle Management:

Oversee, manage and ensure quality implementation of activities and achievement of Yoti Yoti Project outcomes under ‘Access’ pillar. Coordinating with counterparts in project partners to harmonize approaches and promote sharing and learning;

Main duties & Responsibilities:

 

Specific Roles and Responsibilities – Under the supervision of the District Delivery Manager

Programme Cycle Management:

Oversee, manage and ensure quality implementation of activities and achievement of Yoti Yoti Project outcomes under ‘Utilization’ pillar. Coordinating with counterparts in project partners to harmonize approaches and promote sharing and learning;

Develop monthly and weekly work plans with their team based on the overall project work plan and timeframe, and monitor progress against these plans recommending actions to rearrange plans where necessary;

Prepare regular narrative reports on project activities and submit to District Delivery Manager.

Ensure all expenditure is authorized and spent in accordance with Concern’s internal procedures and in line with project budget;

Ensure all aspects of project activities under their responsibility adhere to programme quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner;

CARE seeks a Chief of Party for the anticipated USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone. The anticipated goals of the activity are to improve quality Family Planning and Reproductive, Maternal, Newborn, Child, Adolescent health (FP/RMNCAH), and malaria services; and increase adoption of selected key optimal behaviors to improve health in selected districts in Sierra Leone. This activity is expected to be a five-year program in the $25 million to $50 million range. This position is subject to project award and funding. The Chief of Party is accountable for the overall vision and leadership of the project and is responsible for delivering results.   • Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
  • Demonstrated skills building and maintaining relationships with host governments, donors, stakeholders, local organizations, and partners.
  • Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.

CARE seeks a Deputy Chief of Party for the anticipated USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone. The anticipated goals of the activity are to improve quality Family Planning and Reproductive, Maternal, Newborn, Child, Adolescent health (FP/RMNCAH), and malaria services; and increase adoption of selected key optimal behaviors to improve health in selected districts in Sierra Leone. This activity is expected to be a five-year program in the $25 million to $50 million range. This position is subject to project award and funding. The Deputy Chief of Party is accountable for the overall vision and leadership of the project and is responsible for delivering results. The successful candidate should possess significant senior experience managing program, financial, and operations of USAID or other international donor-funded projects.Primary Responsibilities

  • In collaboration with the COP provide leadership, management oversight, and technical direction for the program, ensuring an integrated vision across components and actors, with a focus on achieving the results.

  • Capacity assessment of implementing partner and developing capacity development plan for partners and implement it.

  • Required Skills:
  • University degree or graduate degree in public health, social sciences, or related field.
  • 10+ years’ experience in Family Planning, RMNCAH, malaria prevention, health systems strengthening and/or behavior change communications.
  • Significant experience managing large-scale, multi-year USG-funded programs. Strong track record of successfully managing USAID-funded programs, preferably including previously serving as a Deputy Chief of Party.
  • Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems.
  • Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, local and international staff.
  • Ability to respond on short notice and plan and execute several activities at once.

Job Description

The Position:

The Maternal Health Specialist will support the implementation of UNFPA’s interventions aimed at reducing preventable maternal deaths in Sierra Leone, and will work under overall guidance of the Deputy Representative and the direct supervision of the Head of the Maternal Health Unit.

S/he will substantively contribute to the effective management of UNFPA programmes in support of national efforts to strengthen integrated sexual and reproductive health and rights (SRHR) and reducing preventable maternal mortality, with specific focus on emergency obstetric care, maternal death surveillance and response, obstetric fistula management and midwifery services support. S/he will support initiatives and provide technical support in key areas of results-based programme and project management of UNFPA’s SRHR programme and projects.




The Maternal Health Specialist will support the establishment of partnership, synergy and strategic alliances with counterparts in government, multi-lateral and bi-lateral agencies, civil society organisations, academia, and professional bodies, to address emerging issues and to facilitate program delivery. S/he will also contribute to the UN system coordination through participation in policy dialogue and advocacy initiatives as well as support for capacity development, service delivery and knowledge management efforts.

  • Ensuring the inclusion of lessons learnt and new policies and best practices in the development of the UNFPA assistance to Sierra Leone, as well as to establish appropriate mechanisms and systems for its implementation, monitoring and evaluation
  • Facilitating linkages with the implementation of the UNFPA programmes to ensure a holistic approach to SRHR, including for adolescents
  • Analysing and identify opportunities for integration across various SRH thematic areas across the policies, strategies, guidelines, and service delivery areas within the health system, to ensure holistic, life-course oriented and evidence-based programming for SRH
  • Providing technical assistance to national partners to scale-up the quality of care initiatives to ensure universal access to SRH;
  • Identifying, developing and/or adapting technical documents such as SRH strategies, clinical guidelines,  training materials, and Job aids, in UNFPA focus areas, to ensure their availability for capacity development;
  • Advocating for the incorporation of evaluation results and lessons learned in the updating of strategies and approaches, in order to improve the effectiveness of UNFPA operations
  • Contributing to the resource mobilization strategy by analyzing information on potential donors, preparing substantive briefs and project proposals in line with donor priorities, creating feedback mechanisms and providing information on progress of donor funded projects.
  • Developing and managing substantive knowledge sharing partnerships and collaborations with other UN agencies in the context of the national development frameworks, UNSDCF, and UNFPA Strategic Plan and Country Programme.

Qualifications and Experience: 

Education:

In accordance with the Staff Regulations and Rules of the United Nations, persons applying to posts in the international Professional category, who hold permanent resident status in a country other than their country of nationality, may be required to renounce such status upon their appointment.
