Abt. Associates Inc., a US-based company, is implementing the USAID–funded President’s Malaria Initiative VectorLink project. The project is supporting the implementation of malaria control strategies such as indoor residual spraying (IRS) as well as entomological monitoring.

Abt Associate is currently seeking qualified individuals to fill the temporary position of Monitoring and Evaluation Assistant (23 positions) and Data Entry Clerks (58 positions) in Bo and Bombali districts. Successful candidates for M&E assistants and data entry clerks will be contracted for one and two months respectively.

AVAILABLE POSITIONS:

  1. M&E Assistants – The position will be responsible for all data reporting-related activities during the IRS campaign. He/she will also assist the M&E Manager in conducting monitoring checks, and data reviews to identify errors and supervise data collection by spray operators in line with reporting requirements.

Duties and Responsibilities:

  • Responsible for monitoring data collection activities during the campaign
  • Support data entry and ensure timely reports to data centers
  • Ensure correct use of M&E tools at the site
  • Ensure data are reported according to the approved dataflow and timelines and attend to any other duties assigned
  • Ensure all data are reviewed and verified by Team leaders/Brigade supervisors for their respective operation sites
  • Daily data collection on errors identified and reported to the M&E manager via the data collection  tool provided
  • Ensure  and precisely reported to be used for quality improvement at the site level
  • Supervise site-level data reporting cycle to ensure data completeness on a periodic basis, or when required
  • Performs other duties as assigned
  • Train IRS seasonal workers on data collection using M&E tools and procedures
  • Perform data collection verification in project-supported communities
  • Coach personnel on data entry and verification
  • Ensure timely delivery of data (on phones or paper forms) from the field to the data center
  • Supervise Data Entry Clerks and ensure data entry is complete and thorough
  • Provide feedback to supervisors on common data collection errors
  • Produce weekly spray data progress reports for the assigned district
  • Perform other duties as assigned by the M&E Manager

 

Education, Experience, and other requirements:

  • Graduate in Social sciences, statistics, or Public Health (students are encouraged to apply)
  • Significant experience in data entry and data management
  • Demonstrate competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and meeting deadlines with attention to detail and quality
  • Strong writing, editing, and formatting skills
  • Demonstrate computer skills in Microsoft Office Suite applications including Word, Excel, etc. will be of advantage
  • Residents in Bombali or Bo areour preferred
  • Female candidates MUST not be pregnant or lactating mothers during the spray campaign
  • Must be both physically and medically fit with no history of chronic respiratory infection and non-allergic to insecticides
  • Experience in the use of Microsoft Excel, DHIS2, CommCare, and ODK
  • Experience training large groups of people preferred

  • Monitor and provide oversight, supervision and coordination of sponsorship business processes thereby  enhancing efficient RC management and child monitoring within the programmes in the Provincial Office.
  • Identify, recommend and plan training with the Sponsorship Manager for the APs Sponsorship Staff and  Community Child Monitors so that they can be fully updated with all relevant competencies and skills and  can perform at standard capacities.
  • Collaborate and network with the AP teams to prepare for and participate in sponsorship child  recruitment and management processes so that Support Office expectations are met based on  [Registered Child supply etc.] commitments.
  • Prepare and submit Monthly Management Reports and any other related reports on child management  standards in the Provincial Office so that a consolidated picture of the Provincial Office performance and  delivery on promise and general accountability in sponsorship, can be provided for multiple users.
  • Serve as Single STEP/SSUI and other Sponsorship software help desk officer for the Provincial Office so  that backups can be restored and minor sponsorship technical issues can be resolved with his/her  assistance.
  • Ensure the implementation (in all Provincial Office) of operations audit recommendations for reduced risk  in sponsorship operations.

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as Country MEAL Manager to lead the MEAL team, and support the Program Mangers, and implementing partners on MEAL system design, implementation, and review, as well as support the learning component of all mission Projects ensuring that program teams are supported in high quality, effective and appropriate data collection, data cleaning and data analysis for MEAL purposes.

KEY ROLES AND RESPONSIBILITIES :

  • Ensure the operationalization of MEAL systems for ACTION AGAINST HUNGER , its programs to ensure compliance with donors and ACTION AGAINST HUNGER ACTION AGAINST HUNGER  MEAL standards.
  • With the support of the Regional MEAL Advisor, you will be in charge of designing the country’s MEAL strategy and ensuring its operationalization.
  • You will be in charge of ensuring appropriate utilization of the already setup MEAL systems  to guide project start-up, implementation, adjustment, accountability, and learning in compliance with ACTION AGAINST HUNGER MEAL Guidelines and Minimum Requirements for MEAL
  • You will lead the development of  ToRs and data collection tools for surveys, needs assessments, mid-term and project reviews, including sampling and assessment methodologies through the support of M&E Officers.
  • You will be responsible to provide technical support to the MEAL team in the development of project MEAL plans and ensure that MEAL activities are implemented as defined in these plans.
  • You will also ensure over time that the MEAL system in place is based on the ACTION AGAINST HUNGER  MEAL guidelines and its donors, to ensure that the data collected is accurate, complete, precise, reliable, timely and cost-effective.
  • You will be responsible to undertake regular visits to the field to support the implementation of MEAL and to identify milestones and challenges where adaptations might be needed
  • You will romote in all projects the use of participatory data collection techniques involving beneficiaries, institutions, and partners in the process
  • You will be supporting the MEAL team for the operationalization of the use of  mobile data collection systems and other technologies to strengthen monitoring and reporting of activities
  • In collaboration with the program team, you will develop and ensure the regular update of Roles and Responsibilities (R&R) distribution documents between the program and MEAL teams.

  • You will provide technical support to the MEAL team in conducting surveys and quality review of data (KAP, SMART, Satisfaction survey, baseline – end line surveys), Post Distribution Monitoring and mapping exercise as needed.
  • You will facilitate the analysis by producing visual summaries (maps, graphs) upon request of the coordination team
  • You will develop mission-level data flows, support the MEAL team and program managers in the development of these tools at the operational level, and monitor their application.
  • You will also ensure the APR and other ACTION AGAINST HUNGER  MEAL tools are adapted in way that support the county level information management, while maintaining the standard ACTION AGAINST HUNGER  MEAL information management requirement. Ensure the due process are followed -, output-, and outcome level monitoring is carried out across all the components of the program using effective qualitative and quantitative methods.
  • You will be providing technical support to the MEAL team and program managers in the organization of all evaluations (review of terms of reference, guidance in the development of tools and in data analysis).
  • You will also be providing technical support in the definition and use of appropriate methodologies in the conduct of assessments and ensure the review/validation of all assessment reports.

Job Title: Livelihood Programme Coordinator
Project Food Security Through Equitable and Climate Smart Food Systems(Yoti Yoti)
Reports to: You will report to Sierra Leone Programme Director (PD) and will lead on the future strategic development of Concern’s Livelihoods Programme in Sierra Leone. You will be responsible for the effective implementation of projects within the Livelihoods portfolio, line management of Livelihoods Project Coordinators and Managers, and play a key role in mobilising resources to expand the programme

Direct reports: Livelihoods Project Coordinators and Managers (2 presently).
Liaises with:
  • All Sector Coordinators (Education, Livelihoods, Emergency, MEAL), Programme Quality team, Grants Manager, Partnership Manager and wider Livelihoods team;
  • Country Management Team, Finance, Logistics and Procurement, and HR;
  • Concern Desk Officer and relevant technical advisors at head office
  • Partner/consortium agencies, relevant Donors, UN agencies and Ministry stakeholders (including Ministry of Agriculture and Forestry (MAF), Directorate of Nutrition under the Ministry of Health and Sanitation, Ministry of Environment, Ministry of Social Welfare, Gender and Children’s Affairs, SUN Secretariat within the Office of the Vice President, and Ministry of Youth Affairs.
Job Location: The position holder will be based in Freetown, Sierra Leone, with frequent travel to the other districts where Concern works.

Job Purpose: This is an exciting opportunity for the right candidate to shape the significant growth of Concern’s Livelihoods Programme in Sierra Leone, in partnership with key line ministries and (I)NGO partners. You will provide leadership and management to the livelihoods sector, and technical support to ensure Concern is delivering high quality, relevant, impactful and accountable programming that targets hard to reach, underserved communities living in conditions of extreme poverty. This includes oversight of Concern’s existing Livelihoods portfolio which takes an integrated and systems approach to Food Systems from production to food consumption to achieve greater food security and resilience among vulnerable households and communities. Gender transformation, environment protection and Climate Change Adaption are key aspects of our approach. You will also play a key role in positioning Concern towards new funding opportunities in Sierra Leone and developing high quality proposals.
Main duties & Responsibilities:
  1. Programme Leadership and Development:
  • Lead the strategic development and implementation of Concern in Sierra Leone’s Livelihoods Sector Programme in line with the country strategic plan. Analyse and understand the context, opportunities and needs, ensuring participation of partners, community and other stakeholders at all stages.
  • Lead the design of Concern’s livelihood projects with targeted communities, government institutions, partners and other stakeholders – ensuring alignment with Concern Worldwide’s livelihoods & organisational policies & strategies, government of Sierra Leone policies & strategies, and global standards of best practice.
  • With the support of Concern’s technical advisors, ensure livelihoods programming is in line with the How Concern Understands Extreme Poverty approach – effectively integrating cross-cutting themes of equality, partnership, protection, environment & climate change adaptation, disaster risk reduction and HIV & AIDS.
  • With the PD and Country Director (CD) proactively identify livelihoods funding opportunities and play a key role in positioning Concern to secure funding. This includes participating in or leading the development of new proposals and working with the Partnership Manager to identify and support the assessment of potential strategic partners.
  1. Programme and Grants Management 
  • Effectively manage all aspects of donor grants for livelihoods work in Sierra Leone – including timely submission of high quality donor reports as per donor agreements; monitoring implementation performance and quality and taking corrective action as necessary; achieving targets in accordance with agreed objectives and in line with Concern’s approaches and policies. Manage risks and escalate to line manager when necessary, with suggested solutions/actions.
  • Overall responsibility to ensure all livelihoods projects have annual Detailed Implementation Plans (DIP), with realistic timeframes, budgets and milestones, and procurement plans.  With the support of the PD, and liaising with relevant departments, ensure that all resources needed (technical, financial, HR) are in place to implement plans. Regularly review the DIP etc. and update relevant components at least quarterly.
  • Provide technical backstopping to the livelihood teams and partners, ensuring the development, review and harmonised utilisation of best practices for specific technical interventions.
  • Support local partners under livelihoods projects in ensuring timely and quality implementation of the components under their responsibility. This includes supporting the Partnership Manager in partner assessments and establishing jointly agreed capacity building plans.
  • In collaboration with Concern Finance and Support Systems management, capacitate Concern and key partner staff in donor requirements and compliance rules under specific contracts. Ensure that all livelihood staff are aware of and comply with Concern’s policies and procedures and any updates.
  • Prepare the Livelihoods sector annual budget and participate in regular budget revisions. Oversee and support effective budgeting, expenditure tracking and other aspects of budget management of livelihoods projects in line with Concern financial procedures and donor requirements. As part of this, develop the capacity of project coordinators/managers.
  • Liaising with the finance department, produce monthly expenditure forecasts and review monthly donor management accounts, providing explanations of variances as necessary and taking necessary follow-up action in a timely manner.
  •  Organise the effective and comprehensive start-up and close out of all projects according to Concern processes and donor guidelines.
  • Collaborate with other Programme Coordinators and Advisors to ensure livelihoods projects are successfully rolled out with a collaborative approach – this is particularly essential for any integrated projects/programmes.
  1. Human resource management and development
  • Line manage Livelihoods Project Coordinators and Managers and ensure they are appropriately managing their teams. Set clear performance objectives, provide regular feedback and conduct performance reviews (in line with Concern processes), holding staff accountable for meeting agreed success criteria.
  • Design appropriate and effective mentoring, coaching and career development plans for members of the Livelihoods team to build their capacities. This includes liaising with HR to ensure an effective induction when new staff join Concern and regularly providing ongoing technical and managerial support as needed.
  • With HR, lead in the recruitment process for Livelihoods project teams. This includes updating job descriptions as needed and periodically reviewing the livelihoods sector team staffing structure – with recommendations for any changes to the PD and HR.
  • Ensure that work within the Livelihoods team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.
  1. Monitoring, Evaluation and Accountability and Learning
  • Conduct regular visits to programme locations to monitor implementation and quality, and coach and mentor staff and partners.
  • Working with the Programme Quality & MEAL Coordinator and MEAL Coordinator, ensure that:
  • all livelihoods projects have strong MEAL plans in place, in line with Concern policies and systems, using standard and approved tools, and that the MEAL plans are feasible;
  • indicators set for projects are reflective of project aims and are realistic and measurable;
  • evaluation and learning from monitoring is regularly shared with teams for improved performance;
  • Review meetings (internal and external with partners, project stakeholders and programme participants) are conducted and learning used to adjust programming as necessary;
  • Case stories and lessons learnt are captured and shared;
  • Support partners to equally engage in effective MEAL planning and implementation;
  • Fully incorporate Concern’s Accountability and CHS commitments in livelihood programming design, implementation, and monitoring and evaluation.
  • Lead on producing internal and external livelihoods reports – donor reports, monthly and annual Concern reports, reports on Service Level Agreements for the Government – ensuring high quality and that reports reflect contributions from the whole team and partners.
  • Ensure that Livelihoods project related documentation is continuously input and updated in Concern’s grants management system (GMS).
  • In collaboration with the Accountability Supervisor, participate in the design and implementation of accountability and quality initiatives ensuring their integration into livelihoods projects. Ensure project teams take ownership of Concern’s Complaint and Response Mechanism (CRM).
  1. Visibility and Representation
  • Present Concern’s livelihoods work and related learning at national and international livelihoods-related fora as may be required (or support team members to do so where appropriate), thus contributing to Concern’s advocacy and public communications work.
  • With the Programme Quality team within the MEAL Department, ensure that information products, programme briefs and capacity statements are produced and shared within Concern and with external partners and platforms.
  • Represent Concern and maintain effective partnerships/relationships with key Sierra Leone government institutions (e.g. line ministries of Agriculture & Forestry, Environment, Social Welfare, Gender & Children’s Affairs, Youth Affairs, SUN Secretariat in the Office of the Vice President), UN agencies, NGOs and civil society organisations, private sector companies, and other relevant bodies.
  • Promote joint planning and implementation of programme interventions with relevant government institutions and other actors to help achieve maximum sustainability.
  • Initiate and develop new relevant partnerships with international and local NGOs and CBOs to strengthen the impact and scope of Livelihoods programme.
  1. General
  • Ensure full adherence to and promote Concern’s Code of Conduct & Associated Policies (especially the Programme Participants’ Protection Policy and Child Safeguarding), Equality, Accountability commitments, Community Based Complaint & Response Mechanism, and Anti-Fraud Policy across the livelihoods programme and team.
  • Promote and protect the reputation of Concern in external settings, ensuring that the organisation’s experience and expertise is well communicated and consistently presented, and that we are looked upon as a professional organisation, guided by policies and our Code of Conduct.
  • As a humanitarian organisation, all staff are required to engage / support in emergency response work as may be necessary (training and other support will be provided as appropriate).  Actively participate in the periodic updating of Concern in Sierra Leone’s Preparing for Effective Emergency Response (PEER) plan.

Your skills and experience will include: 

Essential: 

  • Degree in agriculture or livelihoods related discipline or accepted equivalent professional experience.
  • Minimum 5 years food security and climate smart livelihoods programming experience in developing country contexts, including at least 3 years at management level.
  • Demonstrated experience in line management and building cohesive high performing teams.
  • Experience of working with national partners and building their capacity.
  • Skills and experience of liaising, networking, and advocating with senior Government officials and policy makers and senior representatives of other relevant institutions.
  • Strong skills and experience of fund raising and donor grants management, monitoring of large programs, proven ability to report on impact/result of the program
  • Demonstrable experience in project cycle management and MEAL techniques.
  • Excellent English writing and verbal communication skills.

DIMENSIONS OF ROLE

To lead in the delivery of the partnership strategy, oversee partnership management processes, and ensure quality of our partnership approaches, PISL is creating a new position ‘Partnership and Civil Society Strengthening Manager’.

 

The PCSSM will work to 1) increase and strengthen organizational partnership capacity, and 2 strengthen civil society by supporting local CSOs to increase their legitimacy and diversity, increase collaboration and build alliances between local CSOs, duty bearers, and stakeholders and promote changes by creating a more enabling environment for civil society.

 

The PCSSM will be responsible for making sure that tools and procedures are in place and socialized, for strengthening capacity of PISL staff, leading organizational learning processes on partnerships and making recommendations on practice improvement, and providing support and oversight to partnership management processes.

 

The PCSSM, is not responsible for managing the partners to deliver projects but will provide support to PISL’s identified partnership contact persons as needed

 

ACCOUNTABILITIES

Key objectives

The PCSSM will be responsible for the successful implementation of Plan International Sierra Leone’s Partnership Strategy, which has three key objectives:

  • Increased and strengthened partnerships with girl- and youth-led organizations aimed at enhancing youth participation and leadership as well as supporting movement-building across thematic areas and sectors
  • A strengthened civil society, including but not limited to PISL’s local CSO partners, has increased capacity, influence, and an enabling space to deliver on their own and mutual objectives.
  • Strengthened organizational capacity in Plan International Sierra Leone to work in strategic and equitable partnerships.

 

Advance partnership work and civil society strengthening in programs and influencing

  • Work with Business Development Manager, Head of Programmes Development and Quality and sector specialists to develop and roll out programme models and methods that contribute to strengthening civil society in Sierra Leone
  • Contribute to the development and roll-out of new models and methods to effectively engage girls’ led gender quality movements as part of existing or new program initiatives
  • Provide technical support on civil society strengthening and partnerships to Plan colleagues – ensuring quality management and implementation of programs that have partners
  • Map and identify new partnership opportunities, especially with girls and youth-led organizations, to advance the civil society strengthening and partnership agenda
  • Participate in relevant external technical forums and stay abreast of trends within the sector. Provide updated analysis of current national, regional and global trends with regard to civil society, not least child and youth activism, and share learning with colleagues

 

Develop partnership capacity in PISL

  • Oversee and support the roll-out of PISL’s partnership guidelines, including socialization of the guidelines and development and implementation of associated tools and templates
  • Support continuous development and regular reviews of partnership management practices; identify and follow up on actions to improve management practices
  • Support relevant PISL departments to develop procedures and systems that support the BBP partnership approach and good practices partnering with youth-led organizations; support the periodic review and updating of relevant policies once they are in place
  • Plan and organize capacity development activities for Plan staff to strengthen partnership capacity in PISL

 

Partnership management and partner capacity strengthening

  • Support the programme and influencing team to develop and manage equitable partnership and alliance relationships with key organizations, through supporting partner mapping and strengthening relations with CSO partners and other relevant stakeholders
  • Plan, coordinate and lead organizational fit and due diligence processes in line with Plan’s partnership principles
  • Work with PISL partnership contact persons and partners to carry out partner-led organizational assessments and development/review of capacity strengthening plans. Based on identified needs, facilitate targeted capacity development support within relevant technical areas
  • Collaborate with external agencies working with the same CSO partners, ensuring a partner centered approach and minimizing risk of duplicating capacity development efforts.

 

Coordination and management

  • Support relevant PISL departments to develop annual priorities for partnerships and civil society strengthening
  • Based on annual priorities, develop annual work plans and budgets for implementation of PISL’s Partnership Strategy, in collaboration with the Partnership Committee
  • Track progress of work plan implementation and expenditure; make adjustments as needed

 

Monitoring, evaluation, research and learning: 

  • Lead knowledge management and learning on civil society strengthening and partnership in Sierra Leone and ensure learnings from relevant programs feed into national level processes
  • Coordinate with the MERL Manager to develop and use appropriate MERL approaches and tools in the implementation of the Partnership Strategy implementation
  • Develop and provide technical support to evaluations and research initiatives related to civil society strengthening and partnerships.
  • Analyze findings and feedback on internal partnership management and from on-going partnerships, e.g. through the global annual partnership survey, to produce lessons learnt and inform strategic decision-making.
  • Support organizational learning through coordinating trainings and experience sharing to advance civil society strengthening and partnership work
  • Monitor the environment for civil society across Sierra Leone and ensure analysis is shared with relevant Plan staff and stakeholders

Education/Professional Background:

  • Bachelors and preferably a graduate degree in social or political sciences, gender studies, social work, development planning or equivalent
  • At least 5 years’ of progressive experience working with civil society organizations (especially child/ youth/human rights organizations)
  • Strong knowledge and professional experience in the areas of civil society strengthening, partnerships, civic engagement/activism, and child and youth participation and governance
  • Knowledge on gender analysis and mainstreaming, and on gender equality and girls’ rights challenges and opportunities

Job Summary:  

The CP Technical Advisor – Partner Safeguarding is a new or current CRS staff member who will oversee and coordinate the roll-out of the forthcoming partner safeguarding procedures and minimum standards to  implementing partners at the CP level.

The responsibilities laid out in this job description will be carried out in consultation with the position’s  supervisor, the Technical Partnership Advisor

Job responsibilities:  

Regional Coordination and Learning  

  • Participate in a series of ToT (Training of Trainers) events on the partner safeguarding  procedure/framework and minimum standards
  • Act as a liaison between the CP and the Regional Partner Safeguarding Advisor on partner  safeguarding
  • Participate in relevant learning events and a regional partner safeguarding community of practice  and share experiences and lessons learnt with other partner safeguarding staff

Implementation of Partner Safeguarding Procedures 

  • Conduct a mapping of implementing partners and develop CP partner safeguarding annual  workplan in collaboration with other relevant CP staff
  • Organize orientation sessions for senior partner staff on the minimum standards and assessment  process and tools
  • Coordinate and conduct partnersafeguarding assessments according to the procedures • Coordinate with other relevant CP staff and departments supporting the partner assessment  process and collating their contributions (if applicable)
  • Ensure partners submit improvements plans following the outcome of their assessment as per  procedure
  • Conduct partner follow-up visits within the required timeframe
  • Coordinate all partner safeguarding capacity strengthening activities in line with the partner’s  improvement plan. This includes:
  • Providing partners with relevant templates and tools
  • Organise and conduct online or face-to-face training to partners and technical  accompaniment on relevant minimum standards (as per training materials and guidance  provided by the Ethics Unit)
  • Coordinate technical support of other CP staff and departments (e.g. Investigation Focal  Point, HR, MEAL) to partners
  • In consultation with the Regional Partner Safeguarding Advisor, to contextualize and make  necessary adaptations of partner safeguarding training materials and tools provided by the Ethics  Unit
  • Coordinate, conduct and communicate the re-assessments of partners as per the Partner  Safeguarding Procedure
  • Ensure that documentation from the assessments, re-assessments and follow-up visits are safely  stored in the office and relevant documents are uploaded onto Gateway

Community Level Safeguarding 

  • support partners to undertake awareness raising on safeguarding
  • support partner to identify/ form community owned complaint and feedback mechanisms • strengthening the linkage between community Complaint and feedback mechanisms and the CRS toll  Free line

Coordination and communication at CP level  

  • Be the first point of contact for partners in relation to the partner safeguarding procedures and  provide partners with appropriate information and technical resources
  • Be the first point of contact for CP staff in relation to the partner safeguarding procedures and  other partner safeguarding requests and questions
  • Write regular (e.g., monthly/quarterly) progress reports on the roll-out of the partner safeguarding  procedures and share with supervisor, SMT, partnership staff and regional partner safeguarding  advisor
  • Organise regular meetings with key program, risk& compliance, operations, partnership staff (if  applicable) and any other relevant CP staff to provide update on the status, progress, and  challenges of rolling out partner safeguarding procedures at the CP level
  • Ensure the coordination of all partner safeguarding activities with other CP staff involved in partner  capacity building activities or assessments, including SRFMP and HOCAI
  • If applicable, serve as the point of contact at the CP level for Empower and other CRS initiatives on  partner safeguarding
  • If applicable, serve as the point of contact at the CP level on ensuring compliance with partner  safeguarding procedures within HRD emergency responses
  • any other tasks/duties as assigned by the supervisor

Candidate Profile 

Basic Qualifications:  

  • Minimum of five years of experience in the humanitarian or development sector
  •  Minimum of three years of experience in designing and conducting trainings and/or implementing  partnership capacity strengthening initiatives
  • Experience of having worked directly with senior staff of implementing partners
  •  Previous experience in the field of protection or safeguarding
  • Experience in conducting assessments (preferred)

Education and Experience  

  • preferable a Master’s degree in Social Sciences, Social Work, Development, Project Management,  Organizational Development, Psychology, Business or Public Administration

Job Summary:  

The Deputy Project Director will provide project management and technical guidance and oversight to the  planning, and delivery of global fund projects. Coordination will include SR management and capacity  strengthening as needed.

  • Support the global fund Project Director (PD) to coordinate project engagement with the Sub recipients and disease focal leads of the Ministry of Health and Sanitation, ensuring a highly  coordinated, effective engagement, and strong partnership.

  • Coordinate with the Monitoring, Evaluation, Learning, and Accountability (MEAL) department to  oversee the design and implementation of the monitoring and evaluation system, using proper forms,  procedures, and tools for data collection and analysis, promoting ICT4D as the basis for measuring,  documenting, and reporting outcomes.
  • Support the Global Fund Project Director to manage and mitigate risk. Ensure compliance with the GF grant including oversight of partner budgets, finance and administration, and reporting. • Coordinate relationships with partner organizations. Contribute to coordination of roles and activities  of staff from consortium member organizations in implementation in line with CRS partnership  principles.
  • Support team growth and keep proper conditions for learning. Establish a safe environment for sharing  ideas, solutions, and difficulties and the ability to detect, analyze and respond quickly to deficiencies.  • Find performance gaps and training opportunities for CRS and partner staff and ensure the design and  delivery of high-quality training and technical aid.
  • Led project teams on integrating donor strategies, priorities, and technical requirements into CRS’  approach while contributing to learning and training strategies and agendas/curriculums, conducting training and workshops, and mentoring and coaching CP staff.

Basic Qualifications:  

Education and Experience  

  • Degree in Medicine, or any health-related undergraduate degree is a must.
  • Master’s degree in Public Health, Epidemiology, Behavior, Medicine, or related sector is an added  advantage.
  • Minimum of three (3) years relevant working experience in project implementation, an advisory or  management role with progressive responsibilities, ideally with an international NGO. • Previous experience providing technical assistance and developing successful proposals for external  donor funding is required.
  • Demonstrated application of technical principles and concepts in health programming. General  knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Experience in business development, project design and proposal development in health including  technical writing.
  • Experience in mentoring, coaching, facilitation, and training applying adult learning principles and  practices.
  • Experience with program monitoring and evaluation, including applying data collection tools and  methodologies, data analysis, and data presentation.
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and  civil society partners. Understanding of partnership principles.

JOB SUMMARY 

All CRS and partner staff have crucial role to implement the FCRM in an effective, efficient, and confidential  manner, some of them have direct implementation role whereas some other have a support roles. The FCRM  Call Center Officer will be managing the CRS Toll-Free Call Center, receiving feedback from projects participants and other stakeholders, assigning feedback to project managers, and monitoring and reporting all feedback

and responses in collaboration with the CP MEAL Coordinator, all project MEAL managers, project managers, and other SMT members. He/she shall continuously seek to improve the quality of the Toll-free call center in  line with CRS principles on data protection and security and ensuring the relevance and sustainability of the  Toll-Free Call center.

 

Specific Responsibilities  ;

  • To receive, review, categorize, and assign all feedback and complaints safely and confidentially.
  •  Work with persons related to assigned feedback to respond to feedback and complaints provided safely and confidentially.
  • Collaborate with the CP MEAL coordinator, IT manager, and the Toll-Free line and Call center service  providers to maintain effective and uninterrupted operations of the call center during working and  non-working hours including holidays through the IVR system.
  • Collaborate with all project MEAL managers and officers to ensure feedback shared (formally or  informally) through other channels of FCRM is documented, managed, and effectively utilized
  •  To support the design, review, and execution of FCRM channels through the designed platforms.
  •  To record all callers’ interviews into the call center database system and consolidate all FCRM  channel’s feedback/data.
  • To prepare trend analysis and provide bi-weekly, monthly, and quarterly summary report on the  progress of feedback and responses on the call center for the attention of the MEAL Coordinator • Collaborate with PMs/MEAL managers to monitor levels of satisfaction with the FCRM to enhance  accountability to the communities we serve.
  • To comply and maintain CRS ethical standards in MEAL by ensuring the privacy and confidentiality of  all types of data (feedback and response) collected and stored.
  • To support learning and reflection meetings by providing data and analytical reports/dashboards of  feedback and status of responses, and emerging issues across projects.
  • To maintain an updated version of the FCRM flowchart and menu and provide orientation to the  project team and other CRS staff on the FCRM system including FCRM forms.
  • Apply good practices for data management and data protection to FCRM data

 

Minimum Qualification 

  • Bachelor’s degree in Social Sciences, International Development, or International Relations, or in the  field of Statistics, Mathematics, Economics, Accounting, Management, or Computer Science
  •    Minimum of 2 years of work experience in handling and managing Toll-Free Call Centers
  •  Proficiency in using Microsoft platforms (Word, Excel, and PowerPoint), data analysis, data analytics,  interpretation, and management.
  • General knowledge of technical principles and concepts in Toll-Free Call Centers and accountability.  Excellent oral and written communication skills

  • Assist in the recruitment, hiring, and onboarding process for new staff members and consultants
  •  Work closely with other members of the team to ensure adequate documentation of program  processes

 

Risk Management:  

  • Support the Grant Manager in a quarterly review of the Risk Management Plan
  •   Work closely with the various program leads in updating the Risk Management Plan
  • Supporting the team in implementing risk mitigation actions

 

Documentation:  

  • Ensure appropriate documentation is in place for Grant activities
  • Ensure appropriate filing system for Grant documents
  • Facilitate knowledge sharing within the team

 

Inventory/Asset Management:  

  • Support the Inventory Unit to maintain an up-to-date inventory of all GF Malaria assets
  •  Responsible for receiving procured items in collaboration with the Procurement unit
  •  Work closely with the Inventory unit to physically mark all assets in the asset register
  •  Responsible for SR spot check on GF Assets
  • Make recommendations to the management on asset disposal as required
  • Ensure functionality of office equipment, and requisition new equipment and supplies as needed

Community Accountability:  

  • Support the Community Accountability team
  • Support quarterly review of CSO documentation
  • Support periodic spot checks on CSO activities
  • Work with the various teams on quarterly Monitoring and Supervisory visits

 

Basic Qualifications:  

Education and Experience  

  • First degree (HND/BSc/BA) in a relevant field
  • Minimum of 2 years of work experience
  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal  and written, as well as negotiation skills.
  • Experience with financial compliance is desirable

Job Summary:  

Under the overall supervision of the Global Fund Project Director and directly reporting to the M & E  Manager, the M & E Officer will serve as a team member and be responsible to support and ensure the  implementation of all Global Fund NFMIII project activities in Sierra Leone. The M & E Officer will support the  M & E Manager and other Project Staff with the design and implementation, monitoring, and reporting of all  Global Fund-related interventions. The M & E Officer is expected to spend at least 70 % of his or her time in  the field monitoring activities and the remaining time in Freetown supporting report writing and updating  data entry and files.

  • Support Project Staff and SRs to follow M & E procedures.

  • Deploy, configure, and maintain ICT4D systems and databases and troubleshoot and address issues to  ensure optimal performance
  • Configure and maintain applications and user devices
  • Provide timely and quality service delivery, technical support, and advice to users’ request • Prepare statistical reports for ICT4D generated data using Power-BI, COMM Care, DHIS 2, and other  platforms
  • Establish SOPs to ensure required agency standards are met by staff and partners
