Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

Position OverviewPartners in Health-Sierra Leone (PIH-SL) seeks a dynamic professional to lead resource mobilization, grant management and compliance, program strategy, policy and advocacy for a growing organization with a budget in excess of $25M and over 600 staff. The Director of Policy and Partnership is a critical leadership role that will work to strengthen PIH’s relationships with the Ministry of Health and Sanitation, key donors, implementing and technical partners in order to expand PIH’s impact in the near term and position the public health space for continued growth and impact in the medium to long-term. This person will work closely with the Executive Director to develop organizational strategy, ensure program and strategy alignment and identify and pursue new partnership opportunities as PIH-SL has become one of the leading health actors in the country. The person will oversee the successful completion of bids together with partner NGOs, start-up of new programs, and management of ongoing programs in partnership with the Chief Medical Officer. The person will manage the international Grants Manager, Partnerships Specialist and Health Policy Advisor, and supports the Chief Medical Officer and the clinical leadership team in the recruitment, oversight and management of staff for major PIH programs. S/he will also be the Sierra Leone focal point working closely with cross-site teams in Policy & Partnerships, Development and Grants Management & Compliance.Essential Duties and Responsibilities: 

Business Development

  • Under the leadership of the Executive Director & Director of Government Relations identify, evaluate, and steward partnership opportunities that will strengthen PIH’s capacity to achieve our mission in Sierra Leone and enable new funding opportunities
  • Represent PIH in on-going large public sector consortium bid efforts and start up of new programs
  • Manage and cultivate existing relationships with funders to secure and expand recurring revenue streams with the aim of maintaining a consistent, robust fundraising pipeline
  • Ensure high quality proposals and communication with donors to speak credibly to the work of PIH and build momentum for partnerships and funding
  • Manage in-country components of proposal development process, including liaising with program managers, finance and Boston development team on budget and narrative development in partnership with the Partnerships Specialist
  • Draft concept notes, program briefs and other materials for potential funders and review concepts developed by the Partnerships Specialist
  • Assess alignment, viability, and competitiveness of potential funding opportunities in partnership with program leads and Senior Management Team
  • Serve as the primary focal person for development inquiries by Boston development teams and support/triage to other team members as required

Grant Management & Compliance 

  • Oversee Grants Manager in pre-award and post-award processes, including;
    • Pre-award negotiations, preparation of grant agreements, and finalization of grant budgets in partnership with Finance and Legal teams
    • Monitoring grants reporting and ensure high quality reports to donors, grant compliance, and successful achievement of grant targets
  • Ensure strong collaboration and communication between grants management team and program teams
  • Lead communication and negotiations with donor focal persons, directly for in-country donors, and in partnership with Boston-based development colleagues
  • Oversee production of all donor reporting (narrative, financial, MEQ) by Partnerships Specialist, program teams, Grants team and MEQ team, acting as final reviewer for all documents prior submission
  • Understand donor compliance requirements and ensure requirements are being met
  • Working closely with Operations, HR and Finance teams to put in place new policies, procedures and processes as needed, as well as trainings, to ensure compliance with donor requirements
  • Manage partnerships with sub-grantees and ensure partners successfully enhance program impact

Policy & Advocacy 

  • Oversee overall positioning and representation of PIH-Sierra Leone with our most important partner – the Ministry of Health and Sanitation of Sierra Leone – as part of our long-term mission to strengthen the health system in Sierra Leone
  • Provide technical and coordination assistance in key policy areas as required– especially HIV/TB, CHWs, NCD’s/Mental Health, Clinical & Academic Training, HSS and RMNCH through direct work with MOHS, representing PIH in key fora, oversight of the Health Policy Advisor and cooperation with the Director of Government Relations (HIV/TB/Malaria) who is also CCM Chair
  • Coordinate or lead policy analyses to assess the application of leading evidence as well as equity assessments to help advocate for improved pro-poor policies
  • With Health Policy Advisor, Executive Director and Director of Government Relations for HIV/TB/Malaria, contribute to GoSL policy and program development through participation in working groups and technical advising, and coordinate with PIH technical experts in areas of key interest to MOHS to provide inputs to technical processes

NGO Partner Relations 

  • Work with the Executive Director to maintain strong relationships with partner organizations for collaboration, information-sharing, and joint advocacy
  • Support teams in formalizing and managing programmatic partnerships, including consortium building for funding resources
  • Build strong relationships with all key partners through transparency, flexibility and mutual respect. Ensure PIH is entering into partnerships with humility and generosity of spirit.
  • Maintain a consistent presence in all relevant partner forums to ensure maximum coordination with other NGOs, including Health NGOs and Health Development Partners group
  • Conduct regular active outreach to key partners and build relationships with their leadership

Strategic Planning & Management

  • Directly oversee multiple direct reports, conducting weekly-check ins, scoping work, provide support and coaching, and help to ensure alignment across the full team’s efforts.
  • Build a cohesive and unified P&P team with room for growth and support in building the team vision, annual planning and priorities, and develop growth pathways for team members
  • Identify opportunities for PIH to leverage cross-program strengths to take advantage of new opportunities and/or to address organizational challenges
  • Provide budget oversight and management for organization-wide budget in partnership with Director of Finance and Executive Director, including monitoring fundraising pipeline and active award expenditures to optimize spending and enable flexibility

Background

UNDP is implementing a five-year Global Environment Fund (GEF) funded project “Adapting to climate change induced coastal risk management in Sierra Leone” with the aim to strengthening the ability of coastal communities to systemically manage climate change risks and impacts on their physical infrastructure and economic livelihoods.

The coastal zone of Sierra Leone is highly vulnerable to the increased frequency and severity

of coastal erosion, flooding and storm surges which severely impact social wellbeing (health), livelihood security (and water resources) and major economic sectors such as fishing, tourism, water resources and agriculture. Coastal communities are already experiencing considerable repercussions of these impacts, notably on their livelihoods with reduced fishing productivity, ecosystem degradation and low farming outputs. The limited accessibility of climate-related data limits the ability of decision-makers to make informed planning and policy decisions for the coast (in particular marine and sea parameters databases such as wave height, wave period, wind speed and direction), and to take any clear strategic actions to remedy these negative effects. This lack of adequate knowledge is contributing towards undermining social and economic development, particularly under a changing climate. In addition, weak institutional regulatory capacity coupled with the absence of a national “coastal specific” community-based information system that focuses on supporting the management of climate-related risks continue to hamper long-term coastal planning, management and early warning activities. The GEF-funded project is designed to address these problems. The intended outcome of the project is to help the Government of Sierra Leone (GoSL) to become more climate resilient while contributing towards achieving Sustainable Development Goals (SDGs).

The project focuses on three thematic components;

Component 1: Generating sound scientific knowledge and access to information;

Component 2: Climate information internalized into coastal development policy and plans;

Component 3: Awareness and alternative, innovative activities to support adaptation in the coastal zone. Through these components, the project will work towards the removal of those policies and any informational barriers that are preventing Sierra Leone, as a nation, to systematically manage coastal risks. This will contribute to the vulnerability reduction of both coastal communities and ecosystems and strengthen institutional capacity and adaptation planning.

UNDP is about to construct innovative fish processing infrastructural facilities to reduce post-harvest losses in the five project locations indicated above. The impact of such infrastructural work if not carefully assessed may result to unintended negative consequences on the environment. Therefore, UNDP is recruiting an individual consultant to undertake an Environmental Health and Social Impact Assessment (EHSIA) at the various project sites to provide an understanding of any negative environmental impacts on the infrastructural work and social effects with proffered mitigations measures. The successful candidate is expected to conduct this assessment by strictly following Environment Protection Agency guidelines on EIA.

Duty Station: Project locations in Goderich, Tombo, Conakrydee, Shenge and Turtle Island including mile 6 in Koya Rural District.

 

 

 

Duties and Responsibilities
Objective of the assignment

The objective of this assignment is to undertake an EHSIA studies at construction sites in the five project Locations (Goderich, Tombo, Conakry Dee, Shenge and Turtle Island) and one location in Koya Rural District (mile 6). The consultant shall carry out the assignment in accordance with the functions outlined below.

Functions / Key Results Expected

The individual consultant shall work under the supervision of the UNDP Team Leader – Sustainability and Local Economic Development (SLED) and in close collaboration with Environmental Protection Agency (EPA) and other relevant Ministries Department and Agencies (MDAs) including Ministry of Fisheries and Marine Resources (MFMR) and National Tourist Board (NTB).

Note:

The individual consultant must be registered with EPA and ensure that reports match the category of the project.

Overall responsibilities:

The consultant shall be responsible to carry out a detailed studies and assessment of the infrastructural works to be carried out, identifying the potential environmental and social impacts, both negative and positive that may result from the construction work to be implemented in the selected locations. The identified impacts if negative must be profiled to provide guidance on possible mitigation measures and assess the magnitude and importance of other possible impacts. The impact must take in account the number and magnitude of mitigation strategies which need to be employed to reduce the risk(s) introduced to the environment. Where possible, assess the significance and magnitude of negative impacts of a project and the impacts must be quantified.

Specific tasks will include but not limited to:

The impact of physical activities and elements on the environment to be addressed:

·       Impacts of the construction activities such as site clearance and earthworks

·       Impacts of operation and maintenance

·       Impacts of the supporting infrastructure on the mainland and land scape

The impact of the Human/Social activities to be addressed:

·       Effects on socio-economic status such as changes to public access and recreational use

·       Impacts on existing and potential economic activities, contribution of development to national economy and development of surrounding communities.

About the Water fund project: 

Freetown and the Western Area’s rapid urbanization process is causing a push in the mountain top of the forested peninsula. This is leading to daily tree cover losses and 2011–2018 have accounted for over 12% or 555 ha of tree cover loss per year. Deforestation for several activities including construction of residential houses, stone mining, urban farming, etc. in the Freetown peninsula is a critical cause for concern.  During the past two years, Catholic Relief Services (CRS) and The Nature Conservancy (TNC) have been working with more than a dozen national partners to create a Water Fund, which will facilitate investments in nature-based solutions for the protection and restoration of the Western Area Peninsula National Park (WAPNP), ensuring sustainability of the Western Area Peninsula’s water supply for future generations. Nature-based solutions represent an effective and financially sound means to address the growing water security challenges facing Sierra Leone’s capital of Freetown and the surrounding Western Area Peninsula region.

 

Job Title: Water Fund Technical Advisor II

Department: Urban Resilience

Job Summary: 

As the Water Fund Technical Advisor II, you will lead the development and implementation of the Country Program’s sustainable watershed management programming, also known as the Western Area Peninsula Water Fund (WAPWF). You will provide technical advice, guidance, and support to a wide range of program design and implementation issues and ensure effective systems and processes are in place to support high-quality programming advancing CRS work in serving the poor and vulnerable. Your technical knowledge, advice and guidance will contribute to determining how effective, adaptive. Innovative CRS’ sustainable watershed management programming and is in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to regional and Country Program (CP) teams to advance the delivery of high-quality programming to the poor and vulnerable.

You will provide technical oversight to the Country Program, oversee the WAPWF Management Unit and coordinate with different committees. You will work closely with Freetown City Council, the National Water Resource Management agency and other external stakeholders to further the programme’s strategic ambitions. Roles and Key Responsibilities:

Basic Qualifications

  • Master’s Degree in sustainable watershed management, or Hydrology, Water Resources, WASH, and fields related to water and the environment is required
  • Minimum of five years relevant working experience in an advisory or management role with progressive responsibilities, ideally with an international NGO, with minimum of three years working for programming interventions in sustainable watershed management.
  • Previous experience providing technical assistance and developing successful proposals for external donor funding is required.
  • Demonstrated application of technical principles and concepts in sustainable watershed management. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Experience in business development, project design and proposal development in sustainable watershed management, including technical writing.

Job Overview/Summary

The Field Coordinator is responsible for handling the overall management of the IRC field office(s) and all program implementation in the Malualkon & Panthou Field Offices. The position holder serves as the official IRC representative in the field office, upholding the mission, mandate, and policies of IRC. The Field Coordinator in Malualkon & Panthou leads IRC’s response in the Field Office and is responsible for supporting and coordinating timely and high-quality program implementation, with a specific focus in ensuring effective functionality of all the support functions of the program. Detailed Responsibilities And Tasks

General Program Implementation, Administration and Support

  • Implement programs reflecting the spirit of IRC’S mission statement.
  • Oversee the management of grants including the timely implementation of planned activities and appropriate expenditure of funds.
  • Continually and vigorously search for new program ideas and activities.
  • Assist each program manager with technical advice and support and travel regularly to the other program sites.

Policy Implementation

Supply Chain

The UN SDG Action Campaign is working closely with cities and local governments to showcase how they are actively contributing to implement Agenda 2030, accelerating transformative action to achieve the Sustainable Development Goals for all, and everywhere. The UN SDG Action Campaign, together with the office of UNDP in Sierra Leone are supporting the city of Freetown to implement a component of their #FreetownTheTreeTown project, one of the winners of the 2021 Global Mayors Challenge.

Freetown, Sierra Leone, is among the world’s rainiest cities. They have also experienced rapid tree loss in recent years, estimated at some 555 hectares – or 500,000-plus trees – annually since 2011. The national government oversees the legal framework governing urban greening and land use, limiting Freetown’s options for curbing tree loss, and requiring reforestation. Heavy rains, coupled with this deforestation, have resulted in devastating landslides, including an event in 2017 which claimed nearly 1,000 lives.1 #FreetownTheTreetown is an initiative to reforest the city and surrounding areas to reverse tree loss and reduce disaster risks. The overall goal is to increase canopy cover by 50% from 2018 levels by the end of 2022.

In the first two years since its launch in January 2020, 560,000 trees have been planted, digitally tracked and ‘tokenised’, with 578 hectares of urban land in and around Freetown restored. The project is targeting the following objectives:

 

 

To improve the equitable distribution of trees and green space, as 35% of areas targeted for new trees or vegetation are informal settlements that currently have low coverage.

·       Planting by roadsides, schools and in residential areas (totaling almost 165 hectares to date) aims to reduce heat stress and improve air quality.

·       Planting in Freetown’s water catchment and greenbelt (104 hectares) aims to improve water security.

·       Planting in the upper water catchment and on high slopes around Freetown (280 hectares) aims to reduce the risk of flash flooding and landslides.

·       Mangrove reforestation (32 hectares) aims to reduce coastal erosion and flooding.

In addition to planting new trees, #FreetownTheTreetown is helping to discourage environmentally harmful practices, such as sand mining, and to reduce deforestation and mangrove destruction in targeted areas. The full ecosystem services from the trees planted during the initial three-year campaign will come later, around 2030, once they are more established. There has already been a discernible reduction in flooding and landslide risk because of planting in the upper catchment areas. The campaign has also directly or indirectly created over 1,000 green jobs along the value chain, from workers in tree nurseries to community growers – of whom 80% are youths and 48% are women.

Within this context, the UN SDG Action Campaign is seeking to recruit a Green Infrastructure Investment Ecosystems Manager to support the implementation of the #FreetownTheTreeTown project in the City of Freetown in Sierra Leone. H/She will support UNDP in the implementation of the Global Mayors Challenge in the City of Freetown.

 

Duties and ResponsibilitiesThe Green Infrastructure Investment Ecosystems Manager will work with the UNDP-UN SDG Action Campaign Network to implement the following functions:

 

1.     Project Management, Research, and Analysis:

·      Manage a complex, multiyear project to develop and execute #FreetownTheTreeTown impact investment strategy involving external and internal stakeholders

·      Manage the relationship, timeline, and deliverables an internal impact investment advisory team and external Consultants.

·      Optimize the expertise of an external Investment Advisory Committee by coordinating meeting agendas, follow-ups, and corresponding with committee members.

·      Prepare deliverables that synthesize the project’s status for the Project Steering Committee and City Government.

·      Conduct research and analysis of macroeconomic trends, the carbon market and key investment themes, by impact area and asset class, that will affect existing investments and inform future ones.

2.     Advise on new investments for the project, including but not limited to:

·      Build a pipeline of nature-based capital investment opportunities by impact theme and asset class.

·      Conduct due diligence and full analysis of select new investment opportunities, and draft recommendation memos to present to the Investment Committee.

3.     Manage Existing Investments:

·      Manage achievement of the existing 1 million tree target under the #FreetownTheTreeTown campaign and ensure funding pathways to grow existing trees to establishment

·      Build, review and disseminate quarterly reports and statements from partner organizations, participate in quarterly / annual meetings and calls, and tracking the monthly performance of all investments under the #FreetownTheTreeTown campaign.

·      Review data on #FreetownTheTreeTown investments for accuracy and write brief summaries for quarterly reports and statements to investors and the City Council.

·      Ensure accurate tracking of investments, reporting and information sharing internally.

4.     Support NBS for Adaptation through Funding Social Enterprises

·      Build a pipeline, evaluate, and execute new opportunities to make direct equity investments into social enterprises for Nature-based climate adaptation projects at community-level.

·      Streamline the direct investment process and documentation to ensure both transparency and inclusion, with a focus on youth-owned and women-owned social enterprises.

·      Co-create a strategy around co-investment partnerships: identify highly aligned investors, lenders, and donors that complement the #TreeTown impact investment strategy and natural capital regeneration offerings. Cultivate relationships that result in sourcing new social enterprise clients and a productive co-investment community.

??Institutional Arrangement

Under the overall guidance of the Mayor of Freetown and through the Mayor’s Delivery Unit, the Green Infrastructure Ecosystems Manager will serve as the Project Lead and will directly report to the Team Leader, Mayor’s Delivery Unit, Office of the Mayor, Freetown City Council and the Project Manager, UNDP HQ based in NY. Overview

Jhpiego seeks a Technical Director to provide technical leadership and oversight for an upcoming five-year U.S. government funded integrated health services project. This project aims to accelerate reductions in maternal, newborn, and child mortality and morbidity by increasing the capacity of the Government of Sierra Leone institutions and local organizations to introduce, deliver, scale up, and sustain the use of evidence-based, quality maternal, newborn, and child health (MNCH) services, malaria, voluntary family planning (FP), and reproductive health (RH) care.

The position will lead design and day-to-day management of technical assistance efforts to improve capacity of the Government of Sierra Leone to deliver quality reproductive, maternal, newborn, child, adolescent health services at the facility and community level. The Technical Director will work closely with technical implementation teams to ensure the project progresses towards expected results. S/he will also work with M&E staff to ensure project deliverables are monitored and course corrections are identified and implemented as appropriate. Other key responsibilities include supervising technical staff and adjusting project activities based on district level data.

Responsibilities

Technical Leadership and Oversight

  • Provide technical leadership and strategic direction for the project’s technical assistance efforts, ensuring the integration, quality and sustainability of interventions

Mission and objectives

The UN Resident Coordinator’s Office (RCO) in Sierra Leone aims to bring together different United Nations agencies to improve the efficiency and effectiveness of operational activities at the country level. The UNRCO supports the role and functions of the Resident Coordinator and the UN Country Team (UNCT) through shared vision, norms and standards, capacities and operating protocols to deliver together more coherent, effective and efficient support to global, regional and nationally agreed goals and priorities. It leads UN coordination, strategic policy, partnerships and investments around the Sustainable Development Goals (SDGs). The UNRCO also seeks to strengthen accountability for results and provide greater incentives for integrated action and support for the UNCT to deliver and report on in-country results at scale that respond to Sierra Leone’s national needs and priorities. The UN Resident Coordinator (RC) system encompasses all organizations of the United Nations system dealing with operational activities for development, regardless of their formal presence in the country. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level.

Context

This UN Volunteer assignment will contribute to achievement of results under the RCO strategic objectives on strengthened partnerships and knowledge management. The UN Volunteer will work with the RCO Data Management and Results Monitoring/Reporting Officer, as well as the RCO Team Leader, to support coordination of data management and results reporting activities of the UN Country Team and the Resident Coordinator. The UNV will also contribute to coordination work within the UNCT and contribute to other deliverables and work of the RCO to accelerate the achievement of internationally and nationally agreed goals and commitments, such as the 2030 Agenda for Sustainable Development.

Task description

Under the direct supervision of the Data Management and Reporting Officer, the UN Volunteer will undertake the following tasks: 1.Supports the communication and information flow within the RCO and with the UNCT.

    •  Actively contributes and seeks to ensure the flow of information and communication between the front office and other UN agencies, including the coordination groups of the UN Country Team (UNCT);
    •  Develops inter-agency platforms for communication and knowledge sharing;
    •  Supports high-level missions and special events in close collaboration with the concerned sections, UN agencies and national authorities. 2.Supports the RC in fulfilling his/her multiple mandates effectively, in collaboration with the RCO:
  •  Ensures close follow-up on the activities of the RCO and supports the RC in defining the RCO’s key tasks and priorities;
  •  Supports the RC in preparing key talking points, briefing notes and briefing packs and prepares presentation materials ahead of meetings, missions and other events. Critically analyses materials prepared for the RC and ensures that quality and standards are high;
  •  Coordinates the agenda of the RC and stays up to date and on top of upcoming missions and events to make sure that his/her time is used effectively and that deadlines are met;
  •  Prepares and supports high-level missions to Sierra Leone; and assists the RC in effective follow-up of missions. 3.Provides substantive support for the development and implementation of the UNCT information and data strategies, including data partnerships
  •  Plans and facilitates data collection in support of the UN Sustainable Development Cooperation Framework (UNSDCF), Joint Workplans, Country Common Analysis (CCA), UNSDCF Evaluation, and other UNCT activities;
  •  Undertakes data mining and visualization to assist the Resident Coordinator (RC) and UNCT, including Results Groups, in developing reports and presentations on a range of sustainable development topics;
  •  Supports the UN’s work with national data and statistical systems, facilitating engagement with national entities and data systems;
  •  Communicates and coordinates with existing partners and helps form new partnerships with UN agencies, academia, the private sector, and governmental agencies to further the use of data science for development. 4.Coordinates monitoring and reporting of UNCT results
  •  Supports inter-agency efforts on results and progress monitoring and reporting on the UNSDCF and Joint Programmes, particularly through UNINFO;

The UNV will be based in Freetown, Sierra Leone with travel to the field as needed. Sierra Leone is generally a safe country (UN Security Level 2), with theft as the most common cause of insecurity. The climate is warm and sunny for six months, November – May and warm and rainy from June – October. There are markets with fresh vegetables, fruit, and fish and there many grocery stores with imported foods, such a cheese, confectionaries, frozen, vegetables, etc. There are internationally recognized banks. UNV will need to complete the UN Basic and Advanced Security Certificate. Sierra Leone is a unique and beautiful country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as WASH Officer, to Support the implementation of WASH interventions for the proposed SHARE project in Moyamba district in Sierra Leone by implementation of WASH project interventions. Organize activities for the establishment of WASHCOMs, SHC, and FMCs for sustainable management of waters points, sanitation facilities Hygiene Promotion and behavioral change and coordinate activities with hardware team. Follow up the activities with the beneficiaries and the WASHCOMs and monitor them.

 

 

KEY ROLES AND RESPONSIBILITIES :

  • In collaboration with the Deputy Program Manager, implement and follow up the project activities:
    • Ensure implementation of activities defined by the WASH and Emergency Head of Department  and Deputy Program Manager (DPM);
    • Plan the activities according to the project’s expected development;
    • Implement the activities Community activities (establishment and trainings of WASHCom, SHC, FMC, hygiene promotions and sanitation services, distraction/donations…) according to the planning of activities;
    • Ensure that  the community is properly engaged in the project, and inform the DPM or WASH and Field Coordinator if there is any need for  improvement
  • In consultation with WADH DPM, collaborate actively with support department of ACF for logistic means (i.e.car request..) and ensure timely movement and implementations in health facilities and communities
  • Determine and update regularly the equipment needs for the activities;
  • Follow the advancement of activities and adoption of the messages by the beneficiaries
  • Monitoring and reporting on the activities
  • Monitor the field activities and alert the DPM in case of field difficulty and operational problem;
  • Anticipate and identify possible problems and proposed relevant solutions in the most appropriate and timely manner in collaboration with the WASH DPM, FieldCO and WASH and Emergency Head of Department
  • Participate, if required, in WASH survey technical, rapid assessments to support project implementation
  • Provide weekly and monthly activities reports on project progress.
  • Ensure and clearly document all assignments and projects files so that others can easily understand and maybe use the same information for finding in future projects
  • Represent the Organization when dealing with partners:
  • Explain the project’s activities and objectives to the partners and the population;
  • Liaise with the relevant authorities, committees, PHU’s nurses, schools and other beneficiaries;
  • Act as a link between the Organization and the beneficiaries.
  • Collaborate actively with local partners and relevant MDAs in the project and provide regular updates
  • Represent the organization in relevant meetings such as WASH coordination meetings, DHMT as may be required.

  • Contribute to the development of necessary gender methods and tools, such as overall guidelines and guidelines for specific processes and the work of different parts of the department.
  • Contribute to the initiation of a competence development programme, if not already carried out, and initiate on-going activities to increase the professional capacity of all staff in gender mainstreaming, using own resources or outside expertise
  • Contribute in developing indicators for assessing progress with gender mainstreaming, adapted to the various types of work in different parts of the department

QUALIFICATIONS

  • Degree/Diploma/Certificate in Public Health, Environmental Health, Development Studies or related sciences with
  • At least 3 years’ experience working in water, sanitation, and hygiene programs at health facilities or in communities .
  • Experience in wells siting, drilling supervision, and or hydrogeology is an added advantage.

  • Capacities to monitor and report on activities.
  • Budget management capacities.
  • Diplomacy and patience, especially in working with relevant line ministries  and Agencies MoHS(DHMT) MoWR, District Council, MEST etc
  • Good computer skills (Microsoft office)
  • Flexibility for field work as the job requires extra time spent and travel to ‘hard to reach’ rural communities in the districts
  • Rigor at work

WORK CONDITIONS

STARTING DATE: November 2022

DURATION OF CONTRACT: Eight (8) Months – with possible extension  

LOCATION: Moyamba – with frequent travels to Freetown, Bonthe, and other field areas

REMUNERATION:

Monthly Basic Salary: SLE 3,781.23 to 4,342.78 based on profile

Monthly Transport Allowance: 15% of Monthly Basic Salary

Housing Allowance: 15% of Monthly Basic Salary
