Scope of Baseline Data Collection: 

ChildFund is looking for competent and well experienced enumerators to conduct a baseline data collection in seven districts Bombali, Kono, Tonkolili, Koinadugu, Kailahun, Bo, and Moyamba districts under the supervision of the M&E and KML Specialist and Project Coordinator. The enumerators will lead in the data collection through Focus Group Discussions, Key Informant Interviews, Participant Observations and household surveys in sampled villages in each district among household members, stakeholders, children youth, Community Health Workers, partner and ChildFund project staff, data inputting, and other required research activities.




Key Responsibilities :

  • Undertake a two-day data collection training at ChildFund head office in Freetown
  • Embark on the data collection with sampled participants on a daily basis
  • Vet and upload the data collected on a daily basis through a mobile software device
  • Report to M&E and KML Specialist and Project Coordinator any hiccup that may hinder the data collection process
  • Support the team to, clean, input and analyze data that will be used to write the baseline report

 

Skills, Requirement and Qualification :

  • Must hold at least a Diploma in the Social Sciences
  • Must be highly experienced in data collection, inputting and analysis
  • Experienced in the use of mobile app in data collection processes

ABOUT US

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Moyamba Field Office and Bonthe Sub Field Office.

Action Against Hunger is recruiting a suitably qualified Sierra Leonean as Health and  Nutrition Head of Project to be responsible for ensuring unified and impactful delivery of the PROSSAN II project within the two (2) districts of operation in Sierra Leone.




KEY ROLES AND RESPONSIBILITIES :

Programme delivery and Quality

  • Work closely with team members and Implementing Partners to achieve programme objectives and targets effectively and efficiently
  • Facilitate coordination meetings, advocacy events and awareness raising sessions at the community level with other Implementing Partners
  • Assist the Health & Nutrition Programme Manager to prepare project teams weekly, monthly and annual work plans

Capacity Building Trainings

  • Support and coordinate with IPs on the design, implementation and evaluation of training and monthly team meetings events with community-Based Health Structures in the project operational communities.
  • Participate in all training events. This would include preparatory Training of Trainers (TOT), ongoing evaluation meetings, and debrief meetings
  • Assist the Saving Lives team to complete timely interviews with young people for the mobilizer’s roles

Partnerships and collaboration

  • Cultivate relationship with line ministries, PROSSAN II Consortium Partners and other organizations at both community and district levels to ensure their involvement in the project
  • Establish, maintain close and effective contacts with district and local authorities, other appropriate government agencies, Consortium partners and Non-Governmental Organizations (NGOs) engaged in health and Nutrition related programmes.

Finance

OVERVIEW 

The Communications & Gender Officer will support the Program Development and Quality Manager (PDQM) and play a critical role in collecting material and developing and implementing traditional and innovative communications campaigns to project GOAL Sierra Leone’s (SL) voice and profile our vision and program of work.




The ideal candidate will be a media and digital enthusiast, with exceptional writing skills and some graphic design skills and will have a strong interest in developing a career in communications.

 

The successful candidate will also work on the development, and implementation of gender equality related projects across GOAL SL programs.

 

KEY RESPONSIBILITIES 

 

RESPONSIBITY 1

Assist the PDQM in creating a communications strategy and implementing the coordination and delivery of the plan to achieve that strategy 

  • Task 1: Participate in field visits and assist in documenting the delivery and impact of GOAL programmes, in partnership with the PDQM and the Technical and MEAL Country Teams.

Essential Functions

Government Engagement

  • Integrates secondary research into DIAL’s learning agenda by supporting the production of high-quality and professional publications, toolkits and blogs which capture lessons and insights regarding country engagement and learnings.
  • Monitoring, Evaluation and Learning (MEL). Work with DIAL MEL team to support country partners to lead monitoring, evaluation, and learning activities to track their digital transformation journey, including development of a Theory of Change and routine MEL data collection.

Selection Criteria

  • Bachelor’s degree required; Master’s degree preferred in computer science software engineering or other field related to technology-focused international development. Certification in Enterprise Architecture. TOGAF preferred.

BACKGROUND 

2 Young Lives (2YL) is a mentoring scheme for pregnant teenagers and adolescent mothers in Sierra Leone.




As part of the NIHR Global Partnership fund, 2YL will undergo a pilot trial in 12 sites across Sierra Leone.  We will compare the outcomes for pregnant teenagers and their babies in 6 sites where 2YL is running,  compared to 6 sites where 2YL is not running. The trial will be targeting the districts of Koinadugu,  Bonthe, Moyamba, and the Western Area and be collecting detailed routine data on women aged under

18 at both PHU and hospital facility level.

The District 2 Young Lives (2YL) Data Collector will work in the district under the management of the  Welbodi Partnership (WP) Programmes Manager, with guidance and support from the project research  assistant, and in collaboration with the project PhD student in all sites and implementation Lifeline  Nehemiah Projects (LNP) team in the intervention sites. The post holder will be leading data collection,  data inputting, and other required research activities. She/he will be representing the programme in the  district and ensuring respectful and professional engagement with medical professionals from the District  Health Management Team (DHMT), Hospitals and PHUs. Based in her/his district, this role will require  days spent in the field in PHUs. This is a part-time position; the data collector is expected to work 22.5  hours per week and will be paid accordingly. Candidates are required to have an in-depth knowledge of  the Sierra Leone healthcare system in their target district, including stakeholder and community dynamics. All research data collection methods should ensure that data is valid, reliable and credible, and in line with  ethical approvals.

Handicap International – Humanity & Inclusion (HI) is an International NGO that has been working closely  with the Government of Sierra Leone, and international and national partners in the country since 1996  supporting vulnerable groups and people with disabilities. Program areas include inclusive education, social  and economic inclusion, rehabilitation, prevention of disabilities, advocacy and rights.

Currently, HI is implementing three projects for the promotion of Inclusive Education, Mental Health, and  Inclusive Economy. HI is currently in the design/approval process for new projects to create a comprehensive  portfolio, in line with the implementation strategy for 2022 and onwards.

The Touching Minds Raising Dignity (TMRD) project is a mental health and Psychosocial Social Support  (MHPSS) project that is in its second phase of another four years (2022 to 2025) of its implementation.  The project seeks to continue strengthening the implementation of the community-based MHPSS  prevention and response strategy that was developed and implemented in the first phase (2018 to 2021)  of the project.

The position requires working in slums and other deprived communities within the country’s capital,  Freetown. This includes direct interaction with a person with psychosocial distress/mental health lived  experience. However, the position holder will not provide any form of direct specialized MHPSS services  to the beneficiaries of the project but rather ensure the livelihood and financial strengthening of the  beneficiaries.

  • The IGA Officer will not be involved in any direct staff management or supervision.  • Ensure capacity building on running small-scale business to about 180 project beneficiaries.  Established and manage the link between the project IGA beneficiaries with Micro Finance Institutions  (MFIs).

Mission 1: Operational implementation Responsibility  

Contribute to project planning and implementation in line with the existing frameworks

• Contribute to planning and preparing activities, tools and the associated resources, and implement the  action plan in conjunction with the support services and the technical unit.

  • Ensure that activities are implemented and that resources are correctly allocated as authorized by the  project manager.
  • Ensure regular reporting of activities, and contribute to the internal and external reporting as requested  by the project manager.
  • Contribute to identifying areas of the project in which adjustments are required and put forward  adaptations to the project manager.
  • Contribute to the drafting of amendment requests when asked by the project manager. • Contribute to coordination with the local stakeholders and to monitoring the partnership relationship  with the project partners.

The Role :

Welbodi is looking for strategic-thinking, analytic, and multidonor-grounded compliance senior leader  with ability to oversee fast-paced resources/funding oversight whilst ensuring best practices in  compliance.

We are looking for an incumbent with experience in donor relationships management, country portfolio  resourcing, large complex grants administration and pedigree in single entity and consortium structure  compliance processes.

The successful candidate will report to the Country Director and provide inputs in annual strategic  planning, grants mapping and resourcing cycle tracking processes with backstopping responsibility to  identify, track, manage, and improve grants, country office and partners compliance processes and  systems.

Key Responsibilities:  

Reporting to the Country Director with oversight  mandate of donor controls; the Head of Grants,  Resourcing, and compliance will deliver the following:

Measures
Donor reporting, grants regulations/performance and  contracts management 

• Lead the drafting, reviews, submission, and feedback  Processes involved in all grants cycles.

• Provide support to programmes implementation teams on donor standards/requirements for key

submissions.

• Under Country Director supervision, lead

management to review grant contracts for alignment  with extant laws and labour standards.

• Conduct regular, necessary, and timely budget  variance analysis (BVA) processes/reports.

• Guide the Finance teams in PFR (period financial  review) processes for institutional grants.

• Track under- or overspend across grants and mitigate  poor performance of donor contracts.

• Lead the programmes implementation, finance, and  operations teams to ensure careful adherence to  Welbodi partnership as well as donor/grants contracts  compliance including adherence to supply

chain/procurement and financial management and  policies and procedures.

• Serve as the pivot between the program

implementation and operations/finance side of

Welbodi and in aligning Welbodi Grants health with  country office program quality.

DESIRABLE CRITERIA 

Qualifications 

  • Bachelors and/or Masters qualification/degree(s) in grants management, accounting, business administration, public health, or another related field.
  • Additional Post-graduate certifications and charters are an added advantage. (and/or background of relevant pedigree in fast-paced performance-driven social enterprise organizations is also equivalent).

 

 

Experience 

  • Previous experience working in business-focused health organizations with social enterprise models and performance tracking tools like SUN, Power/Info BI, Kobocollect is critical
  • Experience in local partner, consortium partner oversight and management are key.
  •  Familiarity with donor registration platforms like PADOR is an advantage
  • At least four years’ upper middle/senior management experience is preferred.
  • Management- level experience to include contracts oversight, budgets holding responsibility, fundraising, operations, and finance management.
  • Experience in proposal and report writing with a proven ability to secure donor funding.
  • Experience in the charity sector and/or in impoverished, post-conflict, or other challenging environments.
