General Description of GOAL’s Work in Sierra Leone

GOAL has been present in Sierra Leone since 1998, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban faecal sludge management and promoting social inclusion, empowerment and decent work through systems-based programme approaches and community led social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Kenema, Bombali, Koinadugu and Moyamba Districts, with funding from Irish Aid, DFID, the European Union, and Charity water.

 

SCOPE OF WORK

GOAL, along with its Consortium partners of Unite of Seve Life an Salone, with fund from FCDO\DFID are implementing Saving Lives (Phase II). The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability, and accessibility of reproductive, maternal, new-born, child, and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone. The programme extension period will commence from October 2022 to March 2023.




GOAL is recruiting for one (1) District Clinical Mentors (DCM) for the Saving Lives programme in Sierra Leone based in Kambia District. The DCM is the most crucial link in the programme, providing direct clinical mentorship to facility and hospital staff in the respective districts. The Saving Lives DCM is working under the oversight of the Health program manager in Kambia District.

 

 

AREAS OF RESPONSIBILITY:

  • Provide intensive direct clinical mentorship and on-the-job training to staff at the targeted Community Health Centres (CHCs) through the programme period on (in line with the national policies/guidance):
    • Emergency Obstetric and Neonatal Care (EmONC)
    • Integrated Management of Neonatal and Childhood Illness (IMNCI)
    • Emergency Triage Assessment & Treatment (ETAT)
    • Values clarification and attitudes transformation (VCAT) for family planning and.
    • Adolescent Youth Friendly Services (AYFS)
  • Provide direct clinic mentorship and on-the-job training for hospital staff[1] on (in line with the national policies/guidance):
    • EmONC
    • IMNCI
    • VCAT
    • AYFS
  • Provide support to troubleshoot for their respective mentees on the mentorship topics
  • Provide feedback loop to the communities about improvement of healthcare workers’ competencies in collaboration with Community Based Mobilisers of the NGO Consortium partner and the Community Health Workers in country
  • Support the DHMT and facility staff on meaningful supportive supervision under the guidance from the District Delivery Senior Manager
  • Carry out regular joint outreach visits (monthly) to Child Health Posts and Maternal Child Health Posts with the CHC-in charge
  • Contribute to the monthly PHU-in charges meetings and feedback perspectives and analysis of health data from facilities
  • Provide inputs/suggestions from field to the District Delivery Senior Manager on potential ideas for use of flexible funding and/or innovation fund available for the district
  • Support and contribute to the baseline assessment for the programme
  • Develop and submit Monthly success stories to the district health program manager

 

 

Contract DURATION

October 2022 to March 2023

REQUIREMENTS

To effectively deliver this engagement, the applicant should meet the following requirements.

  • CHOs/Midwifes
  • At least 5 years’ experience of working in a clinical setting
  • Demonstrated ability to mentor and supervise others
  • Experience in providing clinical mentorship/trainings in Sierra Leone, including on RMNCAH-related areas is preferred
  • Demonstrated knowledge and/or experience of having worked with district health systems
  • Excellent English and Krio speaking/writing skills required.

Position Overview
A Community Health Clinical Officer generally applies his/her medical knowledge and skills to the diagnosis, prevention and management of patients that flows into any of PIH supported facilities and any of the Wellbody Alliance/Partners in Health affiliated health facility.

 

He/she does this thoroughly following the principles of inspection, palpation, percussion and auscultation where ever applicable to find out the actual cause of disease, and also utilizing the appropriate laboratory work. He/she should consult the medical officers for discussion on patient’s care plans in some critical cases, respecting patient’s privacy and confidentiality as much as possible.

Essential Duties and Responsibilities:
  • Responding to medical/health problems presented by patients including proper history taking, investigations, diagnosis, treatment and referral as appropriate.
  • Maintaining confidentiality and impartiality.
  • Promoting continuous medical education amongst other junior clinical staff.
  • Admitting patients requiring special care followed by investigations and treatment.
  • Carrying out specific procedures, e.g. Specific surgical procedures and specialist investigations as when necessary as the case may be, with the help of the nursing staff.
  • Liaising with other medical and non-medical staff in the hospital to ensure quality treatment is giving to the patients, and also promotes health education.
  • Ensures that all emergency cases are prioritized and seen appropriately regardless of the time of the day.
  • Be willing to work long and unpredictable hours dictated by the needs of the patients.
  • Perform other duties related to the role, department or project as may be required by the Medical Director or Clinician In- Charge
  • Develop a work plan of training and mentorship activities across the PHU CHC sites, and ensure that progress of the activities is tracked
  • Develop clinical trainings and mentorship tools in collaboration with the PHU clinical leadership team for the use of the PHU expansion program
  • Develop and maintain clinical guidelines and protocols, and ensure that best work practices are harmonized across the various PHU sites.
  • Ensures robust data collection in all the cross-sites, monitoring of data quality, and the use of data to drive clinical and programmatic decision making.
  • Perform regular quality of care audits, and share findings with the PHU clinical team

Position Overview
 The primary responsibility of Director of Infrastructure is to oversee all aspects of infrastructure day-to-day operations and long-term vision across multiple Districts; facilities management, biomedical equipment, power generation, hospital campus master planning, project design & management.

Essential Duties and Responsibilities:
Facilities Management:

  • Oversees hospital facilities and maintenance teams responsible for continuous maintenance across all sites
  • Ultimately responsible for functionality of hospital infrastructure including power supply & water distribution, carpentry, masonry repairs & maintenance

 

 

Biomedical Equipment:

  • Responsible for supervising and supporting biomedical engineering team, ensuring the development and implementation of preventative maintenance systems to minimize equipment downtime
  • Ensures resources including tools, spare parts, consumables are readily available for biomedical maintenance activities
  • Provide support to biomedical engineering team for corrective maintenance as required
  • Coordinate with Boston facilities & biomedical teams to plan biomedical equipment growth strategy, equipment replacement plans, end-user training programs

 

Power Generation:

  • Ensures all resources and staffing are in place to provide uninterrupted power supply to all sites. Sources of power include generators, solar, utility power

Hospital Campus Master Planning:

  • Works with Hospital Administration to strategically plan hospital expansion and renovation projects in a way that efficiently uses available hospital space and stays in line with clinical and operational priorities
  • Works with PIH clinical team to establish quarterly clinical priorities, plans work to align infrastructure projects with priorities and available budget

 

Project Design & Construction Management:

  • Liaises with clinicians, operations staff, stakeholders to develop project scope documents, ensuring project design meets clinical and operational needs
  • Responsible for managing the internal and/or external design of projects across all sites including the creation of project drawing package & specifications, bid package, subcontracts, etc…
  • Responsible for stewarding contractor selection process for infrastructure projects; coordinating across multiple teams and procurement committee when required

Position Overview
 

PIH-Sierra Leone has a strong track record of service delivery in Sierra Leone’s Kono district, where we have seen drastic improvements in health outcome, including in maternal/child health, HIV/TB care, and in overall quality of care and service utilization. PIH-Sierra Leone works in partnership with the Ministry of Health and Sanitation (MOHS), and in the coming years will be supporting District Health Management Teams (DHMTs) in multiple districts in Sierra Leone as part of the implementation of a large donor-funded program to catalyze health service delivery and improve health outcomes in these districts and replicate the Kono model.

 

Strong all-rounders that are diplomatic and technically skilled, District Advisors will act as partners to DHMTs in the day-to-day implementation of district-level health policy and health service delivery, working closely with DHMT staff and other district level advisors focused on M&E and clinical operations. In this role, they will apply the nuts and bolts of project management and public health to help DHMTs get things done and scale up successful models of health services. Reporting to the Senior Technical Advisor, District Advisors will spent 75% of their time in their home districts, and approximately 25% of their time travelling to Freetown or Kono district.

 

The District Advisor helps to facilitate all DHMT-level project activities, including trainings for DHMT counterparts, developing project plans, and establishing or reinforcing DHMT workflows centered on clinical care, quality improvement, facility management, supply chain, and other domains as needed. S/he will regularly convene PIH district staff and Ministry of Health and Sanitation counterparts regularly to review human resource needs, facility and quality improvement updates, and overall project plans.

Essential Duties and Responsibilities:
Responsibilities

 

Government accompaniment

  • Support major project components undertaken by DHMT counterparts, including the hiring of key clinical and operational staff
  • Along with the Senior Technical Advisor, facilitate management and quality improvement trainings for key DHMT counterparts
  • Work closely with DHMT counterparts and the Senior Technical Advisor to prepare for district level in-charges meeting
  • Pragmatically support government counterparts by identifying and resolving obstacles to program success, and paving the way for significant health projects and health improvements in the district
  • Visiting district-level facilities to support the implementation of trainings and improvements to selected facilities based on PIH health system strengthening models
  • Support district teams in creating full district project fora that regularly (semesterly) bring together all key DHMT, MoHS, and facility staff in order to develop a project identity and to address shared challenges beyond any one facility or program area

 

Planning and organizing

  • Facilitate planning, drafting, and implementation of district-level project plans
  • Facilitate rotation of DHMT and MoHS staff (especially Clinical lead and Clinical mentors) to Kono learning district work with their thematic cohort
  • Provide regular updates to the Senior Technical Advisor on project progress at the district and facility levels
  • Draft or assist in drafting of presentations, working documents and budgets, chair meetings and keep minutes. Track and monitor activities

Position Overview
The Environmental Health Worker is a key member of the Operations department in ensuring that our janitorial services are regularly maintained, especially at the welbodi or KGH health facilities. The Environmental Health Worker will work closely under the supervision of the Environmental Health Team Supervisor to help provide janitorial support to our facilities, thereby creating a conducive and healthy environment for all. The Environmental Health Worker will be required to perform regular and daily deep cleaning activities both internally and externally at the Welbodi or KGH health facilities, check on cleaning supplies and replenish stock; wipe down furniture’s using different cleaning products; and strictly follow all IPC protocols. Under general direction of the Environmental Health Team Supervisor, cleans all areas of the hospital by performing routine cleaning of patient rooms, nursing units, offices, clinical areas, waiting areas, lobbies, lounges, restrooms, and corridors. Demonstrate ability to utilize the appropriate chemicals and supplies according to procedure.
Essential Duties and Responsibilities:
  • General cleaning of the building and keeping it maintained and in good condition.

The Presidential, Parliamentary, and Local council elections in Sierra Leone will be held on 24 June 2023. The Election Commission of Sierra Leone (ECLS) and other election management bodies (EMBs) have advanced the preparation for the elections increasing venues for multi-stakeholders engagement in the electoral process. The electoral environment in Sierra Leone remains fragile raising the state institutions and stakeholders’ commitment for further promoting the organization of inclusive, and fully transparent elections in 2023. Misinformation and hate speech used in the electoral process had been considered principal factors undermining the conduct of peaceful elections in Sierra Leone.




Despite significant achievements made in improving the electoral legislation and other related regulatory policies, and frameworks in Sierra Leone, the EMBs and other state actors engaged in the administration of elections require technical assistance for enhancing administrative processes to deliver peaceful and credible elections. Over the years, UNDP Sierra Leone was instrumental in providing electoral support to the EMBs and advancing the engagement of vulnerable groups such as women, youth and persons with disabilities in electoral processes. Promoting coordination and strengthening of conflict prevention mechanisms in the electoral process were the primary objectives of the UNDP technical support projects. Following the request made by the ECSL, a new UN Needs Assessment Mission (NAM) was deployed to Sierra Leone in December 2020 which recommended the United Nation’s engagement in a number of electoral areas including providing of technical assistance to the ECSL and the Political Party Registration Commission (PPRC) and strengthening of early warning and conflict prevention mechanisms established under the management of national security sector.

The UNDP Election Project “Fostering Peaceful, Credible and Inclusive Elections in Sierra Leone 2022-2023” (election project) was established in June 2022 to assist the EMBs in the organization of peaceful and inclusive elections in Sierra Leone. The project includes a component funded under the UN Peacebuilding fund (PBF) aimed at promoting a peaceful environment towards the elections and supporting state institutions and security sector institutions to mitigate and prevent conflicts before and after the elections. The PBF project is jointly implemented with UNICEF, under the overall oversight of the Resident Coordination’s Office (RCO).

The UNDP election project is seeking to engage a conflict prevention specialist with the overall objective of providing support to implement the activities included in the Peace component of the project and the PBF project.  Under the direct supervision of the CTA on election, the specialist is expected to support state institutions in the implementation of activities related to early warning early response and other conflict prevention mechanisms including preventing hate speech and misinformation in elections.

Ensure Collaborative Leadership and Dialogue (CLD)

Coordinate implementation of the Peace component of the project in line with the project documents; Ensure to maintain close coordination and collaboration with the peace and development advisor (PDA) to the RC and UNCT; Work with civic, government leaders at both central and local levels; Develop capacity through support for mentoring, and coaching as these skills are applied to key contemporary issues;

Mainstreaming Conflict Sensitivity into UNDP and Government election programming, policy, and processes (CS):

Work with the national state institutions to coordinate the project activities designed to enhance the peaceful conduct of the 2023 elections; Facilitate the process to ensure that national state institutions in Sierra Leone are equipped with the tools and know-how in integrating conflict sensitivity in their policies and in projects activities; Promote a way UNDP and government programs and projects are designed and implemented using a conflict-sensitive approach;

Early Warning and Early Response (EWER) to localized conflict:

Support national state institutions and the security sector in the strengthening of early warning and early response mechanisms for the upcoming elections; Support a government-led, civil society-supported EWER system to enable a move towards pro-active, inclusive, dialogue-based prevention engagements; Support the creation of a system that will involve building of accurate, timely conflict detection and analysis capabilities among relevant local and national government and civil society stakeholders and a mechanism to share these effectively with responders and to plan action; Promote to build appropriate types of conflict response capacity among local government and civil society leaders and link such capacities into local and national mechanisms for their effective, coordinated deployment; Coordinate the provision of all projects’ training programs aimed at increasing the capacity of state institutions and other stakeholders in negotiation and mediation. Coordinate the implementation of the project activities designed to prevent hate speech and misinformation in the electoral process.

Operationalize the National Electoral Response Group (NERG) and the situation rooms:

Facilitate the operationalization of the National Electoral Response Group (NERG) and the situation room to serve as an effective platform to manage, prevent and reduce election-related conflict; Assist the situation room to serve as a base for coordination and information gathering on election-related conflict information; Enhance collaborative partnership, and proactive advocacy with Civil Societies to ensure rapid response to conflict associated with the 2023 electoral process Promote UNDP’s approach towards adopting a coherent and coordinated approach to ensure that development efforts are conflict-sensitive so that they minimise unintended negative consequences and maximise their development and peacebuilding impact;

Project Reporting:

Provide technical input, draft policy documents, and required briefs/ documents/ reports related to the propjet activities; Prepare progress reports related to the peace component of the project and the PBF project in collaboration with UNICEF and the project M&E and Communication specialist. 2.) National Consultant: Fisheries value chain analysis towards crime prevention

Background

The global fishing industry is characterized by a high level of illegality that has a negative impact on the economies, livelihoods and sustainable development. Crimes in the fisheries sector refers to a wilde range of criminal offences that occur at each stage of the fisheries value chain. These include fraud, forgery, corruption, tax evasion, etc. These crimes are different to Illegal, Unreported and Unregulated (IUU) fishing, although they often occur at the same time.

In addressing crimes in the fisheries sector, the UN Office on Drugs and Crime (UNODC) Environment Team bases its technical assistance on a “value chain” approach, which identifies the value chain stages, agencies involved, and possible entry points for different types of crimes. The purpose of adopting a value chain approach is a two-fold: firstly, it allows for the identification of the numerous points along the chain at which different types of criminal offences typically occur. Secondly, it allows for the highlighting of potential entry points for law enforcement interventions in identifying, investigating and prosecuting crime throughout the sector.

The UNODC Environment Team, under the framework of the “Enhanced Resiliency and Living Conditions for Vulnerable Communities Addressing Economic, Health, and Food Security Challenges due to Impacts of COVID-19 in Sierra Leone” project, will conduct a value chain analysis of the fisheries sector in Sierra Leone. The analysis will identify the different stages of the fisheries value chain specific to the context in these three countries, the different agencies involved in each of the stages of the value chain and the potential vulnerabilities/entry points for crimes in each of the stages. This analysis will help identify needs for potential technical assistance to address the vulnerabilities of the fisheries value chain to different forms of crime such as fraud and forgery, corruption, tax crime, etc. It will also sensitize the different agencies on the need for enhanced inter-agency cooperation to address crimes in the fisheries sector. The workshop organized for this purpose will contribute towards enhancing this collaboration.

To this end, UNODC Environment Team is seeking an expert consultant to carry out the necessary research, consultations and drafting of the value chain analysis for the fisheries sector in Sierra Leone. The analysis will be validated during a multi-agency workshop that facilitated by the consultant and UNODC staff. The consultant be responsible for organizing and leading the workshop and the drafting of the analysis report.

The assignment envisages approximately 30 working days spread between October and Novenber 2022.

The value chain analysis will serve as a basis for two related, targeted technical assistance planned under the same project, including a corruption risk assessments using UNODC’s Rotten Fish Guide on Addressing Corruption in the fisheries sector and capacity building activities for maritime law enforcement actors.

Duties and Responsibilities

Under the overall supervision of the Regional coordinator for West and Central africa of UNODC’s Global Programme on crimes that affect the environment (GPCAE) the consultant consultant is expected to undertake and deliver the following specific tasks:

Do a desk study to identify existing material and supplement as needed through research to complete a value chain analysis of the fisheries sector in Sierra Leone. Consult with the different government entities and community stakeholders engaged in each of the stages to complete the research. This research should also seek to dentify the entry points for different types of crimes.Prepare a draft value chain analysis reports to be validated at a multi-agency workshop organized in Sierra Leone in Q3 2022; that includes the following components: stages of the fisheries value chain, main activities in each of the stages, agencies involved and responsible for each of the activities/ stages, potential vulnerabilities and entry points for crimes in each of the stages identified with approximate ranking of the likelihood and magnitude of the different crime entry points;Provide substantive input to the agenda and the participants to be invited for the workshop and co-facilitate the workshop, together with UNODC staff and international experts; the objective of the workshop will be to valudate the value chain analysis report and further detail the potential crime entry points so that law enforcement capacity building programmes may be tailored to prevent and respond to these crimes through another activity under the overall UNODC programme in Sierra Leone; the workshop should engage both relevant government entities and representatives of fishing communities. Draft a revised report incorporating the workshop discussions, to include detail on crime entry points. Finalize the value chain analysis report based on feedback from UNODC, participants of the workshop and international experts who may review it.

Specific tasks of the consultant include:

Conduct research and hold consultations with key agencies in Sierra Leone to inform on the value chain analysis;Preparation of draft value chain report based on conducted research and consultations held in the country;Participation and co-facilitation of the value chain analysis workshop;Provide support to the organisation and co-facilitation of other UNODC workshops within the framework of this project;Preparation of the last draft of the value chain report and incorporation of comments from UNODC, workshop participants and key stakeholders and experts;Submit final value chain analysis report for Sierra Leone to UNODC;After report approval, produce a 2-4-page report ‘brief” for use by a wide range of local partner that contains key information relevant to the persepctice of non-experts who work in fisheries sector management and for leaders of fishing communities.

General Description of GOAL’s Work in Sierra Leone

GOAL has been present in Sierra Leone since 1998, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban faecal sludge management and promoting social inclusion, empowerment and decent work through systems-based programme approaches and community led social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Kenema, Bombali, Koinadugu and Moyamba Districts, with funding from Irish Aid, DFID, the European Union, and Charity water.

General Description of the Programme

GOAL, along with its Consortium partners received fund from FCDO – Saving Lives (Phase II) as Regional lead for the  North for the Health Co NGO consortium . The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone. The programme duration is October 2018 – March 2021, and been extended to March 2023. Additional, GOAL is implementing community engagement project using the Community Led Action (CLA) focusing on COVID-19 vaccine demand creation.




Overview of the role

GOAL is recruiting For Health Progamme Manager (HPM) for the Saving Lives Phase II programme in Sierra Leone based in Koinadugu. The HMP will hold the overall responsibility for supporting the implementation of the Saving Lives programme and any additional Health funded project in his or her assigned district –Koinadugu/Falaba. Working in close collaboration with the Regional Monitoring, Evaluation, accountability and Learning Manager (MEAL), the MoHS and other key stakeholders in the districts, the HPM will play a key role in ensuring that the Saving Lives programme is implemented to a high technical standard and is in full alignment with relevant national policies and protocols.

The HPM will work under the oversight of the Project Coordinator and area coordinator, s/he will supervise – District Clinical Mentors and Programme Officers, and data clerk in the Koinadugu/Falaba district. This position is for 6 months with possible extend but contingent on funding.

Main responsibilities

Programme Management:

  • Support the District Medical Officers (DMOs) in planning, management and implementation of the annual District Health Plan
  • Co-lead with the District Medical Officer, in their respective districts, on developing the Saving Lives Phase II district plan in accordance to the District Health Plan, while ensuring the effective use of resources
  • Provide ongoing technical advice and mentorship on implementation of the Saving Lives Phase II plan
  • Provide support and mentorship to DHMT and hospital staff on how to interpret and interrogate qualitative and quantitative data for decision making

R2: Prevention and mental health care, multidisciplinary and community-based services are consolidated and operational through the strengthening of technical, organizational, and operational support for the various stakeholders.

YOUR MISSION:

Brief Description:

The west African Republic of Sierra Leone is one of the poorest countries in the world. The consequences of the 11-year civil war (1991-2002) and the Ebola epidemic (2014-2016) continue to have a negative impact on the economic situation in the country and on the living conditions of the people in Sierra Leone.

The association Für Sierra Leone e.V. was founded in 2013 by committed citizens from Bavaria, Germany and Sierra Leone who are interested in Africa. The association particularly supports programs in the areas of school and vocational training, water/hygiene, and young entrepreneurship.

 

The FSL Girls Empowerment Scholarship Program (FSLGEP) aims to support socially disadvantaged, talented, and particularly committed girls (14 years and older) from Sierra Leone. Through various program activities such as workshops, excursions or computer courses, the girls’ talents, interests, and self-efficacy are strengthened. In addition, the association finances school uniforms, food, transport costs, books, and basic medical care, among other things. Since 2021, the association has been awarding university scholarships to successful graduates of the FSLGEP.




Area of activity:

Your main focus will be the support of the FSLGEP in Freetown, Sierra Leone. You will work with a local social worker and support the local organization in developing, planning, and implementing as well as monitoring and evaluating activities within the program. In doing so, you will consider the goals and strategy of the program in close consultation with the local Managing Director as well as the board of the FSL association in Germany.

Another focus is to support the Girls Empowerment Social Worker in assisting the scholarship holders and their families in everyday areas of their lives.

JOB PURPOSE:

The WASH Community Engagement Team Leader will be responsible for coordinating all day-to-day activities under the SAFE Project. S/He will ensure that agreed targets are on track and of high quality – updating, his/her line manager accordingly. S/He will build strong working relationships – and coordinate closely with – the Tree Planting community structures/stakeholders and project partners (FCC, MWR and MAF), in planning and implementation of project activities. S/he will be responsible for monitoring implementation and keeping up-to-date activity plans and reports and submitting to the Emergency Programme Coordinator.

The SAFE project is jointly implemented by Concern and Freetown City Council (FCC) in the Tree Planting Community in Freetown. The SAFE project is a three-year project anticipated to commence on the 1 September 2022 and ends on the 31 August 2025.

Project specific;

Oversite and ensure quality of activities and outcomes for the SAFE Project:

  • Increase access to sustainable and reliable safe drinking water supply:

With technical support from the Emergency Program Coordinator where needed, lead on all community engagement and ensure full community participation in joint assessment, and the construction of the water supply facilities.  Facilitate the formation of Water Management Committees and coordinate with MWR to train the committee on operations, setting up a fee structure, and minor maintenance of the water infrastructure Link the WMC’s with appropriate technicians from the Water Directorate for future major maintenance.

  • Enhanced solid waste management and use of organic manure for farming: Through community participatory approach and technical support from the Emergency Program Coordinator where needed, support capacity building of the community waste management committee to operationalize the existing waste sorting platforming. Support includes: facilitate training of the waste management committee with FCC and MAF, registration of households, setting up a fee structure, and how to sort the waste into organic waste for composting, valuable waste to sell and non-valuable waste to be transported to the FCC dump site. Continue providing coaching and mentorship to the committee to commence door-to-door waste collection services and mentoring of the farmers in composting.
  • Increased access to sustainable water supply for improved agricultural production for urban farming households: work closely with MAF to support the 30 farming households in the proper use of the low-tech irrigational system for their agriculture activities
MAJOR ROLES & RESPONSIBILITIES:

 

Specific Roles and Responsibilities – Under the supervision of the Emergency Programme Coordinator

Programme Cycle Management: 

  • Provide oversite, management and ensure quality of activities and achievement of outcomes under the project. Inform Emergency Program Coordinator on progress (written and verbal) at least weekly especially if off track with suggestions to get back on track.
  • Develop monthly and weekly work plans based on the overall project work plan and timeframe, and monitor progress against these plans taking action to rearrange plans where necessary; Ensure involvement of communities, FFC (and MWR, MAF) in the planning, monitoring and implementation of program activities at various levels
  • Ensure all expenditure is authorized and spent in accordance with Concern’s internal procedures and in line with project budget; Provide accurate feedback on cash forecast requests.
  • Develop and design effective community mobilization strategies in engaging with community structures in promoting sustainable and inclusive approach from onset.
  • Lead in community engagement process for all project activities including the reactivation of the community Waste management Committee and formation of water management committees for the borehole systems that will be constructed in the community.
  • Facilitate community meetings; encourage people’s participation in solid waste management and quality improvement initiatives, and use innovative approaches to ensure inclusion of community groups in program activities.
  • Build and maintain effective professional relationships with FCC and other stakeholders especially MAF and MWR, community structures and Ward Development Committee (WDC) at community  level to progressively secure greater engagement in community activities and sustainability post project
  • Lead on building capacity of community structures that will enhance long term sustainability of project activities.
  • Contribute to the designing and delivery of training materials, resources, and workshops
  • Input in to donor reports as and when required

MEAL

  • Support Emergency Program Coordinator to organise and implement the project baseline study and needs assessment
  • In collaboration with Concern’s MEAL Coordinator and PQ team identify and document lessons learnt and case/impact stories in the project.
  • In collaboration with M&E Manager, lead on conducting community-based assessments.
  • With Emergency Program Coordinator and MEAL Coordinator design MEAL plan – lead on rolling out MEAL plan.
  • Participate in project planning and review meetings with staff and stakeholders and ensure that key recommendations and learning are incorporated into day to day project implementation
  • Ensure all aspects of project activities adhere to Concern program quality standards and policies (PM&E, accountability and mainstreaming) in a coherent and integrated manner

Networking and Representation

  • Participate as required in relevant external programme coordination meetings.
  • Represent Concern at relevant technical meetings in Freetown when required

Other responsibilities:

  • Assist in any other WASH related activities as requested by the Programme Coordinator.
  • Ensure the efficient and transparent use of all project resources in order to maximize the benefit to the targeted communities.

THE ROLE: Multi-CO PRIME Manager – PDQ

Save the Children is recruiting Programme Reporting, Information Management and Evidence -PRIME Manager for the new project management system that will be deployed in all SCI Country Office in 2022/2023/24. PRIME will be deployed as part of the CAPP (Coding, Agresso, PRIME & PMM) Program which will improve project management and project information management for improved quality programme delivery and impact across Save the Children and support standardizing and improving the quality of SCI financial data. PRIME will be live in Sierra Leone CO in September 2022.

 

The Multi-CO PRIME Manager will be responsible for supporting and developing the use of PRIME within the Programme Development and Quality (PDQ) team in the Sierra Leone Country Office. The postholder will be responsible for ensuring quality of the PRIME project record, timely creation of the project in PRIME and effective use of the PRIME data (dashboard and reports) for project tracking and promoting the adoption of PRIME. The role holder will work in regular and close collaboration with the PRIME lead sitting within the Operations team.

 

The role consists in:

  • Working effectively with the PDQ Director, Technical Advisors, Business Development Manager, MEAL and Awards team, and Member Offices to gather all the quality information required for creating a project in PRIME in a timely manner
  • Support directly the seamless transition of the PRIME project record from proposal stage to implementation stage, working closely with the PRIME lead within the Operations team, and the Awards team and Member offices to do so while ensuring consistency and quality of data between the awards management and PRIME systems
  • Conduct routine checks of the quality of data in PRIME and support the PDQ technical and BD teams and SMT to extract and analyze PRIME data via dashboards and reports
  • Support ongoing PRIME capacity building. This includes induction for new PDQ staff in PRIME
  • Support PRIME deployment by being the key point of contact for end users within PDQ.





The role will also contribute to continuous improvement of the PRIME solution, based on user feedback.

 

The Multi-CO PRIME Manager might, from time to time, also support the PRIME deployment in other country offices within the WCA Region, including Liberia, Ivory Coast, and Burkina Faso (the percentage of time to be discussed and agreed between the country offices).  This will be a great opportunity for someone with few years of experience in monitoring and evaluation, and project management, who understands the value of using systems and Standard Project Methodologies, to grow and develop in this area, gaining experience in the challenging context in which we operate.

 

QUALIFICATIONS:

  • Degree or equivalent in relevant subject (MEAL, data analysis, project management, business administration, etc).

EXPERIENCE AND SKILLS

Essential

  • Bilingual in French and English
  • At least 3-5 years of experience and demonstrated understanding of monitoring, evaluation, accountability and learning (MEAL)

Background

The IFRC Membership and Africa CDC/Mastercard Foundation entered into an ambitious partnership to support 55 Africa Union Member States in the delivery of COVID-19 vaccines. This partnership was built upon the Africa CDC/Mastercard Foundation – Save Lives and Livelihoods Program (SLL) – a continental-wide initiative, which objective is to scale up COVID-19 vaccination in the Africa Union Member States by end of 2022. The SLL program consists of several pillars, including RCCE, that together will support delivering the goal of “reaching at least 60% of the African Population with COVID19 vaccines by end of 2022”.

The IFRC and Africa National Societies (ANS) were selected by AfCDC and Mastercard as an implementing partner to deliver the RCCE component of the SLL Program. Programme consortiums were established per Sub-Region, and ANS will work under the leadership of 4 National Societies (lead applicant) and the IFRC. Lead applicants are the contract holders and responsible for management and reporting of the program for that sub-region. The regional division is as follows:

• IFRC – Contract-holder for Northern Africa and Nigeria (with a continental technical and coordination support role included).

• Cameroon Red Cross – contract holder for Central Africa

• Kenya Red Cross – contract holder for Eastern Africa and Indian Ocean Islands

• Botswana Red Cross – contract holder for Southern Africa

• Cote d´Ivoire Red Cross – contract holder for Western Africa (except Nigeria)

This partnership identifies the IFRC and Africa National Societies to project themselves as leaders in delivering RCCE programs and lead the efforts on the continent to reduce the vaccine hesitancy. As part of the “Agenda for Renewal”, the programme establishes a first Pan-African partnership with Africa CDC (and Africa Union) and an important donor such as MasterCard Foundation. It will also entail greater level of scrutiny and risk, hence requiring an “all of IFRC” support approach to program management, accountability, and governance, at all levels of the organization.

 

Job purpose

The Bilingual RCCE Officer will be responsible for the technical design and coordination of RCCE support provided by the IFRC to the Freetown Country Cluster Delegation which includes Sierra Leone, Liberia, Guinea Conakry, Guinea Bissau that will deliver the SLL programme at national level/cluster level. To this end, the RCCE officer will work closely with the CEA and Community Health teams in the National Societies focal points and the Head of program management unit cluster in-country delegations to ensure the technical quality of the RCCE programme.

 

Job duties and responsibilities

The Bilingual RCCE Officer is responsible for providing consistent quality work and support to the four National Societies while engaging all relevant team members including Federation members (Regional/Country), NS counterparts, Partner National Societies, and external partners. The postholder is therefore accountable for the following tasks:

RCCE Technical Support in RCCE design and implementation :

  • Provide technical support in developing tools, topic guides, training and sampling methodologies for the perception surveys and qualitative assessment
  • Support in setting up community feedback systems in country/cluster level (with an emphasis on qualitative data), conducting perception surveys, strengthening inter-agency coordination, and ensuring that tools, guidance and resources are shared to support NS to respond appropriately in promoting COVID-19 vaccine uptake
  • Capture a thorough understanding of the community context and existing knowledge, attitudes, beliefs, practices, and rumours circulating in the community around COVID-19 and health responses.
  • Review, adjust, and improve the programme/response regularly, based on community feedback and monitoring
  • Support a culture of learning and sharing within the National Society/Cluster, including ensuring previous successes and failures are used to inform new programmes and responses
  • Work with communities to identify community-led solutions to address challenges, improve behaviours and/or reduce the spread of infection.
  • Support to capture and document examples of RCCE best practices at country/cluster level, including community-driven approaches to COVID-19 prevention and management, for example physical distancing, hand washing, isolation etc
  • Ensures existing RCCE materials and resources including strategies, guidance notes, key messages and tools from ARO are properly shared and available at country/cluster level in a diversity of accessible and applicable formats and common languages

Capacity Building:

  • Train the IFRC and National Society RCCE teams on the program technical component, ensuring a sound understanding of the activities and deliverables, emphasizing on the agreed technical RCCE/CEA standards for the SLL program.
  • Supports the development/adaptation and rolling out of Risk Communications and Community Engagement tools, methodologies, trainings and capacity building activities to support vaccine uptake.

Programmatic Coherence, Quality and Accountability:

  • Ensures that the AfCDC RCCE programme is implemented at country/cluster level in accordance with the Movement-wide commitments and minimum actions for Community Engagement and Accountability (CEA), and relevant policies and guidelines
  • Works closely with technical colleagues across the region, as well as inter-agency partners, to lead in the rolling out and ensuring use of the most relevant social science research, impact surveys and perception data to support the design of comprehensive and evidence-based community engagement strategies for vaccine uptake at country/cluster level.
  • Ensures RCCE socio-cultural research, analysis and key findings are integrated into the programme country/cluster level
  • Assist the National Society and regional team in the routine data collections from the community feedback mechanisms and social listening channels to inform the RCCE strategy and key messages.
  • With the support of the PMER/IM team, build the RCCE data and reporting system, and share with the regional team.
  • Support National Societies of Guinea, Liberia, Sierra Leone, and Guinea Bissau in defining risk management frameworks, mitigation, and control measures.

Advisory role  

  • Identify and support priority countries at cluster level to update/adapt RCCE interagency plans, according to the evolution of the COVID-19 pandemic.
  • Attend and support country/cluster level RCCE coordination working groups, clusters, pillars and other relevant responders (on demand) with RCCE expertise and ensure support to country/cluster coordination approaches, promoting engagement of national/local organizations that represent the social, cultural, gender, age, and religious distribution of the communities (i.e faith-based organizations, youth organizations, CSO networks, private sectors and other influencers).
  • Work with RCCE partners, to develop demand-driven guidance/tools based on assessment of gaps and support needs at country/cluster level.
  • Working with the Information Management Officer, Health teams and RCCE Working Group members, supporting the compilation and updating 4Ws (Who does What, Where and When) mapping at country/cluster level.

Coordination:

  • Coordination with Africa CDC, MoH and NSs
  • Represents the IFRC in technical coordination meeting with Africa CDC, RCCE/Health working groups led by respective MoH and Red Cross Red Crescent African National Societies forums.
  • Represents the IFRC in close coordination with AfCDC Regional Centres and focal points at country/cluster level for the SLL program.
  • Ensures IFRC and ANs representation in any relevant technical RCCE forum with partner agencies at country/cluster level to promote COVID-19 vaccine uptake.
  • Coordination with other partners and Global teams
  • RCCE representative for the country/cluster, leading the coordination of RCCE efforts across National Societies, Partner National Societies and the IFRC
