In 2016 we set up a Centre for Excellence in Research, Evidence and Learning (REL). Following a recent organisational restructure, the REL hub now sits in the Programme Policy, Research and Learning team (PPRL), one of three teams that make up Christian Aid’s Policy, Public Affairs and Campaign Department. PPRL exists to generate and provide thought leadership to the organisation; offer research and sector-based expertise to support practice across our global programmes, and to enhance the links between national programme delivery and learning; and global policy analysis and understanding.

REL exists to enable and strengthen the generation and use of research, evidence and learning in Christian Aid that is informed and led by those living in poverty. It also works to centralise their voices in our programmes, policies and practices, and in the development sector to bring about social, systemic and individual transformation for people living in poverty. It seeks to achieve this by:

  • Opening up spaces for research, evidencing and learning collaborations in the global South
  • Producing, promoting and supporting high-quality ethical research and evidencing gathering on poverty that is aligned with Christian Aid’s strategy ‘Standing Together’)
  • Guiding processes of evidence use and learning in Christian Aid
  • Strengthening technical knowledge of research, evidence, impact and engagement
  • Evidence-based influencing and learning from wider debates in the northern and southern academic and development sector around how we understand and conceptualise poverty and development.





About the role

The role is designed to grow Christian Aid’s research funding portfolio and to strengthen Christian Aid’s understanding of, and relationship with the diverse range of organisations that fund applied research, including research councils, bilateral/multilateral institutions, trusts/foundations and philanthropists. The role will provide expert research funding advice and hands-on bid development with colleagues across Christian Aid, as well as developing a research funding strategy and relationships to support the organisation to better access funding for supporting our applied research and evidence portfolio.

As a practice-based organisation much of our research happens in partnership, with academics based in universities and research institutes in the global north and global south. Part of the remit of this role is to explore how best to position ourselves to support further research funding, for example should we be seeking to gain eligibility as an independent research organisation; or are we better placed to pursue our research agenda through partnerships with other types of research organisation?

Although the role sits within the REL function, it has a strong link to our Programme Funding Division and will benefit from being part of a wider network of fundraisers working to support Christian Aid globally. You will work alongside experts who are based globally to develop complex programme proposals and interpret the requirements of institutional funders and you will integrate with existing systems to ensure Christian Aid is able to deliver high quality research proposals. The post-holder will also work alongside the other REL advisors to support staff across the organisation (especially, country programme staff and programme policy advisors,) in developing and co-designing research bids. The role will include a mix of longer term strategy development and immediate operational support to specific research projects.

In summary, the role encompasses three key objectives:

  1. To strengthen CA’s capacity to access research funding that is aligned with Christian Aid’s Institutional Funding Strategy and the research and learning framework. This includes identifying strategic funding opportunities and building relationships with research funders.
  2. To build Christian Aid’s research portfolio. This includes developing, managing and submitting high quality bids, and developing appropriate tools, systems and processes to support research funding.
  3. To build research partnerships (particularly in the global South) and support the submission and management of bids.

All REL team members are committed to reflective practice and are encouraged to capture reflections from experience of strengthening research and evidence processes within Christian Aid, to contribute to organisational learning and promote good practice in practitioner research both within Christian Aid and the broader sector.

About you

You will have excellent understanding of applied research, understanding the research design process and how to develop good quality research proposals; and to ensure that appropriate processes are put in place to manage funding received. You will have had experience of raising research funding from UK based research councils, but you will also understand how to raise funds from other non-academic sources (such as trusts and foundations). You will have a high level of numeracy and understanding of research costing and financial reporting.

You will enjoy working in a practice setting and developing a research funding strategy that responds to the needs and interests of programme and policy/ advocacy colleagues. You will enjoy the balance between longer term strategy development, and direct operations, including being able to respond quickly and effectively to short-turn around funding calls. You will be equally comfortable engaging with academics and practitioners (development and humanitarian), and you will have had experience of working with colleagues across the globe. As such you will be confident in team leadership and cross-departmental and team working in a largely online setting. You will also be confident leading and facilitating online meetings.

You will be able to produce your own funding proposals, as well as also support others in developing their own outputs and in managing co-designed processes. As such, you will have excellent project management skills with an ability to work in a systematic and organised manner. You will be good at managing your own workload and competing priorities. You will also have a deep commitment to strengthening the quality of evidence and impact in an INGO and you will understand the role of culture and context in research, evidence and learning and be aligned with REL’s commitment to epistemic justice.

Job Title: Feedback, Complaint and Response Mechanism Call Center Officer

JOB SUMMARY

 All CRS and partner staff have crucial role to implement the FCRM in an effective, incident, and confidential manner, some of them have direct implementation role whereas some other support role. The FCRM Call Center Officer will be managing the CRS Toll Free Call Center, receiving feedback from projects participants and other stakeholders, assigning feedbacks to project ma agers, and monitoring and reporting of all feedback and responses in collaboration with the CP MEAL Coordinator, all project MEAL managers, project managers and other SMT members. He/she shall contain outlay seek to improve the quality of the Toll-free call center in line with CRS principles on data protection and security and ensuring the relevance and sustainability of the Toll-Free Call center.

 

 

Specific Responsibilities:

  • To receive, review, categorize, and assign all feedback and complaints in a safe ad confidential manner.
  • Work with persons related to assigned feedback to respond to feedback the complaint provided in a safe and confidential manner.
  • Collaborate with the CP MEAL coordinator, IT manager and the Toll-Free line and Call center service providers to maintain an effective and uninterrupted operations of t e call center during working and non- working hours including holidays through the IVR system
  • Collaborate with all project MEAL managers and officers to ensure feedback shar d (formally or informally) through other channels of FCRM are documented and effectively utilized
  • To support the design, review, and execution of FCRM channels through the designed platforms.
  • To record all callers’ interviews into the call center database system and console ate all FCRM channels feedback/data.
  • To prepare trend analysis and provide bi-weekly, monthly and quarterly summa report on the progress of feedback and responses on the call center for the attention of the MEAL Coordinator.
  • To comply and maintain CRS ethical standards in MEAL by ensuring privacy and confidentiality of all type of data (feedback and response) collected and stored.
  • To support learning and reflection meetings by providing data and analytical repo s/dashboard of feedback and status of responses, and emerging issues across projects.
  • To maintain an updated version of the FCRM flowchart and menu and provide orientation to project team and other CRS staff on FCRM system including FCRM forms.

 

 

QUALIFICATIONS & EXPERIENCE:

  • Diploma in Information Technology, Statistics, Economics, Management, or Social Sciences related field. A degree will be an advantage.
  • Minimum of 2 years of work experience in handling and managing Toll Free Call Center
  •  Knowledge in Microsoft platforms (Word, Excel, Power Point, COMM Care, Power).
  • General knowledge of technical principles and concepts in Toll-Free Call Center and accountability.
  • Excellent oral and written communication skills
  • Ability and willingness to travel to remote areas
  • Ability to work under pressure, handle multiple tasks, and meet deadlines
  • Good interpersonal skills and ability to work in a team required
  • Previous experience with USAID reporting guidelines (desired)

Required Language

Job Summary:

The purpose of this position is to manage, strengthen, and provide technical direction to the Urban Resilience Portfolio MEAL system, ensure learning, build the capacity of MEAL staff, and support the implementation of CRS MEAL policies and procedures. The MEAL Manager will support the Urban Resilience program team and partner staff to develop high-quality monitoring systems and tools which measure progress toward indicators. He/she will ensure that accountability and learning are systematically captured and used in the Urban Resilience and the Country Program.

 

 

Roles and Key Responsibilities:

  • Manage and implement all MEAL activities throughout relevant project cycles – project design, start-up, implementation, and close-out to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project teams and partner staff use the appropriate systems and tools.
  • Effectively manage talent and supervise the MEAL assistant. Manage team dynamics and staff well-being.
  • Champion learning with project staff, partner teams, and other project MEAL staff within the CP. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Act as a MEAL resource person in the MEAL system review for the Urban Resilience portfolio.
  • Coordinate the identification of MEAL needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
  • Compile, analyze and present project summary data and progress reports to Urban Resilience Director to generate progress updates for reporting.
  • Support partners through supervision and training to ensure that they provide CRS timely and quality reports.
  • Conduct data verification exercises in the field to ensure data and reporting are of high quality and data reported to donors, CRS and other stakeholders are accurate.
  • Monitor the use of standardized CRS reporting forms and suggest adaptations as required.
  • Developed new reporting forms as needed in consultation with Project Director.
  • Coordinate with project managers, MEAL assistants, project officers and the director to report on barriers to implementation in the field and provide inputs to problem-solving.
  • Support MEAL Assistants and project officers to follow up on the agreed monthly summary data and quarterly progress reports.
  • Monitor partners to report on MEAL-related activities as required during project implementation.
  • In consultation with Project Director, ensure the data collection needs are up to date.
  • Establish strong working relationships with partners and other stakeholders.
  • Represent the program at various levels as directed by the Urban Resilience Director.
  • Support the Director to meet all reporting requirements to Gateway.
  • Collaborate with the CP MEAL coordinator to ensure that the CP program is compliant with the donor and agencies’ MEAL policies, procedures, standards, and good practices.
  • Carry out other CP, Regional, or Agency-wide MEAL initiatives that may be assigned from time to time by the MEAL Coordinator.

 

Basic Qualifications

  • Master’s Degree in International Development, International Relations or in the field of Statistics, Mathematics, or Computer Science required.
  • At least 3 years of relevant experience
  • Experience working with large donors e.g.: European Union, OFDA, USAID (including PEP FAR, FFP, FtF, offices), USDA, Global Fund, Bill and Melinda Gates Foundation.
  • Familiarity with principles and current approaches to MEAL of development programs using both quantitative and qualitative methods.
  • Experience with participatory MEAL systems.
  • Proficiency in database development/management, SPSS, Access, Excel, and skills in analyzing, interpreting, and communicating information to various stakeholders.
  • Experience using ICT for data collection and information visioning and mapping using GIS.
  • Significant experience in conducting quantitative and qualitative assessments and surveys (including

sound understanding of sampling issues).

  • Previous experience with leading and managing studies and consultants.
  • Experience with facilitation, capacity strengthening, and partnership building, with the capacity to empower staff through opportunities for growth & development.

 

Required Languages – English is essential, and Krio is an added advantage

 

Travel – Must be willing and able to travel around Western Urban and Rural settings.

The IRC works in more than 40 countries and in 22 cities in the United States to restore safety, dignity and hope to millions of people uprooted by conflict or disaster. The IRC leads the way from harm to home.

Sierra Leone: The IRC began emergency operations in Sierra Leone in 1998 during the civil war. In the post-conflict reconstruction period, the IRC consolidated its operations into three core programmatic areas: Health, Women’s Protection and Empowerment and Education. Today, IRC Sierra Leone implements projects in Health, Women and Girls Protection and Empowerment (WPGE) and Education and is planning on introducing projects in Water Sanitation And Hygiene (WASH), Governance, and Economic Well-Being. The IRC has offices in Freetown, Bo, Kenema, Kailahun, and Kono Districts but implements projects in all districts through partners (the IRC’s health consortium project – Saving Lives in Sierra Leone (SLiSL) – is implemented in all 16 districts and the WPGE consortium project – Every Adolescent Girl Empowered and Resilient (EAGER) is implemented across 10 districts). The IRC Sierra Leone Country Program

 

IRC Sierra Leone Country Program: The IRC Sierra Leone country team just completed the development of its “Strategy 100” strategic plan through which it aims to provide the best possible impact for its clients – the most vulnerable women, girls, men, boys, in and out-of school youth and People With Disabilities (PWDs) across the country – working in collaboration with the Government of Sierra Leone (GoSL)’s line ministries, local and international Non-Governmental Organizations (NGOs), local Civil Society Organizations (CSOs) and the private sector. The country team is also in the process of exploring options to increase the delivery of its programs through cash.





The IRC and Climate Change

The IRC is acutely aware of the lasting damage climate change will cause, and the catastrophic consequences climate change will have for people around the world, especially those already living in crisis, and the already vulnerable. The IRC aims to meet the climate and environment-related needs of clients, while also tackling the negative environmental impact of its operations. As part of this effort, the IRC has developed an ambitious IRC Climate Action Plan to reduce IRC’s carbon footprint and reach net-zero greenhouse gas emissions by 2050. The IRC has also recently commissioned its Program Quality Support Unit (PQSU) to engage with all country programs, regional staff and technical units to map existing practices, capacities, and needs.

As part of IRC’s Climate Action Plan, IRC Sierra Leone has adopted and utilizes the Green Procurement Guidelines across all its operations, and will participate in the global PQSU engagement, but the country team wants to do more. Under IRC Sierra Leone’s strategic plan, the country team has decided to invest time and resources into better understanding and responding to the challenges posed by the climate crisis in Sierra Leone. Specifically, the country team wants to: Conduct a mapping of climate change-focused hazards to better understand how these hazards affect clients across IRC’s program areas and how they impact on program outcomes across the districts where the IRC directly implements projects. Conduct an expert assessment to better understand the environmental impact of IRC operations nationally. The results of the mapping and expert assessment will inform future program design and help to identify measures to reduce the negative environmental impact of IRC’s operations nationwide. Purpose of Consultancy The IRC is looking to hire a consultant with expertise in climate change, hazard mapping, disaster risk reduction and environmental protection to 1. Conduct a mapping of climate change-focused hazards to better understand how these hazards affect clients across IRC’s program areas (Health, Education and WPGE) and how they impact on program outcomes across the districts where the IRC directly implements projects (Freetown, Bo, Kenema, Kailahun, and Kono); and 2. Conduct an expert assessment to better understand the environmental impact of IRC operations nationally.

 

Tasks Under each of the two main activities there are specific tasks, as noted below. If the appointed consultant would like to modify these tasks for reasons of technical best practice or time/cost-efficiency, they can discuss this with the IRC and present alternative methodologies in the Inception Report.

 

Climate Change-Focused Hazard Mapping Assess the climate change-induced risks (hazard, vulnerability and exposure) and damages (shocks and stresses) in IRC’s areas of operation. Utilize Geographic Information System (GIS) software to develop hazard maps which display the climate change-induced risks (categorized, i.e. by probability and/or severity) and damages (categorized, i.e. by severity) by geographical location. Conduct an environmental impact assessment of the climate related damages. Conduct a vulnerability and capacity analysis of communities and districts. Analyze all sources of information to understand and explain the situation within the report, and to recommend evidence-based, feasible, creative interventions to prevent and curb the negative effects of climate change-induced risks and damages. Recommendations should include no and low-cost improvements that can be acted on immediately as well as more costly or complex improvements that could be considered for the future. Produce a clear and concise synthesized final report on findings and recommendations (see below for details).

Conduct a cost-benefit analysis of different ways of working (current operations and possible future operations). Recommend evidence-based, feasible, creative interventions to reduce the negative impact/ footprint of IRC operations. Recommendations should include no and low-cost improvements that can be acted on immediately as well as more costly or complex improvements that could be considered for the future. Produce a clear and concise synthesized final report on findings and recommendations (see below for details). Methodology The consultant is expected to utilize a mixed methodology approach to implement both activities (the climate change-focused hazard mapping and the environmental impact assessment). The consultant is also expected to integrate the two activities as much as possible to improve time and cost-efficiency of the consultancy. For both activities the consultant should conduct: Literature/ desk review – of relevant global and national publications and IRC literature (including proposals, operational policies and guidelines, budgets and expenditure documents, and final reports); Field work – including visits to IRC offices in all five operational districts in Sierra Leone and a selection of communities in each district; Consultative meetings – with relevant IRC Sierra Leone staff, stakeholders and clients; Focus Group discussions – with community leaders, members and IRC clients in Sierra Leone; Debrief/ feedback meetings – with IRC Sierra Leone’s senior management team at the end of the consultancy. On execution of the assignment and following discussion with IRC it is up to the consultant to develop the detailed methodology within their inception report. The inception report must include a workplan and schedule, and outline when and how the work will be conducted for the entire period of the consultancy. The report must also factor in the IRC responsibilities (as noted below) so that the IRC team know when IRC contributions (i.e. vehicles, review and feedback on draft synthesized reports etc) are needed. Deliverables The consultant will be responsible for delivering the following items. An inception report including detailed methodology, workplan and schedule, on execution of the assignment. A synthesized draft and final report on the climate change-focused hazard mapping which includes: The findings from the: assessment of climate change-induces risks and damages; the environmental impact assessment; and the vulnerability and capacity analysis. GIS hazard maps; Detailed analysis of findings; Recommendations. A synthesized draft and final report on the environmental impact assessment which includes: Quantification of the environmental impact of IRC operations nationally; Cost-benefit analysis of different ways of working; Recommendations.for feasible and creative interventions to reduce the negative impact/ footprint of IRC operations. IRC Role The IRC will be responsible for providing the following: Return flight to Sierra Leone (if consultant not based in Sierra Leone); Accommodation in Freetown (if consultant not based in Freetown); Briefing the consultant once contracted and providing all necessary IRC literature; Providing the consultant with a focal point in Freetown who can support them as they plan and implement the consultancy; Approving the consultant’s inception report on execution of the assignment; Connecting the consultant with a focal point in each of the IRC offices in all five operational districts who can support field work; Providing transportation to operational districts as per the workplan and schedule; Providing accommodation in the operational districts as per the workplan and schedule; Reviewing and providing feedback on first draft of both synthesized reports; Bringing together the senior management team for a debrief/ feedback meeting at the end of the assignment.

Required Qualifications and Experience

Bachelor’s degree or higher in Disaster Risk Management, Environmental Sciences, Community Development, or a related discipline, from a recognized academic institution (Master’s degree or higher an asset). Minimum of five years of related work experience, including experience in hazard mapping, GIS mapping, vulnerability and capacity assessment or rural appraisal methods, and environmental impact assessment (10+ years an asset). In-depth knowledge and understanding of disaster risk reduction, resilience building, environmental protection and climate change. Familiarity with the Sierra Leone and West African context (experience working in Sierra Leone and West Africa preferable). Excellent analytical skills. Proven report writing skills

THE ROLE: Multi-CO PRIME Manager – PDQ

Save the Children is recruiting Programme Reporting, Information Management and Evidence -PRIME Manager for the new project management system that will be deployed in all SCI Country Office in 2022/2023/24. PRIME will be deployed as part of the CAPP (Coding, Agresso, PRIME & PMM) Program which will improve project management and project information management for improved quality programme delivery and impact across Save the Children and support standardising and improving the quality of SCI financial data. PRIME will be live in Sierra Leone CO in September 2022.

The Multi-CO PRIME Manager will be responsible for supporting and developing the use of PRIME within the Programme Development and Quality (PDQ) team in the Sierra Leone Country Office. The postholder will be responsible for ensuring quality of the PRIME project record, timely creation of the project in PRIME and effective use of the PRIME data (dashboard and reports) for project tracking and promoting the adoption of PRIME. The role holder will work in regular and close collaboration with the PRIME lead sitting within the Operations team.

The role consists in:

  • Working effectively with the PDQ Director, Technical Advisors, Business Development Manager, MEAL and Awards team, and Member Offices to gather all the quality information required for creating a project in PRIME in a timely manner

Our Work In Sierra Leone:

PartnersInHealth (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health centre and to referral hospitals.

Position Overview

PIH-Sierra Leone has a strong track record of service delivery in Sierra Leone’s Kono district, where we have seen drastic improvements in health outcome, including in maternal/child health, HIV/TB care, and in overall quality of care and service utilization. PIH-Sierra Leone works in partnership with the Ministry of Health and Sanitation (MOHS), and in the coming years will be supporting District Health Management Teams (DHMTs) in multiple districts in Sierra Leone as part of the implementation of a large donor-funded program to catalyze health service delivery and improve health outcomes in these districts and replicate the Kono model.

Strong all-rounders that are diplomatic and technically skilled, District Advisors will act as partners to DHMTs in the day-to-day implementation of district-level health policy and health service delivery, working closely with DHMT staff and other district level advisors focused on M&E and clinical operations. In this role, they will apply the nuts and bolts of project management andpublic healthto help DHMTs get things done and scale up successful models of health services. Reporting to the Senior Technical Advisor, District Advisors will spent 75% of their time in their home districts, and approximately 25% of their time travelling to Freetown or Kono district.

The District Advisor helps to facilitate all DHMT-level project activities, including trainings for DHMT counterparts, developing project plans, and establishing or reinforcing DHMT workflows centered on clinical care, quality improvement, facility management, supply chain, and other domains as needed. S/he will regularly convene PIH district staff and Ministry of Health and Sanitation counterparts regularly to review human resource needs, facility and quality improvement updates, and overall project plans.




Essential Duties and Responsibilities:

Government accompaniment

  • Support major project components undertaken by DHMT counterparts, including the hiring of key clinical and operational staff
  • Along with the Senior Technical Advisor, facilitate management and quality improvement trainings for key DHMT counterparts
  • Work closely with DHMT counterparts and the Senior Technical Advisor to prepare for district level in-charges meeting
  • Pragmatically support government counterparts by identifying and resolving obstacles to program success, and paving the way for significant health projects and health improvements in the district

  • Facilitate planning, drafting, and implementation of district-level project plans
  • Facilitate rotation of DHMT and MoHS staff (especially Clinical lead and Clinical mentors) to Kono learning district work with their thematic cohort

  •  Fosters an enabling environment inside and outside the UN, aimed at facilitating collaboration, knowledge and data gathering, analysis and sharing practices to underpin a dynamic and forward-thinking UN contribution to the country, drawing on the global knowledge and expertise of the entire UN system to benefit the country’s access to sustainable development solutions;

  •  When appointed as Designated Official, ensures effective coordination of country-level security and is accountable to the Secretary-General, through the Under-Secretary-General for Safety and Security, for the security of United Nations personnel and their eligible family members, UN premises and assets throughout the country, designated area or mission, and leads the inter-agency Security Management Team;
  •  Promotes and nurtures staff learning and the implementation of staff rules and policies, including on prevention of sexual exploitation, abuse and sexual harassment, and gender parity;

Where the RC is the highest UN official, the RC has system-wide responsibility for developing collective protection from sexual exploitation and abuse (PSEA) strategies and ensuring that action plans are implemented, thereby capacitating the UNCT to lead on overseeing such initiatives.

  • Manages a matrixed dual reporting system with UN country team heads with respect to their contributions to the UN Cooperation Framework objectives and the collective results of the 3 UN development system towards the achievement of the 2030 Agenda at the country level, in accordance with the Management and Accountability Framework;
  •  Advances, with the UN Country Team, country-specific measures to promote UN common business operations, including common premises and back-offices, to enable joint work and generate greater efficiencies, synergies and coherence, in accordance with General Assembly resolution 71/243;
  •  In contexts where international humanitarian assistance is required, and a separate Humanitarian Coordinator is not designated and when there is no lead agency designated by the Emergency Relief Coordinator, leads and coordinates the response efforts of United Nations and relevant humanitarian actors, in accordance with General Assembly resolution 46/182 and related resolutions, and facilitates linkages between humanitarian and development programming for enhanced and sustainable impact;
  •  In conflict and post-conflict settings facilitates the integration of the UN Country Team’s work with UN peacekeeping or political missions to fully contribute to building resilience, prevention, sustaining peace and transition planning and management; and
  •  Manages and provides strategic guidance and oversight to the Resident Coordinators Office.

Education

Master’s degree – or equivalent post graduate qualification – in development studies, international relations, political science, economics, social sciences, human rights, law or closely related fields (for otherwise suitably qualified candidates, a first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of an advanced post graduate university degree).

Work Experience

Over 15 years of substantive experience and results in leadership roles at the international level is required (including five years of cumulative experience in development, human rights, rule of law peace-building or humanitarian work at country level outside of one’s own country).

Previous RC experience is required. Senior-level inter-agency coordination experience may be considered in lieu of RC experience.

Solid experience in the management and/or coordination of multi-sectorial humanitarian assistance operations, preferably at the country level and preferably in a multilateral context is desirable.

Strong political acumen with proven ability to understand complex power dynamics in a politically sensitive environment is desirable.

Extensive experience and results in accessing and working effectively with high level government officials, senior diplomats, regional/subregional and other international organisations (ECOWAS, MRU, etc.) in countries with highly sensitive governance and political systems is desirable.

Demonstrated ability to provide insightful political analysis to senior officials and identify situations that could warrant preventive action is desirable.

Previous experience working in a post-conflict setting is desirable.

Previous experience as a UN Designated Official (DO) for Security is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required.

THE ROLE: Conservation Livelihoods Officer -Jersey Oversea Aid (JOA) Project

Save the Children is recruiting Project Officers for Jersey Oversea Aid (JOA) Project to implement a conservation livelihoods project in Sierra Leone.  The project will run for approximately three years, and will be implemented in twelve communities of the south-western, coastal region of Sierra Leone. The Project is aim to reduce degradation of natural resources and biodiversity by ensuring conservation of mangrove ecosystems and restoration of coastal forest lands; and to equip coastal communities, including the most vulnerable households, with knowledge and skills required to adopt sustainable livelihoods practices.

The Conservation Livelihoods Officers will be responsible for implementing project activities in the designated project Communities, and in close collaboration with the other officers, in order to achieve the overall project objectives; and will report to the Conservation Livelihoods Project Manager.  S/he will be based in Pujehun with frequent travel and overnight stays in Mattru Jong.  The role holder will work in collaboration with government, local partners, and other project stakeholders; and with other SCI staff.  In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

QUALIFICATIONS:

Bachelors of Science degree. /HND Certificate, Diploma in Rural Development/ Business Studies, economics or related courses, with at least 2 years’ experience in Food Security / Livelihoods, agricultural extension services or rural development

EXPERIENCE AND SKILLS

Essential

  • Experience implementing community development programmes, especially in rural communities, with a food security and livelihoods component (agriculture, savings and loan groups, cash/voucher assistance, etc.).
  • Experience in implementing conservation projects is an advantage.
  • Good written and spoken English; including documentation and report-writing skills.
  • Knowledge of local language(s) in Pujehun and/or Bonthe.
  • Excellent interpersonal and communication skills; able to engage positively with people at all levels.
  • Good training/facilitation skills.
  • Experience in working with Government, NGOs, civil society organisations, etc., is an added advantage.
  • Good skills in computer e.g. MS Word, MS Power Point and Excel.
  • Experience developing activity budgets.
  • Willingness to promote gender equality and inclusion.
  • Ability to be self-sufficient and resourceful, proactive in identifying and addressing challenges, yet consulting and asking for assistance as needed/relevant.
  • Ability and willingness to be based in project communities
  • Possesses a valid motor bike riders’ licence or is willing to learn.

2.) Project Manager, Conservation Livelihood

 

THE ROLE: JOA Project Manager, Conservation Livelihood

QUALIFICATIONS:

Minimum of a Bachelors’ degree in development studies, social sciences with at least 5 years’ work experience or a postgraduate qualification with 3 years’ experience in program management

EXPERIENCE AND SKILLS

Essential

  • 5 years substantial experience of project management, particularly in rural locations.
  • At least 3 years of experience working on food security and livelihoods/Agricultural and/or conservation livelihoods related projects.
  • Ability to provide leadership and support to project staff working in remote locations.
  • Experience in the management of finance, logistics and administration: broad based knowledge of field logistics including, remote communications, project administration, and controls.
  • Proven experience with budget and finance management.
  • Excellent communication skills, both oral and written, including a good track record of report-writing and consistent communications with line manager and with people whom s/he manages
  • Strong analytical and conceptual skills to think and plan strategically.

3.) New Business Development Manager

 

THE ROLE: New Business Development Manager

 

Save the Children is recruiting for an experienced, energetic and hard-working woman and man to serve as New Business Development Manager that will lead fundraising and partnerships for the Sierra Leone Country Office. The Country Office Business Development Manager will support the Country Director, PDQ Director, and other country programme staff to grow Save the Children funding and partnerships at country level in order to resource the Country Strategic Plan.

 

To achieve the country’s programme ambitions in line with SC’s Global Breakthroughs, the Country Office Business Development (BD) Manager will be responsible for coordinating the development of the annual funding strategy, developing an engagement plan across members, donors, implementing partners and other necessary stakeholders, and creating and managing an efficient system to identify and develop new funding opportunities.

 

The post holder will be expected to work across the Movement (Regional Offices, Members, and other Country Offices as necessary) in achieving the country funding strategy and be the primary link with Regional Offices for all NBD best practices and capacity building efforts.

 

QUALIFICATIONS: 

Master’s Degree with background in business development, donor and relationship management, strategic portfolio analysis and planning, and change management required.

 

EXPERIENCE AND SKILLS

Required 

  • 5+ years demonstrated experience identifying and securing funding from DAC government donors, multilateral agencies, corporate donors and/or foundations.
  • Demonstrated experience in leading assessments of funding landscapes, and developing programme funding strategies to meet strategic goals.
  • Demonstrated ability to solve complex issues through critical thinking, analysis, definition of a clear way forward and ensuring buy in.
  • Highly developed networking skills and ability to form productive working relationships with external donor agencies.
  • Highly developed interpersonal and communication skills including communicating with impact, influencing, negotiation, and coaching.
  • Demonstrated people leadership skills, able to effectively manage both direct reports as well as lead staff in all countries around the region in a matrix management relationship.
