Under the guidance and supervision of the supervisor, establishes and implements country office emergency preparedness and response. Responsible for the development, planning, implementation, monitoring and evaluation of the emergency interventions to ensure the survival and well-being of children and mothers, and the affected communities in an emergency situation.

Summary Of Key Functions/Responsibilities

  • Emergency preparedness is effectively arranged together with establishment of country contingency plans and early warning mechanisms.
  • Emergency preparedness and response plans addresses gender issues that may be expected to intensify during emergencies.
  • Emergency plans of action are developed, and compliance and coordination of all sectors with the plans are implemented.
  • Technical advice on emergencies and programme management related to implementation of emergency preparedness measures are effectively provided.
  • Emergency preparedness and response, and a consistent flow of information of the humanitarian situation are effectively coordinated within the office.
  • Substantive improvements are made in the emergency preparedness and response capability of UNICEF staff and implementing partners through conduct of effective training activities.
  • In the event of an emergency, UNICEF’s presence is promptly established, and the initial emergency operational tasks are effectively executed, including provision of support for information communication technology, telecommunications facility and all staff security related assistance in the country office.
  • Needs-assessment is effectively conducted to determine priorities and an appropriate intervention by UNICEF based on the local emergency situation affecting children, their families and community.
  • Timely delivery of assistance and supplies is provided, urgent staffing requirements are identified, and the appropriate use of UNICEF resources is monitored for effective project delivery.
  • Emergency appeals and project proposals are prepared, and concerted efforts are put forward to mobilize donor response and recovery/rehabilitation-related funding.
  • Longer-term requirements of the emergency operation/interventions are determined to build a regular operational and staffing structure.
  • Continuous, effective, and strategic coordination, communication, consultation and liaison are maintained with Government, UN agencies, NGOs, donors and allies in support of the special needs of children and women affected by emergency situations within the framework of the cluster approach and based on the Core Commitment for Children.
  • Management is kept informed of humanitarian developments in relevant policies, situation developments, potential threats and opportunities/issues in the country.
  • Emergency preparedness and response strategies are mainstreamed in the country office’s workplans. Sectoral input is provided for all related documents for the office’s Emergency Preparedness and Response, as well as for the Situation Analysis and the Country Programme Document.





To qualify as an advocate for every child you will have…

  • Advanced University degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, WASH, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
  • Five years of progressively responsible professional work experience at the national and/or international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Country national and/or field work experience in the area of emergency.
  • Specialized training/experience in emergency response management highly desirable.
  • Fluency in English is required.
  • Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Context

Sierra Leone will hold its fifth consecutive democratic elections since the end of the civil war, in June 2023. International IDEA is designing a 3-year donor-funded programme to support the electoral process in Sierra Leone. The project aims to support democracy institutions and civil society (including the media) in Sierra Leone towards the credible and peaceful conduct of the 2023 elections and provide support to reform processes in the years after the elections to contribute to further consolidation of democratic gains in Sierra Leone’s transition trajectory.

The programme will support the active and inclusive participation of traditionally marginalised persons in electoral and political processes; strengthen the capacity of the election management bodies (EMBs) in Sierra Leone to conduct credible and inclusive elections in 2023 and beyond; improve the capacity of the EMBs and relevant civil society organisations capacities to contribute to resolving election disputes; and enhance stakeholder capacity for electoral and legal reforms beyond 2023.

The Associate Programme Officer- Political Participation and Representation will support the planning and implementation of the programmatic outputs on inclusion, citizen participation and representation. The incumbent will also support the analysis of the developments in the electoral process in Sierra Leone and advise programme team members on the implications of such development for the achievement of programme outcomes.





Duties and Responsibilities

  • Supports the provision of technical assistance to key electoral stakeholders in the electoral process including the Electoral Commission of Sierra Leone (ECSL), the Political Parties Registration Commission (PPRC), the Independent Media Commission (IMC), the National Commission for Democracy (NCD), the National Council for Civic Education (NCCED), and civil society organizations (CSOs).
  • Represents International IDEA to partners, national institutions and other stakeholders;
  • Supports the design, implementation and monitoring of training programmes, conferences, seminars and workshops in accordance with the work plan and the project’s results framework;

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

 

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). Background

The IFRC Membership and Africa CDC/Mastercard Foundation entered into an ambitious partnership to support 55 Africa Union Member States in the delivery of COVID-19 vaccines. This partnership was built upon the Africa CDC/Mastercard Foundation – Save Lives and Livelihoods Program (SLL) – a continental-wide initiative, which objective is to scale up COVID-19 vaccination in the Africa Union Member States by end of 2022. The SLL program consists of several pillars, including RCCE, that together will support delivering the goal of “reaching at least 60% of the African Population with COVID19 vaccines by end of 2022”.

The IFRC and Africa National Societies (ANS) were selected by AfCDC and Mastercard as an implementing partner to deliver the RCCE component of the SLL Program. Programme consortiums were established per Sub-Region, and ANS will work under the leadership of 4 National Societies (lead applicant) and the IFRC. Lead applicants are the contract holders and responsible for management and reporting of the program for that sub-region. The regional division is as follows:





• IFRC – Contract-holder for Northern Africa and Nigeria (with a continental technical and coordination support role included).

• Cameroon Red Cross – contract holder for Central Africa

• Kenya Red Cross – contract holder for Eastern Africa and Indian Ocean Islands

• Botswana Red Cross – contract holder for Southern Africa

• Cote d´Ivoire Red Cross – contract holder for Western Africa (except Nigeria)

This partnership identifies the IFRC and Africa National Societies to project themselves as leaders in delivering RCCE programs and lead the efforts on the continent to reduce the vaccine hesitancy. As part of the “Agenda for Renewal”, the programme establishes a first Pan-African partnership with Africa CDC (and Africa Union) and an important donor such as MasterCard Foundation. It will also entail greater level of scrutiny and risk, hence requiring an “all of IFRC” support approach to program management, accountability, and governance, at all levels of the organization.

Job Purpose

The Bilingual RCCE Officer will be responsible for the technical design and coordination of RCCE support provided by the IFRC to the Freetown Country Cluster Delegation which includes Sierra Leone, Liberia, Guinea Conakry, Guinea Bissau that will deliver the SLL programme at national level/cluster level. To this end, the RCCE officer will work closely with the CEA and Community Health teams in the National Societies focal points and the Head of program management unit cluster in-country delegations to ensure the technical quality of the RCCE programme.





Job duties and responsibilities

The Bilingual RCCE Officer is responsible for providing consistent quality work and support to the four National Societies while engaging all relevant team members including Federation members (Regional/Country), NS counterparts, Partner National Societies, and external partners. The postholder is therefore accountable for the following tasks:

 

RCCE Technical Support in RCCE design and implementation :

  • Provide technical support in developing tools, topic guides, training and sampling methodologies for the perception surveys and qualitative assessment
  • Support in setting up community feedback systems in country/cluster level (with an emphasis on qualitative data), conducting perception surveys, strengthening inter-agency coordination, and ensuring that tools, guidance and resources are shared to support NS to respond appropriately in promoting COVID-19 vaccine uptake
  • Capture a thorough understanding of the community context and existing knowledge, attitudes, beliefs, practices, and rumours circulating in the community around COVID-19 and health responses.
  • Review, adjust, and improve the programme/response regularly, based on community feedback and monitoring
  • Support a culture of learning and sharing within the National Society/Cluster, including ensuring previous successes and failures are used to inform new programmes and responses
  • Work with communities to identify community-led solutions to address challenges, improve behaviours and/or reduce the spread of infection.
  • Support to capture and document examples of RCCE best practices at country/cluster level, including community-driven approaches to COVID-19 prevention and management, for example physical distancing, hand washing, isolation etc
  • Ensures existing RCCE materials and resources including strategies, guidance notes, key messages and tools from ARO are properly shared and available at country/cluster level in a diversity of accessible and applicable formats and common languages

Capacity Building:

  • Train the IFRC and National Society RCCE teams on the program technical component, ensuring a sound understanding of the activities and deliverables, emphasizing on the agreed technical RCCE/CEA standards for the SLL program.
  • Supports the development/adaptation and rolling out of Risk Communications and Community Engagement tools, methodologies, trainings and capacity building activities to support vaccine uptake.

Programmatic Coherence, Quality and Accountability:

  • Ensures that the AfCDC RCCE programme is implemented at country/cluster level in accordance with the Movement-wide commitments and minimum actions for Community Engagement and Accountability (CEA), and relevant policies and guidelines
  • Works closely with technical colleagues across the region, as well as inter-agency partners, to lead in the rolling out and ensuring use of the most relevant social science research, impact surveys and perception data to support the design of comprehensive and evidence-based community engagement strategies for vaccine uptake at country/cluster level.
  • Ensures RCCE socio-cultural research, analysis and key findings are integrated into the programme country/cluster level
  • Assist the National Society and regional team in the routine data collections from the community feedback mechanisms and social listening channels to inform the RCCE strategy and key messages.
  • With the support of the PMER/IM team, build the RCCE data and reporting system, and share with the regional team.
  • Support National Societies of Guinea, Liberia, Sierra Leone, and Guinea Bissau in defining risk management frameworks, mitigation, and control measures.

Advisory role  

  • Identify and support priority countries at cluster level to update/adapt RCCE interagency plans, according to the evolution of the COVID-19 pandemic.
  • Attend and support country/cluster level RCCE coordination working groups, clusters, pillars and other relevant responders (on demand) with RCCE expertise and ensure support to country/cluster coordination approaches, promoting engagement of national/local organizations that represent the social, cultural, gender, age, and religious distribution of the communities (i.e faith-based organizations, youth organizations, CSO networks, private sectors and other influencers).
  • Work with RCCE partners, to develop demand-driven guidance/tools based on assessment of gaps and support needs at country/cluster level.

Job Summary

As one of the leaders for the  Global Fund project Field Operations will facilitate the achievement of project objectives through coordinating, and relationship building, with all district government and non-government strategic partners in Health, Education, local councils, agriculture, and traditional leaders at all levels, and reporting on all project activities and providing technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services (CRS) work serving the poor and vulnerable. Your coordination and relationship management skills will ensure that the project for which you are responsible applies best practices and constantly works towards improving the impact of its benefits to those we serve.

 

Roles and Key Responsibilities:

  • Organize and lead the implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

Support accountability through coordinating project evaluation activities and guiding partners in their efforts to reflect on project experiences. Support implementation and Coordination

  • Ensure objective selection of clubs when sampling.
  • Coordinate with Program Manager, M & E Coordinator, and the Global Fund NFM3/C-19RM Project Director to report on barriers to implementation in the field and provide inputs to problem-solving.
  • Participate in and coordinate with SRs to report progress during DHMT monthly coordination meetings.

  • Observe outreach activities, verify supporting documentation
  • Provide supportive supervision, sharing observations
  • Document observations during visits and make recommendations

  • Consistently conduct exit meetings/ debrief with key SRs staff to share and validate findings and recommendations

  • Work closely with District Medical Officers and other key partners to ensure that BCC and outreach activities are included in the planning and management of the districts
  • Ensure linkages between PHU staff and/or CHWs (or CBPs) with SHC and CHC as appropriate

Representation

  • Establish strong working relationships with SRs, DHMTs, and other stakeholders.

Chief of Party – Sierra Leone Strengthening Integrated Health Services Activity (SIHSA) 

IMA World Health, a member of Corus International, is seeking a Chief of Party (COP) to lead an anticipated 5 year $25-$50 million USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone.

SIHSA’s goal is to contribute to the Government of Sierra Leone’s overarching goal of improving the health of adolescents, pregnant and postpartum women, and children less than five years old. SIHSA’s objectives are 1) improve the quality of family planning, maternal newborn child and adolescent health, and malaria services sustainably; 2) promote adoption of crucial health behaviors, and 3) strengthen the stewardship and governance of the Ministry of Health and Sanitation, both at central and district levels, so it is better prepared to plan, budget, allocate resources and monitor health programs. SIHSA seeks to promote the integration of health services, including malaria services, to rapidly scale-up evidence-based interventions to address preventable causes of maternal, newborn, child, and adolescent morbidities and mortality. Summary of the Position:

The COP will have overall responsibility for the management and coordination of all project activities, staff, and leadership to achieve sustainable results in accordance with the contract and donor guidelines. S/he will serve as the primary liaison with USAID, the Government of Sierra Leone, IMA headquarters and other relevant project stakeholders. S/he will ensure the project’s goals, objectives, and strategy are achieved and that contractual requirements are met on time and within budget. S/he is responsible for directing the project team with an integrated vision, applying effective leadership and strategic planning skills, management experience, outstanding interpersonal skills, and strong written and oral communication skills. The COP also ensures that all management systems, from technical to M&E to finance actively support timely and accurate project reporting and cost effectiveness for successful implementation of the project. Additionally, S/he is responsible for ensuring compliance with Corus’s policies and procedures and USAID rules and regulations, including responsibility for ensuring sub-awardee compliance and monitoring the quality of program implementation. Responsibilities:

  • Provide overall program, strategic and technical leadership and supervision of all project activities, including sub-awardees and project personnel, to ensure program activities maximize project objectives.
  • Lead all project planning responsibilities, including the production of annual workplans and budgets and performance monitoring plan, ensuring alignment of the budget to expected results and ensuring cost-effective use of resources.
  • Lead the Program Management Unit, providing overall leadership and supervision of all project activities, including sub-awardees/contractors and project personnel.

Qualifications:

  • Master’s degree or higher in Public Health, Business Administration, International development, or similar field is required.
  • 10 years of demonstrated experience in implementing, leading, and managing large health programs is required. Familiarity with and expertise in overseeing financial and contractual management aspects of project management is crucial, requiring outstanding organizational skills.
  • At least 5 years of prior experience as a COP, Deputy COP or equivalent (preferably on a USAID-funded project) is required.
  • Experience overseeing development and implementation of M&E and knowledge management strategies relevant to international public health projects.
  • Experience overseeing sub-awardees to achieve project results.
  • Outstanding written and oral communication and interpersonal skills in English are required.
  • Deep knowledge of the health context of Sierra Leone required, with experience working in Sierra Leone strongly preferred.

Duties:

  • Support and monitor local partners and sub-recipients to ensure sound financial management, operations, and compliance; contribute to capacity building of local partners in administration and financial management.

Qualifications:

  • Implementation of MNCAH activities, including coordination of technical assistance from international and national experts.

Qualifications:

  • Experience with behavior change communications strategies and activities to improve MNCAH outcomes.

Sierra Leone Strengthening Integrated Health Services Activity (SIHSA)

 

IMA World Health, a member of Corus International, is seeking applications for the Technical Director for the anticipated 5 year $25-50 million USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone.

 

SIHSA’s goal is to contribute to the Government of Sierra Leone’s overarching goal of improving the health of adolescents, pregnant and postpartum women, and children less than five years old. SIHSA’s objectives are 1) improve the quality of family planning, maternal newborn child and adolescent health, and malaria services sustainably; 2) promote adoption of crucial health behaviors, and 3) strengthen the stewardship and governance of the Ministry of Health and Sanitation, both at central and district levels, so it is better prepared to plan, budget, allocate resources and monitor health programs. Based in Freetown, Sierra Leone the Technical Director will provide technical leadership and oversight for the project. They will oversee and ensure the technical and methodological soundness of all project activities and alignment with project objectives and benchmarks. In collaboration with project team and consortium partners, the Technical Director will support the design and implementation of service delivery strategies based on evidenced based approaches. They will support the project’s technical specialists and ensure they are working in a coordinated, rational, and integrated way in pursuit of project deliverables.  They will work closely with Ministry of Health and Sanitation (MOHS) counterparts to set priorities.  S/he also will provide methodological support and facilitation in the design, content development/adaptation, and delivery of effective learning strategies to positively impact performance. Duties:

  • Collaborate closely with the Chief of Party to ensure strategic program direction and the provision of high-quality technical assistance.

Requirements:

  • Master’s degree in Public Health, International Development, or a related field is required.
  • Minimum of 10 years of experience in the public health sector, or in program management for international development projects, including field experience with large, complex, and integrated public health projects in developing countries. Experience in Sierra Leone is preferable.
  • Demonstrated technical expertise in multiple areas of global health, including, but not limited to, MNCAH, FP/RH, malaria and social and behavior change.
  • Working knowledge of and prior experience with USAID awards.
  • Familiarity with USAID’s administrative, management and reporting procedures and systems.
  • Proven track record managing a project team composed of several technical experts and fostering teamwork.

Main responsibilities:

Objective of the Position:

Under the direction of the Director of Programming and Training (DPT) and in collaboration with other Programming Staff, this position provides overall management of Peace Corps Sierra Leone’s Secondary Education Project. The functions include developing and maintaining a Project Plan in cooperation with the Sierra Leone Ministry of Education and other education partners; identifying viable, effective sites for Peace Corps Volunteers (PCVs) in response to requests from Sierra Leone schools; monitoring and evaluating individual PCV assignments to ensure quality and consistency with the Project Plan; assisting with the design of appropriate training to enhance the placement of PCVs and the quality of their work; supporting and guiding PCVs at their sites; and serving as a liaison between Peace Corps, The Ministry of Education, and other agencies engaged in Secondary Education.

 

 

Tasks & Deliverables :

Project Development and Management

  • Develop and maintain the direction of the Secondary Education Project in cooperation with appropriate Sierra Leone officials and local counterparts, PCVs, and other partners.
  • Develop potential assignments for PCVs through community visits and meetings with local representatives of the Ministry of Education, potential host schools, and community members.
  • Prepare documentation for the Secondary Education Project that conforms to the mission, goals and standards of Peace Corps.
  • Contribute to the preparation of the Integrated Planning and Budget System (IPBS) and participate in other Post planning activities.
  • Initiate and maintain close and effective contacts with national and local representatives of the Ministry of Education, other appropriate government agencies, Non-Governmental Organizations (NGOs) engaged in Secondary Education, and other organizations and groups, public and private at both the national and local levels.

 




Volunteer Support:

  • Travel regularly throughout the country to establish and maintain effective working relationships with host schools, representatives of the Ministry of Education, and community officials.
  • Visit PCVs periodically at their sites to provide advice and assistance to them and their counterparts and supervisors to enhance working relationships and performance.
  • Assist PCVs in improving their job performance and their social and cultural adaptation through the provision of technical support, cultural insights, and direction to relevant and available resources.
  • Support PCVs with personal and cultural counseling and provide guidance on various policies, procedures, and administrative matters.
  • Maintain up-to-date information regarding relevant legislation; national policy changes; contact lists of relevant local organizations, institutions, agencies, other published resources including reference texts, professional journals and other similar information; and make the information available to PCVs.
  • Coordinate with the Safety & Security Manager (SSM) and others as appropriate to ensure a safe and secure work and living environment for PCVs.

 

Pre-Service and In-Service Training :

  • Coordinate with the Director of Programming & Training (DPT), Programming and Training Manager (PTM), other Program Manager (PM), Training Manager (TM), and Program Assistant (PA) for the design, implementation, and evaluation of Pre-Service Training (PST) and In-Service Training (IST).
  • Participate, as agreed upon with Director of Programming & Training (DPT), PTM and TM, in all training events. This would include preparatory Training of Trainers (TOT), ongoing evaluation meetings, and debrief meetings.
  • Monitor and evaluate qualifications of each Peace Corps Trainee (PCT) during and at the end of PST. Collaborate with Director of Programming & Training (DPT) and or Programming and Training Manager (PTM), and training staff to assess PCT competence for service.
  • Complete timely initial and site placement interviews with PCTs.
  • Spend an adequate amount of time at the training site in order to build and maintain rapport with the PCTs.
  • Conduct PCV meetings at other ISTs. Interviews coordinated with the other Program Managers (PM), Program Training Assistants (PTA), Program and Training Manager (PTM) and/ or Director of Programming and Training (DPT) as indicated.

 

Project Monitoring and Evaluation:

  • Design and implement project monitoring and evaluation tools and activities with the participation of appropriate officials, local counterparts, other education agencies, and PCVs.
  • Utilize the Volunteer Reporting Tool (VRT) for the entire PCV reporting process: create, send, receive, edit, and acknowledge PCV reports; provide written feedback to PCV; input data from the Volunteer Report Form (VRF) to the Volunteer Report Database.
  • Prepare annual monitoring and evaluation documents, such as the Project Status Report (PSR), and contribute to the preparation of other Status Reports as requested by the Director of Programming and Training (DPT).
  • Provide site visit reports in a timely manner to PCVs. As requested, provide site visit reports to other Peace Corps Sierra Leone staff and make recommendations regarding Volunteer performance and problems.

 




Other Duties and Activities:

  • Assist in budget preparation and submissions with regard to the Secondary Education Project as necessary.
  • Attends staff meetings, in-service trainings, and retreats when indicated.
  • Understands and complies with Peace Corps safety and security policies and procedures.
  • Understands and complies with Peace Corps code of ethics, privacy and confidentiality policies.
  • Files all documents produced by the position in accordance with the Peace Corps Records Management policies.
  • To the extent Contractor is allowed to operate a US government owned, leased, or rented vehicle (GOV) to perform their job duties, the Contractor must operate that vehicle safely at all times and only operate it for official business purposes as defined in 31 USC 1334. Contractor is encouraged to refrain from texting or from engaging in any behavior that distracts attention from driving safely at any time. Except in an emergency situation, Contractor shall not text message (i) when driving a GOV; (ii) when driving a privately-owned vehicle (POV) while on official government business; or (iii) while using electronic equipment supplied by the government while driving any vehicle (even during off-duty hours).

5. Standard Roles and Responsibilities

 

A. OMH: 

  • Occasional Money Handler may be requested to courier cash and /or purchase orders to various vendors who furnish supplies and/or services to PST/IST training site, or other locations as directed by the Contracting Officer. The PSC may also be requested to courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.

 

B.  S&S: 

  • APCD/Program Manager – Addresses safety and security proactively by ensuring appropriate assignments for Volunteers and adhering to Peace Corps site development policies and procedures. Identifies and immediately communicates Volunteer safety and security concerns or issues to the Safety and Security Manager (SSM) and the CD. Ensures prospective sites meet established programmatic and safety/security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.). Reviews and references site history files when evaluating potential sites. Incorporates appropriate site-specific safety and security related information into site history files. Ensures designated host country counterparts participate in counterpart orientation/training and are prepared to work with and support Volunteers, including their role in Volunteer safety and security. Maintains communication with each Volunteer and solicits periodic feedback, including information about Volunteer safety and security. Maintains a calendar of Volunteer site visits, and completes appropriate number of site visits to assess Volunteer progress, safety and security, and to provide technical guidance and moral support. Monitors Volunteer compliance with Peace Corps policies, especially related to safety and security, and initiates corrective action as necessary. C. IGF:

D. Temporary Assignments:

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

School feeding programmes are used in many countries to promote education, health and agriculture. They also serve as an incentive for parents to send and keep their children in school while simultaneously improving children’s ability to focus on learning instead of their hunger. School feeding is therefore the largest social protection/safety net in the world.

In a context of widespread poverty, food insecurity and malnutrition, school feeding has been an important safety net in Sierra Leone since independence, ensuring that many children can participate in primary education, and receive a daily minimum healthy diet.

At the core of new National School Feeding Policy (endorsed by parliament in May 2021) is the wish to pursue a home-grown model. This is expressed in the policy ‘s vision of a sustainable school feeding programme that ensures nutritious and healthy meals to primary schoolchildren in Sierra Leone, using to the largest extent possible food produced and processed by local, smallholder producers, and implemented entirely by national actors and agents. To align to the new policy, collaboration between WFP’s School Feeding and the Asset Creation and Livelihood teams is actualising the vision of Home-Grown School Feeding.





The school feeding programme is a national flagship initiative under the leadership of the Ministry of Basic and Senior Secondary Education (MBSSE) and the National School Feeding Secretariat. WFP is one of four main implementing partners of the National School Feeding Programme covering 5 districts during the 2022/23 academic year. WFP’s school feeding programme reaches over 1,000 primary schools and provides a daily hot meal for over 200,000 children.

JOB PURPOSE

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

KEY ACCOUNTABILITIES (not all-inclusive)

  •  Ensure close and structured coordination and collaboration with other school feeding partners to promote a culture of learning and cooperation.
  •  Closely monitor school feeding budgets, expenditures and food pipeline, ensuring the best use of resources to achieve objectives within a moderate budget.

Trócaire is currently seeking a Chief of Party (COP) for an anticipated 3-year USAID-funded People to People Peacebuilding project in Sierra Leone. The role will be responsible for providing overall leadership management and general technical direction of the entire project activity, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the Agreement. The COP will identify issues and risks related to the activity implementation in a timely manner and suggest appropriate activity adjustments. This individual will be the key liaison with USAID, government, and all other counterparts, implementing partners and other partners involved with the activity. Requirements
