1.) Chief of Party

 

BACKGROUND TO THE ROLE
Sierra Leone has been characterized by almost 20 years of peace and stability, following a devastating civil war in the 1990s; the Ebola virus disease outbreak from 2014-16; and the concomitant economic shock caused by the collapse of the price of iron ore, the country’s main export commodity. The country has successfully conducted four credible elections, including the general elections in March 2018 that saw the peaceful transition of power from the All People’s Congress (APC) to the Sierra Leone People’s Party (SLPP).

Political violence appears to be rising in Sierra Leone, despite the country’s progress in peace and stability in the twenty years since the end of the civil war. A 2020 report from the Armed Conflict Location & Event Data (ACLED) provides evidence that political violence and conflicts have steadily been rising around 2014 and 2015, peaked around the 2018 elections, and the violence levels have remained high since. By early 2020, Sierra Leone had been experiencing levels of political violence that were higher than at any time since the end of the war. Sierra Leone has experienced one of the highest levels of political disorder per capita among countries not in conflict. Individuals are implicated in and impacted by political violence differently depending on gender identity, age, and other social identities. Sierra Leone has a long history of neglect and marginalization of women and youth, a fact cited by the Truth and Reconciliation Commission as a key contributing factor to both the eruption and protracted nature of the civil war. There is no evidence that post-conflict reforms have addressed these issues. Women and youth have the potential to lead reconciliation efforts, but are sidelined by a male-dominated culture.

USAID has Requested for Applications for its People to People (P2P) approach in peacebuilding in Sierra Leone project which will run for three years. The USAID office in Sierra Leone seeks to improve individual and community capacity to manage, mitigate, resolve, and transform conflict, as a way of fostering the necessary and sufficient conditions for positive peace.”

The overall objective is to support the prevention and mitigation of politically motivated violence through people-to people approaches that foster local leadership and efforts of women and youth, to address underlying divisions along ethno-regional and political lines by building trust both within and between communities to reduce the risk of violence that is triggered by political issues and processes.

The emphasis will be on supporting activities that address divisions in communities manifesting in political violence, often along ethno-partisan lines, and in supporting women and youth to lead on conflict mitigation and prevention and peacebuilding efforts.

Restless Development seeks applicants for the position of Chief of Party (CoP) to lead the project team, should we win the award from USAID.

The Chief of Party (CoP) is responsible for the overall implementation of the P2P project; is the primary project focal point who ensures the judicious use of allocated resources, oversight of the Annual Work Plan (AWP) and the progress of the project towards its intended results. He/she is the strategic lead of the project and oversees reporting and coordination across the consortium. He/she will be based in Freetown

KEY PRIORITIES

External Engagements

Consistently monitor the economic and socio-political dynamics that could negatively impact the P2P project, and share them with the Head of Programmes and Partnerships (HoPP), and the Hub Director (HD);
Maintain synergic relationship with consortium partners, ensuring coordinated, efficient project management and their commitment to the delivery of mutually agreed activities;
Contributes to the development, definition, and ongoing evolution of the P2P project strategy
Serve as the focal point for the P2P in peacebuilding project on behalf of the consortium and manage communication between the consortium and USAID.
Communicates regularly with USAID, providing updates on project challenges and successes, and accepting feedback.
Communicates regularly with officials of the relevant ministries of the Government of Sierra Leone, Civil Society, and donors, coordinating with ongoing efforts to achieve sustainable peace.
Influences communications related to the project in consultation with the HoPP and the HD;
Represent Restless Development’s interests, promote the P2P project among government ministries, Members of Parliament, Security sector, local councils, relevant Commissions, Embassies, and donors.

Programme Management

Overall management and responsibility for the P2P project’s technical and financial performance, ensuring that the project is implemented in alignment with Restless Development’s and USAID’s policies and procedures.
Provide strategic guidance, leadership, and overarching management to consortium team to ensure effective coordination and convergence.
Ensure that the P2P project is executed in compliance with contract provisions.
Oversee all reporting obligations on project activities and outputs are completed and submitted on schedule and to the standards required.
Oversee project annual planning and budgeting processes with support from the Senior Finance and Admin Manager.
Closely monitor budget burn rates and support the timely development and submission of budget revisions when necessary.
Ensure integration of community approaches, conflict sensitivity, and gender sensitivity, inclusion, and capacity building into all activities as appropriate.
Exercises strategic decision making and direction based on Monitoring Evaluation and Learning data, for adaptive management of the project as needed.
Oversees the effective close out of the project and communication of results.

Personnel/ Resource Management

Provide leadership to project staff to ensure high program quality for optimum results.
Lead NGO partners and staff in work planning, to ensure timely and high-quality implementation of project activities.
Encourage an atmosphere of dignity and respect among project staff, leading by example.
Performance manage the P2 Project Manager in line with Restless Development People and Performance policies.
Motivate staff to perform effectively toward project objectives, through communication, team-building incentives, and responsiveness.

5. Others
Document and report any lessons learned, good practices, programmatic modifications.
Prepare and submit monthly work plans and relevant documents to line manager as requested.
Other significant duties as may be assigned by her/his line manager; participate in required training.

KEY PRIORITIES

Programme Development and Implementation

In collaboration with the Chief of Party, take strategic leadership in ensuring implementation, monitoring, administration and management of P2P in peacebuilding project, including preparation of Annual Work Plans (AWP) in close consultation with Consortium Management Board.
Build, expand and maintain strategic relationships with Government, Donors, local councils, local leaders, and other structures relevant to conflict prevention, resolution and peacebuilding.
Provide leadership, mentoring and accompaniment to NGO partners & YWLCBOs in reaching planned project Impact, outcomes, and outputs, in particular, in ensuring increased participation of communities and individuals in P2P interventions.
Early identification and resolution of any problems that arise in relation to project delivery, including through regular communication with NGO partners, YWLCBOs, and Stakeholders.
Provide support to the global resourcing leadership team with technical input for conflict prevention and peacebuilding programming.
Facilitate regular project planning meetings with NGO partners and YWLCBOs, and help identify capacity needs to implement the P2P project
Support the facilitation of events (dialogue meetings, trainings, learning and planning workshops) with the participation the P2P implementing partners.
In tandem with the Chief of Party, ensure the overall relevance and performance of the project, the effective realization and quality of outputs, and adherence to P2P in peacebuilding standards, rules and regulations including value for money, gender and conflict sensitivity, with the peacebuilding lens.

Monitoring, Evaluation & Learning

Provide technical advice to the Monitoring and Evaluation team in developing baselines and indicators for monitoring and evaluation, as well as in preparing project reports focused on capturing results, lessons learned and good practices for possible wider applicable or necessary adjustment to remain relevant to the context.
Ensure NGO partners are in compliance with the approved Activity Monitoring, Evaluation and Learning Plan (AMELP) to guide monitoring and evaluation of Programme interventions, and that captures and feed learning into Programme implement and decision-making processes in real time.
Maintain an up-to-date understanding of the context and responses amongst CSOs and governmental policy.
Prepare intermittent analytical reviews with NGO partners and YWLCBOs and systematically capture lessons learnt from project implementation and identifying follow-up actions.
Write timely and high quality reports and support the Chief of Party in the drafting of donor reports.
Maintain a database of project outcomes and targets

Budget Management

Accountability to the CoP for effective management of the project resources, including all assets and other related materials.
Accountable for timely and accurate budget phasing and forecasting.
Fully participate in project review meetings to discuss any under or overspends with the finance department.
Ensure the project budget is fully understood by the project team and NGO partners.
Ensure that all requisitions and retirements are appropriately authorized in a timely manner; and that all expenditures are accompanied with supporting documentation.
Ensure project Staff and NGO partners spend funds within guidelines, in line with Programme activity plans and associated financial policies.





External Representation

Establishing and maintaining good working relations with relevant NGO partners; Build and maintain strong relations with staff in partner organizations who are implementing the project

People Management

Substantial experience of managing USAID funded programmes;
An excellent understanding of community engagement strategies, the investment environment in Sierra Leone, land laws and policies, peace frameworks, natural resource governance, and conflict sensitivity, and an active interest in the workings of civil society;
Excellent knowledge and understanding of the USAID’s P2P approach to peacebuilding and others;

Background

At a time of unprecedented global challenges, sustainable finance is a driving force for social and economic resilience. Public and private finance are essential for recovery from the COVID-19 pandemic, and from the wide-ranging effects on the achievements of the SDGs. Rallying private sector participation and strengthening private and public sector networks for achieving sustainable and inclusive economic growth take on new urgency. National resource mobilization and increased commitments from private investors and enterprises will be needed for recovery, while maintaining progress towards the achievement of the Sustainable Development Goals (SDGs) by 2030. In order to achieve transformational changes in health, climate, energy, environment, finance, education, agriculture, gender equality, and the eradication of poverty in all its forms, greater private sector engagement and investments are critically needed.

In this context and in response to this need, the United Nations Development Program (UNDP) developed the SDG Impact as a Sustainable Finance Hub (SFH) flagship initiative to empower investors with clarity, insights and tools to achieve the SDGs. SDG Impact aims to provide investors, businesses and others with unified standards, tools, and services required to authenticate their contributions to advance the SDGs and to identify SDG investment opportunities in emerging economies and developing countries. In this context, the SDG Impact introduced an impact intelligence tool – the SDG Investor Maps – to be produced by UNDP Country Offices as a dynamic tool containing a range of market-specific investment opportunities for SDG-aligned capital deployment.

Government of Sierra Leone in collaboration with UNDP is implementing a joint programme on recommendations of the Sierra Leone Integrated Financial Framework Report, to promote integrated planning and financing for sustainable development, to accelerate attainment of the SDGs and middle level income status by 2035. Through this Programme, the Government of Sierra Leone is expected to establish a functional and sustainable integrated planning and Public Financial Management ecosystem that contributes to accelerated achievement of the SDGs targets and the National development priorities as defined in the MTNDP. Specifically, the joint Programme supports the Government of Sierra Leone to achieve a private sector-led economic growth and employment creation, by facilitating creation of conducive policy environment, strengthening PFM processes, providing platforms for dialogue and generating evidence for private –public collaboration. The specific objectives of the joint program are: (i) development of integrated financial and planning systems for implementation of development agenda; (ii) strengthening public financial management processes to ensure budget effectiveness and efficiency; and (iii) promoting private-public partnerships and collaborations in the context of the national development Plan and SDGs.

At present the Government of Sierra Leone is piloting the Integrated National Financing Framework (INFF) and developing internal capacities to ensure SDG-aligned integrated planning and financial management processes and policies. The INFF is a holistic and integrated approach to development financing, provided by the Addis Ababa Action Agenda on financing for development to help countries strengthen planning processes and overcome existing impediments to financing sustainable development and SDGs at the country level. The INFF provides a layout of a full range of financing sources – domestic and international sources of both public and private finance – and allows countries to implement strategies to increase investment, manage risks and achieve sustainable development priorities, as identified in a country’s national sustainable development strategy.

The present SDG Investor Map initiative will contribute to the expansion of the current INFF initiative by providing comprehensive market intelligence across priority sectors where development needs and policy priorities overlap and private capital can make a difference to people and planet. This will help determine the investment themes that could benefit from private sector investment flows to generate development outcomes. The SDG Investor Map will strengthen the Assessment and Diagnostics Pillar of the INFF by providing new insights into the financial landscape and information on business opportunities to attract and maintain private investors towards the emerging priorities from the global “cost of living crisis” (agriculture and agribusiness, energy and finance) through Public-Private partnerships. This follows the Joint SDG Fund’s spirit, as it will make it possible to identify business models and deploy innovative financing instruments to increase the flow of resources available and advance SDG and national development priorities.





The INFF was informed in 2019 by Development Finance Assessment commissioned by UNDP for the government of Sierra Leone. The DFA was an inception tool for the INFF process which provides a broader picture of the development finance landscape and identifies related shortcomings and opportunities to inform enhancement of development finance and strategies for delivery of long-term development results in the country. In that regard, the DFA Sierra Leone has assessed the government’s existing financing strategies, policies and institutional structures and identified specific roles and responsibilities of key stakeholders for implementation of the DFA recommendations (INFF road map). The DFA has identified challenges in Mobilisation and management of public financial sources which include over-reliance in traditional and unstainable sources of development finance such as limited private sector participation, resulting from lack of incentives to encourage private investment and financing flows towards national development priorities and the SDGs. These challenges to development financing have resulted in a financing gap, which the MTNDP financing strategy estimates a shortfall of $1.55billion throughout the MTNDP implementation period. The situation has been worsened by the COVID-19 pandemic and the increase in oil prices and the government needs to implement deliberate strategies to ensure mobilization of alternative sources of development finance, specifically private capital. The entire process aims to facilitate private investments in the key sectors for economic growth and sustainable job creation and match those with related public investments to improve productivity in the productive sectors.

The overall exercise will be a collaborative work between Government, led by the Ministry of Planning and Economic Development (MoPED), UNDP, private sector networks and partners. The process is intended to identify investment opportunities and determine the conditions for promoting private investments for mobilizing development financing.

Duties and Responsibilities

The work will be an iterative research-intensive process with close interaction and cooperation with multiple public and private sector stakeholders. The SDG Investor Map process entails undertaking secondary data research (on existing development needs, policy priorities, and market opportunities) and conducting in-depth consultations with public and private sector stakeholders to verify findings and contribute new insights in line with steps defined in the SDG Investor Map Handbook. The process follows an 8-step process outlined in the Handbook, which filters down from national priorities based on sectors, subsectors, and districts. The data will then be analyzed to distil Investment Opportunity Areas (IOAs) and data-backed business models. The standard SDG Investor Map steps are:

  •  Collect information on national sustainable development needs and policy priorities
  •  Synthesize needs and policies into a set of national priority sectors
  •  For each sector, collect information on sectoral SDG needs and sectoral investment policies
  •  Synthesize needs and policies into a set of priority subsectors
  •  Identify the subregions most aligned to each subsector
  •  Synthesize information into a set of priority subregions
  •  With this context, identify potential business models that could tackle sub-sectoral and subregional SDG needs whilst capitalizing on policy and investment momentum
  •  For each business model, add a range of supporting information that can help investors to perform due diligence and eventually shape impactful deals.

The findings of the SDG Investor Map will be synthesized in an Excel template and uploaded into the SDG Investor Platform where investors can search for the market intelligence on investment opportunities in the Country. Prospective applicants are encouraged to review the SDG Investor Map methodology and study in-depth the results from other countries’ SDG Investor Maps to appreciate the methodology, approach, process and final results prior to submitting the application, which must firmly build on the global methodology.

Overall, building on the findings of the INFF approach and other previous efforts, the key responsibilities of the consultant team, composed of an International Lead Consultant and a National Consultant, are:

  •  Conduct the research and synthesis of the SDG Investor Map according the 8-step methodology in the SDG Investor Map Handbook and propose a specific methodology for the rapid assessment of private sector capacities, building on the below direction
  •  Contribute to identify key documents and data sources
  •  Organize and conduct interviews and consultations with public sector stakeholders
  •  Organize and conduct interviews and consultations with private sector for fact-finding and to verify findings
  •  Identify a long- and shortlist of Investment Opportunity Areas (IOAs) through co-organizing and co-leading the workshops required in steps 7-8 of the SDG Investor Map Handbook
  •  Facilitate and produce the SDG Investor Map Excel spreadsheet with comprehensive data points that will eventually be uploaded to the SDG Investor Platform
  •  Produce the final narrative report on the Sierra Leone SDG Investor Map and the integrated rapid assessment on private sector capabilities.

The specific responsibilities of the National Consultant are as follows. He / she will work together and under the guidance of an International Lead Consultant:

    •  Under the guidance of the International Lead Consultant, undertake in-depth analysis of public and donor development statistics (e.g., human development databases, ease-of-doing-business data, private investment flows) at subsector and subregion levels.
    •  Support the International Lead Consultant in key desk research activities (e.g., reviewing national, subnational, and ministerial development plans; and assessing investment promotion strategies).




  •  Support the International Lead Consultant in consultation with UNDP to prepare investor interviews and consultations (e.g., shaping interviewee longlist and performing background research on interviewees).
  •  Support the International Lead Consultant in undertaking structured interviews and carrying out consultations with national, regional and international investors to deepen learnings from desk research and collect relevant data.
  •  Support the collation of insights from multiple research sources into a master document, ensuring that data collected is of comparable breadth and depth (testing for the mutual exclusiveness of datapoints).

Lead lab efforts in deep community immersion, collective intelligence and solutions mapping

  •  Exploration: The exploration function focuses on discovery and sensemaking of emerging trends, implications for systemic impacts and risks, and their potential for accelerating progress toward SDGs. Its work feeds into the portfolio of experiments ensuring its coherence with the emerging risks and opportunities and connects local dynamics and solutions into the broader national and international ecosystem of potential funders, partners, and allies thereby increasing the chances for acceleration. While critical for the functioning of the Accelerator Lab, the exploration function will also service the Country Office as determined and agreed with the UNDP senior management

Duties and Responsibilities

Experiment portfolio design

  •  Works with UNDP and partners in mapping the context and nature of development challenges, with a particular focus on understanding systemic issues beyond traditional silos and classifications and identifying drivers of change, and levers for intervention
  •  Mapping systems and assets, identifying levers and logic for intervention, building hypotheses of change that are a fit to the system level challenges identified
  •  Identify logic against which to asses fit and coherence of the individual portfolios with the frontier challenges on which they are meant to generate learning
  •  Together with UNDP and development partners, coordinate portfolios of experiments to target multiple domains of complex problems.

Management of tests and experiments for sustainable development challenges

  •  Collaborate with UNDP colleagues and stakeholders on the design of experiments across to validate the hypotheses and test the effectiveness of identified prototypes, including (but not limit to) defining variables, formulating hypotheses, and coordinating experimental protocols
  •  Develop a framework to capture the learning from the experiments in such a way that it favours critical reflection and rapid adaptation over static reporting
  •  Provide technical guidance for experiment design, roll-out and validation based on the experiment conditions, resources available, and requirements
  •  Proactively manage risks within experiments including those related to ethics and privacy
  •  Examine the results from the testing of prototypes and translate them into proposals informing programmatic decisions on next steps and implications for improvement, spin offs and scaling-up, where warrented.

  •  Proactively use blog and social media to share findings from the experiments and portfolio implementation
  •  Help UNDP and partners disseminate insights from Accelerator lab experiments via social media platforms as a way to regularly reflect and engage with external audiences.

ChildFund Sierra Leone will be implementing a school and community health project funded by Proctor and Gamble (P&G) in Bo, Bombali, Kailahun, Koinadugu, Tonkolili, Moyamba and Kono district. The overall goal of this project is to improve the health situation of rural communities in the above districts by reducing the incidences of water borne diseases through the increased use of safe drinking water in 8,400 households, especially among children, and therefore improve the quality of life.

ChildFund is recruiting Social Workers that will provide effective and efficient leadership in the field during the implementation of the project. It is a donor requirement. The incumbent is responsible for the day-to-day implementation of the P&G Project at field level with leadership, monitoring and reporting roles.

Builds partnership in the district and communities

  • Represents ChildFund in Health and WASH related meetings, workshops/trainings at the district level and Chiefdom level.
  • Acts as liaison between ChildFund and other stakeholders, and between beneficiaries and communities at the district level.
  • Assists in all other health related activities including attending health meetings as may be required.
  • Ensures project plans, updates on progress and challenges are communicated to partners in a timely manner
  • Works closely with the District Councils, Ministry of Health Officials (DHMTs), Ministry of Water Resources, Ministry of Education Officials at district and Community level in the planning, implementation, and monitoring of project activities.

General Description of GOAL’s Work in Sierra Leone

GOAL has been present in Sierra Leone since 1999, with an overall aim to contribute to poverty and vulnerability reduction through the implementation of integrated, multi-sectoral interventions, with a primary focus on improving Reproductive, Maternal, Neonatal, Child and Adolescent health (RMNCAH) specifically addressing teenage pregnancy. GOAL is also improving rural water supply, urban WASH focusing on faecal sludge management and promoting social inclusion, empowerment and the promotion of decent work through systems-based Programme approaches and community led social and behavioral change. GOAL currently operates in Western Area Urban (Freetown), Kambia, Bombali, Koinadugu, Moyamba and Kenema Districts, with funding from Irish Aid, Bill & Melinda Gates Foundation, the European Union, Charity: Water and DFID.

 

General Description of the Programme

GOAL is implementing Community health programs to respond to the COVID 19 emergency as part of a consortium of Irish NGOs working in Sierra Leone with funds from the Irish Embassy. As part of this response, GOAL is leveraging other funding to implement Community Led Action Approach, which gives the community the opportunity to do their own analysis and propose local action that will help them to protect and keep their community safe. The CLA is currently being implemented in the Western Area Urban, Kenema, Karene, Koinadugu and Kambia as part of the response for COVID 19 and preparedness for EVD outbreak.





Quite recently with funds from Irish Aid GOAL is implementing an EVD preparedness project in border district as part of response to the EVD outbreak in Guinea.

GOAL with another funding from UNICEF will be leveraging on this initial fund to expand the EVD preparedness project to support community engagement in all chiefdoms in the 5 priority border districts of Kambia, Karene, Koinadugu, Falaba and Kenema.

Overview of the role:

The Health Programme Officer is responsible for supervising the rollout at the district and chiefdom level of the CLA approach supporting Community mobilizers  to facilitate the community Led Action (CLA) in all chiefdoms of  Kambia, Karene, Falaba, Koinadugu  and Kenema to conduct  triggering , follow up on community action planning  sessions and feedback & rumour tracking form from the community

 

Main responsibilities

Responsibility: support the DSMC to supervise the training and deployment of CLA community Mobilizers





Responsible 1:  Training of CLA Mobilizers

  • Support the roll-out of the training for CMs.
  • Work with the relevant logistic staff to plan and prepared for the training of the CMs.
  • Develop and share a training plan with HPM/DDM, Safeguarding Focal person
  • Raise the necessary request including floats, PRs etc in line with GOAL internal procedures.
  • Support the DSMC to write training report not later than 5 working days after the training of the last cohort of CMS in assigned district and submit to the relevant supervisor.

 

Responsible 2:  Support the deployment of community mobilizers in assign district.

  • Supervise the CMs conducting CLA community engagement.
  • Work with CMs to conduct community mapping to determine the scope and coverage of each pair of community mobilizers.
  • Support linkages between community mobilization and facility services
  • Collect weekly report from CMs and work with DSMC to enter the data into comcare
  • Prepare and submit CMs monthly stipend request based on the number mobilizers that worked for that month
  • Provide emergency support to CMs as needed at community-level
  • Help to link communities with services – ensure that referrals are made and services meet community expectations, and where they don’t share this feedback with service providers, response workers, CLA District Manager etc., and help improve services/advocate for improvements
  • Work with the district Social Mobilization Coordinators supervise and oversee all aspects of the CLA project in designated district.
  • Engage community leadership and key stakeholders to secure permission for the Programme to be implemented.
  • Ensure that during the follow up period after the triggering, to integrate the follow up on non- COVID 19 and non-  EVD morbid conditions including ASRH





Reasonability 3:  Support monitoring and supervision of CMs activities in assign district

    • Support the DSMC to ensure that all reports are submitted and entered into comcare
    • Check-in with CMs weekly (minimum) to collect community and data, discuss what is working/not working, help problem-solve, and update skills as necessary.
  • Compile community data and submit to district MEAL team as requested
  • Foster and share good practices from one community to another and elevate innovative ideas from communities up through the CLA Programme and the national response
  • Collect and submit high quality data used to monitor the progress of the project against set objectives and indicators
  • Plan and undertake ongoing monitoring of project activities and share data with the MEAL team for analysis.
  • Submit weekly, monthly and quarterly reports to the System Strengthening & inclusion Supervisor , Health Programme Managers or equivalent  and or other senior members of the health team as may be deemed necessary.

 

Responsibility 4:  Together with DSMC strengthened coordination of partners working on RCCE  

  • Attend all trainings required to build your capacity as Health Program Officer.
  • Support the DSMC to organize monthly meetings of partners implementing social mobilization activities in that district.
  • Link up with other staff working on other project to organize meetings with Facility Management committees (FMCs) and Village Development Committees (VDCs)
  • Properly file all field and project reports, plans and other documents in a well-organized manner that will ensure easy or user-friendly access to document as and when the need arises.
  • Attend and actively participate in weekly or biweekly internal program review meetings.
  • Establish and maintain excellent and professional working relationships with relevant district and community stakeholders, community groups, school/community authorities, PHU staff and any other body or individual that will be essential for the progress of the project activities.

  • Responsible for verification of data collected from the field before imputing it into their Android devices.
  • Installation of Comm Care into Android devices after training

  • Participate in data review conducted by GOAL MEAL and Health teams.

Planning, coordinating, implementing and monitoring all logistics activities in the project related to Water, Health and Sanitation, according to MSF  protocols and standards in order to ensure an optimal running of the project.

  • In collaboration with the Project Medical Referent and the Environmental Health Coordinator, planning, elaborating and reviewing the annual  budget for the Environmental Health activities in order to identify and give a response to the needs of the mission and the targeted population. • Monitoring on a day-to-day basis the implementation of the Environmental Health activities in the project ensuring compliance of MSF  standards, protocols and procedures, and reporting to the Project Medical Referent on the development of the ongoing programmes  including the following:
  • Designing, implementing and managing all Environmental Health interventions in the project. (including, but not limited to water supply,  excreta disposal, waste management, hygiene, and infection control

  • Evaluate the currently built infiltration trenches at this full capacity of hospital opening and if necessary, design and implementation  of extension infiltration trenches
  • Ensure Slow Sand Filter Evaluation/monitoring/maintenance according to the technical specifications required including  briefing/training to the hospital EH team where necessary.

Defining, coordinating and monitoring all data related activities including data collection, analysis, reporting, monitoring and evaluation  processes according to MSF protocols, standards and procedures in order to ensure quality medical care for patients and their  communities and to improve the health condition of the population.

  • On a monthly, quarterly or basis of request, implementing detail analysis of recorder data for key indicators for the project in  order to facilitate the definition, redefinition or reorientation of project activity. This will also include analysis of the district’s (MoH)  cohort data, whenever available. Following the analysis, identifying and reporting any new and interesting indicators for review  with the medical team for potential follow up where relevant.

Job Description:

Invest Salone (ISL)  is a  6-year, FCDO-funded  private-sector development initiative aimed at facilitating inclusive economic growth in Sierra Leone by working with the private sector, government, and partners to attract investment, generate exports,  create jobs,  and  diversify and transform the economy. COMPETE Salone is a challenge fund facility open to all Sierra Leonean registered businesses that aims to develop and integrate environmentally sustainable technologies and approaches, to expand the outreach of businesses, products, and services. The intervention manager of COMPETE Salone will be based in Freetown and responsible for running the competitive funding windows, supporting the selection process, managing the grants agreements, and supporting the partner firms under this facility.





INTERVENTION MANAGER RESPONSIBILITIES

Management Systems and Processes

  • Ensure effective communication to facilitate linkages between potential bidders, the ISL team, the Investment Committee, and other stakeholders.
  • Under the guidance of the ISL team, develop clear eligibility and selection criteria for the different windows and provide the necessary information that the Investment Committee needs to select between projects submitted by applicants.
  • Organise, attend, and act as secretary to meetings of the Investment Committee and ensure that members have all requisite information, including minutes of the meetings, the rationale behind decisions made, and the decisions taken.

 

Marketing and Communication

  • Design and implement a communications strategy to raise awareness for forthcoming COMPETE Salone windows.
  • Establish and maintain the COMPETE Salone component of the ISL website that promotes and enhances the work of the facility.
  • Market grant windows to potential clients ensuring that there is sufficient appetite amongst businesses with the ability to innovate and implement projects in line with the specific requirements of each window.





 

Grant Application Process

  • Support potential applicants with guidance on completion of project concept notes (PCNs) to ensure that COMPETE Salone is business friendly and to avoid potential wasted effort on the part of applicants.
  • Lead the first basic stage of due diligence to establish the bona fides and capacity to implement of the applicant, and screen PCNs against the objectives and eligibility criteria, requesting additional information where necessary from applicants.
  •  Guide applicants in preparation of detailed project applications, where applicable, to ensure high quality and standards, ensuring they contain all information required by the Investment Committee to determine whether the project should be supported, including analysis of financial leverage, public benefits, etc.
  • Provide feedback on decisions to applicant bidders in writing, inviting those whose concepts have been approved to submit full applications.
  • Ensure that, whilst giving advice and guidance that will help the applicants prepare proposals, s/he avoids imposing her/his ideas and solutions on applicants.
  • Lead and supervise team members to carry out thorough due diligence on all detailed proposals submitted and to prepare an assessment of the benefits and costs they represent for consideration by the Investment Committee.

Gender Equity and Social Inclusion (GESI)

  • Be proactive in addressing ISLs GESI priorities and strategies to ensure that COMPETE Salone is GESI-compliant in terms of awareness, access, outreach, participation, opportunity, output, outcome, and impact.

Fiduciary Management

  • Manage grants on behalf of COMPETE Salone and be accountable for such actions.
  • As instructed by the ISL team, based on the recommendation of the Investment Committee, prepare, negotiate, and finalise contracts with successful applicants. The intervention manager ultimately will be responsible to ensure that payments are linked to progress milestones, ensuring that the project is on course to deliver its planned objectives as set out in each applicant’s detailed project proposal.
  • Ensure that agreements shall include a clause that states that a grant may be terminated as soon and whenever corrupt or similar malpractice is discovered.
  • Monitor the disbursement of funds to grantees and maintain detailed records of how funds are utilised compared to the contracted purposes.
  • Prepare forecasts and requests for disbursement to ensure adequate cash flow management for the grant-making activities of the facility.





Portfolio Management

  • In conjunction with the ISL Monitoring and Evaluation (M&E) Lead, establish and manage an M&E system that measures the results and impacts of funded projects in each window, and work with grantees and other relevant partners to ensure implementation of the M&E system.
  • Define with each grantee the means by which the social returns on investment (for instance SMEs and producers accessing climate resilient products / adaptation services) will be identified and measured and ensure that these measurements are embedded in the grantee’s periodic reports.
  • Work with the ISL communications team to draw out and publicise successful outputs and outcomes generated by grantee companies and lessons learned from interventions while adhering to prudent communications principles and respecting confidentialities where appropriate.
  • Monitor the progress of projects against the implementation agreement, and in the event that it departs from the original plan or other difficulties arise, work with the grantee to address and resolve shortcomings, seeking the advice and guidance of the ISL team as necessary.
  • Ensure that COMPETE Salone operates transparently and according to schedule.
  • Prepare and submit work plans, pipeline reports, forecasts and budgets, and progress reports against agreed performance indicators as required.
  • Alert senior management at the earliest possible opportunity of any unsatisfactory grantee performance.
  • Take such action as is necessary within the framework of the contract, in the event that the integrity of COMPETE Salone or its funds are put at risk by any funded project.
  • Ensure that contracts with grantees allow for adequate supervision and impact assessment, and that outcomes of the funded projects are measurable and measured.

Lines of Accountability and Reporting

The Intervention Manager of COMPETE Salone will report directly to the ISL Portfolio Manager and ultimately to the Team Leader. S/He will make presentations on progress during regular meetings organised with the ISL team and in meetings with the UK Foreign and Commonwealth Development Office and Nathan Associates.





Qualifications:

MINIMUM REQUIREMENTS

The successful candidate must meet the following minimum requirements:

  • Degree in a relevant subject including economics, business / business management, accountancy, investment, or another allied subject.
  • At least 8 years’ professional experience in private sector development within market systems environments and / or running commercial inclusive enterprises.
  • Ability to effectively lead teams and provide strategic guidance on complex projects.
  • Skills to provide relevant financial management advice on project implementation.
  • Experience to engage with private sector players at senior management level and working with Sierra Leonian or regional private sector enterprises.

The team in Sierra Leone was engaged in 2015 by the Ministry of Health and Sanitation (MoHS) to support the health sector’s recovery after the devastating Ebola crisis. CHAI began support to the MoHS with focus in two areas: strengthening the supply chain for drugs and medical supplies and improving human resources for health. The team closely collaborated with the Government of Sierra Leone to strengthen national health systems and played a vital role in post-Ebola recovery efforts. In recent years CHAI has expanded its support to the Government to include programs on sexual and reproductive health, vaccines delivery, assistive technology, geospatial data use (GRID3), and medical oxygen.

The Senior Associate, Oxygen Access will support the government in increasing access to oxygen therapy in Sierra Leone. The Senior Associate will lead a liquid oxygen pilot project that involve trucking liquid oxygen (LOX) in 30L LOX cylinders – micro-VIE tanks from regional suppliers in neighboring countries, to selected facilities in Sierra Leone, and the implementation of a tracking system to communicate needs and cylinder logistics/location in real time. This position is a unique opportunity to gain experience in health systems strengthening and work across all critical systems building blocks. The Senior Associate will provide technical support across multiple workstreams – background research and analysis, procurement, supply chain, and inventory management; clinical training and mentoring, and oversee day-to-day operations of program activities.

This is a 6 month position with an expected start date of August/September 2022.




Responsibilities

The Senior Associate will report directly to the Country Manager and will provide technical assistance in overall LOX pilot project including:

  • Establishment of a Memorandum of Understanding (MOU) with at least 2 willing regional LOX suppliers
  • Supporting the establishment of systems that guarantee safe LOX importation and distribution routes
  • Setting up a well-functional LOX cylinder filling, retrieval and tracking system
  • Leading and facilitating discussions for scaling up the pilot including establishing a depot, increasing LOX importation volumes, and increasing the network of distribution points
  • Setting up of a national plan to officially incorporate LOX into product mix

Specifically, The Senior Associate Will Perform The Following Tasks

Coordination

  • Provide ongoing support to strengthen the MoHS Oxygen TWG as a coordination platform and build the capacity of relevant MoHS staff to lead the platform; act as secretariat to the TWG, which may include drafting presentations, meeting agendas, taking meeting minutes and information dissemination to participants and other stakeholders.
  • Regularly liaise with MoHS units, other government agencies, NGOs, and international multilateral organizations for oxygen-related work, and serve as focal person at relevant workshops and meetings
  • Support broader advocacy and resource mobilization efforts for oxygen access in general and LOX (e.g., drafting grant proposals, concept notes, presentations, budgets)
  • Systematically track implementation, outputs, measure effectiveness of the project to document and submit bi-monthly and end of project success stories

Training and Mentoring

  • Support clinical training and mentoring in oxygen: training planning and implementation, tracking capacity gaps and progress, ensure integration with other CHAI Sierra Leone programs, etc.
  • Develop guiding and training tools to support capacity strengthening for both BMEs responsible for running and maintaining LOX systems, and health care workers (HCWs) working in critical care services at the pilot facilities
  • Work with the MoHS and key stakeholders to develop standard operating procedures (SOPs) for LOX systems to better guide HCW and operations teams within the pilot health facilities




Supply Chain

  • Support the MoHS in setting up infrastructure for LOX including facilitating supplier negotiations for LOX, network design for supply chain and return logistics for cylinders and equipment procurement,
  • Support national quantification review exercises for oxygen equipment and supplies
  • Support development of technical specifications for oxygen technologies, and ensure integration into revision of national donation guidelines
  • Identify opportunities to introduce inventory management systems and tools for oxygen technologies; develop standard operation procedures (SOPs) as needed
  • Support integration of reporting and distribution of oxygen technologies into existing routine supply chain systems (e.g., e/LMIS), and support development and updating of oxygen production tracking tools.
  • Support pilot facilities to monitor usage and control wastage of medical oxygen
  • Support pilot facilities to establish a mechanism for scaling up and sustaining LOX use and management
  • Other responsibilities as needed

Major Responsibilities:

Coordination with NGO

  • This position will work closely with the Microfinance operations team and the product/business development, digital, social performance to support proper implementation of all projects that have an integrated component with other NGO activities.

  • Work closely with the BIHBV team in the creation of quality knowledge products, such as case studies, papers, blogs and articles, and create reports on knowledge management for engagement of internal and external stakeholders.

 

  • Act as the first point of contact for knowledge management for the microfinance entity. Actively encourage knowledge-sharing and learning behaviours among staff, be a reference point to troubleshoot any issues with the knowledge hub, and be able to direct staff to where resources are stored and how to access them. THE ROLE: Conservation Livelihoods Officer -Jersey Oversea Aid (JOA) Project

Save the Children is recruiting Project Officers for Jersey Oversea Aid (JOA) Project to implement a conservation livelihoods project in Sierra Leone.  The project will run for approximately three years, and will be implemented in twelve communities of the south-western, coastal region of Sierra Leone. The Project is aim to reduce degradation of natural resources and biodiversity by ensuring conservation of mangrove ecosystems and restoration of coastal forest lands; and to equip coastal communities, including the most vulnerable households, with knowledge and skills required to adopt sustainable livelihoods practices.





The Conservation Livelihoods Officers will be responsible for implementing project activities in the designated project communities, and in close collaboration with the other officers, in order to achieve the overall project objectives; and will report to the Conservation Livelihoods Project Manager.  S/he will be based in Pujehun with frequent travel and overnight stays in Mattru Jong.  The role holder will work in collaboration with government, local partners, and other project stakeholders; and with other SCI staff.  In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

EXPERIENCE AND SKILLS

Essential

  • Experience implementing community development programmes, especially in rural communities, with a food security and livelihoods component (agriculture, savings and loan groups, cash/voucher assistance, etc.).
  • Experience in implementing conservation projects is an advantage.
  • Good written and spoken English; including documentation and report-writing skills.
  • Knowledge of local language(s) in Pujehun and/or Bonthe.
  • Excellent interpersonal and communication skills; able to engage positively with people at all levels.
  • Good training/facilitation skills.
  • Experience in working with Government, NGOs, civil society organizations, etc., is an added advantage.
  • Good skills in computer e.g. MS Word, MS Power Point and Excel.
  • Experience developing activity budgets.
  • Willingness to promote gender equality and inclusion.
  • Ability to be self-sufficient and resourceful, proactive in identifying and addressing challenges, yet consulting and asking for assistance as needed/relevant.
  • Ability and willingness to be based in project communities
  • Possesses a valid motor bike riders’ licence or is willing to learn.

2.) Project Manager, Conservation Livelihood

 

THE ROLE: JOA Project Manager, Conservation Livelihood

Save the Children is recruiting Project Manager for Jersey Oversea Aid Project to implement a conservation livelihoods project in Sierra Leone.  The project will run for approximately three years, and will be implemented in twelve communities of the south-western, coastal region of Sierra Leone. The Project is aim to reduce degradation of natural resources and biodiversity by ensuring conservation of mangrove ecosystems and restoration of coastal forest lands; and to equip coastal communities, including the most vulnerable households, with knowledge and skills required to adopt sustainable livelihoods practices.




 

The Project Manager will provide project oversight and management to the project team in Pujehun and Bonthe districts on planning, execution, monitoring, report writing, budget and award management, in order to meet timelines and delivery of quality activities within the life of the project.  S/he will work under the purview of the Pujehun Field manager, and is expected to work closely with all other Save the Children projects/ programmes and departments; and external stakeholders as required.  In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 

 

QUALIFICATIONS:

Minimum of a Bachelors’ degree in development studies, social sciences with at least 5 years’ work experience or a postgraduate qualification with 3 years’ experience in program management

 

EXPERIENCE AND SKILLS

Essential

  • 5 years substantial experience of project management, particularly in rural locations.
  • At least 3 years of experience working on food security and livelihoods/Agricultural and/or conservation livelihoods related projects.
  • Ability to provide leadership and support to project staff working in remote locations.
  • Experience in the management of finance, logistics and administration: broad based knowledge of field logistics including, remote communications, project administration, and controls.
  • Proven experience with budget and finance management.
  • Excellent communication skills, both oral and written, including a good track record of report-writing and consistent communications with line manager and with people whom s/he manages
  • Strong analytical and conceptual skills to think and plan strategically.
  • Excellent spoken and written English
  • Experience in implementing community-based activities including in rural areas, using inclusive, gender equitable and participatory approaches.
  • Ability to be self-sufficient and resourceful, proactive in identifying and addressing challenges, yet consulting and asking for assistance as needed/relevant.
  • Ability and willingness to travel to project communities and stay in basic conditions.
  • An appreciation of a consultative, team approach to decision making and the ability to lead a team.
  • Experience of working in challenging, areas and willingness to work and live in a rural environment.
  • Computer literate and knowledge of Word, Excel and power point presentation.
