Job Overview:
The Client Responsiveness and Accountability (CRA) Manager reports to the MEL Coordinator. S/he will support in the implementation of Client Responsiveness and Accountability actions under the direct supervision of MEL Coordinator, and will be responsible for day-to-day implementation of the Community Feedback and Response Mechanism, a strategic commitment in IRC Sierra Leone country program for client responsiveness. Main responsibilities are mostly related to accountability of our clients and include administrative handling of feedback and complaints, routine recordkeeping, and communication and coordination. S/he will ensure that feedback mechanisms (both proactive and reactive) are established in consultation with the communities; regularly promoted through different media and other community engagement forums. S/he will ensure clients’ feedback is regularly collected, analyzed, and responded to in timely manner. S/he will also ensure that Community Engagement and Accountability (CEA) reports are regularly generated within the agreed frequency and result areas are presented regularly during project meetings and donor reporting requirements. The position requires the ability to work closely with a multi-sectorial program team and to interact effectively with a wide variety of community members. This position is based in Bo and frequent travel to field.





Major Responsibilities:
Accountability Systems and Procedures:
Update/Review the Standard Operating Procedures (SOPs) for Client Responsiveness, Accountability and Feedback Plans together with the MEL Coordinator.
Lead and coordinate processes to collect, review and respond to client feedback regarding IRC implementation projects on Education, Health, and Women & Girls Protection and Empowerment (WGPE).
Develop client responsive accountability framework structure for the Country Program
Develop benchmarks/indicators to monitor CRA across programs
Help in developing assessment tools in collaboration with MEL Coordinator.
Spearhead the development of feedback in contingency plans and emergency preparedness in line with IRC best practices and guidelines for working in emergencies.
Provide extensive capacity building for staff and partners on concept of CRA
Ensure client responsiveness plans are developed and well-coordinated with project staff.
Help in design and development of information, education and communication materials for client feedback mechanisms.
Establish a help desk/information table for the community members to answer clients’ comments/questions.
Coordinate, consolidate and document lessons learned and best practices and share with relevant stakeholders.

Management of client’s feedback and/or complaint
Set up feedback mechanisms in collaboration with the IRC implementing partners to collect and respond to client feedback – both proactive and reactive considering technological advancements and literacy of the target population
Serve as point of contact/ and administer different feedback channels (e.g. hotlines, suggestion boxes, individual interviews).





Inform stakeholders about confidentiality policy, complaint-handling process, and time frames.
Handle routine questions and requests for information.
Conduct regular Focus Group Discussions, support Data collection activities and meetings with different stakeholders to solicit feedback on IRC’s work in support with Monitoring and Evaluation department.
Enter, analyze, and share consolidated client feedback data to senior management to be discussed at SMT meetings for course correction.
Compile and share ideas and methods across the different sectors on how to engage with communities in two-way communication.
Facilitate workshops and discussions with key staff on client engagement and accountability mechanisms.
Update the client feedback registry and classify the complaints and feedback as required.
Monitor the concerns of clients accessing IRC services and highlight the specific needs of men, boys, women, and girls.
Categorize and route stakeholder feedback/complaints to responsible staff according to policies and standard operation procedures.
Throughout the process of intake of complaints/feedback and referrals, ensure applying protection principles for confidentiality of information and safety of beneficiaries.
Provide to beneficiaries’ information on third-party services available in the area.

Complaint Response Mechanism:
Develop and manage Complaint Response Mechanism (CRM)
Provide technical support to partners on implementation of CRM including review of all existing partner CRM
Acknowledge, receive and register feedback/complaints from clients of IRC’s assistance and the community members.
Ensure complaints are correctly and timely lodged into the CRM database and clients are communicated with in a dignified manner regarding their complaints/feedback
Support MEAL Coordinator focal point conduct quarterly survey for Complaints Satisfaction Assessment
Provide CRM Report on a quarterly basis to MEAL Coordinator for dissemination to SMT
Ensure verification of complaints registered & ensure the timely resolution of the complaints & completion of CRM database.
Facilitate communication with complainants about case status and decisions.





Data Management and Reporting
Handle entry, upload, and export of data, using designated software.
Organize paper and electronic records for routine reporting in timely manner.
Ensure confidentiality and privacy of client feedback data management in line with existing IRC policies on data protection.
Submit high quality monthly reports; and compile client engagement and accountability statistics.
Produce monthly and annual reports on CFRM data

Community Awareness and Learning
Coordinate and communicate with other CR team members throughout the country for sharing best practices and challenges.
Provide advice to M&E Coordinator on development of visual materials for dissemination among beneficiaries.
Ensure Feedback Mechanism briefings and information dissemination is provided on routine basis to local field staff as well as community members.
Support the conduct of or facilitate any required training for IRC staff and partners on Client Responsiveness

Others
Implement other activities, related to the objectives of Sierra Leone M&E technical support unit, as assigned by MEL Coordinator.
Support large or complex assessment/evaluation activities as required
Support implementation of rapid needs assessments in the event of emergencies

 





Qualifications

Qualifications:
Bachelor’s Degree in relevant fields such as human rights, international law, social sciences, statistics, or related field.
Minimum of four years’ experience in humanitarian contexts, implementing Community Engagement and Accountability (CEA)/Accountability to Affected Population (AAP) programs.
Advanced English language skills, oral and written.

Demonstrated Skills and Competencies:
Ability to package and communicate complex topics through written reports and presentations.
Excellent facilitation skills, and strong understanding of how to collect feedback safely and accurately from all members of a community regardless of their age, gender, or other diversity factors.
Ability to handle multiple tasks; proven self-initiative and problem-solving abilities.





Preferred experience & skills:
Expertise in delivering community engagement and accountability mechanisms, as well as capacity to support effective communication with communities.

Job Summary:

You will help coordinate and contribute to the implementation of the Global Fund NFM3 grant policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. You will efficiently perform accounting services through documenting the Global Fund NFM3 grant financial transactions by compiling, analyzing, and verifying account information, preparing account entries, and delivering financial reporting services throughout the Global Fund NFM3 grant life cycle. To support the coordination to respond to specific requests from partners and GF on grant finances. Serve as a focal point for grant budget development, analysis of the quality of PUDR financial data and other reports. Prepare monthly analysis reports of sub-recipients.  Support training of partner Finance Managers on the financial management of Global Fund grants. Monitor cash disbursement and receipt schedules, alert relevant GF staff of due payments and liquidations and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines. Prepare monthly financial reports to facilitate timely tracking. Ensure the materialization of finance-related coaching sessions between CRS and SRs. Monitor SR audit reports and monitor actions to be taken for improvement. Provide regular and prompt feedback to SR and partners in grant management.

 




 

Roles and Key Responsibilities:

  • Set and monitor sound accounting and financial reporting procedures for Global Fund NFM3 grant sub-recipients and partners following established standards. Ensure setup and maintenance of all data required for processing financial transactions for assigned Global Fund NFM3 grant accounts in the Insight financial accounting package.
  • Review and validate supporting documentation before processing financial transactions to ensure all required documents are accurate and complete and authorizations are in place.
  • Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advice on corrective actions and prepare to correct entries and adjustments, as necessary.
  • Assess, evaluate, and monitor sub-recipient financial management processes in accordance with policy and strengthen the capacity of the partner in financial accounting and transactions.
  • Monitor disbursement/receipt schedules, alert relevant Global Fund NFM3 grant staff of due payments/liquidations and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines.
  • Lead with preparation of  periodic and ad hoc financial reports (Forecast, PU/DR, Pulse Check, Financial Statements for Year-End External Audit) and perform variance analysis to assist Global Fund NFM3 grant staff with decision-making. Assist with budget maintenance for proper management of financial resources.
  • Provide information to Global Fund NFM3 grant staff, sub-recipients, and partners on financial accounting policies and procedural compliance issues and deliver training and other capacity-building activities.
  • Perform assigned treasury Global Fund NFM3 grant (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured.
  • Supervise and build the capacity of the Global Fund Team.

 

 

Basic Qualifications

  • B.A. degree in Accounting, Finance, Economics, and Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
  • Minimum of two years experience in a position with similar responsibilities, preferably with an international or local NGO, or a financial/banking institution.

 




 

Preferred Qualifications

  • Knowledge of the relevant public donor regulations preferred.

1.) M&E Coordinator

 

Position Overview:

The QEHSSSP project will help to provide additional support to the MoHS as it continues to improve its health services. There is a need to build on past projects, which strengthened disease prevention, service delivery, and pandemic preparedness and response, through an integrated approach at the district level. QEHSSP project will support development of a hub-and-spoke organization design at the district level to deliver health services, particularly for women and children. This innovative approach to improving quality essential health services will be implemented through a public-private partnership (PPP). With support of the World Bank, the GoSL will deploy a partnership between the MoHS and Partners in Health (PIH) to implement the proposed activities.

The principal objective of the M&E Coordinator is to collect and manage high quality data and use the data for the QEHSSSP Project improvement. S/he will be responsible for providing support to the Senior M&E Officer and clinical team in strengthening M&E systems and processes for the Project activities and engagements. S/he will work closely with the senior M&E Officer, Senior M&E Manager, partner staff; representatives from primary stakeholder groups; external consultants and field staff when appropriate. The role of the M&E Coordinator may vary according to location and assignment from the Senior M&E Officer or Manager. S/he might also be given tasks from the SHIS unit to support other data management related tasks but generally involve data entry, data quality assurance, basic data analysis, and presentation of data. 2.) Senior M&E Officers

 

Position Overview:

The principal objective of the Senior M&E Officer is to help the DMO, DHMT and M&E coordinators that MOHS working in the project districts. The role will be aimed at the providing relevant leadership and guidance in tracking and monitoring progress over time. The duties of the role will include data audits and sanity checks of data collection processes at facility level and supporting the DHMT with its reporting obligations and aggregation at district level.

The role will work closely with the District Advisor (who is the lead in supporting the DMO of that district). This role includes supervision and guidance to the QEHSSSP PHU team in the assigned district throughout the process of data validation, analysis, visualization, and communication of results to lay audiences. Additionally, the senior M&E Officer will be responsible for developing capacity of the rest of QEHSSSP supported facilities’ team and local partners through trainings, mentorship, and coaching on best practices for collecting high quality data, conducting quantitative analyses, and communicating results in formats that are useful to decision-makers.

  1. To Support the implementation of QEHSSSP Project specifically;
  • Work with Senior M&E Manager to strengthen overall monitoring and evaluation activities across QEHSSP supported sites, including the design of a strong M&E framework, supporting data utilization for both internal and external use
  • Lead the implementation and tracking of the SHIS capacity building strategy in QEHSSP supported districts.
  • Provide written feedback to the SHIS Management on data monitoring and evaluation strategies and activities; recommend further improvements and necessary adjustment to the logical frameworks, M&E frameworks, and/or M&E plans; and suggest strategies to Senior M&E Manager for improving the efficiency and effectiveness of SHIS work in QEHSSP supported district by identifying bottlenecks in completing activities and developing plans to minimize or eliminate such bottlenecks
  • Report monthly, quarterly, and annual progress on all SHIS activities
  • Provide analytic support including analyses of monitoring and other routinely collected data, and support the preparation of reports and monthly dashboard presentation.

The principal objective of the M&E Officer is to provide technical and administrative support to M&E processes in Kailahun district within the QEHSSSP project. The M&E Officer will be supporting M&E activities with the clinical team in Kailahun. Position Overview:

The Triage Screener works directly under the supervision of the Nurse-in-Charge of the Pediatrics Resuscitation Unit to ensure that patients who present to the facility are properly screened and directed to the appropriate destination to receive care. Must prioritize Infection and Control protocols to ensure the safety of both staff and patients. You are expected to work in a fast-paced and stressful environment and have great communication skills.  You will also work collaboratively with other departments, especially the Adult Resuscitation Unit and the Outpatient Department.

THE ROLE: Climate Change Adaptation Advisor for Senegal and sierra Leone

 

Save the Children is recruiting for Climate Change Adaptation Advisor for Senegal and Sierra Leone that will use their in-depth contextual understanding, technical expertise, and relationship building skills to provide a critical link between the Save the Children’s global and country level technical work on climate change, strengthening our technical offer on climate change in Senegal and Sierra Leone.

The Postholder will contribute to building capacity and fostering networks with climate change actors across the two countries. The role will support national advocacy and influencing on climate change, and contributes to strategic partnerships and technical writing for new business development for climate change adaptation programming. It will provide input into the design and implementation of monitoring and evaluation systems to demonstrate impact, while sharing learning and ensuring quality of our climate change programmes. This role includes a strong focus on internal coordination and external representation. As the role covers both Sierra Leone and Senegal, the candidate must speak and write in both French and English.

Technical areas of particular focus for this role include:

  • Community-based, locally led climate change adaptation programming (across health, education and livelihoods sectors)

Context

Under the guidance and direct supervision of the RR, the Communications Specialist in a medium size office implements the corporate communications and publication strategy as well as provides inputs to design, manage and implement the Country Office communications and publication strategies which are geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UNDP. A communication’s strategy tightly linked to program priorities helps position the Country Office in key development markets as a leader in ways that boosts demand for various service lines and increase overall business opportunities.

Task description

Within the delegated authority and under the supervision of Resident Representative or his/her designated mandated representative(s), the UN Volunteer will: 1. Ensure planning and design of internal and external strategies for communication and outreach focusing on achievement of the following results: – Preparation and conduct of communication needs assessments for the CO (Projects, country programme and cooprorate change initiatives etc.) – Drafting/editing of CO communications and outreach strategy based on the corporate communications strategy. – Analyse requirements and synthesis of proposals on ways to integrate advocacy and communication strategies into all aspects of UNDPs development programme during programme formulations. 2. Ensure Implementation of the CO publications strategy and plan focusing on the achievement of the following results: – Implementation of the CO publications strategy and plan based o the corporate publications policy. – Identification of storylines for publications and drafting of substantive articles contributing to debates on key development issues. – Coordination and management of CO publication activities such as content management, norms for publishing, design etc. – Contact with printers and other suppliers to ensure production and ensure publication dissemination. 3. Context

The Evidence, Policy and Social Protection Section supports the Government of Sierra Leone in producing and analyzing evidence on child poverty, social inclusion and fulfillment of children’s rights; analyzing levels and trends in investment in children and budget allocation for social sectors; strengthening national capacity for undertaking high quality evaluations; providing technical assistance for strengthening child and gender-sensitive social protection including development of polices and strategies; and supporting the capacity strengthening of local government for child-sensitive planning, budgeting and coordination.

Task description

Under the direct supervision of Chief Evidence, Policy and Social Protection, the UN Volunteer will undertake the following tasks: · Support the development of social protection policies and programmes in the context of post-COVID socio-economic recovery with attention to increasing coverage of and impact on children, with special attention to the most marginalized such as children and adolescents affected by HIV, child labour or out of school children. Identifies, generates and presents evidence to support this goal in collaboration with partners. · Promote strengthening of integrated social protection systems to aid post-COVID socio-economic recovery, providing technical support to partners to improve the design of cash transfer programmes and improve linkages with other social protection interventions such as social health insurance, public works and social care services as well as complementary services and interventions related to nutrition, health, education, child protection and Gender Based Violence (GBV). · Support capacity building for social protection stakeholders, particularly related to disability, GBV and gender. · Support the development of new social protection programmes for children and adolescents with a special emphasis on nutrition sensitive social protection, cash+ pro-grammes to aid post-COVID socio-economic recovery for children and enhancing objectives such as child marriage reduction and increased school attendance through integrated social protection. · Undertake innovative monitoring and research around social protection impact on child outcomes in the context of post-COVID socio-economic recovery, including health and nutrition in the context of universal health coverage (UHC), reducing child marriage and child labour and strengthening girls’ education, and ensure use of data and research findings for strengthening programme results. · Support the development of Country Office Procedures for Humanitarian Cash Transfer in emergencies and support programme sections to integrate Humanitarian Cash Transfers in their emergency response.

Freetown is a vibrant, hilly city, with a population of just over one million. Set on a peninsula, you can see the sea from almost any point in the city and you are never far away from some spectacular beaches for swimming and surfing. There are good supermarkets and restaurants, and mobile and internet services are available for a fair price. The number of international flight connections to Sierra Leone is increasing, with more airlines flying to Europe and within Africa. The general security situation is peaceful, and the overall Security Level in Sierra Leone is classified as Low (Level 2) as per the UN security management system. Crime is classified as moderate, with incidents primarily related to property thefts, house break-ins and robberies. Housing in Freetown ranges from independent houses to apartments – available furnished and un-furnished. Most long-stay accommodation are rented by the year or the half-year. Most staff stay in apartments, which come equipped with generators, a water supply, and security guards. The housing situation is constantly improving, with new apartment complexes being built to an increasingly high standard. There are a limited number of international schools in Freetown, with options including American and British international schools, as well as a few smaller independent schools which follow either American or British curricula. UN staff children attend a variety of schools. Staff can access a limited number of healthcare facilities.

ABOUT US

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Action Against Hunger is recruiting a suitably qualified Sierra Leonean as Mental Health ,Psychosocial Support and Protection Deputy Project Manager to implement the Mental Health, Psychosocial Support and Protection (MHPSS-P) component of the Multisectorial project with Nutrition focus in Bonthe region ; and ensure the implementation of activities related to MHPSS-P and the supervision of the team under his/her responsibility in the framework of the project.




 

 

KEY ROLES AND RESPONSIBILITIES :

Ensure implementation, monitoring and reporting: in accordance with MHPSS-P program guidelines

Activities

  • Planning and supervision of the implementation of all activities of the MHPSS-P component;
  • Effective collaboration with Monitoring and Evaluation, Accountability and Learning (MEAL) department to ensure that the M&E system produces timely and adequate information
  •  Participation in visits by donors, partners, coordination of the project and implement all agreed recommendations from these visits;
  •  Ensure the follow-up and quality control of the project’s achievements
  • Participation in the capitalization of achievements and lessons learned;

– Contribution to the collection of data for monitoring and evaluation;

– Identification of technical constraints related to the implementation of the program;

  • Implementation of technical recommendations issued by the Project Manager, Head of Department, Technical Referent or other technical experts;

– Ensures the visibility of donors and ACF on the project sites;

 

 

Supervise and manage the team:

Activities

  • Manage the MHPSS-P staff. This includes coaching, training, supervising and coordinating with staff related to the other components to ensure complementarity;
  • Manage the MHPSS-P team (induction, goal setting, evaluation) and ensure that the team complies with ACF rules;
  • Ensures that each member of the supervised team fully understands the results expected of them and is aware of the success criteria for their work;
  • Organize trainings, follow-ups and refreshers to key actors and community members;
  • Ensures that work is planned and organized to meet program needs;
  • Ensures that team members have an appropriate workload and work efficiently;

 




 

Data Management and Reporting:

Activities

  • Monitor in collaboration with the Program Manager the administrative, logistical and budgetary operations;
  • Compile or write activity reports (APR) according to the timing;
  •  Participate in the development of intervention strategies in the zone

 

 

Participate in the coordination, representation and partnerships of ACF in the field of MHPSS-P:

Activities:

    • Coordination of activities with other programs for a rationalized use of resources and maximum integration
    • – Participate in donor visits at the request of his/her supervisor
  • – Representation of ACF and ensure relations with partners, authorities, UN agencies and NGOs in its sector in collaboration with the PR SMPS / CT;

 

 

Contribute to capitalization and technical development within the MHPSS-P:

Activities:

  • Capitalization of program data and documentation of innovations achieved;
  • Transmission of technical and operational knowledge acquired on the MHPSS-P program
  • Contribution to the feedback from the field to feed the communication of the ACF mission

  • Help ensure all aspects of Action Against Hunger activities adhere to program quality standards and policies (accountability and mainstreaming) in a coherent and integrated manner.
  • Ensure that gender considerations are made with participants of projects to have clear statistics on gender inclusion.
  • Ensure the highest stands of accountability through ensuring good communication and information sharing within the organization.

1.) Operations and Finance Director

 

Chemonics seeks an Operations and Finance Director for the anticipated USAID, five-year Integrated Health Activity in Sierra Leone.  The Operations and Finance Director is responsible for assisting the Chief of Party with the development and implementation of management systems and supervision of project operations and staff, directly supervising operations, procurement, transport, and finance staff.  S/he will provide oversight of all administrative systems to ensure quality control of project administration. Responsibilities

 

General

  • Support the Chief of Party to develop and implement management systems for project planning, reporting, and performance management; financial management; property and technical procurement systems; and personnel management
  • Manage daily work of finance and operations project team members and provides performance feedback.
  • Support technical implementation through timely reviews of sub/contracts or sub-recipient modifications, processing of local subcontractor payments, and overall effective management of subcontracts and leases with landlords, warehouses, and other vendors, as well as relevant software licenses
  • Monitor and support the standardization of operational systems, policies, and procedures for the Integrated Health activity central and regional project offices
  • Ensure compliance with U.S. government regulations, Chemonics’ corporate policies, laws of Sierra Leone, and any supplemental policies developed specifically for Sierra Leone
  • Develop and implement systems that assist supervisors to manage and oversee supervisees and provides regular and constructive feedback to project staff
  • Ensure proper administration of the program through the supervision of the project finance, grants, procurement, and administration teams. Track and report quarterly on project financial management indicators

Human Resources

  • Anticipate future recruitment needs, lead recruitment efforts – including initial CV reviews, participating in interview panels, and onboarding – on as-needed basis
  • Manage annual performance evaluation and salary increase processes
  • Promote and support staff continuous development





Operations/Procurement

  • Draft and review RFQs for procurement; review purchase orders and draft/finalize subcontracts
  • Manage travel and provide logistics support to project staff
  • Ensure project inventory and project vehicles are maintained
  • Ensure compliance with U.S. government regulations, Chemonics’ corporate policies, the laws of the Government of Sierra Leone
  • Oversee the management of local subcontracts and grants under contract for compliance and performance; including coordinating with technical staff to finalize scope and managing performance of contractor or grantee against deliverables

Financial Management

  • Review/Approve coding sheets
  • Establish and ensure financial segregation of duties
  • Conduct regular reviews of petty cash register
  • Review final review of payroll for project staff
  • Review monthly wire transfer requests
  • Maintain subcontracts/procurement tracker and provide financial forecasting and accruals information to PMU on a monthly basis
  • Draft annual and ad hoc budgets, in particular estimation of resources, LOE, and in-country travel necessary to implement current and future work plan activities

Security

  • Keep up-to-date on evolving in-country security situation; circulates security updates to relevant in-country staff, and ensures adherence to security guidelines
  • Update Emergency Action Plan regularly

Qualifications

 

  • Advanced degree in finance, management, business administration, or economics
  • At least ten (10) years’ experience in international donor-funded financial and grants management, with a minimum of 5 years of senior-level responsibility for administration and finance managing programs of similar size
  • Proven expertise in finance, accounting, and auditing, monitoring of grant compliance and management and the establishment of internal controls
  • Prior experience overseeing finance and administration for a USG-funded project of a similar size and complexity is highly desirable
  • Knowledge of USAID administrative, management and reporting procedures and systems along with strategic program planning, management, supervision, and budgeting expertise
  • Excellent track record of good interpersonal, supervision, leadership, and managerial skills
  • Results-oriented and team player and ability to follow guidelines and controls required of the position
  • Prior experience managing a team of high performing staff working in multiple locations/field offices
  • Proficiency in MS Excel, Word, PowerPoint and Access plus working knowledge of accounting and procurement software (particularly QuickBooks) is preferable
  • Fluent English oral and written communication skills is required

2.) Chief of Party

 

Chemonics seeks a Chief of Party for the anticipated USAID, 5- year Integrated Health Activity in Sierra Leone.
The Chief of Party will bear primary responsibility for the overall technical and managerial requirements of program performance and will be responsible for the overall management and implementation of the project. S/he will supervise project implementation and ensure that the project meets stated goals and reporting requirements. S/he will also have principal responsibility for representation of the project to USAID. This position is contingent upon successful award. ● Assumes overall leadership, strategy development, management oversight, and technical direction for primary health care, community health, and WASH activities;

● At least ten years of professional experience managing large, complex health projects in developing countries, with at least eight years of experience working on private sector engagement programming;
● Demonstrated thought leadership in health systems strengthening, primary health care, RMNCH, malaria prevention and control, and community engagement,
● Experience leading large teams, managing programs, and enabling local partnerships to achieve results;
● Track record of progressive responsibility, including at least eight years providing senior-level leadership (e.g., Project Director, Chief of Party, Deputy Director) to programs of similar scale, scope and complexity;
● Strong ability to collaborate and build partnerships with Ministries of Health, USAID, and implementing partners in West Africa, with experience working in Sierra Leone preferred;

3.) Monitoring, Evaluation, Research and Learning Director

Specific duties and responsibilities include the following:

  • Provide managerial and technical support to the Chief of Party, assisting in areas including work planning, performance management, and strategic communications
  • Represent Abt Associates and the project to the USAID/Sierra Leone Mission, the host country government, local partners and other key stakeholders; serve as delegate for Chief of Party as needed;

Preferred Qualifications:

  • Master’s Degree or a Doctorate Degree (desirable) in Public Health, Medicine, or other related field
  • 8 years (minimum) of relevant international health experience with a Master’s Degree, or 6 years (minimum) with a Doctorate
  • At least 3 years managing complex projects in the areas of health systems strengthening (human resources for health, financing, governance, and health commodity management, data for decision-making), Malaria control, RMNCH, and/or infectious diseases, in West Africa, preferably Sierra Leone.
