Organizational Setting

Scaling Up Nutrition (SUN) is a multi-stakeholder movement to reduce hunger and under-nutrition and contribute to the realization of all the Sustainable Development Goals, with a specific focus on the importance of first 1,000 days of life to prevent malnutrition. The Scaling Up Nutrition (SUN) movement focuses on promoting the implementation of evidenced-based nutrition specific and nutrition sensitive interventions, integrating nutrition goals into broader efforts by bringing together other sectors and multiple actors to scale-up nutrition actions.

Building on the successes of the REACH (Renewed Efforts Against Child Hunger and undernutrition) approach, UN Nutrition, through its UN member agencies will support ten (10) national and subnational governments, including four ongoing Irish Aid funded REACH countries, Lesotho, Liberia, Sierra Leone and Zimbabwe by strengthening national capacities for nutrition governance, for effective engagement in multi-stakeholder processes and platforms and for joint planning and programming for nutrition. To this end, relevant tools and services from the REACH portfolio, such as multi-sectoral nutrition analyses and multi-agency and multi-sectoral facilitation for nutrition can be made available to ten (10) countries. Additionally, key tools including standards, norms, guidelines and other knowledge products from UN agencies will be identified and made available to country stakeholders. Gender equality will be part of the multi-sectoral nutrition analyses to challenge harmful social norms that affect the potential contribution of women and girls to achieve better nutritional outcomes. Planned capacity development activities will include training on gender mainstreaming in nutrition, and country reports and Knowledge Management (KM) products will help identify and disseminate gender-responsive good practices for nutrition. In short: Coordination for joint positions and multi-sectoral processes for nutrition to support governments to scale up joint actions for nutrition. Countries targeted for the Irish Aid-UN Nutrition support will be selected based on specific country needs and requests from stakeholders and in discussion with Irish Aid and national stakeholders. The UN Nutrition’s country specific approach and Theory of Change will be further elaborated during the lifespan of the project, based on its findings and learnings.





The UN seeks the services of a national-level Facilitator to support REACH activities in 2018-19. The Facilitator will be hosted by the Food and Agricultural Organization of the United Nations and will work closely with the SUN Focal Point and other staff with nutrition governance responsibilities. The facilitator will provide oversight to the implementation of the UN Nutrition country support work plan (UNN work plan) and will liaise with the government, civil societies, UN network, donor communities and other stakeholders to advocate for investments in nutrition, integrate nutrition across multiple sectors and strengthen governance and accountability for nutrition within the country.

Reporting Lines

The overall supervision will be under the Assistant FAOR (Programme). For technical assignments, the National Facilitator will work under the supervision of the Chair of the UN Network. For day-to-day support, the Facilitator will work (60% of his/her time) with the SUNFP UN nutrition focal points and (40% of his/her time) with the National Coordinator of the SUN Secretariat. He/she will also work in close liaison with the REACH Regional Facilitator, UN Nutrition Secretariat.





Technical Focus

With this project, and in conformity with its functions, UN Nutrition expects to generate the following outcomes:

Outcome 1: Knowledge and learnings from ongoing (and exiting) REACH countries on how to achieve sustained nutrition governance at national and subnational level captured and shared.

Outcome 2: Enhanced government capacity for nutrition planning and programming in the ten (10) target countries

Outcome 3: Joint and aligned planning of UN agencies in the ten (10) target countries in support to governments and other stakeholders.

Tasks And Responsibilities

    • Lead completion of multi-sectoral nutrition analyses (including, country multi-sectoral nutrition overview, stakeholder and action mapping) and ensure relevant national and sub-national counterparts are able to utilise the REACH tools and other UN tools.
    • Work with key stakeholders, facilitate building of consensus on country core nutrition actions to be scaled up.
    • Identify and facilitate linkages and leverage with other in-country initiatives and processes to avoid duplication and to ensure alignment where necessary.
    • Work closely with key stakeholders and the UN Nutrition Network, support and facilitate the review of the national nutrition policy and the development of a costed national multi-sectoral nutrition plan to scale-up nutrition actions, with a clear M&E framework.
    • Work closely with key stakeholders and the UN Nutrition Network, advocate for the establishment of multi-sectoral coordination mechanisms and structures including roles and responsibilities.
    • Support the establishment of stakeholder networks –Business, Academia and Donors for more effective engagement in the MSP.
    • Support the SUN Focal Point to strengthen the multi-sectoral/multi-stakeholder co-ordination at national level through co-ordinated engagement of multiple sectors and stakeholders including the various SUN country networks (key line ministries, UN agencies, CSOs, business and donor partners) to address key nutrition issues and/or nutrition related challenges outlined above.
    • Support the UN Network and SUN Focal Point within country advocacy messages including the development of a national advocacy and communications strategy.
    • Facilitate and document the experience sharing of good practises and lessons learnt through case studies and regular updates.
    • Facilitate synergized/integrated effort of UN system for coordinated support to government.




  • Support completion of UN inventory on nutrition actions.
  • Support UNCT and Un agencies for nutrition in the process of the UNSCDF
  • Coordinate work and mission of UN Nutrition team in country.
  • Supervise short-term consultants – as required.
  • Work with the UN finance officer to monitor UN Nutrition/REACH financial resources in country.
  • Prepare regular progress and donor reports in close liaison with the UN Network nutrition focal points.
  • Perform other related duties as required.Support UN leadership to engage with Government to finalize the SUN Focal Point in Vice President’s office or with Minister of Finance and Development Planning.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • A degree in Nutrition or other closely related field or any other related field, related master’s degree will be an added advantage
  • At least five years of progressively responsible experience in Nutrition and Facilitation
  • Excellent working knowledge of English (level C).
  • National of Sierra Leone

Job Summary

As the Water Fund Director, you will lead the development and implementation of the Country Program’s sustainable watershed management programming, also known as the Western Area Peninsula Water Fund. You will ensure effective systems and processes are in place to support high-quality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable.

 

You will provide WASH technical oversight to the Country Program, oversee the WAPWF Management Unit and coordinate with other Committees. You will work closely with Freetown City Council, National Water Resource Management agency and other external stakeholders to further our strategic ambitions. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its sustainable watershed programming.

 




Roles and Key Responsibilities:

  • Provide management, guidance, and technical oversight of all the Water projects throughout the project cycle to ensure project design, start-up, implementation, and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Assist the Steering Committee in the development of the Strategic and Annual Operating Plans and executes approved plans.
  • Set up and monitor progress on multi-year objectives and metrics to ensure steady progress against established goals.
  • Prepare and present administrative and financial reports to the Steering Committee.
  • Coordinate activities of the other committees that form part of the Water Fund governance structure and facilitate communication among stakeholders.
  • Effectively manage talent and supervise CRS Water Fund staff. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Coordinate technical and financial support with The Nature Conservancy.
  • Contribute to the proactive pursuit of opportunities for new funding for the operationalization of the Water Fund, in line with the WAPWF Resources Mobilization Action Plan. Serve as the technical lead and technical writer to ensure quality proposals in per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
  • Collaborate with CRS, The Nature Conservancy and government Communications teams to ensure effective implementation of the WAPWF Communication strategy.
  • Oversee technical assistance and capacity strengthening activities in management and operations for staff and partner organizations to enhance program quality and impact.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

 

Typical Background, Experience & Requirements:

Basic Qualifications

  • Master’s Degree in International Development, Hydrology, Water Resources, Watershed management.
  • 2-3 years working in the area of Watershed management.
  • Experience in Environmental Sciences or related field required. Additional experience may substitute for some education.
  • Minimum of 5 years’ experience in relevant field-based project management experience required, with preferably at least managing moderately complex projects preferably with an international NGO.

  • Demonstrated success in carrying out strategic goals and initiatives.
  • Good experience in project grants management, including project design, preferably for grants from multiple public donors.

Our Work In Sierra Leone:

Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.

 

 

Position Overview:

With funding from a large private sector partner, PIH-Sierra Leone is now further increasing and improving our maternal and newborn health work in Kono district, at hospital, primary care and community levels, to strengthen systems for childbirth. This new 3-year program will complement our existing work and our Maternal Center of Excellence at several levels, aiming to radically reduce maternal mortality. We will increase our traditional birth attendants program (TBA) to reach vulnerable women in the community. We will increase support to the primary care sector and strengthen referrals. And we will deploy innovative technologies to improve blood management and identify high-risk pregnancies earlier. This project will scale our reach and impact, and help us to improve the health of vulnerable women. It includes development and management of multiple new partnerships and deepening of our existing partnership with MOHS.

 

This is an exciting position for a motivated individual and all-rounder, looking to benefit the health of vulnerable women in Sierra Leone. The Associate will bring together all aspects of the project, supporting program management, partnership development and management, and donor relations. S/he will have experience relevant to global health, a track record of managing complex projects successfully and an ability to build strong relationships with a broad range of stakeholders. S/he will work across our 500+ person organization, working closely with Clinical, Policy and Partnerships, Operational and Financial staff to ensure this program is a success.

 




 

Essential Duties and Responsibilities:

RMNCAH (Reproductive, Maternal, Neonatal, Child, Adolescent Health) Program Support:

  • Support the RMNCAH Director, RMNCAH Manager and TBA Program Manager in delivering traditional birth attendants (TBA) and maternal health related activities
  • Create program documentation, presentation and analyses for the RMNCAH Program
  • Organize and manage logistics for trainings, workshops and meetings related to the program and other RMNCAH activities linked to the program 
  • Conduct supervisory visits to monitor RMNCAH activities at  Wellbody Clinic and all PIH supported rural PHUs 

 

Primary Care Program Support

  • Support the Primary Care Director in the management of the primary care program as needed
  • Create program documentation, presentation and analyses for activities at primary care Hubs
  • Organize and manage logistics for all workshops and meetings as related to the PHUs and the program
  • Conduct supervisory visits to monitor activities at the rural PHUs 

 

 

Project Management

  • Develop and maintain workplan for Safer Systems for Childbirth Initiative, ensuring all activities are implemented on time and as planned 
  • Together with Grants Manager, monitor budget vs. actuals and project spend
  • Act as focal points on all project compliance topics, training PIH staff on any requirements and assuring all necessary project documentation is in hand and completed
  • Work with procurement team to ensure project procurements and equipment  occur rapidly 
  • Set up, monitor and manage pilot programs for new technologies to be deployed in Kono district 
  • Work with M&E team, to make sure monitoring & evaluation systems are in place and data is collected and reported adequately and regularly to internal and external sources and indicated
  • Work with HR and Clinical Teams to ensure all project roles are posted, and staff are recruited and onboarded 
  • Set up and run regular project meetings with all relevant internal and external stakeholders

Keep internal stakeholders, such as Boston-based Private Sector Partnerships team updated of project activities




 

Mentoring and Coaching

  • Mentor local frontline staff on project management, writing, presentations and other topics as required

 

 

Partnership Development and Management 

  • Develop and manage strong partnerships with National Emergency Medical Service, Kono District Health Management Team, National Safe Blood Service
  • Develop and manage strong partnerships with local community partner organization as well as technology organizations that will pilot their technologies in Sierra Leone 
  • Together with Director of Policy and Partnerships, manage all aspects of donor relationship and communications; organize visits by donors and partners, ensuring visits go smoothly and partners achieve their goals in Sierra Leone; and set up and attend regular meetings with project partners and project donor
  • Support Director of Policy & Partnership in management of other partnerships related to RMNCAH and primary care as needed

 

 

Grant Management

  • With support from Director of Policy and Partnerships and Legal Team, develop and establish partnership agreements with all project partners
  • Monitor sub-grants and disbursement and troubleshoot any issues
  • Create first draft of all project reports, and any other donor communications, working closely with Policy & Partnerships Team, and ensure all grant documentation is submitted on time
  • Ensure alignment with other grants in RMNCAH and primary care

BACKGROUND :

Present in Sierra Leone since 1999, IRC supports Sierra Leonean institutions – government, civil society, community-based organizations, and private sector – to provide improved social services, decrease youth unemployment and mitigate gender-based violence.  The IRC does this through programs and partnerships designed to improve the lives of women, youth, and children by implementing Health, Education, and Women and Girls’ Protection and Empowerment (WGPE) programming.  IRC.  IRC has a Country Program office in Freetown, a Regional Field Office in Kenema, Field Offices in Kono and Bo, and a satellite office in Kailahun. IRC will be working through civil society partners in Falaba district, and Karena district in the northern region of Sierra Leone.




 

The IRC through its WGPE sector will be implementing the “Adolescent Girls Empowerment and Protection Project” (AGEPP) Phase 2 from 2022 to 2024, and its main aim is ‘to support the empowerment of Adolescent Girls through relevant education, knowledge, and skills for obtaining their full potential and inclusive participation in society’.  This project will be implemented in Bo District and is a follow-on project from AGEPP Phase 1 (2019-2022).  It will primarily focus on adolescent girls over a 3-year period, with the recognition that their empowerment cannot be fully achieved without change occurring within the family and the community. Therefore, this project will also target female caregivers of the girls, male leaders within the community, boys, and the community at large. Using learning from the period of the COVID 19 pandemic, Ebola and other natural disasters that have occurred in previous years, which resulted in increased vulnerability and incidence of adolescent girls to SGBV, teenage pregnancy and FGM, the project will seek to bring about changes that will build resilience in the communities and will allow them to take full ownership of the problems and solutions of their adolescent girls leading to the reduction of early marriage and teenage pregnancy. To be able to achieve this effectively, the project will also explore through research, how climate change affects adolescent girls.

 

Job Summary:

Reporting to the Project Manager, the WGPE Senior Officer will be responsible for the day-to-day direct implementation of all components of the project within targeted rural communities in Bo district. S/he will be responsible for establishing and developing informal adolescent girls’ groups, outside of the school setting; Women Action Groups (WAGS) within communities and working with men and boys in the project communities and will carry out on-the-ground facilitation of the IRC’s project interventions with these clients. She/he will be involved in community mobilization, sensitization and advocacy programs, and interface with traditional institutions, religious leaders, community leaders, and local government authorities towards ensuring quality implementation of all the project components at the community levels. S/he will lead collection of reliable monitoring data in the target communities on monthly and/or quarterly basis in a timely manner.  As such, the Senior Officer will be based in the target communities and report directly to the Project Manager.

SPECIFIC RESPONSIBILITIES:

Program implementation and quality

  • Work directly on the implementation of the AGEPP Phase 2 in Bo district, and manage associated day-to-day tasks, including:
    1. with support from the Project Manager and the WGPE Senior Program Manager, work on the start-up and implementation of Girl Shine groups, Women Action groups, boys groups, ensuring groups are formed in a safe, comfortable, and confidential manner and environment.

 

  • Work directly with groups and communities across all aspects of programming, including:
    1. Community engagement and mobilization
    2. Capacity building – training, workshops, and mentoring
    3. Awareness raising and behaviour change
    4. Support exploration through research on how climate change affects adolescent girls.
    5. Provide psychosocial support and well-being for mentors and community facilitators
    6. Economic empowerment of older adolescent girls and women
    7. Women and girls’ leadership and solidarity building
    8. Work with IRC partners
  • With support from the Project Manager, ensure all aspects of programming follow best practice.

  • Actively participate in WGPE capacity building opportunities and share learning and experiences with project partners and the wider WGPE teams
  • Actively pursue professional development opportunities based on performance and development objectives, and liaise with supervisor for support on identifying and realizing these where possible

 

Representation and Advocacy:

  • Support the managers on site by representing the WGPE team at any relevant district level and chiefdom level coordination meetings as and when required
  • Advocate for the needs, priorities and interest of women and girls at the community level and district where required in line with WGPEs approach to working with, supporting and empowering women and girls.

QUALIFICATIONS:

Education:

A minimum of a Diploma in Community Development, social work or equivalent in a relevant discipline.

Experience:

  • At least 2 years cognate experience in development work at community levels.
  • Experience of working on women and girls’ empowerment projects
  • Good understanding of how gender inequality and crisis impacts the lives of women and girls in Sierra Leone.
  • Computer literacy and ability to work well using MS Office packages.
  • Experience in community mobilization, advocacy, and conflict management.
  • Experience using digital tools for data collection and survey activities.

  • Participate in activities related to evaluation/ impact studies of the project (baseline assessment, mid-term evaluation, final evaluation, including quantitative as well as qualitative evaluations);

  • Ensure the highest stands of accountability through ensuring good communication and information sharing within the organization.

Participate in district-level planning and implementation of WASH activities to achieve project objectives:

  • Representation, coordination, and networking (15%): Lead technical assessments to identify current WASH gaps/ needs in the districts and use findings to provide technical advice on the design of appropriate response interventions to address the gaps/ needs.
  • Leadership and Staff Development (10%): Abide to the compliance to safeguarding principles on protection against sexual harassment exploitation and abuse (PHSEA) at district and community levels while adopting CARE’s Annual Performance processes and guidelines. 

 

 

To be successful in this role you will:

Possess WASH Officer skills.  have a bachelors’ degree in civil engineer. Position Overview:

A Community Health Officer (CHO) generally applies his/her medical knowledge and skills to the diagnosis, prevention and management of patients that flows into the Well body Clinic or Koidu Government Hospital and any of the Wellbody Alliance/Partners in Health affiliated health facility.

He/she does this thoroughly following the principles of inspection, palpation, percussion and auscultation where ever applicable to find out the actual cause of disease, and also utilizing the appropriate laboratory work. He/she should consult the medical officers for discussion on patient’s care plan in some critical cases, respecting patient’s privacy and confidentiality as much as possible.




 

Essential Duties and Responsibilities:

Specific Responsibilities:

    • Responding to medical/health problems presented by patients, including proper history taking, investigations, diagnosis, treatment, admissions and referral as appropriate.
    • Maintaining confidentiality and impartiality.
    • Promoting continuous medical education amongst other junior clinical staff.
    • Provide mentorship to other junior staff.
    • Provide 24 hours hospital coverage on specific days a month as assigned.
    • Week-end coverage one weekend a month as assigned.

    • Ensures that all emergency cases are prioritized and seen appropriately regardless of the time of the day.
    • Be willing to work long and unpredictable hours dictated by the needs of the patients.
  • Perform other duties related to the role, department or project as may be required by the Clinician in-charge.

 

Education and Work Experience Requirements:

  • Diploma in community Health Medicine with 2-3 years’ work experience in a hospital setting.
  • Ability to work collaboratively with all members of the healthcare team.
  • Ability to demonstrate clinical practices and ethics in line with the Medical and Dental Council of Sierra Leone
