The Monitoring, Evaluation Accountability and Learning Advisor role is a replacement role on the Trócaire  Sierra Leone team based in Freetown. The MEAL Advisor will lead the implementation of the country  programme M&E system, and manage data effectively, thus contributing to quality reporting, continuous  learning, programme adaption, innovation, and increased visibility of the impact of Trócaire’s work. The  S/he will work closely with partners to improve their internal M&E systems. S/he will support the country  office to increase accountability to project participants, partners, donors and other stakeholders, guided  by Trócaire’s Accountability & Programme Quality Framework (APQF).




Requirements: 

• Degree in international development, economics, statistics, social science, or a related field. • Minimum of 5 years’ experience in programme implementation including significant experience in  monitoring and evaluation, accountability and learning.

• Minimum of 5 years’ experience in using the results based management approach  • Previous experience reporting to major international donors such as EU, UN, Irish Aid, FCDO, etc.. • Experience in participatory M&E approaches.

• Previous experience working with local partner organisations.

• Experience working on issues of Gender, Vulnerability and Women’s Empowerment. • Spoken fluency and written proficiency in English.

SUMMARY

  • To provide leadership for effective management of the health programme through strategic visioning, operational efficiency, and effective development amongst communities where CHILDFUND works; and provides direct technical advice to all health-related programme interventions. The Health Specialist will support the achievement of health interventions within ChildFund Country Program across all stages of the program cycle through relevant, timely and effective support to the program teams. The Health Specialist is accountable for the provision of nutrition technical support to governments to mobilize “catch-up campaigns”. He/She will be responsible for supporting the Ministry of Health at national and sub-national levels to plan, budget and implement child health days/events, including high-level advocacy, training, support for microplanning, supply chain planning, monitoring and supervision, and post-campaign surveys. The goal is to ensure that catch-up campaigns are implemented according to national guidelines and drawing on best practice to ensure that high coverage is achieved safely.





DUTIES/RESPONSIBILITIES

Child Safeguarding

  • Remain alert and responsive to any child safeguarding risk, acquire relevant knowledge and skills which will enable you to promote strong safeguarding practices, understand the child safeguarding policy and procedures, and conduct yourself in a manner consistent with the Child Safeguarding Policy.

Focal Point for the “Savings Lives Through Vitamin A” program 

• Be the primary focal point and lead for NI in the country

•Build strong relationships with and engage regularly with senior government officials to ensure programming gaps and needs are clearly articulated and coordinated with other partner support.

• Ensure visibility of Nutrition International’s support to national and sub-national authorities

• Identify new programming needs and opportunities

• Develop additional networks and collaborative relations to facilitate and reinforce sharing of   best practice.

Support the planning, budgeting, and implementation of emergency VAS programming:

Support the government to adapt GAVA COVID-19 protocols to the local context to ensure that campaigns are delivered safely.

• Conduct a rapid landscape assessment to map the extent of COVID-19 in-country and the level of disruptions to service delivery platforms for our programming, status of service.

delivery platforms, including frontline health workers; impact of COVID-19 on gender dynamics and implications to our program; availability of supply and access to nutrition commodities; effects on care-seeking and coverage.

• Support the Ministry of Health to develop and implement a plan to improve coverage of vitamin A supplementation, wherever possible looking to deliver integrated packages of essential child survival and health services as part of this catch-up effort.

• Develop training curricula, tools, guidance, and recommendations to strengthen the capacity of health workers to ensure that VAS is delivered safely.

• Provide guidance and technical support to the Ministry of Health to improve their capacity to deliver quality catch-up campaigns.

Improved monitoring of emergency VAS programming

  • Assess VAS coverage and identify areas with low coverage and conduct post-event coverage surveys to understand who is being reached and not reached and why. Once bottlenecks are defined advocate for greater focus of efforts and resources on these areas.

Strengthened procurement of Vitamin A and other nutrition-related commodities/supplies

• Ensure that supply is not a barrier to coverage by working with government to ensure sufficient supplies of Vitamin A capsules, other commodities/supplies that will be co-delivered as part of the catch-up campaigns (deworming tablets, bed nets, etc.) and PPE supplies.

Improved management of emergency VAS programming 

• Provide guidance, training, and recommendations to relevant staff on preparing Technical and Financial reports to account for Nutrition International funding provided in accordance with the quality standards outlined in the grant agreements.

• Critically review VAS monthly reports and provide feedback to relevant staff with recommendations for appropriate action and provide follow up advice as needed to help ensure that appropriate action is taken.

Key Deliverables 

• Agreed quarterly work-plan

• Monthly activity report.  Includes a narrative explaining progress against agreed deliverables.

• Monthly, Quarterly and Bi-annual VAS coverage report submitted and summarized. Coverage data should be presented as numerator and denominator, resulting percentage, and disaggregated by Age (6-11 months) and (12 to 59 months), by Gender and by mode of delivery (EOS, CHD, Routine).

• Report on the bottlenecks to high coverage.

  • Work with Programme teams to improve quality of programming by facilitating integration of areas of excellence in program designs using the Organizational program theory of change, and holistic approach in addressing risks and vulnerabilities of infants, children, and youth.
  • Support the Local Partners in the technical design of their Strategic plans, annual operating plans, and budgets.
  • Leads the development, implementation and monitoring of the strategies in the program areas regarding the health program interventions.
  • Liaises with M&E KML Specialist to ensure the development of key indicators for quality program delivery.
  • Participates in monitoring and evaluating programs to ensure effectiveness, timeliness and efficiency, and compliance with organizational standards.
  • Leads in supporting the evaluation process of all programs/projects under the area of expertise and supervision (as may be assigned).
  • Liaises with the M&E Specialist to ensure programs and projects are regularly documented and learnings shared broadly with the key stakeholders.
  • Coaches key staff assigned to the health grants.
  • Regularly builds and nurtures relationships with donors, and like-minded non-government organizations to build and maintain strategic networks.
  • Participates in the development of concept notes and grant project proposals for the health programme portfolio.
  • Performs any other duties that may from time to time be assigned by the immediate supervisor.

QUALIFICATIONS/EXPERIENCE

Master’s in public health, Nutrition or Food Science 

•At least 8 years working experience nutrition and health systems strengthening  

•Experience in program management and evaluation 

•Experience providing technical assistance to Ministries of Health in the region 

•Experience in VAS programming would be an advantage

Program Summary

The Junior Professionals Program (JPP) is a unique career-building opportunity for women who are passionate about relief and development work and have the skills, attitude, and approach to grow into managerial positions with CRS. Primary Responsibilities

Under the supervision of an experienced staff member, the Junior Professional will support CRS’ programming and operations as follows:

Project Management

  • Support implementation of current projects (e.g., participate in planning/review workshops, support development of capacity building/awareness raising materials)

Purpose:

The Grant Manager will support the Country Office, Sierra Leone, in strategic and operational stewardship over donor resources by applying a set of relevant systems, policies, procedures and tools to ensure that grants and contracts are donor compliant and best serve the organizational mission. Major Responsibility

Coordination

  • Coordinates and negotiates the drafting process for financial and narrative reports among different teams, ensuring submission deadlines are met and reports of high quality

Infection prevention and control (IPC) is an essential component of healthcare quality and patient safety. In its operational districts, the IRC plans to support district hospitals and primary health care units (PHUs) in Sierra Leone to improve their IPC practices with the goal to reduce mortality and morbidity due to hospital (or healthcare) associated infections (HAIs). Rigorous infection control systems need to be in place to reduce transmission risks for health workers and patients to improve outcomes with focus on maternal health, hence IPC efforts will be focused on maternity services. It is expected that IPC efforts will be integrated in routine activities within the hospitals and PHUs to be supported (namely Kenema, with likely extension to Bo and other IRC-operational districts) and that this will contribute to reductions in occurrence of hospital-acquired postpartum infections and associated mortality among mothers. To achieve this, the IRC plans to recruit one IPC Specialist to lead IPC interventions at the two hospitals (in Kenema and Bo), and any other health facilities as maybe determined during planning or implementation. The IPC Specialist will provide day-to-day support to the health facilities (with focus on maternity) to improve their IPC practices and ensure IPC standards are integrated within routine service delivery.





Scope of work 

Reporting to the Sr Health Coordinator, the IPC specialist will work in collaboration with MoHS staff at national and district level to improve IPC practices and structures within supported health facilities in IRC-operational districts, providing training and mentorship for healthcare workers and generating learning and best practices to inform national level strategies and policies.

The key responsibilities are summarized as follows:

  • Participate in the national level working group discussions on IPC and contribute to review of SOPs and training manuals for IPC, as needed.
  • Ensure supported health facilities in IRC supported districts have access to all relevant IPC tools and SOPs.
  • Work with health facility IPC focal persons, management, patient safety committee and head of maternity to ensure clear understanding and implementation of IPC procedures in the clinical context, especially in maternity.
  • Conduct baseline assessment on status of IPC implementation in IRC-supported health facilities and use findings as benchmark to monitor progress made.
  • As needed, lead implementation of IRC’s WASH and IPC activities in health facilities and, where appropriate, at community level with oversight of all water, sanitation, and hygiene activities, ensuring that activities are relevant, successfully implemented, and sustainable.
  • Support the development and implementation of action points based on assessment findings.
  • Based on gaps identified through the baseline assessment, conduct on-site trainings in IRC-supported health facilities on IPC for maternity staff, in collaboration with MoHS.
  • Facilitate supportive supervision visits from national level by IRC and MOHS.
  • Support documentation and management of IPC data in maternity units in supported health facilities. This will include investigations of all incidences of health worker and/or patient infections and report on incidents to the hospital IPC committee and patient safety committee.
  • Support the hospital team to identify causes of infections and facilitate them to prioritize and develop appropriate quality improvement plans.
  • Support hospital with advocacy efforts at DHMT and national level to increase focus on IPC in health facilities.
  • Prepare and submit monthly reports, and other reports as required/requested, on progress of implementation of IPC activities to IRC.
  • Manage program budget related to implementation of IPC activities.
  • Analyze monthly and share results and lessons learnt during dissemination meetings at national level or as maybe required from time to time.
  • Contribute to new business development on WASH and IPC.
  • Any other activities as may be assigned by supervisor.





Requirements:

  • Training as medical doctor or midwife or registered nurse, environmental health, or related field.
  • Additional training in public health is desirable.
  • Training in WASH and IPC a plus.
  • Over 8 years of demonstrated experience in implementing WASH and IPC practices and systems improvement, ideally in a low resource setting.
  • Extensive experience in training and mentoring health providers on IPC in clinical contexts in Sierra Leone.
  • Strong technical leadership, management, planning, analytical and coordination skills.
  • Experience in program management in similar settings.
  • Willingness and ability to work in clinical environments, particularly in maternity.
  • Ability to work with limited supervision.

JOB OVERVIEW

With support from the Safeguarding Specialist, the National Safeguarding Coordinator is responsible for supporting the Sierra Leone program to protect clients and staff from any harm, exploitation, and abuse.





The National Safeguarding Coordinator will be working under the direct supervision of the Deputy Director, Programs, with technical support from the Safeguarding Specialist and the Safeguarding Advisor, East Africa, West Africa, and Great Lakes Regions and in close collaboration with the Senior Management team, Technical Coordinators, the HR team and partners.  S/he will be mainly responsible for coordinating the effective implementation of IRC’s safeguarding measures and activities across the IRC in Sierra Leone and for supporting partner organizations.

AREAS OF RESPONBILITIES:

Donor Compliance

•Monitor the implementation of IRC and partner safeguarding plans, including field visits.

•Provide support and guidance to IRC and partners on the safe management of safeguarding incidents

•Review new proposals and ensure safeguarding is incorporated. 





Safe Programming

· Support staff to take proactive steps to ensure that all programming activities identify potential risks and work to eliminate and mitigate those risks

•Coordinate regular sensitization sessions on safeguarding and Complaints Response Mechanism for clients and communities 

•Support the drafting of program safeguarding guidelines, Standard Operating Procedures (SOPs), and other required materials

•Support the review of any new proposal or project revision document to ensure safeguarding considerations are included.

•Will be a budget holder for safeguarding activities and will be responsible for managing the spending of that budget across programs

Accountability

•Support programs to incorporate key accountability mechanisms and communication guidelines

•Lead on the review of the Complaints Response Mechanism including gathering feedback and suggestions from clients and staff





•Support the IRC complaints response mechanisms and ensure partner reporting mechanisms and case handling frameworks are in line with IRC standards

•Review and update and improve partner’s safeguarding case handling frameworks and SOPs localized for Sierra Leone

•Ensure the systematic updating and sharing of a centralized support service mapping

· Foster a working environment that is non-threatening, safe and is actively addressing safeguarding in its processes. Create safe spaces where people can ask questions, be listened to, and get answers about safeguarding, prevention of sexual exploitation and abuse, and raising concerns.

•Support country program with investigations to safeguarding incidents following best practice and survivor-centered approach

HR/Systems

• Support Human Resources to include best practices in safeguarding during recruitment, staff management and HR strategy

•Support logistics department, to enhance their safeguarding mechanisms throughout the procurement and service provision implementation

Co-ordination

•Facilitate national Safeguarding Community of Practice meetings, to foster information sharing, cross organizational learning on best practice and enhance safeguarding standard adherence across the NGO sector in Sierra Leone

•Liaise regularly with the relevant IRC HQ technical units as the Program may dictate

•As requested by supervisor, represent the IRC to partners, donors, and other external stakeholders in Sierra Leone.





Training and Capacity Building

•Continuously develop the capacity of district Safeguarding Focal Points, support them in their safeguarding activities in their field locations, and organize regular safeguarding trainings for staff in accordance with IRC Global policy and procedures

•Support partners in any of their safeguarding training needs

•Ensure safeguarding is a standing agenda item in internal meetings

·Arrange safeguarding inductions and ongoing capacity building of staff, through formal training, discussion groups, refresher sessions, etc.

Job Summary

The WGPE Community Officer will be responsible for the day-to-day direct implementation of all components of the project within targeted rural communities in Kailahun district. S/he will be responsible for establishing and developing informal older adolescent girls’ groups, outside of the school setting and Women Action Groups (WAGS). The Community Officer will be responsible for the facilitation of all program activities for adolescent girls, women, and men in the community.  She/he will be involved in community mobilization, sensitization and advocacy programmes, and interface with traditional institutions, religious leaders, community leaders, and local government authorities towards ensuring quality implementation of all Foundation components at the community levels. As such, s/he will be based in the target communities and report directly to the WGPE Site Manager.

KEY WORKING RELATIONSHIPS

Program implementation and quality

  • Work directly on the implementation of the Foundations Project in Kailahun, and manage associated day-to-day tasks, including:
    • with support from the Site Manager, the WGPE Coordinator and the WGPE Program Manager, work on the start-up and implementation of the out of school Older Adolescent Girls and Women Action Groups and activities, ensuring groups are formed in a safe, comfortable, and confidential manner and environment
  • Work directly with groups and communities across all aspects of programming, including:
    • Capacity building – training, workshops and mentoring
    • Community engagement and mobilization
    • Awareness raising and behaviour change
    • Psychosocial support and well-being
    • Women and girls Advocacy, leadership, voice, and solidarity building
    • Work with partners
  • With support from the Managers, ensure all aspects of programming follow best practice.

Staff Development and Support

  • Actively participate in WGPE capacity building opportunities and share learning and experiences with the wider WGPE teams, other IRC sectors and program partners

Representation and Advocacy

The Client Responsiveness and Accountability (CRA) Manager reports to the MEL Coordinator. S/he will support in the implementation of Client Responsiveness and Accountability actions under the direct supervision of MEL Coordinator, and will be responsible for day-to-day implementation of the Community Feedback and Response Mechanism, a strategic commitment in IRC Sierra Leone country program for client responsiveness. Main responsibilities are mostly related to accountability of our clients and include administrative handling of feedback and complaints, routine recordkeeping, and communication and coordination. S/he will ensure that feedback mechanisms (both proactive and reactive) are established in consultation with the communities; regularly promoted through different media and other community engagement forums. S/he will ensure clients’ feedback is regularly collected, analyzed, and responded to in timely manner. S/he will also ensure that Community Engagement and Accountability (CEA) reports are regularly generated within the agreed frequency and result areas are presented regularly during project meetings and donor reporting requirements. The position requires the ability to work closely with a multi-sectorial program team and to interact effectively with a wide variety of community members. This position is based in Bo and frequent travel to field.

  • Enter, analyze, and share consolidated client feedback data to senior management to be discussed at SMT meetings for course correction. 
  • Compile and share ideas and methods across the different sectors on how to engage with communities in two-way communication. 
  • Facilitate workshops and discussions with key staff on client engagement and accountability mechanisms. 
  • Update the client feedback registry and classify the complaints and feedback as required.
  • Monitor the concerns of clients accessing IRC services and highlight the specific needs of men, boys, women, and girls.
  • Categorize and route stakeholder feedback/complaints to responsible staff according to policies and standard operation procedures.
  • Throughout the process of intake of complaints/feedback and referrals, ensure applying protection principles for confidentiality of information and safety of beneficiaries.
  • Provide to beneficiaries’ information on third-party services available in the area.





Complaint Response Mechanism:

  • Develop and manage Complaint Response Mechanism (CRM)
  • Provide technical support to partners on implementation of CRM including review of all existing partner CRM
  • Acknowledge, receive and register feedback/complaints from clients of IRC’s assistance and the community members.
  • Ensure complaints are correctly and timely lodged into the CRM database and clients are communicated with in a dignified manner regarding their complaints/feedback
  • Support MEAL Coordinator focal point conduct quarterly survey for Complaints Satisfaction Assessment
  • Provide CRM Report on a quarterly basis to MEAL Coordinator for dissemination to SMT
  • Ensure verification of complaints registered & ensure the timely resolution of the complaints & completion of CRM database.
  • Facilitate communication with complainants about case status and decisions.

Data Management and Reporting

  • Handle entry, upload, and export of data, using designated software.
  • Organize paper and electronic records for routine reporting in timely manner.
  • Ensure confidentiality and privacy of client feedback data management in line with existing IRC policies on data protection.
  • Submit high quality monthly reports; and compile client engagement and accountability statistics.
  • Produce monthly and annual reports on CFRM data

Community Awareness and Learning

  • Coordinate and communicate with other CR team members throughout the country for sharing best practices and challenges.
  • Provide advice to M&E Coordinator on development of visual materials for dissemination among beneficiaries.
  • Ensure Feedback Mechanism briefings and information dissemination is provided on routine basis to local field staff as well as community members.
  • Support the conduct of or facilitate any required training for IRC staff and partners on Client Responsiveness

Others

  • Implement other activities, related to the objectives of Sierra Leone M&E technical support unit, as assigned by MEL Coordinator.
  • Support large or complex assessment/evaluation activities as required
  • Support implementation of rapid needs assessments in the event of emergencies

Job Requirements:

Qualifications:

  • Bachelor’s Degree in relevant fields such as human rights, international law, social sciences, statistics, or related field.
  • Minimum of four years’ experience in humanitarian contexts, implementing Community Engagement and Accountability (CEA)/Accountability to Affected Population (AAP) programs.
  • Advanced English language skills, oral and written.

Demonstrated Skills and Competencies:

  • Ability to package and communicate complex topics through written reports and presentations.
  • Excellent facilitation skills, and strong understanding of how to collect feedback safely and accurately from all members of a community regardless of their age, gender, or other diversity factors.
  • Ability to handle multiple tasks; proven self-initiative and problem-solving abilities.





Preferred experience & skills:

  • Expertise in delivering community engagement and accountability mechanisms, as well as capacity to support effective communication with communities.
  • A strong understanding of accountability and proven ability to build Client Feedback Systems

PROGRAM BACKGROUND 

Handicap International “HI” (operating as Humanity & Inclusion) is an International NGO which has been  working closely with the Government of Sierra Leone, international and national partners in the country since  1996 supporting vulnerable groups and people with disabilities. Program areas include inclusive education,  social and economic inclusion, rehabilitation, prevention of disabilities, advocacy and rights. Currently, HI is  implementing four projects for the promotion of Inclusive Education, Mental Health, Accessible and Technical  support and Protection. HI is currently in design/approval process for new projects to create a comprehensive  portfolio, in line with the implementation strategy for 2022 and onwards.

Position’s context:  

The MHPSS Technical Specialist will be working with the Touching Minds Raising Dignity project (funded by  AFD), which has been implemented in Sierra Leone from 2018 and is now starting its second four year’s  phase.

The project builds capacity of MHPSS stakeholders to enable them to provide quality services both at  community and facility level. S/he will be working in remote or slums communities to conduct monitoring and  technical supervision of actors/stakeholders trained by the project implementing partners.





The MHPSS Technical Specialist will not be involved in any team management role. He/she will be in charge  of ensuring that the project activities meet technical standards.

The Field Technical Specialist contributes within the country where he/she is based to the implementation of  the mandate and the 10 year’ strategy of Humanity & Inclusion. He/she ensures optimal quality and impact 

of the projects implemented in the country, through a delegation system with appropriate control  mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful  functioning of the global organization, through paradigm changes.

Main Activities

1. Provide technical support and capacity building for HI project staff and one implementing partner  (staffed with psychosocial counselors and clinical supervisors).

2. Carry out capacity building for health agents at national level including mental health nurses and  Community Health Officers (CHW) on MHPSS related topics.

3. Carry out mental health baseline and endline Knowledge, Attitude, Beliefs and Practice (KABP) study PROFILE SOUGHT

Qualification(s):
 Master’s degree in clinical  psychology or Bachelor’s degree  with knowledge and experience in  technical support for Mental Health  and Psychosocial Support programs  (MHPSS),  or  Master’s degree in public health  with a strong knowledge and  experience on MHPSS  Proven expertise in MHPSS

Experience (type and  amount of experience) :
 Minimum of 4 years’ experience on  projects in the field of community  or human rights based mental  health and psychosocial support   Knowledge of MHPSS framework  and references   Experience in analysis (donor  environment, geopolitics) and  ethical positioning  Experience in partnership  mobilization   Experience in research, in planning  and coordinating qualitative and  quantitative surveys, with  dissemination of results
 Experience in HI and/or the  related sector of activities is a  plus

Skills (knowledge,  abilities required for the  position, refer to skills  repository document) :
