CRS/ Sierra Leone and Program Background

Catholic Relief Service (CRS) started work in Sierra Leone in 1963 carrying out the commitment of the Catholic bishops and the Catholic community of the United States to assist the poor and vulnerable overseas. For over 57 years, CRS has been on the front lines in responding to emergencies and promoting health, education, agriculture, and urban resilience in Sierra Leone.

 

To date, the Country Program has a robust portfolio built around several major programs in Health, Agriculture, Nutrition, Education and Urban Resilience such as the USDA/McGovern Dole Food for Education and Nutrition (All Pikin for Learn) Program, Global Fund Malaria Program and COVID-19 Response Mechanism Project. In addition, the country program is working on several high-profile opportunities to improve water security in Freetown and support Freetown City Council to deliver its Transform Freetown strategy through slum regeneration.

 

Job Title:Sierra Leone Country Representative – (International Position)

Department:Country Programming

Reports To:        West Africa Regional Director

Country:CRS-Sierra Leone.

Duty Location:CRS Country Office, Freetown with travel up to 15-20%, consisting of one or two international trips per year and short trips within the country once per month.




 

Job Summary

As Country Representative you will lead, manage and advance the programming and operations objectives and the mission of Catholic Relief Services (CRS) to serve the poor and vulnerable. Your strategic leadership will enable you to advance CRS’ reputation and impact while you proactively manage security and mitigate security risks and liabilities.

 

Roles and Key Responsibilities:

  • Champion and lead the vision, mission and strategy. Lead the design of medium and long-term goals. Ensure program and operations leads coordinate their objectives in alignment with the strategy.

  • Ensure that all projects meet and exceed donor expectations and are designed and implemented for maximum impact and reach. Ensure the CRS program quality standards are adhered to per MEAL policy and procedures, are managed on time and on budget.

  • Effectively manage senior programming and operations talent and supervise. Manage team dynamics and staff well-being. Provide coaching and mentoring for HOP and Head of Operations as well as other direct reports. Strategically tailor individual development plans and complete performance assessments for direct reports. Oversee the development of staffing plans for large and complex projects and the recruitment process of senior staff.

  • Lead the development of strategic partnerships with national and international organizations that leverages resources, reputation, and expertise in line with CRS partnership principles. Ensure strong representation to key stakeholders, including Church partners, local and national government, US government and international donors.

  • Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans and ensure the updating of such plans.

  • Promote, uphold and model a commitment to the efficient use of agency and donor resources. Ensure compliance in operations functions. Provide oversight and analysis regarding monthly expenditures.

  • Lead and direct the pursuit of strategic growth opportunities, prepositioning and capture planning.

  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Promote accountability, learning and knowledge management overseeing application of the MEAL policy, as well as cross-sectoral and cross-department learning.

 

Typical Background, Experience & Requirements:

Basic Qualifications

  • Master’s degree in international development, International Relations or a related field.

  • 10 or more years’ experience managing complex relief and development programs.




 

Preferred Qualifications

  • Demonstrated experience successfully managing a variety of complex, high-value projects from multiple international donors, including USAID, USDA, BHA, the Global Fund as well as major foundations, understanding of relevant donor regulations.

  • Experience engaging partners, promoting local leadership and strengthening partnerships. Experience working with Catholic Church partners and faith-based institutions, a plus.

  • Staff management experience and abilities that are conducive to a learning environment. Experience coaching and mentoring senior program staff.

  • Experience with humanitarian response/emergency programming

  • Ability to represent the agency at high levels.

 

Knowledge, Skills and Abilities

  • Excellent strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture and ability to make sound judgment and decisions.

Summary:

Responsible for providing strategic leadership for programs and sponsorship initiatives; lead in development and implementation of strategic policies, plans and proposals, networks and partnership initiatives, tools, standards that enhance quality growth and management on all program and sponsorship activities.




 

KEY RESPONSIBILITIES AND DUTIES:

  • Strategic Planning – Leads the development of the Country Strategic Plan (CSP) and ensures LP strategic plans alignment with the CSP; Provides strategic direction, creative inputs and capacity building on alignment and integration of sponsor relations activities and life-stage based programs

  • Project Management technical support – Provides continuous technical guidance to staff and local partners on project management and oversees execution of  all programs (including sponsorship and grant-funded) applying project management approach, process and tools; Provides support to LPs in ensuring continuous program engagement with appropriate case management strategies and drives positive experiences in the participant’s transition across program models and life stages, culminating in completing an individual’s and community’s journey with ChildFund; Manages and mitigates donor and participant risks.  Decides allocation of funds (subsidy, PEF, grants, NSP) to local partners and oversees adequate use and receives reporting

  • Program Model Customization – Responsible for adapting program models to local conditions, integrating sponsorship and preparing for implementation as well as providing technical support to local partners on program models

  • Program Monitoring & Evaluation – Provides leadership for establishing monitoring, evaluation and learning systems to help measure organization’s progress towards its core outcomes, monitors programs for compliance; Oversee the design, implementation, monitoring and evaluation of quality sponsorship strategies and activities that promote participation and creativity; Revision of M&E (including sponsorship performance) data and facilitates related SMT decision-making.

  • Sponsorship Enrolment and Quota Management – Defines programmatic and sponsorship enrolment criteria to select deprived, excluded and vulnerable children, decide quota levels for partners,  oversees building of partner capacity for enrolment processes, exercise quality control on enrolments, plan for and seek global support function (as required) to support systems updates relative to country partner portfolio shifts and planning.

  • Sponsor administration and Donor management – Oversees adequate flow of sponsorship documentation and information from/to local partners and sponsors and donors. Assures compliance with donor requirements and provides quality and timely reporting (grants, NSP); Gifts in kind delivery and management in support of program.

  • Advocacy, partnership and external networking: Proactive external engagement to build identify, build and nurture new and existing partner relationships to enhance program and sponsorship execution and processes for increased impact and quality. Engagement with governmental and non-governmental partners to promote advocacy agenda. Engages with ChildFund Alliance members to build support for country programs and address sponsorship issues.

  • Knowledge management, learning and collaboration – Facilitates collaboration among countries (including sharing of staff resources), documentation,  learning and sharing and promoting further standardization on program delivery, grants and sponsorship execution; Documents & disseminates best program practices in order to promote program quality and learning; identifies needs and organizes relevant training in collaboration with HR Office for staff capacity building. Develop and/or ensure your teams develop learning and knowledge products that meet standards and enable organization-wide learning and sharing by documenting approaches, project and program designs and lessons, case studies and other knowledge products. Seek and leverage existing knowledge products in order to increase efficiency and effectiveness and ensure your teams do as well.

Qualifications and Experience:

Required

  • Demonstration of knowledge of program design; grant acquisition and management; providing oversight and accountability for large funded programs; resource stewardship, and cross functional coordination.

  • At least 10 years of demonstrated work experience in program management, child development or other relevant area, preferably in an international not-for-profit environment.

  • Experience and understanding of community and family care issues.

  • Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues.

  • Conflict management and ability to pragmatically solve problems, plan a course of action using analytical, conceptual, strategic and forward-thinking abilities to achieve an effective resolution

Qualifications and Experience

Degree in Development Studies, Social Science or related field.

A post graduate qualification in Monitoring and Evaluation is required.

 

At least five (5) years Development working experience in an INGO setting, with at least two (2) of the 5 years being field experience managing Monitoring and Evaluation work.

Experience in project cycle management

 

Practical, hands-on skills in managing a monitoring and Evaluation system including its review, tools development, and Information management.




 

Thorough understanding and experience in quantitative and qualitative data collection methods, including sampling, survey design, data analysis, and application of these methods to project monitoring and evaluation standards.

Experience in at least two M&E design frameworks (Logical frameworks, Theory of Change, or Outcome Mapping);

Job Summary

As a member of the McGovern-Dole International Food for Education and Child Nutrition project-All Pikin For Learn IV (APFL IV) and Lan 4 U Future project team, you will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.




Roles and Key Responsibilities:

  • Oversee all CRS project activities in their area of work and lead community engagement effort for sustainability

  • Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

BACKGROUND

The CRADLE VSA Programme is a Ministry of Health and Sanitation maternal health initiative supported by King’s College London and Welbodi Partnership providing novel vital signs devices and emergency obstetric triage training in all facilities providing maternal healthcare across all districts in Sierra Leone (www.cradletrial.org) to improve obstetric care, ensure timely referrals and reduce maternal mortality. As part of the second Phase of the national rollout, the programme will be targeting the districts of Tonkolili, Koinadugu, Kono, Kailahun, Bonthe, Moyamba, Karene and Falaba and be collecting more detailed data on clinical health outcomes at both PHU and hospital facility level.





The District CRADLE Data Collector will work in the district under the guidance and supervision of the Welbodi Monitoring, Evaluation and Learning (MEL) Manager and Welbodi Programme Manager, reporting important feedback on the programme’s field research activities. The post holder will be leading data collection, data inputting, field reporting and other research activities required for the programme. He/She will be representing the programme in the district and ensuring respectful and professional engagement with medical professionals from the District Health Management Team, Hospitals and PHUs, as well as local authorities, community chiefs and pregnant women. Based in her/his district, this role will require frequent travel to and days to be spent in the field in PHUs in remote Chiefdoms. Candidates are required to have an in depth knowledge of the Sierra Leone healthcare system and their target district, including stakeholder and community dynamics. All research data collection methods should ensure that data is valid, reliable and credible, and in line with ethical approvals.

TASKS & RESPONSIBILTIES

The CRADLE District Data Collector will be responsible for the day-to-day delivery of the CRADLE district research and data collection activities by:

▪ Identifying, establishing and maintaining strong contact with medical professionals from the District Health Management Team, Hospitals and PHUs

▪ Collecting clinical data from the DHMT, hospitals and PHUs, as well as routinely collected ministry data through effective communication, diplomacy and respect with partners ▪ Seeking out respondents who fit the suggested profiles in assigned locations and collecting data based on questionnaires developed and supplied by the programme

▪ Collecting, gathering and accurately recording responses on questionnaires & research forms

• QUALIFICATIONS:

o Experience in health service delivery, research or Non-Governmental Organisation project implementation in Sierra Leone

2.) Director of Programme Development & Quality

 

Job functions Summary:

The Director of Programme Development & Quality shall act on behalf of Street Child of Sierra Leone (SCoSL) to provide Leadership and Management of programme development and quality assurance at SCoSL. This role will oversee the continuous development and improvement of SCoSL programming as well as leading on business development and ensuring sound MEL systems. This role will drive the overall quality of SCoSL programming and establish sustainable funding streams for its programming.

 Key Tasks and Responsibilities:

  • Assume overall responsibility within SCoSL for the programme development process, ensuring that SCoSL is continuously improving our education initiatives and incorporating these into new proposals

  • Proactively engage with partners and key stakeholders in Sierra Leone to raise SCoSL’s profile as a national NGO

  • Line manage Head of Operations (x2) to ensure that Family Business Support (FBS), Teaching at the Right Level (TaRL), and Income Generating Initiative (IGI) aspect of programming is delivered on time and to a high standard, as well as working to ensure continuous improvements and developments of these initiatives

  • Line manages the MEL Manager to ensure that all necessary project data is being collected in a timely and accurate fashion and that data is analyzed and learnings are disseminated across the team and incorporated into projects

  • Ensure all directly managed staff are receiving effective and regular performance management

  • Provide additional support (when requested) on programme delivery & donor reporting

  • As a member of the Senior Management Team (SMT), attend all SMT meetings and take an active role in contributing to the leadership team

3.) Administration & Logistics Coordinator

 

Job functions Summary:

The Admin & Logistics Coordinator shall act on behalf of Street Child of Sierra Leone (SCoSL) to provide leadership on a broad range of procurement management services across the entire organisation as requested by SCoSL to facilitate the smooth implementation of projects. The Admin & Logistics Coordinator will ensure all procurements activities are conducted in strict compliance with the principles, rules, and procedures set out in the SCoSL Procurement Guidelines. S/he will co-ordinate with all SCoSL staff, especially logistics, procurement committee, end users and project managers, to ensure a rapid and timely delivery of project inputs. S/he will need to ensure supervision, monitoring and management of the procurement function from the inception through to the end. The Admin & Logistics Coordinator would lead, give advice and support SCoSL management on supplier and contract management matters including quality, price analysis, evaluation and monitoring, sourcing strategy, market trends, assets management and disposal of redundant assets.

 Key Tasks and Responsibilities:

  • Oversee the management of the vehicle fleet, ensuring monthly reviews of all vehicle logs, key vehicle documentation is up to date and in place and that policies and procedures are being adhered to

  • Ensure all vehicle maintenance is carried out when required and in a timely fashion

  • Act as the lead on vehicle movements, ensuring that all vehicle movements are planned and agreed with both staff and drivers in advance

  • Line manage all SCoSL drivers to ensure that their performance is appropriately monitored and that safety standards are upheld

  • Oversee the storage of all supplies and materials, ensuring that they are kept securely and that their usage is recorded and monitored

BACKGROUND The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The IRC has worked in Sierra Leone since 1999. The IRC currently programs across three core sectors:

We seek to build upon our programming experience and introduce new programs that are adaptive, collaborative and evidence-driven, leading to a more educated, safe, healthy and empowered Sierra Leone.

SCOPE OF WORK The Partnerships Coordinator will assist the international Senior Grants Coordinator in managing the IRC Sierra Leone partner portfolio across all stages of the grant cycle. This is a national position is based in Freetown with trips to field sites. The Partnerships Coordinator will act as the focal point for IRC Sierra Leone partners and will lead the implementation and mainstreaming of the organization’s partnership principles and Partnership Excellence for Equality and Results System (PEERS). This role will work closely with the Grants Coordinator, Senior Administration Officer for Grants, and Grants Fellow to ensure the effective management of IRC’s grants, focusing specifically on those implemented in consortia, and will also work collaboratively with the IRC Sierra Leone’s Senior Management Team, technical coordinators, measurement team, finance, supply chain, and operations teams, and the IRC regional grants and programme development teams.





Main Responsibilities: Partnership and Sub-Award Management Prepare sub-award agreements and amendments as needed, and coordinate the IRC internal review process of all sub-award documentation at country and head office levels. Coordinate with partners the development and revision of partners’ budgets, as required by the donor and/or the IRC. Facilitate grant management meetings with partners, namely start-up, implementation and close-out meetings, where the IRC is the lead organisation. Represent the IRC at grant management meetings facilitated by partner organisations for grants in which the IRC is the sub-awardee. Be responsible for ensuring partner monitoring visits are conducted by the IRC technical and finance teams, in line with partner contracts, special conditions, and due diligence commitments and processes. Where required, participate in partnership monitoring visits, including to field offices, to assess partners’ performance and compliance against their partnership agreement conditions, donor regulations, overall programme plans, and the IRC’s PEERS. This includes leading on tools development, preparing schedules with relevant staff and partners, coordinating inputs ahead of review meetings, ensuring that the IRC commitments to the donor are met, and working closely with programme and finance staff to ensure that partnerships’ monitoring schedules are rigorously followed and supporting documentation is prepared for review. Communicate effectively with partners regarding donor and IRC requests and requirements. Coordinate internally to respond to partner requests and requirements. Promote an atmosphere of mutual respect and development among partners, including facilitating information sharing between partners and establishing relationships based on the IRC partnership principles. In the event of partner issues, work closely with the Senior Grants Coordinator to agree the appropriate progressive corrective action, assisting in alerting partners’ Senior Management Teams/Boards and the IRC Ethics and Compliance Unit, as required. This includes promptly reporting any suspicion or ascertained case of violation of Do Not Harm and Child Safeguarding requirements that may arise from partnerships/sub-awards reviews meeting and/or monitoring visits. Ensure that all internal partner processes as outlined by PEERS and OTIS are followed. Be the primary point person for all partnership issues, recipient of partner reporting which includes facilitating internal reviews (for narrative and financial reports). Primary point person for partnership in IRC Sierra Leone and the voice of the partners in the office. Support the Senior Grants Coordinator with any other tasks and responsibilities when and where required in relation to partnership management. Backstop relevant Grants staff where required and take on additional responsibilities as requested by the Senior Grants Coordinator. Business Development and Strategy Under the supervision and support of the Senior Grants Coordinator, support the implementation of IRC’s partnership strategy, as part of the organisation’s Strategy100 (new strategic plan). Support business development processes, in particular through partner identification and mapping. Develop and process Pre-Teaming and Teaming Agreements with partners. Support partner communications during proposal development processes and ensure that the IRC’s partnership processes for proposal development are adhered to, including compliance requirements and ensuring supporting documentation is filed and submitted to head office. Develop processes and tools to monitor partner performance against set indicators in line with IRC’s principles and way of working. Lead the IRC Sierra Leone’s Partnership Working Group. Partner Capacity Building Lead the assessment process of new IRC Sierra Leone partners and re-assessments of existing partners as per PEERS policies. Develop and/or review the capacity building and development plans of partners, based on the pre-award assessment result, and ensure that capacity building and development plans are tailored, targeted, and responsive to partners’ organizational needs and priorities and donor priorities and funding availability. Design tools and create systems to effectively monitor progress made against partner capacity building plans and to support partners in their organizational development. Review partner capacity building plans and support their execution in a timely manner. Information Management & Communication





Ensure all IRC partner files are maintained and filed on IRC Box system and in line with the set archiving system. Ensure all sub-awards are updated and maintained on IRC’s Opportunity Tracking and Implementation System (OTIS). Contribute to collating lessons learned in relation to partnership and disseminate these within the IRC to support the organisation’s partnership processes, ways of working, strategy, and direction. Collaborate with the measurement team on data inputs by partners.

Minimum Qualifications

Job Requirements: Bachelor’s degree in International Development, Social Science, Project Management, Organisational Development or related field. 3-5 years of relevant programme and/or grant management experience. Demonstrable experience working with national and international partners, including but not limited to non-governmental organisations, government actors, and private sector entities. Experience working in consortia is desirable. Excellent oral and written communication skills and ability to adapt language and tone to different audiences and needs. Demonstrated interpersonal skills, sound judgment, planning, team working, and facilitation skills. Experience in financial management and working with budgets. Prior knowledge of donor regulations (UNICEF, USAID, EU, FCDO, Irish Aid) and sound understanding of implementation and management of different donor compliance requirements in the context of partnership. Strong organisational and time management skills. Ability to juggle competing priorities, meet demanding deadlines, and work under pressure. Keen learner, proactive, and solution-oriented. Sound understanding and use of Microsoft Office Suite. Flexibility to adapt to changing requirements. IRC experience is an asset.
