GIZ GmbH is supporting the Ministry of Planning and Economic Development of the Government of Sierra Leone in the implementation of the Employment Promotion Programme (EPP). Senior Private Sector Officer (SPSO)

Willingness and ability to work in remote areas of Sierra Leone (exclusion criterium).

University degree in economics or closely related fields (exclusion criterium).

At least 7 years of relevant professional experience in the field of private sector support (max. 20 points).

Comprehensive knowledge and very good practical applicability of modern electronic data processing (max. 15 points).

Experience in technical management of staff (max. 15 points).

Comprehensive knowledge of effective methods to advance entrepreneurs/enterprises through training and financial support (max. 15 points).

Experience in responsibly steering mid-size interventions of SME support (max 15 points).

Knowledge and practical experience of the SME Business & Coaching Loop approach of GIZ (max 10 points).

Deep understanding of the micro finance sector in Sierra Leone (max 10 points).

The staff member reports directly to the International Programme Coordinator. He/she will be solely responsible for the development and successful implementation of the SME Business & Coaching Loop (basic, advanced and for illiterate) and the Microfinance activities of the Private Sector Development (PSD) Department. He/she will be responsible to participate in planning and designing as part of the small PSD team and will be responsible for tracking activities and quality control. Some of the team members he/she will co-instruct are based in the implementation areas.

The duty station is Freetown.

Besides the central task of managing the implementation of the SME Business & Coaching Loop for over a thousand entrepreneurs in cooperation with MTI, SMEDA, SLCCIA and service providers, the organisation and control of the allocation and proper use of 1500 micro-grants and 1500 micro-loans is one of the main tasks. The target group consists primarily of rural small businesses with growth potentials operating under different difficulties in obtaining loans.

Special attention is given to the successful extension and adaptation of the SME Business & Coaching Loop concept for further target groups. Activities have already been launched in the direction of “training for advanced businesses” and for “entrepreneurs who cannot read and write”

It is intended to fill both positions in tandem with experienced GIZ staff for a period of time in order to enable optimal familiarization and comprehensive knowledge transfer.

1.) Technical Advisor – Training and Capacity Lead

 

Job Location: Freetown, Sierra Leone

Reports to: Global Reach Country Lead

Supervises: Senior Technical Officers, Technical Officers 

 

Position Overview:

The Technical Advisor- Training and Capacity Lead will serve as the lead technical advisor for all Global Reach II Project’s trainings and capacity building activities across the project and will also offer technical support to various HIV programming areas.  The position will provide technical leadership and project oversight in the areas of building capacity of national and district leaders, developing project staff training and mentorship approaches, designing health care worker/community health volunteer (HCW/CHW) training and capacity building approaches in HIV service provision include HTS (including index testing), PrEP, Care and Treatment, Linkage to Care, Counseling, NIMART, TB,  Quality Improvement/Quality Assurance (QI/QA), KP friendly services, digital health systems, networks of care, community led monitoring, laboratory, and data quality and use as it relates to comprehensive HIV programming.   S/he will work with the Global Reach II Country Lead and the Project Team to ensure that KP friendly HIV programming is implemented to meet the PEPFAR requirements with a focus on building and sustaining quality HIV programming across the district and national government structures, and local CSOs. The Technical Advisor- Training and Capacity Lead will also provide technical assistance at the National level ensuring ongoing capacity and expertise is built within the existing MOH/NACP structures in the areas of HIV service provision, QI/QA, laboratory, TB, community led monitoring, leadership and management and data quality and use for sustainability.

 

Duties and Responsibilities:

  • Provides technical oversight, strategic direction and definition of appropriate project activities with a focus on capacity building health care workers, community health workers and local and national level government authorities.

  • Supports implementation of a system to ensure capacity and technical quality of trained health care workers, managers and supervisors to ensure high quality provision of comprehensive HIV services across the continuum of care

  • Develops and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of PEPFAR, HRSA and Sierra Leone

  • Provides mentoring and capacity building at the individual, facility, district, regional and national levels in specific areas of expertise including but not limited to:




Strengthening relevant departments of the MOH to plan, lead and oversee training of MOH staff to become effective leaders and managers of training and mentorship processes.

  • Advocating with MOH to design, refine and facilitate HIV trainings using innovative, cost efficient and effective training/learning approaches.

  • Working closely with stakeholders to strengthen national HIV training packages/systems including supplementary trainings such as leadership and management, quality assurance/quality improvement, data quality and use,

  • Leads the formulation of innovative approaches for sustained capacity and scale up of targeted HCW/CHW/volunteer capacity building HIV service provision, QI/QA in HIV prevention, care, and treatment as it relates to HIV across the continuum of care, laboratoryand data quality and use services

  • Documents successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested

  • Documents and maintains an inventory of successful tools and approaches for targeted HCW/CHW capacity building in HIV service provision, QI/QA, data quality and use and HIV services across the continuumto inform adjustments in project implementation

  • Authors/co-authors abstracts, presentations, and articles for journals and conferences

Required Qualifications:

  •  Health Degree (doctor or nursing) required, and Master of Public Health preferred

  • At least 2-3 years’ experience implementing and/or providing technical assistance in HCW/CHW capacity building, specifically in QI/QA and HIV prevention, treatment, and care

  • Demonstrated experience providing capacity building assistance at individual and organizational levels

  • Skilled in at least two or more of the following technical areas: strengthening service delivery projects; training; pre-service or in-service education; performance and quality improvement; monitoring and evaluation

  • Demonstrated experience with a mix of practical technical skills in QI/QA initiatives and standardization for HIV prevention, treatment, and care at the regional, national, clinical and community-level

  • Demonstrated in-depth understanding ofSierra Leone healthcare system, particularly the public health system, experience living and working in Sierra Leone preferred

2.) Technical Advisor – HIV Testing Services (HTS) & Prevention Lead

 

Job Location: Port Loko, Sierra Leone

Reports to: Global Reach Country Lead 

 

Position Overview:

The Technical Advisor – HTS and Prevention Lead will serve as the lead technical advisor for HTS and prevention activities (including PrEP) under the Global Reach II Project’s HIV programming but will also offer technical support to care and treatment, laboratory support, PMTCT, key population and paediatric HIV care programming as needed. S/he will lead the design and oversee the implementation of culturally-appropriate, and KP friendly HTS and prevention programming across the 95-95-95 treatment cascade at the national and district level to support national and district led efforts toward epidemic control. The Technical Advisor-HTS and Prevention Lead will oversee the GRII team that will be based in Port Loko providing overall oversight, managerial and leadership support to this team.

 

The position will provide technical guidance and assistance to the National AIDS Control Program, DHMTs, CSOs, Drop-in Centers (DICs), project supported health facilities alongside other partners and stakeholders in Sierra Leone. S/he will work with the Global Reach II Country Lead and the Project Team to ensure that comprehensive HIV prevention, care and treatment programming with a focus on building and sustaining quality HIV programming across the district and national government structures, and local CSOs. The Technical Advisor- HTS and Prevention Lead will also work closely with the National AIDS Control Program (NACP) and National HIV/AIDS Secretariat (NAS), cooperating partners and other stakeholders in the areas of HIV/AIDS prevention, care and treatment to support the implementation of national level health policies and strategies in relation to HIV-programming with a focus on key populations. S/he will promote and ensure proper integration of HIV programming activities with other activities such as TB screening and prevention.

 

Duties and Responsibilities:

  • Leads Global Reach II’s HTS and prevention portfolio (including PrEP), collaborating with the NACP, NAS, implementing partners, CSOs and other key stakeholders

  • Supports the Global Reach Project Lead in establishing relationships and working closely with senior level counterparts in the MOH/NACP and other government and non-governmental partners to advance HIV HTS and Prevention for KP in the implementation focal districts and the health facilities and drop-in centers.

S/he will lead the design and oversee the implementation of culturally-appropriate, and KP friendly care and treatment programming across the 95-95-95 treatment cascade at the national and district level to support national and district led efforts towards epidemic control.

 

The position will provide technical guidance and assistance to the National AIDS Control Program, DHMTs, CSOs, Drop-in Centers (DICs), and project supported health facilities in collaboration with other partners and stakeholders in Sierra Leone.   • Leads design and implementation of strategies to support treatment continuation for targeted key populations meeting their needs

Position Overview:

The Technical Advisor – Key Populations (KP) Lead will serve as the lead Technical Advisor for KP activities under the Global Reach II Project’s HIV programming but will also offer technical support to HTS, HIV prevention, laboratory support, PMTCT, and pediatric HIV programming as needed.  S/he will lead design and oversee implementation of culturally-appropriate, and KP friendly programming across the 95-95-95 treatment cascade at the national and district levels to support national and district led efforts towards epidemic control.

 

The position will also provide strategic thinking, technical assistance and support to the National AIDS Control Program driving KP policy, guidance, advocacy and operationalization of KP focused HIV programming at the national level. S/he will work with the Global Reach II Country Lead and the Project Team to ensure that KP friendly HIV programming is implemented to meet the PEPFAR requirements with a focus on building and sustaining quality HIV programming across the district and national government structures, and local CSOs. The Technical Advisor – KP lead will provide technical guidance, monitoring and technical assistance to the DHMTs, CSOs, RHIV/ AIDS care and treatment partners, and other KP-focused stakeholders in Sierra Leone. S/he will work with the Technical Advisors, Sr Technical Officers and Technical Officers to ensure that KP friendly and focused approaches are comprehensive integrated within the HIV program so that KP focused services are built and sustained across the local and national government structures, and local CSOs. The Advisor will also work closely with the National AIDS Control Program (NACP), National AIDS Secretariat, UNAID and cooperating partners and other stakeholders in the areas of KP policy and guidance development to support HIV/AIDS KP programming. S/he will promote and ensure proper integration of HIV and other health services with other activities particularly those related to KP focused needs.  The Technical Advisor- KP Lead will work engage and work closely with KP CSOs and the project support KP advisory group to ensure KPs voices and desires are heard and integrated into HIV programming at national, district and site level. The Technical Advisor- KP Lead will work closely with KP stakeholders to ensure community led monitoring includes KP members and their feedback is integrated into the larger CLM approaches.

 

Duties and Responsibilities:

  • Leads GRII Project’s KP focused HIV portfolio, collaborating with the NACP NAS, UNAIDs and other implementing partners, CSOs and other key stakeholders

  • Supports the National AIDS Control Program in establishing the KP Advisor Group and having an active KP TWG.

  • Works closely with senior level counterparts in the NACP and other government and non-governmental partners to advance HIV programming designed for KPs at National level.

  • Leads the operationalization of the National Guidelines for Comprehensive Package of HIV Interventions for the GRII Project

  • Advocates and designs differentiated service delivery models for KPs at health facilities and DICs  and explore, with the NACP and DHMTs, the development of KP centers of excellence at select health facilities

  • Advises on the design, piloting and implementation of various biomedical interventions including HIV Self Testing, PrEP provision, index partner testing and DIC HIV interventions

  • Represents GRII Project in national and international technical, policy, management and strategic working groups and other platforms

One (1) Sr Technical Officer position will be KP focused will closely with the KP Technical Advisor on KP friendly programming.

7.) Laboratory Advisor

 

Job Location: Freetown, Sierra Leone

Reports to: GRII Country Lead

 

Position Overview:

The Laboratory (Lab) Advisor will work closely with the Global Reach II Country Lead to provide technical assistance, oversight and strategic direction for GRIIs lab strengthening approaches to support a PEPFAR funded comprehensive HIV program in Sierra Leone.

 

The primary responsibility of the Lab Technical Advisor will be to strengthen the specific laboratory systems (National, select District and facility level labs), lab capacity and quality improvement approaches with a focus on HIV specific lab services (e.g. TB, biochemistry and viral load testing).  The Lab Advisor will work closely with the NACP’s Laboratory QA Advisor and the Public Health and Clinical Laboratory teams to strengthen the clinical laboratory systems to support high quality laboratory services to meet PEPFAR minimum requirements and the national HIV guidelines and standards.  The Lab Advisor will be the primary technical lead for Lab Services as part of the GRII HIV project and ensure that the project meets required PEPFAR targets related to laboratory testing, including viral load testing requirements. The laboratory advisor will work with the clinical and public health lab teams and the NACP Lab QA advisor to develop long term, sustainable solutions for laboratory services that support HIV programming including sample logistics/transport, QI/QA systems, forecasting and quantification of laboratory commodities and equipment needs, equipment oversight and maintenance, electronic results and tracking, data entry, use and data for decision making, training and mentorship of laboratory personnel.

 

Duties and Responsibilities:

    • Conducts site assessment and develop action plans outlining support required for select laboratories to meet the standards required for PEPFAR HIV program implementation

    • Offers technical leadership in creating and strengthening laboratory management at facility, district and national levels and ensuring there is seamless implementation of activities leading to improved health outcomes

    • Provides guidance to public and clinical laboratory teams for developing and maintaining key HIV laboratory systems and services including use of data to identify priority technical areas of support.

    • Promotes the use of best laboratory practices in the PEPFAR focal districts, including infectious diseases and quality assurance/improvement

1.) Prevention Program Manager

 

JOB SUMMARY

The role of the Program Manager is to manage two grants from one donor, addressing child trafficking  in Sierra Leone. This person will lead a team of people with a kind, compassionate, and professional  approach. They will develop relationships within specified communities where WHI is working,  including community leaders at the chiefdom and district level, and at the national level. They will  liaise regularly with the donor, to communicate about the progress of the project and will closely  monitor the budget to ensure that it is spent well. They will be responsible for overseeing activity  plans of staff, helping to ensure that activities are done on time and will also write clear donor reports.

– Representing WHI with stakeholders with regards to child protection, especially human  trafficking

2.) Field Officer

 

JOB SUMMARY

The role of the Field Officer is to empower people with a kind, compassionate, and professional approach. The Field Officer will develop relationships within specified communities where WHI is working, especially with community leaders at the chiefdom and district level. They will offer training for people in communities and make referrals to appropriate support services if they identify people

facing abuse. They will liaise with schools and Child Welfare Committees and WHI-created Village Parent Groups, where applicable, to increase the level of support and protection within the community.

Job Summary 

You will provide technical oversight and lead the development and implementation of the Country Program  (CP) urban resilience programming, particularly for large and complex projects, ensuring effective systems  and processes are in place that support high-quality program design and implementation advancing Catholic  Relief Services’ (CRS) work in serving the poor and vulnerable. Your technical, leadership, management and  knowledge will ensure that the CP delivers high-quality programming and continuously works towards  improving the impact of its urban resilience programming. This role will oversee programme development  and implementation in several urban resilience subsectors including urban health, slum regeneration and  relocation, water security, sanitation and hygiene promotion, urban malaria, solid waste management,  disaster response, preparedness and mitigation, and disaster risk reduction.

  • Oversee the slum regeneration consortium led by CRS in partnership with AAH, GOAL, Concern  Worldwide and CARE International. Support coordination of the consortium, donor engagement, and  program development activities.
  • Represent CRS at all platforms related to urban resilience with government, private sector and civil  society engagement
  • Produce and review documentation related to urban resilience to facilitate growth and investment in  high-quality interventions to transform Freetown and other urban areas in Sierra Leone
  • Oversee technical assistance and capacity strengthening activities in urban resilience for staff and  partner organizations to enhance program quality and impact.

  • At least 5 years working in the area of urban resilience, with preferably a minimum of 7 years’  experience in relevant field-based project management experience.
  • Direct experience managing initiatives, programs and projects related to slum regeneration, waste  management, DRR, WASH and water security
  • Experience in managing moderately complex projects preferably with an international NGO.

Job Summary: 

You will help coordinate and contribute to the implementation of the Country Program’s (CP’s) accounting  systems, policies and procedures in compliance with CRS’ established accounting standards, Generally  Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support  high-quality programs serving the poor and vulnerable. You will efficiently perform accounting services  through documenting financial transactions by compiling, analyzing, and verifying account information;  preparing account entries; and delivering financial reporting services.

Job Responsibilities: 

Roles and Key Responsibilities: 

  • Review and validate supporting documentation before processing of financial transactions to ensure  all required documents are accurate and complete and authorizations are in place.

o Review accuracy of POET coding for processing financial transactions for assigned accounts in  Insight.

  • Ensure setup and maintenance of all data required for processing financial transactions for assigned  accounts in Insight financial accounting package.
  • Record financial transactions following appropriate authorizations. Review and analyze various  accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and  adjustments, as necessary.
  • Monitor disbursement/receipt schedules, alert relevant staff of due payments/liquidations, and  maintain appropriate communication and follow-up to facilitate timeliness of financial resource  management.
  • Prepare various, periodic and ad hoc financial reports, as needed, and perform variance analyses to  assist with decision-making and proper management of financial resources.

o Prepare Bank Reconciliation statements for Freetown and Kabala Sub-Offices. Ensure proper  follow up and clearing of outstanding unreconciling items in a timely manner in accordance with  policy.

o Serve as back-up to the Deputy Finance Manager for the preparation of FLCAT and ensure  Severance is printed and approved monthly.

o Provide relevant support for month and year-end close process.

o Prepare Quarterly Cash Forecast

  • Provide information to subrecipients and staff on financial accounting policies and procedural  compliance issues and contribute to capacity strengthening.
  • Perform assigned treasury (cash payment/receipt, cash forecast, etc.) duties, as long as segregation  of duties is ensured.

Basic Qualifications

Opportunity Summary

The USAID-funded VectorLink Task Order (TO) 1 Project supports the President’s Malaria Initiative (PMI) , as well as USAID Missions and Bureaus with malaria programs outside the PMI focus countries, in planning and implementing IRS programs with the overall goal of reducing the burden of malaria in Africa by enhancing USAID’s ability to implement IRS programs on the ground through cost-effective commodities procurement and logistics systems, access to technical expertise, and implementation of IRS in countries affected by malaria.





Under the supervision of the US-based Technical Program Manager, the Chief of Party manages, and supervises the successful implementation of the Vector Control TO1 Project , and acts as the primary liaison between the project and the local USAID mission, the National Malaria Control Program (NMCP), other government agencies completing malaria control activities, and various other malaria stakeholders in-country. The COP is required to provide overall strategic direction, operations management, technical leadership, and financial and administrative compliance for all project activities to assure IRS campaigns meet desired outcomes, are completed on-time, and within budget.

Responsibilities Include

  • Represents Abt Associates and the VC TO1 Project to the PMI Advisor of the USAID Mission, the Ministry of Health, the NMCP, and other key stakeholders.
  • Carries full authority and accountability for project decisions, as delegated by the US-based Project Director.
  • Sets and pursues a results-oriented program strategy in coordination with the project team and in consultation with USAID, other partners and stakeholders.
  • Leads the development and production of all deliverables, including annual country work plans, semi-annual reports, and End-of-Spray reports.
  • Ensures that all country planning activities, spray operations, technical compliance measures, and other deliverables are achieved in a timely manner.
  • Develops a capacity-building plan for transferring IRS knowledge and skills to local institutions, and develops important connections for assuring an increased role of local institutions in IRS campaign planning, implementation, and monitoring.
  • Ensures that gender initiatives increase the participation of women at all levels and in all aspects of IRS programming, and ensure their safety.
  • Supervises and mentors the Operations Manager, Technical Manager, Finance and Administrative Manager, and others as needed.
  • Ensures that staff, team members and consultants understand their roles and responsibilities and comply with contract requirements, USAID and Abt policies and procedures.
  • Oversees the development and timely implementation of monitoring plans for all project activities and ensures that data required for USAID performance benchmarks and results frameworks are produced.

Preferred Qualifications

  • Master Degree (minimum), or a Doctorate Degree (desirable), in Public Health/Health Administration (or other relevant health specialization) or Business Administration. Candidates with Medical Degrees are also desirable.
  • 15 years of relevant international health experience, including significant experience in the area of malaria prevention and control.
  • Experience in the geographic/cultural region of the project is preferred.
  • At least 5 years of senior project management experience in large international health projects/programs.
  • Demonstrated leadership in management skills and ability to lead and motivate multidisciplinary, multicultural teams, ranging from 10 to 30 employees.
  • Experience managing a fast paced, results-oriented, deadline-driven project.
  • Significant ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners.

RTI International’s Global Health Division is currently accepting applications for a Chief of Party (COP) for an anticipated USAID-funded Integrated Activity (IHA) in Sierra Leone. The new project will support Government of Sierra Leone’s efforts to prevent child and maternal deaths, combat infectious disease threat, improve integrated health service delivery and strengthen the health system. The COP will have primary responsibility for the overall strategic leadership and oversight of the activity. Responsibilities

  • Bear ultimate responsibility for all project management and operations, including financial management, cost control, sub recipient management, performance monitoring, financial reporting, and client relations.
  • Serve as RTI’s project liaison to USAID, host government counterparts, local organizations, other stakeholders, and program partners.

Minimum Qualifications

  • Master’s degree or equivalent in public health, business administration, or other field directly related to the activity’s focus. PhD/MD preferred.
  • Minimum of 12 years of experience working in healthcare systems delivery and reform, primary and/or public health, health governance, health financing.
  • Minimum of 8 years of experience managing large, complex health systems strengthening projects in Malaria control and Reproductive, Maternal, Newborn and Child Health (preferably in Sierra Leone and West Africa)

Position Overview

PIH is embarking on an ambitious primary care program of work, with support from an institutional donor through a multi-year large grant. The Senior Grant Specialist, Primary Care Expansion will be responsible for all aspects of grants management for this grant, including ensuring compliance, expenditure reporting, expenditure planning, internal controls, and management of audits. This person will work to PIH-Sierra Leone’s Grants Manager and will work very closely with the project’s Finance Manager, Senior Project Manager and Procurement Associate, as well as PIH’s Boston-based Compliance & Grants Management team. This person will travel frequently throughout Sierra Leone to ensure compliance with all aspects of this program, and will work with Ministry of Health and Sanitation counterparts as needed. This person will also oversee sub-granting relationships and associated work. The individual will have a track record in successful management of donor-funded programs, and will be highly diligent, accountable and able to build relationships within a cross-functional team.

Essential Duties and Responsibilities:

Financial management and reporting

Complete monthly, quarterly and annual expenditure reports against agreed donor budget for the grant, running reports against PIH financial system, and working closely with donor and other partners to provide required financial information in the right formats as needed

Conduct budget versus actual analyses and spending forecasts. Communicate variances to Senior Project Manager and provide recommendations in line with donor budget and regulations

Review monthly expenses and salaries to ensure proper allocation to the grant

Support finance team on proper financial management of grant funds including support for expense coding, collection of appropriate audit documentation, and data entry in PIH’s financial accounting software.

Act as the primary contact for any donor audit or compliance visit

Assist with reforecast budgeting processes

Support other reporting for the grant as required by Senior Project Manager or donor

Budget development

Lead budgeting processes including annual budgets, re-budgeting and communicating the grant budget to PIH staff





Ensure budgets are fully costed and structured in a way that lends itself to straightforward compliance.

Grant management & reporting

Work closely with Sierra Leone and Boston staff inside and outside the project to ensure full procedural compliance with grant agreement

Establish required systems for grant management and provide training and technical assistance to project teams as needed

Independently track all deliverable dates and collaborate with program managers and MEQ team to compile programmatic information and data for routine reporting, both internal and external

Lead budget revisions, funding requests, or other requests to donors during the lifetime of a grant

Proactively identify potential challenges and initiate or recommend corrective action.

Ensure accurate and timely record keeping that is aligned with donor preferences, expectations, and requirements.

Lead preparation of any PIH-driven and review of any other MOU, contract, or other dually signed agreement, including facilitating review by PIH-SL senior leadership team and Boston legal team. Serve as focal person for all compliance items for this grant, and liaise with others to interpret applicable regulations and translate into operational policies as needed.

Compliance

Advise on proper procurement procedures, in line with donor guidance and PIH policies.

Advise on required HR processes and contracts given donor restrictions and project timelines.

Assist with tracking of grant assets and inventory including coordination of asset disposal and expensing shared operation costs.

Monitor branding and marking requirements and advise operations and programs teams to ensure full compliance.

Liaise between various teams in country and Boston to support completion of grant activities.

Provide trainings on grant management and compliance best practices for staff at all levels.

Support department heads to strengthen organizational systems and controls, providing trainings as needed.





Sub-grantee management

Support identification, contracting and management of any sub-grantees, including developing MOUs, in partnership with Boston Legal team, developing reporting templates and systems, and reviewing and signing off reports prior to sub-grant payments

Build a strong relationship based on mutual trust with sub-grantee partners

Miscellaneous

Support Policy & Partnerships leadership, Grants Manager and Senior Project Manager with other priority tasks and special projects as needed, including writing, editing, and presentation support

Qualifications

A minimum of five years relevant work experience, with at least 3 years of experience in grants management or administration, including budget management

Experience working on a donor-funded project with a high compliance donor, such as USAID, US CDC, FCDO, Global Fund, EU, World Bank, Global Affairs Canada, or similar donor

Bachelor’s degree or an additional 3 years of work experience

1.) Senior Program Manager

 

Position Overview

PIH-Sierra Leone is further strengthening our partnership with Ministry of Health and Sanitation, to scale our health systems strengthening model across a wider geographical area in Sierra Leone, as part of national policy implementation, partially supported through a large 5-year project funded by an institutional donor.

The Senior Program Manager, Primary Care Expansion will oversee and be accountable for the program of work to realize this vision, overseeing and managing significant service delivery, infrastructure-building, quality improvement and technical advisory activities. An experienced senior leader, this role will be responsible for successful execution of project activities, project HR management of a large team, budget management, relationship management with the donor and Ministry of Health and Sanitation, and meeting all grant requirements including reporting, compliance, procurement and financial management.

2.) Senior Technical Advisor

Position Overview

In the coming years, PIH-Sierra Leone is further strengthening our partnership with Ministry of Health and Sanitation, to scale our health systems strengthening model and ensure that service delivery by PIH, district health management teams and other partners has a strong technical grounding. The Senior Technical Advisor will be a critical part in realizing this vision, overseeing and managing all PIH technical advising and support activities in Freetown and across multiple districts in Sierra Leone. S/he develops technical materials that codify existing PIH systems and tools from our service delivery, helping to ensure that district health management teams—the district-level technical implementers of health plans—are equipped to manage various aspects of project implementation, including hiring critical staff, performing M&E activities, and delivering trainings. The Senior Technical Advisor supervises a team of 4-12 district-based advisors, providing ongoing supportive supervision to help government counterparts in creating robust implementation plans against national policies. S/he will regularly convene PIH district staff and Ministry of Health and Sanitation counterparts regularly to review human resource needs, facility and QI updates, and overall project plans. The Senior Technical Advisor will be a key representative of Partners in Health-Sierra Leone with the Ministry of Health and Sanitation and in technical fora, ensuring alignment and coordination of all PIH activities with national health policy and strategy. This role will report to the Senior Partnership Manager, Primary Care Expansion and the Chief Medical Officer. 3.) District Advisors

Position Overview

PIH-Sierra Leone has a strong track record of service delivery in Sierra Leone’s Kono district, where we have seen drastic improvements in health outcome, including in maternal/child health, HIV/TB care, and in overall quality of care and service utilization. PIH-Sierra Leone works in partnership with the Ministry of Health and Sanitation (MOHS), and in the coming years will be supporting District Health Management Teams (DHMTs) in multiple districts in Sierra Leone as part of the implementation of a large donor-funded program to catalyze health service delivery and improve health outcomes in these districts and replicate the Kono model.

Strong all-rounders that are diplomatic and technically skilled, District Advisors will act as partners to DHMTs in the day-to-day implementation of district-level health policy and health service delivery, working closely with DHMT staff and other district level advisors focused on M&E and clinical operations. In this role, they will apply the nuts and bolts of project management and public health to help DHMTs get things done and scale up successful models of health services. Reporting to the Senior Technical Advisor, District Advisors will spent 75% of their time in their home districts, and approximately 25% of their time travelling to Freetown or Kono district.

The District Advisor helps to facilitate all DHMT-level project activities, including trainings for DHMT counterparts, developing project plans, and establishing or reinforcing DHMT workflows centered on clinical care, quality improvement, facility management, supply chain, and other domains as needed. S/he will regularly convene PIH district staff and Ministry of Health and Sanitation counterparts regularly to review human resource needs, facility and quality improvement updates, and overall project plans.

4.) District Clinical Lead

Position Overview

Over the past 7 years, PIH has been working with the MoHS and District Health Management Team in Kono District, Sierra Leone, to implement comprehensive health systems strengthening in the district’s secondary hospital, multiple primary care sites as well as through a comprehensive community-based programs system.

Partners in Health is now planning to start up program operations in Kailahun District, to support multiple health facilities in the district through comprehensive health systems strengthening, in partnership with Ministry of Health and Sanitation.

This role will oversee all aspects of clinical work in Kailahun District, including all aspects of clinical programs, including donor-funded programs with strict compliance requirements. This leader will manage a large number of local clinicians, act as a mentor and coach to MOHS clinicians, build a strong relationship with the DMO and DHMT, and conduct frontline clinical work.

This position is contingent on final approval of funding.

Essential Duties and Responsibilities:

Program Management and Communication

Develop vision for Kailahun-based clinical projects in collaboration with the Senior Management

Manage work plans and track progress

Manage communication and relationships across the project’s work, both internally and externally. Keep the internal organization updated proactively and regularly about the project, ensuring that it is fully integrated into PIH’s overall strategy and work.

Work closely with the PIH Chief Medical Officer, Director of Primary Care, DHMT, facility in-charge/CHO to support clinical strategic planning in management of the project in partnership with the DHMT

Support Senior Project Manager and Director of Primary Care in tracking and managing the clinical budget for Kailahun district, ensuring clinical and program needs are captured in budget processes

Technical (quality improvement and operational research)

Under the guidance of the Chief Medical Officer, the Director of Primary Care, and the MEQ teams, ensure robust data collection, monitoring, and use of data to drive clinical decision making and programmatic changes to improve the quality and accessibility of care

Perform a regular quality of care audit at the various PIH sites in Kailahun. Review clinical protocols and ensure harmonized treatment practices across clinical services

Work with MEQR to ensure primary care assessments are conducted on time and analyzed. Additionally, work with the Chief Medical Officer, Director of Primary Care, and the MEQ team to disseminate findings of these assessments to appropriate audiences

Work with the PIH-SL MEQR and the PIH SL Impact Team to identify areas for Quality Improvement projects across the Kailahum clinical programs; and support the implementation of these activities.

Management

Line-manage Kailahun-based clinical staff including clinical mentors, community health officers, midwives and nurses, and build supervisory structures to ensure lead clinicians and community health officers are receiving support and oversight.

Oversee all aspects of Kailahun-based clinical operations by PIH

Hold regular meetings with the different PIH Kailahun clinical departments to update on progress and also chart a course for how we can have better impact on our operations at Kailahun.

Clinical and clinical mentorship

Conduct clinical work in local primary and secondary care clinics

Act as clinical mentor and coach; and perform clinical teachings and capacity building of staff in local primary and secondary care clinics

5.) Project Specialist

Position Overview

PIH-Sierra Leone is further strengthening our partnership with Ministry of Health and Sanitation, to scale our health systems strengthening model across a wider geographical area in Sierra Leone, as part of national policy implementation, partially supported through a large 5-year project funded by an institutional donor. The project will focus on improving the health system’s capacity in all areas leading to significant reductions in preventable maternal and child deaths.

Working to the Senior Program Manager, the Project Specialist is a key administrator of the PIH program of work to scale our comprehensive health systems strengthening model. They will work closely with the Senior Program Manager to ensure project implementation proceeds and succeeds and deliverables are submitted on time and in compliance with donor standards, coordinating within a large team and across the organization. They will organize key meetings, capture supporting documentation, and hold important working-level relationships with Ministry of Health and Sanitation staff. They will organize travel across the country, and support trainings and other meetings, spending a significant portion of time travelling across project sites in Sierra Leone.

1.) Support Services Manager

PURPOSE OF THE POSITION:

MAJOR RESPONSIBILITIES:

  • Lead the development, implementation and or review of systems for each department/unit to ensure they are aligned to set standards, responsive to internal and external customers and cost effective.

 

  • To develop, implement and review the operating plans and budgets for Support Services Unit and support other Departments, Units and projects/programs to prepare budgets relating to Fleet Management, Offices management, Assets Management, Corporate Security and Administrative Services

 

  • Provide line management and leadership to Administrative Coordinator and Fleet Coordinator and ensure effective collaboration with others Department and Units involved in Fleet Management, Offices Management, Assets Management, Corporate Security, Protocol and Administrative Services.

 

  • Ensure effective and efficient management of all WVISL fleet (motorcars, motorbikes, boats) and fuel usage through the design and implementation of a comprehensive fleet management system, in compliance with WVISL policies, WVI Partnership standards and Government of Sierra Leone laws.

 

  • Ensure the tracking and establishment of comprehensive inventory (Assets & Inventory Register) in the Head Office, Provincial Offices, Clusters/Area Programmes and projects offices supported with adequate documentation on any legal aspect, ownership and transition plans.

 

  • Ensure effective and efficient management of WVISL Offices (rental, utilities, generators, space management, offices allocation to staff, safety, security….) in Freetown and in the provinces for an improved working environment of all staff, in alignment with WVISL policies, WVI Partnership standards and Government of Sierra Leone laws.

 

  • Lead or support in all administrative processes with the Government of Sierra Leone, Embassies and Diplomatic Missions and similar entities with regards to World Vision International Sierra Leone ministry.

 

  • Mentor, coach and develop the capacity of functional leaders under the Unit into competent, accountable and high performance teams.

 

  • Assist the Finance and Support Services Director in accessing and coordinating technical resources available from the Global Center or Region for Support Services (Admin, Fleet Management, Offices management, asset management, Corporate Security)

To provide leadership, promote and build the capacity of the National Office and communities to prepare for and respond effectively to small-scale local disasters and with assistance from the partnership to medium and large-scale emergencies. He/she ensures that disaster risk reduction and resilience building are strengthened within all World Vision International Sierra Leone (WVISL) operational areas. He/she ensures the minimum security, safety and well-being of all personnel, visitors and the World Vision International Sierra Leone (WVISL) premises. In addition, supports the National Office to ensure all programs are planned within the minimum security and safety standards. He/she further supports the optimization of organizational security and the mitigation of operational risks for programme or ministry effectiveness by establishing security systems and mechanisms for institutionalizing an organizational culture and practice of safety and security

MAJOR RESPONSIBILITIES:

 

1. Strategy & Planning

  • Provide leadership in integrating Humanitarian and Emergency Affairs (HEA) safety and Security into National Office (NO) Strategy and Programming; so that Country Strategy reflects World Vision Humanitarian and Emergency Affairs, Safety and Security standards.

  • National Office Humanitarian Disaster Management and Risk Reduction (HDMRR) strategy in place and functional to ensure the National Office meet Partnership and Global standards;

  • Develop and implement the National Office Humanitarian and Emergency Affairs, Safety and Security business plan in alignment with World Vision International security policy to ensure the operational priorities of the National Office, appropriately supported.

  • Ensure Security and Safety Risk Assessments, Country Risk Ratings and Core Humanitarian and Emergency Affairs Requirement standards, processes and procedures completed in accordance with WVI Standards.

  2. Capacity Building and Technical Training

 

  • Lead annual National Office Humanitarian and Emergency Affairs, Safety and Security capacity assessments and the preparation, update and revision of the National Disaster Preparedness Plan (NDPP).

  • Ensure National Office is adequately prepared for emergency response, NDPP is updated and implementation plans. For new and emerging Humanitarian and Emergency Affairs, Safety and Security issues and scenarios are in place.

  • Coordinate the implementation of the National Office capacity building Plan for Humanitarian and Emergency Affairs,

 Safety and security Management in World Vision International Sierra Leone Operations.




 

3. Safety and Security Operations

 

  • Supervises and participates in safety inspections of World Vision International Sierra Leone facilities, looking for hazardous conditions and/or safety violations.

 

  •  Develops and periodically monitors a reporting system designed to detect safety hazards in World Vision International Sierra Leone facilities and makes recommendations to correct safety hazards once identified.

 

  • Coordinates the provision of security for all occupants of World Vision International Sierra Leone Offices and provides assistance and security to World Vision International Sierra Leone partners using World Vision International Sierra Leone facilities.

 

  • Ensures systems are in place, to prevent unauthorized visitors from entering World Vision International Sierra Leone buildings and/or loitering on World Vision International Sierra Leone grounds.

 

  •  Informs Senior Leadership Team (SLT) of staff behaviour problems; Carries out investigations, upon request, regarding cases of legal status of vendors and partners; Maintains liaison with Police, Fire Force and other departments to ensure maximum use of their services in order to provide adequate security and safety.

 

  • Be directly involved in the development of World Vision International Sierra Leone building security and evacuation plan.

 

  • Lead regular National Office Security Risk Assessments, preparation, update and revisions of the National Security Plan; provide regular updates and management of the Field Security Tracking System (FSTS) including the completion of Situation and Incident

 

  • Seek to develop a culture of security awareness and monitor staff compliance

 

4. Networking and External Liaison/Engagement

  • Collaborate with the West Africa Humanitarian and Emergency Affairs Director and the West Africa Security Director in ensuring that minimum operating standards are maintained.

  • Network with the UNDSS, Police and peer organizations in ensuring adequate information sharing.

  • World Vision International National Office participates and is actively engaged in National and Regional Disaster Management, Safety and Security forums and networks and is accountable.

  • Represent World Vision at INGO and NGO security network meetings and ensure information is disseminated to relevant staff.

  • Strengthen ongoing networks for sharing security information and coordination.

  • Participate and be part of all Government led disaster preparedness and response platforms

 

5. Reporting and Documentation

  • Ensure adequate and timely follow up and tracking of all audit recommendation relating to the

National Office, Provincial offices or function as agreed in the Management Response

  • Champion Safeguarding Organization practices

  • Ensure that all security incidents reported in accordance with World Vision Security Policy

  • Support and participate in performance reviews of the field-based Humanitarian and Emergency Affairs, Safety

and security focal persons.

  • Collect, analyze and disseminate HEA, Safety and security information appropriately.




 

6. Programme Integration

International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure.
