1.) District Integrated Services Manager (DISM)

 

The Function
This function supports the District Health Management Teams (DHMTs) within the region in the delivery of Family Planning Services, SPAC and MPAC at the local health facilities. The are embedded within government run health facilities like District Hospitals to provide Clinical Services, highly practical training and supportive supervision in the facility and nearby health centres.

Working with the implementing partners, government, donors, advocacy networks, MDAs, MSSL QAMT Team, the function is responsible for the development and implementation of the MDT training and capacity strategy, ensuring that it is closely aligned to the MSI Partnership goals of maintaining and improving clinical quality across all service delivery channels.

With a broad oversight of all areas of service delivery, clinical governance and the global standards established by MSI, the function represents MSSL in all FP technical and operational working groups and in clinical and quality matters. It provides expert support to develop and maintain clinical capacity and quality in the form of client safety, service delivery excellence and the best client experience.

The Role
MSSL is looking for vibrant, strategic-thinking, multi-taskers with evidence of strong relationships within DHMTs in the region to drive our implementation of FP operations, advocacy, service delivery, networking, clinical quality, and governance.

TheDISM will have a track record of high performance in delivery of FP health systems strengthening with excellent work ethic plus understanding of delivery of programs across several grants (SLII, WAHO, SCD, LAD etc.).

She/He will be well versed in all areas of the global MSI PSS Success Model (SUMO) and will demonstrate an ability to translate this to sustainable change in meeting the FP/SRH needs of women, girls, and men via MSSL/MoHS partnership.

She/He will be an avid advocate supporter of women’s SRH rights with auditable ability to build relationships with partners and government.

Key Responsibilities:
Reporting directly to Pillar 1/Integrated Services Lead with oversight of Program Operations Director; the DISM will deliver the following:

Conduct monthly performance review sessions with mentees,

DHMTs, in-charges, and MSSL outreach teams.

In collaboration with Pillar 1/Integrated Services Lead, develop strategies and

Training, Mentoring, Coaching and development

In collaboration with the Regional QAMT manager, District FP Coordinator and MoHS FP Master trainers, develop training curriculum in accordance with MSI global requirements/standards for the Public Health Workers in government facilities within her/his region.

Deliver high quality health services trainings to Public Health Service Providers in comprehensive family planning, SPAC and MPAC in accordance with MSI standards.

Conduct periodic training needs assessments for Public Service providers. Developing a clinical training matrix to identify gaps and needs within the facilities.

Provide mentorship, support, and supervise the Public Health Workers as they improve and maintain their skills in providing Comprehensive Family Planning services through on-the-job training.

Prepare training course material including hand-outs prior to commencement of training.

Conduct training course evaluations and prepare monthly progress reports for submission to QAMT and Pillar 1/Integrated Services Lead.

Develop and implement a supportive supervision and monitoring and evaluation framework for training inputs.

Ensure that all service providers have comprehensive training records to include documentation of general and specific trainings.

Monitor and document rollout and implementation of clinical quality protocols to standardise service delivery.

Use self-assessment, QTA visits and management meetings to identify specific training needs so that quality and technical clinical capacity is continuously improved.

Approved, disseminated, and shared training plan at the onset of the project.

Number of training needs assessment reports compiled complete with action plans on how to address gaps.

PHW Competency levels are assessed at level 1 annually.

Number of training progress reports shared monthly with QAMT/ Pillar 1/Integrated Services Lead and all training databases/records are up to date.

Service Provision

Provision of family planning, SPAC, MPAC Services

Support the DHMTs in the planning and implementation of FP activities within the district.

Work in collaboration with CBMs to mobilise clients for FP information sessions and services at the supported facilities.

Counsel clients as per MSI Protocols to take up appropriate FP methods, including LARCs & LAPMs.

Registration of clients wishing to undertake permanent methods such as tubal ligation (TL) and vasectomy.

Manage Family Planning complications or side effects that may occur within the facilities and the surrounding areas because of outreach visits.

Effectively manage and resolve complaints raised by FP clients and promptly escalate difficult issues to the Regional QAMT Manager.

Provide the toll-free hotline number to each client to which they can channel any complaints and queries.

Increase in FP uptake in support facilities especially LARC & LAPMs.





Appropriate management of complications within 24hours and adverse effects escalated to QAMT Director and Pillar 1/Integrated Services Lead.

Incident report compiled and submitted to Regional QAMT Manager, QAMT Director and Pillar 1/Integrated Services Lead monthly.

CEI Report shows 100% responsiveness to Hotline requests.

Sensitization and demand creation

In collaboration with MSSL marketing team, Restless

Development Sierra Leone (RDSL), DHMT Soc Mob unit; roll out

Bachelor of Nursing with minimum of 3 years’ experience / Diploma in Clinical Medicine (CHO) with a minimum of 3 years’ experience / Midwifery with a minimum of 3 years’ experience (essential).

Track record of high-performance rating by MSSL standards (evidenced by recent PRs, OGSMs)- essential

Accredited Trainer of Trainers (essential).

2.) Junior Outreach Nurse

The Role
The overall responsibility of the Junior Outreach Nurse is to ensure increased access to and utilisation of long term and permanent FP methods through the establishment of MSSL outreaches of excellence, promote the concept of FP through health education and to deliver a high standard of care in all aspects of service delivery. The Junior Outreach Nurse is a key operational and clinical role dedicated to the daily operations of the outreach team.

Key Responsibilities

Service delivery

Support the Senior Outreach Nurse to deliver low-cost comprehensive FP and SRH services at roving outreach locations.

Comply with minimum healthcare standards, Global Goods, policies and donor requirements and take immediate action on any areas identified for improvement.

Working closely with the Quality Assurance team, support changes in clinical practice and the delivery of clinical services.

Provide a comprehensive range of FP services with emphasis on implants, IUCD and permanent FP methods.

Work closely with EPI team and administer vaccines when necessary.

Provide general medical consultations and treatment. Administer drugs prescribed to clients.

Promote the concept of family planning through health education.

Support MSSL in achieving its various targets.

Cleaning and sterilisation of instruments. Dilution of lotion for instrument processing.

Assist in the provision of Tubal Ligation services.

Ensure pain management and vocal local as per MSSL protocols.

Work with the outreach team and ensure that standards and objectives are met at all times. This includes wait times, quality of care, ongoing training etc.

Represent and promote MSSL to members of the public. Deliver a high standard of service to the community

Maintain stock and bin cards and inform line manager of low stock level or shortages of supplies.

Assist in maintaining equipment. Protect and maintain MSSL properties/equipment.

Follow strict, consistent and documented procedures relating to clients, confidentiality, data protection, working hours, income and expenditure, the management of stock, equipment and assets.

Ensure compliance to MSI and MSSL set standards and procedures/policies.

Ensure proper accountability of the MSSL’s finances.

Maintain accurate records of client receipts on a daily basis and make cash payments into the designated MSSL bank account.

Maintain records of FP methods and other services provided on a daily basis.

Maintain records of client needs with a view to improving and extending service delivery. Conduct client exit interviews.

Maintain MoHS regulations and MSI minimum standards regarding drugs recording and storage.

Immediately report any breach (or suspected breach) of MSSL policy to the appropriate manager.

1.) Surgical Community Health Officer

Position Overview

Partners in Health helped to lead the effort to combat the Ebola outbreak and now is focusing to rebuild the health systems in West Africa, while maintaining Ebola preparedness through infection and prevention control. Established in Sierra Leone in October 2015, we are now fully integrated with our long-term Partner the Well body alliance, who has been working to serve the poorest patients in the country since 2007. The Ebola epidemic further devastated an already weakened Health System. As the epidemic wanes, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral Hospitals.





As a Surgical Assistant CHO in Sierra Leone, you will work collaboratively with the OBGYN’s and specialist surgeon, the local district health authorities at the Koidu Government Hospital (KGH), and our surrounding health centers and community, in order to provide clinical care and to strengthen the health system for surgical care. You will advance PIH’s current Health systems strengthening efforts by managing and actively supporting clinical will provide training on infection disease control and will develop clinical learning programs for hospital staff, focusing on safe patient care to meet national and international standards.

Essential Duties and Responsibilities:

Work in collaboration with the OBGYN’s, Specialist Surgeon and MoHS Surgical MO to provide comprehensive Obstetric and Gynecological care for KGH and Wellbody Clinic, according to current guidelines.

Provide non/surgical clinical care for patients throughout their maternity episode: from referral to diagnosis, outpatient and inpatient management. Including antenatal, intrapartum, postnatal, family planning and gynecological care.

Carry out daily rounds in all the maternity wards with the clinical team, midwives and nurses.

Perform weekly on call duties in collaborations with others clinicians assigned to the maternity department, in order to ensure continuous 24 hour’s coverage

Perform clinical teaching, mentorship and capacity building of theatre staff, midwives, CHO’s nurses and students working within and supporting the maternity department

Support, teach and mentor the maternity theatre teams and others surgical teams in different aspects of daily surgical care

Support, implement and maintain the Infection Prevention Control protocols by directly supervising care the care in all the maternity departments, and supporting with the same in minor, main theatres and wound care clinic if called upon to do so

Work in collaboration with the MoHS staff to provide the best obstetric and gynae care to all the patients within your remit as a SACHO

Ensure and maintain the maternity theatre database in collaboration with the MEQ team.

Ensure that all documentation in relation to patient care in the maternity department is completed to the highest standard

Maintain high standards of care for all patients and escalate potential problems to your supervisor

Position Overview

The Safeguarding Manager is a key member of the Human Resources Department working closely with the HR Director, the Regional PSEAH/Safeguarding Advisor, the Executive Director, and other relevant departments to promote of safeguarding and Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) and facilitate the development of capacities for our staff, and our patients, families and community members that PIH interacts with in the course of their work. Essential Duties and Responsibilities:

Build internal and external safeguarding partnerships to strengthen PSEAH across PIH’s networks.

Job Purpose:

The Agriculture and Natural Resource Management officer will provide technical guidance to and be responsible for implementing the:

Sustainable Natural Resource Management activities: Using participatory/ community based methods to support the community to analyse their environment and its food sources – e.g. farm land, rivers, forests. Support communities to implement agreed measures/activities to use and manage their resources sustainably to ensure diverse and enough food production from the natural environment in the long term.

Nutrition-sensitive sustainable Agriculture activities: Through farmer Field school approach – Support farmers to ‘grow what they eat’ to enable them to sustain healthier and more diverse diets from their own production. With a focus on climate smart sustainable (organic) production of diverse nutrient rich crops – and developing integrated crop and livestock farming systems on their own farms.

S/He will ensure that agreed targets are on track, collect monitoring and case stories, provide quality reports.

Main duties & Responsibilities:

Programme planning and implementation

Under supervision of Agriculture and Natural Resource Management Team Leader:

Contribute to the development of monthly and weekly work plans with the team based on the overall project work plan and timeframe;

Participate in community entry meetings and identification of vulnerable households using PRA tools;

Participate as active participant in relevant project training of trainers;

Train/coach beneficiaries on key climate and nutrient smart agricultural topics using FIBL Organic Farming Manual for example: soil fertility/composting, mixed cropping, mixed farming,, homestead gardening, sustainable management of natural resources, post-harvest loss, natural pest control etc;

Train/coach beneficiaries on LANN+ Module 4 – Agriculture and management of natural resources – support participatory community land mapping and establishment and coaching of NRM committees;

Support other project field officers in roll out of other LANN+ training modules and nutrition camps where needed;

Support the establishment of Farmer Field Schools (FFS) and strengthen the capacity of master farmers to cascade sustainable-organic agricultural practices through the FFS;

Support FFS groups to develop integrated crop and livestock farming systems on their own farms;

With Project team support development and implementation nutrition-sensitive (gender sensitive) and climate-resilient community micro-development plans;

Preparation documentation (ToR, SRs, training curriculum, budget, float request, transport request…) for a programmatic and logistical preparation to implement agreed field activities – trainings, workshops, coaching and monitoring visits;

Facilitate trainings and workshops in areas of responsibility ensuring all paperwork are properly filled and procedures followed (such as attendance list, payment receipt etc.)

Monitoring and Evaluation

Empowerment of women in agricultural and savings/income generation through the VSLAs and value addition/processing etc.

Main duties & Responsibilities:

Specific Roles and Responsibilities – Under the supervision of the Project Manager

Programme Cycle Management:

Provide oversite, management and ensure quality of activities and achievement of outcomes for the following LANN-NSC pillars: Sustainable NRM; Nutrition-sensitive sustainable agriculture; and Incomes and Markets – coordinating with counterparts in Welthungerhilfe (WHH) to harmonise approaches and promote sharing and learning through the Project Manager;

Scaling-Up Nutrition and Immunisation Movement (SUNI) and Food & Nutrition Security (FNS) network activities: Support the establishment and strengthening of Chiefdom and community FNS networks in project locations through – capacity building on FNS concepts; supporting FNS in conducting outreach activities related to analysis and monitoring. Fostering greater sharing and dialogue between FNS and SUNI as well as other the sectors on how to work collectively towards food and nutrition security at community and district level.

Nutrition Education activities: Through participatory approaches that raise awareness of the principles and importance of nutrition, especially for women and children, as well as on improving the use of healthy food (from mixed farming products, naturally available nutritious foods, backyard gardens etc) for dietary diversity for the household.

Participatory targeting of vulnerable households with malnourished children to engage in Nutrition camp sessions;

Support nutrition camp sessions in areas of expertise: hands-on infant and young child feeding practices; cooking demonstrations of low-cost nutritious recipes; preparation and demonstrations of low-cost nutritious instant mixes for children; education on food and personal hygiene, safe drinking water, active feeding and care during illness.

Job Purpose:

The Gender and Nutrition Officer will provide technical guidance to and be responsible for implementing the:

Main duties & Responsibilities:

Programme planning and implementation

Under the supervision of the Nutrition Supervisor:

Contribute to the development of monthly and weekly work plans with the team based on the overall project work plan and timeframe;

Participate in community entry meetings

Provide input on the design of tools and criteria to identify vulnerable households to engage in the project using PRA approach (with a focus on gender) and participate in the process;

Participate as active participant in relevant project training of trainers;

With Project Nutrition Supervisor and FNS Officer – Support the roll out of the Nutrition Smart Communities Nutrition Camp intervention including:

Organising screening of children in project counties aged 6 months to 3 years (anthropometric measurements by trained animators and Community Health Workers);

Participatory targeting of vulnerable households with malnourished children to engage in Nutrition camp sessions;

Support nutrition camp sessions in areas of expertise: hands-on infant and young child feeding practices; cooking demonstrations of low-cost nutritious recipes; preparation and demonstrations of low-cost nutritious instant mixes for children; education on food and personal hygiene, safe drinking water, active feeding and care during illness.

Give technical input to adapting the intervention to the context of the project communities

Train/coach beneficiaries in target communities on LANN+ Module 1 – Getting to know our food and in LANN+ Module 2: Mothers and children nutritional needs (1,000 days window);

Support other project field officers in roll out of LANN+ training modules where needed;

Lead on community sensitization and engagement activities on gender equity, SGBV prevention and decision making at HH and community level with Ministry of Social Welfare and Ministry of Gender and Youth’s Affairs;

Lead on delivering Living Peace gender transformation sessions at family level;

Oversite and ensure quality of activities and outcomes for the following LANN-NSC pillars:

Scaling-Up Nutrition and Immunisation Movement (SUNI) and Food & Nutrition Security (FNS) network activities: Support the establishment and strengthening of Chiefdom and community FNS networks in project locations through – capacity building on FNS concepts; supporting FNS in conducting outreach activities related to analysis and monitoring. Fostering greater sharing and dialogue between FNS and SUNI as well as other the sectors on how to work collectively towards food and nutrition security at community and district level.

Job Purpose:

The VSLA, Markets and Income Generating officer will provide technical guidance to and be responsible for implementing the:

Promotion of nutrition-sensitive and gender-sensitive value chains, savings schemes / VSLAs and other support for income generation for vulnerable farmers (especially women), to enable them to sustain healthier diets and prioritize other expenditures important for family nutrition security.

Empowerment of women in agricultural and savings/income generation through the VSLAs and value addition facilities.

S/He will ensure that agreed targets are on track, collect monitoring and case stories, provide quality reports.

Main duties & Responsibilities:

Programme planning and implementation

Under the supervision of the Agriculture and Natural Resource Management Team Leader:

Contribute to the development of monthly and weekly work plans with the project team based on the overall project work plan and timeframe;

Participate in community entry meetings and identification of vulnerable households using PRA tools;

Participate as active participant in relevant project training of trainers;

Train/coach project groups on Village Saving and Loan Associations (VSLA) including ToT for Animators to cascade the training to their groups;

Sensitise VSLA groups on investments in income generating opportunities e.g., value addition, food preservation through VSLAs;

Coach and mentor groups to strengthen communities IGA initiatives;

With Project team support development and implementation nutrition-sensitive (gender sensitive) and climate-resilient community micro-development plans;

Support other project field officers in roll out LANN+ training modules and nutrition camps where needed.

Preparation documentation (ToR, SRs, training curriculum, budget, float request, transport request…) for a programmatic and logistical preparation to implement agreed field activities – trainings, workshops, coaching and monitoring visits;

Facilitate trainings and workshops in areas of responsibility ensuring all paperwork are properly filled and procedures followed (such as attendance list, payment receipt etc.)

Monitoring and Evaluation

Ensure that all agreed Monitoring, Evaluation and Learning requirements are captured on time through standardized data collection tools; are accurately and submitted to the M&E Officer;

Participate in project planning, review meetings with staff and stakeholders, and ensure that key recommendations and learning are incorporated into day-to-day project implementation;

Participate in baseline, end line and monitoring surveys as required.

Reporting and documentation

Participate in the writing of monthly activity reports through the timely submission of activities up-date to the Agriculture and Natural Resource Management Team Leader;

Actively participate in the production of donor and annual reports by giving updates and inputs to the Agriculture and Natural Resource Management Team Leader in a timely and accurate manner;

Actively participate in the documentation of good practices and case stories working with PQ team;

Participate in correct and accurate filling of documentation (soft & hard copies).

Others responsibilities:

Position Description

Job Profile

The post-holder will lead the programmatic delivery of an existing EU funded project that is working towards providing economic empowerment and resilience strengthening of key rural communities in Port Loko and Kambia Districts in Sierra Leone. The project focuses on two key components as specific objectives: food and income security for medium-scale youth-led farmer groups and enhanced performance of the local and national vegetable value chain, both of which will contribute towards building resilience and economic empowerment for rural communities in Sierra Leone.





The post holder will be responsible for building effective working relationships with peers in the International Programmes Department. This is in order to develop and maintain horizontal links, and to foster learning between programmes, innovation, good practice, and fundraising within and between regions or areas of work. The role also has a number of cross-divisional and cross-organisational functions linked to work with CAFOD’s Communities & Supporters Fundraising, Finance, Media, Policy and Advocacy teams.

 

The post holder will be expected to undertake frequent travel connected with the management of the programme portfolio, and the achievement of strategic objectives.

 





Accountability

The post-holder reports to the Country Representative and directly manages the following posts:

  • Programme Officer – Resilience

The post holder manages budgets and funding within the scope of their authority. The post holder is an “Implementation Manager” and forms part of Sierra Leone and Liberia Country management team.

 

Key Responsibilities

Lead and manage the programme portfolio:

  • In line with the overall direction set by the EC project document, provide direction to the EC project on Agribusiness ensuring that they meet agreed quality standards and EC contractual obligations
  • Ensure that the project is evaluated according to CAFOD’s evaluation policy, that learning is captured, shared across the wider organisations and between partners and informs decision making and new programme designs
  • Ensure that the project is being implemented with an M&E framework that clearly articulates the monitoring and evaluation system for the project, including regularity of monitoring visits by the Programme Officer
  • Co-ordinate the development of new pieces of work, while ensuring the effective implementation of the EC project in line with agreed quality standards (including programme cycle management) and the EC contract guidelines and obligations
  • Ensure that cross-cutting themes (e.g. gender, downwards accountability, safeguarding children, protection, etc.) are effectively managed within and across the project, working with the relevant staff to achieve this
  • Keep up-to-date with development issues and trends within the country sector, and generally





 Overseeing effective relationships with partners:

  • Provide guidance and support to Programme Officer and other members of the Project team in their work, to develop and nurture effective relationships with partners. In some cases (e.g. strategic partners), the post-holder can take a more active role in developing those relationships;
  • Work with Programme Officer and the team to support or facilitate the development of partners’ capacities and to promote the sustainability of their work. This includes the development of tailor-made capacity development plans;
  • Ensure the project partnership portfolio is regularly reviewed and individual relationships are monitored against CAFOD’s and partners’ partnership standards and expectations, including through partnership reflection workshops.

 Financial and funding management:

  • Manage the programme and costs budget and cash flow (implementing manager/budget holder responsibilities), monitoring income and expenditure, and ensuring that the latter is done in compliance with agreed parameters and policy;
  • Identify opportunities for co-financing from institutional donors, and provide leadership in securing and managing such funds, working with the Programme Development & Funding and Major Gifts teams;
  • Ensure accurate and timely financial reporting on programme work;
  • Ensure the programme complies with CAFOD’s financial management standards, including managing financial risks.

 Internal and external representation:

  • In co-ordination with the Country Representative and the Project team develop, nurture and sustain relationships and effective communications with relevant stakeholders, including local and county government, national networks and other agencies working on land matters in Liberia.
  • In liaison with the Country Representative and the team, sustain relationships with the EC;
  • Effectively communicate with other teams within CAFOD to ensure that the project is understood, and that information is available for fundraising and other communications, including publications, media briefings, development education, etc. This may involve participating in communities of practice, working groups, supporter events, etc, as agreed with the Country Representative.

 Systems and compliance:

  • Overseeing the effective use of CAFOD’s systems to share project knowledge and inform decision making. This includes overseeing compliance with agreements, regulations and requirements attached to our work.

 Security management:

  • Supporting the Country Representative in delivering effective security management. This includes among others, acting as security manager when delegated by the Country Representative; support the development of security risk mappings, country security plans; standard operating procedures; contingency plans (e.g. medical evacuation, relocation/evacuation and hibernation), etc.

Staff management:

  • Lead on the recruitment and management of staff according to CAFOD’s management standards, so that staff are empowered, and the effectiveness of the team is maximised;
  • Provide leadership and support to direct reports (and staff under shared management arrangements), act as a sounding board and hold them to account in areas under their responsibility. This includes setting objectives, induction, organising regular 1:1 meetings, conducting annual performance reviews, providing coaching, backstopping and ensuring team members have individual development plans.

This is in order to develop and maintain horizontal links, and to foster learning between programmes, innovation, good practice, and fundraising within and between regions or areas of work. The role also has a number of cross-divisional and cross-organisational functions linked to work with CAFOD’s Communities & Supporters Fundraising, Finance, Media, Policy and Advocacy teams.




 

The post holder will be expected to undertake frequent travel connected with the management of the programme portfolio, and the achievement of strategic objectives.

 

Accountability

The post-holder reports to the Country Representative and directly manages the following posts:

  • Programme Officer Livelihoods and Governance

The post holder manages budgets and funding within the scope of their authority. The post holder is an “Implementation Manager” and forms part of Sierra Leone and Liberia Country management team.

 





Key Responsibilities

Lead and manage the programme portfolio:

  • In line with the overall direction set by the Sierra Leone and Liberia strategy and the Country Representative, provide direction to CAFOD-supported programmes and projects, ensuring that they meet agreed quality standards and donor/contractual obligations;
  • In line with the overall direction set by the Financial Inclusion project document, provide direction to the project on financial inclusion ensuring that they meet agreed quality standards and donor contractual obligations
  • Ensure integration across the programmes portfolio, ensuring that learning is captured and shared across the wider organisation and between partners, and informs decision making and new programme designs;
  • Ensure that the financial inclusion project is being implemented with an M&E framework that clearly articulates the monitoring and evaluation system for the project, including regularity of monitoring visits by the Programme team
  • Co-ordinate the development of new pieces of work, while ensuring the effective implementation of the Financial Inclusion project in line with agreed quality standards (including programme cycle management) and the donor contract guidelines and obligations
  • Ensure that cross-cutting themes (e.g. downwards accountability, safeguarding children, complaint handling mechanism, etc.) are effectively managed within and across the project, working with the relevant staff to achieve this
  • Lead the review of the programmatic aspects of the country strategy, particularly programme frameworks;
  • Keep up-to-date with development issues and trends, both within the relevant country/sub-region or sector, and more generally;
  • Monitor the political and security context to contribute to CAFOD’s organisational risk assessments and security plans. This includes acting as security manager, where appropriate.

 





Overseeing effective relationships with partners:

  • Provide guidance and support to Programme Officers and other members of the Programmes team in their work, to develop and nurture effective relationships with partners. In some cases (e.g. strategic partners), the post-holder can take a more active role in developing those relationships;
  • Work with Programme Officers and the team to support or facilitate the development of partners’ capacities and to promote the sustainability of their work. This includes the development of tailor-made capacity development plans;
  • Ensure that the Sierra Leone and Liberia partnership portfolio is regularly reviewed and that individual relationships are monitored against CAFOD’s and partners’ partnership standards and expectations.

Financial and funding management:

  • Manage the programme and costs budget and cash flow (implementing manager/budget holder responsibilities), monitoring income and expenditure, and ensuring that the latter is done in compliance with agreed parameters and policy;
  • Identify opportunities for co-financing from institutional donors, and provide leadership in securing and managing such funds, working with the Programme Development & Funding Officer;
  • Ensure accurate and timely financial reporting on programme work;
  • Ensure the project complies with donor and CAFOD’s financial management standards, including managing financial risks.

Internal and external representation:

  • In co-ordination with the Country Representative and the Programmes team develop, nurture and sustain relationships and effective communications with relevant stakeholders, including dstrict government, national networks and other agencies working in Sierra Leone. This will include other Caritas/CIDSE agencies;
  • In liaison with the Country Representative and the team, sustain relationships with relevant bilateral agencies, including EC, Foundations, UN agencies and DfID, seeking opportunities for programme funding, where applicable;
  • Effectively communicate with other teams within CAFOD to ensure that the programmes are well understood, and that information is available for fundraising and other communications, including publications, media briefings, development education, etc. This may involve participating in communities of practice, working groups, supporter events, etc, as agreed with the Country Representative.

Systems and compliance:

  • Overseeing the effective use of CAFOD’s systems to share programme knowledge and inform decision making. This includes overseeing compliance with agreements, regulations and requirements attached to our work.

Security management:

  • Supporting the Country Representative in delivering effective security management. This includes among others, acting as security manager when delegated by the Country Representative; support the development of security risk mappings, country security plans; standard operating procedures; contingency plans (e.g. medical evacuation, relocation/evacuation and hibernation), etc.





Staff management:

  • Lead on the recruitment and management of staff according to CAFOD’s management standards, so that staff are empowered, and the effectiveness of the team is maximised;
  • Provide leadership and support to direct reports (and staff under shared management arrangements), act as a sounding board and hold them to account in areas under their responsibility. This includes setting objectives, induction, organising regular 1:1 meetings, conducting annual performance reviews, providing coaching, and ensuring team members have individual development plans. The post-holder may be required to manage volunteers and staff remotely;
  • Enable and empower direct reports to achieve the best possible with the available resources, ensuring CAFOD’s management standards are followed;
  • Ensure effective and appropriate systems and processes for team learning and development are in place;

Thematic focus:

  • Complement partners’ thematic understanding on financial inclusion, food and livelihood security and right and participatory governance, contributing to the development of relevant interventions that bring about positive change, offering guidance to the programmes team, etc.

Chief of Party (COP) to lead an anticipated five (5) year USAID-funded Integrated Health Activity in Sierra Leone. The project will support the Government of Sierra Leone and the Ministry of Health and Sanitation to improve primary health care services and prevent child and maternal deaths. Through an integrated and systems approach, the activity will build local resilience, and provide technical assistance in the areas of malaria prevention, reproductive health, resilience, and the use of data, to improve the delivery of health care.

Summary of the Position:

The

COP will have overall responsibility for the management and coordination of all project activities, staff, and leadership to achieve sustainable results in accordance with the contract and donor guidelines. S/he will serve as the primary liaison with USAID, the Government of Sierra Leone, IMA headquarters, and other relevant project stakeholders. S/he will ensure the project’s goals, objectives, and strategy are achieved and that contractual requirements are met on time and within budget. The

The role’s primary mandate is to evidence change brought about by the CELGA programme in the Sierra Leone country programme. This calls for critical collection, cleaning, storage and analysis of data from all projects applying robust quantitative and qualitative methods, analysis of partner reports, observations on implementation progress, sharing information coming out of the data with the Chief of Party and the rest of the team for decision making and learning.

The role is responsible for training team members and partner staff in M&E issues and USAID M&E guidelines and needs to keep abreast of evolving statistical and database packages for qualitative and quantitative data analysis.

Applied skills/knowledge and expertise

Essential

A Master’s degree in a relevant discipline or equivalent such as mathematics, business, statistics, informatics, or international relations with advanced training in research and quantitative and qualitative research methods, monitoring and evaluation.

At least 5 years of experience designing and implementing monitoring and evaluating activities, operational research,and/or impact evaluation for complex programs in developing countries.

A firm command of quality improvement and quality assurance with respect to integrated service and support programs.

Demonstrated experience in setting up and managing M&E frameworks and systems that track performance as per the objectives of this activity (e.g. service integration and performance against each result area).

Demonstrated analytical skills to measure the outcomes of the activity’s activities, including referral outcomes, and supportive activity supervision.

Strong writing and organizational skills for monitoring and reporting on program outcomes and impacts.

Professional level of oral and written fluency in English Language

Knowledge of USAID policies on evidencing results.

Familiarity with programme cycle management approaches and tools – including participatory planning, monitoring and evaluation
