CARE, Sierra Leone is seeking an entrepreneurial and forward-thinking Country Director (CD) to lead CARE’s strategy and operations in the country and drive for impact that benefits women and girls, enhances the lives of poor and vulnerable communities, and addresses injustice and discrimination.

The Country Director provides strategic leadership and guidance to the Country Office team and to external partners to ensure that CARE’s role in the country continuously evolves for maximum impact and relevance to the environment and to the people we serve. The CD will oversee the development, funding, and implementation of the Country Office (CO) program portfolio, position CARE as a partner of choice, and will be responsible for adequate emergency preparedness while managing emergency programming and operations.





The person in this role will lead the CO’s fundraising strategy and ensure the CO’s financial viability. As an organizational citizen, the Country Director will contribute to CARE International’s (CI’s) global strategy, share knowledge and support the generation of evidence to inform CARE’s global programming and will also be accountable for competent operational and risk management including the proper management, well-being and safety of CARE staff and the proper stewardship of CARE’s resources.

In summary, the CD models and ensures the systematic practice of CARE’s core values – (Transformation, Integrity, Diversity, Excellence, and Equality), promotes Gender Equality and Diversity, Equity and Inclusion among CO staff and in programming. The Country Director will model new ways of working and drives the teams toward CARE’s 2030 vision, fostering innovation, holistic planning, and programming and helping to build effective teams, coalitions, and networks all while encouraging ongoing staff development to motivate and strengthen the teams’ resilience in the face of change.

Main Responsibilities

  • Build and maintain a strong, innovative senior leadership team
  • Lead the development, implementation, and evolution of the Country Office (CO) strategic plan
  • Oversee CO programming to advance CARE’s vision and mission, in line with CARE’s Program Strategy and standards for program quality
  • Direct the mobilization, management, and accounting of all resources in the CO

JOB SUMMARY

The role of the Protection Specialist is to provide oversight to World Hope’s prevention and protection programming in West Africa, with a concentration on Sierra Leone. The role may include occasional travel to Liberia. The person ideal for this role will be energetic about providing advice on best practices regarding survivor care and implementing projects. They will represent World Hope at coordination meetings, at the local level, national level, and at times, international level. They will support on report writing for international donors and also support a multi-disciplinary team on applying for new funding opportunities.

RECRUITMENT REQUIREMENTS

Experience working with a protection agency is a plus.

Experience working in West Africa is a plus.

Knowledge of protection issues, including human trafficking and gender-based violence, is required.

Three-Five years job experience is required, preferrably within the protection field. Job experience in an office and community setting is preferrable

Action Against Hunger has had a long history of presence in Sierra Leone since 1991 and in Liberia since 1990, and has been operational since then throughout the civil wars and the Ebola crisis. For the last few months, ACF has supported the countries fighting Covid-19 and its consequences, while pursuing longer term, structural interventions. Under the supervision of the Country Director and as a member of the coordination team you contribute to key role of facilitating grant and reporting, you will ensure the follow up of all donor’s activities and will contribute to the elaboration of donor-related documents (proposals, management of contracts, reports). Keep abreast of relevant international and local funding opportunities and lead the development of donor relationships locally in Sierra Leone.
Develop sensitisation projects to commemorate key international dates relating to maternal health, sexual reproductive health, obstetric fistula and global health.
Help spearhead AWC social media drive by posting AWC activities regularly.
Assist in developing media and communications output, including patient stories.
Internal Operations
Be responsible for ensuring effective and efficient stewardship of all resources at the disposal of AWC.
Liaise with all Department Supervisors to support their services and help develop supervisors administratively.
Support programmes team with the input to, and preparation of reporting documentation.
Keep abreast of emerging issues across AWC

Personnel Specifications Required





Essential

  1.  Background

The Energizing Development Programme Liberia (EnDev Liberia) is an energy access programme with the objective of increasing access to affordable modern energy services in Liberia, Guinea and Sierra Leone. It is a global initiative in 26 countries that GIZ is implementing on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). Donor countries are Germany, the Netherlands, Norway, Sweden, Switzerland, and the United Kingdom. EnDev has been active in Liberia since 2012; in 2014, the project activities were expanded to the neighboring countries of Sierra Leone and Guinea. EnDev cooperates with government institutions, national and local non-governmental organization, donors and the private sector.




In Sierra Leone, the programme consists of two components a) access to electricity through Pico PV, solar home systems and mini-grids and b) access to modern cooking systems through energy-efficient cookstoves, sustainable biomass production to avoid deforestation including efficient charcoal production and promotion of LPG. The present position will support all activities of component b.

 

  1. Tasks and Duties:

The junior advisor will advise the project director and other team members to manage and further develop the cooking energy component.
The position supports, advice, and partially manages; in particular:

  • Strategic and organizational work including preparation, organization, and follow-up of meetings

  • the collaboration with partners (Ministries, private sector, Civil Society); sensitization of institutions to the cooking energy nexus

  • the junior advisor will advise on monitoring protocols and interpretation of activities and results

  • engaging stove and charcoal and cooking fuel producers including the creation of stove and charcoal producer associations

  • the setting up of a stove and charcoal producers fund scheme including the elaboration of rules and procedures for the fund

  • the preparation design and implementation of field studies, questionnaires, and surveys

  • the implementation of awareness rising campaign in communities, media and at public institutions

  • organize trainings for stove and charcoal producers

  • organize and support the testing of stoves and equipment (pressure cookers) including follow-up on Endev support to the start – up of the stove laboratory

  • the strengthening of the role of women and gender equality in partner organizations, in the stove value chain and as consumers and opinion leaders in communities

  • initiate specific trainings for women in this sector

  • community mobilization and sensitization in particular in the Western Peninsula as a follow-up of working group activities

  • other activities, which may be initiated to implement the Cleaner Cooking Energy Compact including integration of initiatives and innovations into communities

  • Follow-up on activities to introduce improved charcoal making techniques

  • The financial and administrative management of the cooking component including:

  • Budget allocation and output monitoring

  • financial planning and finance monitoring,

  • creating, sending, and following up on invoices,

  • collecting and reviewing data for reports

  • preparation of contracts and financing agreements,

  • preparation of service requests and follow-up

  • risk management.




  1. Qualifications:

 

  1. Required:

Education: Diploma in Finance, Accounting or Business Administration

Work Experience: Minimum 2 years finance and/or management assistance; experience in international organizations is mandatory. Additionally, experience with the improved cooking sector, charcoal production, deforestation issues, mobilization of communities. Some knowledge of GIZ procedures and insight into EnDev’s operation would be preferable.

Demonstrated Skills and Competencies:

  • Honesty and strong commitment.

  • Experiences with different cooking energies and cooking systems, charcoal and stove producers, stove sellers

  • Experiences with working in rural communities and community mobilization

  • Accuracy in record checking.

  • Ability to work as part of the team.

  • IT skills including MS Office & Accounting applications

  • Time management skills and the ability to prioritize work

  • Attention to detail and problem-solving skills

  • Strong organizational skills with the ability to multi-task




Language Skills:  Good communication in English and any other local languages both written and oral

SOS Children’s Villages Sierra Leone is recruiting an Institutional Partnership Development Coordinator to support and advise the National Association in the development of partnership with institutions, in order to significantly diversify and increase the financial resources available for national programmes. Under the leadership of the Fund Development & Communications (FDC) Manager, the IPD Coordinator will directly support the team in seizing funding opportunities.

He/she will develop and implement institutional partnership strategies and will be a key contributor to the growth of the funding portfolio as well as day to day donor relations management with bilateral donors, international organizations, governmental institutions, embassies and any other relevant national or international organizations.




The incumbent will also support sound grant management of donor–funded project and ensure compliance with donor regulation and SOS policies.

Develop and implement an institutional fundraising and partnership strategy in line with the needs of the organization

To coordinate grant management for institutional funded projects, within a focus on donor compliance and donor reporting, in collaboration with Programme & Finance colleagues, this also includes the preparation of high-quality donor proposal, concept notes and reports.

Stay abreast of current trends in partnerships and governance in Sierra Leone and share learning with country Senior Management Team (SMT), as well as linking with the Regional and Global IPD Focal Persons.

Establish and maintain regular contact with donors, and participate in regional IPD networking and training.

 

Qualifications and Experience

Bachelor/ University degree or Master in International Development, Project Management or related field.

Minimum 5 years working experience in a similar role, with 2 years’ experience in the humanitarian sector.




Strong understanding of project management (PCM, LFM, RBM) and grant management.

Strong understanding of the donor environment in the humanitarian context and track record in identification and securing humanitarian funding opportunities (eg. UN, ECHO, Europe Aid, USAID/OFDA, USAID/FFP, SIDA, GAC, AA)

Broad network of UN, donor and NGO contacts in Sierra Leone, with proven experience development and maintain effective stakeholder relationship.

Excellent inter-personal, cultural and diplomatic skills with experience representing organisations at the regional and national networks.

Positive and professional approach: willingness to learn, very organised, commitment to deadlines, result focused, strong analytical skills and independent/self-motivated.

Support of SOS CVI vision, mission and values is essential.

A strong understanding of program design and development, especially in the sectors of Child Protection, Education, Health, Youth Empowerment, Livelihood, Gender and GBV, etc.

GOAL is looking to recruit a qualified, flexible, and enthusiastic professional to work within the WASH team and partners as a Borehole Supervisor based in Kenema District. Under the supervision of the WASH Engineer, the BS will work closely with the Engineer to supervise the construction of boreholes by the contractors and to support the demand creation approach being developed by the programme and, to ensure the timely completion of high-quality borehole construction in his/her designated operational area, and regularly reports progress and challenges to the WASH Engineer.

To succeed in this role, you will have a Diploma in Geology/Engineering or related field of Study, or third level city and guilds qualification, with at least two (2) years of professional experience in working with reputable borehole drilling company or supervising borehole drilling while working with another Organisation or institution. Work on WASH Programmes with an international NGO or related training Experience will be an advantage. Good computer skills with a sound working knowledge of Microsoft Word, Excel and Outlook, Excellent written and oral English, and ability to speak Mende is an advantage.

Your responsibilities

  • Overall responsibility for the development and implementation of the country strategy in Sierra Leone
  • Representing Welthungerhilfe and coordinating programme activities with local decision-makers, partner organizations and other aid agencies and development organizations operating in the country
  • Ensuring efficient and reliable structures and processes that reflect decentralization, and which allow to facilitate, coordinate and improve project implementation
  • Ensuring proper planning of financial, asset and human resources as well as regular reporting to the Regional Directorate and the co-financiers
  • Preparing planning documents for project follow-up phases and for new projects in the country
  • Acquiring donor funds on location and international coordination with the Head Office
  • Maintaining and expanding cooperation with national and international partners
  • Taking responsibility for national and international project staff, and in particular responsibility for compliance with local security regulations
  • Elaborating and ensuring a preparedness plan for disasters and potential crises on the basis of the country specific situation
  • Observing, analyzing and reporting on relevant trends in the programme country and the neighboring areas





Your profile

  • A university or polytechnic degree in a relevant field like international development, international management, rural development, agricultural sciences or a comparable level of qualification
  • At least 10 years of project management experience and relevant leadership experience in international humanitarian aid and development cooperation, preferably in the region
  • Sound experience in security/crisis management and working with partner organizations
  • Relevant knowledge of German, European, American and UN donor environment
  • Coordination and organisational skills – even under a high workload
  • Excellent HR Management skills and ability to work in a multinational team
  • Excellent communication skills and intercultural sensibility
  • Excellent spoken and written English; proficiency in German language would be an advantage
