International Non-governmental organization, Action Against Hunger has been working to fight undernutrition and support communities affected by crisis across the globe for almost 40 years and across nearly 50 countries. Action Against Hunger established its presence in both Liberia and Sierra Leone in 1991 during the Civil War and since then has been operational in the two countries by implementing various humanitarian and development programs related to health, nutrition, food security/livelihoods and advocacy geared towards the reduction of the prevalence rates of under-nutrition in both countries. Since January 2018, the two countries have been clustered and now operating under a single management structure. The coordination office is based in Freetown, Sierra Leone overseeing the operations in Moyamba Field Office and Liberia Country Office.





Action Against Hunger is recruiting a suitably qualified Sierra Leonean, Food Security and Livelihoods Head of Department to guarantee the quality, relevance and scaling of Food Security and Livelihoods strategy and interventions at the mission, in conformity with Action Against Hunger and international standards and national policies.

KEY ROLES AND RESPONSIBILITIES

  • Contribute to defining the country strategy as well as the strategy and positioning of the FSL technical department
  • Coordinate the identification of needs and the formulation of project proposals
  • Oversee the implementation of programs/projects and ensure that reports are submitted
  • Guarantee the quality and cost-effectiveness of projects
  • Ensure the active participation of ACF in national sectoral coordination and technical forums and develop sectoral partnerships

QUALIFICATIONS

  • Master’s Degree in Economics, Agriculture, Agronomy, Public Health, International Development or related field
  • At least 5 years international program management experience especially in the humanitarian sector.
  • Demonstrated strong ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc.
  • Strong computer skills (MS Word, Excel, Outlook and Power Point)
  • Experience with capacity strengthening and partnership building
  • Commitment to and proven track record in managing accountable, transparent, and inclusive programming in complex contexts.

About Invest Salone

Invest Salone is a six-year initiative managed by Nathan Associates and funded by the UK Foreign, Commonwealth & Development Office (FCDO) that aims to catalyse investment in export sectors, thus helping Sierra Leone realise the benefits of international trade and raising the incomes of 370,000 people by 2025. Invest Salone is primarily delivered through technical assistance, knowledge and analytical work, and capacity building. The programme engages in four thematic sectors (agriculture, fisheries, light manufacturing, and tourism), and explores multiple pathways and relationships with change agents within government, and with non-government stakeholders in Sierra Leone and internationally. Invest Salone contributes to its objective through three complementary Pillars or delivery pathways comprising:

Market system development: Focused on local agents and value chains within the four core sectors, designed to catalyse wider transformative change within the larger market system.




 

Investment and export promotion: Focused on catalysing productivity improvements and investment from domestic and foreign companies in key sectors. Invest Salone will do this by strengthening readiness, productive and export capacities of firms through research on binding constraints, capacity building, efficiency improvements, and helping the private sector to overcome market failures which limit their export competitiveness.

Scope of work

The Portfolio Coordinator will be responsible for the day-to-day coordination of the diverse ISL portfolio, with oversight from the Portfolio Manager. The Portfolio Coordinator ensures delivery across an innovative set of interventions and activities. The post holder will be responsible for ensuring that the work is on-track to achieve the intended results, that the activities are meeting technical requirements or are being adapted. The role will also monitor and manage delivery risks, ensuring that work is done in compliance with FCDO rules and Nathan procedures.

This role is suited for a highly motivated, detail oriented and organised individual who is interested in programme management. The Portfolio Coordinator will play a vital role in ensuring the focus, planning, and delivery of ISL’s complex set of interventions in conjunction with the technical and administrative team and with oversight from the Portfolio Manager. The postholder will coordinate the scheduled work, including ensuring that interventions are spending according to the budget, and that various technical inputs are received and integrated. Core responsibilities include:




 

  • Day- to-day monitoring of work plans to ensure that work is delivered on time against agreed schedule and are on track to achieve expected results. Work closely to Identify remedial actions with Intervention Managers and escalate when needed to Portfolio Manager.

  • Prepare fortnightly reports for FCDO on progress of activities across the portfolio and highlight any bottlenecks to implementation.

  • Providing support to the Portfolio Manager in overseeing external consultants. This includes liaising with the administrative team to ensure all logistical arrangements are set to day-to-day check-ins with the external consultants to ensure they are meeting their deliverables and milestones.

  • Ensure that the ISL team’s time and budget continue to be allocated according to workplans. Liaise regularly with the team across technical and administrative functions.

  • Act as a secretariat for the ISL Sector Review meetings, by drafting the agenda, cross-pillar contributions, and updates, reporting on follow-up to previous Sector Review meetings, and capturing actions and strategic decisions made.

  • Ensure ongoing monitoring of risk across the portfolio and that mitigation actions are being implemented in an effective and timely manner. Identify and escalate significant risks as they emerge, and design new mitigation measures with intervention managers

  • Ensure all activities comply with FCDO and Nathan rules and procedures in design and then continue to monitor compliance throughout delivery.

  • Support ISL team to follow FCDO and Nathan rules and procedures, enabling them to design, seek approval for and implement interventions, including writing terms of reference for expert consultants.

  • Coordinate the collection of evidence supporting intervention impacts. Coordinate with the Monitoring and Results Measurement team to ensure a good internal and external communication of Invest Salone with its stakeholders.

  • Act as the in-country Gender and Social Inclusion champion by supporting the team to ensure that all interventions are fully integrated. Capture information and liaise regularly with the Gender and Social Lead based in London to brainstorm how to best highlight programme’s achievements.

  • Contribute to critical knowledge management activities including training and dissemination workshops. Prepare case studies and articles on the lessons learned from Invest Salone interventions to feed into the Communications team contributing to the delivery of the programme’s communications and engagement strategy.




 

Candidate Profile

Essential:

  • Bachelor’s degree, preferably in International Relations, Economics, Administration, or related subjects

The IRC, along with its Consortium partner has bid for a funding opportunity from ECHO in a Covid-19 Vaccination Implementation Consortium as a sub-agency. The Covid-19 Vaccination Consortium seeks to support the Ministry of Health and Sanitation (MoHS) by ensuring healthcare workers receive COVID19 vaccination and in turn reduce the risk of health personnel transmitting the virus to patients in their care, many of whom may already have underlying health conditions that could place them at an elevated risk for COVID19 mortality and severe morbidity.

SCOPE OF WORK

Under the overall guidance of the M&E Coordinator and direct supervision of the Saving Lives M&E Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Program Manager in preparing Monthly/Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. The Monitoring and Evaluation Officer Works in close collaboration with Saving Lives project team, Government officials, and partner organizations.

Job Overview/Summary

The M&E Officer will be responsible for all M&E related ECHO Covid-19 project actions (Initiation, project start-up, implementation, and close-out), providing technical M&E leadership for the Saving Lives project with specific attention to data quality and use. With direct support from the Project Coordinator, s/he will continuously assess the current M&E systems and capacity of staff related to Saving Lives M&E and based on this, address the identified needs through capacity building and technical support on data collection methods, data analysis, data quality assurance and result-based management. S/he will also ensure that quality data collected is entered into data collection platforms; data analysis is completed by project teams and will play a key role in the process of reporting on the impact of the IRC program to relevant stakeholders. S/he will conduct frequent visits to the field and assess the quality of the program, M&E work, ensure understanding and compliance with M&E procedures and provide guidance and coaching to staff.





Major Responsibilities

Compile quantitative and qualitative data to showcase IRC’s ECHO Covid-19 project, covering all outlined program outcome areas.

In close collaboration with the MEL Coordinator, Saving Lives M&E Manager, and Program Managers, lead the development & implementation of strong data collection tools and monitoring and evaluation plans for the protection program.

Ensure efficient systems are in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required.

Support the provision of technical training and capacity building in monitoring and evaluation to Covid-19 Vaccination program staff.

Perform regular field visits to ensure the quality of data collected by Program staff and to verify the accuracy of the data reported

Support program teams in analyzing and interpreting monitoring and evaluation of data.

Overview preparation of consolidated reports including concise narratives that capture progress against indicators and provide both management and donors with accurate and user-friendly information.

With Oversight From Saving Lives M&E Manager

Assist in creating standards for capturing data and its storage in the database in accordance to the IRC Measurement universal expectation.

Assist in the development of custom tables used to describe donor characteristics so that they are meaningful and not redundant.

Manage electronic tools to prevent disorganization (Keep server data confidential).

Support the program team to ensure that donor, partner, and Senior Management data queries are addressed in an accurate and timely manner.

Assist the program team and program coordinator in implementing the IRC’s monitoring for Action standards.

Specific Responsibilities

Program/Project Design And Learning

Develop and make sure the ECHO Covid-19 project has tested monitoring tools that capture both program activity and indicators progresses.

Ensure records are checked during meetings for accuracy and provide support where necessary and share data with program managers.

With support from the Saving Lives M&E Manager, establish and maintain project level information management system.

With support from the Saving Lives M&E Manager, collect program field level information required by IRC, donors and/or stakeholders.

Monitoring

Ensure the on-time execution of projects major monitoring and evaluation events including but not limited to data quality audit and field data supervision.

Document findings from data quality audits and store in project files to ensure collective and sustainable access.

Provide technical assistance to staff and or partner organization on information management system, proper data collection and record keeping.

Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives.

Update project M&E plan timely and provide feedback to program staff on status and quality of implementation.

Provide M&E inputs for reports written during project implementation at the field level.

Provide summarized monthly data analysis showing target against progress over time.

Follow up with project teams on programme quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into programming; and verify entered data for completeness, correctness, and consistency and follow up on any data quality issues.

Periodically leads in the presentation of M&E data trends during reflective practice forums at field office/ project level and gather lessons from project implementation processes.

Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information.

Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.

Database management, Information Management and Reporting

Provide and maintain MIS content/requirements and feedback to project team and document progress on indicators/achievement of targets using Indicator Performance Tracking Tables (IPTT)

Submit dataset to update country office wide program database, IPTT, & Comet on monthly basis.

Maintain and regularly update project monitoring reports, including lessons learned, prepared by different projects and application of evaluation recommendations.

BACKGROUND

The International Rescue Committee, one of the world’s largest humanitarian agencies, provides relief, rehabilitation and post-conflict reconstruction support to victims of natural disaster, oppression and violent conflict in 42 countries. The IRC has worked in Sierra Leone since 1999. The IRC currently programs across three core sectors: 1) Health 2) Women and Girls’ Protection and Empowerment (WGPE), and 3) Education. SCOPE OF WORK

The Senior Grants and Partnerships Coordinator will assist the international Senior Grants Coordinator in leading the grant management and program development for the IRC in Sierra Leone. The position reports to the Senior Grants Coordinator. This position is based in Freetown with frequent trips to field sites. The Senior Grants and Partnerships Coordinator will act as the focal point for IRC implementation and mainstreaming of the partnership principles and IRC Partnership Excellence for Equality and Results System (PEERS). This role will work collaboratively with the IRC’s senior management team, the technical coordinators, measurement team, finance, programs and operations teams, and partners.

Main Responsibilities

Grant Management

Review sub-award agreements and amendments as needed, and follow the IRC internal review process of all sub-award documentation;

Review and lead on the process of coordinating the development and revision of IRC and partner’s budgets;

Facilitate grants management meetings including awards start-up and close-out meetings. In addition to regular partnership project meetings in line with the IRC PEERS, in coordination with support functions, Program teams and the Senior Grants Coordinator;

Lead the planning and organization of, and participate in, partnerships/sub-awards technical and financial partnerships’ monitoring visits to partner offices (including field offices) to assess Partners’ performance and compliance against their Partnership agreement, donor’s regulations and overall Program plans, in line with the IRC PEERS. This includes; leading on tools development, coordinating inputs ahead of review meetings/ visits to ensure that the IRC commitments to the donor are met and working closely with Program Managers and Finance teams to make sure that partnerships’ monitoring schedules are rigorously followed, and supporting documentations are prepared for review;





Support the planning and organization of, and participate if/when requested in donor’s monitoring visits, as per the agreed schedule;

In close collaboration with Supply Chain units, maintain accurate records of Programs assets; this includes managing the IRC and Partners assets registers, leading on assets disposal process when required, monitoring assets during regular partners’ monitoring visits, in line with the IRC PEERS and donor’s regulation on assets management;

Support the Senior Grants Coordinator with any other tasks and responsibilities when and where required.

Ensure all donor and partner special conditions and any requirements are completed in a timely manner through close coordination and follow-up with various departments within IRC and the different partners.

Partnerships and Sub-Awards Management

Under the direct supervision of the Senior Grants Coordinator, ensure that IRC Programs follow the IRC PEERS that sets out efficient and responsive processes, delineates clear roles and responsibilities, and articulates IRC’s strategic approach to partnerships;

Maintain regular communication and schedule regular visits to the partner offices to ensure consistent relationships, up to date information, and ongoing two-way feedback is being provided and received;

Promote an atmosphere of mutual respect and development among partners – including facilitating information sharing between partners and establish relationships based on the IRC partnership principles;

Work effectively with the IRC various departments including Program, Supply Chain and Finance partners’ teams to ensure that sub-granting mechanisms are in-line with the PEERS;

Lead on the process of due diligence process and ensure quality and timely update in line with PEERS guidelines and tools;

In the event of partner issues, work closely with the Senior Grants Coordinator to advice on the appropriate progressive corrective action, assisting in alerting partners’ Senior Management Teams/Boards and the IRC Ethics and Compliance Unit, as required; This includes promptly reporting any suspicion or ascertained case of violation of Do Not Harm and Child Safeguarding requirements that may arise from partnerships/sub-awards reviews meeting and/or monitoring visits;

Develop processes and tools to monitor partner performance against set indicators in line with IRC’s principles and way of working;

Mobilize, train and provide on-going technical support to Technical focal points in the Program Teams on working with partners.

Reporting

Ensure reporting timelines and reminders are prepared and shared across the IRC grants;

Collect and review of IRC and partners’ program narrative reports and ensure timely submission and quality assurance;

Consolidate feedback on partners’ reports and act as the focal point for partner communication;

In conjunction with Finance, ensure the timely review of partners’ and IRC financial reports in accordance with the terms of their partnership/ donor agreements, coordinated with the review of financial reports with Finance and Program.

Partners Capacity Building

Review the capacity building/development plan for the partners based on the pre-award assessment result, ensure capacity building/development plan is tailored, targeted and responsive to their organizational needs and priorities;

Design tools and create systems to effectively monitor progress made against partner capacity building plans and to partners in their organizational development; particularly around safeguarding;

Review partner submission and progress reports against capacity building plans and ensure they are completed in a timely manner.

Information Management & Communication

Ensure all IRC grants files are maintained and filed on IRC Box system and in line with the set archiving system;

Ensure tools are developed and maintained to record and track essential grants information and deadlines;

Together with the Senior Grants Coordinator work on improving policies and developing SoPs and tools to explore and pursue new and innovative ways of working;

Contribute/lead as/if required to collate lessons learned on a regular basis and disseminate these among IRC and its partners to maximize the Programs’ impact and contribute to future Programs’ strategy and direction;

Develop processes to produce and maintain communication materials and factsheets for IRC’s work in line with IRC internal policies and donor compliance

Facilitates the preparation of chiefdom annual plans and agreement in line with Plan International Sierra Leone’s Country Strategy:

  • Support the PIIA in mobilizing local/external resources to implement the PIIA annual Plans;
  • Participate in budget preparation (both Plan and partners and provide assistance to implement them to achieve program objectives);
  • Engage the partners within the Chiefdom to actively participate and support community-led interventions and prepares reports;
  • Participate in PU level Baseline activities to capture current situation and MER to assess effects/impacts made and feed into programming;

  • Ensure Child protection is mainstreamed into all community development related program activities in the district/chiefdom to meet Plan goals;
  • Ensure Disaster Risk Reduction (DRR) is well integrated in all community development program activities to ensure child protection in the district/chiefdom, especially during emergencies; Grants:

  • Supporting the sponsorship volunteers in the sharing of all sponsorship information and documents to sponsored children and family.
  • Conducting regular visits to SC/family during community/project visit and complete the home visit form;

  • Randomly proof-reading sponsorship communication items within the district/chiefdom and inform PIIAM of any CP issues.

Job Summary:

You will oversee all activities that ensure the accuracy, timeliness, and documentation of the project accounting operations and financial reporting (monthly, quarterly, yearly, and as-needed), in accordance with USDA guidance and regulations and in support of high-quality programs serving the poor and vulnerable. The Grants Manager oversees all financial management, internal controls and financial compliance aspects of the program. S/he provides financial and operational management to ensure the best use of resources by preparing sound budgets, monitoring project expenses, and providing accurate and timely financial reports for donor. You will help maintain the standard for the Country Program’s (CP’s) financial stewardship through professional maintenance, utilization, and analysis of all cash resources controlled by the CP.

 

Roles and Key Responsibilities:

Finance

  • Oversee accounting processes, policies, and service delivery and maintain accounting controls to ensure accurate, complete, and timely recording and management of MGD project financial transactions and internal controls in compliance with CRS’ financial management policies and procedures, Generally Accepted Accounting Principles (GAAP), USDA rules and regulations, and legal requirements.

  • Review and analyze project financial reports, including cost allocation of shared costs, to verify financial transactions and work with relevant staff to address irregularities and resolve accounting issues.

  • Serve as the key point person on all issues related to financial transaction records on MGD project.

  • Provide proactive advice, support, and capacity building to managers, staff, and partners to ensure compliance with standards and proper records of financial transactions, as well as to support strengthening of internal control.

  • Ensure MGD project financial reports are generated accurately and disseminated timely as per established reporting schedules and assist staff and subrecipients with financial reports analysis.

  • Oversee maintenance of a good filing system of required supporting documentation to ensure easy access and retrieval, and a reliable and easy to follow audit trail.

 

Grants Management

  • Hold responsibility for monitoring monthly costs using a budget monitor and grants database, tracking contract expenditures against MGD budget and total obligated funds; includes performing invoice review and corrections to ensure accuracy and compliance with USDA requirements.

  • Prepare and revise finance and operation guidelines in order that they adhere to SC and donor requirements;

  • On a monthly basis, prepare internal Budget versus Actual reports, including brief commentary on matters identified.

  • Manage re-forecasting of grant-specific expenses using level of effort (LOE) and recruitment updates, as well as subcontractor-related project needs and statements of work; ensure the accuracy of re-forecasts for project budget and contract-specific budgets.

  • Review and determine causes for variances to the budget and prepare required notices to be sent to donors regarding status of funds.

  • Coordinate and support budget realignments and regular budget reviews, when relevant.

  • Support staff capacity building on utilization of a budget monitor tool and financial management best practices.

  • Support internal audits and reviews, as required.

Typical Background, Experience & Requirements:

Education and Experience

  • B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).

  • Minimum of seven years’ experience in a position with similar responsibilities, preferably with an International NGO.

  • Substantial budgeting, budget/expense analysis, and accounting experience.

  • Experience managing finance for USAID or USDA-funded projects with in-depth knowledge of US Government financial management rules and regulations.

PSI and its local affiliates manage malaria control programs in 32 countries and are world leaders in malaria control implementation delivering 42 million treated mosquito nets and almost 19 million treatments for confirmed malaria cases in 2016.  More specifically, PSI supports national Ministries of Health to deliver improved malaria case management through public sector channels in partnership with the global fund and is working with a number of other donors to harness the private sector to deliver quality assured diagnosis and treatment of fever. Your contribution

Working under the supervision of PMI-IM COP , the Malaria Technical Advisor (MTA) will provide technical, practical hands-on support to MOHS and NMCP to plan, implement and monitor evidence base malaria service delivery with particular focus on malaria diagnosis, malaria treatment and malaria in pregnancy. The MTA will work with NMCP and Partners to achieve the following:

 

  • Provide overall technical and programmatic support to PSI SL and NMCP management and technical leadership to implement evidence-base malaria control through the adaptation of  global policy and guidance to the Sierra Leone context,
  • Provide technical support to NMCP to develop funding proposals to major donors like PMI and Global funds whilst identify new funding opportunities,
  •  Provide high quality technical expertise and assistance to NMCP for the development of policies, strategies, and implementation plans related to case management, malaria in pregnancy (MIP), and chemoprevention
  • Contribute to technical working groups advising on and interpreting NMCP-led operations research studies on case management, MiP, diagnoses and other innovative interventions,
  • Provide technical and operational assistance to PSI SL and NMCP in designing and implementing case management-related activities and MiP recommended by NMCP malaria strategic plan,
  • Contribute to finalization and rollout of revised national guidelines, including technical inputs, dissemination, and orientation of health workers in all districts,
  • Coordinate with other PMI/USAID-funded Implementing Partners to allign support to NMCP in order to avoid duplication and promote seamless and client-centered malaria service delivery,
  • Provide technical and operational support to NMCP towards  the implementation of a monitoring and evaluation framework and information systems to track progress, outcomes, and impacts against targets set, to demonstrate success and influence decision making in coordination with the PMI-Measure Malaria  Project and Directorate of Policy, Planning, and Information(DPPI) ,
  • Work with the NMCP to liaise with other MOHS directorates, PMI, Global Funds and stakeholders, in the public and private sectors to ensure the program is in line with best practices, delivered under national leadership, integrated with other programs  and as efficient as possible.

 

What are we looking for?

  • Medical Doctor or Senior Midwife/Matron,
  • At least a  masters’ degree in public health
  • A minimum of  eight(8) years of  frontline working experience  in malaria endemic country,
  • At least five(5)years of experience working with public health programs in developing countries, both at central and district  levels,
  • Experience in providing hands on technical and operational support to  disease control interventions  especially  Malaria Control Programs,
  • Extensive working experience  with donors like PMI/USAID ,Global Funds and UN,
  • Experience in managing relationships and expectations between  donors and national programs,
  • Experience in mentoring and coaching staff to improve their performance and competencies,
  • Able to write, read , interpret  and present complex information to different  audiences in English,

Call for Consultancy Services to deliver a high-quality training on Malaria Control and elimination for staff

 

Purpose

By its mandate, PMI-IM works with MOHS, NMCP and DHMTs to improve malaria service deliver with  emphasis  on malaria case management, Prevention of malaria in pregnancy and iCCM. In order to  better  support these interventions ,  PMI-IM regularly update the  knowledge and skills of frontline staff in malaria control and elimination.

In furtherance of this policy, PMI-IM is  seeking the services of individuals, companies, or NGOs with the requisite capacity and experience to deliver a high-quality training in malaria control and elimination for  our staff.

 

Key Deliverables




The successful vendor is expected to cover the following elements to ensure high quality training:

  • Update staff on history of malaria epidemiology and control activities at Global Level and  in Sierra Leone
  • Provide overview of Global malaria prevention, control, and elimination strategy as per the WHO Global Technical Strategy, Roll Back Malaria and Sustainable development Goals
  • Provide in depth overview of Sierra Leone National Malaria Control Strategy as contained in the draft 2021-2025  strategic plan in the context of MOHS policies including universal health package.

Training strategy

Training will target two sets of cadres.

Key deliverables

SCOPE OF WORK

Building on this work over the years, the IRC in Sierra Leone developed a program framework, strategy and vision for 2016 – 2020. The country program has committed to ensuring that children, both in and out of school, have appropriate literacy, numeracy, social-emotional skills, and will work towards the reduction and elimination of barriers to ensure that girls are equally skilled and safe as boys. In line with this commitment, and in partnership with Concern International, Restless Development and BBC Media Action, the IRC will implement the four-year EAGER (Every Adolescent Girl Empowered and Resilient) Program which targets out-of-school girls and aims to ensure they have significantly improved learning outcomes and transition to education, training or employment. Upon completion of the learning program, girls will receive one-on-one mentorship to develop their individual transition plans.

Job Overview/Summary

The LNGB District Supervisor will work under the direct supervision of the Senior LNGB Program Manager. S/he will assume responsibility for overall coordination and management of LNGB Program activities, funds and resources, and operations in the site of Kenema. This includes direct management of seven (7) Basic Literacy and Numeracy (BLN) officers, as well as seven (7) Life Skills (LS) officers based in this District. Moreover, s/he will be responsible for coordination with IRC’s other programs and representation of the LNGB program in external meetings and related events at the District Level.

This Includes But Is Not Limited To

Overall coordination of LNGB Program activities in Kenema in line with the Program’s implementation plans and objectives, under the supervision and guidance of the Education Coordinator.

Assist with developing monthly implementation plans and forecasting in the District of Kenema ensuring they are adapted to the site level and in accordance with the Program workplan, as well as implement any adjustment as required based on Program’s needs;

Monitoring: work closely with the M&E officer to ensure regular monitoring is carried out at the District level. This includes but is not limited to:

Assist the M&E manager to implement the M&E plan at the District level as needed. This includes providing all logistic and technical support as required by the M&E team to carry out Endline evaluations at the District level;

Work closely with BLN and LS officers to assist with the roll-out of the BLN and Life Skills earning programs in the District, working in close collaboration with adolescent girls, families and the overall community; this includes ensuring that sessions are planned to meet adolescents girls specific needs;

Assist with identifying and establishing/rehabilitating safe spaces in the District to host BLN and LS learning programs, in close collaboration with adolescent girls, families and the overall community;

Ensure that all Program-identified/established safe spaces in the District are equipped with learning and teaching materials and these are well maintained and stored; this includes supervising LS and BLN officers and making sure they have accurate inventory of materials;

Closely supervise the BLN and LS officers to ensure that materials are used properly by BLN facilitators and mentors;

Closely supervise the BLN and LS officers to ensure BLN and LS curriculum-related activity schedule and spending is on track and aligned to the agreed Program work plan and spending plan;

Under the guidance of the Senior LNGB Program Manager, closely supervise and assist BLN and LS officers with identifying and recruiting BLN facilitators and mentors;

Under the guidance of the Senior LNGB Program Manager, assist with planning and organization of BLN and LS trainings of BLN and LS officers, as well as with cascading these trainings to mentors and BLN facilitators in the District;

Closely supervise BLN and LS officers to ensure individualized support and mentoring is provided to adolescent girls completing the BLN and LS learning programs, including the provision of small cash transer to implement individual transition plan, in line with the IRC policy and procedures;

Takethe lead in planning, organizing and preparing the cash and in-kind distributions that are planned for girls after the end of the learning sessions, and work closely with Officers, M&E and Finance teams to ensure coordinated and efficient distribution plans.

Proactively assist with the planning, organization and monitoring of all community sensitization activities at the District level, ensuring that all logistic and operational support is in place.

With support from the M&E officer, ensure that District program data are regularly updated and submitted to the District data clerk and feedback is relayed to the M&E Manager as appropriate;

Ensure that the District team gathers, collates, and submits all required data on program activities as relevant and required;

Ensure that field monitoring is carried out regularly and in line with the M&E plan. This includes supporting the preparation of and participating in donor’s monitoring visits, as required by the Senior LNGB Program Manager.

Reporting: compile and submit to the Senior LNGB Program Manager all monthly and quarterly reports with regards to the Program implementation in the District, cash projections, and any other required updates, reports and information, as requested and required by the IRC office and/or LNGB Program. This includes both financial and program related information;

Financial management: with support from finance, logistics, and administration units, oversee all Program financial activities at the District level, such as:

Limited signatory/approval authority for all LNGB transactions and activities at that site;

Monitoring Program budget and burn rate in line with available financial resources, program objectives and implementation plans in that District, and liaise promptly with the Senior LNGB Program Manager to provide regular updates and flag any anticipated challenge;

Lead on all Program-related procurements, including submission of PRs for program activities, purchase of supplies, maintenance and repairs, and related expenses;

Ensure that all Program advances are liquidated properly, in line with IRC policies and procedures, and with required supporting documents;

Under the guidance and supervision of the Senior LNGB Program Manager, submit monthly cash forecasts to the finance department in the District;

Help ensure all LNGB staff in the District are familiar with and adhere to all financial & procurement policies and procedures applicable to that District.

Human resources management

Liaise with the HR/admin units to ensure all required administrative procedures and paperwork is completed for all LNGB staff, such as time sheets, leave planning, contractual issues, etc. Ensure all staff are informed on all IRC policies and procedures and kept updated of any changes;

Address any specific staff performance and/or disciplinary issues as they arise, seeking help and guidance from the Senior LNGB Program Manager where appropriate; this includes ensuring that all staff is mindful of and rigorously adhere to Do Not Harm and Child Safeguarding principles and requirements, as per the IRC and donor’s policies;

Support the Senior LNGB Manager and District office to ensure that all LNGB staff adhere to all security protocols and procedures, and report incidents in a timely and accurate manner.

External Representation

Serve as the main LNGB focal person for external relationships with both government and non-government stakeholders at the District level (with support from the Field Coordinator/Manager). This includes attending meetings and special events; maintaining external relationships, regular communications and information-sharing; helping to support referral systems; supporting the Education Working Team.

Serve as a key focal person for arranging support for all LNGB program-related visitors to the District;

With support from the Field Coordinator/Manager, serve as a key focal person for engaging with the media at the District, ensuring oversight of all radio/TV programs, messages, etc.





Qualifications

Diploma, preferably in Education, or social work, social services, community development or related fields.

At least 2-3 years experience in implementation of Education and Gender programming and/or service.

At least 1-2 years experience in basic administrative, logistical, and financial management, including basic budgeting, resource management, and procurement processes.

Ability to plan in advance and maintain an organized working style, yet able to handle new events and situations effectively as they arise. Able to work calmly and lead teams successfully in stressful and sometimes chaotic situations.

Able to work independently, multi-task, and take initiative, but also able to delegate responsibilities, harness team efforts, and ask for help as needed.

Strong communication skills and ability to engage positively with a wide range of diverse groups and stakeholders at multiple levels, ranging from community groups to government agencies.

Able to build a team environment, empowering employees by effective delegation, motivating, rewards and manages conflict with employees as appropriate.

Able to manage and coordinate financial/procurement transactions and other operational and administrative procedures in line with organizational policies, as applicable. Able to manage resources effectively and efficiently.

Excellent English speaking and writing skills; able to prepare reports and other required program documentation in a timely manner.

Proficient in MS Office.

SCOPE OF WORK

IRC, along with its Consortium partners has bid for a funding opportunity from DFID – Saving Lives (Phase II) as the lead for the NGO consortium. The Saving Lives programme seeks to support the Government of Sierra Leone (GoSL) to save women’s and children’s lives by improving the quality, availability and accessibility of reproductive, maternal, newborn, child and adolescent health services. This will be achieved by increasing the utilization of quality RMNCAH services through a multifaceted approach that seeks to strengthen quality, expand access, and build the demand for RMNCAH services in Sierra Leone. The programme duration is August 2021 – March 2022.

The IRC is recruiting for one (1) District Clinical Mentor (DCM) for the Saving Lives programme in Sierra Leone based in Kono. The DCMs are the most crucial link in the programme, providing direct clinical mentorship to facility and hospital staff in the respective districts. The Saving Lives DCM will work under the oversight of the District Delivery Senior Manager in the respective districts.

Qualifications
