Job Vacancy at Save the Children – MEAL Manager

THE ROLE: 

The main purpose of this role is to lead Save the Children Sierra Leone’s MEAL processes/procedures at Kailahun field office that will feed into the Country Office overall MEAL framework in line with the country’s strategic plan.  This role holder is required to take leadership in the development, roll out and implementation of SC’s standard MEAL packages at field level, corresponding tools and reporting requirements and build the culture of maximum utilization in the Field base.




The MEAL Manager will oversee the implementation of accountability procedures including community feedback and response mechanisms for both development and humanitarian programs and lead compliance and assessment of quality benchmark.  S/he will support Awards, Finance, PDQ/TAs, Internal controls, Advocacy and Operations to review and implement a compliance strategy towards donor commitments, especially in project start-ups, implementation, documentation, progress reporting and phase-outs. S/he will assume day to day leadership for the MEAL tasks for quality evidence-based programming.

S/he will provide MEAL supportive supervision in on-going project implementation. The MEAL Manager will be highly involved in project and MEAL planning and reviews, provide oversight on implementation of required MEAL actions, monitoring and evaluation processes ensuring high level of child participation in these processes in operational area.

S/he will guide SC and Partner teams in tracking outcome of projects which includes but not limited to documenting success stories/ case studies in line with project activities and expected outcomes. The MEAL Manager will build capacities of staff and partners in promoting accountability and participation in Field base. S/he will provide quality assurance for data and information (including progress reports) generated from their Field base.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.




 

QUALIFICATIONS DESIRABLE

  • A degree level in Social Science – Statistics, Economics or equivalent field experience.

  • Recommended a minimum of six years’ management and/or MEAL experience in both emergency and development contexts, preferably with solid experience in more than two of the Save the Children priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, and emergencies.

 

EXPERIENCE AND SKILLS

  • Demonstrated strong monitoring and evaluation skills, including planning and participating in evaluations.

1.) AGER – Life & Business Skill Officer (x3)

JOB PURPOSE:

MAIN DUTIES & RESPONSIBILITIES:

The LNGB Life and Business Skills (LBS) Officer will work under the supervision of the LNGB District supervisor. S/he will be mainly responsible for coordinating, facilitating and monitoring implementation of the Life and Business Skills curriculum within the program through capacity building, networking, partnership and participation of the communities. S/he will provide practical and emotional support to young girls and teach them the skills they need to enable them to live a successful independent life. S/he will work in partnership with young girls, their families and peers, to identify suitable individual transition plans.

SPECIFIC RESPONSIBILITIES:

TECHNICAL RESPONSIBILITIES, PLANNING AND MANAGEMENT

With oversight from the LNGB Program Manager and support from the M&E Officer, work closely with the District Supervisor, the M&E officer and the Local Councils to carry out a needs assessment in targeted communities that will inform the LSB skills curriculum and classes planning process, identify risk and protective factors to inform and produce risk assessments and contingency plans, as needed; this includes participating in and supporting a market analysis to identify available opportunities in the targeted communities;

Work closely with the District Supervisor, the BLN officers and Local Councils to better understand the local communities and governing bodies, as well as identify any other key stakeholders at local level that would have leverage on the development of the implementation of LSB activities;

Participate in beneficiaries mapping in the targeted communities to ensure participation of young girls and their families. This includes ensure that the most marginalized girls are adequately identified and outreached in line with beneficiaries’ selection criteria, and receive support from the Program enrolling and remaining in the LBS course;

Work closely with Local Councils to review and activate the LBS curriculum and implement LBS classes in program-identified safe spaces;

Ensure the LBS course is delivered on time, in accordance with the LBS curriculum, schedule, tools and approaches approved by the program, respecting quality standards and principles of equity and inclusion;

Ensure that the one-on-one mentoring is delivered to adolescents girls upon completion of the LBS course and that each girl receive adequate and holistic support to identify transition goals and develop individual business plans;

Ensure that competitive start-up/growth grants are provided to young girls graduating from the LBS course and that these grants are utilized in accordance with the individual self-identified pathway for each girl, based on the results of the local market analysis;

Under the supervision of the District Supervisor, work with the M&E officer and BLN officers to support identifying safe spaces for young girls receiving LBS courses. This includes ensuring that the spaces are girl-friendly, protective and conducive to effective learning;

Ensure that all safe spaces identified and/or established by the program to host the LBS course have the approved teaching and learning materials and other relevant tools/equipment;

Identify, resource, train and coach LSB mentors. This includes working closely with the local community key stakeholders to identify female leaders and positive role models, train them on the LBS curriculum and coach them to support and guide adolescent girls throughout the process of determining their transition goals;

Ensure that LBS mentors master the use of LBS materials and provide feedback and capacity building when weakness are identified. This includes ensuring that mentors have a clear scheme of work, prepare lesson plans using agreed standard formats and methodologies;

Monitor the individual workplans/schedule of LBS mentors and assist them to create a professional community/network of practice in which they can share experiences and learn from each other;

Ensure that instructional materials are effectively used by young girls and safely kept by the custodians of the safe spaces;

Closely work with LBS mentors, young girls and the communities to develop individual self-identified transition pathway for each girl and support LBS mentors to provide regular follow-ups to ensure the implementation of the identified plans for each girl;

Ensure that regular termly meetings with communities and young girls are held and that meetings have agenda, issues and action points, all of which are documented;

Participate in community mobilization and sensitization activities in relation to Life and Business Skills topics in line with the approved curriculum;

Ensure that cases or suspicions of violence and abuse against adolescent girls as well as any protection risks are reported through program-established and/or existing referral pathways and receive proper case management;

Effectively obtain, allocate and utilize resources allocated to the Program’s LBS component. This includes supporting the District Supervisor in providing the LNGB Program Manager with all needed data and information to produce timely and quality monthly/quarterly spending and procurement plans;

Submit weekly work plans to the District Supervisor, including needs for any logistics and procurement arrangement for the purpose of the implementation of LSB courses.





Monitoring

With the support of the M&E officer, track and record young girls and LBS mentors attendance on a daily basis;

Work closely with the local communities and LBS mentors to ensure that actions are taken against mentors and girls engaged in truancy;

Conduct regular follow-up on LBS activities and give feedbacks to the District Supervisor. This includes working with M&E officer and Data clerk to monitor and track the attendance, retention and progress of young girls attending the LBS course;

Work closely with the M&E officer and Data clerk to ensure accurate data are available from activities records and other means of verification to document progress on indicators/achievement of targets using Indicator Performance Tracking Tables (IPTT);

Work closely with the local communities and LBS mentors to ensure that Child Safeguarding and Do Not Harm principles and requirements are respected rigorously throughout the Program implementation with regard to the delivery of the LBS curriculum.#

Reporting

Provide the District Supervisor with required inputs for reports written during project implementation at the field level with regards to LBS activities;

Work closely with the M&E officer and Data clerk to ensure accurate data are timely submitted to the M&E Manager for reporting purposes;

Prepare, produce and present LBS activity reports, with analyzes and summaries, to the District Supervisor;

Contribute to capture data, pattern and trends from the field and relay feedback to the District Supervisor, that would inform documentation of lessons learned, best practices and success stories for sharing with the LNGB Program Manager.

Emergency response

Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, the LNGB BSLS Officer will be involved in emergency initiative if the need arise. The LNGB BSLS Officer is required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

Closely work with LBS officers to ensure that one-on-one guidance is delivered to adolescents girls upon completion of the BLN and LBS courses and that each girls receive adequate and holistic support to identify transition goals and develop individual business plans;

Work with the M&E officer and LBS officers to support identifying safe spaces for young girls attending BLN courses. This includes ensuring that the spaces are girl-friendly, protective and conducive to effective learning;

Ensure that all safe spaces identified and/or established by the program to host BLN classes have the approved teaching and learning materials and other relevant tools/equipment;

This includes working closely with the local community key stakeholders to identify retired teachers/individuals with prior teaching experience, train them on the BLN curriculum and coach them to support adolescent girls throughout the learning program;

Ensure that BLN facilitators master the use of BLN materials and curriculum and provide feedback and capacity building when weakness are identified. This includes ensuring that facilitators have a clear scheme of work, prepare lesson plans using agreed standard formats and methodologies;

Monitor the individual workplans/schedules of BLN facilitators and assist them to create a professional community/network of practice in which they can share experiences and learn from each other;

Ensure that instructional materials are effectively used by young girls and safely kept by the custodians of the safe spaces;

In conjunction with the LBS officers, closely work with BLN facilitators, young girls and the communities to develop individual self-identified transition pathways for each girl and support BLN facilitators to provide regular follow-ups to ensure the implementation of the identified plans for each girl;

Ensure that regular termly meetings with communities and young girls are held and that meetings have agenda, issues and action points, all of which are documented;

Participate in community mobilization and sensitization activities in relation to Basic Literacy and Numeracy topics in line with the approved curriculum;

Ensure that cases or suspicions of violence or abuse against adolescent girls as well as any protection risks are reported through Program-established referral pathways and receive proper case management;

Effectively obtain, allocate and utilize resources allocated to the Program’s BLN component. This includes supporting the District Supervisor in providing the LNGB Program Manager with all needed data and information to produce timely and quality monthly/quarterly spending and procurement plans;

Submit weekly workplans to the District Supervisor, including needs for any logistics and procurement arrangement for the purpose of the implementation of BLN courses.

Monitoring

With the support of the M&E officer, track and record young girls and BLN facilitators attendance on a daily basis;

Work closely with the local communities and BLN facilitators to ensure that actions are taken against facilitators and girls engaged in truancy;

Conduct regular follow-up on BLN activities and give feedback to the District Supervisor. This includes working with M&E officer and Data clerk to monitor and track the attendance, retention and progress of young girls attending the BLN course;

Work closely with the M&E officer and Data clerk to ensure accurate data are available from activities records and other means of verification to document progress on indicators/achievement of targets using Indicator Performance Tracking Tables (IPTT);

Work closely with the local communities and BLN facilitators to ensure that Child Safeguarding and Do Not Harm principles and requirements are respected rigorously throughout the Program implementation with regards to the delivery of the BLN curriculum.

Reporting

Provide the District Supervisor with required inputs for reports written during project implementation at the field level with regards to BLN activities;

Work closely with the M&E officer and Data clerk to ensure accurate data are timely submitted to the M&E Manager for reporting purposes;

Prepare, produce and present BLN activity reports, with analyzes and summaries, to the District Supervisor;

Contribute to capture data, pattern and trends from the field and relay feedback to the District Supervisor that would inform documentation of lessons learned, best practices and success stories for sharing with the LNGB Program Manager.

Human Resources Management

Assist in the management of all Contracts for staff and service providers and ensure these are renewed/updated and meet Concern World Wide minimum standards.

Job Profile

The post-holder will lead the programmatic delivery of an existing EU funded project that is working towards providing economic empowerment and resilience strengthening of key rural communities in Port Loko and Kambia Districts in Sierra Leone. The project focuses on two key components as specific objectives: food and income security for medium-scale youth-led farmer groups and enhanced performance of the local and national vegetable value chain, both of which will contribute towards building resilience and economic empowerment for rural communities in Sierra Leone.





The post holder will be responsible for building effective working relationships with peers in the International Programmes Department. This is in order to develop and maintain horizontal links, and to foster learning between programmes, innovation, good practice, and fundraising within and between regions or areas of work. The role also has a number of cross-divisional and cross-organisational functions linked to work with CAFOD’s Communities & Supporters Fundraising, Finance, Media, Policy and Advocacy teams.

Key Responsibilities

Lead and manage the programme portfolio:

  • In line with the overall direction set by the EC project document, provide direction to the EC project on Agribusiness ensuring that they meet agreed quality standards and EC contractual obligations
  • Ensure that the project is evaluated according to CAFOD’s evaluation policy, that learning is captured, shared across the wider organisations and between partners and informs decision making and new programme designs

Scope

The IRC is recruiting for a Health Program officer for the Covid-19 Vaccination program in Sierra Leone for Bonthe. The Health Program Officer will hold the overall responsibility for supporting the implementation of the Covid-19 vaccination program in Bonthe district. Working in close collaboration with the Senior Health Coordinator, Project Coordinator, the DHMT and other key stakeholders in the districts, the health program officer will play a key role in ensuring that the Covid-19 vaccination program is implemented to a high technical standard and is in full alignment with relevant national policies and protocols. Job Summary

Under the supervision of the Education and Girl’s Empowerment Coordinator, the Education Project Coordinator will be responsible for the overall implementation and management of all education and girls’empowerment programs in the core IRC districts of Kono, Kenema, and Bo and other districts as requested . S/he will be based in Kenema to ensure that the EAGER project team implements timely and high-quality education activities within the areas of operations. Moreover, the Education Project Coordinator will also support the Education and Girl’s Empowerment Coordinator in high-level meetings and management of education programs at the district level, including budget reviews and proposal development.

Presently, the Education Project Coordinator will supervise three District Supervisors and one M&E manager. This structure could change as future programs are added to the profile. Major Responsibilities

Technical

 

  • Manage all the IRC activities under the EAGER project in accordance with IRC polices under the guidance of the coordinator.

Job Summary

The role of the Social Worker is to work with children with disabilities and their families to help to  maintain a loving and supportive family unit, which nurtures and develops the child to reach their full  potential. They will do this with a kind, compassionate, supportive, and professional approach. A  child being born with or acquiring a disability can lead to family breakdown, and so counselling and  psycho-social support will be a main part of the job role. In addition to this, the social worker will be  expected to work with the Enable the Children team members, local partners, and the Ministry of  Social Welfare to help advocate for, support, and protect children with disabilities.




They will also do community and other forms of sensitization to help address issues of stigma,  discrimination, and abuse which children with disabilities and their families often face. The Social  Worker will develop relationships within communities, especially with schools and community  leaders and make referrals to appropriate support services if they identify anyone facing abuse. They  will keep clear case notes on their therapeutic interventions and the children and family’s progress.  Social Worker will also help in the running of Family Support groups and other Enable the Children  events. They will also assist in representing World Hope at coordination meetings, at the national  and local level. They will refer cases to law enforcement as needed, and follow-up cases to the  judicial level.

Major Roles and Responsibilities

– Provide psycho-social support and counselling to children with disabilities and their families  – Liaise with local partners, Ministry of Social Welfare, and other Ministries to protect children  with disabilities from abuse, maintain family units and ensure the child has access to  education, health services and all necessary support.

– Perform advocacy work to help reduce the stigma of children with disabilities

– Occasional travel may be required to different parts of Sierra Leone where the Enable the  Children team serves children with disabilities with local partners.

– Liaising closely with the Enable the Children team and reporting back on cases and  completing all necessary paperwork and data collection with statistics.

– Help coordinate and invite beneficiaries to Enable the Children events, especially Family  Support Meetings. This includes the need to work some weekends at the events.

The Gola Rainforest Programme supports the management of the Critical landscape in Sierra Leone – Gola Rainforest National Park and buffer areas. Gola Rainforest Conservation (GRGC) is non-profit Company formed in 2015 to manage the Gola Rainforest National Park, which is a certified voluntary REDD project. It was formed through an equal partnership between The Government of Sierra Leone, the RSPB, the Conservation Society of Sierra Leone (CSSL, BirdLife International Partner) and local forest-edge communities.

 

What’s the role about?

Reporting to the Greater Gola Landscape Programme Manager, the Programme Manager will be responsible for advising the Head of the Gola Rainforest National Park, Gola Superintendents and Directors of the GRC in programme implementation planning and monitoring, administration, fiscal management and assisting implementation of the GRC goals and objectives. HR policies, safeguarding, anti-bribery, anti-corruption) and systems (incl. financial management systems) are in place.
  • Work with the Head of the Gola National Park (HGNP) and Gola Superintendents to ensure that all policies and procedures are adhered to, implemented, monitored and reported.
  • Work with the HGNP and Gola Superintendent to ensure good implementation planning, financial planning and management are in place.
  • Ensure with the GRC Head of Gola, Gola Superintendents and project partners that all Gola program activities in Sierra Leone are implemented according to timelines, agreed budgets, and standards of quality expected by both donors and the GRC Partners. Work with the HGNP and others to ensure rigorous monitoring of programme activities and outcomes.
  • Collaboration with the Greater Gola Landscape Programme Manager and the other Programme Partners: design new program directions and/or activities for Gola and assist with the development of funding proposals.
  • Line manage and oversee work programmes of RSPB staff
  • Provide strategic advice to the GRC Senior Management Team, the GRC Directors and RSPB Technical Advisors for delivery of the Gola Rainforest Programme. Develop, maintain and strengthen key relationships with local and national stakeholders, including local communities, Society for Conservation of Sierra Leone, INGOs, International development partners and the GRC Board.
  • To work closely and collaboratively with staff and partners in Sierra Leone and Liberia to work toward implementing a joint vision for a successful cross-border Greater Gola Landscape (Peace Park) Programme.
  • Oversee the effective and efficient implementation of ongoing RSPB led projects/programmes within the country office portfolio, including good financial management, and adequate and timely reporting according to RSPB and donor specification.
  • Regularly review and update risk assessment and evacuation planning and report to GRC Directors

 





Additional responsibilities:

  • Joint chair of the GRC Senior Management Team and divide responsibilities and tasks amongst its members
  • Maintain good working relationships with all relevant stakeholders
  • Assist the HGNP to prepare updates and presentations for the GRC Directors quarterly meetings
  • Works with the RSPB Security Focal Point and provincial sub-office focal points to ensure preventative implementation of standard security operating procedures
  • Work with project partners and RSPB headquarters staff to develop funding proposals and programmes to ensure the long-term sustainability of the programme

 

Essential skills, knowledge and experience: 

  • Master’s Degree in conservation technical area, international development, or relevant field required.
  • Extensive overseas experience, preferably in West Africa.
  • Capacity building in management strengthening
  • Strong background in managing and directing field operations.
  • Strong background in financial management
  • Experience in program design, implementation, monitoring and evaluation and grant reporting.
  • Understanding and proven application of REDD, Climate Change, Conservation, participatory approaches, partnership, and gender to development programmes.
  • Strong interpersonal and team building
  • Fluent in English
