Responsibilities

Project Development and Management

  • Work across the organization and with the Director of Policy and Partnerships and Government Relations Director to translate PIH-Sierra Leone’s vision, and clinical and program strategies into high-quality programs supported by well-structured, mission-aligned partnerships
  • Independently develop and draft high quality, written program reports to tight deadlines, working across the organization to bring together and analyze program, clinical, M&E, advocacy and other information and data
  • Work closely with teams to translate clinical and program strategies into structured programs and projects
  • Support program, clinical and M&E teams in developing and adhering to high-quality theories of change, work plans and M&E systems to increase organizational impact and results
  • Drive results by identifying implementation challenges and lessons learnt, working across the organization to build consensus and momentum in project implementation
  • Ensure donor-funded project portfolio supports PIH-Sierra Leone’s strategy, proactively working to minimize mission drift and undue burden on clinical and program teams
  • Develop and report on KPIs for Policy and Partnerships Team
  • Develop and lead organization-wide quarterly review meetings to reflect on lessons learnt and ways to increase impact; support strategic planning process
  • Work to support overall Government Engagement in translating opportunities identified for resource mobilization into project proposal.

Business Development

  • Lead and support drafting of high-quality technical and non-technical proposals, concept notes, program briefs and other materials for potential funders, communicating PIH vision through clear and compelling narratives
  • Work closely with Boston Public Sector Partnership & Foundations and program and clinical teams, including responding to requests, ensuring timely submissions, and defining work flows
  • Lead on reporting and analysis of funding opportunities and fundraising pipeline, and co-develop fundraising strategy with Director of Partnerships
  • Research, identify and cultivate potential new partnerships





Partner Relations

  • Support Director of Policy and Partnerships and Director of Government Relations in managing PIH-Sierra Leone’s strategic relationships, including MOHS, institutional partners (e.g., the World Bank, UK Government, Global Fund), NGO partners and private donors, through speaking credibly to PIH-SL impact and responsive stewardship
  • Build strong relationships with all partners through transparency, flexibility and mutual respect, for collaboration, information-sharing, joint advocacy and funding partnerships
  • Coordinate donor visits and meetings with current and potential partners, working across the organization to effectively present PIH’s impact to external audiences

Government Relations, Alignment and Coordination

  • Through the Director of Government Relations, support strong relationships with partner organizations for collaboration, information-sharing, and joint advocacy
  • Liaise with PIH program staff and central MOHS to ensure PIH programs are aligned with MOH priorities and aligned with key national targets
  • Provide updates on key MOH policies and priorities relevant to PIH’s work to Executive Director, Director of Partnerships, and key program staff
  • Prepare and support quarterly key stakeholder meetings with national and local officials and key PIH stakeholders to ensure regular communication, sharing of opportunities and challenges, and continued strengthening of local government relations
  • Draft quarterly and ad-hoc reports to Kono local government, and national government; represent PIH in high-level district stakeholder meetings, and be a point of contact for external stakeholders
  • Support PIH Director of Government Relations with other tasks as required

Policy and Advocacy

  • Develop and disseminate high-quality program briefs documenting the impact of PIH programs, including through meetings with MOHS and other partners
  • Coordinate or lead policy analyses to assess the application of leading evidence as well as equity assessments to help advocate for improved pro-poor policies
  • Position PIH as leading thought and technical partner, including sharing and supporting the scale-up of PIH’s proven, evidence-based interventions
  • Contribute to GoSL policy and program development through participation in working groups and technical advising, and coordinate with PIH technical experts in areas of key interest to MOHS to provide inputs to technical processes





Required

QUALIFICATIONS

  • Bachelor’s degree
  • Track record in relevant sector e.g., INGOs, healthcare, public health, international development, government, professional services, academia, social justice
  • Track record of successfully delivering complex, fast-paced projects with multiple stakeholders and deliverables, to tight timelines
  • Strong and independent writer and editor, with experience drafting succinct, high-quality, technical written deliverables
  • Experience with donor-funded projects in public health or international development
  • Strong user of Microsoft Word, Outlook and internet applications; comfortable with PowerPoint and Excel
  • Strong interpersonal skills, and ability to work effectively with a range of stakeholders
  • Strong organizational skills and attention to detail, and ability to structure and recall information, and develop processes and systems for project and information management
  • Willingness to spend multiple weeks a month in field locations in rural Sierra Leone
  • Ability to work with humility and achieve results, including in settings with resource limitations, through entrepreneurial mindset, planning and persistence
  • Passion for PIH’s mission and commitment to social justice and developing a preferential option for the poor in healthcare

Desirable

  • Master’s degree in relevant subject e.g., public health, policy, development, business
  • Experience in Sierra Leone or similar African/low-income country setting
  • Prior experience working in global public health and/or clinical settings, especially in PIH priority areas (e.g., infectious diseases, NCDs, maternal health, clinical education)

Job Summary: The Junior NTDP Assistant will work closely with the NTDP Coordinator, M&E Coordinator, Social Mobilization Officer and the Sustainability Officer under the overall leadership of the NTDP Manager to provide programmatic support to Helen Keller’s NTD team and the national NTDP.

Ensure supervision of NTDP activities in Koinadugu district with the Helen Keller Koinadugu lead, work with District Health Management Team (DHMT) and NTD focal point on recommendations, planning and joint supervision of activities.

General Responsibilities:

  • Provide support prior and during all NTDP activities: Mass Drug Administrations, Pre-Transmission Assessment Surveys (pre-TAS), and Transmission Assessment Surveys (TAS);

  • Prepare posters and power points for review meetings, and international conferences;

  • Ensure effective use of Pico Videos during social mobilization events for Mass Drug Administration (MDA) in 14 districts and Pre-TAS, and TAS in selected districts;

  • Take photos of all meetings and trainings in Koinadugu district and submit those of appropriate quality (composition and lighting) with tags to the Communication Officer for HKI-SL’s Facebook page;

  • Support in the monitoring of activities in line with the Monitoring and Evaluation (M&E) unit.

  • Work closely with the M&E Coordinator to ensure reliable data for all targeted NTDs including performance monitoring, PHU-level coverage in Koinadugu district;

  • Participate in quarterly conversations to connect and annual performance plans with supervisor for submission to HR without delays and the need for repeated reminders;

  • Regularly participate in the Friday Comms meetings and share quality photos and appropriate tags with Facebook postings;

  • Work with the social mobilization and communications team to update all IEC materials for Onchocerciasis, Schistosomiasis (SCH) and Soil Transmitted Helminthes (STH) for trainings and community meetings with Community Health Workers (CHWs) and Community Drug Distributors (CDDs) and ensure they are reviewed and approved by the CD;

  • Compile and file documents accurately;

  • Performs other duties as assigned.




 

IR1 Planning and Management

 

  • Work with the NTDP and Focal Person of Koinadugu district to ensure activities are carried out on time and according to FHI360 quality improvement;

  • Support training of districts supervisors, peripheral health unit staff, CHWs and CDDs;

  • Draft monthly work plan and compile all field report from the team and draft comprehensive report of the review meeting and team meetings for submission to the deputy NTD coordinator before the end of the month;

  • Assist the NTDP coordinator in the planning and organizing of DSAs (Pre-TAS, TAS and SCH and STH impact assessment);

 

Support the quality improvements (QIs) required by FHI360

 

  • Participate in QI coaches training;

  • Support DHMT Koinadugu to implement QI activities prior and during MDA, and DSAs;

Support gender mainstreaming for NTD program

  • Actively engage in awareness-raising and diversifying delivery channels;

  • Support the integration of gender equity into all NTD trainings;

  • Support data collection disaggregation by sex.

IR2

  • Support implementation of London School of Hygiene and Tropical Medicine enhanced community engagements prior to DSAs and MDA (including rumour tracking, power mapping and participant observation) in the districts;

  • Promote ‘social listening’ as a paradigm shidt in the training of CDDs and CHWs;

  • Support the Koinadugu team lead to cascade the social science training on NTDs in Koinadugu district to enhance community engagement and avoid a further failed pre-TAS.




Skills Required

 

  • Improved computing skills especially MS office Word, Excel and Power Point;

  • Improved report writing skills;

  • Improved multimedia skills with special attention to translating jingles to Susu;

  • Communication skills especially using, emails, mass media and local language translations.

Job purpose
Based in Freetown, Sierra Leone with travels within the country and other NSs within the Cluster; the senior NSD/OD Officer in ensuring high quality NSD/OD support will: –
Maintain good working relationships and ensure timely two – way communication with the colleagues managing National Societies/organisational development and the movement partners operating in Sierra Leone and other NSs within the cluster.

The Field Coordinator will be expected to lead the operational aspects of the field base in Kabala including management, team coordination, relationship with local institutions and partners, logistics and security. ORGANIZATION CHART:

The successful candidate will report to the Country Coordinator and will work in coordination with the team in our base in Kabala. He/she will be the direct line manager for the Project Coordinator, Administrator and Logistics Officer.

FUNCTIONS:

Base Management and representation:

Ensure adequate information flow within the different members of the team.

Oversee the compliance of MdM protocols and procedures.

In close coordination with the General Coordinator, s/he will promote good working relationships with our partners, local authorities and communities in the districts of Koinadugu and Falaba. Enhance a good and close relationship with all partners in the area.

Terms of Reference for participatory video maker

  1. Background & context 

The lack of female teachers is one of the factors that make it hard for girls to aspire to a career of their own and to continue with their school studies. Recruiting more women into teaching is critical in terms of improving and sustaining the school participation of girls, particularly in rural areas. However, few women have the required qualifications, experience or opportunities to apply to teacher training programmes.




The Open University (OU) with FAWE and Plan International (Plan) has developed and led the Learning Assistant (LA)/ Student Teachers (ST) component of the Girls’ Education Challenge project in Sierra Leone. The programme seeks to address community education needs and contribute to gender equity in education in a sustainable manner. The 4-year programme prepares women in rural communities across 5 districts in Sierra Leone to take on teaching roles within their own communities, by returning to education and undertaking training.

The project was funded by a range of different corporate donors and by the DFID’s Girls’ Education Challenge programme and has been implemented for 5 years (2014-2019) with a pause during the Ebola crisis. The overall objective of the LA/ST element of the project was to provide a supported and sustainable pathway into teaching for 500 women, in order to increase numbers of female teachers in rural areas within 5 districts across Sierra Leone.

  1. Purpose

This work will create a participatory video with three student teachers (STs), their school and village community to explore the moment the former learning assistants realised they had become teachers.

This Terms of Reference is for the recruitment of a locally-based film-maker who will work with Plan, the Open University and the three STs to produce a high-quality video by enhancing  the participatory experience of women, coaching them to learn some basic technical skills of film-making.

The audience for the participatory video would be the OU, Plan, the funder and external partners.

The student teachers will also be asked, prior to the workshop to capture some of their own images using the tablets about what it means to them to be a teacher.




 

  1. Methodology

The focus of the video will be on capturing the girls’ experiences of being a ST with an emphasis on quality teaching and learning.  The narrative around quality teaching often focuses on ‘good’ teaching, without proper understanding of what ‘good’ means or what it might look like in practice and why this matters.

This will be achieved through Participatory Video (PV). PV is a qualitative methodology that engages research stakeholders in collective sense-making about a topic they have an interest in, by providing them with the equipment, training and support necessary for them to make their own film about it.

 

It will be required by the film-maker , working closely with the project team (Plan and OU):

  • To get familiarised with the project and the journey of the Student Teachers

  • Work with academic team/project team, to define framework of requirements for the particular activities being filmed and success criteria

  • Work with the OU academic team, Plan teams in UK and Sierra Leone to plan the details of filming schedule and attend to pre-filming requirements

  • Undertake capacity development with film project team to provide hands on experience for filming/editing

  • To provide the necessary equipment and software for making and editing the film

  • Work with the STs to plan the content and direction of the film (e.g. storyboarding, deciding who to interview, planning and practising interviews and interview technique, key ‘shots’, structure, key messages, sound clips (e.g. music), language of communication, how they will be credited, who else will be credited, the film’s title etc)

  • To travel to the communities where the STs are and support them to film aspects of their daily lives and film interviews with key selected individuals

  • To maintain close contact with the OU/Plan team throughout the project period (frequency and mode of communication TBC)

  • To work with the STs to assemble the filmed material into the agreed structure and engage them in discussions around editing

  • To edit the film into a professional-looking output including adding English subtitles where appropriate and incorporating agreed-upon title and end-credits

  • To provide a script of the film’s narrative

 

The result is a short film which can be used for research and advocacy purposes, in addition to rich narrative and observational data which can be generated and captured through the film-making process (e.g. interviews with and between participants, data generated through workshop activities, group discussions about what goes into the film and what doesn’t and around the editing process).




 

  1. Logistics 

It is expected that the film-maker will use their own equipment. The location of the work will be Sumbuya, or other location that may be accessible.  The film is made by 3 student teachers through a workshop approach.  The other participants are involved through the STs interviewing them or through the use of talking heads.

It is expected that other stakeholders involved in the process are:  headteacher, 1 female mentor, Family members (father of one of the STs, others), Community leader e.g. Paramount, Chief, social worker or women’s leader , Practice Study Mentor – male, Subject Tutor.

 

  1. Timeline and inputs 

Field work dates

The assignment is due to start in September and is expected to take around 10 days (see below)

The draft outputs (video + transcript+ wraparound text) will be available by the end of September/beginning of October 2021.

The film-maker, will, in conjunction with Plan, ensure that all individuals seen in the materials have signed a consent form or for children there has been parental consent to be included in the film.

The prospective applicant will submit an indicative budget including fees and logistics.

  1. Deliverables

1 x 10-minute film detailing the experiences of the student teachers’ through making visible their teaching practices, and the support they receive from the school and local community.

Reporting to: Project Officer

Specific Responsibilities:

  • Support the project officer in mobilization, planning, coordination, and monitoring of all field activities.

  • Develop work plans (Weekly, Monthly, and Quarterly) to ensure effective implementation of activities as outlined in the proposal.

  • Facilitate the identification and formation, and mobilization of Village Savings and Loan Associations (VSLAs) and other project beneficiaries through local structures and community engagement.

  • Facilitate the identification of VSLA Financial Champions to enhance community awareness and sustainability.

  • Monitor and oversee the VSLA meetings and activities. Ensure toolkits are supplied appropriately.

  • Support roll-out of CAFOD’s model for private sector engagement.

  • Mentor and support project beneficiaries throughout the implementation period.

  • Identify technical capacity challenges for beneficiaries and existing skills/knowledge gaps in Financial and Business development skills.

  • Support the monitoring of project activities at the field level, as per the M&E plan, through collection of data and submission of timely and accurate reports.

  • Contribute to ensuring accountability to project beneficiaries and local stakeholders.

  • Support community mobilization efforts through communication and information sharing with project beneficiaries at the community level.

Requirements

  • Diploma in social work, community development or other related field from a recognized academic institution. A Bachelor’s degree will be an added advantage.

  • At least 1-year field experience with a local or international NGO in Sierra Leone.

  • Experience organising community structures in remote locations.

  • Experience monitoring projects and collecting relevant information.

  • Knowledge and experience in the Village Savings and Loans (VSLA) model a plus.

  • Strong analytical, critical thinking, coordination and writing skills.

2.) Project Officer

Job Overview: Based in Kenema, with frequent field visits, the Project Officer will be responsible for the day-to-day implementation, oversight and monitoring of the Women and Girls FIRST (Financial Inclusion & Resilience Strengthening) project. This three-year initiative is being funded by Jersey Overseas Aid and the Catholic Agency for Overseas Development (CAFOD). In partnership with CAFOD, Caritas Kenema and several private-sector service providers, the project will focus on strengthening resilience and improving financial inclusion among rural communities in Sierra Leone, especially women and girls. This will be accomplished through three main strategies: improving access and adoption of inclusive and appropriate financial services and products, strengthening knowledge and understanding of financial skills by reinforcing literacy development, and financially empowering women and girls by building up their confidence, self-reliance and agency and supporting women-led micro, small and medium enterprises.

Reporting to: Programme Manager

Specific Responsibilities:

  • Organize and lead the implementation of all assigned project activities as outlined in the project proposal andin line with CAFOD program quality principles and standards, donor requirements, and best practices.

  • Develop detailed workplans and use planning tools to keep track of all activities to ensure the project activities, outputs and outcomes are achieved in a timely manner.

  • Organize and leadexternal and internal assessments, trainings, awareness-raising sessions, and monitoring visits with a gender inclusion lens.

  • Facilitate roll-out of CAFOD’s model for private sector engagement.

  • Monitor and supportField Officers and the mobilization and sensitization of communities on key project strategies to ensure community ownership.

  • Coordinate and oversee working relationships with all stakeholders and serve as the liaison between them and the project team.

  • Support and coordinate capacity-strengthening and technical support to ensure assigned project activities are implemented per project guidelines and standards.

  • Ensure project documentation for assigned activities is complete and filed per donor requirements.

  • Prepare and share regular case studies.

  • Liaise with external stakeholders – namely the Government Line Ministries, International Non-Governmental Organisations, local partners, private sector service providers, community members etc. to ensure effective communication and project implementation.

  • Represent the organisation in various forums (relevant sector working groups, government meetings, civil society events, etc.).

  • With the support of the Monitoring, Evaluation, Accountability and Learning (MEAL) team, conduct regular monitoring and evaluation processes against project objectives.

  • With the support of the Finance and Administration Officer, oversee the development of narrative and financial reports, progress reports, and promotional materials for the donors.

  • Carry out other assignments as requested by the line manager.




Requirements

  • Bachelor’s degree in social work or development. Qualifications in Microfinance a plus. Additional experience may substitute for some education.

  • At least 5 years’ experience in implementing Livelihoods or Financial Inclusion projects, with focuses on gender inclusion and women and girl’s empowerment.

  • Proven knowledge and experience in the Village Savings and Loans (VSLA) model.

  • Proven experience in project cycle management in an NGO setting

  • Experience working with community groups, participatory action planning and community engagement.

  • Staff supervision experience a plus.

  • Experience monitoring projects and collecting relevant data.

  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

  • Strong analytical and critical thinking, coordination and writing skills.

Benefits Administration
•Ensure all staff have NASSIT numbers on file and facilitate those who do

•Laise with insurance companies in regards to Medical covers ensuring that they maintain an up to date record of all active MSSL Staff.
•Guide staff in accessing medical insurance and completing claims in case of accidents. Ensure follow up of insurance claims as and when necessary.
•Initiate and follows up death benefit claims for deceased staff or dependants as soon as the relevant information is received and confirmed and maintain an up to date record of these claims.
•Support collection of all documentation required for health insurance renewals and alert manager of renewal cycle and needs of all.
•Manage Medical excesses incurred by staff and ensure excesses are paid to the insurance company.

Learning and Development
•Coordinate the Tim Black Learning & Development Foundation Scholarship Application Process, shortlisting, preparing study agreement to awardees and preparing payments.
•Coordinate training events by maintaining contacts with service providers, arrange training venues and general facilitation.
•Document and file all training reports and attendance registers while monitoring them against approved plans.
•Capture all completed trainings into the HRMIS database and training reports produced quarterly.





Staff Welfare
•Liaise with admin and ICT to ensure staff are provided with all work resources to execute their tasks eg computers and phones
•Provide uniforms, name tags, IDs and medical cards to staff and ensure that they are in good condition / updated at all times.
•Faciliate the quarterly staff meetings at support office with logistical support and ensure that minutes are taken and filed

Leave plans and records
•Ensure that all staff have annual leave plans within the HRMIS
•Ensure that all leave taken is appropriately reflected within the HRMIS and corresponds with temporary staff requests
•Work with Finance department to reconcile leave compensation entitlements upon exit of the staff

Performance Management
•Guide line managers and staff in executing the appraisal process, ensuring that is completed on time – before end of March each year.
•Ensure that probationary reviews are completed atleast a week after probation expiry and that appropriate action is taken on time ie confirmation in position, probation extention and/or termination.
•Ensure that all Performance Improvement plans as a result of poor performance are completed and followed through to rectify performance
•Provide an accurate and up to date performance review report within Q1 of each year.
Employee Labour Relations
•Maintain an accurate log of all employee grievances and disciplinary cases placing all disciplinary reports on both general and personnel files.
•Monitors issues of individual or collective staff concerns such as remuneration, entitlements, welfare, complaints and grievance related problems, make appropriate recommendations and advise, counsel affected staff accordingly or proactively bring this to the attention of HRM.





Requirements

Relevant degree or experience in HR administration or related field
Excellent written and oral English communication skills
More than one Sierra Leonean language desirable
Demonstrated experience in HR support in a busy organisation with staff based in multiple locations
Basic understanding of National legal requirements relating to HR, including labour laws and administrative law.
Knowledge of or ability to learn and adapt to the organizational policies, systems and procedures
Ability to work with little or no supervision
Sense of fairness and equity in handling HR issues
Absolute discretion and a high sense of confidentiality
A team player with good interpersonal and communication skills
