Job Description

BACKGROUND: Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations and private sector – to provide improved social services, decrease youth unemployment and mitigate gender based violence. IRC do this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, Youth and Gender Based Violence programming. IRC operates projects in Freetown, Bo, Kenema, Kono, Kambia and Moyamba, and has a Country Program office in Freetown, a Regional Field Office in Kenema; Field Offices in Kono, Bo and Kailahun.





REPORTING: Reporting to the Field Coordinator in Kenema, the Field Manager is personally responsible for the coordination of programs and operations at the Kono Field Office.

SPECIFIC RESPONSIBILITIES:

  • Manage the operational components of the Kono office including the Operations, Admin/HR and Finance.
  • Act as the Security Focal Person (SFP) for the Kono office.
  • Represent IRC at relevant meetings of government, ministries and stakeholders
  • Support the implementation of programs.
  • Chair the program and operational meetings in Kono and submit minutes to the Field Coordinator.
  • Facilitate visits from programs and operations staff as well as donors and other partners.
  • Communicate operational issues to the Field Coordinator, Program Managers and Program Coordinators in a timely way.
  • Promptly report any observations or findings that will affect program implementation to senior management for follow up and guidance
  • Provide input to the Field Coordinator for the completion of the monthly field report





Supply Chain

  • Enforce the strict observance and consistent application of the current IRC Sierra Leone procurement policies and procedures.
  • Establish guidelines to ensure that procurement documentation processes and delivery of purchased goods and services to IRC stores are expedited.
  • Oversee activities of the IRC Kono stores to ensure that efficient systems and procedures are maintained.
  • Conduct regular spot checks and report to the Field Coordinator on the general stock status, and as to whether the IRC delivery, storing and tracking system is adhered to by the Operations Officer responsible for the stores.
  • Conduct periodic stock valuation exercises and report to the Field Coordinator.
  • Help maintain an efficient fleet management system to facilitate effective IRC Sierra Leone programs implementation.
  • Review Supply Chain report to ensure that is comprehensive and submitted within the given timeframe (see Tasks matrix)
  • Oversee the daily activities of the Operations Officer responsible for Transport and provide technical support during operations.
  • Set up guidelines and enforce IRC’s regulations concerning vehicle usage at all times.
  • Verify daily check-sheets and logbooks on a regular basis.
  • Review and submit to the Supply Chain Coordinator in Freetown the monthly expenditure reports on fuel usage, maintenance and repairs prepared by the operations officer using the standard formats and charts used by IRC.
  • Ensure proper tracking of all IRC assets movement, including continuous maintenance and update of program assets listing as required by Supply Chain in Freetown.
  • Ensure an inventory of assets is conducted at least every three months and present the report to the Supply Chain department in Freetown.
  • Contribute to the asset disposal system as per the IRC policy and procedures with support from the Supply Chain Manager in Freetown and the Deputy Director of Operations.

· Ensure that the services for the compounds are constantly provided and quality is guaranteed. This includes water supply, generator installation and maintenance, technically-recommended operation, back-up and monitoring of fuel consumption.

Security

  • Act as the security focal point for the Kono Field office
  • Manage the Kono Field Office security issues and forward all relevant information and incident reports as well as giving feedback to the Field Coordinator and Deputy Director of Operations for all security follow-ups.
  • Provide guidance and oversight with regards to security procedures.
  • Liaise with other NGO’s and the UN agencies in Kono regarding security information and matters at the field office.
  • Provide security orientation to new staff and ongoing security related trainings to continuing staff
  • To follow any new procedures and security guidelines stipulated in circulars from the Country Director, DDO or the Field coordinator.




  • Closely monitor the SSGI guards and report issues of concern to their supervisor or to the Field Coordinator.
  • Complete and submit the daily and monthly security reports and submit to the Field Coordinator

Finance

· Ensure that the day to day financial management of the field office is in accordance with IRC policies and procedures, donor rules and regulations and statutory laws.

· Monitor the financial management of the field office in a supportive and professional manner ensuring that IRC funds and documentations are used in accordance with IRC policies.

· Carry out necessary spot checks on financial issues and records in the office.

· Ensure the timely submission of financial reports and original documents to Freetown.

· Supervise all protocols on the handling of the safe, petty cash, cheque books, cash etc are strictly adhered to at all times.

Admin/HR

  • Provide day-to-day supervision and support to staff that you directly supervise including the Operations Officer and the Finance Officer.
  • Make recommendations to the Field Coordinator and DDO on contract extensions, promotions, staff development and review of job descriptions of staff you supervise.
  • Set clear performance objectives for staff you supervise and ensure that they are understood.
  • Conduct regular performance reviews and hold one-on-one feedback discussions with staff that you supervise on a regular basis to ensure that performance objectives are being met.
  • Conduct annual performance evaluations for staff that you directly supervise and manage poor performance and disciplinary issues in accordance with IRC HR policies and procedures.
  • Ensure that staff annual leave is tracked and planned in advance and that there is sustainable coverage and backup for all staff going on leave.
  • Review and approve/endorse timesheets of your staff on a monthly basis and travel and leave requests when the requests are made.
  • Ensure that all IRC Kono staff complies with the rules and regulations of IRC as set out in the national staff personnel policy in force.





Programs

  • Provide the link between program managers and operational staff; the Kono Field Office, the Field coordinator and Freetown.
  • Ensure program staff plan and submit PRs, Action-plans and other necessary documentations in good time.
  • Ensure that procurement plans are developed and updated for all open grants in your location by closely working with the Procurement Officer and Program Coordinators to make sure procurement is carried out in a timely manner thereby avoiding the consequences of late procurement, especially at the end of grant.
  • Actively seek inputs from program personnel on how systems and support functions can be improved with program results in mind.
  • Be actively involved in the Site Programme Planning, Budgeting, Monitoring and Evaluation
  • Communicate issues to both program managers and program coordinators
  • Monitor the work-plans of each program and raise over-laps or operational constraints
  • Carry out field monitoring visits to support program implementation
  • Help with and encourage program planning

Minimum Qualifications

QUALIFICATIONS

Education (Knowledge): Post Secondary Education from a recognised University or College

Experience:

  • 3-5 years with a international agency, preferably in a management position
  • Background in Supply Chain and operations
  • Some programmatic knowledge
  • Experience managing teams
  • Experience working within programs with multiple grants and donors

GOAL is looking to recruit a qualified, flexible, and enthusiastic professional to work within the Health Team and partners to improve the reproductive, maternal, and new-born child and adolescent health services in Sierra Leone.

 

To succeed in this role, you will be an experienced BSc in Nursing, Clinical Health Officer, Midwife or SECHNs with Public Health experience/training with at least seven (7) years’ experience. You will possess sound knowledge of district health systems in Sierra Leone and have experience of delivering training and mentoring in clinic environments. Job Summary:

Job Summary:
You will efficiently provide comprehensive information, clerical, and accounting services to assist the Finance Department in executing processes and delivering service needs that support high-quality programs serving the poor and vulnerable. As part of an experienced finance team, you will deliver quality support in your role, applying clearly defined accounting and financial reporting processes, procedures and service standards. To Support all financial management aspects of the Global Fund project and works directly with SRs to ensure compliance with contracts and financial reporting in line with the standards and policies of the Global Fund and CRS. Review and validate supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete and authorizations are in place. Assess, evaluate and monitor subrecipient financial management processes in accordance with CRS policies and strengthen the financial management capacities of all SRs. Roles and Key Responsibilities:
Complete standard financial documents (vouchers, wire transfer requests, checks, etc.) following a sample template with prescribed guidelines and circulate as needed.
Provide administrative and clerical support to financial transactions processing. Prepare, type, photocopy, and scan related documentation. File accounting and financial reporting documentation as instructed.
Compile supporting documentation (liquidation/receipt package) to support processing of financial transactions. Communicate with staff, subrecipients, partners, suppliers to follow up on required documents.
Perform data entry for financial transactions recording, following validation by the next-level Finance staff.

Basic Qualifications
BSC in accounting required. Professional diploma/Certificate or courses in Accounting, Finance, Economics, or Business Administration a plus.
Minimum of two years’ work experience in a similar role with some familiarity of standard accounting practices. Experience with an international organization a plus.

3.) Grant Manager

 

Department: Global Fund – NFM3 Project Unit
Reports To: Project Director – Global Fund, NFM3 Project Unit
Country: CRS-Sierra Leone.

Job Summary:
You will help coordinate and contribute to the implementation of the Global Fund NFM3 grant policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. You will efficiently perform accounting services through documenting the Global Fund NFM3 grant financial transactions by compiling, analyzing, and verifying account information, preparing account entries, and delivering financial reporting services throughout the Global Fund NFM3 grant life cycle. To support the coordination to respond to specific requests from partners and GF on grant finances. Serve as a focal point for grant budget development, analysis of the quality of PUDR financial data and other reports. Prepare monthly analysis reports of sub-recipients. Support training of partner Finance Managers on the financial management of Global Fund grants. Monitor cash disbursement and receipt schedules, alert relevant GF staff of due payments and liquidations, and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines. Prepare monthly financial reports to facilitate timely tracking. Ensure the materialization of finance related coaching sessions between CRS and SRs. Monitor SR audit reports and monitor actions to be taken for improvement. Provide regular and prompt feedback to SR and partners in grant management.

 

Roles and Key Responsibilities:
Set and monitor sound accounting and financial reporting procedures for Global Fund NFM3 grant subrecipients and partners following established standards. Ensure setup and maintenance of all data required for processing financial transactions for assigned Global Fund NFM3 grant accounts in Insight financial accounting package.
Review and validate supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete and authorizations are in place.
Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
Assess, evaluate and monitor subrecipient financial management processes in accordance with policy and strengthen capacity of partner in financial accounting and transactions.
Monitor disbursement/receipt schedules, alert relevant Global Fund NFM3 grant staff of due payments/liquidations and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines.
Prepare various periodic and ad hoc financial reports and perform variance analysis to assist Global Fund NFM3 grant staff with decision-making. Assist with budget maintenance for proper management of financial resources.
Provide information to Global Fund NFM3 grant staff, subrecipients, and partners on financial accounting policies and procedural compliance issues and deliver training and other capacity building activities.
Perform assigned treasury Global Fund NFM3 grant (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured.

Basic Qualifications
B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
Minimum of two years’ experience in a position with similar responsibilities, preferably with an international or local NGO, or a financial/banking institution.

Preferred Qualifications
Knowledge of the relevant public donor regulations preferred.
Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications. Knowledge of Insight financial accounting package or similar financial reporting software preferred.

Job Summary:
As Senior Program Manager, you will provide overall leadership to the Food for Education project program team being implemented in the Koinadugu and Falaba districts of Northern Sierra Leone. The incumbent will be based in the CRS Sub Office in Kabala and will be responsible for the overall management of the project including the quality of programmatic implementation (including monitoring, evaluation and learning) and administrative elements of the project to serve the poor and vulnerable. You are responsible for ensuring that project results are achieved on time and on budget, including strategies for phase out and sustainability, and that the budget is consumed as planned. As a senior leader, you will proactively manage security and mitigate security risks.

Roles and Key Responsibilities:
Lead the development, implementation and consolidation of the FFE project. Provide oversight for all aspects of program quality, program management, representation, and human resources. Serve as the primary point of contact to USDA as well as public, private and non-government stakeholders.
Ensure strategic objectives and results are accomplished and meet technical quality standards through annual and quarterly activity planning and budget forecasts. Lead quarterly technical review of implementation plans.
Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and recruitment process of senior staff
Coordinate with M&E department to oversee the design and implementation of the monitoring and evaluation system, using appropriate forms, procedures, and tools for data collection and analysis as the basis for measuring, documenting and reporting outcomes.
Manage and mitigate risk. Ensure compliance in DONOR grants including oversight of partner budgets, finance and administration, and reporting to DONOR.
Coordinate relationships with consortium partner organizations. Contribute to coordination of roles and activities of staff from consortium member organizations in implementation in line with CRS partnership principles.
Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high-quality training and technical assistance.




 

Basic Qualifications
Masters’ degree in International Development, International Relations or a related field.
At least 5 years of experience managing large scale development grants, preferably focusing on food security, education, nutrition and community development.
A minimum of 3 years of international experience
Proven track record of successful USG funded program management, including management of multi-activity projects, complicated logistics and large budgets, as well as commodities.
At least 3 years of supervisory experience, including performance evaluation, coaching and mentoring.

Preferred Qualifications
Knowledge of CRS Partnership strategy and Partner management experience an advantage.
Prior experience working in the West African region, preferred.
Excellent report writing skills.
Excellent knowledge and experience in budget management and project management.
Proficiency in Microsoft Office Publisher, Word, PowerPoint, Excel and Outlook.

The Role: Agriculture Project Officer will be responsible for implementing project activities in his or her designated project community. The project is been funded by Sierra Rutile Limited – International Finance Corporation (SRL-IFC) Advisory Program to implement an agricultural project under the SRL-IFC Advisory Program under a consultancy contract. The project will run for approximately one year in six villages (Gangama, Lungi, Junctiola, Higima, Matagelema, Saahun) within the Bonthe & Moyamba Districts. Its overall objective is to improve the livelihoods of at least 150 households through improved agriculture and household practices; and to build the capacity of at least 35 lead farmers to serve as peer facilitators, sharing share knowledge of improved technical practices with their peers.

Rainbo Initiative (RI) is a national NGO that is passionate about ending Sexual Gender-Based Violence in Sierra Leone. We started our work as a project under the International Rescue Committee (IRC) in 2003 and became an independent national NGO in 2014. RI was the first provider of free medical treatment and psychosocial services for survivors of Sexual Gender Based-Violence (SGBV) in Sierra Leone.

Responsibilities

 

Under the direct supervision of the Project Assistant Coordinator, the Field Officers will serve as focal point of contact to liaise with survivors, the Family Support Unit and other district partners and stakeholders. FO will provide accurate and timely information to all stakeholders and ensure they act within the appropriate time in saving lives of women and girls.  He/she will oversee the outreach Programme in his/her district of responsibility, this includes implementation of activities and daily management of volunteers/interns. The Officer will supervise the Outreach Interns in facilitating Rainbo Initiative’s preventative outreach Programme to address the root causes of Sexual Gender Based Violence (SGBV), and will support the District Team Lead to manage data and report. The person will coordinate with District Team Lead to raise Rainbo Initiative’s profile at district level.

Specific Responsibilities include:
  • Conduct follow-up on survivors, provide feedback to the medical doctor, collaborate with the FSU and other District Partners.
  • Support the District Team Lead in developing quality monthly progress report, including data from the Centres and outreach engagements.
  • Leading the cultivation of professional relationships and communications with partners and referral organisations (e.g., government hospital, National Aids Secretariat and Family Support Unit) in the implementation of Rainbo Initiative’s projects
  • ·         Support in managing funds and budgets for project costs and program expenditures.
  • Engaging with outreach and Focal Point Volunteers to ensure clarity on timely implementation and quality standards of project activities;
  • Visiting program implementation areas as needed to assess quality and appropriateness of activities
  • Make frequent field visits to provide technical support to the Outreach Interns and relevant partners
  • Support the M&E Assistant Coordinator in data collection and management
  • Collaborate with Communications team for collection of case studies and other media engagements at district level.

Innovations for Poverty Action (IPA) Recruitment – Health and Behavioral Economics Student Volunteer

IPA’s office in Sierra Leone (SL) and the Principal Investigator, Anne Karing (University of Chicago), are looking for remote student volunteer(s) to support ongoing research on the intersection of health and behavioral economics.

In Sierra Leone, where immunization is valued, but not fully adhered to, researchers worked with the Ministry of Health and Sanitation to test the impact on immunization rates of highly visible bracelets for children, signaling whether and to what extent children had completed their immunization schedules. The study found that bracelets signaling timely completion of all immunizations increased vaccination rates by 14 percentage points. The aim of the follow-up research is to assess the long-term impacts of the signals on immunization and other health behaviors, its social welfare effects, and to identify a path to scale for the intervention.





The research team is further working on new projects in health in the urban setting of Freetown. The research investigates e.g. the demand for informal markets for medicines, physical pain and its impacts of labor supply, the operation of pharmacies and impact of market competition on altruistic preferences.

Position Summary: The Student Volunteer will work closely with a research staff and communicate with the PI team to:

  • Support the cleaning and analysis of survey data
  • Support High Frequency Checks and other data quality assurance processes
  • Design and refine survey instruments, and code them on Survey CTO
  • Support with the training and monitoring of field teams
  • Distil critical information from discussions and academic research into briefs to drive policy formation
  • Support capacity building and trainings with local staff
  • Engage in frequent communication with the PI, Research Manager, and the field team
  • Perform other tasks assigned by the supervisor

Purpose Of Position

The National Director (ND) will strategically lead, develop and direct the implementation of all aspects of World Vision’s ministry in Sierra Leone.

The Evaluation & Research Specialist reports to the Chief of Evidence, Policy and Social Protection and provides technical and operational support to the Country Management Team (CMT) to ensure credibility, impartiality, and independence of the evaluation function in the CO.

Summary of key functions

1. Evaluation Leadership

In collaboration with the CMT and national partners, take the lead to develop and implement a plan of evaluation activities that will provide relevant and strategic information to manage the Country Programme and relevant national policies and programmes toward achieving results for children in both humanitarian and non-humanitarian situations.

2. Evaluation Conduct and Use

4. Research Management

To qualify as an advocate for every child you will have…

  • A minimum of five years of professional experience in one or more of the following areas is required: public health/ nutrition planning and management; programme development, implementation, monitoring and evaluation of developmental programmes in health, nutrition and HIV sector; maternal and neonatal health care, or health emergency/ humanitarian preparedness.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language is considered as an asset.
  • Professional technical knowledge/ expertise in demography, statistics, and data management.
  • Professional technical knowledge/ expertise in methodology of M&E, including theories, standards and models, quantitative/ qualitative/ mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
